Mine management by objectives By A. A. HAZELL The author discusses the objective areas of mine management. Setting objectives is seen to be a conscious process which starts at the highest level of management. This enables clear objectives to be set at each lower management level. The methods of setting objectives in the areas of stope production, productivity and manager performance are set out in detail. In the area of manager performance emphasis must be placed on the practice of management. It is concluded from results obtained that "management by objectives" produces better than average perormances.

ABSTRACT The recently introduced concept of negative taxation complicates estimation of the distributable profit of certain South African gold mines, and an assisted mine could operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. A simple diagram is presented from which the approximate working profit or loss, taxation payable or tax credit received, and the distributable profit of an assisted mine can be estimated directly for any combination of the four main variable operational factors: tonnage milled, recovery grade, unit cost and capital expenditure. INTRODUCTION The effects on the working profits of South African Gold mines caused by changes in unit working costs, recovery grade, tonnage milled and capital expenditure are readily estimated. For normal tax- and lease-paying mines the distributable profit is related to the working profit and the latter is a commonly accepted comparative measure of the profitability of an operation. However, the recently introduced concept of State assistance in the form of negative taxation1, i.e. a tax credit, for mines with a life of less than eight years complicates such estimates. A requirement of State assistance is that an assisted mine must lower its normal pay limit by 16 to 20 per cent, and it will be possible for a mine to operate at a working loss and yet produce an overall profit for distribution amongst its shareholders. In the case of an assisted mine it is therefore necessary for management to judge the effects of changes in unit costs, grade, etc., in terms of distributable profit instead of working profit. This will require repeated calculation of tax to be paid or tax credits that will be received under the numerous possible combinations of the four main variable factors. However, with the aid of the diagram illustrated in Fig. 1, it is possible to assess at a glance the practical effect of these variables on the distributable profit of an operation not subject to tax on the normal formula, or small mine formula, with sufficient accuracy to decide whether a detailed analysis is required. USE OF THE DIAGRAM From the central point 'X' in Fig. 1, a range of tonnages milled per annum has been plotted along the north-bearing axis, a series of costs per ton milled in the northwestern quadrant, recovery grades in the northeastern quadrant, and capital expenditures in the southwestern quadrant. Starting from the tonnage milled per annum, a line is drawn east and west across the two northern quadrants up to the points where it reaches the desired cost- and grade-lines. From these points two north-south lines are drawn into the southern quadrants. A further line is drawn to the east from the point where the western north-south line crosses the desired capital expenditure. In the past few years Orapa and Letlhakane Mines have investigated various new technologies to enhance and improve production. The goal has been to improve productivity, reduce operating costs and make the mines more profitable The advent of Global Positioning Systems (GPS) in the early ’80s brought about the realization of this concept. Orapa and Letlhakane Mines started using GPS in 1999 and it is now used atLetlhakane mine for surveying, vehicle tracking and dispatching and for floor control system. Orapa Mine uses GPS in surveying, floor control and drill navigation. It will also be used for vehicle tracking and dispatching in mid-2001 following the installation of a fleet management and control system. The introduction of GPS at both Orapa and Letlhakane mines have improved productivity and reduced operating costs in the areas of drilling, topographic survey and floor control. In vehicle tracking and dispatching GPS has allowed for real-time information management for timeous decision-making which optimized fleet run time hours.

The theme of this Colloquium, survival strategies, not only conveys a sense of urgency but also takes cognizance of the fact that, as in the political arena, tough decisions have to be made and acted upon in the years to come. It is therefore appropriate that the SAIMM, as spokesman for the metallurgical industry, should be dealing with these issues at this time, and I wish to commend the organizers of this Colloquium for focusing on a mater as important as the future of this great industry. In view of this, I regard it as an honour and privilege to officiate on this occasion, where the best of South Africa's brain power in the metallurgical field will be harnessed with a view to moulding strategies for survival.

The flotation separation of the Rosh Pinah ore into lead and zinc concentrates are based on the selective flotation of the lead containing minerals followed by the activation and recovery of the zinc sulfides. In the present work the influence of the composition of the water on the selective flotation of the lead containing minerals is reviewed and the results given of the laboratory investigation of the influence of activating species such as silver, lead and copper, on the selective recovery of lead minerals from the Rosh Pinah ore. It was found that it was difficult to prevent the activation of the sphalerite by the metal species in solution in the absence of cyanide, and that colloidal precipitates most probably also serves as a significant carrier of these activators in the flotation circuit. Removal of heavy metal species from the solution by means of an adsorbent is possible, but most probably not practical.

This paper describes some of the work of Jones and Tricket (1954), and demonstrates the usefulness of their findings by applying them to three fire incidents in South Africa. It is shown that the Jones- Tricket ratio can be used to indicate the type of explosion that has occurred in a mine and the level of activity or passivity of a fire behind seals. A knowledge of these factors is extremely important to a mine manager, whose prime duty during the crisis conditions resulting from a mine fire is to protect the men involved in the hazardous duty of fire-fighting.

Historically, engineers and scientists, particularly those involved in the coal-mining industry, have been slow to adopt statistical methods. However, the need to obtain the maximum information .from expensive exploration and development programmes, and the current focus on total quality management, have led to a change in perceptions if classical statistical and geostatistical methods and their application as planning tools. Some if the underlying issues associated with the generally poor communications between statisticians and engineers/physical scientists, which contribute to some if the misconceptions relating to statistical methods, are discussed The potentially profitable application if a number if statistical techniques in the fields if geological evaluation and mine planning! development is also reviewed, with specific reference to the coal industry.

Introduction Although months have passed since APCOM 87, held from 19th to 23rd September, 1987, the vivid memories of all aspects of its activities remain as clear in one's mind as if it all happened only yesterday. The Symposium, which was held at the Johannesburg Sun Hotel, was organized by The South African Institute of Mining and Metallurgy in collaboration with the Council for Mineral Technology (Mintek), supported by The Geostatistical Association of South Africa, The Operations Research Society of South Africa, and the Computer Society of South Africa, and was backed financially by the Chamber of Mines of South Africa. The total number of registrants amounted to 375 delegates and 50 affiliates: 100 of the delegates were from outside the Republic of South Africa and represented 15 countries, namely Australia, Brazil, Canada, Chile, France, Great Britain, Greece, Italy, Namibia, Phillipines, Sweden, Turkey, United States of America, West Germany, and Zimbabwe.

A method for the clarification of uranium pregnant solutions using a high-rate floc blanket was developed from laboratory scale through pilot-plant testing to full-scale production by the Anglo American Research laboratories. A two-stage clarification process (hopper plus leaf) was commissioned at the Western Deep levels uranium plant in October 1980. The high efficiency of the hopper clarification permitted its use on its own. The leaf clarifiers were therefore taken out of service in September 1981, since when the secondary clarification is achieved by further unaided gravity settling in the semi-clarified and clarified pregnant-solution storage tanks. As a result, a daily 12000 to 17000 t of countercurrent-decantation overflow with a suspended-solids concentration of 500 to 600 mg/I is continuously clarified to a suspended-solids concentration of less than 30 mg/I. Secondary gravity settling reduces the suspendedsolids concentration to under 20 mg/I. The cost of the single-stage hopper-clarification process is RO,O020per ton of liquid treated. The removal of the leaf clarifiers from the circuit resulted in an approximate visible saving of RI00000 per annum.

Discussion: H. J. Wright (Member): The authors are to be congratulated on presenting such a comprehensive and lucid account of bringing a large diamond mine into efficient production from the grass roots. When one considers the vast amount of planning and hard work that had to be put into the project the authors have done a praiseworthy job in condensing the story, so as to present all the important technical aspects, the logic behind the major decisions and the future thinking on the operations, in a concise and readable form. This was the first experience of De Beers personnel in starting a large diamond mine as an opencast project and nor do they employ a large planning staff, most of the planning being carried out by the executive staff themselves. It is operating most efficiently on a large tonnage and it is neatly and very well laid out. In fact, with its model townships, both for European and Coloured employees, tarred roads, recreation club and its grass golf course, it is like an oasis in the arid climate of the North-Western Cape. The key operation of opencast mining is, of course, the planning of the geometry of the pit. This has been adequately dealt with by the authors. It is of interest to consider some of the consequences arising from complete lack of open pit planning, based on actual operating mines. I refer of course to the present, four producing mines in Kimberley. The Kimberlite pipes were all discovered in a short span of time from the year 1870, onwards. They soon became a hive of activity with diggers industriously working their claims at varying rates. The country rock comprises from the surface downwards, some 90 ft of decomposed dolerite followed by approximately 260 ft of soft Karroo shales, which in turn is underlain by a hard competent Ventersdorp lava, known locally as melaphyre. The average water table was just below the dolerite at a depth of approximately 90 to 100 ft. Only the blue ground was mined leaving the waste rock sides almost vertical, and as the depth increased beyond 100 ft, large falls of sidewall started to take place. Simulation is a way to obtain quickly today future information on how planned systems will most likely behave in various selected situations. This information may then be used to optimize the system and its components and maximize the performance and output. Simulation is a way to fine-tune the layout, match the mobile fleet and optimize the schedule and the way of working to meet the desired production requirements. Simulation provides a glimpse of the upcoming operation, ‘future today’ and helps to predict its restrictions and sensitivity to various aspects. OptiMine™, the Sandvik Tamrock Corp. and CyberCube Oy developed simulation tool is designed to simulate underground rock flow and match suitable technology with various layout options. This tool can be used to view what-if situations and determine what kind of impact mastered changes have to production. The findings of critical points in the layout and working procedures at an early stage of a new mine can help to optimize the layout and material flow. OptiMine™is modular based simulation tool that combines the supplier machine knowledge and traffic guidance with mine operational know-how and mine environment. It is developed to work in a way that an effect of an individual incident, such as the effect of one additional turn in a continuous loading cycle to the daily capacity can be identified. The reported output can be used for economical impact evaluation of selected options. This paper discusses the use of simulation in general and the way the OptiMine™ simulation tool operates and how it may be used for operation, technology and material flow optimization.

Coal mining has been practised in South Africa for over one hundred years. The total production increased gradually in the early pat of the twentieth century, but over the past twenty years the rate of growth has been considerable. Although opencast mining has contributed largely to this increase in production in recent years, underground bordand- pillar operations still contribute slightly less than 50 per cent of the total production. The paper highlights problems arising from old bord-and-pillar workings, and an indication is given of how some of the problems have been addressed.

Thus the Issue as a whole will be found equally valuable by students of environmental science and those actively engaged in research related to this theme.

It is interesting to note that, when the Technical Programme Committee-Mining first decided on this particular topic for a colloquium, the proposed title was different in that it used the words 'rising price of gold'. The very fact that the title was reworded to use the words 'fluctuating gold price' highlights the problem that faces the South African gold-mining industry.

Keywords: Pyrometallurgy, furnace, smelter, copper, Palabora The Palabora copper smelter has operated for the past 38 years, treating concentrates produced at the mine site. Palabora has reduced captive material by almost 40 per cent with the transition from a large open-cast to a smaller underground mine. The smelter and refinery complex was designed to treat 120 kt contained copper units per annum, with the underground only supplying 70 per cent of the feed. The agreed strategy was to import enough concentrates to maximise production and reduce operational unit costs. This transition has presented the Palabora management with new challenges both in technical and financial aspects.
