The process flows of the three flotation circuits at the concentrator of the Black Mountain Mineral Development Company (Pty) Ltd are described. Because of the complexity of the circuits and the associated reagent regime, the plant is equipped with a comprehensive range of control equipment. The different process-control strategies are discussed, and the modifications that have been necessary to the stabilizing control loops in the copper, lead, and zinc flotation circuits are shown in detail. It is concluded that the control strategies have continued to bring about benefits and improvements to the process.

The safe and optimal installation of roof support remains one of the biggest challenges in underground mining today. Traditional hand-held, roofbolt installation in conventional mining has been replaced, in a lot of mining operations, by mechanized equipment. This was a first step to moving the operators out of the unsafe working environment and a start on the trend toward a changed support regime in mechanized mining. However, the challenge of handling of the drill steel itself, as well as inserting resin cartridges and bolts, remains a major hazard and the cause of many lost-time injuries. The paper describes and discusses developments in this area, of mechanized bolting and on-board automation, presenting solutions to known problems, achievements to date, and future developments. The solutions presented will identify with addressing customer needs while touching on possibilities for further technology changes, keeping focus on the safety aspect for operators and the need to bring the operators even further away from the unsafe working environment. The-state-of-the-art technology in mechanized bolting equipment is presented and a brief outlook on the past, current, and future developments is given.

The past decade has seen a tremendous revival of the base metal industry in Africa, coupled with an unprecedented increase in the prices of base metal commodities in the last couple of years. The theme of the 4th Southern African Base Metal Conference, is therefore, ?Africa?s base metals resurgence?. This conference will explore the contributions made by the mining and metallurgical disciplines to the base metals industry in Africa. It will also investigate how the base metals industry in Africa can capture the maximum potential from the increase in base metal prices through research, innovative thinking, new ways of operating and project implementation. The conference will also consider the influence of Europe?s REACH programme on the base metal industry in Southern Africa. The conference will include a technical visit to Rössing Mine (Uranium) and will be followed by technical visits to Ongopolo (copper), Skorpion Mine (zinc) and Rosh Pinah Zinc Corporation(zinc and lead). The conference, to be held in Swakopmund, Namibia, also confirms the commitment of the Southern African Institute of Mining and Metallurgy (SAIMM), to hosting a regular forum on base metals in the Southern African region. Swakopmund is an ideal conference venue for local and international mining and metallurgical professionals to be exposed to the latest advances in exploration, resource evaluation, projects and technological advances in Southern Africa?s base metal industry. This paper reviews the current mining taxes in South Africa, discussing the recommendations of the Mantis Technical Committee, the measures already implemented, and the future outlook. It is concluded that the tax burden imposed on individuals and on the corporate sector should be reduced, and that the taxation of al economic sectors should be neutral. The reforms implemented in 1989 and 1990 are expected to continue, and it is thought that, if the State commits itself to tax neutrality and reduces the ordinary rate of company tax to 40 per cent, the rate of mining taxes will also be lower. Ring-fencing is expected to be reduced further and the rules for capital safe-havens to be refined.

Some basic considerations in the application of geostatistics to the valuation of ore in South African gold mines by D. G. KRIGE, Pr. Eng., D.Se. (Eng.) Rand (Fellow) There is much room for improvement in the statistical procedures that have been used by gold mines over the past decade in the valuation of their ore reserves. Improvement depends on the establishment of the extent to which the patterns of frequency distributions and the directional variograms for the gold values vary from area to area within each section of a mine. The application of the lognormal distribution and of the De Wijsian variogram model for routine ore-reserve valuations requires detailed study before some of the reservations still held by mathematical statisticians can be met. This paper provides some preliminary evidence of the extent to which these models can be used with confidence, as well as suggesting how they can be applied to their full potential.

Testing of detonators* The Chief Mining Engineer has asked the South African Bureau of Standards to monitor locally manufactured, as well as imported, detonators. This could ensure greater safety in fiery mines.

SANDELOWSKY*, Ph.D. (Visitor) This paper describes a three-hundred year old metal-working site at Rehoboth, and makes a plea for information on such sites elsewhere in South West Africa so that they can be investigated. The technique of ore smelting that was used at Rehoboth appears to be different from that practised elsewhere by Bantu peoples before the modern era.

The use of a dense hangingwal-support configuration extending right up to the face would enable greater levels of safety and productivity to be achieved in stopes, and becomes a practical proposition if water jets are used for stope cleaning. Such an arrangement opens the way for extending the use of water hydraulic power to the whole stoping operation. This, in turn, can provide further productivity benefits and significant savings in working costs. With al the necessary equipment being available, such a system could be introduced immediately, although the designs of props and rockdrills are not yet ideal.

In February 1996 the OECD's Environment Policy Committee will commemorate its 25th anniversary with a fifth meeting at Ministerial level. Environment ministers will be taking stock of the progress made by OECD countries in protecting and managing the environment in that quarter-century, and sharing views on likely challenges and co-operative responses. Ministers can point to many important accomplishments. Scientific understanding and technological tools for establishing and monitoring risks to human health and the environment have improved dramatically since the early 1970s. All OECD countries now have in place comprehensive environmental legislation, supported by specialized institutions for policy design, implementation and enforcement. The results of these efforts are increasingly evident in the form of cleaner air and water, and improved protection of natural areas, notwithstanding the many complex problems that remain.

The price received for a commodity decreases as the quantity sold increases. all other factors remaining the same. This has been the position with gold since it was demonetized in August 1971. The result is that the marginal revenue per kilogram of gold decreases steadily with increased production. If operating losses are to be avoided, the marginal cost of production must not exceed the marginal revenue. This requirement, although not seriously violated by most invididual mines, is not met by the industry as a whole, resulting in large losses of income to the State and the shareholders. These losses are increasing, and a way of curbing or reversing this trend is described.

An investigation was conducted into the reactions between the slag system MnO-CaO-MgO-SiO2(AI2O3) and the alloy system Mn-Fe-Si-(C). Synthetic slags representative of plant melts and a plant alloy were reacted in alumina crucibles at temperatures of 1400°C, 1450°C, 1550°C, and 1600°C. In similar experiments, slags were used that comprised a South African manganese ore with various amounts of lime and several synthetic alloys with various silicon contents and manganese-to-iron ratios. These experiments were conducted in a vertical molybdenum-wound resistance furnace with full temperature control. Slag-to-alloy ratios were also varied during the tests. The rate of reduction of Mn.O3 and the MnO from the slag by the silicon in the alloy was extremely rapid, most of the reaction being completed within five minutes. The strongly exothermic nature of the reaction resulted in considerable generation of heat at the slag-alloy interface, causing convectional stirring of the contents of the crucible and promoting the rate of reaction. Equilibrium was usually attained after fifteen minutes. The major limitation governing the recovery of manganese is the need for the silicon content of the alloy to meet a maximum specification of 2 per cent. Higher concentrations of silicon in the final alloy of between 8 and 12 per cent favour good recoveries of manganese from the slag, but, since such an alloy is not salable, lower recoveries must apparently be tolerated. In alloys of 2 per cent silicon, low activities of the silicon are responsible for poor recoveries of manganese. The activity of MnO in the slag can be increased by moderate additions of CaO and small amounts of MgO, i.e., by an increase in the basicity of the slag.

"The Kamoa-Kakula copper project—a joint venture between Ivanhoe Mines, Zijin Mining Group Co. Ltd, and the government of the Democratic Republic of Congo—has been independently ranked as the world's largest undeveloped high-grade copper discovery by international mining consultant Wood Mackenzie. It is a very large, near-surface stratiform copper deposit with adjacent prospective exploration areas within the Central African Copperbelt, approximately 25 km west of the town of Kolwezi and about 270 km west of the provincial capital of Lubumbashi. A phased development approach is currently envisaged. The first phase of the project involves the development of a 6 Mt/a underground mine and surface processing complex (dual stream concentrator) at the Kakula deposit, a discovery announced in early 2016. The second phase involves an integrated 12 Mt/a two-stage development, beginning with initial production from the Kakula mine, to be followed by a subsequent, separate underground mining operation at the nearby Kansoko mine, along with the construction of a smelter. Project description and locationThe Kamoa–Kakula project comprises a newly discovered, very large stratiform copper deposit with adjacent prospective exploration areas, located within the Central African Copperbelt in Lualaba Province, Democratic Republic of Congo (DRC). The Kamoa–Kakula project lies approximately 25 km west of the town of Kolwezi and about 270 km west of Lubumbashi. Ivanhoe owns a 49.5% share interest in Kamoa Holding, an Ivanhoe subsidiary that currently owns 80% of the project. Zijin Mining owns a 49.5% share interest in Kamoa Holding, which it acquired from Ivanhoe in December 2015 for an aggregate cash consideration of US$412 million. The remaining 1% interest in Kamoa Holding is held by privately-owned Crystal River.The Kamoa–Kakula project consists of the Kamoa exploitation licences (exploitation permits 12873, 13025, and 13026, which cover an area of 397.4 km2) and one exploration licence (exploration permit 703 covering an area of 12.74 km2). The Kamoa exploitation licences, approved 20 August 2012, grant Kamoa Copper the right to explore for, develop, and exploit copper and other minerals, for an initial 30-year term, expiring on 19 August 2042. The permits can then be extended for 15-year periods until the end of the mine’s life."

It is a great honour to officiate at the celebration of the centenary of the South African Institute of Mining and Metalurgy. Tonight's festivities bring back happy memories of my association with South Africa's mining industry during my tenure of office as Minister of Mineral and Energy Affairs. They also remind me of the illustrious personalities who have preceded me on this podium. The Pioneers They include Sir Percy Fitzpatrick, who spoke in 1909 on the eve of the Union, General Smuts, and, on many occasions during the 1920s and 1930, Jan H. Hofmeyr. The basic issues addressed by them continue to enjoy the Institute's attention today, namely the optimal and safe exploitation of our country's mineral resources and cost-effective extraction of minerals from their ores. Translated into the Institute's key objective it reads: To initiate and give effect to the means whereby the requirements for technology and scientific knowledge if the minerals and metals section if the South African economy is satisfied.

This paper focuses on developing a comprehensive and pragmatic information technology (IT) strategy for low-margin construction activities. This forms part of the realignment of the general business strategy, and refocusing the operational model. The main elements of the IT strategy formation are analysis of the current IT environment in terms of software and hardware, carrying out a gap analysis, and developing individual functional digitalisation strategies in construction execution based on Building Information Modelling (BIM), business administration processes, communication, business intelligence (BI) and reporting, and data security. Further, substantial emphasis is given to the sustainable strategy implementation in terms of hardware and software readjustments, their integration, user training, and defining the way forward.

Sibanye-Stillwater recently completed a partial sidewall rebuild on Furnace 1 at its Marikana smelter complex. The project involved matte taphole maintenance, which required the removal and subsequent replacement of 18 composite copper-graphite coolers and a section of the lower refractory sidewall. These composite copper-graphite coolers are a newly developed cooling design by Tenova Pyromet, and this rebuild project provided valuable insight into the performance of the composite coolers. The novel composite cooler design was implemented to serve as a safeguard against localised wear and corrosion in the furnace sidewall, particularly at the slag-concentrate interface, where chloride-accelerated sulphidation has been identified as a dominant degradation mechanism affecting the copper cooling elements. The composite cooler design is unique in that all the exposed sides of the water-cooled copper elements are fully encapsulated in graphite, which protects the copper from corrosive sulphur- and chlorinebearing gases and condensates. This sidewall cooling system was designed to improve corrosion resistance, stabilise freeze lining formation, and extend the campaign life of the furnace sidewall. The partial sidewall rebuild was executed during a planned maintenance shutdown with the main objective of replacing the matte taphole lintel bricks. This paper serves as a case study that compares and evaluates the operational performance of the composite coolers before and after the rebuild. The installation method is discussed to highlight the approach taken to ensure a sound installation while minimising downtime, as well as to present some lessons learned in the process.

The modeling of the uranium-leaching process, and the logging of data from a plant for the evaluation of the model, are reported. A phenomenological approach was adopted in the development of the model. A set of eight chemical reactions was chosen to represent the complex chemistry of the process, and kinetic expressions for these reactions were incorporated in differential equations representing mass and energy balances. These equations were coded in FORTRAN to form a program that simulated the process, and that allowed averaged and continuous data from the plant to be compared with the model. The status of the South African research and development programme on continuous ion exchange, which was aimed at the technical and economic assessment of that process for the recovery of uranium, is reviewed. The first phase of this programme, which has now been completed, involved development investigations on various pilot plants and culminated in the successful operation of a large-scale demonstration plant and the incorporation of the system in a number of new South African uranium plants. This account highlights the engineering aspects and the design fo the system, its adaptation to process flowsheets, and plans for future development.
