If an orebody has been drilled to achieve some level of regulatory compliance, then a number of associated geological databases will exist, representing 10 000 to 100 000 m plus of core intervals. The databases usually contain data about assays, lithology, mineralisation and geophysical attributes. They will also include location information such as collar positions and downhole surveys. Obviously this data is collected by geologists for, predominantly, geologists and mining engineers. However, from a process design viewpoint process engineers usually ignore the geology where possible and rely on a small number of metallurgical test samples. Typically these test samples are sourced from convenient and available cores or from a small number of specially drilled metallurgical holes. One of the worst instances known to the author was the design of a SAG mill using only two SAG specific test results (one for each of the major ore types) while, geologically, the orebody was defined by more than 30 000 m of drilling. This paper sets out a philosophy to maximise the use of the geological data, both for process design and in preparation for the commissioning phase of projects. Geological data is used in the identification of preferred locations for metallurgical test samples, for checking the metallurgical validity of the geological ore-type definitions, where necessary developing new ore-type definitions (geometallurgical domains) and developing mathematical relationships for the estimation of important metallurgical factors across the geological database. If the estimation of factors (for example ore competence) is considered reliable enough then there is also the possibility of feeding calculated data back into the block modelling process to allow the generation of metallurgically relevant outputs in the mine plans.

"Tenke Fungurume Mining Company (TFM), located in Katanga Province, Democratic Republic of Congo (DRC), began production of copper cathode and cobalt hydroxide in March 2009. Copper production capacity was 115 000 t/a utilizing a semi-autogenous grinding, agitated leach, countercurrent decantation process followed by solvent extraction and electrowinning (SX-EW). Cobalt production capacity (as cobalt hydroxide) was 8000 t/a utilizing a three-stage purification/precipitation process treating raffinate from the copper SX-EW process. Recently a phase II expansion was completed, in which copper electrowinning capacity was doubled and four stages were added to the SX plant. Corresponding enhancements were made to mining, milling, and processing to bring production to 195 kt/a copper and 15 kt/a cobalt. An additional sulphuric acid plant is currently being constructed, adding 1400 t/d sulphuric acid to bring total acid production to 2250 t/d for use in leaching at TFM.Initial copper electrowinning results were satisfactory, but cathode quality and current efficiency decreased as copper production increased. The Freeport-McMoRan (FCX) Technology Centre and TFM personnel began operation of two bench-scale copper electrowinning cells in the tankhouse to diagnose chemistry effects on the cathode and anode. The results indicated an excellent electrolyte chemistry, producing finely crystalline copper at 430 A/m2 current density with 98% current efficiency. Attention next turned to the physical factors of the electrowinning cells, including electrode insulator geometry and performance. A demonstration cell was selected in the tankhouse and was operated with varying cathode and anode insulator geometries. Operation of the demonstration cell with a three-side cathode edge strip, A-style anode insulators, and an improved cell furniture design increased current efficiency from 77% to 89% at 400 A/m2 current density. Cathode quality improved correspondingly. TFM is now operating at 92% current efficiency."

This paper describes the design and implementation of the dispatching system at LAB Chrysotile Inc.'s Black Lake Mine Operation, Quebec, Canada. The initial system uses a computer in a passive role, to record and display information in ongoing operations. Simulation studies were undertaken at McGill University to assess various heuristic dispatching rules which can be program- med and inserted into the dispatching system. The computer can then suggest to the operator where a truck should be sent to maximize productivity or improve fleet efficiency. The study stresses the importance of considering the effects of implementing computerized systems on those individuals who must use these systems in their daily work. The roles of individuals from the industry and the university in this joint project are also highlighted.

Sulphuric acid plants now and then see unexpected increases in SO2 emissions. Our experience is that it is not always easy for the acid plants to pin point the exact reason for the SO2 increase. Sometimes a catalyst bed is sacrificed even though reliable emperature readings and gas analyses could have verified satisfactory activity, hence the leaking heat exchanger is never discovered and after the shutdown the SO2 emissions are still too high. This paper will look into some basic catalyst management tools: Good record keeping is a necessity for collection of representative catalyst samples, reliable operating data is an inevitable starting point for all analysis and trending of operating data is a must for plant optimisation and troubleshooting. In addition these catalyst management tools will give a continuous updated knowledge of the catalyst status in each bed providing the basis for a more effective replacement strategy. The most typical reasons for increasing SO2 emissions will be presented together with easy guidelines for cross-checking of operating data, temperature optimisation and good record keeping.

Investigations were conducted to determine the condition and stability of the existing decline at amine in the Kalahari Manganese Field, Northern Cape Province, South Africa. During the inspection of the decline, voids were identified behind the concrete lining on the hangingwall and sidewalls over a total linear distance of 230 m. The voids did not provide confinement and, as a result, self-mining was occurring behind the lining. Water was flowing into the decline, over a total linear distance of 100 m, at areas where the decline intersected incompetent rock units, causing softening of the concrete lining and deterioration of the surrounding rock mass. Further damage to the concrete lining was caused by expansion and contraction of the wet red clay unit. Remedial work comprised void filling and water sealing to prevent further deterioration of the decline and ensure that it remained operable for the remainder of the life of mine. Void filling was accomplished by drilling rows of holes along the decline to access the voids and filling the voids with foam. This was followed by the sealing with polymer fluids. Telescopic pipes were also installed to allow water to drain off. A visual inspection was conducted and check-holes were drilled to assess the quality of the remedial work. The void filling material had penetrated cracks in the concrete lining, and areas where voids were intersected by check-holes were re-filled. Additional holes were drilled to re-seal areas that were still wet. The remedial work was completed successfully, as all voids were filled and stability achieved without compromising the concrete lining. The ingress of groundwater was also reduced to some residual dampness.

The Southern African Development Community (SADC) aims to harmonize mineral policies and regulatory regimes in the minerals sector. This paper provides a review of the progress made towards harmonization of mineral regimes in the region. It singles out only the mining fiscal environment, as this is normally one of the key issues of interest to potential investors as well as the host state. Indications are that the region is slowly progressing towards a more harmonized approach, and there is evidence that the ?race to the bottom? has been prevented, which is the basis for an integrated mineral sector that the region aspires to.

Mining executives often have a difficult task determining what the strategic objective of the business should be as this can be impacted by the prevailing market conditions. In addition, they have no mechanism to quantitatively 'test' the impact of this strategic decision on the business and understand the underlying dynamics. During the commodities bull run of 2003 to 2008 the strategic objective may have been to grow the long term value of the business (NPV) through increased tonnage, acquisition and finding new reserves, which all came with an increasing fixed cost base. Now with the financial crisis upon us and the collapse of commodity prices and demand, executives have adjusted their strategies as 'cash is king' and short-term cash flow, in some instances at the expense of long terms value, is the order of the day. For many mining companies, mine closures, reductions in production and cost cutting exercisers are now the focus. In many instances, management do not have an ability to rapidly test different strategic alternatives to 'test' the impact on value, unit costs, reserves and profitability at the operational level and optimize the underlying trade-off variables. Economic modelling of the complete business value chain is a means of linking the operational 'reality' and strategic choices, so that the full impact can be assessed. This paper describes some of the challenges facing mining executives and how economic modelling can be applied to make decision making more rigorous.

"The transition metals tantalum (Ta) and niobium (Nb) are of significant importance, for example in the nuclear energy sector where they are used as cladding materials, as well as in capacitors and specialized materials. For these applications a high-purity metal is needed. The separation of Ta and Nb is always a challenge since they are found together in nature and have similar chemical and physical properties, resulting in costly and laborious separation processes. A technology that has been used successfully for the separation of these metals entails solvent extraction (SX)1. While separation was achieved in a previous SX study using a sulphuric acid (H2SO4) medium with the extractants diiso-octyl phosphinic acid (PA) and di-(2-ethylhexyl) phosphoric acid (D2EHPA), due to the absence of speciation data for Ta and Nb it is not clear how the separation occurred.One method that might be suitable for determining the speciation of a reaction is molecular modelling. Calculations based on the densityfunctional theory (DFT) are now used not only for light elements and small molecules, but also metal complexes, heavy metals, and especially metal separation in SX2. In this study the aqueous phase used during SX was investigated by studying periodic systems of Ta, as a metal and in salt form, when it is in contact with H2O and H2SO4. The results were used to predict the reaction mechanism occurring during SX. Results showed that (i) in a 1:1 acid-water ratio, the deprotonation of H2SO4 was endothermic, (ii) in a 1:5 ratio deprotonation was exothermic forming HSO4 -, and (iii) in a 1:10 ratio double deprotonation occurred to form SO42- exothermically."

AUTHORS' REPLY TO DISCUSSION In his contribution to our paper Dr Lloyd makes two criticisms: The first criticism, as we interpret it, is that the agglomerate flotation process that we described is not really necessary because previously described processes effect almost the same results or could be made to give the same results by including sufficient paraffin in the reagent combination.

In the wake of the financial crisis that affected world markets in 2002, there has been an increasing international focus on corporate governance. Various corporate governance codes of practice have been introduced, such as the Sarbanes-Oxley legislation in the USA, the Combined Code in the UK, and King III in South Africa. This focus on corporate governance has increased since the most recent financial crisis in 2008, the effects of which are still being felt world-wide. In the mining and minerals industry, reliable metal accounting is essential to sound corporate governance and is also becoming a focus of increased attention and concern, particularly as the figures generated by the metal accounting system feed directly into the financial accounts of mining companies. Mass measurement, sampling, and analysis provide the input data for the metal accounting system and sound corporate governance requires that the procedures used are based on best practice and that the data generated is accurate and handled correctly, transparently, and consistently to produce the accounting reports. The AMIRA Code of Practice for Metal Accounting has been widely adopted in the industry as a means to achieve this, and the compilers of the Code have conducted numerous metal accounting audits at operations, both in South Africa and abroad. Dr Hanekom I would like to thank Dr Hanekom for a very valuable -contribution; it summarizes careful statistical test work which was an omission from the original paper. Minor manipulative details, the application of a finer measuring graticule and the reproducibility of the procedure are described and the author accepts with gratitude this ready-made answer to the first and second points of Dr Finkelstein's comments. Mr Williamson The author is indebted to Mr Williamson for historical background to early experiments with captive bubbles and it is conceded that the original paper described another avenue to an old flotation goal. The field of application is restricted and we would not work with all the material illustrated by Klassen and Mokrousov.1 The particles in Figure 74(a) are far too large and irregular; material in Figures (b) through (d) could be employed for semi-quantitative work in spite of obvious disadvantages; Figure 74(f) represents ideal conditions. We have studied this mineral-collector association in the size range given and results were satisfactory. For larger pick-up values than that illustrated an induction period of more than 0.01 second was required (actually 90 seconds for a maximum bubble load at pH 7.2 with 25 g/t oleic acid!). Mr Slander and Mr Kooij Researchworkers in a practical mineral development laboratory may well ask what contribution yet another micro-technique can make to the problems of large scale ore flotation. The obvious answer is that there can be little or no direct translation of results obtained with a static system comprising air bubble and pure mineral concentrate to a dynamic multicomponent operation. However, for the rapid study of one mineral or variable some small scale apparatus must be employed. In the Anglo American Research Laboratory, the described semi-quantitative pick-up technique has filled a niche and requirement. For ourselves, the system represents a definite advance over the contact angle approach in that samples of minerals conventionally prepared in laboratory or plant may be used, which is a desired step nearer flotation. We bracket this pick-up apparatus with the Hallimond tube1,2 and evidence is now to hand that pick-up curves may often be related to flotation recoveries obtained from this tube with pure mineral samples and from the Fuerstenau glass cell3 with the total ore at low pulp densities. We would not wish to push the comparison of pick-up results past this stage for there is much published development work relating the Hallimond and Fuerstenau equipment to flotation on a larger scale. At the Anglo American Research Laboratory for example, a test in a Fuerstenau cell is often the final integrated step in laboratory investigations into the TORCO process. As these contributors rightly point out, pick-up tests can offer nothing towards the determination of optimum reagent dosage for large scale flotation. This is the function of bench-type flotation cells with up to 2 kg batches of ore. At this level, collector performance and consumption and physical properties of the froth are more comparable with large scale operation. The pick-up cell, Hallimond tube and Fuerstenau cell are essentially equipment from which the effect of control parameters can be derived. For the assessment of collector behaviour, the pick-up approach is rapid and economic and we offer here a pick-up contribution towards the flotation of Witwatersrand uraninite with anionic sulphonate collectors (Fig. 1). A large crystal of the local mineral was not available for contact angle measurements and owing to its low concentration in Witwatersrand gold-bearing reef, a small sample was laboriously obtained by tabling, superpanning and heavy medium separation. The pick-up values of a sized portion were determined by the described procedure in the presence of nine petroleum sulphonate collectors. Responses fell into two categories; "normal" curves (dotted lines) and a group of collectors which were very active at low concentration but showed depression of pick-up at the higher levels. The similarity in form of curves for collectors 1 and 3 was apparent and reagent 3 was found to be simply a diluent of 1. Otherwise, collector performance could not be related to either sulphonate content or molecular weight of the active constituent. However, reagent 2 gave the best performance in a bench flotation cell with regard to overall uranium distribution but, as predicted, reagent 1 yielded the best grades. Later pick-up tests with a similar class of collector have suggested that depression at high reagent concentrations may be due to "bubble armouring" whereby an hydrophilic air-liquid interface is produced which rejects mineral attachment. Prolonged investigations with the same mineral sample have not been required except for the study of uraninite which lasted for more than a year. Variation in pick-up response could not be detected over this period during which the mineral was stored under distilled water. The only visible change was a small efflorescence of lead sulphate, readily removed and decanted off after stirring with a glass rod in the sample tube. In its main role as a "trouble-shooter", the pick-up method is applied to fresh mineral samples taken from a flotation plant and soon discarded or from a current run in the ore-dressing laboratory. After production of a concentrate, a solvent cycle, as described in the original paper, may be required to remove heavy organics or other contaminants as when a sample has been taken from circuits containing detergents, grease or return flotation solutions. This solvent cycle will not remove chemisorbed collectors and we prefer not to work with minerals from flotation tailings or with pick-up cell discards. It has been thought preferable to answer the contributors' other apprehensions with regard to sample preparation, activators, depressants and the physical properties of reagents in another paper on offer to this Journal. It covers pick-up investigations relating to the flotation of nickeliferous pyrrhotite at two Anglo American Corporation Mines, which approach seemed the correct orientation for a reply to another contributor to this paper.

"The authors were tasked with introducing safe and efficient drilling and blasting practices to a small artisanal mine located in the Eastern Province of Rwanda. The current mining methods employed at the mine are inefficient as rockbreaking is conducted utilizing hammer and chisel, or by drilling and blasting with no understanding of the rockbreaking process. The paper discusses the drill and blast cycle, as well as the associated activities necessary to support the mining cycle. The challenges and critical aspects in implementing drill and blast activities are discussed, as well as some of the technical aspects, i.e.drilling pattern, initiation and timing of the blast, and handling of misfires. Ancillary issues such as ventilation, training, communication, effective planning, logistics, and human relations are also examined. IntroductionRockbreaking accounts for 60% of the direct mining costs in small-scale mining. When drilling and blasting practices are poorly implemented the process becomes inefficient and dangerous. The introduction of a proven drill and blast system to artisanal mining offers a number of challenges, with safety being considered the backbone of any sustainable operation and a standard that cannot be compromised.The paper is based on a project at an artisanal cassiterite (tin) mining operation in a small village in the Kayonza District in the Eastern Province of Rwanda. A drill and blast programme utilizing industry best practice was introduced at an underground development end; a raise developed at an inclination of 23 degrees. The underground working is accessed via a 17 degree incline shaft with an operating length of 105 m and serviced by a single drum winder. The winder operates at a speed of about 3.5 m/min hoisting two 1 t wagons from the bottom of the incline to surface for tipping (Figure 1)."

"Coal fines produced during processing are difficult to dewater and result in a lower quality product and consequent lower value. A South African coal mine experiences severe difficulties with belt filter dewatering operations due to the presence of fines reporting from the thickener underflows. Plant 2 currently handles super-fine particles of size -34 µm and has low belt filter efficiency: excessive moisture retention lowers the product quality and strains downstream processing. It was necessary to determine an alternative method for dewatering these fines. Blending of fine material with coarser material was proposed as a solution. The effect of coal particle size and layering during ultrafines belt filter dewatering was evaluated using various blends of the fine Plant 2 material with coarser Plant 1 material. The best layering arrangement of the two materials and its optimum blend required to achieve reduced filter cake moisture content was determined in practise using a vacuum filter to simulate belt filtration. A blend of the two materials gave improved dewatering efficiency for the belt filters compared with that of the Plant 2 material alone. The best layering configuration was with Plant 2 material at the bottom and Plant 1 material on top. The optimum blend for industrial applications comprised 48% fines from Plant 2. IntroductionFines are produced during the processing of coal. It is estimated that 2 to 3% of run-ofmine coal reports to the ultrafine portion (-100 µm) (le Roux, 2005). The particle size of coal is inversely proportional to the amount of water adsorption, so smaller particles adsorb more moisture. Moisture removal requires either mechanical processes or thermal drying: mechanical processes are less expensive, but the fines still have high moisture retention. Discarding of fines leads to economic losses, so it is essential that they be dewatered so that they can then be sold as a product: fines need to be treated for both resource management and conservation reasons (Kenney, 1994). Removal of free surface moisture from ultrafine coal particles using a belt filter therefore remains a process that needs to be continuously improved. Ultrafine coal originating from a thickener underflow is known to be difficult to dewater owing to factors such as filter cloth blockage and moisture retention due to clogging. Mixing of finer and coarser materials has been proposed to deliver better dewatering efficiency and improved the quality of the recycled water (Kenney, 1994)."

If a transition from one equilibrium state to another occurs during the course of mining, energy transfer takes place in the rock mass, which is assumed to be an elastic continuum. The energy components are defined as follows: the work done by external and body forces, W; the increase in stored energy in the mass, Uc; the strain energy in the rock mined during the transition, Urn; the work done on mine support or backfill, Ws; and the released energy, Wr. The energy balance is defined as (W + Urn) - (Uc + Ws) = Wr> 0, where the first set of components in parentheses represents the sources of energy, while that of the second corresponds to the known modes of energy expenditure and the component on the right is the unaccounted-for energy surplus, which must be released and dissipated in some form. The inequality Wr ~ Urn> 0 applies. Expressions for the energy components are derived first for the general case and then for the 'slit' modal used to simulate tabular excavations. Through specific examples, the importance of the progressive nature of mining is emphasized. The size of the steps used to enlarge the excavations appears to play a significant role in the mode of energy transfer. This observation forms the basis of the second paper in this series of two papers.

Mr Chairman, members of the executive committee, the sub-committee, distinguished speakers at this opening plenary session, delegates, affiliates, ladies and gentlemen. It is with pleasure that I have been called upon today to make these opening remarks and officially welcome you al at this auspicious assembly, the Fifteenth Congress of the Council of Mining and Metallurgical Institutions. Not only am I pleased to open the proceedings at this plenary session but for me to do so at Sun City in the North-West Province makes me doubly pleased. It is my wish that al delegates and their companions will enjoy the activities that are planned throughout the Congress and leave here with minds refreshed and stimulated by the technical sessions and memories enriched by being in such a unique and truly delightful setting as exists here at Sun City. The mix of delegates present reflects CMMI activities in many countries throughout the world-Australia, Japan, China, United Kingdom and South Africa among others. When it comes to mining and related activities, South Africa has a place at the top, a dominant role in platinum, gold, chromium, vanadium, dimension stone, coal and so forth, and here in the North-West Province we can proudly declare that some 25 per cent of the revenue from minerals in South Africa, namely R47 billion come from this area. Furthermore, we lead in the production of platinum group metals with 94 per cent of South Africa's total sales and thus hold first place in the world, 46 per cent of dimension stone sales, 32 per cent of chromate and 25 per cent of gold sales.

Drill-hole spacing analysis (DHSA) and optimization are becoming commonplace for uncertainty assessment and management in the mining industry. However, there is no standardized DHSA workflow, and the outputs of certain methodologies are not interchangeable. We group available simulation-based DHSA methods according to their accounted uncertainty into (i) raw uncertainty, assessed by drawing realizations from synthetic data-sets with the drilling spacings to be tested; and (ii) model uncertainty, in which these synthetic data-sets are used to assess the variation between the estimated model and the (unknown) actual value. DHSA workflows available in the literature ignore the differences between both types of uncertainty. Commonly, the DHSA algorithm is chosen without a detailed analysis of its uncertainty output, which may lead to misleading results and suboptimal decisions. While available solutions are based only on assessing raw or model uncertainty, the proposed approach simultaneously analyses both and their relationship for models at different stages of the mine. The integrated analysis results deliver more information to support decision-making than available methods. Principles, practical considerations, and discussions of the advantages of the proposed integrated analysis are presented. The approach is applied to a real gold deposit to illustrate its use.

Optimization of panels, haulage fleet, and waiting area involves deterministic and low-fidelity methods and experiential knowledge. The process is challenging because coal recovery and operational capabilities must be considered in the solution. The approach in this manuscript comprises the development of an integrated stochastic simulation model of a coal room-and-pillar system that addresses these challenges. The decision variables evaluated are panel width, number of shuttle cars, and change-out time (COT). The results show that the mine should implement the shortest possible COT, decreasing the cycle time and thereby increasing productivity and continuous miner (CM) utilization. The highest productivity and CM utilization for a fleet size of three shuttle cars is found in the 15-entry panel width. For the evaluated fleet sizes, the 19-entry panel width is optimal for the four and five shuttle cars. Among the three variables studied, panel width and fleet size had the most significant effects (5% increase) on the CM productivity, cycle time, and utilization.

When a mine decides to construct surface structures close to, or on undermined ground, it is required in terms of the regulations of the Mine Health and Safety Act to obtain permission from the Department of Minerals and Energy (DME). Apart from the legal requirements, the stability of the structures is crucial as damage to the structures due to surface movements could result in loss in life, equipment and/or production. This paper deals with the rock engineering aspects of a study that was conducted on one of the chrome mines in the Bushveld Complex (BC) involving the construction of plant structures on shallow undermined ground. The paper addresses the legal requirements and guidelines regarding ground stability of surface structures placed on undermined ground and the assessment of the undermined area with regard to the following: ?sources of potentially damaging surface movements ?safe mining spans ?stability of the pillars ?effect of the loading of plant structures on underground stability. Due to the irregular layout and geometry of the pillars in conjunction with a changing surface topography, numerical analysis and not the conventional tributary area theory was used to determine the imposed loads on the pillars. In order to subject the plant structures to minimum movement, the plant should be located in areas where the pillars would remain stable, the elastic deformation of the hanging wall is minimized and hanging wall failure extending to surface is unlikely to occur. The study indicates that although the depth of undermining is shallow (between 27 m and 60 m), potential damaging surface movements are not anticipated due to the stability of the pillars, competent nature of the overlying strata and negligible effect of the plant structure loading on the underground stability.

Two SAIMM colloquia The South African Institute of Mining and Metallurgy (SAIMM) is organizing two one-day colloquia in the State Pavilion, Milner Park showgrounds, Johannesburg, to coincide with the Electra Mining Exhibition on 16th and 17th September. Over a million rands worth of equipment will be on display, the Electra Mining Exhibition being rated among the four or five largest in the world. The 1978 Electra Mining Exhibition was attended by 24 000 visitors. "Project Management in the Metallurgical Industry", "Mine Fires" APCOM International Conference by H. W. GLEN The 17th APCOM Conference (under the auspices of the Council for the Application of Computers and Mathematics in the Mineral Industries) was to have been held in Moscow during the last week in October. South Africans have always given enthusiastic support to the APCOM series of meetings, since their inception in 1961. The conference was held in the Republic in 1972.
