Data assembled by the Bureau of Mines , coupled with requests from coal companies , have emphasized the desirability of establishing standardized specifications for brattice cloth with particular respect to durability and fireproofing . Brattice cloth is a canvas or other material , often covered with some fireproofing composition , which is used extensively in coal mining for temporarily deflecting air into pillar workings and maintaining ventilation at the working faces . These specifications will be established , it is planned , through a cooperative program in which the U. S. Bureau of Standards will make a series of tests of various brattice cloths treated with respect to fire- resisting qualities and the U. S. Bureau of Mines will continue to assemble field data on the use of brattice cloth . Plans now are being made for this cooperative work. Without attempting to make a complete survey , the Bureau of Mines has made preliminary studies and investigations , and verious representative coal - mining companies have furnished detailed information . The information thus gained will be used as the basis for the cooperative investigation , but the Bureau of Mines would welcome additional information from mine operators on the character and weight of brattice cloth , conditions of use , durability , quantity employed and price . Such information should be sent to the Director , Bureau of Mines , Washington , D. C. The mine operator is interested in procuring at reasonable cost a brattice cloth with lasting fireproofing quality and of as great durability and strength as possible . There has been a lack of assembled data and knowledge regarding the subject , but the Bureau of Mines feels that this lack of knowledge may be overcome if the coal -mining companies will lend their hearty support to the cooperative investigation and submit information relative to the use of brattice cloth in their own properties . Information contained in this report is based on data obtained from coal operators in bituminous districts of Pennsylvania , Alabama , Utah , Indiana , Illinois , Colorado and Nova Scotia .

The Federal Coal Mine Health and Safety Act of 1969 has dictated major changes in mine ventilation with regard to both air quantity and quality. Requirements have also been placed on the ventilation of beltlines, gob and face areas, and air velocities on trolley haulage roads are limited. Escapeways, separate from trolley haulage roads and on an intake split of air, must be maintained continuous to the surface. These and other similar requirements have not only precipitated several modifications to existing ventilation systems but also have greatly increased the complexities of new mine ventilation planning. It is apparent that the use of computers in ventilation system analysis and design is a necessity. SUMMARY Although computer oriented analysis of mine ventilation systems was introduced over two decades ago, it has yet to receive widespread acceptance in the United States. Central to this problem is the fact that, while many computer programs for network analysis have been developed, no attention has been paid to the development of computer input data. Consequently, without this foundation, program applications have been infrequent. This thesis has directly attacked this problem and has presented all pertinent information basic to the development of good computer input data. The areas that were covered include quantity measurement, pressure measurement, fan testing, survey data balancing, and the development of a network schematic from the ventilation survey results. These discussions on data collection and the corresponding reduction to computer coding have been illustrated by an application of a ventilation simulation program to an existing mine in Southwestern Pennsylvania. The Bureau of Mines has developed a damage-resistant brattice, intended for use as a stopping in locations where blast damage to stoppings is a problem, the roof is relatively flat, and the differential pressure across the stopping is not high. Damage-resistant brattices consist of a series of vertically hung brattice panels joined to each other by Velcro connections that improve the airtightness of the brattice. When the brattice is subjected to strong blast forces, the Velcro connections peel apart, allowing the panels to open without incurring damage. The Velcro connections can then be resealed in a matter of minutes. A preliminary test in the Bureau's Safety Research Mine and subsequent long-term testing at the White Pine copper mine in Michigan and the Retsof salt mine in New York show that damage-resistant brattices withstand blasting better than conventional stoppings, while still performing as efficient air barriers when the Velcro connections are sealed.

Objective The Roof Monitoring Safety System (RMSS) introduced in late 1997 has been modified to improve durability and simplify the measurement of roof or rib movement. Greater knowledge about the stability of roof and rib rock is expected to result in safer conditions for the mine worker. Developing safety tools and methods is part of NIOSH’s mission to prevent work-related injuries and deaths. A mining operation with a proactive approach to control ground conditions is in a better position to make essential decisions related to mine development and take remedial actions in the event of roof or rib falls. Background Falls of roof and rib rock are responsible for a high number of mining injuries and fatalities. Visual inspections and the sound of breaking or cracking rock are often relied upon to indicate unstable roof conditions. In some mines, roof bolt holes are checked for separations or gaps with a scratch tool; this provides further information about the stability of the roof. Monitors such as the RMSS can confirm roof movement that was surmised only by eye or ear, or potentially detect movement that was missed by these means. An added safety feature of the RMSS is the capability of locating the measurement station at a distance from where the monitor is placed in the roof. Stone and other industrial minerals are the basic raw materials used in construction. Continuing economic growth and highway building in particular have resulted in record demand for stone. This high demand, coupled with increasing constraints on surface mining, have caused many new .stone mines to be developed underground. These new mines in many cases will be employing new and inexperienced miners who may not have the ability to recognize unstable ground conditions using just sight and sound. From the initial introduction of the RMSS, it was anticipated that improvements and modifications would occur. We correctly assumed that, once miners and operators were exposed to the monitor. suggestions would evolve. In one case, the RMSS was used to determine if an impact hammer used on a mechanical scaler was causing or increasing instability of roof rock. The test showed little or no movement resulted from this method of scaling under the particular conditions at this mine. In another instance, an operator needed to monitor the stability of a haulageway in a benched area that had very high ceilings. The RMSS requires a 2-in-diam hole for installation; however, only roof bolt holes of a smaller diameter were available, and it was impossible to drill new holes at that height. The operator attached a 2-in collar at the roof line and was able to install the RMSS. These examples illustrate the potential for further enhancements of this tool. NIOSH continues to seek additional candidate sites for use of the RMSS. As usage increases, we anticipate further refinements and additional applications. How It Works The new RMSS, cable, and read-out box are shown in figure l. The read-out box has a green light that stays lit until battery replacement is needed. The red light is set to conic on to indicate movement. The red light can he adjusted for increments of movement as low as .010 inches. The RMSS red light should not be considered as a primary or only means of determining the stability of roof or rib. It is intended to serve as a supplement to existing methods or procedures for determining stability. An overview of the RMSS components is shown in figure 2. Movement of rock layers within the mine roof is measured relative to a fixed-point calibration at the monitor housing. The housing contains a potentiometer, roller switch, plastic rack, and spur gear. Movements are detected by the transfer of electromotive forces

This report is a compilation of results of preliminary concentration tests of nine manganese-ore samples in 1953-1954. Three samples were from Nevada and the other six from California. These samples represent marginal or low-grade ores from deposits that have been mined selectively in the past. The present interest lies chiefly in the possibilities of concentration of the remaining low-grade ores for economical exploitation. The treatment methods included gravity concentration and flotation in most cases. Results were sometimes unsatisfactory, particularly when the ore was too fine grained for liberation of the minerals within economical grinding range. The contaminating gangue minerals, such as quartz and iron oxides, were locked with the manganese to an extent that prevented separation of high-grade concentrates with satisfactory recovery. In cases where fairly good concentrates were made, it was at the expense of recovery, a condition typical of low-grade ores.

In the fiscal years 1946 and 1947 the number of mine explosions decreased compared with the preceding years. However, the loss of life was so serious during the fiscal year 1947 the period when the Government administered bi- tuminous-coal and lignite mines that from April to June 1947 extraordinary measures were taken in mines then under Government possession to obtain com- pliance with provisions concerning rock dusting, ventilation, and blasting that had not been followed. The great loss of life in explosions during the fiscal year 1947 as compared with 1944, 1945, and 1946 is not easy to explain, but the necessity for maintaining adequate protection has been definitely demonstrated. Management, workers, and inspection agencies alike must keep the mines reasonably safe against explosions or allow them to lapse into a condition where chance is the principal protection against disaster. The at- tention given to protecting coal mines and the men employed in them against mine fires, following the disastrous fires in 1944 and 1945, has at least tem- porarily controlled this hazard loss of life from coal-mine fires was re- duced to 1 fatality in 1947. The number of fires was also less, and progress has been made in reducing the heavy losses in both life and property from un- derground coal-mine fires that occurred in the two years mentioned. Fatalities from mine explosions during the past 6 fiscal years, July 1942 to June 1947, totaled 674, and there were 149 explosions; during the preceding 6 years there were 655 fatalities in 132 explosions. The 6 fiscal years 1942- 47 cover the active period of Federal coal-mine inspection. During the fiscal year 1947, there were 154 fatalities from explosions compared with 58 during the fiscal year 1946, 64 in 1945, 94 in 1944, 152 in 1943, and 152 in 1942.

Since coal -mining records have been kept , reports of all mining States show that each year the lives of many workers have been sacrificed in the production of coal , and Illinois has contributed its share , Illinois reports for the 50 years 1882 to 1932 , inclusive , show that 6,673 men were killed -- 6,121 underground , 340 in the shaft , and 212 on the surface . Of the fatalities underground , 3,116 were caused by falls of roof or sides , 1,111 by haulage , 630 by explosives , 577 by gas explosions , 139 by electricity, and 548 by other causes ; 166 of the shaft fatalities were caused by falling down the shaft , 143 by the cage , and 31 by other causes ; 108 of the surface fatalities were caused by railroad cars , 46 by machinery , and 58 by other causes . Most of those engaged in mining are still of the opinion that it is an extremely hazardous occupation and that it is practically impossible to operate without accidents ; however , students of safety in mining now believe that with the proper attention to accident prevention mining may be conducted with little , if any , greater accident rate than that of other supposedly hazardous industries . There is no mystery connected with accidents in mining ; reports show that the majority are due to two main causes , falls of roof and sides and haulage . Mining companies in Illinois , as well as in other States , have proved in the past few years that the hazards of mining , like those of other industries , can be controlled to a large extent and the mines operated with few if any accidents , provided a great enough effort is made by employer and worker . Although the past accident rate of Illinois may compare favorably with that of other mining States it is higher than it should be ; the fact that 6,673 men (an average of 133.46 per year) were killed in and around the mines of the State between 1882- and 1932 indicates that accident prevention should receive more consideration in the future than in the past .

During the testing of porcelain insulators with a " 60 - cycle flash - over apparatus " , gases are liberated having an odor greatly resembling that of ozone . Since the two main constituents of normal air are nitrogen and oxygen , and high voltages (approximately 90,000 volts ) are used during the tests , the conditions are favorable for the production of ozone or oxides of nitrogen , and perhaps both simultaneously . The presence of these gases is only noticeable during the testing period . They soon disappear after the test is over . No fatalities have ever resulted from these gases at the plant visited nor are there any records of any of the men who worked on the tests being confined to their homes from this cause . New employees sometimes complain of a depressed feeling and shortness of breath , which is most noticeable after leaving work and getting into fresh air , but they som become accustomed to it and no ill effects are noticed . In view of previous work*** which the Bureau of Mines has done on oxides of nitrogen in connection with mine gases and problems in gas analysis , tests were made at the plant of the Westinghouse High Voltage Insulator Company at Derry , Pa . to determine the kind and amount of gases liberated .

A new prototype bag nozzle system has been designed under a Bureau of Mines contract to reduce dust generated during the bagging operation on fluidized air baggers. A field analysis of the new system has shown that the bag operator's dust exposure was reduced 83 pet. The amount of blowback was reduced 89 pet, which corresponds to a significant product savings. The new prototype system has been operating for a substantial period of time with no major problems.

Several gold-antimony geochemical anomalies were outlined near Stibnite, Idaho, using the humus sampling technique. Several hundred reconnaissance humus samples were collected and analyzed by a combination fire-assay atomic absorption method. The results partially outlined several gold-antimony anomalies and are very encouraging for further work in this part of Idaho.

The U.S. Bureau of Mines conducted a mineral investigation, and the U.S. Geological Survey did a geological appraisal of an east portion of the Bear-Marshall-Scapegoat-Swan (BMSS) RARE II area (No. A1485) to provide mineral resource information for land use planning. The Bureau of Mines' investigation consisted of a library and field search for all mineral properties and occurrences, and included a review of Teton County mining claim records. Those records showed two placer claims, the only mining-related activity known in the area. Six reconnaissance pan samples were taken in the vicinity of the two placer claims, the Lone Star and Spotted Horse, located on Hannan Gulch in 1900 and 1901. One sample contained a trace of gold, but there are no identified resources. However, the study area is in the Rocky Mountain Overthrust Belt, which is productive for oil and gas elsewhere. The entire study area is blanketed by oil and gas leases and is currently being explored.

"INTRODUCTION AND SUMMARYComplaints have been made regarding dust respirators that may be used in coal-mining operations. Some of these complaints may be due to improper use of the respirator, inadequate knowledge of its purpose and mode of functioning, poor choice, poor fitting, or inadequate maintenance. It is hoped that this circular will answer these complaints by discussing the various factors relating to the proper use of dust respirators in general and in coal mines in particular.It is pointed out that dust respirators are not to be used as a substitute for dust-control measures. The construction, functioning, choice, fitting, and maintenance of dust respirators are discussed.FIELD OF USEThe function of the dust respirator is to prevent the wearer from inhaling harmful quantities of dust by removing dust from the air he inhales.A dust respirator is not to be used as a permanent substitute for dust-control measures. It is to be used as a temporary substitute until dust-control measures can be instituted or as a protective means where dust-control measures are impracticable, as in applying rock dust in bituminous-coal mines.The following sections of the ""Federal Mine Safety Code for Bituminous-Coal and Lignite Mines in the United States"" 2/ emphasize the fact that every effort should be made to keep the amount of dust in the air of the working places as small as possible:"

Provide ear protection which allows normal, unaltered hearing at low noise levels, yet protects the wearer from excessive noise. The Approach: A commercial earmuff with integral speakers has been adapted with a special amplifier so that low sound levels are not affected, but higher noise levels automatically reduced. How It Works: The discriminating earmuff developed by the Bureau of Mines has two modes of operation. In the first mode, where input sound levels are less than or equal to 83 decibels, the wearer will perceive noise at its actual level. For inputs in excess of 83 decibels, the second mode of operation begins and the sound perceived by the wearer is progressively attenuated, or reduced, as the input level is increased. A recognizable difference still exists between two adjacent sound levels enabling the wearer to differentiate between them.

The Sago Mine Disaster, on January 2, 2006, placed renewed focus on several different aspects of safety in the underground coal mining industry. One area which received increased attention since Sago and other underground coal mining events is the concept of Safety Culture. This report describes the results of a pilot Safety Culture Assessment implemented at a small Appalachian underground coal mine, hereafter referred to as the Mine. The purposes of this pilot assessment were to (a) evaluate the feasibility and usefulness of a methodology for assessing safety culture that had previously been developed for use within other industries, (b) to initiate an investigation into the understanding and defining of the existing safety culture of the underground coal mining industry, and (c) provide meaningful and useful recommendations for the participating mine for their consideration in their ongoing quest to enhance their existing safety culture. This pilot assessment was conducted in July 2007. The report provides information regarding the presence or absence of safety culture characteristics within the Mine. Observations regarding the characteristics of the Mine?s safety culture that should be sustained are presented. Areas in need of attention and management focus to improve the Mine?s safety culture are presented as well as recommendations for moving forward. Safety culture characteristics that are important for the existence of a positive safety culture have been identified to include: - Safety is a clearly recognized value in the organization. - Accountability for safety in the organization is clear. - Safety is integrated into all activities in the organization. - A safety leadership process exists in the organization. - Safety culture is learning driven in the organization. - A process for establishing a strong and effective Safety Conscious Work Environment (SCWE) is in place. Performance objectives are associated with each of the safety culture characteristics and particular behaviors and attitudes have been identified that can be measured to evaluate these objectives. Using a methodology originally developed with the support of the U.S. Nuclear Regulatory Commission, an assessment of selected organizational behaviors and attitudes was conducted to evaluate the Mine in terms of these safety culture characteristics and their associated performance objectives. The methodology involves obtaining a variety of quantitative and qualitative information, using multiple data-gathering methods. The information collected is largely based upon the perceptions of the individuals in the organization. The evaluation is a ?point in time? snapshot of the Mine, but cultural beliefs and assumptions do not change quickly. The feasibility and usefulness of the methodology was successfully demonstrated during this pilot assessment. This paper describes metal- mining practices at the Harrington -Hickory lead - silver - zinc mine at Milford , Beaver County , Utah . The operations of the Harrington-Hickory incorporate a number of features that should prove of interest and value to other operators of small mines . These features include employee participation in profits , a well- laid -out electrical system, adequate financing , a well - balanced equipment and supply inventory , a well - organized system of bookkeeping , adequate roads , and good management . As crude ore is shipped directly to smelters and mills in the Salt Lake Valley , close attention is paid to see that the ore is segregated by classes and treated where it can bring the greatest not return . A combination of these features has resulted in maintaining relatively low costs, considering the grade and size of ore shoots at a time , during and following the war , when equipment , supplies , and labor were costly and difficult to obtain . The period covered in this report includes two war years and two years following , from April 1, 1944 to June 30 , 1947 .

The Bureau of Mines has conducted research to determine whether the total elapsed delay time for blasting bituminous coal in underground mines could be safely expanded beyond the present 500-ms limitation without igniting a methane or methane-coal dust atmosphere. The results indicated that the increase of total delay from 500 to 1,000 ms had no detectable effect on safety relative to incendivity as long as permissible practices were observed in all other aspects. Research was also conducted to evaluate the safety of 18-in hole spacing for delay blasting in coal relative to misfires. For a variety of permissible explosives, misfires were observed for about 50 pct of the holes at 18-in spacing. Based on this observation, the Bureau has recommended that the new regulations prohibit hole spacings of less than 24 inches in underground coal mines. Misfires were also observed for 24-in spacing, but the number of misfires and test shots was too small to sup- port any firm conclusions.

It is noteworthy that 80 to 95 per cent of the gross production of all slate quarries in the United States is discarded as waste . In view of the loss involved in handling so much waste , and the consequent added cost of the finished product , the Bureau of Mines has undertaken a study of the slate industry for the purpose of devising the best means of reducing the proportion of waste , and of utilizing the unavoidable waste . The utilization of waste has received special attention , and the cooperation of many prospective purchasers of waste slate has been enlisted in testing its adaptability for various uses .
