The Army Corps of Engineers completed the Charleroi Lock and Dam in 1932. It is located on the Monongahela river approximately 22 miles (35k) south of Pittsburgh in Charleroi, Pennsylvania. It is comprised of a 420-foot (128m) gated dam, and a 720-foot (219m) by 56-foot (17m) land side lock, which provides for a 16.6 foot (5m) vertical lift.

This paper describes the loading on a plate suspended directly over an explosive charge submerged in water. This problem is of interest because it yields results similar to those obtained in the detonation of an explosive buried in saturated soil and thus it is associated with landmines. Recent experiments [1] indicate that plate loading from a submerged charge is similar to that for a buried one, with respect to impulse and pressure. Compared to the buried explosive problem, the submerged explosive case is attractive from a computational point of view; it replaces sand, which is diffi cult to simulate, with water, whose properties are well known. Studying this problem allows modeling uncertainties to be separated from sand simulation issues.

The use of military-type energetic materials in commercial explosive products is not a new concept. In the United States, the techniques for utilizing significant quantities of surplus military explosive materials by commercial explosive manufacturers dates back to the 1950’s. At times, explosive companies have found surplus military high explosives and propellant materials to be suitable ingredients for their commercial explosive products. The availability of these military-type energetic materials has varied over the past 50 years, as a function of the military’s strategic defense needs and the advances in modern weapon technology. For the most part, the commercial explosives industry has been able to implement methods for safely incorporating military-type high explosives and propellant materials, whenever these surplus materials become available. During the past 5-6 year period, a large amount of military-type energetic materials have once again become available for recycling into commercial explosives. This situation can be attributed to a number of factors, such as the political changes in Europe, the development of more sophisticated weapons systems, and the increased EPA pressures on the U.S. Department of Defense for disposing of surplus energetic materials. As in the past, U.S. commercial explosive manufacturers have made efforts to recycle these surplus materials into their explosive products. This paper describes some of the commercial explosive products that are currently on the U.S. market, which contain rocket and gun propellants as energetic ingredients. Some U.S. explosive companies, such as DYNO NOBEL, ORICA and Slurry Explosive Corporation, have been able to recycle significant quantities of surplus smokeless powder and composite propellants as energetic ingredients into their commercial Blasting Agents. The successes enjoyed by these companies have once again shown recycling into commercial explosive products to be an economically and environmentally sound method for disposing of surplus military-type energetic materials.

To meet salt production needs over the remaining life of the Cayuga Mine at Lansing, New York, the Salt Division of Cargill, Inc. decided to build a new underground screening plant. The new plant required a chamber 50 feet wide by 250 feet long and nearly 70 feet high. On advice of their mining contractor, Dynatec Mining Company, the company chose an ingenious excavation method similar to sublevel stoping. This method eliminated the need for an access ramp, reduced equipment needs and excavation time substantially.

Some preliminary dynamic pressure data were obtained from several charges detonated in a tunnel situated in massive granite rock. The context of the work is the potential for desensitisation of explosives, failure of detonators, and sympathetic detonation due to the close proximity of inter-hole and inter-deck explosive charges to each other. Dynamic pressures were measured using piezoelectric gauges in water-filled 45 mm diameter holes adjacent to the charges. Some of the first arrival peak pressures were noisy, and although not fully resolved, may be due to reflections and the physical arrangement of the transducers and their size with respect to the monitoring holes. The estimated peak pressures were between 0.1 to 8.7 MPa at approximate distances of 2.8 to 0.8 m, respectively. Further work is planned with gauges that are disposable, have a higher pressure range, and can be used within a few borehole diameters rather than the piezoelectric gauges used in the present work.

The ISEE Blast Vibration and Seismograph Section provides a forum for the discussion of issues related to vibration and noise from mine, quarry and construction blasting. The section began as a Technical committee in 1995 to promote the accuracy of blasting seismographs. Currently five subcommittees exist within the section: Seismograph Standards; Seismograph Testing and Calibration; Vibration Limits, Technical; Vibration Regulations; and Program and Communications. Foremost, the Seismograph Standards section wrote the first two technical standards adopted by the ISEE. The historical accomplishments, current activities and objectives of the section are discussed.

Stockholm’s Northern Link, currently Europe’s largest urban road tunnel project, will be about 5 km long from west to east. Running through two separate, mostly parallel tunnels, each with 2-4 lanes, the complex will include numerous entries and exits, as well as a major branch to the north. The total length of tunnel will be 11 km, of which 9 km will be in rock. Over million m3 of rock will be blasted. The Northern Link will open to traffic in 2015. After a 10-year stop to deal with environmental questions regarding Ekoparken, Stockholm’s unique “national city park”, the Northern Link project in the Swedish capital was restarted in the autumn of 2006, with the construction of five works-access tunnels.

Explosive demolition involves first, the use of cutting charges to sever a column and second, kicker charges to move it out of alignment. Dynamite is the traditional explosive used in kicker charges as it is inexpensive, easy to initiate, and has a consistent track record of use. Dynamite, however, has health concerns in handling, fragmentation concerns from direct contact on the beam, and availability concerns due to being manufactured at only one location in the continental United States. Recently, water-cased kicker charges have been used in industry, and research has shown that a reduced dynamite mass is possible due to the added confinement, for energetic performance, and the incompressible fluid, which aids in the transfer of explosive energy into beam movement. This research will compare two different explosives, an emulsion (DYNO AP), and binary (HELIX), to dynamite for use in kicker charges, both with and without water-casing. Emulsion is commonly used in rock blasting to create a large push or throw due to its high gas volume production which could translate to kicker charge movement. HELIX is a binary explosive commonly used by the military in breaching charges with water backing. Experimental tests placed kicker charges at the base of a hanging steel column, modifying the ballistic mortar test used to determine explosive power. The study shows that water-casing effectively reduces air overpressure and enhances explosive performance. Among the tested explosives, HELIX showed the most substantial improvements with a 1.8 dB reduction in air overpressure and a 3.2 m/s (10.5 ft/s) increase in column velocity when water-cased. Dynamite and emulsion also benefited from water casing, with decreases in air overpressure (1.1 and 0.7 dB respectively) and increases in column velocity (1.1 and 0.7 m/s (3.6 and 2.3 ft/s) respectively). This research also shows that emulsion is a viable replacement for dynamite in demolition projects, performing similarly in both traditional use and water-cased charges.

Waste oil is a growing problem throughout industries where environmentally responsible disposal ways are usually costly. There are many industries have developed process to reuse of waste oil as a source of energy on their own premises. Hanwha Mining Services Indonesia is one of blasting service that manufacturing explosive using waste oil. The usage of 60 % waste oil content in fuel solution already developed applied since 2020 at Petrosea-Kideco Site and will be increase until 100 % in 2022. The purpose of this research is to analyze the increasing of waste oil usage from 60 % to 100 % content at Petrosea Pit without reducing the emulsion quality and performance, and surely eliminate the fuel cost and reducing waste oil processing cost. Some trial conducted to determine the effect and quality of using 100 % waste oil content on emulsion at production blast. The method use to know the quality of 100% waste oil of emulsion is by direct application on bench blast. Using Microtrap VoD recorder, explosive energy will be recorded into m/s dimension, microtrap recorder the speed of explosive detonation in line with the speed of burning wire in the blast holes. The summarized of this research present that the using of 100 % waste oil content on emulsion can be applied on bench operation with the result of Velocity of Detonation (VoD) data is 4,559 mm/s, the mean of fragmentation size is in range 65.31 to 225.62 mm, the average of digging time on 1st layer is in range 10.2 to 11.6 s and on 2nd layer is in range 8.9 to 9.5 s, and the productivity still achieve on target. The result of all parameter quality still in the standard range of Hanwha and Petrosea.

This paper reports on an experimental study of the effect that bottom shaping might have on the impulse delivered to a light armored vehicle due to a buried mine detonating beneath the center of it. The study was restricted to explosives buried in saturated sand and three parameters were varied within the study: bottom angle (0 degrees to 21 degrees), depth of burial of the explosive (1.02 mm to 12.7 mm), and stand off distance (0 mm to 38.1 mm). Six hundred and thirty six milligrams of explosive was used as the explosive load. It has been shown in previously published work [1,2] that Hopkinson scaling works well for the determination of impulse loading on a semi-rigid target plates. Therefore in terms of a full scale test using 4.54 Kilograms of explosive the parameters investigated would cover a DOB of from 19.56 mm to 243.84 mm and a Stand off distance from 0 to 734.06 millimeters. These values nicely cover those of interest to the Marines with regard to the AAV (amphibious assault vehicle). Four angles were investigated at all DOB’s and Stand off distances – 0 degrees, 7 degrees, 13 degrees, and 20 degrees. The results show that reduction in impulse delivered to the target is achieved with an angled bottom on the target plate with a major reduction occurring before the 13 degree angle is reached. Hence vehicles with quite modest bottom angles could help greatly in load reduction with very little loss in utility.

Placer Dome, US operates the Bald Mountain Mine. The Bald Mountain Mine is a surface operation located in remote northwestern White Pine County in east-central Nevada, approximately midway between Elko and Ely. The mine is in the Newark Valley along the southwestern flank of Bald Mountain a part of the Ruby Mountain range, at an approximate elevation of 7,500 ft (2,286 m). The geology at the Bald Mountain Mine is highly altered, both mineralogically, and structurally. Highwall stability and control have long been an issue at the operation, due largely to the varying geologic conditions. In some blasts as many as seven distinct geologic unconformities exist. These unconformities affect both final high wall integrities, as well as blast fragmentation characteristics. A 60 million ton (54.5 million tonnes) layback expansion of the existing “Top Pit” as well as development of a new satellite pit, “Sage Flats”, is being undertaken. Design final highwall pit slopes have been steepened from the traditional 47º to 55º in order to reduce overall ore-to-waste ratios, thereby improving economic viability for the expansion over the 4.5 year life of the project. With the increased usage of electronic detonators throughout the mining industry, mine operations staff, as well as representatives from the mines explosive supplier felt that an evaluation program incorporating electronic detonators would be warranted. The areas of focus for this evaluation would be resultant highwall pre-split integrities, peak particle velocity measurements (both near field and far field), frequency measurements, loader productivity, and visual interpretation of the results. The mine incorporates 25 ft (7.6 m) benches and uses separate trim blasts in conjunction with production blasts in order to reduce blast effects along final highwalls. Hole diameters in production blasts are 7? ” (200 mm). Typical production blast patterns are 18 ft x 18 ft (5.5 m x 5.5 m), drilled in a square pattern configuration. Shot sizes vary greatly, ranging from 200 holes to as many as 800. Bulk low percentage ANFO/emulsion blends are utilized as the redominant blasting agent. The response of two structures to blast-induced ground vibrations were evaluated and compared in order to quantify the impact of different blasting operations, hard rock and soft rock blasting, upon the structures movements. The first instrumented structure was a residential type, located in the operational area of a coal mine, were blasting is conducted in soft rocks, such as siltstone and coal, with compressive strength ranging from 20 to 50 MPa. Blasting is characterized by low benches, with hole lengths averaging 5.5 m (18 ft) and low powder factors, 140 to 210 g/m3 (0.236 to 0.354 lb/yd3), resulting in very little horizontal movement of the rock during the blast. The second structure was a commercial building, located in a basalt quarry (compressive strength between 109 and 180 MPa), where blasting is conducted in 12 m (39.4 ft) benches with powder factors ranging from 200 to 350 g/m3 (0.337 to 0.590 lb/yd3). Velocity sensors were placed on the structure walls to measure wall displacements and calculate blast-induced strains in the walls, and these results were compared with the driving ground excitations. The calculated strains were compared with the limits of rupture of the cement grout used as mortar between bricks and as wall coating, considered to be the weakest material in the structure composition. The blast-induced response of existing cracks in the structures were also measured using displacement gages and compared to the daily influence of weather fluctuations, such as changes in temperature and humidity, on crack movement. The results show that for the same levels of ground motions the structures present different movement, resulting in distinct levels of induced strains on the walls depending on the geology. The influence of long-term temperature and humidity variations on crack movements on both structures is very similar, during the same seasons of the year. Crack response to long-term weather changes is 2.5 to 3.5 times greater than blast influences.

For many years there have been small scale tests available for evaluating the toxic fumes production by capsensitive explosives (DOT Class 1. l), but these could not be used with blasting agents due to the large charge sizes and heavy confinement required for proper detonation. Considering the extensive use of blasting agents in construction and mining, there is a need to determine the quantities of toxic ti,tmes generated by blasting agents. At the International Society of Explosive Engineers Twenty Third Annual Conference on Explosives and Blasting Technique in 1997, the authors reported on a facility for detonating large (4.54 kg), confined blasting agent charges in a controlled volume that had been constructed at the National Institute for Occupational Safety and Health’s Pittsburgh Research Lab’s Experimental Mine. Since 1997, this facility has been used to collect data on toxic fumes produced by the detonation of various ammonium nitrate/fuel oil (ANFO) mixtures and several cap-sensitive explosives. ANFO composition ranging from 1 to 10 percent (pet) tieI oil have been studied. As expected from previous studies, with an increase in fuel oil content the carbon monoxide production increases, while nitric oxide and nitrogen dioxide production decrease. The detonation velocity varies from 3,000 to 4,000 m/set for the 1 to 10 pet range of fuel oil content, suggesting that ANFO mixes with improper fuel oil content may appear to detonate properly, while their fume production differs significantly from optimum. The study also considers such factors as degree of confinement, water contamination, and aluminum content on blasting agent fume production. Results indicate that water contamination of the ANFO has little effect on carbon monoxide production, but causes significant increase in nitric oxide and nitrogen dioxide production. Decreasing confinement from Schedule 80 steel pipe to 0.4~mm thick sheet metal also has little effect on carbon monoxide production, but significantly increases nitric oxide and nitrogen dioxide production. Adding 5 and 10 pet aluminum to the ANFO had no clear effect on carbon monoxide, nitric oxide, or nitrogen dioxide production.

In October 2017, a multi-bench failure occurred in the east wall of the Guelb Moghrein copper and gold mine in Mauritania. The failure extended 100 m (328 ft) vertically and horizontally and resulted in the sterilisation of ore, but no equipment or personnel were put in danger. The remediation plan successfully removed the failed material and the cutback resumed to a modified pit design, leaving ore reserves behind. In 2021 after completion of mining in another part of the pit, a plan was formulated to develop a narrow cutback behind the failed wall and recover the sterilised ore. Infill drilling defined a resource of approximately 2.9 Mtonne (3.2 Mton) of ore at 0.78% Cu and 0.67 g/t Au at a strip ratio of 5.5:1. The high strip ratio meant that it was necessary to mine thirteen benches of waste, or 156 m (512 ft) vertically, over a two-year period before reaching the first ore, with the cutback only being economically viable if all ore could be depleted at the end of the third year. The high economic risk of the project required a holistic approach to mitigate the risk of another wall failure, by addressing the following areas: 1. Pit Design: with help from an external Geotechnical Consultant, the pit design was optimised to include increased factors of safety, reduced stress points, lower overall slope angles and straight lined walls were replaced with curved walls. 2. Geotechnical Management: the site Geotechnical Superintendent worked closely with an external Geotechnical Consultant to better understand the structural geology. Slope monitoring was improved through an expanded network of prisms, regular in field inspections and the use of a slope monitoring radar. 3. Drill and Blast: new drill and blast designs were developed from first principles, consisting of production, wall control and presplit designs. Blast master polygons and bench development sequences were developed with consideration of the structural geology and the influence of the initiation designs. 4. Mine Operations: improving operational discipline was a critical factor that ensured the accurate execution of drill and blast designs and excavation to bench levels and pit limits. This holistic approach has enabled the safe development of the cutback down to the 936 RL (relative level), two benches below the point at which the previous wall failure occurred. Extraction of ore has occurred from the 960 RL, and due to faster than planned excavation rates, the cutback is expected to be completed ahead of schedule.

The Stave Falls Project of BC Hydro, situated 65km east of Vancouver, BC, Canada, involved the construction of a new two-unit 9OMW hydro-electric facility to replace an existing powerhouse. The final phase of the intake excavation consisted of a plug blast to break the channel through into Stave Lake. The plug consisted of a rock and till wall topped with a fill cofferdam, about 51m wide and between 8 and 12m high. Total rock volume was approximately 2600m3, overlaid with about 4600m3 of till/fill. This paper describes the methodology and practical techniques used in planning and loading the blast, and the precautions taken to protect the new and existing structures and equipment. Blasting of the plug by the normal method using downholes would have required the placing of extra fill and much drilling through casing, so the contractor made the decision to drill horizontal holes from the dry, downstream side. Because of poor rock conditions, all 183 holes had to be drilled oversize at 3.5” dia. and fitted with 2.5” id. plastic pipes to keep them open. Hole lengths ranged from 2.5 to 18rn, with a pattern of 1.5m spacing and l.Om burden (with the holes slightly fanned vertically). Because of significant water exposure, a film-packaged emulsion explosive was used, placed using a pneumatic cartridge loader for maximum borehole compaction. The powder factor averaged 1.3kg/m3 (2.21bs/yd3, rock only). An initiation system of combination surface/downhole delay shocktube units was employed, with double and triple redundancy. The maximum number of holes firing in any 8ms window was limited to three (to minimize vibration), while the whole sequence was fully activated before the first hole fired. All shocktube connections were secured and covered over at the foot of the rockface before flooding the excavation downstream of the plug prior to the shot, To protect the powerhouse gates from hydraulic shock, all hole collars were grouted and an air curtain was provided. The blast was completely successful. A maximum vertical displacement of 6m was recorded, but no flyrock was evident. Readings for peak over-pressure and vibration were well below the allowed limits. Mucking proved to be easy, with fine fragmentation, full pull, and no tights.
