IT is obvious that details such as the physical and chemical properties and methods of heat-treating of the materials mentioned must be omitted in a paper on the subject of materials used in oil-refinery pumps1. Only sufficient identification is given to enable the reader to find additional information from already published data. Also, the subject covers many operating conditions, but only the most important services can be discussed here. To the oil refiner, the pumping equipment is of vital interest. Practi-cally every refinery operation, from the charging of crude oil to a dis-tillation unit to the shipping of refined products, involves some form of pumping machinery. Intermediate refining stages involve a great variety of pumping machinery to carry out successfully the aims of the refinery technologist. Temperatures at which oils are handled vary from -50° F. to 900° F. Pressure may vary from subatmospheric to 2000 lb. per sq. inch. The selection of the proper materials involves a careful consideration of the conditions under which the particular pump must operate. The four most important considerations are temperature, pressure, corrosion, and abrasion or wear. Consideration of temperature "may be divided into three parts: (1) extremely low temperatures of the order of -50° F.; (2) temperatures at atmospheric or slightly above; (3) temperatures from 200° to 900° F. Pressures fall into two groups: (1) pressures reached by ordinary trade pumps of the order of 200 lb. per sq. in., (2) extreme pressure conditions involving pressures as high as 2000 lb. Noncorrosive and corrosive oils can be treated differently. Under the latter falls corrosion in the presence of water, which will occur up to 250° F. The second type of corrosion occurs in high-temperature pump-ing equipment, with temperatures from 450° to 900° F., largely caused by sulfur compounds. With the increasing military significance of the arctic, the U.S. Army Corps of Engineers' ice- tunneling research program has been instituted to determine the feasibility of excavating large under- ice openings. Such openings would provide for year- around storage of material and housing of personnel, independent of surface weather conditions. This unique ice mining operation has been carried on in the tunnels at Camp Tuto, Greenland, during the summers of 1955, 1956, 1957 and 1958 by the U.S. Army Snow, Ice, and Permafrost Research Establishment (USA SIPRE), Wilmette, Ill. Supervisory personnel for the tunneling projects principally have been civilian mining engineers and mining engineering students from Colorado School of Mines. They have been employed under contract between USA SIPRE and the Denver Research Institute (DRI) of the University of Denver, Denver, Colo. Laborers have been enlisted military personnel attached to the U.S. Army Polar Research & Development Center (USA PR&DC) , Ft. Belvoir, Va.

Government aid, regulation, and participation in the mineral industry are not new; they date back to the time when man first adopted communal living. Even in primitive tribal life, the obtaining of arrowhead or ceramic materials, washing of gold, or mining of copper were specialized activities, under tribal sponsorship. Later, when kingdoms, dynasties, and hierarchies developed, titles to mining properties were held by the sovereign or the state, work usually being done by slaves. Title acquisition through denouncement developed in Europe in the late Middle Ages and spread to the Western Hemisphere with the Spanish and Portuguese empires. Denouncements still recognized the rights of the sovereign in the requirement to pay royalties, which practice continues in many places today. Thus, anyone who views government participation in mineral activity as "encroachment" has no historical perspective. Only in a few countries and for a few generations have private interests enjoyed the right to exploit mineral deposits without the specific consent of the sovereign or without payment of royalty. Governments and the mineral industry have been linked together by other factors. Governments have had special interest in metals and minerals as stores of value and for armaments. Spanish conquests in the New World were energized by the lure of gold and silver. Pursuit of gold led to the American seizure of California in the days of the Forty-niners. The strategic importance of minerals in our own times has called for special steps to stimulate production in national emergencies and to prevent the enemy from acquiring mineral supplies. Our export controls to deny certain minerals to unfriendly countries, purchases for Government stockpile, and subsidies for domestic production are examples. Production regulation by state governments of oil and gas has become a well established routine. In brief, the mineral industry has never lacked aid, regulation, and participation by governments. The entrepreneur who wishes to explore for or develop minerals must deal with governments in most areas before he can begin, because mineral rights are reserved by them. Abstract-The Henderson ore body is east of the Continental Divide in the Front Range of the Colorado Rocky Mountains, about 80 km (50 miles) west of Denver. The ore body is being developed for mining by workings that extend more than 1100 m (3500 ft) below the topographic surface. During construction of the mine workings, ground water in fractures in crystalline rocks has been encountered. From 1969 to 1973, Charles S. Robinson B Associates Inc., in cooperation with the engineering and geologic staffs of the Climax Molybdenum Company, a division of Amax Inc., studied the ground water geology of the Henderson mine development area. Detailed geologic records of the Henderson mine were available as a result of the exploration, evaluation and development of the mine. Records of the flow, chemical composition and temperature of the ground water at and near the surface, from the entire mine, from portions of the mine, and from exploration holes drilled in the mine, were kept as the mine was developed. Where possible, ground water pressures in drill holes and changes in pressure with time, were recorded. The geologic, hydrologic and chemical data were correlated. The following conclusions were drawn from the correlations: The ground water in the Henderson mine occurs in fractures in Precambrian igneous and metasedimentay rocks and in a series of Tertiary intrusive rocks. Two zones of ground water were recognized; an active zone, in which the fracture systems are recharged and discharged annually into the surface water system, and a passive zone, in which the fractures were filled with water in the geologic past Discharge from the passive zone is through mine workings that intersect the fracture systems. Discharge from a fracture or fracture system is initially high but decreases with time. The rate of decrease inflow (or pressure) is exponential. By measuring the change inflow with time, it is possible to calculate the amount of flow at some given period of time in the future. Based on changes in rate of flow and pressure, and the geology, and assuming rates of mining of the ore, it will be possible to predict the volumes of water that will have to be handled during the life of the mine and the area around the mine that will be drained by the mining operation.

FOR the past eight years No. 2 mine of the Cumberland Railway & Coal Co., Springhill, Nova Scotia-a subsidiary of the Dominion Coal Co., Ltd.-has had an unenviable reputation for bumps. As the workings extended in certain directions under a greater cover, these bumps increased in severity and it became apparent that some change in the system of extraction was necessary if the mine was to continue to operate. In September, 1924, following several fatalities resulting from bumps, the Mines Department of Nova Scotia requested from the U. S.. Bureau of Mines the services of George S. Rice, Chief Mining Engineer of the Bureau, to report on the conditions then prevalent in No. 2 mine, Springhill. This request was promptly and courteously granted. Mr. Rice made a full investigation and a comprehensive and helpful report, which is embodied in the 1924 Annual Report of the Department of Public Works and Mines, Nova Scotia. Prior to 1925, the room and pillar method wasp employed and in January of that year (there being a cessation of work from March to August due to labor troubles) longwall retreating on the west side, on a limited scale, and in a small section on the east side of the mine was started. The major portion of the east side was not operated on this system till August, 1926, as there was developed a considerable area ready for pillar extraction between an arbitrary boundary and a point up to which bumps of any consequence had not been experienced. In the interval development work for longwall retreating below the 5900-ft. level was vigorously pushed. This longwall retreating system was suggested by Mr. Rice as a possible remedy and was heartily endorsed by the company officials. This paper describes the conditions and happenings subsequent to Mr. Rice's report and more especially the results with the longwall retreating system of mining under the peculiar circumstances pertaining to mining No. 2 Seam, Springhill, at depth, and records the conclusions which experience with several severe bumps under this mode of extraction would suggest. Except where necessary to make the paper intelligible as an entity any duplication of Mr. Rice's report will be avoided.

The diffusion of carbon in Fe-Co-C austenites was studied as a function of cobalt concentration up to 12 at. pet, using an autoradiographic technique. The diffusion coefficient was found to initially decrease and then increase with increasing cobalt concentration, the trends being more marked the higher the temperature of diffusion. These effects were paralleled by variations in the activation energy and the constant for diffusion which, however, were found to be dependent also on the carbon content. The results are compared with the previously available data and their significance is discussed in terms of the kinetics of solid-state reactions in this systern. THE performance of coal-washing equipment, that is, the effectiveness with which coal and impurity are separated, is a subject of undisputed interest to all concerned with the preparation of coal. Through the years much has been written in both American and European literature on the performance of coal-washing equipment and its interpretation, but until recently no effort has been made to consolidate this wealth of information into a single, comprehensive treatment of the subject. A splendid effort in this direction was made at the First International Conference on Coal Preparation held in Paris in June 1950 in which representatives from virtually every coal-producing country participated. Although the scope of the conference covered the entire field of coal preparation, many of the sixty-odd papers and a great deal of the discussion dealt with the subject of evaluating washery performance. Prominence was given this subject by the Centre d'Etudes et Re-cherches, des Charbonnages de France, which sponsored the conference. This research organization, generally referred to as Cerchar, was formed in 1948 following the nationalization of the French coal industry. Since that date it has conducted an intensive study of coal preparation. Perhaps because of a fresh viewpoint, Cerchar realized immediately that complete information on the performance of French washeries and a thorough understanding of the mechanism of gravity separation were the fundamental prerequisites in a program to improve preparation practice. For this reason Cerchar concentrated on obtaining performance data and on a comprehensive study of methods of evaluating such information. Some idea of the magnitude of this work will be appreciated from the fact that 175 performance tests were made in 44 plants. The work performed by Cerchar emphasized a condition that is recognized by many of those concerned with coal preparation, namely that the lack of uniformity in presenting data on washery performance, the diversity of methods used in evaluating such information, and the frequent confusion of the terms related to performance have been prime factors militating against the progress from art to science. Thus, Cerchar feels that standardization of the methods employed for evaluating washery performance, not only in France but in the entire world, is essential to progress, and the prime objective of the Paris conference was to seek international standardization of the evaluation methods advocated by Cerchar. At the conclusion of the conference the question of standardization was referred to the International Standards Organization. A careful study of the dozen papers on the subject of evaluating washery performance presented at the conference reveals that none of the methods is new; most of them date back over a decade. Nevertheless, the intensive scrutiny of these methods brought about by the conference unquestionably has resulted in a valuable exchange of ideas and a clarification of thought that could scarcely be achieved in any other way. The object of the present report is to make available to the American coal industry the ideas developed at the conference which seem most important from an American viewpoint and to provide a critical analysis of some of the evaluation methods advocated by Cerchar. The various methods of evaluating washery performance are illustrated partly with data that have been published in American literature, and some new data have been obtained as the result of experimental work undertaken since the conference to provide information on certain controversial points. An English translation of the proceedings of the conference, including the discussion as well as the papers, will be available,' and previous to the conference Coal Age2 published a very brief description of some of the principal evaluation methods used by Cerchar. THE iron and steel industry spent $1,170,000,000 in 1952 for improvements and expansion, with an accompanying rise of 9 million net tons in capacity to 117.5 million tons of ingots and steel for castings. More than $4,600,000,000 has been invested in the seven years following World War 11. An average of $1260 has been laid out every minute during those seven years for an increase in capacity of 25.6 million tons.

Mining geology has a threefold objective: to guide prospecting for new ore, to evaluate known orebodies as development risks, and to supply the detailed knowledge of ore structures necessary for more economical extraction. The role of geology in exploration is well established. This article will deal solely with orebody evaluation and the application of geology to development and mining problems as practiced by St. Joseph Lead Co. in the southeast Missouri district, which for many years has supplied approximately 30 pct of U. S. lead production. The primary concern of the present discussion is geology in the district, not geology of the district. The southeast Missouri district, locally called the Lead Belt, includes parts of St. Francois, Madison, and Washington counties. The first recorded mining was about 1720 at Mine La Motte in Madison County on surface showings of lead ore. Later discoveries near Bonne Terre, twenty-five miles to the north, led to extensive prospecting and underground mining. To date the district has yielded well over 8 million tons of pig lead, valued at more than $1 billion. By far the greater part of the lead production has come from an area of 50 sq miles, centering Fig. 1-Central portion of southeast Missouri on the city of Flat River, as shown in Fig. 1.

GENERAL GEOLOGY OF THE LAKE SUPERIOR IRON-BEARING AND COPPER-BEARING SERIES. THE geology of the Lake Superior region is of general interest, both from an economic and a scientific standpoint. The presence of large and rich iron- and copper-deposits has made a knowledge of the geology of the region necessary for purposes of exploitation and exploration. The ores of the region are contained in rocks of pre-Cambrian age, 'pith for most of the country up to recent years have usually been referred to as « crystalline schists " or " crystalline complex;" and regarded principally as metamorphosed basement-unit upon which the sedimentary rocks, beginning with the Paleozoic, were laid down. In the Lake Superior re¬gion this pre-Cambrian complex presents an unusual variety of rocks with determinable relations. It has been possible, with the large expenditures which-the magnitude of the iron-mining industry warrants, to work out their stratigraphy to a larger extent than has been possible in almost any other area of pre-Cambrian rocks. The real complexity of Lake Superior geology, the confusion of names and the multiplicity of reports covering small parts of the region, are such that interested persons, other than. geologists directly engaged in the work, may well hesitate to attempt to comprehend the geology of the region as a whole. The following paper is a somewhat elementary outline of the geology of the Lake Superior region with special reference to new developments not yet covered in published reports. Geological information concerning the region has been gath¬ered by mining companies, and by the geological surveys of Michigan, Wisconsin, Minnesota, Ontario, Canada, and the United States.. Perhaps in no other part of the country have the mining men themselves spent such large sums in purely geological work. This has made possible the publication of ,reports and maps by the State and Government surveys in much less time and at far less cost than would have been otherwise possible. The. U. S. The treatment of slime is of special interest to those engaged in cyaniding gold- and silver-ores. The usual practice is to make as small a percentage of slime as possible. In many instances the slime is given no treatment, but is impounded in dams in the hope that the future will develop some method of economically treating this product. The filter-press was the first step upward from ordinary decantation, but, on account of heavy labor-charge and high cost, its use has been limited to high-grade material. The slime at the Combination mill at Goldfield averages perhaps $20 per ton, and although the values are quickly dis solved the filter-press installation was not entirely satisfactory, resulting in the erection of the canvas-cell filter, developed by Chas. Butters and his staff. This filter is a great improvement over the filter-press, and the following description of it will be of interest to those engaged in treating slime produced in crushing ores, especially in view of the fact that, by the use of this filter, slime can be treated at a lesser cost and with a higher percentage of gold- or silver-extraction than in the ordinary treatment of sand; and, moreover, the initial outlay for an all-sliming plant is less than that for the ordinary sand- and slime-plant. The economy of construction of the Butters filter-plant is clearly shown in Figs. 1 and 2, which illustrate the 20-frame filter of 40 tons capacity, now being installed by the Nevada Goldfield Reduction Co. In this construction the slime-pump is so connected that it call pump to or from either tank or the filter by changing the valve-settinga—a combination which is necessary in this particular installation, since sufficient fall is not available for filling and discharging the filter by gravity. A 1,500-ft experimental well was used to study the pressure gradients occurring during continuous, vertical, two-phase flow through 1-in., 1 1/4-in. and 1 1/3-in. nominal size tubing. The test well was equipped with two gas-lijt valves and four Mathak electronic pressure transmitters as well as with instruments to measure the liquid production rate, air injection rate, temperatures and surface pressures. Tests were conducted for widely varying liquid flow, rates, gas-liquid ratios and liquid viscosities. From these data, an accucrate pressure-depth traverse was construcred for each test in each of the three tubing sizes. From the results of these tests, correlations have beer] developed which allow the accurate prediction of flowing pressure gradients for a wide variety of tubing sizes, flow conditions, and liquid properties. Also. the correlations and equations which are developed satisfy the necessary condition that they reduce to the relationships approprate to single-phase flow when the flow rate of either the gas or the liqutid phase becomes zero. All the correlations involve only dimensionless groups. which is a condition usually Sought for in similarity analysis but not always achieved. The correlations developed in this study have been used to calculate pressure gradients for pipes of larger diameter than those upon which the correlations are based. Comparisons of these calcuclaed gradients with experimetally determined gradients for the same flow conditions obtained from the literature indicate that extrapolation to these larger pipe sizes is possible with a degree of accuracy sufficient for engineering calculations. The extent of this extrapolation can only he determined with additional data from larger pipe diameters. INTRODUCTION The accurate prediction of the pressure drop expected to occur during the multiphase flow of fluids in the flow string of a well is a wideiy recognized problem in the petroleum industry. The problem has been brought even more into prominence with the advent of tubingless or slim-hole completions which use small-diameter tubing. Many of the correlations which give reasonably accurale results in the lager tubing sizes are greatly in error when applied to small-diameter conduits. Small-diameter conduits are defined as 1 1/2-in. nominal size tubing or smaller. The study of the pressure gradients which occur during multiphase flow of fluids in pipes is exceedingly complex because of the large number of variables involved. Further difficulties relate to the possibility of numerous flow regimes of widely varying geometry and mechanism and the instabilities of the fluid interfaces involved. Consequently, a solution to the problem by the approach normally used in classical fluid dynamics based on the formulation and solution of the Navier-Stokes equation has not been forthcoming. This is primarily the result of the nonlincarities involved and the difficulty of adequately describing the boundary conditions. As a result of the foregoing, most investigators have chosen semi-empirical or purely empirical approaches in an efford to obtain a practical solution to the problem. Much of the previous work in this area was done in short-tube models in the laboratory. A number of problems arise, however, when attempts are made to extrapolate these laboratory results to oilfield conditions where a much longer tube is encountered. In those few studies where data taken in long tubes were utilized, the data covered only a limited range of the variables, and as a result inaccuracies are introduced when the correlations are extended outside the range of the original data. Also, as a consequence of the limited amount of data available for these studies, the effects of several important variables were overlooked. The problem of predicting the pressure drop which occurs in multiphase flow differs from that of single-phase flow in that another source of pressure loss is introduced, namely, those pressure losses arising from slippage between the phases. This slippage is a result of the difference between the integrated average linear velocities of the two phases, which in turn is due to the physical properties of the fluids involved. In contrast to single-phase flow. the pressure losses in multiphase flow do not always increase with a decrease in the size of the conduit or an increase in production rate. This is attributed to the presence of the gas phase which tends to slip by the liquid phase without actually contributing to its lift. Many investigators have attempted to correlate both the slippage losses and the friction losses by means of a single energy-loss factor analogous to the one used in the single-phase flow problem. The Subcommittee on Manganese, of the A.I.M.E. Committee on Industrial Preparedness, prepared under date of Jan. 24, 1924, for and at the request of the War Department, a confidential report on manganese as an element in the problem of national defense. This report was later released and published, in slightly modified form, as a separate pamphlet. After the lapse of eight years, in view of the vital position of manganese in the problem of industrial preparedness agenist a war emergency, the War Department made a request to have the onclusions of 1924 reviewed and brought up to date. To comply wi' this request the manganese subcommittee was reconvened and ex' tive studies were once more made of the entire subject of mang? . A new report, with specific recommendations, was submitted + War Department in February, 1932. This second report, with 4. L specific conclusions and recomrnendations expressed to the War Department omitted, has now been released and is hereby published. Following a rather brief discussion of uses of manganese and classification of manganese ores, requirements and sources are dealt with at some length. Domestic ferro-grade reserves are estimated on the basis of price and are shown by means of a curve where tons of metallic manganese are plotted cumulatively against prices ranging from 50¢ to $1.00 per unit; thereby indicating at a glance the tonnage which the Committee believes would become commercially available at any particular price per unit. Foreign sources of ore are described and foreign prices which the domestic producer must meet are considered. The question of a war-emergency reserve is then analyzed, requirements are balanced against apparent resources, and the principal conclusion that emerges is that a war reserve or stockpile is still vital to national defense.

AISI constructional alloy steels are a series of steels in which a numbering system signifies the chemical composition limits. SAE (Society of Automotive Engineers) and AISI (American Iron and Steel Institute) use basically the same numbering system. The steels contain, in part, alloy additions of chromium, molybdenum, nickel, and vanadium. They are used widely in the automotive industry but have not been adopted for high temperature service. The purpose of this investigation was to study changes in microstructure observed in typical AISI constructional alloy steels in the welded and un-welded conditions after exposure for 34,000 hr at 900" and 1050" and, in several instances, 1200°F. The tensile and creep rupture properties after exposure for 10,000 hr were also evaluated. The investigation is a continuation of the work previously discussed. Little was known concerning the existence of graphite in medium or low carbon steels before 1943. It is important to note that continued exposure at elevated temperature is required in order to develop graphite in steels. Interest in the presence of graphite in steel, and also in changes in the properties of steels after long service at elevated temperatures, developed after 1943 when a failure of a welded joint of high temperature piping was associated with the graphitization of a relatively low carbon content steel with 0.50 pct Mo,8,0 Numerous investigations have beeen made in recent years studying the relationship of this type of failure to changes in properties. Attempts have been made to evaluate the performance of a number of steels, particularly in the heat-affected zone of welds. It was the unfortunate failure of a weld-heated zone in high temperature piping in the steam-power industry which focused attention upon possible failures, and upon the need for improved steels for high temperature piping service. Investigation by the National Tube Div., U. S. Steel Corp., Lorain Works, has included a wide variety of steels in an attempt to learn the effects of numerous factors and elements upon the long time performance of steels, although many of the compositions studied will never be used at elevated temperatures.1,4-7 Included were the well established AISI steel series, which offered opportunity to test moderately high carbon content steels as well as observe the effect of nickel, chromium, molybdenum, etc., upon the properties of these well known steels. The properties of the AISI steels were also studied for comparison with the previously reported properties of the Cr-Mo steels, now used by the steam-power industry.5,7 Materials and Testing Procedure The AISI alloy steels in Table I were exposed for 10,000 and 34,000 hr at 900°, 1050°, and 1200°F.

INTRODUCTION THE Inspiration Consolidated Copper Co.'s plant at Miami, Ariz., was designed and built to make possible the profitable working of a low-grade, finely disseminated copper deposit containing 100,000,000 tons of ore averaging 1.64 per cent. in copper. From the-beginning it was evident that the-plant could not, be kept integral but that a break would have to be made somewhere in the flow-sheet, removing at least the concentrator to a site more suitable than any available near the mine. It was finally decided, after considering numerous arrangements, to do the coarse crushing at the mine, to store the crushed ore in a bin from which it could be loaded into railroad cars and to haul it to the concentrator, an excellent site for which was available about 1 ¾ miles from the mine. The original intention was to equip a plant to treat 7,500 tons of ore per clay, but through the acquisition and proving up of additional ore reserves, the introduction of the Ohio caving system, and the excellent results obtained in the test mill (which made it possible to treat a lower-grade ore than had been thought possible) it was evident that a plant of much greater capacity should be supplied. It was, therefore, decided to treat approximately 15,000 tons of ore per day, the duties of the four main divisions to be as follows:

The effects of the solute elements lead and bismuth on grain growth in zone -refined tin have been investigated. At low temperatures, viz. below 160°C. or at high concentrations, viz. greater than 0.03 at. pct, the temperature dependence of grain growth was found to be constant. A correlation was found to exist between the rates of grain growth in the presence of solute impurities and the factor [C Ir - 1]2 , where C is the solute concentration, r is the radius of solvent atom, and r' is radius of solute atom. It is shown that the Liicke and Detert theory does not give a satisfactory explanation of the results obtained. INVESTIGATIONS of grain growth in zone-refined lead and tin and some effects of solute elements on grain growth in these metals have been reported by Bolling and winegardly2 and Holmes and winegard? The present investigation is an extension of the previous work, and was undertaken to provide additional results which might make it possible to discover the mechanism whereby the rate of grain growth is affected by the presence of foreign solute atoms. The experimental procedure was exactly the same as that described previously.3'4 Figs. 1 and 2 show the results obtained with lead and bismuth additions over the same temperature range, viz. 167" to 220°C, as that used for the investigation of grain growth in zone-refined tin.3 Fig. 3 shows the results obtained for zone-refined tin and for this tin with lead solute additions over an extended temperature range. DISCUSSION OF RESULTS As mentioned previously,3 the character of grain growth in the particular zone-refined tin used in these experiments appears to change as the temperature of annealing falls below about 160°C. The grain growth became somewhat irregular and was characterized by a jaggedness of many of the grain boundaries. The reason for this change is not known, but may be due either to residual impurity effects or possibly an oxide precipitation. It was obvious that normal grain growth only occurred in the zone-refined tin through the high-temperature range 167" to 220°C, and so the effects of solute atoms on grai11 growth over the two temperature ranges will be discussed separately. a) Effect of Impurity on Grain Growth in the Temperature :Range Above 167°C. It is apparent from Figs. 1 and 2 that, for low concentrations of solute, the rates of grain growth tend towards a common value as the melting temperature of tin is approached. As the concentration of lead is increased, the rate of grain growth close to the melting temperature is also reduced, and at high concentrations the temperature dependence of the rate of grain growth appears approximately constant. It should be noteil that the effect of bismuth is greater than that of the same concentration of lead, but both these solutes have a smaller effect on the rate of grain growth than silver, as seen from an earlier investigation of Holmes and Winegard. MARCH 31, 1922, undoubtedly will be long remembered as the ending of an important epoch in the coal-mining industry. On that date, contracts fixing the wages and terms of employ-ment at all anthracite mines and at approximately 60 per cent. of the bituminous mines of the country expired. For the past two years, the consuming public has been complaining bitterly against continued high cost of coal. Coal operators employing union labor have felt obligated to carry out contracts entered -into under the direction of the Bituminous Wage Commission appointed by President Wilson, and in order to do this, they have sacrificed millions of tons of business to non-union mines, and millions of dollars in wages that would have been distributed throughout unionized districts have been diverted to the non-union miners, many of whom never obtained the peak wages granted by the Bituminous Commission and others of whom accepted reductions early in 1921. Heretofore, wage contracts have overlapped as to expiration dates in different districts and renewals have had to take into consideration the competitive balance; the present situation is unique in that practi-cally every contract in the country expired on March 31, and the questions now confronting those responsible for the operation. of the coal mines of the country are: 1. Shall the operators that have heretofore employed union labor endeavor to continue contractual relations with United Mine Workers of America? 2. Shall they undertake to operate their mines with non-union labor? 3. Shall they encourage and endeavor to work out some plan of regulation or arbitration by a Government commission such as President Roosevelt appointed to settle the anthracite strike in 1902? 4. Shall the country give consideration to the demand of the miners that the coal-mining industry be "nationalized?"
