Downtime cannot be tolerated on electric shovels whose cost may approach or exceed $400,000 each. The same may be said for larger-variety off-highway trucks which require an operational expenditure upwards of $50 per hour. One company, for instance, in order to ensure a more continuous operation, has specified centralized lubrication for all of its new equipment. In wet or dry weather, the mining of asbestos can place undue strains on machinery and other equipment. When the mineral is dry, its dusty, loose fibers work their way into crevices, and when wet, the glutinous asbestos may adhere to axles, gears and other wear components. Such conditions are multiplied during the extreme cold winters of eastern Canada. It is more difficult to lubricate and maintain equipment, and erosiveness becomes more punishing to wear parts. Resultant breakdowns rapidly drain off profits.

John Malcolm Fraser became Prime Minister in December 1975 when Australian voters gave him the biggest landslide victory in the history of the Federation. From the previous administration, Mr. Fraser has inherited an atrocious economic mess: a staggering budget deficit, an unrealistically overvalued currency, a 14% annual rate of inflation, mounting unemployment, and a demoralized business community. He has already tackled some of these problems with some measure of success; but he has been in power for barely a year, and it's too soon to see a turn-around.

A REVIEW of process metallurgy of iron and steel during 1944 in many ways reflects the political and military developments of the year. Early in 1944 the tremendous wartime emergency expansion program was virtually completed and the industry directed its efforts to maintaining maximum production wherever needed. The vigorous production programs inaugurated to support the Normandy invasions did not persist as Allied armies approached Germany. General public apathy which developed with the prospect of an early ending of the European fighting was reflected in a general relaxation in armament programs. Toward the end of the year, as the prospect of a prolonged war became real, the entire program revived considerably and the need for steel became acute. Between January 1940 and October 1944 more than 12,400,000 tons had been added to the nation's steelmaking capacities, and over 12,700,000 tons added to the blast-furnace facilities. The total cost of this enormous program was more than two billion dollars. By July 1, 1944, total steelmaking capacity had exceeded 94,000,000 tons, with blast-furnace capacity rated at 68,400,000. Annual steel production, which was 88,900,000 tons in 1943, increased slightly during the past year and was estimated at 89,500,000. Production of pig iron also increased somewhat from 61,800,000 tons in 1943 to an estimated output of 62,500,000 in 1944. This review deals with a few of the numerous factors involved in maintaining the wartime iron and steel program at the level necessary to accomplish this enormous output.

• Pellets of concentrated iron ore have been smelted in the blast furnace by Armco and the results proved satisfactory. Various percentages of pellet burdens were tried and it has been found that charges up to 70 pct pellets are workable. •In the reorganization of the Department of the Interior, two new assistant secretaries were appointed and the work divided between the four assistant secretaries. C. Girard Davidson will head a division of mineral resources including the Bureau of Mines, Geological Survey, Division of Oil and Gas and Division of Geography. •Germanium, one of the rarest of metals and a wartime strategic material, has been discovered almost in the shadow of the Capitol. The only catch is that the scattered nature of the deposits makes profitable recovery extremely doubtful. Nevertheless, experts have tabbed the concentration in the District of Columbia area the world's second richest known concentration of the element. • Cakes of mica, weighing up to 500 lb, have been formed at the Colorado School of Mines by a new "cool hearth" method. The process avoids use of crucibles and contains the molten mica in a basin of unmelted raw mixture from which the melt was derived. Crystallization takes place in this melting basin which forms a center pool surrounded by a solid cool mass of the unmelted raw mixture. • William 1. Baxter, of the International Economic Research Bureau, predicts a period of deflation because of war-essential restrictions on consumer credit and materials use. He stated; "the recent prosperity was based mainly on the sales boom in autos, homes, and household accessories." •Two subsidiaries of United States Steel have decided to build four new ships immediately to augment iron ore and limestone carrying capacity on the Great Lakes to meet demands created by the national defense emergency. •The Norfolk and Western Railway is making a complete change over to coal to drive its locomotives. •A national roster of scientific personnel similar to the one used in the last war will be established by the Office of Education, by agreement with the National Security Resources Board. The new unit, the National Scientific Register Project, will make studies of the Nation's scientific manpower supply and recommend steps to increase the numbers of skilled personnel where needed. •National Lead Co. will start construction immediately of new facilities at St. Louis, Mo., for production of titanium pigments for paints. Producers of titanium pigments have been under considerable pressure to meet all demands from paint manufacturers, particularly for titanium dioxide. •The basic criteria for deferment of reservists in civilian occupations are (1) the Department of Labor List of Critical Occupations, and (2) the Department of Commerce List of Essential Activities, both of which were announced Aug. 3. Fundamentally, the reservist deferred must be engaged in a critical occupation which is necessary to a highly essential activity, and he will be deferred only until he can be satisfactorily replaced in that occupation. A delay in call to active duty, it was emphasized, may not be considered as an indefinite exemption from military service.

Chuquicamata pit was opened in 1915 with steam shovels and steam locomotives brought down from the Panama Canal excavation project. With expansions in the early years, more steam locomo¬tives were brought into the mine. IMPROVED LOCOMOTIVES During the period 1927 to 1937, electric locomo¬tives were purchased and main line and bench tracks were electrified. Third rail was installed up to the working areas. At first, the locomotives were equipped with batteries for service at the shovels, but charge life was too short and they were con¬verted to use the third rail and a reel with 3000 ft of trailing cable for service in the loading area.

Wet grinding rod mills have been used for 50 years to grind ores and to make specification sand. The application of wet grinding rod mills is well understood. Until recently, there have been very few installations of dry grinding rod mills. The selection of dry grinding rod mills follows the basic principles established for the selection of wet grinding rod mills. The basic Bond Formulae1 [ ] is used to select mills when using grindability test results as the basis for selection. W is multi- plied by the 1.3 wet to dry grinding factor established from wet and dry ball milling experience, and then by any other applicable inefficiency factors.1 Dry grinding rod mills have also been selected by scaling up bench scale continuous rod mill tests and pilot plant tests.

AN extensive study of German underground manufacturing experience is being undertaken by the Air Materiel Command. Headquarters officials consider completely underground facilities one of the most effective means of protecting aircraft production against air attacks of the strength and type employed in World War II. Advantages accruing to underground manufacturing installations other than protection are, perhaps, a smaller maintenance problem and the possibility of using gravity flow on some production lines. Offsetting these advantages are the high cost of construction, problems of ventilation, and poor acoustics. Excavation costs might well be less than the cost of enclosing the same area on the surface, as new and better methods of rock drilling and transportation are developed. Certainly the amount of building materials used would be far less than in constructing a surface plant of the same dimensions. UNDER the stimulus of war psychology the American public has grown confused and jittery in its thinking on the subject of this nation's petroleum resources. This confusion arises from the failure of the average citizen, and even of many leaders in government, in our armed forces, and in the petroleum industry itself, to distinguish between our proved reserves of petroleum in the several oil-producing states and the total petroleum re- sources available to this nation. Leaders and public alike examine the accepted estimates of our proved reserves and thoughtlessly conclude that these estimates represent the total of our petroleum resources. Our fears are aggravated if we turn to the statistics on oil-finding and observe that the discovery of new reserves has waned decidedly in recent years. This confusion is dangerous because, under its influence, ill - considered policies spring up and flourish, choking out the most valuable fruits of the long experience of the American petroleum industry.

THE death of Privy Councilor Bruno Kerl, on March 25, 1905, terminated a distinguished and useful career. Bruno Kerl was born March 24, 1824, at St. Andreasberg in the Harz, and entered in 1840 the mining school of Clausthal, where he studied for three years, working at the same time in the mines and stamp-mills. After an additional year of practice in the silver-reduction and iron-works of the Upper Harz, he passed his examination as a metallurgical graduate, and studied for a year at Göttingen under WV filer in chemistry, Hausmann in mineralogy, and eminent teachers in other branches. In 1846 he was employed at the Oker works, but very soon left this post, to become a tutor in chemistry, metallurgy, etc., at Clausthal, where he continued to labor until 1867. During this period the Clausthal school became a completely equipped Mining Academy, and Kerl was made in 1862 a full professor. Meanwhile, in addition to the work of instruction, he discharged, simultaneously or successively, the duties of many responsible official positions in the Royal Hanoverian administration of mines and smelting-works, and also published many valuable books and treatises. Among these were professional guide-books to the Upper and Lower Harz, and their characteristic metallurgical processes; a manual of qualitative and quantitative blow-pipe analysis; another of metallurgical assaying ; and, most important of all, a Handbook of Metallurgy in four volumes, the second edition of which was issued in Leipzig, 1861-1865. This book was speedily recognized as the leading authority in its field. In this country, the English translation and revision, by Crookes and Röhrig, published about 1869, had a large circulation. The Keweenaw Peninsula in the Upper Peninsula of Michigan is plagued with abandoned prospectors' test pits and mine shafts, the result of exploration and operation of mines for over 100 years. The Fort Wilkins State Park in Keweenaw County alone has three open prospectors' pits within its boundaries, protected by wooden fences and maintained by the (Michigan State Conservation Department as a tourist attraction.

We have here an example of laborious work undertaken in the true scientific spirit and by right methods. Loose statements and rash conjectures are here brought to the test of chemical analyses. By such work only may we hope to reach reliable conclusions and finally to solve the complex problems presented by the occurrence of ore-deposits. Such work as this is not only scientific but Is in the highest degree practical; for while a crude and imperfect science, by interfering with the results of approved empirical methods, may be positively hurtful, a more perfect science must eventually become the only sure guide to practice. Such a more perfeet science can only be reached by such work as Dr. Don's. I am sure every member of the Institute will unite with me in the hope that Dr. Don will continue his work, and that his example will incite others to similar work. S. F. Emmons, Washington, D.
