HOWEVER good a furnace may be in regard to design, etc., or however excellent in the quality of the gas used, a suitable heat for the successful working of the metal cannot be obtained unless the melt be coated with a proper quantity of slag. This coating may be excessive or it may be deficient in quantity. The right degree of heat is the essential condition of successful working, for the quality of the steel made is never very good when the metal is allowed to simmer in the furnace for an excessive period, and this heat cannot be obtained if the metal is not protected by a proper covering of slag. This is not only to prevent the metal being over-oxidized and wasted, but also to prevent the metal being chilled when exposed with only a thin covering of slag. The slag may be obtained in either of two ways : 1, naturally, by the presence of sufficient silicon in the iron used, to unite with iron oxide to form a staple slag ; or, 2, by the addition of slag or free silica. In the first case the slag is formed naturally by the action of the oxygen in the flame - i.e., the oxidizing atmosphere of the furnace-on the silicon in the metal when melting. The charge then melts, as it is termed, "thick," and protects the banks from being cut. If too much silicon be present, however, and an excessive quantity of slag be formed, it will be found to be rather infusible, and unless care be taken to add the oxides quickly and follow the furnace up-thus rendering the slag more fusible by the extra iron oxide-the furnace bottom is liable to be pulled up. MUCH crude oil, as produced from the well, carries varying amounts of water, which may be present as free water in' globules sufficiently large to settle out, in time, if the fluid is allowed to stand, or as an emulsion formed by myriads of minute water particles, each surrounded and entrapped by a film of oil through which it cannot break under the action of gravity alone. Such an emulsified mixture of oil and water is commonly termed "cut oil." When such an emulsion is subjected, under proper conditions, to the .influence of a high-potential alternating-current field, the minute water particles rupture the enveloping oil films and coalesce into larger water droplets this procedure continuing until all the water is freed into drops of such size that they readily settle out. This action has been photographed by the micro-moving-picture camera; under, the microscope, the breaking-up of the emulsion, as described, is seen to be accomplished in a few seconds. The low power requirements of the process, from records of commercial plants, substantiate the theory that the action is that of a multitude of electrical condensers in series, rather than that of a number of conducting paths. The minute water particles serve as the metallic elements, or plates, of the condensers and the separating oil acts as the dielectric. Such surface charges as the particles may have are removed, and the intervening oil is broken, probably electrically by the voltage and mechanically by the attractive force between adjacent oppositely electrified particles. The principle of breaking up an emulsion under the influence of an alternating electric field was discovered by F. G. Cottrell and Buckner Speed, through experiments conducted, at the University of California, which resulted in a plant being installed on the property of the Lucile Oil Co. in the Coalinga field, California, early in 1909. This plant was able to reduce 14-per cent. emulsion to less than 2-per cent. with commercial success.

His work seems to solve an unfinished problem that I attempted to solve on the same lines about two years ago, at a time when I was preparing a paper' on another subject for the American Electrochemical Society. The following paragraph is quoted from the paper referred to: "I feel convinced that a further study of the heats of combination now known for so many compounds, which merely express in other terms their voltages of disruption, will show us the allowance that must be made as a departure from unity in the case of each element, for the intrinsic charge of its elementary molecule, and thereby render possible the creation of a table of apparent relative atomic capacities for electricity, similar to the table of atomic weights. Zinc is just now a very important metal. Its use in cartridges and shrapnel brass are in the public eye. But its uses after the war are no less important. Brass as an engineering material for electrical machin-ery, journal bearings, and plumbing fixtures takes fully 50 per cent. of the production, and its use in these lines would have been increased in the last few years but for the price. Its use for barbed wire is probably more in war time than in peace. In the composition of paints, it is becoming more and more necessary. One of the forms of pigment, litho- pone, is the base of nearly all interior wall paints; of all the sanitary enamels for bath-rooms and bath-tubs, and is now in great demand. Zinc oxide is also increasing in use for paint, and for manufacture of linoleum. It is estimated that approximately 3% of the raw coal processed today in coal preparation plants throughout the nation will ultimately report to slurry-tailing disposal (Anderson, 1975). The usual disposal method is to pump refuse slurry containing - 48 mesh (300 pm) refuse into dams or impoundments constructed of coarse refuse. The failure of an impoundment at Buffalo Creek, Saunders, WV (Anon., 1972) resulted in an evaluation of refuse disposal methods by various regulatory agencies as well as coal producers. The result of this evaluation was the promulgation of federal regulations dealing with the construction, operation, and final abandonment of coal refuse disposal area. As a consequence of these regulations, the use of the landfill/impoundment method of disposal became in some cases economically unfeasible or technically impossible. US Steel has studied a number of alternative methods of refuse disposal. During an investigation of mechanical dewatering with a pressure filter, portland cement was added to the slurry to solidify the filter cake. Because of the success of the cement addition, it was decided to study the stabilization of fine coal refuse slurry through use of cement-type additives. The goal of the investigation is to develop a process that will use cement-type additives to solidify the refuse slurry into a form that can be handled and stacked with the coarse refuse, thus eliminating the need for slurry impoundments.

A 10-channel automatic data acquisition system has been assembled for underground use with the Bureau's "Tunnel Stress Relaxation Gage". The automated system was needed to improve data collection by providing a rapid, long-term printout of measurement data in tunnel stress relaxation experiments. Special unit assembling and packaging of all measurement equipment, to be used in typically hostile mine environments, is the subject of this report. Even though automatic data acquisition systems have been in use for years, none have been developed with the accuracy herein described for use in such an environment. The object of this report is to inform researchers of a workable, proven, dependable underground data acquisition system. We have found that giving attention to these packaging details many times spells the differences between success and failure of underground tests.

In discussing Mr. Keller's paper, I quoted the results obtained by Mr. Allan Gibb, correctly crediting them to Mr. Gibb, with due reference to the report in which they were published. But in the table immediately following, and in my further remarks, following the table, I find that, by some clerical or other error which I cannot, after the lapse of time, explain, I spoke of Mr. Gibb as Mr. "Dean"—a metallurgist who had written on a related subject, but not on the point I was discussing. In short, my reference throughout was to the work of Mr. Gibb; and by reading a Gibb " for a Dean " in all places on pp. 832 and 835 where the latter name occurs, my remarks will be brought into accordance with my intention, and with the facts.

ASIDE from the John Fritz Medal, in which the Institute participates through its representation on the John Fritz Medal Board, the Institute itself has five major awards to make annually for excellence in technical papers, as follows: The Robert W. Hunt Medal and Prize, The J. E: Johnson, Jr. Award, The Lewisohn Platinum Prize to senior members, and the James Douglas Medal. ROBERT W. HUNT MEDAL AND PRIZE The partners of Robert W. Hunt established a fund which was presented to the Institute at a fitting ceremony on May 27, 1920, to' establish an annual medal and a sum of money to be awarded under the following rules: 1. The award shall consist of two prizes; first of a gold medal, second of a sum of money; a certificate to accompany each prize. The money prize shall not be awarded to a member over 40 years of age, but under unusual circumstances, both prizes may be allotted to one person provided that he is not over 40 years of age. In general it will be understood that the Committee shall award the money prize to the younger men, rather than the medal. 2. The awards shall be made not oftener than once a year to that person or persons contributing to the Institute the best original paper or papers on iron and steel. The scope of the term" iron and steel" shall be determined by the sub-committee considering the awards. In general, papers dealing with the practical side of the subject have preference over those dealing with the theoretical side in recognition. of the fact that Captain Hunt's main contributions to the industry have been in the improvement of production and quality of material. 3. A sub-committee of three to five, including the Chairman of the Iron and Steel Committee, shall be appointed by the Iron and Steel Committee annually to adjudge the award subject to approval. 4. The awarding committee shall submit its report to the Iron and Steel Committee at its October Meeting, and the award be certified to the Secretary of the Institute in time to permit the presentation to be made at the Annual Meeting of the Institute. 5. The recipient of the award shall be ,designated "The Hunt Medallist." This prize is administered by the Iron and Steel Committee. J. E. JOHNSON, JR. AWARD This award is made from the income of a fund of $3000 donated by Mrs. Margaret Hilles Johnson in memory of her husband, J. E. Johnson, Jr., who was a prominent engineer, author of two valuable volumes on iron blast-furnace construction and practise, vice-chairman of the Institute's Iron and Steel Committee, and a frequent contributor of papers to the Institute's Transactions. This prize is administered by the Iron and Steel Committee. The intent of the donor is to encourage young men in creative work in branches of the metallurgy or manufacture of pig iron with which the professional activities of Mr. Johnson were chiefly concerned. The control of the fund and distribution of the awards having been vested in the Board of Directors of the Institute, this Board has made 'the following regulations concerning it:

THE classification and preparation of non-ferrous scrap metals is a subject of interest to every individual and corporation that employs in its processes of manufacture non-ferrous metals and alloys and accumulates in such manufacture scrap from these materials for disposition in the form of turnings, borings, short ends, punchings, clippings, grindings, washings, etc. All too frequently the disposition of such scrap is left to individuals who have no knowledge of the subject either from a metallurgical or a commercial standpoint, or both. Much money is thus lost which with a little more intelligent effort might be saved, and in this day of fierce competition and small profits such an opportunity cannot be ignored. The Mineral Resources of the United States for the year 1925, the latest issue available (Part 1, page 221), gives the secondary non-ferrous metals of certain classes recovered in the United States for the year 1924 to 1925 as shown in Table 1. The figures are tabulated simply to give the reader some idea of the scope of the secondary non-ferrous metal industry. Approximately 900,000 tons of an annual value of $244,000,000 were recovered in the year cited. In 1916 (again using the Mineral Resources of the United States as authority) the tonnage reclaimed was approximately 632,000 tons and the value, because of the high prices for metals prevailing at that time, amounted to $265,000,000. It is not the purpose of this paper to discuss smelting and refining operations or the feasibility of an organization, primarily engaged in some other activity, conducting smelting and refining operations to convert its own non-ferrous scrap metals and alloys. The classification and preparation of these non-ferrous materials is a preliminary step, regardless of what subsequent operations the material may pass through or where these operations may be conducted. For that reason the subject can be readily discussed without any reference to subsequent activities. Space must be provided, with suitable handling facilities, scales and the necessary storage bins where the material may be accumulated. The scope of the activity, the nature of the industry and the tonnage handled will determine, in a large measure, what preparation, if any, it may be desirable to give these scrap materials to put them in the best marketable condition. As an energy source, lignite is short on selling points-it contains large amounts of moisture and often large amounts of ash, resulting in low heat content. The moisture produces rapid oxidation upon exposure and self-ignition commonly occurs within two to three weeks, resulting in major transportation and storage problems. Nevertheless, as interest in alternate fuel sources increases, lignite deposits in the Coastal Plain of the US are attracting more and more attention. Two lignite mines are operating in Texas and additional developments are planned in that state, Arkansas, and Louisiana. At present, Texas lignite is burned only at mine-mouth generating facilities, but more exotic uses such as gasification are projected in the future.

THE interdependence of nations in regard to mineral supplies has grown apace with the expanded needs of industry, with depletion of reserves, and with advances in technology. This increased mutual dependence raises many questions of foreign economic policy of special importance in our postwar planning. Realization of the urgent need for the development of a general mineral policy broadly based on national requirements led to discussions of the problem between officials of the Department of State and myself, as a result of which it was suggested that I make an informal and unofficial canvass of the views of mineral specialists of the country on foreign mineral policy.
