Historically whenever application of scientific results to a new problem required the special experimental background, the economic outlook and the practical knowledge characteristic of the engineer, a curriculum in that type of engineering based on the professional requirement grew up in the engineering colleges. This is precisely what is happening now in geophysical engineering. THE Mineral Industry Education Division of AIME has long been interested in geophysical education. Organized in 1938, a Committee on Geophysical Education presented a number of reports in succeeding years. The AIME is an engineering society; hence it might be expected that the interest of the Mineral Industry Education Division would have centered about the relation of courses in geophysics to engineering education. However, this was not the case. The burden of the discussion held under the auspices of the Committee on Geophysical Education bore on geophysics in general and particularly on its relation to geology. In the decade that has passed since those meetings much water has flowed under the bridge. Not only have the geophysical sciences developed at an extraordinarily rapid rate but the practical importance and the range of their applications have spread in ever widening circles and have even assumed a very prominent place in research programs of the military, the Army, the Navy and, particularly, the Geophysical Research Directorate of the Air Force at Cambridge, Mass. So enormously have the geophysical sciences as such grown in scope and in degree of specialization that no one man in a lifetime of study can hope to master the theoretical and experimental complexities or even to follow intelligently in the published literature all the varied accomplishments of basic research in these fields. As in the other sciences, most of the results of geophysical research have potential economic value and are being applied to a wider and wider range of human needs. Here we see a parallel with the older sciences and their relation to engineering. From the first it filled a practical need, and its design emanated largely from an evaluation of the professional requirement." The advent of the railroad created a need for scientifically trained engineers and the response was the curriculum in civil engineering. The development of steam power created the demand for a curriculum in mechanical engineering. Neither of these types of engineers was trained to cope with the requirements of electrical power, and so there came to be a curriculum in electrical engineering. The advent of radio communication and of electronics during the first World War and in the years that followed resulted in the establishment of electronics engineering, sometimes within the curriculum in electrical engineering and sometimes independent of it. The complexities of industrial management have created an ever increasing demand for industrial engineers and the consequent building up of a curriculum in industrial engineering. The wide industrial application of chemical processes required a type of engineer whose background was training in chemistry but who was able to design processes and plants on an industrial scale; hence we have the curriculum in chemical engineering. The advent of the airplane created an entirely new set of problems which were solved by the training of aeronautical engineers. Many of these have called for more and more science and mathematics. The purposes of this statement are to define a problem that exists in regard to the estimation of developed petroleum reserves, to analyze the problem in an abstract manner, and to discuss it as an introduction to certain papers that follow. The problem is to devise and develop a suitable procedure to permit more accurate estimates of developed petroleum reserves. Part of the problem is to make such estimates available earlier in the life of any particular pool. The problem of securing more accurate estimates of developed petroleum reserves existed prior to curtailment of production. With curtailment, however, the problem became acute, some of the more prominent reasons being as follows: 1. The standard method of estimation depended on production-decline curves. This method is inapplicable while curtailment prevails and available methods arc insufficient. 2. The retarding influence imposed by wide open flow conditions upon overdevelopment is absent. Great losses of capital by overdevelopment can now occur before realization of the true situation occurs, or before effective steps can be taken to stop such wastage. This increases the need for early, accurate estimates. 3. Above-ground stocks have diminished and the equivalent of such supply tends more and more to be retained underground in the natural reservoirs. It becomes increasingly necessary to know accurately the amount of these stocks. To direct attention to an additional point of different nature: improved accuracy of reserve estimation can be obtained only by closer scrutiny of the factors that determine recovery. This examination and the resulting efforts to measure the effect of these factors in terms of ultimate recovery must tend to improve ultimate recovery. The statements regarding the acute nature of the problem also indicate to some extent the importance of the problem and the necessity of finding a solution. Twelve Directors, the Secretary, and ten guests were present. It was unanimously resolved that the sense of this body is that the name of the Institute should be changed to American Institute of Mining and Metallurgical Engineers. Messrs. J. W. Richards and Bradley Stoughton were appointed a committee to formulate the necessary steps for bringing the matter to a vote. The committee in charge of the New York meeting, with Allen Rogers, Chairman, was appointed. The rules of the American Engineering Standards Committee were approved. The Bulletin was presented to the Springfield Arsenal. The sum of $250 was appropriated to the Southern California Section. The By-laws were changed to increase the Secretary's cash from $500 to $1000. The report of the Treasurer was accepted. Sixty-eight members, thirteen associates, and forty-eight junior associates were elected. Four members were reinstated. The resignations of seven members were accepted. Thirteen members on active duty at the front had their dues remitted. Upon the recommendation of the Finance Committee, it was resolved that the clues of any members who have attained the age of seventy (70) years and have been members for a continuous period of at least thirty (30) years shall be remitted.

IN VIEW of the wide publicity given to the charges by the Couzens Committee of the United States Senate of discrimination by the Bureau of Internal Revenue in favor of the copper companies, it becomes a matter of interest to consider the basis for these charges. The point to be determined is whether they rest on a foundation of fact or are purely and simply matters of opinion. The whole question boils down to the purpose of the Tax Law as applied to mines, which is to afford the same protection to them as provided for all other taxpayers, namely: that they were to be allowed to pay back as depletion to their owners the values of their properties as they existed or were estimated to exist on May 1, 1913, free from tax. To determine these valuations it was? necessary to select from a wide range of possibilities a set of values for a number of essential factors.

THE mineral resources of New England fall almost entirely in the non-metallic group. Metal produc-tion is so insignificant that no separate figures are obtainable; whatever production there may be is in-cluded in the miscellaneous group. The non-metallic industries, however, are of considerable importance, the production of the six states in 1925 approaching $55,000,000. As indicated in the accompanying table compiled from Bureau of Mines statistics, the chief mineral prod-ucts are structural materials, such as stone, clay products and lime. It is, significant that. the New En-gland States take the lead in several of these important commodities: Massachusetts stands first as a granite producer, with Vermont second, the New England, States producing 45 per cent of the United States total. In marble production Vermont stands first, Vermont .and Massachusetts together producing 38 per cent of the United States total. New Hampshire is second and Maine third in feldspar production, Vermont second in both slate and talc, and New Hampshire first as a mica mining state. In nine instances New England .States rank either first, second or third in the order of production of important non-metallic minerals. What prospect is there for future expansion of these industries? They are all substantial in character, the minerals as a whole are essential in industry, and there is little prospect of a diminishing demand for them. A every important step in the direction of expansion is to lower production costs. The National Research Coun-cil has determined that research throughout the country is now being directed mainly toward this end, and the New England mining industries must stand in the fore-front in this movement if they are to compete success-fully. Cost reduction may be accomplished by wider use of the most - approved equipment and methods. Progress in the metallurgy of iron and steel has far outstripped the progress along similar lines in the non-metals.

LIBRARIES are universally recognized as essential to modern civilization. In a world that gets most of its learning through the printed word, storehouses of print are a vital necessity. In this regard engineering differs in no way from the other learned professions, but until recent times the library needs of engineers have received rather scant attention. When the engineering profession was more of an art and less of a science than it is today, when each problem was solved more through the results of experience than by applying scientific principles, literature was less helpful. The engineer of today, however, is aware that his activities rest upon a scientific foundation and consequently comprehensive books dealing with more limited fields are now being published. Another difficulty for the operating engineer in the past was that the published works on engineering were written chiefly for use as college texts. A third obstacle to the development of engineering libraries has been the lack of librarians with experience in engineering.

A. J. Shaler—I should like to congratulate the authors on the presentation of this paper, which we have been awaiting a long time. The view they have taken of the sintering process, namely that voids are comparable to particles of a second phase capable of dissolving to a slight extent in the metal phase, is an interesting but dangerous one. Pines has given a first-order solution of the problem and Has predicted a decrease in the concentration of pores near the surface. The authors of the present paper have experimentally demonstrated the second-order effects, that is, the diffusion of the space phase between voids of different sizes, and also the movement of atoms from highly curved parts of a void to less curved regions of the same void. I have recently calculated the rate of vapor-phase transport within odd-shaped pores in copper at 850 °C and found that probably at that temperature volume flow is the more rapid shape-changing mechanism. The authors of the present paper have found that at 1000°C, vapor-phase transport is dominant. There is no disagreement here, I think. The dominant phenomenon can easily be different in different temperature ranges and with different pore shapes: I used a cylinder going to a sphere, not a tricuspid going to a "triple cuspidor." But there is some danger in the other art of the explanation, that is, in the study of the diffusion of vacancies from a pore to its neighbors and to the outside. A vacancy is very different in dimension from an atom. When it moves, it carries a field of elastic strain. This has to be taken into account. A concentration gradient of vacancies can cause them to diffuse. But in the absence of such a gradient, they can be made to diffuse by a field of stress. What happens in some of our experiments, and it is most noticeable in the shrinkage of synthetic cylindrical pores, like the tubes we have been working with, may be broken down into the following steps. (1) The presence of a surface establishes a vacancy concentration gradient, as Dr. Kuczynski and the present authors have shown. (2) Vacancies then diffuse in order to decrease this gradient. (3) In so doing, they cause an elastic field to be built up in such a direction as to oppose the diffusion, so that it slows down until it reaches a steady-state rate. (4) The steady-state flow is due to the fact that the surface tension acting on curved surfaces applies a stress to the system which itself mechanically causes vacancy diffusion. What I have said is that the diffusive types of flow of the authors and of Dr. Kuczynski are transient phenomena which soon stop if the pores are large. We are then left with a mechanical problem only, and our researches have not yet disclosed just what the mechanism of flow is; it may be a slip process, or it may take place by a vacancy diffusion of the type Nabarro has de-

The ideas set forth in this paper are proposed for consideration and discussion as the result of recent study of various plans for control and proration of gas and oil production from Kettleman North Dome oil field. They would be applicable to any oil field during its flush production stage. The problems of development and proration are so Fig. 1.—Ideal Cross-section, Kettleman North Dome Oil Field. intimately connected in Kettleman Hills and in many other flush fields that they have both been covered in this paper. Many are of the opinion that Kettleman North Dome oil field should be considered as containing only one zone to its present total penetrated thickness of nearly 1500 ft., and that the hydrocarbon content of this zone gradually changes from dark and relatively low-gravity oil with relatively low gas-oil ratios on the flanks and plunges to mostly light-colored and high-gravity oil with high gas-oil ratios in the higher structural positions, somewhat according to the idealized section shown in Fig. 1. At least the lower 400 ft. contains dark oil in the higher structural positions.

That the American Institute of Mining Engineers is an unincor¬porated association organized and existing with the object of promoting the arts and sciences connected with the economic production of the useful minerals-and metals and the welfare of those employed in these industries by means of meetings for social intercourse and the reading and discussion of professional papers, and to circulate by means of publi¬cations among its members and associates the information thus obtained. That the persons duly appointed or designated to manage the affairs of said association are designated by the rules thereof Members of its Council; that the undersigned are all members of said Council as the same was constituted on the 29th day of December, 1904. EARLY in November attention was focused on the interchange of views between Paris and Wash- ington with respect to the proposed examination of Germany's capacity to pay. It appeared finally that the limits imposed by the French were too narrow and consequently the conversations were discontinued. In Germany there were stirring events. Hitler, with Ludendorf in the open, attempted a coup d'etat in Bavaria, but failed quickly and ignominiously. The former crown prince re-entered Germany, with the sanction of the republic, and took up his abode at his castle in Silesia. On Nov. 13 Chancellor Stresemann informed repre-sentatives of the Rhineland and the Ruhr that those territories thenceforth must shift for themselves politically, economically and financially, the federal treasury being no longer capable of caring for unem-ployment in the occupied territory. This was equiva-lent to putting the burden of supporting the people of that region upon. France and Belgium. There have been negotiations toward the creation of a Rhenish-Westphalian state, independent of Prussia, but under the sovereignty of the Reich. Failing to receive a vote of confidence at the end of this month, the Stresemann Ministry resigned. President Ebert considers it may be necessary to create a government independent of Parliamentary authority. The Ruhr Industrialists have signed an agreement with France until April 15, 1924 by which they have agreed to pay back coal taxes for the first ten months of this year, and deliver 18 per cent. of their production as reparations until the expiration of the agreement. The British government found itself in a precarious position with respect to support and a dissolution of Parliament was announced, with a general election to occur early in December.

THERE are two distinct methods of combating corrosive conditions. The first and most popular method is to choose a surface or material which will give adequate service under the specific and general conditions which are present. The second is a control or modification. of the corrosive conditions to the end that metals and materials which would be attacked and corroded without such control or modification may be used. Under the first method of attack of the corrosion problem may be grouped such devices as the selection of metals or alloys which offer great resistance or the use of protective coatings such as paints, lacquers or metallic coatings. Such procedures are exceedingly useful. It is, undoubtedly true that most of the problems of corrosion will be solved by recourse to this first method of attack. However, it must be remembered that there are many conditions in which metals are used where the choice of the particular metal to be used must depend upon other factors than corrosion behavior. Some of the factors which may govern the selection of metals for specific use are the physical and mechanical properties of the metals. But there is another factor which is of prime importance and that is relative price. It is the pressure of these factors of mechanical properties, physical characteristics, and relative price that has acted as the stimulus for the second method of combating corrosion. The producer and user of various metals is confronted with the fact that because of mechanical properties, physical characteristics, or price, the use of a particular metal is desirable even though the corrosion conditions are adverse to the use of the metal. In many cases, the successful use of the metal may be made even though it is impossible to protect the metal by coatings. This is rendered possible by control or modification of the corrosive media.

THE present value of most coal properties resides largely in the coal remaining to be mined, which thus constitutes the most important asset. The object of this paper is to discuss methods commonly used in computing the value of mineable coal. To distinguish clearly between such coal values and the values of other property, the several kinds of property values may be divided into classes; this is necessary to avoid unintentional omissions of items of importance. VALUE OF COAL RESERVES Judicial decisions prescribe, and appraisers commonly accept, current sales value as the preferred means for determining the value of transferable property. With few exceptions a property is worth the sum that can be realized from its sale by a willing seller to a willing buyer, a sale in which compulsion urges neither party, and between whom there is no community of interest to fix a value; or it is worth at least as much as a responsible buyer will offer for it. Actual sales of like property or bids from responsible buyers for the property, or for substantially like property, are the best established methods for determining values. Only in the absence of such sales or bids can valuations by other methods be entertained, and only for reasons of weight can sales values be set aside. Sales of coal in the ground, as customarily carried out through lease, under royalty agreements, are therefore the most trustworthy means available for determining the value of coal reserves.

When the suggestion was made by Major General Leonard Wood that the Institute assist in the formation of a National Reserve Corps of - Engineers, Dr. Drinker's name occurred first to the Board of Directors as the man who would be most capable of carrying out the proposed plan. Dr. Drinker has long been associated with work in connection with military training and is at present the Chairman of the Governing Committee on Military Training Camps Association which is having such important results at Plattsburg and other places in this country. As Chairman of the Institute's Committee on National Reserve Corps of Engineers, Dr. Drinker was a member of the Joint Conference Committee of the National Engineering Societies .on. this subject., He was an earnest worker in the movement, which, has finally resulted in definite legislation by Congress; whereby a Reserve Corps of Engineers is authorized in the new Army Bill which became effective July 1, 1916. Notice of the results of the work was sent to all the members of the National Engineering Societies early in July, and the and the Department of the United States has recently issued a circular which has been sent to all the members of the National Engineering: Societies, as well, as to many other engineers, outlining, the line, whereby engineers may enroll themselves in the Officers Reserve Corps. Dr. Drinker has, therefore, fulfilled the mission which he undertook when assuming the Chairmanship of the Institute's Committee. He now asks the permission of the Board of Directors to withdraw as Chairman and has requested that he be replaced in this position by Mr. Arthur S. Dwight, in; the belief that the Chairmanship of the Institute's Committee and, membership on the Joint Committee should be vested in a man ,located in New York City, for the better carrying put of the important work now before the Joint Committee. We are happy to say that Dr. Drinker has consented to remain a member of the Institute's Committee; but the completion of the first phase of his work; as,Chairman, should not be allowed, to pass without an expression of appreciation on behalf of the Institute for his services.
