An internationally recognized authority on geology and mineral resource development, Dr. Osborn won his Ph.D. at the California Institute of Technology. Since 1959, he has been vice president for research at Pennsylvania State University, where he originally joined the staff as professor of geochemistry in 1946 and also served for six years as dean of the College of Mineral Industries.

The following scanty notes on the Roumanian oil-region may serve as an introduction to more detailed future study and description. The Roumanian oil-belt follows the outer edge of the sweep of the Carpathian mountains, and may, in a broad sense, be regarded as a prolongation of the Galician belt. It is distributed over a tract of country from 300 to 400 miles in length, with a width of from 15 to 20 miles, and is believed to cover an area of at least 20,000 hectares (49,420 acres). The governmerit claims that 16,000 to 17,000 hectares of its land is petroliferous. The primary deposits of petroleum arc considered to be in the Paleogene (Oligocene) and the Neogene (the salines of the Miocene) formations. Most of the other repositories, especially those of Muntenie, are only secondary, the petroleum there having been introduced by the orogenic movements which raised the Carpathian mountains. The oil-field has been divided by the Roumanian Survey into two regions, the Flysch and the Sub-carpathian, as is shown in the accompanying sketch-map, Fig. 1. So far as is yet known, practically all the seepages and productive pits and wells are situated on anticlinals. WORLD WAR II has developed a use for the nonmetal mineral quartz crystal that was unknown in World War I. During the interim period of peace, experimental work in the radio field with the piezoelectric properties of quartz crystal resulted in the almost universal adoption of quartz-crystal radio oscillator plates to control frequency in radio broadcasting, police, commercial and amateur communications equipment. Telephone resonators and filters made from quartz crystal also were developed, which vastly improved the frequency control of long distance telephone circuits. EXPANSION OF THE INDUSTRY The sudden war demands of the armed services for radio equipment using quartz crystal for frequency control led to an unprecedented expansion of the manufacturing industry. It is estimated that the 1940 peacetime volume amounted to approximately $1,500,000, while today a vast new quartz-crystal industry supplies more than $150,000,000 worth of quartz oscillator plates to the Army and Navy each year. This demand has caused an enormous expansion not only of American manufacturing facilities but also of Brazilian mining output, virtually our only source of raw quartz crystal. Actual figures of imports and consumption cannot be cited, for security reasons, but certain comparisons have been made, which indicate the transformation of quartz crystal from a minor to a major nonmetal. Lends has shown that the value of quartz-crystal exports from Brazil is now about equal to that of phosphate rock produced domestically in 1941 and actually exceeds the combined value of crude feldspar, gypsum and fluorspar production in the United States in the same year. This great expansion under wartime pressure was not accomplished without some anxious moments, but all the demands of industry have been met and the Government has been able also to accumulate a substantial stock pile of material against future contingencies. INSPECTION AND GRADING OF QUARTZ CRYSTAL The swift growth of the quartz-oscillator industry necessitated the simultaneous evolution of methods and criteria for inspecting and grading quartz crystal. It has been found that, generally speaking, it is economically feasible to cut only crystals that are at least 30 per cent by volume free from major defects such as optical and electrical twinning, cracks and fractures. Blue needles, bubbles, "chuva" and other minor imperfections can be tolerated in the usable portion unless present in great excess. The present marketing system in use in both Brazil and the United States, as far as quality is concerned, depends solely on the "usability" of a crystal, which is defined in the Brazilian-American agreement2

The difficulty of securing for experimental research the actual conditions to be found in practice very frequently deters many from engaging in such work. Probably no metallurgical operation is more difficult to imitate in the laboratory than the blast-furnace process. So many complex reactions take place within the furnace, under such varied conditions of time and temperature, with innumerable mechanical, physical, and chemical mutations, that while the results reached may approximate those obtained in practice, there is always something wanting. Much work of this kind has, nevertheless, been done, and is now being undertaken. We are indebted to the bold minds who have attempted it for our present real knowledge of the blast-furnace process. Not that those who have performed series of experiments at a few given temperatures can claim the honor. It required more than this—the ability to make a summary of all preceding experiments, to supply those which were wanting, and to confirm those that were doubtful. Sir I. IN beginning my remarks, may I make it entirely clear that since January 4, 1947, I have not been a member of the United States Delegation to-the United Nations Atomic Energy Commission I am speaking, therefore, in purely a personal capacity. Because of the interest of the engineering profession with reference to uranium, and because of the title assigned me for this talk, I am going to assume that you know what the United States Plan is for the control of atomic energy. At best, in the limited time, I could only summarize, at the risk of giving undue emphasis to the items mentioned, and at the risk of omitting many important parts of what seems so far to be a complete and well-rounded Plan for meeting the problem. I will aim to comment upon those aspects of the Plan that continue as problems and involve apparent, or obvious, misunderstandings and contrary views The control of atomic energy represents not only a problem but a challenge-both faced by- all the peoples of the world It involves a new approach to the problems of the kinds that arise between nations, problems that have not ever been solved even by international treaties in their efforts to outlaw weapons of war. These efforts range from the Kellogg-Briand treaty to outlaw war, and its obvious failure to prevent World War II, to the interdiction by the Pope of the use of the crossbow in the days of the Crusades. By hydrometamorphism is meant the alteration of rocks, ores and minerals by atmospheric waters. In its broadest sense, it includes the varied processes of weathering, oxidation, hydration, the leaching of rocks and ores, and the solution, migration and enrichment of metals. Rain water, as it strikes the earth, is practically pure water, except for small quantities of dissolved atmospheric gases; upon coming in contact with ore minerals, especially sulphides, however, it is transformed into solutions of great chemical activity, which attack, transform and rearrange the minerals of ore- bodies, and so effect enrichments of the greatest economic importance. Primary deposits so low in grade as to be without commercial value are frequently thus transformed into deposits of commercial importance. It is necessary in the examination of any orebody, therefore, to determine whether the valuable ore is of primary or of secondary origin; if primary, its value may be expected to continue indefinitely in depth to the zone of primary impoverishment; if secondary, the ore deposition is known to be controlled by surface agencies, and the valuable ore may be expected to continue to such depths only as have been reached by surface waters. The decomposition and weathering of rocks, unlike the changes undergone by orebodies, are accomplished by water carrying as dissolved constituents chiefly atmospheric oxygen and carbon dioxide, together with vegetable acids. The chemical changes wrought are principally hydration, oxidation and the formation of carbonates. The tendency is toward the solution of the more easily dissolved minerals, which is attended by the formation and a surface concentration of the more resistant minerals,

This paper describes the results of volumetric efficiency tests on oil well pumps handling gas oil mixtures. The work was performed in a large scale, above ground unit wherein test conditions could be accurately controlled and measured. The main variables studied were gas/oil ratio (including gas from solution and free gas mixed with oil), pump compression ratio, pump stroke length, pump speed, and clearance volume between the valves at their closest approach. Results are presented for two different pumps and for oils of two viscosities. Relatively small amounts of gas entering the pump resulted in large decreases in volumetric efficiency. Under conditions where the pump was operating at reduced efficiency because of the presence of gas, it was found that variation in the clearance volume between the standing and traveling valves had a considerable effect on pump efficiency level. This effect of the valve clearance volume was found to be significantly altered by the viscosity of the oil used in the tests. The effects on pump efficiency of the other variables studied were found to be relatively small over the range of conditions utilized. INTRODUCTION The production of oil by pumping is often hampered by low volumetric efficiency. A direct increase in lifting costs results from low volumetric efficiency. An indirect increase in lifting costs, probably greater than the direct increase, results from additional wear and tear on pumping equipment and from the down-time necessary for the repairs which can be traced to low-efficiency operation. Both increases in lifting costs tend to reduce economically recoverable oil. A number of different factors can contribute to low pump efficiency. A known basic cause of low efficiency is the presence of free gas in the pumped fluid. Pump volumetric efficiency is calculated only on the basis of liquid pumped and because any free gas pumped is discounted, this volume of free gas would represent a loss of pump efficiency. However, gas also causes a reduction in pump efficiency because it is a highly compressible fluid. It is known that pumps some- times "gas lock" because of excessive gas-to-liquid ratios in the pump barrel. Little is known of the role of gas compressibility in the intermediate case where the pump is operating at low efficiency. The opinion exists, however, that oil-well pumps tend to operate at higher efficiency with long stroke lengths at low speeds, but no quantitative studies of these pumping variables have been reported. It was believed that a much better understanding of the variables which control pump volumetric efficiency could be obtained and that possibly some suggestions as to the methods for increasing efficiency might be found from a study of the operation of pumps handling gas under closely controlled conditions. Previous investigators have studied the effects on pump efficiency of such factors as oil viscosity, oil temperature, slippage of oil. past pump plungers, pump submergence, valve size and spacing, pressure above pump plunger and fluid vapor pressure. However, none of these published investigations were conducted with pumps being subjected to large amounts of gas such as might be the case in a pumping well, nor did any of the investigations study the effect of variation in stroke length or pump speed. A large-scale teat unit was therefore constructed for studying the operation of pumps handling gas and for evaluating effects of such variables as pump stroke length and pump speed. PROCEDURE AND EQUIPMENT A schematic diagram of the pump testing equipment is given in Fig. 1. A 45-ft length of 6-in. casing is mounted vertically in a 65-ft tower. Sight ports are mounted in the casing at intervals near the location of the pump intake and the liquid level in the casing. These sight ports are fitted with Lucite windows sealed by neoprene "0" rings. The Lucite windows are machined to conform to the I.D. of the casing so that no obstruction to flow is present along the casing wall. The casing is fitted with a tubing head and 2-in. tubing is hung inside the casing. Pumps are seated in a shoe attached to the 2-in. tubing. A 1-in. polish rod is attacked directly to the pump without any intervening sucker rods. The top of the polish rod is attached to the weight carrier, which contains a number of weights to be used to force the polish rod in against tubing pressure on the down-stroke. Design features and operating methods of ASARCO's new unit for the continuous melting and casting of tough pitch copper at Perth Amboy are described. Preliminary studies made for determinitzg economic feasibility and design details are also presented. Cathodes are preheated with oil and melted in an electric furnace at 40-ton per hr rate, from whence the molten copper is fed simultaneously to the wire bar casting wheel and the continuous casting of cakes and billets. In the early 1950's the copper refining furnaces at ASARCO's Perth Amboy plant reached a point where major expenditures would have to be made for replacement of the furnaces and the auxiliary equipment. The problem was whether to continue with the standard reverberatory furnaces or to consider continuous melting in electric furnaces. Reverberatory furnaces have been used for years in the copper industry and for some 50 years at the Perth Amboy plant. Reverberatory melting practice, however, imposes certain restrictions. Low-grade ores can be designated by two main classifications: (1) simple low-grade ores, and (2) complex low-grade ores. As a rule the first type has a relatively small metal content, although low- grade iron ores contain a rather high percentage of metal. As the simple type is the one that is ordinarily in mind when the term "low-grade ore" is used, the paper will be devoted mainly to ores in this general category. Cheap treatment is the prime requirement in utilizing low-grade ores of the simple type, although in some cases the value of nonmetallic by-products, such as limestone for fer- tilizer and silica for flux, allows a little more lati- tude than in the usual situation. When the costs are divided under the three headings-mining, milling, and smelting-it is apparent that the last group will not constitute an important factor as a rule because the high concentrating ratio makes the smelting cost per ton of ore fairly low.

IRON ORE is widely distributed throughout the world. Ores sufficiently high in iron content to be practical for the operations of iron and steel making occur in so many places that it is only by the accident of political subdivisions that any given nation does not have adequate and suitable iron ore. Data prepared by various authorities show that in the Lake Superior region alone there are reserves of 1,200,000,000 tons of iron ore of an iron content and at the level of production cost to which the industry has been accus tomed. At an annual consumption of 80,000,000 tons these reserves will last fifteen years. Taken alone these figures would be alarming, but over a considerable period of years the total reserve tonnage has been more or less steadily increased by improvement and extension of mining and beneficiation methods. The rate of depletion of reserves has been only about one third of the rate of consumption. On this basis the cheap high-grade ores of Lake Superior would last 45 years.

Mineral engineering student enrollment in U. S. and Canadian schools for 1955-1956 is 11,408, an increase of 11 pct more than last year. The undergraduate and graduate engineering students in both countries number 251,765, or 13 pct more than last year. These figures have been released by the American Society for Engineering Education. The largest increase in the undergraduate mineral engineering group in the U. S. is in ceramic engineering, with 676 students, or 31 pct more than last year. The next largest increase is in mining which shows a gain of 13.5 pct, compared with a gain of 13.1 pct in the total undergraduate enrollment in all engineering schools approved by the Engineers' Council for Professional Development. This figure is 190,355, which approaches the prewar figure. Metallurgical undergraduates increased 13 pct; geological, 5 pct; and petroleum, 2.5 pct. This year the figures for geophysics are combined with those for geological engineering, making a total of 1610 undergraduates, of which the geophysicists comprise about one seventh.

Fox some years the prejudice against basic open-hearth steel for casting has been gradually decreasing. Yet many consumers and engineers still cling to acid steel for castings, because of their alleged greater freedom from blow-holes and sponginess. Acid steel has been used for this purpose much longer than basic steel; and the melters in acid practice had it well in hand when basic steel was first tried. Then the necessity of learning a new set of laws for the production of satisfactory basic open-hearth steel for castings became evident. The first of these laws, in my opinion, has to do with the furnace construction. The heat should be melted down as speedily as possible so as to prevent excessive oxidation. I have described in another article ' some furnaces designed by me, and having as one of their features the promotion of quick melting. Size of the Furnace. The hearth of the furnace, however, is a decisive factor in the production of solid castings. The manufacturer should know the size of the heats he intends to make constantly, and should have his furnace built for that size of heat. The hearth should differ in dimensions from that of a furnace making ingotr steel. That is, the bath should be deeper and should have less surface-area. A shallow bath permits the slag to come out soon after the steel commences to flow, and thus prevents the additions from going into the steel, or from becoming uniformly distributed in case they have been put in hurriedly. Under this head comes the very poor practice of making small heats in hearths of a much larger capacity. Attempting to analyze a 25-year forecast after less than a third of the time has elapsed may seem premature. The President's Materials Policy Com- mission's report necessarily painted with a broad brush and made no claim for pinpoint accuracy in its predictions. More importantly for present purposes, it made no attempt to predict the detailed courses of production and consumption during the period forecasted. Several statistical highs and lows may very well lie between now and 1957, so comparing recent figures with points taken from the report on a straight-line basis would be illogical. Moreover, the report assumed that the general trend of consumption-domestic and foreign-would be upward. Contrarily, domestic figures were lower in 1957 than in 1950. Therefore, to project curves from 1950 through 1957 leads to conclusions that are probably false. Many in the industry would feel more uncertain about forecasting 1975 domestic conditions now than they would have been in 1950, even though nearly a third of the 25 years has elapsed. In making comparisons, several statistical problems are encountered. The Paley report figures for 1950 were estimated in several cases and corrected figures vary as much as 10 pct. For example, the report placed 1950 lead consumption at 800,000 tons, whereas actual consumption was 885,000 tons. Obviously, in comparing more recent figures with the report's projections, adjustments must be made for positions taken in error from the start. Over the long pull, such discrepancies will probably be insignificant, but they must be noted in comparing short-term changes.

There is no simple answer to the question, "What is the meaning of life?" The expressions of life are so multiple that life has different meanings for different spheres of thought, such as art, science, or philosophy; and it conveys a different significance to different persons, according to their individual development and interests. Life is complex from a philosophical point of view. The meaning of life is superficially positive and unmistakable only when approached from a mechanistic view- point; namely, that of biology or biochemistry, since these deal with the physicochemical basis of life processes. However, such a purely mechanistic or biochemical approach to the significance of life and the interpretation of man's behavior on the basis of purely physical laws is certain to run into trouble. Similarly, a concentration of effort upon materialistic advances in world progress is extremely dangerous. The possible consequences of splitting the atom, development of guided missiles, and possible bacterial warfare are timely examples. Man becomes more self-reliant as he extends his scientific and technologic discoveries and learns how to shape natural conditions to his own desires. When man will be able to travel to other planets in atomically propelled space ships and destroy whole worlds by pushing a button, a possibility which now seems to be within the realm of the predictable future, he will need the strong-

The many factors that control bumping must be carefully studied for each coal seam where bumps occur, and specifications known to exclude bumping should be incorporated in the mining plans. This calls for complete knowledge of the seam's characteristics and its adjacent strata, and in many instances these characteristics are not revealed until the seam is actually mined. Pressure and shock bumps, the two general types, occur jointly and separately. In this discussion no differentiation will be made. Whether pressure or shock, they are treated as bumps, and both must be eliminated.

MORTIMER ELWYN COOLEY, dean of the College of Engineering and Architecture of the University of Michigan, has been elected president of the American Engineering Council of the Federated American Engineering Societies. This was announced at a meeting of the Executive Board of the Council held at the Cosmos Club in Washington on Sept. 30. Dean Cooley assumes office at once. The new head of organized engineering is a past president of the American Society of Mechanical Engineers and has a long record of distinguished service in education, under the government and in private capacities. He was born in Canandaigua, N. Y., March 28, 1855, and was graduated from the United States Naval Academy in 1878. With his classmate, Dr. Ira N. Hollis, he was ordered to the U.S.S. "Quinnebaug," then fitting out at the Norfolk Navy Yard preparatory to a cruise in the Mediterranean.

All engineering education is faced by certain basic problems, three of which seem to have particular present importance in geological engineering training in general, and in respect to training for oil field geo-exploratory work in particular. Problem i The first of these problems has to do with present and future educational objectives and with the numbers and qualities of the men who should be coming out of our geo-exploratory training programs. Before the war we needed ever-increasing numbers of graduates at the Bachelor's level and a very much smaller number of men who had reached the Doctorate degree. Now, with more difficult, more extensive, and more costly exploratory work; with a rapid expansion of company "staff" activities, and with the initiation of many new research organizations and laboratories; it is clear that men of exceptional ability will be more and more in demand, and that the schools will need to carry a greater proportion of their students through to the Ph.D, degree. Problem 2 Assuming that the mineral industries will need an increasing supply of well-qualified Ph.D.s for future geoexploratory work (staff, line and research), can the schools expect to provide this supply of able Ph.D.s merely by expanding the proportion of B.S. and B.A. majors who go on through to the doctorate stage of training? And the answer is definitely "No"—as the situation stands at present. Most A.B. graduates are years short of the preparations in basic science and elementary engineering prerequisite to effective graduate study in the geoexploratory fields (paleontology ex-cepted), and similarly many of the annual crop of B.S. graduates lack adequate training in English; in ancient and modern history; and in the modern principles of labor and public relations. Indeed, several basic problems of undergraduate curricular organization and integration remain to be solved before most recipients of a Bachelor's degree will have that sound and broad educational foundation prerequisite to graduate training on a really effective basis. It is for these reasons that we have continued to experiment with our geological engineering program at Princeton, in an endeavor to provide a pilot-plant demonstration of a suitably broad and flexible undergraduate curriculum. Problem 3 But assuming that the schools can and do get undergraduate curricula set up in proper phase and scale to meet needed enrollment quotas for graduate training, what about the most urgent part of our whole mineral-industry educational problem? What about finding and bringing into mineral-industry training those youngsters of superior ability who are, by potential or known inclination, especially well-qualified for geoexploratory work?

CANADIAN gold production is forging ahead annually and the prospects are that it will continue to do so for many years. Table 1 shows recent annual increases. Production for 1933 will probably reach $70,000,000, and further increases are likely in 1934 and 1935. (Data for November and December, 1932, are estimated throughout this article.) The depression sent many prospectors to the woods so during the last two years many new gold areas have been discovered and are attracting real capital for exploration and development. Several mills came into production in 1932 and mills now under construction will start production in 1933. The offices of mining lawyers are busy. Capital for this new work is obtained from well financed mining companies, syndicates, and individuals who were fortunate enough to invest in the dividend-paying gold mines of the north country in the early days. Prospectors and capital are cooperating. An interest is always retained by the prospector or vender and usually a small amount of real money is given the prospector.
