THESE observations of the metal-working industries of Europe are based on a three months' tour of eight countries of Europe, in which 75 industrial establishments were visited in England, France, Germany, Belgium, Holland, Italy, Austria and Switzerland during the summer of 1927. Since the Western Electric Co. is a large consumer of copper and brass, these industries were of particular interest and differences in practices were of keen interest to us.

AT the Morenci branch of the Phelps Dodge Corporation, of which Frank Ayer is manager, several new types of machines that have been developed by Charles Mitchell, shop foreman in the drill steel shop, invite comment for their time and labor-saving qualities. Foremost of these is an adjustable gage-block and gaging device for attachment to drill-sharpening machines, developed and patent applied for by Mr. Mitchell. It replaces the blocks on the standard Ingersoll-Leyner drill steel sharpener No. 5. Features of the device are gage blocks with a flat surface which can readily be removed when worn and planed in any flat planer; blocks that can be adjusted with a templet to give a far more accurate gage than was formerly possible; and a center stop that is adjustable and can be accurately set to center any standard size drill steel.

GATES, Salt Lake City, Utah (communication to the Secretary*).-The writer is delighted by the results shown in Mr. Bell's paper, which prove in an experimental way different from that followed by the writer' that "the work clone in crushing is proportional to the surface exposed by the operation," per Rittinger's Law. Mr. Bell's work was all clone in commercial types of crushing machines, while my work was clone in a testing machine; his work represents fully one hundred times the expenditure and time that my work represented; a great number of tests were made by his organization to determine single points, while I was obliged to depend on the general trend of a curve for results; we agree absolutely that "Kick's law," for which Mr. Stadler was sponsor, does not apply to rock crushing. While my work indicated the reliability of Rittinger's theory, Mr. Bell's work clearly establishes the reliability and makes it Rittinger's law.

1. Healthy and active Local Section organizations are vital factors in promoting the vigor and growth of the Institute. 2. Activity on the part of Local Sections should be recognized and stim¬ulated by appropriation of funds from the Institute's treasury; and these appropriations should be as large as is consistent with the relative needs for other activities. 3. As between different Sections, the amount of such appropriations should be based primarily on the extent of activities as reflected in the number and character of meetings .held and the attendance of the members at such meetings. 4. In making a request for funds for any year, the officers of a Local. Section should submit: (a) a report showing in reasonable detail its income, and expenditures for the preceding calendar year; (b) a statement of the number of. members to whom announcements of each meeting had .been mailed; (c) a record of meetings held, the character of the program, and _ attendance of members at each; and (d) any further facts having a bear¬ing on its financial requirements for the coming year.

SINCE the "Days of Forty-nine" California has been the premier gold producing state of the union. The greatest production was recorded in 1.852, during which year the state's placer and lode deposits yielded over 81 millions. This peak was followed by a steady decline to about 12 millions during the years 1888 to 189.3, a period marked by the cessation of gravel mining. After 1893, production increased to a new peak of over 22 million in 1915, thereafter decreasing steadily to something over 13 million in 1923. Today; California's gold production shows a decrease of 84 per cent. as compared with the output of 1852, and a decrease of 41 per cent, as compared with 1915. It is not a difficult matter to find the causes of this more recent decline. In 1916 there began an upward swing in the cost of labor, which represents approximately 60 per cent. of the cost of mining, and in the price of supplies, representing the remaining, 40 per cent. This rise continued until 1922 and since that year there has been no decided tendency either upward or downward. The increase in the cost of mining since 1916 is variously estimated at from 50 to 75 per cent.; the price of gold has remained fixed at $20.67 per oz. This condition resulted in wiping out the profits of the low-grade operations which, in recent years, have constituted California's main source of supply of gold ore. It is now predicted that there will be renewed activity in California- gold mining. What are chances for the materialization of this forecast? A boom or even a revival of gold mining must of necessity be brought about or accompanied by one or more of the following factors: 1. A decrease in the cost of mining. 2. An increase in the price of gold. 3. New capital for development. 4. The discovery of new deposits. 5. The revival of hydraulic mining.

The increasing use of internal furnace-boilers for power-plants at mines (doubtless due to the facility with which they may be installed by reason of their portability; the fact that they require no masonry setting, cast-iron fronts, buck-stays, etc., and practically no foundation; and the successful maintenance of their claim to equal and even superior economy, as compared with boilers of other types1) warrants this description of a method of remedying an injury which may occur, to such a furnace, even though it satisfies the requirements of the formula adopted by the U. S. Board of Supervising Inspectors of Steam Vessels.2 I refer to the sagging and deformation which may result from overloading the boilers for a considerable period—say, several days. This is sometimes unavoidable under the exacting conditions of continuous day-and-night service, and (in spite of all rules and precautions) the occasional careless or unskillful work of attendants. Such a trouble is by no means unknown on shipboard, where this type of boiler is so largely employed.

INTRODUCTION Documentary complications arise from the risk apportionment in project financing which generally means that once the project is up and running and has satisfied the lender's completion test, the loan agreement specifically limits the lender's recourse to the project and its assets. It is the purpose of this paper to describe the special considerations which apply to industrial minerals projects and explore the reasons why so few project financings are negotiated in this industry. SIZE Small projects do not warrant the relatively high costs of negotiating and documenting project financing. The extent of the documentation is directly proportionate to either (a) the degree of risk apportionment, or (b) the amount of control given to lawyers to negotiate the documents. Although one would like to believe that project-finance documentation could be off-the-shelf, it is almost always necessary to tailor the documents to the mine development itself and the individual desires of the borrower. Accordingly, the documentation costs and initial expenses are seldom less than $40,000, and for complex projects can reach $400,000. In addition, banks often charge an up-front fee to partly compensate them for their staff time and partly to increase their yield on what is deemed to be a "riskier" loan asset. Another factor is the generally lower debt:equity ratio when bankers are uncertain of the accuracy of the cash flow projections. The ratio of the amount of cash flow left over after debt service to debt service itself is a key tool for project finance (debt service coverage). Bankers will require a higher coverage ratio for industrial minerals projects because of the relatively higher uncertainties in the following categories: Prices Markets Geology/Quality Transportation Environmental This, in turn, means that lower debt:equity ratios are the norm for new industrial minerals projects. INDUSTRY STRUCTURE It is hardly worthwhile to generalise about a field as diverse as industrial minerals, but there are four other structural reasons why project financing has not been widely applied. 1. The most obvious example is the predominance of small-sized operations, largely a function of transportation economics. Geological conditions also contribute to their dispersion. 2. Often, the product is only a small part of a company's business in contrast to many petroleum, metals, or coal companies whose sole business is the production of the raw material. The construction industry is a good example here for cement, gypsum, crushed stone, sand and gravel, and the drilling-mud services business for barite and bentonite. A company is unlikely to jeopardise its main business through the failure of a project financing on one of its key inputs. The corrollary is that the mined input is often regarded as a cost centre and not run on the sort of economic basis suitable for project financing. 3. There may be a reluctance to reveal key aspects of an industrial minerals venture to an outsider for purely competitive reasons. The rapid development of the Mesabi range has been a matter of much wonder to those familiar with ore-deposits elsewhere, and much skepticism was shown when " millions of tons of ore on the Mesabi" was first reported. Now, however, with over 8,000,000 tons to its credit at the close of 1896, a prospect of 3,000,000 more this year, and more ore " in sight" than ever before, it is evident that the first claims for the range were not so greatly exaggerated as perhaps even those who made them thought they were at that time. An explanation of the ease with which these deposits have been explored is found in their mode of occurrence. Lying in flat beds and near the surface, and only exceptionally occurring under a taconite " capping," the prospector had only to sink a few vertical test-pits on a fortyacre tract down to the rock to be reasonably sure whether his property contained ore or not. If he found ore in one or more of these preliminary pits, he would then fill in with more pits until the ore-area was entirely outlined by test-pits from 200 to 400 feet apart. In the early days of the range the testing was almost entirely done by digging pits with pick and shovel. When water was encountered, work had to be stopped, unless a steam pumping-plant was put in, resulting in greatly-increased expenses. Latterly, drills have been used with great success in continuing the exploration after water has been struck in the pit, rendering further progress with pick and shovel impracticable. There are several kinds of drills in use. The diamond-drill is largely used, and possesses the advantage of being in readiness to drill rock if thought advisable, the taconite being very hard and almost impossible to drill except by the use of diamonds. Some form of churn-drill has been much used. This may be either a steam- or a horse-power-drill. The principle is the same in each, the cutting being done by percussion instead of by rotation, as in the case of the diamond-drill. A churning motion is given by passing a rope from the top of the

Those familiar with the war in France at first hand know that in these last two years the weight of the suffering has fallen upon the families of the well-to-do classes; those who before the war lived in comparative ease and comfort, with every prospect of educating their children as their parents and grandparents had been. Thousands of the men in these families have been killed, "officiers d'élite," and the small pensions accorded the widows permit them only to house and feed their children HELÈNE JOURNÈS. and give them a common-school education. The pension for a lieutenant's widow is $245 a year; for 'a captain's, $345; for a colonel's $575; and so on. At present, it requires three francs a day to provide food for one person in cities, and conditions are not improving. The American Ouvroir Funds, 681 Fifth Ave., New York City, has tried for nearly two years to have individual Americans give individual children a "bourse," or purse, as it is called, of from $150 to $250 a year, so that they may enter such educational institutions as the Lycées, the Polytechnique, Beaux Arts, St. Cyr, etc. The war relief societies of these military schools furnish photographs and histories of children under their care and on their lists.

A RETROSPECT of the growth of the production of pig-iron for the past half century would be the history of the invention and introduction of heated blast as applied to the smelting of iron ores. As the apparatus employed was improved in conception and construction, the economical operation of the furnaces to which it was attached was the more marked, and the production correspondingly increased. To compare the original iron box placed over a coal fire with the modern hot-blast stove, with its combustion-chamber, gas-burners, and air-regulators, would be as unfavorable to the former as to contrast the product of the little Blauöfen with the yield of the improved furnaces of to-day. But, as these little Blauöfen were the germs from which the larger plants have grown, so from the crude apparatus invented and applied by Neilson has grown, in the face of great opposition, the more economical hot-blast stoves now in use. It is not surprising that an innovation like heated blast should have received a large amount of attention from metallurgists, nor that men of recognized ability should formerly have been found both among its champions and opponents, but it is remarkable that, at the present day, with the results of careful research and thorough experiment compiled in convenient shape for perusal, there are iron¬masters who still consider it economy to allow the products of combustion to escape into the atmosphere, rather than utilize them in heating the blast, because of a supposed injury to the quality of the product. In the present state of knowledge and practice, it is proper to express as an axiom, that a well-constructed hot-blast apparatus is essential to the economic operation of an iron-producing plant. Of the interpretation of proper construction there is of necessity a variety of opinions, and, with the view of solving the problem, the apparatus for heating blast has from time to time assumed various forms. Boxes, cylinders, and pipes, placed horizontally, vertically, inclined, or in circles and spirals, have been tried ; there have been pistol-shaped pipes, double pipes, divided or diaphragm pipes, siphon pipes, and as much variety in the mains, connections, flues, and setting. HENRY TRAPHAGEN, * Toledo, Ohio (written discussion t).-The occurrence of flakes in steel is a perplexing problem, if we consider this condition as a disease rather than a symptom. But if considered as an exaggerated phase of a common disease, flakes will be recognized as old and well-known enemies. I have frequently found flakes in open-hearth steel, converter steel, and even electric steel; and not only in the so-called alloy steels but in dead soft 12-point carbon castings. In fact, I have some twenty flaky test bars that came from a foundry that manufactures converter steel castings. The physical characteristics of such material are striking in their constancy, for the yield point and elastic limit are always high, the elongation is variable, and the reduction of area is nearly always negligible. Soft steels of this kind can easily be bent to an angle of 150° and the only bad symptom is the appearance of incipient cracks on the surface; when the carbon exceeds 30 points, the bending qualities are seriously affected; and when the carbon reaches the neighborhood of 50 points, the bars are generally pulled short. The elongation is peculiar in that it seems to take place along the whole length of the bar, giving a crinkly appearance such as is found in cast brass and monel metal. Of course, this elongation only takes place in the softer varieties of steel. I have stated that flakes in steel represent exaggerated symptoms of a common disease, and that disease is the presence of higher oxides of iron. In every instance that has come to my attention, this condition is coexistent with the presence of oxides in some form. In open-hearth practice when this condition occurs, almost invariably it will be found that the metal has been loaded with ore or that tons of rusty turnings were being melted. In converter practice, one of three conditions is nearly always present: bad cupola practice, the use of oxygenated pig iron, or faulty tuyeres. With the electric furnace, my experience is quite limited, but the few examples of flaky electric steel that have come to my notice were made from a charge of turnings and low-grade light scrap.

USE of geophysical methods as an aid to prospecting for new oil pools and in the exploration of already discovered pools continued to increase and reached a new high during 1934. As in previous years, the scene of greatest activity was the Gulf coastal plain of Texas and Louisiana. Seismic crews working by the reflection method increased from some thirty crews at the first of the year to forty crews at the end. An increased demand for torsion balance work at the beginning of the year occurred and practically all available instruments were put into service. Some thirty crews with approximately eighty balances continued throughout the year. Both the pendulum and gravimeter methods of gravity surveys registered their initial successes and equipment was increased from five to seven pendulums and from one to three gravimeters during the year. Approximately five magnetometer parties continued to work throughout the year. No surface surveys by the electrical method are known to have been made. There are certain physical characteristics of steel resulting from its treatment while being formed into useful products which have been, and are, well known to its manipulators ; but under the stress of business competition and other controlling influences, all knowledge is not always given either full sway, or even full acknowledgment. Such has been the case in the making of steel rails. It is universally acknowledged that steel rails of heavy sections, made during the last tell years, have not given as good service as the rails of lighter sections produced before that time. While certain fundamental principles of steel-making have been acknowledged, their application to the steel-rail manufacture has been, if not actually denied, completely ignored.

NEW IDRIA INTRUSIVE For the most part this ultrabasic mass is a highly sheared serpentine, the exposed rock being made up of small serpentine chips and plates, the faces of which have been slickensided. Throughout this sheared material there are residual blocks of serpentine and highly to moderately serpentinized peridotite. The faces of these resistant blocks show rounding and slickensiding and their size varies from pebble size to diameters of over 5 ft. Certain areas have seemingly resisted the shearing stresses and remain as moderately fractured serpentine. Throughout the ultrabasic mass are bodies of silica-carbonate rock, silicified serpentine and minor concentrations of magnesite and chromite.

The question of alternating current vs direct current has become an important consideration to the mining industry. Rising production costs demand lower investment, which, in many instances, can be realized by the use of ac mining machines. Generally ac motors, control systems, and distribution and power conversion equipment can be installed for approximately 50 pct of the first cost of their dc equivalents. This basic saving has made ac mining a serious competitor for the traditional dc mining systems. With the increased use of ac voltages underground, there has developed the problem of conveniently converting distribution voltages to usable 480-v power. Power at low voltages should not be carried for comparatively long distances, and the transformation should be made at the point of use. Otherwise, serious voltage regulation problems and objectionable line losses will occur.

Crude oil production in Iraq during 1932 was maintained at slightly higher levels than in 1931, but the output continued to be restricted to the requirements of local consumers. The Iraq Petroleum Co., representing British, American and French interests, which has been operating within its concession east of the Tigris River since 1926, began drilling operations on Apr. 5, 1927, and completed its first well at Baba Gurgur on Oct. 14, 1927, to which area the company has since confined its drilling activities. Relatively small quantities of oil have been produced annually, but the products have been utilized in company operations and have not been offered on the Iraq market. The Khanaqin Oil Co., which has its field of operation at Naft Khana in the so-called Transferred Territories, has been supplying the Iraq market with petroleum products from Iraq wells since March 12, 1927. The output of the Khanaqin Oil Co. refinery, at Alwand, during the past three fiscal years ending March 31, has been as follows: (In Barrels of 42 Gallons Each) 1930 1931 11931 Gasoline................................. 102,940 104,571 118,012 Kerosene................................ 104,010 108,112 111,624 Fuel oil...........................1 286,9001 332,142 354,244 503,850 544,825 583,880 The Iraq Petroleum Co. has a small topping plant, with a capacity of about 150 bbl. a day, used in the manufacture of petroleum products for the company's own needs. During the 1932 fiscal year, the production was 3918 bbl. of gasoline and 2235 bbl. of kerosene, as compared with 8157 bbl. of gasoline and 6308 bbl. of kerosene during the preceding fiscal year.
