World consumption of petroleum and its substitutes in 1940, which, except for the United States, does not include consumption for military purposes even in peacetime, is estimated at 2,006,000,000 bbl., or approximately 21,000,000 bbl. less than in 1939. As consumption figures for belligerent countries and those affected by the war are unavailable, in order to arrive at a gross approximation the assumption has been made that the rate of civil consumption in these countries has declined 80 per cent since the German occupation or the effect of the war made itself felt. In 1940 the total consumption in the United States increased 94,000,000 bbl. over the previous year, while the civil consumption in the countries directly affected by the war—some of them occupied during the last half of the year—decreased 126,000,000 bbl. In the rest of the world consumption increased II,000,000 bbl., resulting in an over-all decrease in world civil consumption grossly estimated at 21,000,-000 barrels. The ultimate objectives of comminution should be to reduce material to some specified size while producing a minimum of undersize or fines, with less power, higher throughputs, and with more compact machinery. Attempts to achieve these objectives have been only partially successful, since gains in some areas are achieved at the cost of concessions in other areas. An example of some of these trade-offs can be found in the closed circuit crushing operations of the anthracite and crushed stone industry where, in order to produce a minimum of unprofitable fines, unfavorable concessions must be made in the size of the crushing facility where 2 or more crushing stages are interphased by 2 or more screening operations. This paper discusses experiments with a new process which attempts to achieve some, if not all, of the comminution objectives in a single pass operation without undesirable concessions; or, at the very least, to achieve more than is possible with systems in use today. These objectives are sought by use of water-flushing to enhance comminution. The crushing of coal and other minerals is a mature technology that is long overdue for a careful re-examination. Crushing of coal is generally achieved through the use of rotary breakers and roll crushers. Water-flushing, as envisioned here, appears to have potential application in the following areas: 1) For primary raw coal crushing or for secondary crushing of rotary breaker products. 2) For use as a size reduction and/or concentrating step for crushing coal mine refuse from present production or from existing refuse dumps. 3) For possible future application in underground preparation interphased with continuous mining machinery. Size reduction with conventional methods is known to be an inefficient operation when the increase in surface energy of the material crushed is compared with the input energy. A simple breakdown of the energy consumption in size reduction, given by Orr, is shown in [Fig. 1]. It is believed that most of the energy supplied is lost in the form of interparticle friction.2 Hence, the removal of fines immediately after their formation or the implementation of steps to prevent their formation, based on reduced friction, will reduce the energy requirements of the communition operation.3 A detailed discussion of the mechanism of size reduction is available in other literature.3-5 Even though the closed circuit crushing operation is designed to carry the fines away from the crushing zone, it is still inadequate for instantaneous removal of fines. The present investigation advocates the use of a flowing liquid medium to remove the crushed product immediately after size reduction. Unlike the wet-grinding methods, no constraints are required for the liquid flow rate, and, also, the liquid medium can be used in primary crushers like jaw crushers, hammer mills,

Petroleum operations in Bolivia are still limited to those of the subsidiaries of the Standard Oil Co. of New Jersey. Development work is being carried on at Sanandita and at Bermejo and testing operations in the north. Five wells have been completed at Sanandita. Wells 1 and 2 are producers, 3 and 5, which are north of 1 and 2, are poor wells, and well 4, to the south, was dry. In the Bermejo field, well 5 has just been completed. No information as to the production is obtainable. In the north one string was operated at each of the following locations: Machareti, Camatindi and Camiri. The well completed at Machareti during the year was a failure. The result of the others is not known. It is reported on good authority that a pipe line will be completed in 1931 to connect the Sanandita field with the Lomitas field in the Argentine. This will place Bolivia among the ranks of the producing countries of South America for the first time. This development indicates that some arrangement has been arrived at with the Argentine Government for the importation of Bolivian oil. During 1930 the Bolivian Government declared in effect the new Petroleum Law which had been expected for such a long time. One of the first acts of the military junta, which rose to power through a coup d'état, was to cancel this law, so that Bolivian oil operations are still under the old law of 1921. One new local company was formed to exploit 1,500,000 hectares near the town of Cochabamba. The Bolivia Concessions, Ltd., which had a concession permitting the selection of 17,000,000 acres in eastern Bolivia, is reported to have failed in 1930 and is now being liquidated. Chile During 1930 the Chilean Government entered into a contract with an individual to explore in five distinct zones of the Republic. According to the contract, geologists must be at work there by May 1 of this year and a well must be started by the end of 1931. If the operations are

THE first trial of longhole drilling of raises began in June 1949 at the Holden mine, Chelan Div., Howe Sound Co. The cost of this raise was about the same as the average cost of raising by normal methods which was sufficiently encouraging to give the method further trial. At Holden, the Noranda method of blasthole drilling is used except that percussion drills have replaced diamond drills for making blastholes in all but certain special situations. Two thirds of these holes are between 40 and 70 ft long.

From data found in the literature, a method has been derived for calculating hardenability of titanium alloys from their composition. A single graph gives the contributions of each alloying element. These are simply added to a base hardenability for unalloyed titanium. Results agree satisfactorily with measured harden-abilities. RECENTLY the importance of hardenability of titanium alloys in permitting attainment of high strength and hardness has become apparent. If a titanium-base alloy has adequate hardenability for the section size and quenching practice used, it can generally be heat treated to high strength and hardness either by simple quenching or cooling from temperatures near the ß transus, by quenching and tempering (aging), or perhaps by direct isothermal transformation of ß1,2 If the hardenability is inadequate, high strength cannot be attained. Preliminary charts translating hardenability requirements for shapes quenched in various media into terms of Jominy end quenched hardenability specimens or ideal round sizes are now available for titanium alloys." The method proposed in 1942 by M. A. Grossmann for calculating hardenability of steels from composition has proved to be of great practical value.' It appeared worthwhile to see whether, using information available in the literature, a corresponding method for calculating hardenability of titanium-base alloys could be derived. Data No systematic experimental study of the hardenability of titanium-base alloys has yet been made. There is available, however, a considerable quantity of scattered data bearing on hardenability. Some investigators determined Jominy curves on one or several alloys. Others reported as-quenched hardness for specimens of a few alloys cooled at various rates or in various media. Still others gave the as-quenched hardness for systematically varied composition, using one or several cooling mediums. The measurements utilized in this work were limited to hardness. Strength measurements were not used because a low strength may reflect high hardness combined with brittleness. Since, in general, the hardness of titanium alloys goes through a peak as the cooling rate is varied from extremely fast to extremely slow, the cooling conditions at which peak hardness was found were taken as the measure of hardenability.1,2 When as-quenched hardness was found to drop as the content of an alloying element (believed to increase hardenability) was raised, this was taken as an indication that the cooling rate was faster than that giving peak hardness; otherwise, the hardness should go up because of solid solution hardening. Also, if the hardness increased on tempering at low temperatures, this was again taken to indicate that the cooling rate had been faster than that giving peak hardness. Many of the data did not indicate precisely the cooling conditions for peak hardness but merely set a maximum or a minimum bound, or a bracket. Since the sizes of specimens quenched and the location of the hardness readings were not always given, it was occasionally necessary to estimate reasonable limits for them. Only the nominal compositions were available in some cases. As quenching from below the ß transus is equivalent to starting with a mixture of a and ß phases, whose individual composition would differ from the overall composition of the alloy, only measurements after quenches from above the ß transus were used. Hardness measurements on samples heated during metal-lographic mounting were also discarded. Because of their bulk, the data used will not be reproduced. They have been or will be published elsewhere.5-22 Approach All data were first translated into terms of ideal round size. For conversion from Jominy or quenched round or sheet, the author's graphs were used." IT IS most appropriate for mining engineers and in fact for all engineers to perfect themselves in leader-ship, because in the last ten years there has been a growing realization on the part of capital that there is no man who by capacity and training is better fitted to manage industrial production than the engineer. In high places the engineer and particularly the mining engineer is coming into his own. We have Mr. Hoover as Secretary of Commerce, Mr. Hammond as the head of the Federal Fact-finding Coal Commission, and Prince Caetani as Royal Italian Ambassador, all mining engineers. More and more in all industries is the manager more likely to be an engineer than he was five, ten, fifteen or twenty years ago, and the feeling is that the man who has had a technical training, whether from going to a school or from burning the midnight oil, makes a better manager than the man who has not. We find in mining that the best man for a manager is one who has had engineering, training. The manager who comes up from the office, from the purchasing department or from the transportation department may make a fairly good manager but he is never so good as the man who has had a technical training. He cannot speak the language of his staff.

IT is a well-known fact to all Bessemer steel manufacturers using a blooming mill, that ingots show large cracks in the first few passes of the rolls, which, in the following ones, do not always roll up satisfactorily. This deficiency in the quality of the product is generally called " red-shortness," though, in the writer's opinion, mostly unjustly so. Different explanations for the said peculiarity are given by the leading authorities, each works selecting one element as a special scape-goat for the inferior quality of the ingot. The sulphur is generally first charged as being the principal cause of all mischief in this direction ; then, after ascertaining that sulphur is not higher than the average, and sometimes lower in the very worst heats, silicon has to bear its share of abuse. How and why silicon should affect the working qualities of the metal, the writer could never precisely learn, but is convinced that the doctrine of its pernicious influence is an established one with many. In cases where silicon failed to explain everything, resort was taken to calcium, aluminum, and some other known or unknown elements, without settling the difficulty; and lastly, when the skill of the chemist became exhausted, " practical men " came to the same conclusion, which many leading blast-furnace managers had arrived

Alterations were performed on a previously developed heap leaching model representing sulfuric acid solution leaching of a malachite sandstone ore. The alterations were made in order to approach a more realistic solution to the leaching equations used in the model and to provide a means of obtaining a constant acid con- centration in the model' s simulated heap effluent solutions. This constant acid concentration is desired if the effluent solutions are to be treated in a solvent extraction-electrowinning plant. An economic study was made showing a use of the leaching model for an imaginary heap leach operation. The example illustrates a method of selecting heap leaching parameters if data are available on mining costs, dump costs, capital cost, etc. This was achieved using an incremental investment technique.

The question as to the proper amount of total carbon that the malleable founder would prefer to have in pig iron for use in the production of air-furnace, white iron castings, must be considered from different angles, that is, whether it is desirable or advantageous from an economic standpoint to use some kind of low-carbon scrap on his mixture, or make use of pig and sprue only. Whereas silicon is the acknowledged scrap carrier in the case of cupola gray iron castings, carbon performs this role for the most part in malleable iron practice, irrespective of the character of furnace used for the production of the white iron castings. In this particular, the advantage lies with the maker of gray iron castings in that the silicon content in pig iron through a regulation of furnace temperature is under very easy control by the blast-furnace manager, whereas he has little or no control over the resultant percentage of carbon, as this is dependent on the quantity of coke in the hearth, and hearth temperature, coupled with the amount of hearth slag and its particular composition. As perhaps more than 95 per cent. of white iron castings are made in air furnaces the following statements are intended to cover that situation particularly: In the malleable process the composition of the hard iron castings (that is determined upon as best suited for the work in hand) is the one factor that must control the composition of the mixture to be used; because if the elements are not between certain definite limits individually and collectively the annealed or finished product will be unsoitable, due, perhaps, to lack of sufficient strength or because it is too hard, to machine easily. The annealed product can be divided into two classes, one of which greatly predominates, that is, by far the largest tonnage is used for machine parts where high strength and ductility are essential requisites, while a far smaller amount, light in weight and thin in section, is used for other manufactured products in which castings of any reasonable degree of strength and ductility have proved satisfactory.

SINCE the days of the Conquistadores, people have told exaggerated tales of the wealth and possibilities of Mexico and Central and South America, and the mining fraternity has never been known to exaggerate any less than any other professional group known to man or beast. However, during a short stay in Mexico one can probably hear more whoppers than at any other time, when dozens of mining propositions are thrust across the desk, and it is not necessary to remind anyone that a listing of the do's and don't's for Mexico requires special mention of the fact that most mining propositions offered south of the border eventually turn out to be a beautiful fairy tale. The following is not suposed to be either an exact description of Standard Mining Corp.'s operations in Mexico by its mining associate, the Corporacion Minera y Beneficiadora Anahuac, S.A., or the last word as to the most economical way to start such an operation. But rather it is the sum total of the recent experiences of the writer while commencing such an operation in 1951-52 with the help of many qualified gentlemen.

INTRODUCTION The business arena has dramatically changed for most producers and consumers of commodities. International debt, currency shortages, political upheavals, etc., require corporations today to be sophisticated and flexible enough to change their purchasing and sales techniques in order to maximize returns. Many external factors, such as interest rates, trading partners, currency changes, and government edicts, can have an adverse effect on a company's bottom line. Totally out of a company's ability to control or predict, these. factors force the commodities based corporation to constantly re-evaluate its operating scope and domain. The principle of back-yard only operations and the laissez-faire with blinders style of management is no longer a viable way to run a business. The industrial world has been operating for the past 10 to 15 years as though there were no commodity nor raw material crisis. For developed countries the primary products sector has become marginal, whereas it was central in the first half of the century. A radical change in the method of doing business is necessary to offset a depression in the industrial economy. The risk of collapse may be heightened by a banking crisis caused by massive defaults on the part of commodity producing debtors, whether in the third world or in our own farm producing sector. The raw materials economy has become divergent with the industrial economy. This is a major change in the world economy with tremendous implications in both developed and developing countries for economic and social policies and economic theories. Basic competition issues, such as low labor costs, are likely to become less of an advantage in international trade. In developed countries these costs are going to account for a smaller portion of total costs. The total costs of automated processes are lower than those of traditional plants with low labor costs. Automation in the commodities sector eliminates the hidden but high cost of not processing at capacity created by poor quality, rejects and maintenance for product change-overs. The cost of capital will become increasingly important in international competition. Over the last ten years the U.S. has become the highest cost country in this area. Reversing the U.S. policy of high interest rates and costly equity capital should be a priority for management decision makers. In the rapid industrialization of this century, Japan developed by exporting raw materials, (principally, silk and tea), at steadily increasing prices. Germany developed by leap frogging into the high-tech industries, mainly in electricity, chemicals and optics. The United States did both. Both avenues are blocked for today's rapidly industrializing countries because (a) the deterioration of the terms of trade for primary products, and (b) it requires an infrastructure of knowledge and education far beyond the scope of a poor country. Many explanations exist for the explosion of international money flows. The shift from fixed to floating exchange rates in 1971 may have given initial impetus by inviting currency speculation. The surge in liquid funds flowing to petroleum producers after the oil shocks of 1973 and 1979 was definitely a major cause. There can be little doubt that the U.S. government deficit also played a big role. The American budget deficit has become a massive void, sucking in liquid funds from all over the world and making the U.S. the world's major debtor country. In reality, a trade and payments deficit is actually a loan from the seller of goods and services to the buyer, that is, to the U.S. From now on, the global ramifications of business will have to be treated in economic theory and business policy alike. Economic theory teaches that the comparative advantage factors of a real economy determines operative and financial policy. In my paper on "The Lixiviation of Silver-Ores by the Russell Process at Aspen, Colorado" (page 137 of the present volume), attention was called to the decrease in "chlorination " during the washing of the roasted ore with water, to remove soluble salts, before leaching with hyposulphite and Russell solutions. This decrease in " chlorination," which is due to conversion of the silver chloride to some other form not soluble in hyposulphite solutions, and which, for the sake of brevity, will be termed the "going-back" of chlorination, has been a serious obstacle to the successful operation of several leaching-works, and was at Aspen the only difficulty encountered. I have never seen any explanation of the cause of this failure to extract, in actual practice in the mill, the amount of silver chloride shown by laboratory-leachings to be present in the roasted ore; and the purpose of this paper is to record the conclusions arrived at concerning the cause of the phenomenon, and the data upon which they are based. SHIOU-CHUAN SUN (author's reply).-Thanks are extended to Professor Hassialis for his recognition of the usefulness of a new tool, the cataphoretic cell, as an adjunct to the bubble machine and the abstraction test. His questions concerning adsorption, dielectric constant, floatability, activation, and depression are interesting and worthy of discussion. I According to Mueller,28 it is questionable that any of the present formulas gives absolute values of zeta potentials which are completely accurate. The problem is further complicated by the question" of whether the "dielectric constant" has any meaning at all for such a microscopically thin layer. With these in mind, the results in this paper should be considered in the relative sense as a first approximation and not as absolute quantities. Adsorption Referring to item a of Fig. 8, the dielectric constant and the viscosity of the xanthate solutions are the same for galena, sphalerite and quartz. If dielectric constant and viscosity (but not the adsorption) were the first-order variable of the cataphoretic system, as claimed by Professor Hassialis, then the magnitudes of zeta coefficient of galena, spha)erite and quartz would have been similar to each other. These are not. The big difference of zeta coefficient of these three minerals in the same xanthate solutions is not altogether unjustified to be attributed to their difference in adsorption of xanthate ions. This is supported by the results of chemical abstraction tests reported by Ince.14 Again, the big difference of zeta coefficient between wollastonite, calcite, and fluorite in the same laurylamine hydrochloride solutions (p. 118, Figs. 58, 59, and 60 of ref. r5) also indicates that the cataphoretic system is not governed chiefly by the dielectric constant. Beside the data shown in Fig. 8, other experimental evidences15 which support the idea of correlation between adsorption and zeta coefficient are: (I) there is a qualitative parallelism between the zeta coefficient curve and the chemical abstraction curve of sphalerite in solutions of various concentrations of sodium cyanide, (2) there is a qualitative parallelism between the zeta coefficient curve and the chemical abstraction curve of sphalerite in solutions of constant concentration of copper sulphate at different pH values, and (3) there is a qualitative parallelism between zeta coefficient curve and chemical abstraction curve of quartz in solutions with constant concentration of barium chloride at different pH values. The above mentioned experimental results are generally in agreement with Gouy's double layer theory,1-5 and support this idea that the concentration and the kind of ions adsorbed at the mineral surface and in the adjacent surrounding liquid chiefly govern the electrokinetic phenomena. Dielectric constant and viscosity of the liquid medium may be of somewhat lesser importance. It follows that the correlation between the coefficient and adsorption as claimed in this paper is justified. Dielectric Constant The term "dielectric constant " was first introduced into the electrokinetic equations by Perrin.30 In a footnote of his publication he states that Holmheltz has forgotten to include the dielectric constant. The conversion of the moment29 to the zeta potential involves an additional difficulty and confusion not involved for the moment, namely, assigning a value to the dielectric coefficient. This is conventionally assumed to be constant and equal to the dielectric constant of the bulk liquid. 21 The published literature 10, 12 indicates that the values of dielectric constant for dilute chemical solutions have been assumed as those of pure water.

THE Engineering Education group began its sessions Tuesday morning, Feb. 16, as a Committee and wound up the day as the Institute's fifth " Division." C.II. Fulton presided. The first paper for discussion was entitled "Teaching Management in Engineering Schools,"' by Eugene McAuliffe, president of the Union Pacific Coal Co., space for which may be found later in these pages. In it, Mr. McAuliffe argued that an engineering student should be taught the knowledge of men, much as a medical school teaches surgery. He then went on to indicate, out of the wealth of his administrative experience, the problems an executive needs to be equipped to handle, and said that every student engineer should look on himself as a potential manager.

Our shop started up in April of 1969, and during its 8th month of operation produced over 300,000 tons. Production continued to increase, and by January of 1970 tonnage rates significantly above 300,000 tons per month were being realized. Ours is a three vessel shop, producing 200 ton heats, with a normal grade breakdown indicating more than one half semi-killed carbon steel, with the balance distributed over rimmed and capped steel, alloy steel, killed carbon, and special killed drawing quality steel. The recent christening of a continuous billet caster has dictated that close to a quarter of our liquid steel be delivered to the caster.

No new fields have been discovered in Ecuador during 1945, though Shell. Company of Ecuador's Vuano No. 1, near Arajuno in the Oriente concession, which was reported to have drilled to .5281 ft., tested a small, noncommercial quantity of 13° gravity oil. In the upper section, the well tested large flows of fresh water and has been abandoned. Shell is preparing to move to another location.

A locked-cycle balling procedure has been designed to simulate continuous, closed- circuit balling drum operation in the laboratory. By this method, it is possible to simulate the surging in green-ball production rate and circulating load that is experienced in industrial balling circuits. Through an investigation of the effect of feed rate on the stability of the locked-cycle, balling process, it was found that higher feed rates lead to increasing instability in the process. An analysis of the experimental ,results is presented and the utility of the locked-cycle experimental technique for evaluating the stability of an industrial balling drum operation is discussed.

The Meadow River No. 1 preparation plant, owned by Sewell Coal Co. which is a subsidiary of the Pittston Co., was commissioned in the spring of 1974. A survey of the environmental noise levels was conducted, and the dominant noise sources identified. An engineering program was initiated to reduce the prevailing levels to a point that the operator's exposure would be within compliance with the MESA regulation for ear protection. The program was continued until compliance was achieved and the attenuation factors for each abatement device recorded. The highlights of this program will be presented with a discussion of the practicality of the devices utilized.
