The character of the Wisconsin orebodies must be clearly understood to appreciate the difficulties encountered in sampling and estimating them. Unlike the western vein deposits, they do not lie between regular walls, but form large, often highly irregular bodies, on a single floor in the so-called Galena limestone. The bottom of the ore is nearly always on the clay bed (a flat generally well-defined clay seam a few inches thick) which marks the junction of the base of the Galena lime and the top of the next formation, the Trenton lime. Above the clay bed, the orebodies make the unique pitch and flat formation described by Chamberlin.' Theoretically, we should find two pitches, one on either side of the top crevice, diverging as they go down, with the final flats a considerable distance apart on the clay bed. The area between, known locally as core ground, should thus constitute a single defined orebody, with the richer portions near the pitches and the leaner portion in the center of the core. Practically, we find few examples of this perfect orebody. Almost invariably one pitch is better defined than the other, and often the opposite pitch is marked only by a faint line of fracture showing stronger mineralization than the wall rock, or it may be totally lacking. But with an orebody of any size or richness, at least one strong pitch usually tends to follow an east-west trend, or a quartering course. Late mining developments in the rich New Diggings field indicate that these pitches often assume a horseshoe or crescent shape, the richer ore being in the heart of the crescent and the pitches showing less mineralization as they extend outwards. In the northern end of the field, on the contrary, the pitches maintain generally a consistent direction, and have been mined for thousands of feet from the shaft. The length of the orebody may be several thousand feet, the height varying from 10 to 60 ft. and the width from 60 to 250 ft. In fact, on the core side, there is no definite end to the ore. The mineralization simply gets thinner and thinner, and the limit of working depends on the cost sheet and the profit from the recovery.

J. C. WRIGHT.-The problem of organizing and maintaining a vocational class for those employees who are engaged in the mining industry depends on several most important factors. The first is the sympathetic cooperation of employer and employee; the second is to find the subject matter that must be presented to these men; and the third is to find the instructor who can present that subject matter. This is perhaps the most difficult, for we usually find a man who knows the material that is to be presented but is not a teacher or does not know how to organize his material. The man must know the subject matter from the standpoint of absolute contact with industry in order to be a successful teacher. I have come into contact with two kinds of schools organized in connection with mining occupations. In one type the instruction leans very largely toward elementary subjects, arithmetic, reading and writing and spelling; it is not of such a character as to help or improve the working man in his occupation in the sense that we are attempting when we speak of vocational education. In the other type of school, an engineer is usually employed as a teacher. He immediately begins to give the things with which he is most familiar and the instruction becomes such as only those who possess a high-school or college education, perhaps, are able to receive. In between these two schools is the school we are trying to, promote, a school that will meet the needs of those employed. MARGUERITE W. This vocational education can do; for it can supply many of those deficiencies in upbringing and. environment that make for the discontent and restlessness of our varied classes of unskilled labor: the Anglo-Saxon mountaineer; the Southern negroes who have crossed Mason & Dixon's line by the thousands, "searching satisfaction for our minds;" and the still greater number who have sought across the sea America, "the promised land.

THE first practical treatment of wood to prevent decay was devised early in the 19th century. At that time the oaken navy of England, when . the nation was fighting for its very existence, seemed doomed to annihilation by the swift ravages of decay. The acute situation inspired a desperate search for preventive measures and resulted in the development of the Burnett, Bethel and Kyan processes for impregnating wood with zinc chloride, coal-tar creosote and mercuric chloride, respectively. In the century that has elapsed, their use has spread throughout the world and the three original preservatives are used today in enormous quantities. Meanwhile, improved processes have been developed, new preservatives discovered, and the practice of impregnating wood to make it last longer has attained a position of major importance in the field of structural materials. USE OF PRESERVATIVES BY- THE RAILROADS In the application of wood preservatives in the United States the railroads have been the leaders for the past 50 years or more.. Having found, that decay is the chief cause of the early destruction of wood and that preservative treatment is the remedy, they have treated their ties and timber in increasing amounts(1) ?-in 1925 about 220,000,000 cubic feet. By preservative treatment the Santa Fe Railroad saves annually 1,500,000 ties in its 18,000 miles of track, and many other railroads effect similar savings. (2) In like manner the life of wooden bridges and trestles,(3) poles, marine piling, water tanks and other wooden railroad structures has been greatly increased, reducing the amount of timber required annually to maintain them.(5),(7)

This is possible when the tanks-in-series concept is used with the segregated flow or lumped parameter milling models. THE application of electricity in the extraction of metals has hithcrto been chiefly confined to the electrolysis of dissolved or fused compounds of these by varios methods. The power of electric currents to generate intense heat in their passage through a resisting medium has, however, long been known, and the late W. Siemens thereby succeeded in fusing considerable quantities of steel. But it was reserved to Messrs. Eugene 11. and Alfred H. CoWles, of Cleveland, Ohio, to take a new step in the metallurgic art by maKing the heat thus produced a means of reducing in the presence of carbon the oxides not only of the alkaline metals, but of calcium, magnesium, manganese, aluminium, silicon, and boron, with an ease that permits the production of these elements and their alloys with copper and other metals 011 a commercial scale. In the apparatus devised and now employed by the Messrs. Cowles, a column of fragments of well-calcined charcoal, so prepared and arranged as to present the requisite electrical resistance, is imbedded horizontally in finely pulverized charcoal, and covered by a layer of the same material coarsely broken, the whole being arranged in a box of fire-brick, covered with perforated tiles and opened at the ends to admit two carbon electrodes an inch and a half in diameter.

The production of oil in the Rocky Mountain district, including southeastern New Mexico, increased from 33,048,630 bbl. in 1930 to 34,325,163 bbl. in 1931. This increase was due to production in New Mexico, which exceeded the 1930 figure by approximately 5,000,000 barrels. Total production by fields is given in Table 1. Exploration during 1931 resulted in the discovery of a new oil-producing horizon in the Big Muddy field in Natrona County, Wyoming, and ' the discovery of a new gas pool in the Powder Wash structure, Moffat County, northwestern Colorado. Gas was discovered also in the Frontier sands of the Bunker Hill dome, Carbon County, Wyoming, but no test has yet been made by which to determine the significance of this discovery. All other exploration which resulted in increasing the known reserves of oil and gas in the district was confined to drilling in partly outlined fields where known limits of production were extended. During the year two major gas pipe lines were completed in western Montana, and one in southwestern New Mexico was extended into Arizona. One new project involving the marketing of natural gas from Wyoming fields included the conversion of an existing oil line to a gas line to serve towns in southeastern Wyoming and western Nebraska. Colorado The decline of 132,501 bbl. in the production of oil in the Colorado fields during 1931 from the figure of 1930 is due to the natural decline of existing wells, partly offset by the increased production in the Greasewood area. New exploration was limited largely to northeastern Colorado, where attempts were made to find oil in areas adjacent to the Grease-wood field. Powder Wash, Moffat County.—The Ohio Oil Co. is to be credited with the discovery of a gas field in the Power Wash structure in Moffat County, Colorado. The initial well drilled in sec. 5-11-97 encountered a sand at a depth of 2152 ft. which produced 34,188,000 cu. ft. of gas on an open-flow test. The rock pressure was reported as 630 Ib.

The effect of thorium and zinc variations on the strength and 100-hr creep characteristics of Mg-Th-Zn-Zr alloys was investigated. Optimum resistance to creep at 650° and 700°F are attainable within a certain range of thorium and zinc contents. This range does not conform to that which develops maximum tensile properties. RAPID advances have been made during the last few years in the development of magnesium alloys for elevated temperature applications demanding high resistance to creep. The beneficial effect of rare-earth metals on the creep resistance of magnesium alloys has been emphasized by a number of publications1-13 and such alloys are now in commercial production. The use of thorium as an alloying ingredient in magnesium was mentioned by McDonald and also in two Alien Property Custodian patent applications.10,17 The initial observation of Sauerwald that thorium contributes still higher creep resistance to magnesium than is attainable with rare-earth metals has recently been substantiated.'" " In fact, it has been demonstrated that the useful temperature range of magnesium alloys is appreciably extended by the use of thorium. In all cases, it was observed that zirconium must be included in the alloys in order to render them fine grained and more readily castable. Several recent publications:2-27 indicate that a still further improvement in creep resistance and a further extension of the useful temperature range can be realized by the addition of zinc to alloys. The primary purpose of this paper is to present the results of a comprehensive study of the effect of zinc on the strength and creep characteristics of Mg-Th-Zr alloys. Compositions covering the range of thorium content from M to 6 pct and zinc content from 0 to 5 pct have been investigated. The creep characteristics at 650" and 700°F reported in this paper are based on results of tests of 100-hr duration. It is appreciated that creep tests of 100-hr duration might not yield adequate data for design purposes for parts with much longer expected life. However, for the purposes of the present discussion, it is felt that the combination of stresses and temperatures used in the 100-hr creep tests have yielded a clear representation of the compositional variation of creep resistance at the temperatures investigated. Creep tests of 1000-hr duration are now in progress on a few of the most promising alloys. Preparation and Testing of Alloys The alloys studied in this intensive investigation were prepared in 25 lb capacity mild steel crucibles. The thorium, zinc, and zirconium were alloyed and poured as described in earlier publications The thorium was introduced into the melt in the form of a Mg-Th hardener," the zinc added in the metallic form, and the zirconium alloyed in the form of the commercial hardener containing magnesium and 30 to 50 pct Zr.10, 26 Fluxing practices for melting and refining were the same as for magnesium-rare-earth metal-zirconium alloys. The melts were sampled for analytical determinations and poured into separately cast 1/2 in. diameter standard tensile bars. The test bars were given a precipitation treatment of 16 hr at 600°F in laboratory furnaces. It has been shown by other tests that a high temperature solution treatment followed by an aging treatment is unnecessary for the development of optimum properties in Mg-Th-Zn-Zr alloys. The selection of 600°F as the aging temperature was based on an attempt to achieve metallurgical stability without coalescence of the undissolved phases and the attendant loss in strength. The thorium, zinc, and zirconium contents of each melt were determined chemically. The zirconium contents are reported in two parts, "soluble" and "insoluble," referring, respectively, to the portions present in the alloy which are soluble and insoluble in dilute HCl acid. Distinction is being made between these two components of the zirconium content in the alloys because it has been found that only that portion of the zirconium content which is soluble in dilute inorganic acids affects the structure and properties of the alloys. The usual impurities consisting of copper, iron, manganese, and nickel were determined spectroscopically. The analysis for each melt is listed in Table I. OF all the metals in the war program the demand for and the production of magnesium have increased percentagewise the most. In the prewar year 1939 the production was 3350 tons. The war program, twice expanded, now provides for nearly one hundred times that amount annually. The goal announced by the War Production Board in February 1942 was 362,500 tons per year. Be- cause of the development during the year of satisfactory types of incendiary bombs other than magnesium this objective has been somewhat reduced but the capacity of the plants already built or under construction will be huge. The Aluminum and Magnesium Division of the W.P.B. has had the responsibility of planning and implementing this expansion and of providing fabricating facilities as well for this greatly increased tonnage of magnesium ingot.

Advancement in the art of burning fuels for steam generation has been so marked and so rapid in the last 10 or 15 years that one may well hesitate to classify as unsuitable for stationary steam boiler firing any material having a fuel value. This statement should not be interpreted to mean that any existing boiler plant can successfully utilize any fuel with which it might be supplied. It does mean, however, that almost without exception it is possible to design and construct stationary boiler plants so that they can be operated with whatever coal is the economic supply therefor. In considering the subject of the use classification of coals, it must be recognized, first, that the suitability or unsuitability of a coal for certain uses or conditions may be largely a matter of opinion and, second, that as advancement in the art of burning fuels continues, fuels that may have been considered unsuitable may later be regarded as entirely suitable. This is well illustrated in the creation of a market for slack bituminous coal and for the finer sizes of anthracite that resulted from the development of mechanical stokers adapted thereto. Coke breeze is another fuel of which large tonnages were formerly wasted, that has now been found suitable for use in properly designed furnaces. Again, results that would have been thought quite impossible a generation ago are being obtained in steam boiler plants today with lignites of high moisture content and with coals of excessive ash content. It must, however, be admitted that oftentimes an existing boiler plant can be successfully operated with only a limited number of the coals that are available as possible supplies. We may briefly consider some of the more important factors that may affect the suitability of coals for such a plant. Insufficient or barely sufficient draft to meet peak steam demands is often a limiting factor, and the permissible frequency of fire-cleaning periods is another. In some cases, the action of the molten coal ash on refractory furnace linings prohibits or makes inadvisable the use of certain coals. WHAT becomes of the water which must have filled the oil and gas sands at the time of deposition, has long puzzled students of oil and gas and has found expression in Munn's well known article on the hydraulic theory. Both Munn and Clapp have pointed out that in the Appalachian field the deeper sands carry increasingly less proportionate amounts of water. It seems to me probable that the principal source of oil and gas has been in the shales in proximity to the sands which now contain these products. The sand spits which mark off the lagoons from the sea comply particularly with the requirements of a limited sand imbedded in shales rich in organic matter. Cunningham Craig has objected to this view that the rich organic muds of lagoons are found only at the surface. That such muds do extend to considerable depth 1 am assured by Prof. Douglas W. Johnson, who has made an extensive study of the Atlantic Coast marshes. As any particular sand body becomes weighted by a heavier and heavier overburden, the result of increasing deposition, a part of the very large percentage of water in the uncompacted sand and mud is forced pout. The water percentage of freshly settled mud is vastly higher than that of the resultant shales, or even of a very porous sand. If beds of less compressible material meet or underlie the shales in question, there will. frequently be a lateral motion along such beds to some point where the upward movement will be resumed. We find in our laboratory work here that oil, gas, and water have extremely slight capacity for gravitational sorting while in a state of rest but when moving the gravitational sorting is readily accomplished. As the oil, gas, and water pass a body of larger pores, the gas, owing to its lack of capillary attraction, is retained in .the large pores.

ELECTRICITY must be safeguarded everywhere that it is used. The conditions that exist underground make the use of safeguards more essential there than almost anywhere else. Electric Shock Electric shock is the greatest danger in connection with the use of electricity in mines, because conditions existing underground are so favorable to its occurrence. Men are often obliged to work in more or less uncertain light near bare wires that are carrying dangerous potentials. The fact that the men are standing on the earth practically connects them to one terminal of the electric generator. The most dangerous piece of electrical equipment underground is the trolley wire. It is necessarily bare and extends for long distances throughout a mine, often less than a man's height from the track rail. Sometimes the making up of trips of cars must be done near low-hanging trolley wires. All bare wires offer the same danger that trolley wires do, although not to the same extent. Apparatus that has accidentally come in contact with the ungrounded side of an electric circuit is almost as dangerous as the trolley wire. A severe and even fatal shock may be obtained by coming in contact with the frame of a motor or a switch box that has become charged with electricity, or "alive," as it is usually termed. It is also possible to obtain shocks from the frames of locomotives and cars if track. sanding, poor bonding or a similar cause has put a high resistance to earth in the path of the current.

IN March 1949 the Calaveras Cement Co. was sued by five landowners whose properties are located in the vicinity of the plant. These landowners—all of them cattle ranchers—sued for dust damages of $120,338 and for an injunction preventing the company from casting dust upon their properties in injurious quantities. The issue was split, the jury deciding the amount of damages and the court handling the injunction features. The action came to trial before a jury in April of that year and resulted in damages being awarded in the amount of $7,508. A month later the court issued its injunction requiring recovery of stack dust to an 87 pct minimum. The Calaveras plant, shown in Fig. 1, is located three miles from San Andreas in the heart of the Mother Lode country, about 45 miles east of Stockton, Calif. Since it is in a small town, the company's responsibilities to its employees and to the community are different from those of plants located in large centers of population. Construction of the plant was begun in 1925, and production was started the following year. Standard gray Portland cement as well as several specialty cements are produced. Production facilities have been continually enlarged so that the present capacity is more than double what it was 25 years, ago. The most important item in the company's expansion program was the purchase in 1945 of an 11 ft 3 in. x 360 ft Allis-Chalmers kiln which had been declared surplus by the Defense Plant Corp. The company is now able to produce about 2,500,000 bbl of cement a year, and employment at the plant is approximately 300. The production of cement has always involved a dust problem, solution of which has been attempted in a number of different ways. By far the most efficient method of catching dust discharge is electric precipitation. Soon after the company went into production in the 1920's, the landowners near the plant began complaining about dust discharge. The company settled the matter by paying them a total of $27,000 for dust damages incurred during the period from 1929 to 1938. In the latter year the two-unit Cot-trell Electric Precipitator shown in Fig. 2 was installed and collected over 85 pct of the dust resulting from operation of the two 11 ft 3 in. x 10 ft x 240 in. kilns. From 1938 until 1946 the landowners registered no objection and were apparently satisfied with that dust recovery. In 1946, however, the substantially higher production resulting from operation of the new kiln immediately overtaxed the facilities of the existing two-unit precipitator. In a short time claims for dust damages were again received from the landowners. The company informed them that because of postwar shortages it would take several years to install a new precipitator. The company stated that it intended to purchase an additional precipitator and offered in the meanwhile to pay the landowners a fair amount to cover their damages. This offer was rejected and the landowners filed suit in the Superior Court of Calaveras County asking for total damages of $120,-338 and for the injunction outlined above. Case for the Ranchers The attorneys for the plaintiffs produced three different types of witnesses: first, the landowners themselves and members of their families; second, other cattle raisers who were sympathetic to the plaintiffs; and third, several types of technical experts: veterinarians, soil chemists, and an aerial photographer. The testimony of these witnesses was designed to establish that the flue dust from the plant had not only damaged the land and the forage, but had also caused fluorine poisoning to their animals. By a combination of these causes, the plaintiffs attempted to prove substantial loss of profits.

It is not my purpose to write a lengthy article or to attempt the solution of the problem I am presenting, but to call attention to what I believe an important issue, hoping that it may arouse in some one, or in some company, a sense of responsibility. I am referring particularly to modern up-to-date milling plants discharging tailings which under existing conditions cannot be further treated or from which a recovery cannot be made at a profit, but where a quantitative and qualitative analysis shows that a portion of these tailings might profitably be treated at some future time when our metallurgical knowledge has advanced, when we have cheaper power, chemicals, labor or other advantageous conditions. Early Methods In our early milling methods very little attention was given to the care of tailings. It was thought that if the mill could be located by a stream or a river where the final disposal of the tailings could be forever lost sight of, it was highly desirable. We can now see and estimate what was lost in these rich tailings, not recoverable from the streams and the great rivers. Fortunately for many, the depositing of tailings in these streams and rivers was objected to by the farmers and finally prohibited by the State Legislatures. In looking back over our past milling methods, it seems that the first endeavor was to make the maximum amount of money for a particular period, or year, regardless of the future, the depletion of the mine, or the conservation of the total mineral content. IN September 1939, the Ohio Copper Co. inaugurated the treatment of its copper-bearing mill tailings at Lark, Utah. These tailings had been accumulated during the regular operation of the Ohio Copper mine and mill over the period 1907 to 1919. Gravity concentration had been employed except for a comparatively short period in 1919, when flotation was used. The ore milled during that period assayed about 1 per cent Cu. The chief copper mineral, chalcocite, was disseminated in a shattered quartzite, mainly along fracture or cleavage planes. The quartzite gangue was extremely hard and grinding to liberation resulted in excessive sliming of the "sooty" chalcocite, with consequent high tailings losses. Recovery on the seven million tons treated was probably less than 6o per cent of the total copper content. As early as 1918, attempts had been made to sample the dump. In 1928, a complete sampling program was undertaken. The sampling consisted of seventy-four 5-in. post auger holes drilled to the full depth of the dump at regular intervals of 250 ft. Each 10-ft. portion thereof comprised a sample for analysis. Each sample was screened, rolled, divided into three parts, dried and assayed. The reject was retained for testing purposes. From the depth of the auger holes a contour map of the dump was plotted, Fig.1, which gives percentages of tonnage and copper content. The tonnage within the limit of the drill holes was estimated at about five million tons with an average content of 0.42 per cent Cu, 31 per cent of which (0.13 per cent) was acid-soluble. A screen analysis of the composite dump sample is shown in Table I. Flotation tests by several companies and individuals were then made, the results of [ ] which ranged from 62 to 74 per cent recovery. On the basis of these, a Zoo-ton pilot plant employing straight flotation was built and operated for a few months. Operation of this plant was unsuccessful, as no provision had been made to handle the copper-bearing solutions resulting from the water-soluble copper, a point that was overlooked in the laboratory test work. Attempts to decant the copper-bearing solution for precipitation in the usual manner ahead of flotation were not satisfactory because of low water recovery (owing to poor settling characteristics of the pulp) and contamination of the copper precipitate with unsettled slime. IN the recently published book entitled "Man in a Chemical World," by A. Cressy Morrison, the several pages discussing explosives were included in the chapter on "Serving Industry." Such a classification is entirely correct, as blasting explosives function only as a tool for accomplishing certain useful work, a tool which is completely destroyed in one use. Explosives are so important to industry and to modern society, in fact, that it seems impossible to imagine the existence of civilized nations without access to commercial explosives as ready servants. Two main types of explosives are now in use, the low-velocity or deflagrating type, such as black powder, which is adapted for use in coal mining and other applications where a slow, heaving effect is desired, and high explosives of the dynamite type,

The International Law of the Continental Shelf, so far ratified by 35 nations, extends the national boundary of any coastal nation to the edge of the continental shelf, this normally being at a continuous water depth of 200 m. The Law further extends this boundary to include the floor of the deep ocean to any depth that can be mined by advanced mining technology. In effect, proof of mining can constitute proof of ownership of the subaqueous land and the minerals on or below the sea floor. Irrespective of the fact that present technology is too limited to permit mineral exploitation in the high seas-and the law regarding the right to mine appears hazy-the U. S. Treasury Department's Bureau of Customs, has a ruling that would further deter mining operations on the high seas. This law contends that minerals mined on the continental shelf of the United States are actually mined within the continental United States and are free of tariff, but mined products or other articles obtained from the ocean or the sea floor beyond the continental shelf, if brought into this nation, must be considered as imported and are subject to such customs duties as are applicable under the tariff schedules of the United States.
