This portion of Mexico is quite beyond the ordinary routes .of travel, and is seldom visited. Its mines have not the record of enormous wealth which has recently attracted foreign capital to other parts of the republic; but for many centuries it has been a mining country, and at some periods evidently a productive one. In 1881 the writer visited the State and spent some time in the inspection of the mines. The absence of published information regarding its mining industry is his apology for presenting to the Institute these notes on the subject. Oaxaca is, with one exception (Chiapas), the most southerly of the Mexican States. It extends from latitude 18o 20' to 15' 45' N.— about 180 miles, by some 300 miles, in an east and west direction, and embraces a large part of the Isthmus of Tehuantepec. The coast-line is wholly on the Pacific. The State has an area of 27,470 square miles, nearly that of the State of Maine, and a population estimated at one million, or thirty-six to the square mile. Reed, Jr. The authors are to be commended for finding a material for pellets binding that we were unable to uncover during the investigations that led to US Patent No. 3,748,116, "Method for producing metallic iron powder from iron ore concentrate," July 24, 1973, by G.G. Reed, Jr., J.M. Karpinski, and S.V. Fox. This patent concerns a method of processing "super"-concentrates prepared from magnetite or "blue dust" into molding-grade metallic iron powder for use as a bulk commodity, in contrast to current methods which produce small batches that are custom-blended with additives and/or alloys to customer specifications. The one thing we had not found at that time was an organic binder (mineral-matter-free) that would allow induration to produce hardened pellets that would survive SL/RN Direct Reduction. Peridur appears to provide this missing link needed for large scale (200 t/a, or 220,460 stpy) single line plant capacity consistent with a low market price to ensure greatly broadened use of metallic iron powder. I hope that industry will adopt this combination so that metallic iron powder usage can fulfill its potential. ?

INTRODUCTION In September 1974 the Resource Appraisal Group of the Branch of Oil and Gas Resources, U. S. Geological Survey, was asked to aid the Federal Energy Administration (FEA) in its legal responsibility to generate by June 1975 an independent appraisal of the undiscovered oil and gas resources of the United States, both onshore and offshore. As a result, the Resource Appraisal Group accelerated its ongoing efforts to develop sound appraisal methods and procedures that would permit the systematic collection and evaluation of basic data from petroleum provinces throughout the Nation. The results of this independent appraisal of the Nation's conventional oil and natural gas resources were published by the U. S. Geological Survey as Circular 725, June 1975 (1). The estimates in this report of undiscovered recoverable oil and gas resources for the United States were made: (1) by carefully re- viewing a large amount of geological and geophysical information gathered on more than 100 different provinces by over 70 geologists within the Survey; (2) by applying a variety of resource appraisal techniques to each potential petroleum province; and (3) by application of subjective probability procedures to group appraisals for each petroleum province. These methods provide a range of estimates which are summarized in terms of low, high and mean values for the various provinces and groups of provinces, or regions. The basic data and procedures used are documented and are being incorporated into a dynamic, data- intensive system that can be upgraded, updated and reevaluated periodically. These data are open to public inspection. DURING late years, the proportion of beileficiated iron ore shipped from the Lake Superior District has increased very rapidly. By benefication is meant washing, screening, drying, sintering or any process by which the grade or structure of the crude ore is improved before shipment. In 1915, only 3,000,- 000 tons, or 9 per cent, of t6e total Minnesota shipment was beneficiated ore, compared with 13,500,000 tons, or 35 per cent, of the total Minnesota shipment in 1925. This increase is, of course, due to the fact that iron and steel can be made more cheaply after beneficiating these ores than they could have been had these ores not been so treated. Fundamentally, however, several causes contribute to the necessity for beneficiating iron ores, such as depletion of the reserves of high-grade ores, the iron ore leasing systems and taxation methods and, at the smelting plants, a better understanding of blast-furnace operations, increased operating costs and increased sulfur content of blast-furnace coke. As economic conditions change, it is by no means certain that the proportion of beneficiated ore shipped each year is going to continue to increase. Undoubtedly some of the beneficiation operations are not economically sound at the present time and what the future has in store for the iron ore industry is problematical. Generally speaking, the cost of fuel for blast-furnace operations will increase as time goes on and in order to continue to produce cheap iron and steel, some of the other costs must be lowered. Freight and labor rates probably can- not be reduced. The cost of producing iron ore cannot be reduced much below the present price. It therefore appears that the best opportunity for maintaining iron and steel prices at their present level in spite of in- creased costs of labor and raw materials is to use. less or cheaper raw materials. This, of course, contemplates an improvement in metallurgical processes all along the line and, as a matter of fact, we can confidently expect these improvements because scientific investigations will undoubtedly be even more productive in the future than they have been in the past.

In the last several decades, techniques of data collection have been rapidly evolving. Automated spectroscopic techniques in the chemical analysis of rocks for example have advanced to the point that we can analyze samples faster than we can grind them. Remote sensors of LANDSAT give us intensity measurements in four color bands of every acre of the U.S. every 19 days. Common depth point seismic instrumentation systems used at sea for surveying and networks of seismometers arrayed around the country for earthquake studies likewise are generating vast amounts of data. These along with many other earth science data generating systems have caused a veritable data explosion. How do we deal with these enormous amounts of geologic data presently being produced as well as those produced in the past, and to be produced in the future? There is an immediate need to acquire and utilize past and present basic data in order to address today's national earth science problems. Also data being collected and stored now must be compatible with future data in order for us to be able to undertake the wide spectrum of analysis that must be made in the future. This is a big order! In order to organize and to be able to analyze these data, the USGS has embarked on a wide ranging program of compatible data base construction and the development of computer technology, based on interactive computing, to facilitate resource assessments and analyses. These activities are analogous to two sides of a coin. One side deals with the logic, philosophy, and mechanics of information storage and retrieval; and the other side deals with the sensible application of computer technology to the treatment of data. The use in the iron blast-furnace of slags high in magnesia has been generally condemned, not only on the ground that magnesia renders the slag less fusible, but also because it is said to have less power to remove sulphur from the iron. Percy? says the use of dolomite as a flux should obviously he avoided, because magnesia " tends to induce infusibility," but says nothing of its relation to sulphur in the charge. Bell suggests the absorption of SO2, by lime and magnesia in the blast-furnace, but leads the reader to suppose that the really active agent is lime. ANY metal which contains even a small percentage of aluminum possesses certain peculiarities of appearance and properties which are exhibited both when the metal is melted and after it solidifies. Pure aluminum, or an alloy containing a small proportion of aluminum, can be melted without flux-except for a layer of charcoal-because a film of aluminum oxide and metal forms at the surface of melted aluminum. Although very thin, this film is air-proof, and it prevents the metal underneath from oxidizing. This oxidized film does not move easily on account of its toughness and high surface tension. One very important point in connection with this process of still casting has not been strongly enough stressed, namely, that the same kind of surface film with the same peculiarities forms over the surface of all melted alloys that contain even a small proportion of aluminum. Experienced foundrymen know how desirable it is to cast aluminum under its "skin" or under the surface of the film which tends to remain still. In the case of red copper, when in fusion, the surface shows pure copper only. This is due to the fact that liquid copper constantly absorbs the copper oxide which forms on the surface. By closely examining melting copper the oxide can be seen dissolving in the bath, and going into solution just as pulverized sugar dissolves in water. When copper is cast in the open, either in wire bars or cakes, the surface of metal exposed to the air is covered by a film of black, oxide that cannot be absorbed by the metal.

The problem of preferred orientation has been considered in quantitative phase analysis by X-ray diffraction techniques. The average intensity of a diffraction peak can be obtained by integration over the whole pole figure, or by random rotation of the specimen in the X-ray beam, or by a combination of both. For rod or wire, where the pole figure shows rotational symmetry, the intensity is measured along a radius of the pole figure. Where no symmetry is present, rotational symmetry is imparted by rapid rotation of the sheet around its surface normal during measurement. These methods are applied to the determination of aus-tenite in an Fe-31 pct Ni rod and Fe-28 pct Ni sheet. X-RAY diffraction techniques are frequently used for quantitatively determining the relative amounts of two or more phases present in a structure.1,2 Briefly, the method requires a measurement of the intensity of a Bragg reflection for each phase. The method is based on the principle that the intensity of a Bragg reflection, IA, is directly proportional to the volume fraction of the given phase present, CA: T KRACA/2µ [1] where K is a constant independent of the diffracting phase, RA can be calculated and depends on the Bragg angle ? and the particular reflection measured, and µ is the linear absorption coefficient of the mixture.' For a mixture of two phases A and B, IA = RAcA [2] IA/IB=RAcA/Rbcb and CA+ CB = 1 [3] This allows the volume fraction of a phase to be calculated directly from the measured integrated intensities of the two phases present. This method is frequently used for quantitatively determining retained austenite in steels, but can be used for the quantitative determination of in titanium alloys, as well as phases in other alloy systems. The intensities are generally measured by diffracting only from planes whose normals are perpendicular to the specimen surface, with the implicit assumption being made that this intensity is typical of reflections from planes whose normals lie at other angles to the surface. If the specimen contains a texture or preferred orientation of the crys- tallographic planes by virtue of previous mechanical working, however, this measured intensity is correct only if the intensity level fortuitously is one times random. Examination of pole figures for actual rolled sheet shows that the intensity level at the center of the figure is seldom at the random level, and can very easily differ by a factor of five or more, leading to a commensurate error in the calculated amount of the phases. Textures have been commonly found in materials which are cold-rolled or recrystallized after cold rolling. This problem is becoming of greater importance since structural materials in use today, such as the high-strength stainless steels, frequently are further strengthened by cold rolling, and hence contain textures. Although high-strength carbon-containing alloy steels generally do not contain textures, some of the newer thermomechani-cal treatments will impart a texture even in these cases. In the case of hexagonal metals, such as titanium, probably every wrought sample will show some anisotropy. Since the standard X-ray techniques are inapplicable in all these cases, there is a clear need for some method of taking this anisotropy into account. The specific problem is to obtain the integrated intensity of a Bragg reflection for each phase, averaged over all orientations of the sample with respect to the X-ray beam. In offering some data relative to this property, and the treatment of its ores, it is proper to say that a purely scientific article has not been attempted. It is hoped, however, that the economic conditions presented may be of interest to the members of the Institute, and that a discussion upon the concentration of the ore may throw some light upon a very unsatisfactory part of the work. The Smuggler-Union mines are located at the head of the San Miguel river, just south of the water-shed between Ouray and Telluride. The latter town, reached by the Denver and Rio Grande railway, is most picturesquely situated, at ail altitude of 8500 feet, in a narrow valley, the lower portion of which exposes only the sedimentary rocks. Along the sides of the valley, large masses of coarse alluvial deposits are left high above the present channel of the stream. Although much placer-work has been done, and some very rich material has been found, the limited extent of the isolated tracts has made placer-mining in this locality generally unprofitable. The valley terminates two miles above Telluride in an amphitheater around which walls rise abruptly several thousand feet. Here the company's mill is situated, being reached by a Bleichert tramway from the mines and also by a spur of the Rio Grande railway from Telluride. At this point, not only are the reddish sandstone and conglomerate beds exposed, but the contact between the conglomerate and the overlying gray volcanic breccia is plainly in view, even at a distance of many miles. A marked stratification is noticeable, indicating the successive layers of igneous breccia, locally termed trachyte. AN interesting feature among the mining structures, on the Mesabi. iron range is the iron ore stacker erected in 1934 at the Mesabi Chief washing plant at Keewatin, Minn. It is built of structural steel, and carries a system of belt conveyors which collects the washed product of the plant and places it on a stockpile for subsequent shipment. Although the only one of its kind in the Lake Superior iron district, installations of similar nature have been used elsewhere in the handling of coal and gravel and in earthwork construction. The reasons for stocking Lake Superior iron ores may be as various and diversified as the methods used in building the piles. At the under¬ground mines the existence of the huge piles in evidence at each active shaft is due, principally, to climatic conditions in this north country where the shipping period is much shorter than the operating season. Conversely, at the washing. plants it may be desirable to stockpile washed ores because the shipping season is commonly of longer duration than the period during which the plants may be operated. It has been revived as a term found in textbooks on mineral veins, with the implied or declared assertion that the ore-deposits thus named in this country are similar to those which have borne the title abroad. It has also been advanced as an appropriate name for a new class of deposits, even if such a class had not previously been recognized. In either case, the assumption is that pipe-veins form a group or class by themselves, and are not merely interior and subordinate features in larger deposits. The peculiar mining law of the United States, which regards " the vein," whatever that may be, as the basis of title, lends a special interest to these claims. But the object of this paper is rather to discuss the subject from the standpoint of geology and technical literature. With the exception of the United States and Russia, none of the leading world powers have within their boundaries the oil supplies needed to meet present peace-time requirements, and even in regard to the United States it is admitted by competent observers that the known oil reserves within the country are inadequate to meet demands for more than a comparatively few years. It follows, therefore, that the transportation of petroleum—almost entirely by tank steamers—from foreign fields to the main consuming centers is one of the most important factors affecting the present and future development of the oil industry. The world-wide distribution of petroleum is affected by numerous factors of which international politics is not the least important. The assurance of an ample supply of petroleum—one of the most essential munitions of war—is of paramount importance particularly to those countries subjected to the rivalries of powerful neighbors. And paralleling the importance of the control of an ample supply is that of its safe transportation from the fields to the consuming centers. To illustrate: France is dependent almost entirely on foreign sources for its petroleum requirements estimated at close to 100,000 bbl. daily, and in order to control such a supply after the World War it acquired an interest in the Iraq oil fields. Lately it has undertaken the construction of a pipe line from these fields to the Mediterranean seaboard in Syria with the expectation that late in 1934 these fields will supply between 30 and 40 per cent of the country's requirements. It should be noted, however, that the availability of this supply is entirely dependent on the safe operation in the Mediterranean at all times of an adequate fleet of tank steamers. Thus, in order to transport 40,000 bbl. daily, it will be necessary for one 10,000-ton tanker to leave Tripoli, the Syrian port, say for Marseille, every other day throughout the year while to meet the entire present peace requirements of France from the Iraq fields, a fleet of some 30 such tankers must be kept in continuous operation between Tripoli and Marseille.

A microcrack process zone is frequently suggested to accompany macrofractures in rock and play an important role in the resistance to fracture propagation. Attenuation of surface waves propagating through mode I fractures in wedge-loaded double-cantilever beam specimens of Westerly granite has been recorded in an attempt to characterize the structure of the fracture process zone. The ultrasonic measurements do not support the generally accepted model of a macroscopic fracture that incrementally propagates with the accompaniment of a cloud of microcracks. Instead, fractures in Westerly granite appear to form as gradually separating surfaces within a zone having a width of a few millimeters and a length of several tens of millimeters. A fracture process zone of this size would necessitate the use of meter-sized specimens in order for linear elastic fracture mechanics to be applicable.

Forty of these are in Canada, and 37 on the Rand in South Africa, these being all the straight gold-mining companies that paid dividends in the two areas in 1938. There are two methods employed in the development of oil pools. The older and dominant method is one in which the primary object is the protection of the underground deposit from drainage through competing wells, and considerations of efficiency of extraction and cost of production are subordinated thereto. The newer and less prevalent method is one in which maximum efficiency and minimum cost are the first objectives and developments to these ends may proceed undisturbed by the exigencies of competitive drainage. The second method has developed mainly in pools under single ownership and the term "unit operation" has come to be applied to this procedure. A single ownership, however, is not essential to the method, for unity of operation may be achieved by agreement under split ownership, or even by a concert of enlightened purpose. There are examples of unit operation where neither the ownership nor the management is a unit, but merely where unity of procedure has been attained, as in the Yates pool. Throughout this paper "unit operation" is used in its broad sense without implying sole ownership or single management, although unit operation is more conveniently attained where these conditions are present. It is evident, upon reflection, that the second method should yield results far superior to the first, for the work of exploitation can be conducted without extraneous considerations and the natural forces present in the oil reservoir can be utilized to maximum advantage. Experience has amply confirmed this conclusion and were the facts widely known and appreciated, the efforts to extend the applications of the principle of unitization would be greatly intensified. Competitive Development of Oil Pools It has come about that the vast majority of oil pools, or reservoirs, in the United States are subdivided by numerous surface tracts under separate ownerships. This condition arises from the prevalent practice in the oil business of acquiring prospective acreage in checkerboard spreads. INTRODUCTION The degree of success of an association between parties in establishing a new venture ultimately depends on three factors: a. the venture's underlying economic strength, which is based on the complementarity of the comparative advantages brought by each party to the negotiating table; b. the ability to reach an agreement which satisfies each party's objectives and constraints; and, c. the capacity to design and implement a funding structure which is consistent with the project economics. A thorough assessment of the venture's profitability and associated risks under alternative technical and economic scenarios is the basis for a sound "go" or "no go" decision. In-depth evaluation of the risks and rewards to each of the parties involved under alternative legal and financial structure must be the foundation for a long lasting "how to go" decision. The allocation of risks and rewards should be consistent with the objectives and constraints of all parties and the sharing mechanisms, established in the contract, should be flexible to assure the long-term stability of the agreement. Rapidly changing economic conditions during the last decade have had a dramatic impact on the envisaged allocation of risks and rewards between host countries and private investors. The effects of these changes, and the fact that the relative strengths of the parties involved may shift during the life of a project (e.g. before and after major capital investments have been made), have forced the renegotiation of a multitude of contracts. Therefore, the present and future stability of an economic agreement would depend not only on the originally designed provisions, but also on provisions which allow for the automatic adjustment of rewards to project sponsors under a variety of future economic situations. A pre-condition for the allocation and quantification of risks and rewards is the definition of standards of measurement used by each of the parties. This is critical in international negotiations when one of the parties represents the national interests of a country. The understanding and use of different standards for the measurement of rewards for risk taken between a government and private enterprise facilitate the negotiation of a satisfactory agreement. This is possible because certain trade-offs between the negotiating parties may have different relative values. STANDARDS OF MEASUREMENT OF REWARDS FOR RISK TAKEN The negotiating process takes a step forward when the parties are able to focus on their interests, explore different alternative solutions and then base results on a set of objective standards. Unfortunately, the parties frequently put more effort into "staking out" and defending positions, than into understanding their intrinsic interests. Moreover, when one party, such as a governemnt owned corporation, represents a country's national interests, the negotiation process increases in complexity. Private firms focus on commercial profitability, using discounted cash flow techniques such as NPV, IRR, or ROE. In contrast, the government is also concerned with the project's impact on the local socio-economic environment. Without entering into a discussion of alternative economic development theories and approaches, there exist several possible measures that could be pragmatically utilized by each party in evaluating the socio-economic impact of a project. The more complete measure is the National Profitability (NP). The NP is a discounted cash flow procedure similar in structure to IRR or NPV but in which the project's financial cash inflows and outflows and discount rates are adjusted to take into consideration the local conditions. The NP is calculated on an unlevered basis and all taxes and duties are removed from the project

In the mining industry, there are two widely accepted methods of determining the investment worth of a contemplated project. One of these is the payback method and the other is the more recent discounted cash flow (DCF) technique known as the internal rate of return. Both techniques can be useful, but it is important to know the assumptions and characteristics of each procedure and how these may affect an investment decision. The Payback Period-A Shortcut to Yes or No The payback period is simply the time it takes for the cash inflows from an investment to equal that investment. Understandably, projects with short payback periods are preferred to those with longer ones. The payback period may be measured either from the time the initial investment is made or from the time that it begins to yield positive cash flows, but the latter approach is more realistic because it permits more accurate allowance for lost interest on the invested capital.
