T HE Mining Methods Committee held its initial meeting* on Tuesday afternoon, with F. W. Bradley in the chair and W. Y. Westervelt as vice- chairman. The first paper to be presented was "A Plea for a U. S. Court of Patent Appeals," for which Kenneth W. Greenawalt ably pleaded. The paper (which was published in full in last month's issue) is so carefully prepared that no synopsis can do it justice. It discusses the opposed views of some patent lawyers and other lawyers and members of the judiciary as, for example, Chief Justice Taft who is quoted as saying in 1921: "I think it is a great deal better to take a first class lawyer and a first-class judge and make him a good patent expert than it is to take a patent expert and try to make him a first-class lawyer and a good judge." Mr. Greenawalt argued the need for specialized scientific and engineering interest and understanding to enable a lawyer or judge to prepare or interpret patent specifications and decide the originality necessary for a valid invention. He proposed the special U. S. Court of Patent Appeals to also counteract the costly confusion and injustice now ruling where a patent may be declared valid in the courts of certain States and invalid by the courts of other States.

THE OBJECT of this paper is twofold: (1) To analyze the forces that cause air bubbles to spread on mineral surfaces in the flotation process; and (2) To develop a rational expression that will serve as a criterion of the floatability of minerals, to the end that the efficiencies of various flotation reagents can be accurately compared. Heretofore, the subject of the spreading of air bubbles has been dismissed with the statement that the surfaces of minerals on which bubbles spread are water-repellent. Imperfect understanding of the forces involved has led to the use, hitherto, of various erroneous formulas for the calculation of the comparative effectiveness of flotation reagents.

IN 1839,1 Gerard, Troost, the first, State Geologist of Tennessee, reported the occurrence of zinc ores in East Tennessee, in connection with the iron ores at Embreeville; in 1844,2 he refers to the zinc deposits of East Tennessee, especially the apparently rich deposits occurring, in Jefferson and Claiborne Counties, while his ninth annual report is a ,description of the zinc deposits of Jefferson County and a description of the most improved processes by which zinc is extracted from its ores. Although. Tennessee has long known of the occurrence of its zinc deposits and has recognized their value, only during the last few years have these ores been successfully worked. As far as can be learned, prior to the systematic development of the Mascot district in 1911, no large-scale or successful operation of any of the zinc deposits was carried on. But in that year, after several companies had made considerable progress in developing the Mascot area and had proved. a relatively extensive body of low-grade sulfide ore, the American Zinc Co. entered the field. It introduced modern methods of prospecting and mining the ore and from the first was successful. Too great credit cannot be given this company for its pioneer work in a previously unimportant field. Throughout the history of its operations, the American Zinc Co. has confined its efforts to underground mining of the sulfide ore, sphalerite. This company has found that successful results in zinc mining in East Tennessee can be achieved only by expending large sums in prospecting and blocking out bodies of pay ore in sufficient magnitude for large-scale operations. At Mascot are located the mines of the American Zinc Co. of Tennessee, the mines being situated along the Southern Railway in the Holston River Valley, Knox County, about 13 miles northeast of Knoxville. Considerable mining and prospecting had been done by several companies prior to the acquisition of this property by the, American Zinc Co. The salt-beds at Salton, on the line of the Southern Pacific railway, in San Diego county, California, have been successfully worked for many years by the corporation known as the East Liverpool Salt Co., and the salt has been largely used upon the Pacific coast generally and in the interior. But the industry has lately been destroyed by the overflow from the Colorado river. The salt is dissolved, and the waves of the Salton sea now roll 50 ft. above the site of this once thriving and growing business. The salt-bed was evidently the residual accumulation from the waters of an ancient lake, which I have named Cahuilla, from the name by which a large part of the valley—the home of the Cahuilla tribe of Indians—is known. The deposit covered a comparatively small area in the lowest part of the valley, 280 R. or more below the sea-level. This depressed area is now generally known as the Colorado desert, but has a soil of wonderful fertility wherever water can be had on its surface. The deserted beaches, and the water-lines, only a few feet above tide-level, upon the rocks of the bordering mountains, as well as a great abundance of shells in the soil, all bear decisive testimony to the former occupation of the valley by water. C.-Consider the United States broadly and the distribution of the salt industry. Think of the old solar-evaporation process up in New York State, then of the more recent processes in Michigan and Kansas and Louisiana, where the rock salt furnishes a large industry, then of the solar-evaporation process at Salt Lake, then turn to the crucial place in the United States, where there is an embarrassment of salt, and that is California. I am not forgetting' the immense body of salt east of that in the Virgin River country of Utah; but in California the situation is interesting. There are very large quantities of salt in the Searles Marsh region; again, in Southern California, at the southern end of Death Valley, there are two or three mountains of salt which have been explored recently, where the salt is sufficiently pure to be used at once. There is also a large deposit of gypsum, and it would be possible there, by extremely cheap means, to produce an amount of salt sufficient to furnish the United States' greatest needs. The principal reason that capital has been deterred from developing such a large mass is not the fact that solar evaporation produces a great deal of salt around San Francisco, but the fact that if potash salt is to be produced in connection with the salt in the borax region a, great deal of ordinary salt must be disposed of. It cannot be dumped, for it would get back into the brine again; the first rains would bring that salt back into solution again. It must be sold, given away, or hauled to a distance, which would mean a considerable freight charge. The salt will be going begging. E. G. SPILSBURY, New York, N. Y.-The remark of Dr. Day's regarding the likelihood of the production of a large amount of waste salt brings to my mind the condition that obtains in Germany in all of the potash fields. In Germany salt is a government monopoly. In the development of the potash deposits, it becomes a grave question as to how much salt they may be allowed to extract and bring to the surface.

The object of the present paper is to call attention briefly to a novel method of analyzing the action of the ordinary gravity stamp, which has not only thrown much light upon the exact motion of the stamp-head, but promises also to be of value in determining the efficiency of a new mill before setting it to its work of crushing, and in this respect should be of service to constructors of mining machinery as well as to mining engineers. The method was devised by Mr. D. B. Morison, and developed in connection with his experiments on the comparative crushing-effects of his patent high-speed stamp and the ordinary cam-stamp, which were carried out at the works of Messrs. L. Richardson & Sons, Engineers, Hartlepool, and on which he read a paper at Newcastle in 1897.* Mr. Morison's experiments were of a very exhaustive nature; and having been consulted by him during his investigations, I had frequent opportunities of examining the methods employed and the results obtained. Experiments were first made with an apparatus resembling the indicntor of a steam-engine, inasniuch as the drum revolved alternately backwards and forwards, thus producing a closed diagram. This form was not found satisfactory, and it was therefore altered so as to cause the drum to revolve continuously in one direction, thus giving a continuous or open diagram. The arrangement is shown in plan in Fig. 1; a collar, A, surrounds the stamp-stem loosely and works between the guides B, B, which constrain it to move in a vertical line only. Discussion of the paper of WILLIAM G. KRANZ, presented at the San Francisco meeting, September, 1915, and printed in Bulletin. No. 101, May, 1915, pp. 927 to 930. M. PETINOT, Niagara Falls, N. Y. (communication to the Secretary*). -I have read this paper with considerable interest and agree perfectly with Mr. Kranz that steel for castings made in an electric furnace is not necessarily, because of that fact, all good steel, and also that the qualities which he mentions, such as absence of segregation, elimination of `sulphur, great tenacity, etc., can be obtained in an electric furnace if operated under proper metallurgical conditions. An unusually low content of sulphur in steel for castings is not, of course, an absolute necessity and the range of this element usually obtained in steel made in basic open-hearth furnaces is sufficiently low to meet all physical requirements. The mechanism of blasting and the effect that blasting has on rock properties including the generation of new cracks and the opening of existing joints is discussed and compared with changes in seismic velocities. .Knowing the extent of blast induced damage and the overall stable slope angle it is shown that it is possible to design blasting so as not to induce any damage behind the toe of the blast area. Practical methods of blasting to meet this criterion and the results of these blasts are then discussed.

Zinc difhsions in gallium arsenide having surface concentrations as low as 5 x 10'' atoms per cu cm have been attained. A multiple-difhsion sequence is employed during which zinc enters the gallium arsenide from a silicon dioxide film in a solid-to-solid diffusion step. The technique is illustrated for the case of a zinc surface concentration of -1 x 1017 atoms per cu cm and a junction depth of 1.2 p. Radiotracer measurements of -0.1-p layers of gallium arsenide are used to delineate the resulting profile. A diffusion coefficient for zinc in pyrolytically deposited silicon dioxide is reported. ZINC is frequently used as an acceptor impurity in gallium arsenide. As examples, p-n junctions are formed using zinc-diffused layers in solar cells, lasers, and varactor diodes. For these purposes surface concentrations of 10'' to over loz0 zinc atoms per cu cm are desired and readily obtained from a vapor source. Diffusion of zinc into gallium arsenide to yield surface concentrations of about 1017 atoms per cu cm, however, is more difficult. For instance, oldstein' reports that large changes in the vapor density of zinc produce only small changes in surface concentration. Such low surface concentrations are necessary in forming the diffused base of a gallium arsenide double-diffused n-p-n transistor in order to obtain an adequate emitter efficiency. An alternative approach to zinc diffusion which can provide reduction in surface concentration of several orders of magnitude is the introduction of the diffusant from a solid source. This can be conveniently accomplished by using oxide films of the type generally employed for selective diffusion masking. Such oxides also serve to prevent the dissociation of the gallium arsenide surface at the high temperatures of diffusion. DIFFUSION PROCEDURE Fig. 1 illustrates the diffusion sequence which is employed for obtaining zinc surface concentrations in the range from 5 x lom to 1 X 10" atoms per cu cm. The description of technique will be given for the instance of -1 x 1017, which is typically utilized in double-diffused gallium arsenide transistor investigations at this laboratory. Tin- or germanium-doped gallium arsenide wafers drawn from crystals grown by horizontal Bridgman or Czochralski techniques are used, with bulk concentrations ranging from 1 to 3 X 10" carrier atoms per cu cm. Each wafer is chemically polished on the (iii) arsenic face using a mixture of five parts concentrated sul-furic acid, one part water, and one part 30 pct hydrogen peroxide at room temperature, followed by rinsing in deionized and quartz-distilled water. Pyrolytic silicon dioxide was chosen as the oxide coating because of the high quality of the films obtainable, the ease of their preparation, and the excellent control over film thickness and uniformity.

OIL burners, oil furnaces, and methods of installation, have been the subject of many articles, but information concerning oil-burning systems, based upon scientific principles, is still in great demand, especially in the manufacturing districts of our country. Fuel oil, as it is termed (this being the residuum from oil refineries), has for many years been of great service to our manufacturers, and has justified its popularity not only by producing a superior manufactured product, but by turning out approximately 50 per cent. more product than can be made with coal fuel under like conditions. To install a system requiring only an oil-storage tank, a small pump, and an oil-supply main with numerous laterals leading to the various burners, furnaces, boilers, etc., is a comparatively simple matter; and, because fuel oil is very volatile, it is not necessary to heat it, even during the winter months in a very cold climate. Furthermore, only a small amount of power is required to atomize fuel oil, this often being done by a positive pressure blower, or by a mechanical burner. An analysis of fuel oil, together with that of various other liquid fuels, is given in Table I.

This paper describes the production of a specific iron oxide pellet that has given very good and consistent results as feedstock for HYC-Process Direct Reduction Plants. The sponge iron originated from these pellets has been used for the economic production of almost 15 Mt of low carbon steel via electric arc furnace meltshops. An overview of mining, beneficiation, pelletizing, direct reduction and steelmaking for this case is given with emphasis on the charactertitics of the self-fluxing oxide pellets.

TRANSIENT potentials obtained in resistivity prospecting can be separated into two classes. The first is electromagnetic, has a comparatively short time constant, and increases in relative amplitude as the electrode separation is increased. These electromagnetic transient potentials, of which an excellent theoretical treatment is given by Yost: are the result of changes in the current and can be classed as differentiated signals. The second class is electrochemical, has a comparatively long time constant, and decreases in relative amplitude as the electrode separation is increased. The electrochemical signals are generated by the current flow itself and can be classed as integrated signals. The transient potentials due to electrochemical factors are the subject of this article. The phenomenon is referred to as induced polarization. Schlumberger" was the first worker to observe induced polarization, but he was unsuccessful in attempts to apply the principles of induced polarization in electrochemical prospecting. Other workers, notably Bleil; have studied polarization and in some cases pointed out its possibilities, but no theory has been presented that describes polarization and its time dependence adequately. It is the purpose of this discussion to present the essence of a theory to geo-physicists and to show that it leads to results consistent with experimental evidence. The theory on which this analysis is based has existed in electrochemical circles since 1910."

IT is the object of this paper to oppose unnecessary changes, and the introduction of new and confusing terms. From the earliest times of which we have any record on the subject, iron has been divided into general classes. Whether iron was first known in the form of wrought iron or of steel, is a matter of no importance; but at the time when cast iron first became a prominent article of commerce, wrought iron and steel were old products¬steel, at that time, being generally made from wrought iron by the process of cementation. As steel was then properly defined as iron containing more carbon than wrought iron, so cast iron was appropriately defined as iron containing more carbon than steel. Until the year 1776, when Huntsman first began the manufacture of a new kind of iron by melting wrought iron and steel in crucibles, the above definitions were all that could be desired. At first, probably, owing to imperfect appliances, only a highly carburized iron was melted in crucibles, and this led to its being called cast steel. If our ancestors had found a name for this material not involving the use of the word steel, we would have been saved the trouble of the present discussion. As the arts developed, new uses were found for steel, and the products of the crucible were varied, until at the present day it is quite common to find steel containing no more carbon than average wrought iron, and other steel containing nearly or quite as much carbon as some cast iron. All of these various products of the crucible have retained, or received, the name cast steel, usually abbreviated to the simple word steel, without causing any confusion among producers or consumers in regard to terms or their meaning. In 1855, twenty-one years ago, the Bessemer process was introduced ; this was followed in a few years by the Siemens-Martin process, and the products of both were at once, and have ever since been, called steel, from the fact that they were identical in chemical and physical properties with crucible cast steel. At the present time, then, we have three subdivisions of cast steel, viz.: Crucible cast steel, Bessemer cast steel, and Siemens-Martin,

IN the course of a study of slag-control methods, the authors devised a laboratory technique by which the basicity of basic open-hearth furnace slap could be estimated with sufficient accuracy to make the method of possible interest for slag-control purposes. The process consisted of measuring the slight basicity of an extract of the powdered slag in water. The procedure was presented, for the benefit of those who might care to experiment with it, in a paper submitted in the 1944 McKune Award Contest and presented at the 1944 Open-hearth Conference in Pittsburgh.1 Interest expressed at that meeting and favorable operating experience with the method at a neighboring plant, as described in a related paper by Michael Tenenbaum and C. C. Brown,2 have encouraged us to present further details of the development, technique, and pitfalls of the method and some additional data not included in our first report. At the outset it must be admitted that this method of estimation of slag basicity is not perfect; neither is any other that we know of. It is subject to somewhat greater errors than would be desirable, but compares favorably with other techniques in this respect. It has the disadvantage that it places the final determination of slag basicity in the hands of a laboratory technician rather than the furnace operator, although it can be operated in a control laboratory adjacent to the furnaces. It requires close attention to certain details, as do most laboratory procedures. On the favorable side, it eliminates the "human factor" of personal judgment inherent in estimation from pancakes or powdered samples. The procedure can be placed in practice much more rapidly and presents much less of a training problem than visual methods of estimation. The principle and operation of the method are so simple that it would not be surprising if others have experimented with the same or similar procedures, but we are not aware of any prior publication of details. Our own shop has been operating fairly successfully for several years with the aid of slag pancakes. Since the past year or two have not been favorable for the expenditure of time and energy where the need was not urgent, we have not introduced the new practice for actual slag control and hence do not have extensive operating data. In presenting this method, therefore, we make no claims as to theoretical justification nor guarantees as to practical applicability, but offer it as an empirical observation. CELLULAR substructure observed in metal crystals grown from the melt. has been studied extensively'-' and is attributed to the existence of a constitutionally supercooled zone in the liquid ahead of the solidifying interface. The mathematical description of this process has been given in terms of the concentration of solute in the liquid phase, the rate of solidification, and the temperature gradien.t in the liquid as the only variables.5 This technical note presents some evidence of 1) the effect of crystal orientation on some aspects of cellular growth, and 2:) the degeneracy of these cells into dislocation arrays. The zinc single crystals used in these studies were alloyed with cadmium sufficient to produce the constitutional supercooled cellular substructure. Crystals containing 0.05 pct Cd exhibited substructure formation for a growth rate of 10 cm per hr and a temperature gradient of 15°C per cm in accord with the theory. The growing liquid-solid interface was examined after we liquid had been decanted away in a fashion similar to that described by Rutter and Chamers.' The cellular substructure was also observed after polishing and etching the surface directly behind the decanted interface with a solution of HNO, and water. Fig. 1 is a photomicrograph of a typical polished and etched surface revealing substructure, the cleavage plane, and twins. Introduction One of the requirements of processing oil shale or other energy bearing rocks is to optimize particle sizes and permeability distributions in fragmentations as indicated by Hommert (1984). Basic to the understanding and planning of in situ fragmentation and ex situ mining of oil shale are the mechanical properties. During the past six years, an innovative and unique program was established by Chong et al. (1979, 1980a, 1980b, 1982a, 1982b) that developed an efficient methodology for standardized and simplified mechanical testing of the western oil shale. The experiments include precise, representative, and duplicable sample preparation; uniaxial static compression testing; "modified" split cylinder testing; uniaxial creep and relaxation testing under extended periods of time; dynamic testing with varying strain rates; and 3-D constitutive relationships. However, as far as the fracture mechanics is concerned, as Edl (1980) pointed out, there is still a lack of understanding "of the fundamental explosive rock breakage mechanisms," which "has necessitated extensive reliance on very costly empirical approaches." Fracture mechanics of rocks and oil shale (Costin, 1981; Schmidt, 1977; Abou-Sayed, 1977; and Barker, 1977) has been based on conventional fracture mechanics using regular notched samples with limited variations of oil yields and assuming the material to be isotropic and elastic (Kobayashi, 1975; Caddell, 1980). A cylindrical double cantilever beam (DCB) specimen with a "V" slot, known as a short rod specimen, has been used by Barker (1977) to determine fracture toughness of rock materials. The inherent geometric stability of the reinforced DCB specimen makes it suitable to be used with all brittle materials. Due to its remarkable stability for the initial crack growth, the DCB specimen can be used for dynamic fracture toughness testing as well. This specimen is more suitable for the evaluation of fracture toughness at high strain rates than most other fracture specimens. However, Barker's DCB specimen is not very well adaptable for short cores or layered rocks since the specimen contains numerous layers (say in a 100-mm (4-in.) long specimen), and the rock properties change from layer to layer. Schmidt (1977) studied the fracture mechanics of oil shale with two oil yields, using notched beams. Future of State and Federal Oil Regulation. BY NORTHCUTT ELY (Trans , vol 118 2400 words) The Interstate Oil Compact, ratified by six states and Congress in 1935, replaced the petroleum code, invalidated with other codes by the Schechter decision This compact endeavors, first, to conserve reservoir energy of oil pools through substantially uniform conservation measures by the states, second, it recognizes the state rather than the Federal Government as possessing the necessary police power for that purpose, third, it establishes an interstate advisory commission, so that orderly production in one state is not penalized by uncontrolled production in another, fourth, Federal interests are recognized in the control of hot oil, regulation of imports and fact-finding forecasts of supply and demand by the Bureau of Mmes It is not as complete an instrument as proposed by the Federal Oil Conservation Board in 1932, but is workable, and will be effective in proportion to the support given it by the industry Three results may follow First, now that fear of Federal control has subsided, the industry may lose interest in the compact and let it fall to pieces, second, if vigorously supported by the industry, the compact can accomplish most of the conservation objectives sought by the Federal control measures now believed unconstitutional, third, if the Compact fails, Federal regulation is almost certain to be revived, and can probably be sustained in connection with neutrality legislation, regulation of interstate pipe lines, and coordination of Federal and state gasoline taxes Nearly every step toward governmental regulation has originated within the industry state proration, the Federal petroleum code, Federal control of imports, Federal control of hot oil are examples The Compact shows a trend toward coordination between the powers of the industry, the state government, and the Federal Government If this arrangement fails through lack of interest by the oil industry, the next step is likely to be absorption by the Federal Government of the other two factors involved in the situation

The year 1942 in the South Central Texas area was marked by a sharp curtailment of exploratory drilling as compared with the past several years. In the 33 counties that compose this district, 17 of which are nonproducing counties, only 51 exploratory wells were drilled during the year 1942. This compares with 118 exploratory wells drilled during 1941, or a decrease of more than 50 per cent. At the end of the year 10 active exploratory wells were drilling in this area, as against 19 being drilled at the end of 1941. Of the exploratory wells drilled, two brought in oil wells and were new field discoveries and one was a gas well extending a recently discovered shallow gas area in the western part of the district. This compares with five new oil fields, one new . gas field and two extension wells drilled in 1941. Both new field discoveries were small and in areas outside of the general trend of the main producing horizon of the district in Edwards limestone: One new field, the Imogene, in Atascosa County, is a deep Edwards limestone prospect at 7500 ft., and the other new field, the Poth, in Wilson County, is a sSEa110w Wilcox (Eocene) prospect at 4000 ft. Subsequent drilling in each field to the end of I942 has proved disappointing. There were no new discoveries along the old Balcones fault-line trend, although 35 of the exploratory wells were drilled in counties along this trend. Approximately 38 wells were drilled in or adjacent to the proven fields of the district, of which 18 were oil wells, 2 were gas wells and 17 were dry holes. The district produced 6,186,178 bbl. of oil during 1942, which was a 7 per cent decrease under production for 1941. Approximately 4,961,000 bbl. of this total production, a slight increase over 1941, was produced by the four Edwards-limestone fields, Luling, Branyon, Salt Flat and Darst Creek, and the rest of the production came from the other 42 active fields in the district. During the year, 20 new producing wells were completed and 221 wells were abandoned in the producing fields. This alarming excess rate of abandonment~ over completions will be further reflected undoubtedly by a further decreased rate of 1943 production under 1942. Two active fields in the district in which more than one producing well was completed during the year were Bee Creek and Washburn. The majority of exploratory work in the district was confined to areas along the Wilcox trend, with a certain amount in progress along the deeper Edwards limestone trend. The successful completion of sevemi wells in the Washburn field from multiple sands in the Lower Wilcor (Eocene) has stimulated exploratory work along this trend, while the completion of a small well in the Imogene field from the Edwards limestone at 7500 ft. has renewed interest in this horizon at depths greater than generally are producing in the district.
