The first and opening session, held Tuesday afternoon, Oct. 10,. in the Reception-Hall of the St. Francis, was called to order by State Senator William C. Ralston, Chairman of the Executive Committee, who in a few well-chosen words welcomed the visiting members and guests of the Institute to San Francisco. He said it was twelve years since the last meeting on the Pacific Coast and that it was here that the greatest feats. of mining had been accomplished in the history of the country. He told of the work that had been done on the continent and of the new methods introduced by the mining engineers for the betterment of the nation. He then introduced Capt. Robert W. Hunt, twice past President of the Institute, and present Acting President for the San Francisco meeting and the subsequent visit to Japan, who responded cordially to Mr. Ralston's welcoming address. By unanimous vote, the Secretary was instructed to send a telegram to President Charles Kirchhoff expressing regret for his absence, and hoping for a rapid improvement in the health of his mother. Arch of Illinois is a mining complex comprised of two surface and two underground mines located in Perry County, in southern Illinois. The company a division of Apogee Coal Co. of St. Louis, MO. Arch of Illinois' two surface mines, the Captain and Horse Creek Mines, use large stripping shovels and cross-pit bucketwheel excavators to remove overburden from three seams of coal, the Herrin No. 6, Harrisburg No. 5 and Danville No. 7. All are considered high sulfur reserves. The two underground operations are managed by Arch of Illinois. They are the Kathleen Mine and the newly constructed Conant Mine, which began production in 1991. Both underground mines are continuous miner operations. They mine the No. 6 coal, which is about 1.8 m to 2.1 m (6 to 7 ft) thick. All coal is currently transported by truck to a central preparation plant located at the Captain Mine. This preparation plant produces 27 kt/d (30,000 stpd) of clean coal. Production in 1992 reached 5.9 Mt (6.5 million st) of saleable coal. Of that, about 66% or 4 Mt (4.4 million st) are produced by the surface mines and the rest the by under ground operations. Change is in the wind for Arch of Illinois. In 1988, 100% of all production (6.2 Mt or 6.9 million st) came from surface operations. By 1995, only 38% of production is scheduled from surface mines. And by the year 2000, 100% of production will from underground mining methods. Dwindling low ratio reserves, compounded by increasing environmental and land acquisition costs, coupled with more efficient underground mining equipment, have started an evolutionary trend toward development of underground reserves. For Arch of Illinois to maintain profitability of remaining surface reserves and to compete effectively mining underground, it must improve efficiency, productivity and cost reductions. These efforts are essential for maximizing current surface reserves and to ensure a continued existence in the presence of clean air legislation and the softening of the high sulfur coal market.

This paper presents and describes the South Interceptor Parallel Phase III Contract C93012C, which involved construction of a nominal 2.7 m (9-ft) finished diameter sewer conveyance using both pipe jacking and conventional tunneling methods. Earth Pressure Balance (EPB) excavation was required to minimize the potential for settlement beneath a main rail line, overpass, sensitive wetland, areas of contaminated soils, and nearby structures. Ground conditions predicted in the Geotechnical Baseline Report included low plasticity, clayey silt (40 to 10%) and silty sand (60–90%) with pieces of wood such as logs, stumps, branches and other tree fragments. Soil cover ranged from 2.7 m (9-ft) to 5.4 m (18-ft) over the tunnel crown with a groundwater table between 1.5 m (5-ft) and 3.7 m (12-ft) deep.

Recent studies by researchers from the National Institute for Occupational Safety and Health indicate that shear loading contributes significantly to failure of bolts used for rock reinforcement in coal mine roofs, Laboratory tests on 17 bolts were conducted to study the behavior of roof bolts subjected to shear loading over a range of axial bolt loads, Fourteen strain gauges were attached to each bolt to measure axial and bending loads at seven locations along its length. The instrumented bolts were grouted through two high-strength concrete blocks, and axial tension was applied to as much as 75% of yield strength. With the block interface acting as a failure plane, shear loads were applied to the blocks at a constant rate of displacement to the ultimate strength of the bolts. The tests characterized the relationship of axial bolt loads to shear forces across a rock bedding plane and measured the distribution of axial and bending strain along the length of the bolts. 'These results will improve the selection of roof reinforcement in mine areas where high shear stresses are present, thus improving the safety of miners working in these areas.

In the course of the examination, at the BureLu of Standards, of fusible tin boiler plugs for the Steamboat Inspection Service, it became evident that an investigation should be undcrtaken to determine the precautions necessary in the manufacture of acceptable plugs. The results of the tests of these plugs show that their manufacture has improved, though at present not all of the plugs tested are, satisfactory. Table 1 gives the result of tests of some 1500 plugs from about 100 makers. Records of the tests show that several of the makers were able to produce satisfactory plugs with every pouring. The Steamboat Inspection Service has the following specifications for fusible plugs: "Fusible plugs for use in boilers of steam vessels under the jurisdiction of the Steamboat Inspection Service shall be made of bronze casing with the bore tapering continuously and openly from end to end, and filled from end to end with tin not less than 99.7 per cent. pure and to contain not more than 0.1 per cent. of lead and not more than 0.1 per cent. of zinc. The small end of the bore may be countersunk not more than 1/32 in. in depth and width, but no recess, thread, or cavity other than this countersink shall be allowed." TWO of the most useful and important equations available to the metallurgist for the study of plastic deformation of metals are the Huber-von Mises-Henckyl-~ and the St. Venant7-10 equations. Huber-von Mises-Hengky Equation The Huber-von Mises-Hencky equation answers the question: When does plastic flow occur in metal that is subjected to a multi-axial stress? It occurs, according to this equation, when the three principal stresses,t UI, u2, and u3 satisfy the equation: (<ri - <r2)2 + (<r2 - <rsY + (ff! - <r3)* = 2Ki [i] Here K is the yield strength of the material as determined in an ordinary tensile test. If the quantities ul, 52, andas are assigned to the coordinates of a Cartesian three-dimensional system, this expression describes a cylinder whose axis of symmetry is inclined at equal angles to the three coordinate axes4s6 (Fig. I). The radius of this cylinder is .\/%K. For the purpose of simplicity, it is sometimes advantageous to ascribe the values al/K = sl, az/K = s2, UD/K = SJ to the three coordinate axes instead of the principal stress alone. In this case, Eq. I becomes (*i - s*)1 + (s2 - S3)2 + (si - SiY = 2 [2] and the radius of the cylinder becomes \/%. In the latter method of representation, a point lying inside the cylinder indicates that the metal will react elasti-cally, whereas a point lying on the cylindrical surface indicates that the metal will behave plastically. Some of the geometric features of this cylinder are worthy of study. Let us inquire first as to what interpretation may be placed upon what we will choose to call the "circles of latitude" of the cylinder (L in Fig. I) and the "meridians" of the cylinder (M in Fig. I). Any point, P, on this circle is presumed to have the coordinates sl, SZ, and s3. A carefully designed and controlled in-place destruction experiment was performed on a concrete bunker buried in 4.27 m (14 ft.) of soil. The objective was to determine if the explosive charges would collapse the structure in-place without requiring mechanical excavation. Collapse of the buried structure was first attempted by drilling holes in the soil and placing four 13.38 Kg (29.5 lb) Comp B explosive charges at a depth of 2.13 m (6.7 ft.). The configuration of the charges when detonated was 2.13 m (6.7 ft.) off the top of the concrete roof and 3.66 m (12 ft.) apart in a square pattern. Detonation of these charges created a crater ~4.88 m (16 ft.) in diameter and 2.13 m (6.7 ft.) deep, leaving ~2.13 m (6.7 ft.) of soil covering. Very limited spalling occurred on the ceiling of the concrete structure as a result of detonating these four charges. The second attempt to collapse the structure consisted of placing another single 13.38 Kg (29.5 lb) charge, identical to the first four, near the geometrical center of the bunker roof. This charge was detonated in the soil cover 100 to 200 mm (4 to 8 in.) above the reinforced concrete roof, collapsing it. Due to the collapsed roof and remaining soil cover, the structure had been collapsed in place, requiring no further demolition.

The explosive welding of metals is dependent upon the production of a jetting action caused by the collapsing of one metal plate against another. Successful welds are generally accomplished if the yield strength of the metals is in the range of 10,000 to 90,000 psi and the sonic velocity of the metal is greater than the detonation velocity of the explosive if direct contact explosive is being used.&apos; Should the detonation velocity exceed the velocity of sound in the metal it may still be possible to obtain the jetting action and a good weld. However, in most cases where a high detonation velocity is used complications arise because of reflected shock waves which tear the bond apart as fast as it is put together.&apos; Explosive welding of lead presents several problems since its yield strength and sound velocity are very low. Various values have been published3-5 for the velocity of sound in lead ranging from 2000~ to 23004 m per sec. Most of the high-order explosives have detonation velocities on the order of 6000 to 8000 m per sec, which precludes their use. The dynamites have a lower detonation velocity of around 2800 m per sec which is still somewhat too high. Lower-order explosives such as ammonium nitrate (1070 m per sec) must be used to weld lead in the as-received condition if the explosives are used in direct contact. Rather than use low-order explo&apos;sives it was decided to alter the sonic velocity of the lead. The sonic velocity is directly related to the modulus of the material according to the following expression: Fig 1—Interface of explosive weld of lead to steel. Bolling et al. 6 show that the shear modulus of lead single crystals increases from about 0.72 X1011 dynes per sq cm at 300°K to about 0.98 X1011 dynes per sq cm at 0°K, an increase of approximately 3 5 pct. This gives an increase in the sonic velocity of around 700 m per sec. Hence, the sonic velocity of lead at cryogenic temperatures is approximately equivalent to the detonation velocity of the low-order dynamites. We have obtained high-quality lead to steel explosive welds using a 40 pct dynamite in direct contact with the lead. Prior to detonation the lead was chilled with liquid nitrogen (78°K) to increase the strength and sonic velocity. Welds were made while the lead was cold. Specimen sizes were 3 by 6 in. A preset angle of 5 deg with a 0.10-in. standoff at the base was the geometrical setup used. The amount of explosive used for optimum welding of an 1/8 -in. -thick lead sheet to a steel plate was found to be 7 g per sq in. A PETN sheet explosive line wave generator was used to insure a linear detonation front through the dynamite. A photomicrograph of a lead-steel weld is shown in Fig. 1. The typical wave effect that constitutes a good explosive weld is present. When tested in shear, the weld failed in the lead, indicating that the bond is stronger than the lead base metal. Higher-order explosives were also tried without success. We believe this indicates the importance of matching the detonation velocity and the sonic velocity for successful explosive welding. Note Added in Proof. High quality explosive welds of lead to steel have recently been obtained at ambient temperature using a low velocity (1000 M per sec) free running dynamite. The growing demand for rare earth elements (REEs) has led to numerous recent studies to recover these elements from various bearing ores and wastes. Therefore, the recovery of REEs from Ras Baroud polymetallic concentrate has been investigated in the current study. Physical beneficiation for the Ras Baroud pegmatite sample was carried out, yielding a concentrate for euxenite (Y), fergusonite (Y), xenotime (Y), monazite (Ce), allanite, thorite, uranothorite and Hf-zircon, which resulted in raising the concentrations of REEs, Th, Zr, U and Ti in the sample. Fusion digestion processes with sodium hydroxide were studied using the conceived predictive diagonal (CPD) technique. The three experimental digestion groups proved the dissolution of 99.9, 95.6, 99.9, 52.5 and 0.47 percent for REEs, Th, U, Ti and Zr, respectively, under fusion conditions of 723 K, 120 min, 1/1.5 ore-to-alkali ratio, and smaller than 100-μm particle sizes. Fusion kinetics, isotherms and thermodynamics were investigated using several suggested models, namely, pseudo reversible first order, uptake general model and shrinking core model, which matched well with the experimental digestion results. Selective recovery of actinide content from the REE content of the digested concentrate chloride solutions was accomplished using solvent extraction with di-2-ethyl hexyl phosphoric acid. About 99.9, 99.9 and 4.2 percent extraction efficiencies for Th, U and REEs were realized, respectively, using 0.3 mol/L solvent concentration in kerosene as a diluent, 1/2 organic-to-aqueous ratio, aqueous pH of 0.2 and contact time of 15 min. Thorium and uranium ions were stripped with 2.5 mol/L sulfuric acid solution with 94 and 98 percent stripping efficiency, respectively. A highly purified REE precipitate was obtained from the raffinate solutions. Zircon mineralization tailings were obtained as a byproduct through the alkaline digestion process.

In addition to compliance with government emissions and reporting requirements, mining and mineral processing companies are increasing energy efficiency to reduce costs and become more competitive in the global marketplace. One of the major obstacles to identifying opportunities for increased energy efficiency is the lack of readily available data on energy use, and more importantly the energy use linked to production data, that identify energy reduction opportunities. As well as energy reduction, mining and mineral processing companies often struggle with the prediction of energy use, and are often penalized for under or over forecasting. Once again, it is the lack of timely information that makes this prediction difficult. This paper looks at expanding the use of a Manufacturing Execution Systems by integrating with Energy Solutions. This will provide automatic, timely information, at a granularity that makes it easier to identify energy reduction opportunities, reduce energy costs, and better predict energy use in a mining and mineral processing operation.

The electrical conductivity of electrolytes is very important in metal electrowinning and electrorefining processes as it has a very large influence on the energy consumption. There are few measurements of the electrical conductivity of zinc electrowinning electrolytes available. The electrical conductivity of zinc electrowinning electrolytes were measured over the following range of concentrations, 100 to 200 g/L H2SO4, 0 to 80 g/L Zn and 0 to 20 g/L Mg, at temperatures from 25 to 60 C. The specific conductivity of zinc electrowinning electrolytes may be expressed as a function of concentrations of sulphuric acid, zinc and magnesium and temperature by the following equation: k(S/cm) = 0.004 + 0.00115 t + 0.00282 [H2SO4] t - 0.00114 [M] t + 0.3442 [H2SO4] - 0.0451 [1-12SO4]2 - 0.1058 [M]ò[H2SO4] - 0.0224 (M] + 0.0286 [M] 2 where t is temperature (C), [H2S04](moI/L) is sulphuric acid concentration and [M](mol/L) is a sum of zinc and magnesium concentrations, ([Zn]+[Mg]). The specific conductivity of zinc electrolytes is a function of the concentrations of the hydrogen ion and free water molecule, which are calculated by taking into account the second ionisation constant of sulphuric acid and the stability- constants of zinc-sulphate and magnesium-sulphate complexes at 25 C.

Rosebery mine has had over 100 years of mining activity. The reserve has remained static for the last eight years with an expected mine life of six years. A move to rectify this was made in 1994 with the birth of the Deep Exploration Project (DEP). $45 M was committed to drill 100 km of underground exploration diamond drilling and develop 5.5 kin of decline aiming to add 9.5 Mt to the reserves and minimise lead time for development of P and K lenses discovered in the early-1990s. In 1996 this aim was expanded with the objective to build the resource base to 20 Mt by June 2000 allowing the mill to operate at 1.0 Mtpa (0.9 Mt from underground). Preliminary results of the project to-date are outlined and exploration diamond drilling techniques and strategies are described.

Scanning electron microscope–Mineral Liberation Analyser SEM-MLA can be used to discriminate between hematite/magnetite in iron ores, but achieving backscattered electron (BSE) segmentation between the two minerals is difficult for particles =75 &#181;m using typical preparation and analysis methods for the MLA based on a tungsten filament SEM (Quanta 400) with 25 kV high voltage. Preparing iron ore sample mounts using a slow-speed polishing method, and conducting the experiment on a field emission gun SEM-MLA (Quanta 650) with the high voltage (HV) setting lowered to 15 kV reduces instrument noise and results in very clean BSE images and segmentation. This method requires new X-ray standards to be acquired for each mineral identity at 15 kV because of major changes in the spectra at lower kV. WIENER and Bergerl reported the existence of the nitrides Fe3NiN and Fe3PtNwith a cubic L1&apos;2 structure. The present note shows that a similar nitride Fe3PdN can be observed and that the composition range between the iron nitride Fe4N and the nitrides Fe3NiN, Fe3PdN, and Fe3PtN is occupied by single-phase cubic nitrides with structures intermediate between L1&apos; and L1&apos;2. The materials used in this investigation were electrolytic iron of 99.9 pct purity, carbonyl nickel of 99.7 pct purity, sponge platinum of 99.95 pct purity, and palladium sheet of 99.8 pct. purity. Binary alloys of the transition metals were induction-melted in a crucible of fused alumina, powdered, and screened to a particle size of - 200 mesh. The powders were nitrided at 600°C in a gas mixture of ammonia and hydrogen, and the crystal structure was determined with the aid of a Wilson powder camera. The results are compiled in Table I together with information from the paper of Wiener and Berger.1 The compound at the nominal composition Fe3PdN has a diffraction pattern with prominent reflections of a face-centered cubic lattice (h2 + k2+l2 = 3, 4, 8, 11, 12, 16) and weaker superstructure lines (h2 + k2 + 12 = 1, 2, 5, 6, 9, 10, 13, 14). With decreasing palladium content the superstructure lines become weaker and approach the intensity of those of Fe4N. No analysis was made of the intensities, but it can be assumed that the structure is that found by Wiener and Bergerl in Fe3NiN and Fe3PtN, namely L1&apos;2 (perovskite structure) with both palladium and the interstitial nitrogen fully ordered. The dependence of the lattice constant upon the solute atom (Ni, Pd, Pt) content can be explained tolerably well by simple lattice expansion due to subsequent work confirms this suggestion, it will be of significance to order-disorder theory. "The use of fine grinding (FG) in mineral processing is well established. The application of FG in the South African platinum industry is more recent and it’s use in the recovery of PGM’s from dormant tailings dams is unique. Anglo Platinum uses IsaMill FG technology at their Western Limb Tailings Retreatment project (WLTR) near Rustenburg in the North West Province of South Africa.In December 2003, Anglo Platinum commissioned the first purpose built tailings re-treatment facility for PGM recovery in South Africa. The concentrator re-treats Merensky ore tailings from concentrators that operated early last century. The WLTR facility takes advantage of modern technology, such as FG, to economically recover PGM’s from material historically considered as waste. The WLTR concentrator has a capacity of 4.8 Mtpa, and has been designed to easily expand to 10.8 Mtpa. The flow sheet includes recovery of tailings by high pressure water monitoring, ball milling, rougher flotation, rougher concentrate regrinding and cleaner /recleaner flotation.The rougher concentrate is reground in an IsaMill, which is a stirred mill that operates with inert silica sand grinding media. For this project, Anglo Platinum required a stirred mill of a unit size not previously available. Xstrata Technology and Anglo Platinum collaboratively developed the largest wet, fine grinding mill available; the M10,000, 2.6 MW IsaMill.The use of IsaMill technology was enabling for the WLTR project, as it allowed smeltable concentrate grades to be produced from the oxidised, slow floating tailings. The economics and practicality of fine grinding has fundamentally changed with the M10,000 IsaMill. Flotation is transformed by high intensity attritioning in the inert media environment, and the narrow size distribution of product in open circuit configuration. The use of conventional steel media grinding to improve fine particle flotation is limited due to the oxidation of liberated mineral surfaces inherent in these environments."
