In 1986, at the request of the Bureau of Land Management, the U.S. Bureau of Mines studied the 7,940-acre Southern Otay Mountain Wilderness Study Area (CA-060-029), and the 5,750-acre Western Otay Mountain Wilderness Study Area (CA-060-028) in order to evaluate their mineral resources. The wilderness study areas are located in San Diego County, CA, about 20 miles southeast of San Diego. No mineral resources were identified in the Southern or Western Otay Mountain Wilderness Study Areas, based on literature, field observations, and sample results. The wilderness study areas are underlain by a complex blend of Late Jurassic, moderately metamorphosed sedimentary and volcanic rocks. Evidence of mineralization is not obvious.

Résumé Six modèles métriques de remblai cimenté en pâte (RCP) ont été suivis durant 120 jours par l?utilisation de deux méthodes géophysiques non-destructives : la résistivité et la micro-sismique. Les RCP étaient constitués de trois résidus miniers et de deux proportions de ciment (3% et 6% en poids). En parallèle, des cylindres de RCP étaient utilisés pour évaluer périodiquement l?UCS. La résistivité augmentait quasi-linéairement de 28 à 120 jours pour tous les RCP investigués. Des variations de résistivité selon le type de résidu et le pourcentage de ciment ont été observées. Une équation empirique a été dégagée entre l?UCS, la résistivité, le temps, la densité relative et le rapport eau/ciment (E/C). La mesure de la vitesse des ondes de cisaillement a permis de dégager une équation mathématique de type exponentielle qui relie la résistance mécanique sans correction préalable par les paramètres de la recette de RCP. La réalisation de ce projet avait pour but de dégager la meilleure approche non-destructive afin d?estimer la résistance mécanique des remblais en chantier minier. Sur la base des résultats obtenus, les deux méthodes utilisées ont donné des résultats probants afin d?estimer la résistance mécanique et les deux méthodes sont donc à même d?être utilisées en chantier souterrain. Abstract Six scale models of cemented paste backfill (CPB) were followed during a 120 days period using two nondestructive geophysical methods: resistivity and micro-seismic. CPB were made up of three mine tailings and two cement proportion (3% and 6% by weight). In parallel, CPB cylinders were used to periodically evaluate uniaxial compressive strength (UCS). Resistivity was increasing nearly in straight line from day 28 to day 120 for all CPB models. According to the tailing type and cement percentage, resistivity variations were observed. An empirical equation emerged from UCS, resistivity, time, specific gravity of tailings and, water/cement ratio. The use of shearwave velocity allowed to identify a mathematical exponential equation related to mechanical strength without prior correction of the CPB?s formula parameters. The purpose of this project was to identify the best non-destructive approach in order to evaluate the mechanical strength of backfill in a mine site. On the basis of those results, both methods gave conclusive results in order to estimate mechanical strength and both methods can be used in underground operations.

The placer gold occurrences at Sart Çayl, Manisa, Turkey, the legendary River Pactolus of King Croessus, were evaluated in this study to determine if this deposit contains sufficient recoverable value to justify development and exploitation. The gold occurs both in the upper Neogene conglomerates and the alluvium derived from these conglomerates. The total reserve in the whole region is estimated to be 500 million cubic metres. Samples were taken of the upper conglomerate and in the alluvium in an attempt to determine the amount and the physical nature of the gold. The gold in samples was recovered by screening out barren oversize followed by washing the sand and gravel through riffled sluices. The resulting sluice concentrate was later panned and amalgamated at site. Laboratory cyanidation testing of some samples for control purposes was also done. The average calculated free gold was found to be about 90-100mg/m3 and the size of gold flakes found was quite small. The field as well as laboratory testing of the samples of Sart Çay1 indicated that the potential reserves in this region could only be developed as a sand and gravel operation and the gold could be recovered together with the heavy minerals as a byproduct.

A 2000-ton ammonia leaching plant has been operated by the Calumet & Hecla Mining Co., at Lake Linden, Mich., continuously since February, 1917, except from April, 1921, to April, 1922, during the period of depression following the European war. A description of this plant has been published elsewhere.1 The present article describes the operation of the plant since 1917, together with the changes in the process that have been found to be advisable. In spite of the fact that this plant and that of the Kennecott Copper Co. are the only ones operating on a large scale, much experimental work is being done on ammonia leaching, as applied to oxidized ores, and it is to aid these and other investigators that this detailed account is given. For the benefit of those unfamiliar with the original article, the following short abstract is given, as an introduction to a more detailed account of the process and the reasons for present practice.

This paper traces briefly the reasoning which led to the decision to extend the existing internal shaft at the Rosebery Mine and to instal underground a larger winder (No. 2 Hoist) with capacity to handle all hoisting requirements to a depth of approximately 2,500 ft. on an incline varying from 83" to 55" to the horizontal. It then covers the specifications and selection of the winder, the design of the winch chamber, rope raise and bins, the excavation, support and lining of the chambers and the transport to site and installation of the machinery. Finally a brief description is given of the mechanical and electrical parts of the winder.INTRODUCTIONThe existing shaft winder on the internal inclined shaft situated on No. 8 Level of the Rosebery Mine had reached the limit of its capacity. Hoisting 21-ton capacity skips in balance, with a 13/16-in. diameter rope, it required four layers of rope on the 3 ft. 6 in.drums to reach the loading station under No. 12 level at a depth of 864 ft. (Fig. 1). This entailed heavy wear on the multi-layered rope and heavy stresses on the cheeks of the drums. Continuous working on three shifts was necessary to handle ore, men and materials, and a hold-up from any cause whatever meant an interruption to production on the lower levels of the mine. The maximum output of the hoist whilst hoisting from the No. 12 level loading station was 50 tons per hour. It was obvious therefore, that a larger winder was required if output was to be maintained.Diamond drilling had proved the existence of sufficient ore at depths well below No. 12 to warrant exploitation and a decision had to be reached on the means of hoisting this ore.

Eluropium -activated yttrium vanadate, excited by short- and long-wavelength ultraviolet radiations, shows enzission lines near 6100A, the principal ones correspondirzg to transitions of EU+3 ions from 5Do to the F2 energy level. The ~neclmlallistns of absorption and etnissiorz of this phosphor have been empirically studied. The absorption is caused by two separate processes in the matrix. The phosphor YVO4:Eu and tlie matrix YVO, haue essentially the same resectance spectra in the region 2500 to 4000if. There are two broat ah~o?~ption bands: natnely, around 2600 and 3600A regions. Whet? compared with the reflectance spectra of the constituent oxides, namely, Y2O3, V205, Eu2 03, the absorption bands of the tnatvix and the phosphor in the short- and long-wavelength ultraviolet regions can be interpreted as due to charge-transfer processes involving i) Y-O and ii) 17-0, respecti~~ely. The excitation spectrum' of the phosphor has two broad bands with peaks at about 2600 and 3600A regions. U can be postulated that enevgy absorbed under short- crud long-wavelength ultraziolet excitatzon, respectzcely, by Y-0 and V-O parts of the niatrix is transferred by radcatio~zless process to EU+3 ions. Thzs postulate can empirically be proved on the basis of the spectra of the systems (YVO4,-YPO4,):Eu. PO? ~ons do not have' any appreciable absorption in the short or long uv regions. When P0't3 ions are substitlited for v0i3 ions in YVO,:Eu phosphors, the absorption and excitation in the lo~zg uv region are gradually reduced. Ailoreover, the £«+3 emission under 3650A excitation is decreased zuitlz increase in PO^ content, lt~lzereas the emission under 253711 excitation remains esserztially constant with as IILUCIL as 60 mole pct of YPO, in YVO,:En. EUROPIUM-activated yttrium vanadate (YV04:Eu) is a well-known phosptor.'-3 When excited by cathode rays, 2537, or 3650A radiations, YV04:Eu emits typical narrow-band spectrum of EU'3 fluorescence in the region of 5900 to 7100A, a very strong maximum occurring at about 6190A. This emission is considered to be due to 5Do — 7F2 transition of excite: EU*3 in 4f state. Moreover, the emission under 3650A excitation increases with temperature markedly. Because of these properties, YV04:Eu phosphor finds wide application in industries, namely, in color television tube, laser, and high-pressure mercury-vapor lamps. It is the purpose of this paper 1) to present the empirical study of the mechanism of absorption and excitation of YV04:Eu phosphor by ultraviolet radiation, and 2) to offer an explanation for the process of emission. It should be mentioned that a theoretical discussion on the mechanism of absorption in terms of the crystal or ligand field theory is beyond the scope of this paper. Empirical studies presented here are based primarily on spectroscopic and crystal-chemical investigations. EXPERIMENTAL i) Preparation of Materials. The synthesis of vanadate phosphorinvolves preparation of (Yi-.tEuj^Oj, blending the mixed oxide with an oxidic compound of vanadium, such as V205 or NH4V03, and firing the mixture at about 1000°C for several hours when YVO4:Eu forms as a primary phase. (Y1-xEux)203 compositions are prepared by coprecipitation of oxalates, and igniting them at about 1000°C. The vanadium compound is added in excess of the stoichiometric proportion for fluxing purposes. The charge is cooled, ground, and the excess of vanadium is removed by a hot wash (-80°C) of alkali or ammonia. Y(VP)04:Eu samples are prepared by mixing (Yi-xEux)203 with stoichio-metric proportions of (NH4)2HP04 and the vanadium compound. The mixtures are prefired at 700" to 800°C for 1 or 2 hr, then ground and refired at 1150°C. The firings of the phosphors are done in silica crucibles, and the homogeneity of the final products checked by X-ray diffraction analysis. ii) Spectroscopic Measurements. Diffuse reflectance sqectra of the samples within the range 2500 to 7000A are obtained by using CaF2 as standard in Cary Recording Spectrophotometer, Model No. 14. The emission spectra from phosphor plaques, excited under different ultraviolet sources, are obtained by a direct-recording spectroradiometer4 adapted with a grating monochromator with nearly constant dispersion. Maximym sensitivity in the spectral region from 2500 to 7000A is obtained with a quartz-windowed, S-20 response p$otomultiplier. The total' band pass is kept about 30A. The spectra are calibrated against the light from a standard tungsten filament lamp reflected from a magnesium-oxide plaque. Brightness data given throughout this report $re measured from the height of the main peak (6190A) of the emission spectra. The excitation spectra are measured using sodium salicy-late as standard. RESULTS AND DISCUSSION The diffuse reflectance spectra of both pure and activated YV04, along with their constituent components, are shown in Fig. 1. YVO4 shows two broad absorption bands, namely, around 2500 and 3600A, respectively. Since there is little difference between the reflectance spectraoof YVO4 and YVO,:Eu in the uv region (2500 to 4000A), it can be postulated that excitation of the phosphor is mainly due to absorption by the matrix, i.e., YVO4. The question, now, is whether the matrix (Yv04) is excited as a whole, or different components are responsible for the two absorption bands. "The objective of the study was to determine the type and distribution of rare earth elements (REEs) in the phosphate flotation concentrate from the Esfordi flotation plant in central Iran, in order to understand their leaching behaviour. Samples of the concentrate were prepared and analysed using XRF, XRD, ICP, and EMPA. The Ce, Nd, La, and Y contents were 5608, 2227, 1959, and 679.7 mg/kg, respectively. The main REEbearing minerals in the concentrate are fluorapatite, monazite, and xenotime. Apatite is the chief mineral of the concentrate and the ratio of apatite to monazite is greater than 60. From EMPA analysis, monazite contains a much higher proportion of REEs than apatite, but more than 50% of the REE content of the concentrate is in apatite, as this is the main mineral constituent of the concentrate. During the leaching of REEs in the phosphoric acid production process, more than 99% of the total rare earth values report to the large amounts of phosphogypsum (CaSO4·2H2O) formed during the dissolution reaction. Accordingly, two process options are suggested for treating the Esfordi concentrate. In the first option, the concentrate is treated with 98% H2SO4 at 200–300°C. After digestion and water leaching, phosphorus and REEs are precipitated out of solution. In the second option, the concentrate is treated in a pre-leach stage. The process residue from the pre-leach stage is then subjected to acid digestion at elevated temperature for phosphoric acid production.IntroductionThe rare earth elements (REEs) comprise a set of 17 chemical elements in the periodic table, specifically the 15 lanthanides plus scandium and yttrium. REEs and alloys that contain them are used in devices such as computer memory, rechargeable batteries, cell phones, catalytic converters, magnets, fluorescent lighting, and many more (Krishnamurthy and Gupta, 2004). China supplies about 94% of the REE demand, with the remaining 6% coming from Russia and Estonia, the USA, India, Malaysia, and Brazil (Zhanheng, 2011). Increased industrial development in China has prompted the Chinese government to limit annual export quotas to approximately 35 kt of rare earth oxides (REOs), while non-Chinese annual demand is expected to reach 80 kt by the year 2015. This constriction of supply is being met by the development of many new rare earth mining projects, each of which has its own unique mining and processing challenges (Jordens, Cheng, and Waters, 2013). One of these projects is the Esfordi phosphate project, which is located in Yazd Province in central Iran. The concentrate from the Esfordi flotation plant contains 1.2–1.5% REEs."

Cable supports offer several advantages over traditional secondary support methods. Cable supports enhance stress redistribution to pillars and gob areas, minimize or eliminate timbers and cribs which reduce ventilation capabilities, eradicate material handling injuries related to the placement of crib supports, and provide a cost-effective alternative to secondary support. The U.S. Bureau of Mines has designed and installed cable supports to improve the stability of tailgate entries in an underground western coal mine. Two entries closest to the Iongwall panel were solely supported with high-strength cables installed with cement grout. Basically, with modifications in the intersections, 360 ft of roadway nearest the longwall panel was supported with two rows of 22-ft-long cables installed on a 7-ft spacing. Approximately 250 ft of a second bleeder entry was supported with two rows of 16-ft¬long cables installed on a 7-ft spacing. Individual cable loads were monitored with hydraulic U-cells and pressure pads. The roof behavior was simultaneously monitored with differential magnetic sag stations and closure meters on 25-ft spacing during longwall panel retreat to evaluate the response of the immediate and main roofs. Cable supported gateroads appear to be a viable alternative in secondary support when compared to wood timbers and cribs. This paper describes the theory, application, and advantages of cable supports and presents the results of the mine measurements made to assess the cable performance during the retreat process of longwall mining.

Many direct processes have been proposed for the treatment of oxidized ores of copper by reducing the copper oxide to the metallic state, and by separating it from its impurities by a subsequent fusion. The radical objection common to all the methods which have come to my notice, except those in which sulphur plays the prominent part, is that the very deoxidizing agent which effects the reduction of the copper oxide, inevitably reduces at the same time a very considerable part, if not the whole, of the iron which almost invariably accompanies copper in its ores. The result is that, when the ore is subsequently fused, a very great quantity of the already reduced iron separates from the slag along with the copper, alloying with it, and necessitating costly subsequent operations for its separation. Thus, at Perm, in the Urals," the product of the fusion of ferrnginous copper oxides is a mixture of one hundred and fifty-tive parts of highly cupriferous pig iron with two hundred and fire parts of very impure and ferruginous black copper, containing Pome 10 per cent. of' carbon and iron, though free from sulphur, and of course very difficult to refine. If, in order to avoid this reduction of iron to the metallic state, the reducing action be made feebler, it inevitably results that a considerable part of the copper as well escapes deoxidation; and, consequently, the slags are so rich that it becomes necessary to treat them subsequently in order to recover the copper which they contain. Thus,. in treating native copper, at Lake Superior, where the reducing action is purposely made feeble in order to prevent the deoxidation of the iron, the slags from the first fusion of the ore carry so much copper as to render it imperative to treat them again, which is done in a cupola. And yet, in spite of so far weakening the reducing action as to cause a notable slagging of the copper, a very considerable reduction of iron actually takes place. IN 1934 Newfoundland, after extravagant operation based on exaggerated ideas of what she had to work with, became bankrupt, ceased to be a self-governing Dominion, and passed into the hands of a Commission. Since the days of Dawson, Canadians have been taught that no country in the world is as rich as their own. This idea has become a religion; contrary views are heresy, and are suppressed even by technical organizations and government departments. Following the alleged habit of the ostrich, we have buried our heads in the sand and have refused to face the facts. This policy of "to have today and to hell with tomorrow" is now bearing fruit. After forty years of operation on the basis of unlimited natural wealth, with resulting over-expansion, wholesale depletion of capital assets, and huge borrowings, we are, now that our wealth has been shown to be very limited, face to face with the status of Newfoundland. Already, in this Province, commission government of bankrupt municipalities is not uncommon. The ostrich is referred to as the most foolish bird in the world. That is not the case-no ostrich ever hid his head in the sand. In the clear air of his home on the South African veldt, an area characterized by low bushes, he is a conspicuous object. When danger approaches, he lowers his head; matches his background, the bushes; and danger passes him by. This leaves the Canadian, with his head still in the sand, to fill the r61e cast for the ostrich. Fortunately, a few Canadians never did get their heads covered; others are getting them out far enough to see what is going on. Their comments are very much to the point. "Nowhere in the world," says Mr. Meighen, "has more harm been done to any country by an exaggeration of its resources and potentialities than has been done in Canada'.

"Premature and unplanned mine closure can result in significant adverse impacts on the environment and community and need to be managed appropriately. Risk management techniques can reduce the negative impacts and risks of early mine closure. Risk Assessment 3D Model, is an efficient tool to quantify risk. The aim of this paper is to identify the mine closure risks in Choghart iron ore mine, and calculate the overall mine closure risk level. The result shows that 51.4% of assessed risks have low risk level and the overall risk level of early mine closure is low. Keywords: mine closure, risk assessment 3D model, Choghart iron ore mine INTRODUCTION The modern mining life-cycle can be divided into three main stages; exploration, mining (opening and production) and post mining (mine closure, and reclamation). Mine closure is the critical component of the modern mining life-cycle and it refers to the period of time when the operational stage of a mine has permanently ceases (Heikkinen et al, 2008). Planned closure occurs due to the depletion of ore reserves, but sometimes it is premature. Laurance (2006) shows that only 25% of mine closure in the past 30 years was due to resource depletion and in 75% of the cases the mines were closed for the other reasons. Ghanbari et al (2010) demonstrated that 48.6 % of copper mine closure in the past 100 years was due to resource depletion and 51.4 % of copper mines have been closed due to other reasons. The main reasons of premature mine closure are as follow (Laurance, 2006; Ghanbari et al, 2010; Maiti, 2013): • Economic, (low commodity prices or high costs) • Geological, (over-estimation of grade and tonnage) • Geotechnical (adverse geotechnical conditions) • Technical (equipment failure) • Regulatory, due to safety or environmental breaches • Social or community pressures • Closure of downstream industry or markets • Flooding or inrush Minaei Mobtaker and Osanloo (2013) developed a mine closure prediction model based on the data collected from closed iron ore mines in the past 100 years. They showed that economic factors, exhaustion of ore reserve and geological conditions are the main reasons of iron ore mine closure. They treated mine closure as a decision making problem in order to predict the causes of mine closure, including the uncertainties of some mine plan parameter such as iron ore price, production and consumption."

For the producer of industrial rocks and minerals, marketing is often the only means of survival. His material must be sold. There is little of the impersonal force of the market regulating supply and demand. No commodity exchanges facilitate his efforts to dispose of the material he produces, and the success or failure of his business depends primarily on prompt and correct response to market needs and requirements. This response is particularly vital where materials of low unit value must be shipped to distant consumers owing to a relative rarity of suitable deposits. The advantage of positive response to change can best be illustrated by hypothetical cases showing how problems can be turned into opportunity through marketing ingenuity. Three such cases dealing with materials of unit values in the range of $5 to $100 per ton are outlined below.

SMALL buttons of fused tantalum have been produced by arc fusion in a vacuum, by drawing an arc between sticks of pressed tantalum and a tantalum-faced water-cooled copper block. However, ingots of appreciable size can be produced only by the heat-treatment of bars pressed from powder. The following outline covering the production of finished bars of tantalum by the methods of powder metallurgy is also used for the production of columbium, taking into account the difference in the melting points of these two metals. PRESSING THE POWDER With possibly a few exceptions, a pressing operation is one of the essential steps in the practice of powder metallurgy. In fact, the author's experience with a number of high-melting-point metals and with numerous types of hard carbide compositions has led him to believe that this operation is often one of the most important in the entire process, and frequently one of the most difficult to carry out in a satisfactory manner. Defects due to improper pressing can readily lead to a defective finished product. It is the author's opinion that rarely is a bar or other article pressed from metal powder in such a way that all parts of the piece are uniformly pressed. The nearest approach to uniformity of pressing is possibly attained when the powder is contained in a flexible receptacle, such as rubber, and is pressed under a liquid by hydrostatic pressure. However, this method is not generally applicable. Hydraulic pressing in steel dies where one or two punches are forced into the die must usually be resorted to. As the pressure in such a die is built up, the powder begins to cling to the walls of the die with a tenacity dependent upon the nature of the powder, and this results in a bridging action, so that the layers of powder adjacent to the moving punch are pressed more heavily than those further removed in the mass. Frequently, as the pressure is carried higher, there may be a mass slippage of the powder upon itself, with the result that slip cracks are formed within the pressed

The application of geology does not cease with the discovery and delineation of a mineral resource, but continues in the calculation of the economic parameters that determine reserves. Reserve determination, reduced to essentials, is the determination of the cost of production of a mineral commodity from a resource. This cost comprises mining, processing, waste disposal, reclamation and marketing costs. Geology thus has a critical role in the determination of reserves.

A reliability-based engineering design approach for the effective design of reshaped spoil dumps was developed with the aim of obtaining structurally reliable spoil dumps at optimum reshaping costs. The aim was also to satisfy environmental erosion standards and community expectations. This approach encompasses the linking up of three major components: erosion appraisal of spoil dump designs, reliability-based engineering design of spoil dumps and costing of spoil dump reshaping practices. This paper addresses the application of the reliability-based engineering- design approach to the assessment of spoil dump designs for erosion control. Included are various types of erosion prediction models and reliability-based engineering-design analytical techniques. Also included is a case study that demonstrates the application of this approach.

INTRODUCTION Our company has made persistent efforts to utilize the very latest cost-saving technology in tunnel design and construction. However, we were relatively late in joining the clan of slurry shield tunnelers. The challenge came in 1973, when our company was low bidder on a major sewer tunnel in Hamburg, West Germany. The tunnel was to be driven under the harbor region through coarse and fine sands with up to 60 ft hydrostatic head of water. Outer diameter was 15 ft, and length was 2.9 miles. This contract appeared right to enter the new field of slurry face tunneling. We gathered a design-engineering team to develop the machine, called it "Hydroshield", and used it on the project. The good performance of the prototype machine encouraged us to improve and modify the equipment design. The very latest model is now in use on a subway tunnel in Antwerp, Belgium. This tunnel is 21 ft outer diameter and 2.4 miles in total length. In terms of excavated volume it is the world's largest slurry shield contract. While the drive is still in full swing, we are currently preparing for 3 further Hydroshield applications, with diameters ranging from 12 to 32 ft. This paper describes the Hydroshield's salient design features, operational characteristics, construction reliability and performance levels, as experienced in West Germany and Belgium.

The investigated area lies close to a large town and covers an area of about lkm2. The mine was worked at depths ranging from 5 to 100 meters but mining operations actually ceased some 50 years ago. There are seven coal seams, each one to two meters thick, overlain by sedimentary rocks in a strongly faulted area. Different kinds of subsidence have occurred, crown holes, shallow depressions and hummocky ground. The results of rock mechanical characterisation (RMR method) in the area have been used to define three different types of numerical model (FLAC 2D). A large numbers of simulations has been performed to solve three different problems at three different scales: to determine the, mechanical properties of the roof rock and overburden involved in the subsidence process, to assess the crown hole subsidence potential and to define the properties of the beam foundations.
