(From Webster.) The meaning of the word "Safety" by Webster is very explicit, clear, and plain. It is not obscure or imperceptible. What man, woman or child is not familiar with this word? A mere word by itself, but indifference to its significance means the difference between life, death, permanent or partial disability, or injury. There is no question about a safety program being expensive. It is-it produces no commodity-but when properly organized and with a definite goal in view it will pay 'a dividend by increasing the efficiency of the human worker.

Ingots of zirconium and other highly reactive metals such as titanium and hafnium produced by the consumable-electrode arc-melting process require conditioning before forging or rolling. A nondestructive, arc-conditioning technique has been developed as a substitute for lathe conditioning. The technique employs en electric arc under an inert atmosphere to fuse surface metal on the sidewalls of ingots without seriously affecting the general quality of the ingots. Advantages of the practice are Increased yields, lower accumulation of inferior scrap, and actual cost savings. The work cited in this report was done on zirconium. INTRODUCTION The consumable-electrode arc-melting process as practiced at the Bureau of Mines3 4/ has proved to be a technique for producing sound, homogeneous, commercial-size ingots of zirconium and its alloys. Ingots produced by this process, however, have as a characteristic a layer of partly fused metal on the sidewall to a depth of 3/16 to 3/8 inch. To prevent extension of surface imperfections during forging, the ingots are ordinarily conditioned by removing defective material in a lathe. If the metal were less reactive or the requirements less severe, the machine chips could be recycled and remelted. However, zirconium, being so oxygen sensitive, is contaminated by merely being machined despite extensive cooling of the tool bit. Further, being contaminated with oxygen, the chip metal upon remelting is 10 to 25 Brinell-hardnese numbers harder than the ingot from which it was machined. For this reason, the ingot specifications for naval reactor use have prohibited remelting machine chips, except as required for starting pads. Again, were zirconium less costly or less in demand this ever-increasing pile could be burned to oxide and recycled through the Kroll sponge process. Economics do not favor this, as melting feed stock has an estimated increase In value over oxide of about $8.80 per pound of contained zirconium. The efforts of the Bureau to solve the problem have been directed along two lines: To reduce the contamination of the machine chips produced and to reduce the quantity of the chips produced. This paper presents the technique developed to reduce the quantity of chips produced by arc-conditioning the remelted ingot.

"Drums containing 0.07 m3 of pyritic waste rock from a zinc/copper mine, with and without Natural Phosphate Rock (NPR) additions (40 kg/t waste rock) were set up outdoors. The effluent chemistry has been monitored over a period of 709 days. In the presence of NPR, the cumulative acidity discharged from 7 out of 8 drums was 80 % less than that discharged from drums without NPR. Mixing NPR throughout the drums was more effective in reducing acidity than placement of the NPR in a layer in the drum. NPR treatment was more effective for 'fresh' waste rock than for material which had weathered for more than 4 years. It is concluded that application of NPR to pyritic waste rock could greatly reduce acidity generated.IntroductionWaste rock dumps are significant sources of acid, generated by the oxidation of sulphides. Oxygen and water supply are oxidation rate-controlling factors, and oxygen supply is the reaction-limiting component. If secondary minerals can be formed on the surface of the rocks, pyrite oxidation and therefore acid generation may be reduced or inhibited. Neutralizing agents such as limestone do not prevent the oxidation of pyrite but treat the resultant acid mine drainage (AMD) or acid rock drainage (ARD).Meek et al. (1991) determined in pilot scale experiments that apatite mixed with tailings was more cost effective than liming or use of PVC liners to reduce oxygen and water penetration into the tailings. Phosphate is not acting as a neutralising agent but it creates a chemical condition on pyritic surfaces which prevents reactions of the oxidising agents. Precipitation of principally iron phosphates physically isolates the pyrite surfaces from further oxidation (Ziemkiewicz 1990; Evangelou 1994). The chemistry of the phosphate effects has been described by Spotts and Dollhopf (1990). Secondary mineral formation was evident in the leach pile at Gibraltar when leaching was impaired (Scott, 1991) indicating a link between oxidation and the mineral-formation process. THE decomposition of austenite in steels, because of its immense practical importance, has been subjected to extensive study in recent years from the point of view of the mechanism of the process.1-3 Although much information has been acquired, a number of questions, principally of theoretical interest, remain. One is that of the atomic-crystallographic mechanism by which each of the various reaction products forms. The isothermal reaction products of the eutectoid decomposition in plain carbon steels (to which this study is restricted) have conveniently been classified in three general groupings-pearlite, bainite, and martensite. Of these several products, pearlite and martensite have been studied extensively, but bainite has received only scant attention. As a result, the mechanism of the formation of pearlite and that of martensite are now fairly well understood while a great deal of uncertainty exists regarding bainite. PEARLITE Pearlite forms from austenite by the precipitation of alternate platelets of cementite and ferrite, which grow into the austenite matrix .2-5 The rate of reaction may be described in terms of a rate of nucleation and a rate of growth.2.3 Mehl and Smith6 have attempted to determine the lattice relationships existing between the ferrite in pearlite and the parent austenite. Using a pole-figure method of analysis, it was found that a limited number of ferrite orientations resulted from the decomposition of a single grain of austenite; it was not possible, however, to decide between two assumed ideal relationships, both of which appeared to account for the experimentally determined pole figure. It was definitely shown, however, that the relationship obtaining was quite different from that determined for the proeutectoid separation of ferrite.7 No attempt was made to determine the habit plane (matrix plane to which the precipitate lies parallel) of the pearlite lamellae. Belaiew8 earlier had stated that the number of directions assumed by the pearlite lamellae in a single grain of austenite was 12 (no details were given) and concluded wrongly, as Mehl and Smiths have pointed out, that the lamellae delineate the [210] planes of ferrite.* MARTENSITE It is known that martensite is a transitional constituent of body-centered tetrag-

Because of increasing consumption of high-and super-duty refractories, the Bureau is studying the feasibility of beneficiating submarginal and marginal clays. Diverse mineral dressing tests were used to beneficiate samples from the east-central Missouri fire clay district. Standard ASTM tests were used to determine refractory properties of both crude and beneficiated clay samples. Marginal and submarginal clays containing impurities were effectively beneficiated by both wet-cyclone and wet-table treatment, but the wet-cyclone treatment was cheaper. Ion-exchange resins in the hydrogen form will probably prove more effective in removing potassium, the only alkali in Missouri fire clays to be a problem. Resins with greater cross linkage are more effective than resins with less. Roasting the crude clays before removing alkalis by chemical leaching was ineffective. By applying ultrasonic energy at a frequency of 10 to 25 kilocycles to aqueous suspensions of the clays, subsequent ion-exchange extraction of potassium was slightly improved. Higher frequency ranges did not help.

"This paper shows how simple reliability concepts such as mean time between failures and mean repair time can be used efficiently to help increase equipment availability and so reduce the economic losses associated with unreliability.More specifically, the paper shows how these simple concepts can be used in maintaining an appropriate balance between fleet failure and repair rates and how they can be used for setting up priority repair rules f or queuing equipment.IntroductionA profitable mining operation must handle large quantities of ore and waste at the lowest possible cost. To achieve this objective, the operation must optimize the productivity of its fleets of equipment by efficient management of the time element. Figure I shows some basic equipment activities in an open pit operation while Figure 2 shows a tree diagram describing some time elements of these activities.It should be noted that the only time a piece of equipment can generate a profit is when it can be found in the operating status. In order to maximize this time element, the sum of the other time elements must be minimized because the total time is always fixed.This paper shows the application of simple techniques capable of reducing the waiting time for repair (maintenance delay) by using simple reliability concepts."

The Homestake mine is situated in Whitewood mining district, in the northern Black Hills of South Dakota, in the city of Lead, Lawrence County. The entire property, comprising 557 lode claims with a total area of 3343 acres, is held under United States Patent. The older claims were 300 by 1500 ft. under local regulations, the newer ones 600 by 1500 ft. The Homestake was discovered April 9, 1876, by Moses and Fred Manuel, and Jake Harney, who were drawn into the northern hills, from the Custer placer district, by news of the discovery of rich placer deposits in Deadwood Gulch. They located a number of additional lode claims and, in a short time, the whole country was covered with locations. The Manuel brothers built an arrastre the following winter and took out $5000. The next year the Homestake lode was sold to Senator George Hearst and associates, who organized the Homestake Mining Co. Other companies were formed to exploit other groups of claims and at one time fivc companies were operating on this deposit, the Father DeSmet, the Dead-wood-Terra, the Caledonia, the Highland, and the Homestake Mining Co. These companies, however, have been merged into the Homestake Mining Company. The first stamp mill, known as the "Eighty Mill," commenced operation on July 12, 1878, and production has been nearly continuous since that time. Geology The orebodies of the Homestake are found in an intensely folded and altered bed of dolomitic limestone occurring in a series of ancient rocks believed to be of Archean age, belonging to the Keewatin series. The Keewatin series is estimated to be 20,000 ft. thick and is made up essentially of quartz mica schists, garnet schists, quartzites, slates, and some green schists, probably derived from basic igneous rocks. The dolomitic limestone bed has a thickness of 40 to 60 ft. The great width of ore, as much as 400 ft. in some of the stopes, is due to the folding, wherein the bed is repeated. "Ferrochrome (FeCr) is vital for the production of stainless and high-alloy ferritic steels, since it is the only source of new Cr units. FeCr production is an energy-intensive process. The pelletized chromite prereduction process is most likely the FeCr production process with the lowest specific electricity consumption (SEC), i.e. MWh/t, currently in operation. However, due to increases in costs, efficiency, and environmental pressures, FeCr producers are attempting to lower their overall energy consumption even further. Recently, it was proven that pre-oxidation of chromite ore prior to pelletization and prereduction significantly decreases both the SEC and lumpy carbonaceous reductants required for smelting. This paper presents the first attempt at conceptualizing the technoeconomic feasibility of integrating chromite pre-oxidation into the prereduction process. Financial modelling yielded a net present value (NPV) at a 10% discount rate of approximately R900 million and an internal rate of return (IRR) of approximatelyy 30.5% after tax, suggesting that the implementation of pre-oxidation prior to pellet prereduction may be financially viable. Sensitivity analysis indicated that the parameter with the greatest influence on project NPV and IRR is the level of prereduction. This indicates that the relationship between maintaining the optimum pre-oxidation temperature and the degree of prereduction is critical for maximium process efficiency. IntroductionStainless steel is a crucial alloy in modern society. Virgin chromium (Cr) units used in the manufacturing of stainless steel are obtained from ferrochrome (FeCr) – a relatively crude alloy consisting predominantly of Cr and iron (Fe) (Murthy, Tripathy, and Kumar, 2011; Beukes, van Zyl, and Ras, 2012). FeCr is produced mainly by the carbothermic reduction of chromite ore in submerged arc furnaces (SAFs) and direct current arc furnaces (DCFs) (Neizel et al., 2013; Beukes, Dawson, and van Zyl, 2010; Dwarapudi et al., 2013). The energy required to heat, smelt, and reduce the chromite ore to the metallized state is supplied by electricity (Pan, 2013). FeCr production is an energy-intensive process, with a specific electricity consumption (SEC) varying from 2.4 MWh/t to more than 4.0 MWh/t FeCr produced, depending on the process applied (Pan, 2013; Neizel et al., 2013). Daavittila, Honkaniemi, and Jokinen (2004) stated that the typical operational costs of FeCr smelters can be divided into four categories, i.e. chromite ore (30%), carbonaceous reductant (20%), electricity (30%), and other production costs (20%). This makes electricity consumption the joint largest factor that influences operational costs in FeCr production."

The use of a 25.4-mm- (1-in.-) diam water-only hydro-cyclone for separating liberated 125 x 25- µm high-density particles from similar-size lower-density (2.65 g/cc quartz particles, as might be used in soil washing applications, was investigated. As expected, cyclone performance was greatly affected by changes in cyclone geometry and operating conditions. A single-stage separation recovered 75% of the magnetite (4.8 g/cc) while rejecting nearly 60% of the quartz. With ferrosilicon (7.0 g/cc) as the heavy component, the recovery improved to 85%. The use of dense medium in a single stage increased both ferrosilicon recovery and quartz rejection to approximately 90% each. In addition, computer simulations of a three-stage circuit were performed. The simulations showed that recoveries approaching 97% with quartz rejections of 95% were possible.

With the continuous reduction of mineral resources at shallow depth, more and more mines have to go deeper beneath the earth's surface to reach the ore zones. This increase in mine depth leads to a natural stress increase, which also raises the stresses around mine openings. This may result in ground instability, including the risk of rock bursts or exceedingly large opening closure. Stope backfilling is a well known solution to improve the ground stability condition. It also has the advantage of reducing the mining wastes disposed on surface, thus helping to reduce the environment impact from the industry. However, most available solutions for backfill design were developed for an isolated stope without taking into account the influence of mine depth, except for a few numerical analyses performed recently by Falaknaz and coworkers for the case of multiple backfilled stopes laying in the same level. In this paper, a numerical study is carried out to evaluate the stresses in backfilled stopes overlying a sill mat. The mine depth and the excavation of the underlying stope below the sill mat are both taken into consideration. Compared to the case of a single isolated backfilled stope, the obtained numerical results show that the stress magnitudes in the overlying backfill are considerably increased due to the excavation of the underlying stope. In general, the stresses increase with mine depth and backfill stiffness, but decrease with an increase in the surrounding rock mass stiffness. These results indicate that the barricade and sill mat backfill design should take into account the excavation of the underlying stope and the mine depth.

The Basinki-modified Seeger equation for deformation of metals by means of thermally activated intersection of dislocations was used to ascertain the various factors responsible for the strain hardening of poly crystalline aluminum and a series of a solid solutions of magnesium in aluminum. The analyses were based principally on the rate of change of strain rate with stress and the Cottrell-Stokes ratio. From measurements of these quantities on a series of strain-hardened states, the force displacement diagram for intersection, the density of dislocations in the entanglements, and the contributions of the athermal local stress and long-range stress interactions were deduced. Poly crystalline aluminum was observed to have the same force-displacement diagram for intersection as single aluminum crystals, and the corresponding diagram for the magnesium alloys differed in a manner that suggested that small amounts of magnesium may decrease slightly the stacking fault energy of aluminum. Although poly crystalline aluminum had about the same initial density of dislocations as the single crystals, the density of dislocations increased much more rapidly with strain in the polycrystals. This factor and the higher back stresses generated in the poly crystalline aluminum were the major factors responsible for the higher strength of the poly crystalline aluminum, As the magnesium content of the alloys was increased, the initial density of the dislocations also increased. Most of the alloy strengthening arose from this factor; alloying effects due to short-range order strengthening, Suzuki locking, Cottrell pinning, and so forth, were estimated to be quite small. The gveater rate of strain hardening in the alloys was deduced to be due primarily to the greater increase in the density of the dislocations with strain as the magnesium content was increased. It is the purpose of the present investigation to shed additional light on the average plastic behavior of a grain in a polycrystalline aggregate, by analyses, based on dislocation theory, of appropriate experimental test results. Improvements in construction equipment and techniques in recent years have made possible the use of drilled shaft foundations in diameters and lengths not previously considered practical or feasible. Many highway bridge and other structures are now routinely founded on drilled shafts which are 8 to 12 feet in diameter and extending over 200 feet in depth below grade. There are unique challenges associated with constructing such large and deep cast-in-place foundations and engineers should be aware of the special needs associated with site investigation, construction specifications, material requirements, and quality assurance. This paper outlines a number of special considerations for these foundations, along with strategies that may be employed to improve the reliability and quality of large drilled shaft foundations.

The striking features of American Bessemer practice aré its large output and its low initial silicon and initial temperature. These are interdependent. Large outputs implies short blows and short intervals between blows. Short blows imply low silicon and fast blowing. Low silicon implies short intervals and fast blowing. Our blows are short because we have little silicon to remove, and because we remove it fast by supplying blast rapidly. We get enough heat even with little silicon, because our blows and the intervals between them are so short that relatively little heat escapes from our vessels. Were we to lengthen our intervals, or to blow more slowly, we would have to meet the increased loss of heat from our vessels, either by using more silicon, or by melting hotter, i.e., by burning more coke, in the blast-furnace or in the cupola. Finally, our short intervals imply powerful machinery, efficient organization, and extreme specialization and subdivision of labor, which can be profitable only when the output is large. Let, us now take these points up in more detail, first glancing at some examples of our large outputs, given in Table I., and of the composition of our iron. Output.—On presenting such results to some foreign metallurgists, I have been told, " Oh yes, we quite understand that. You really turn out no more steel than we do. As a matter of personal pride, your manager gets up a tremendous spurt for a day, or even a week, crowds on men wastefully, rushes through great quantities of metal, and then for months afterwards has to recuperate. The machinery has been strained ; the owner's money has been wasted ; the men have been prostrated—all to gratify the manager's vanity. Your average output is no larger than ours." Personal pride has, doubtless, played its part; without it we would still be savages, or apes, or mollusks, if you prefer. The following paper, submitted by the Russian petroleum authorities, was secured through the courtesy of G. V. Ackerman, Vice President of Amtorg Trading Corporation, and N. V. Vannikoff, Representative in the U.S.A. of the United Oil and Gas Industries of the U.S.S.R. It gives an excellent view of the Russian petroleum industry as seen through Russian eyes. Noteworthy is the tremendous area over which the Russians are searching for petroleum, for this paper refers to such far-flung areas as the Arctic Tamir Peninsula, Kamchatka and Sakhalin on the Pacific, Lake Baikal in Central Siberia, the great new discovery at Neftadag in the plains of West Turkestan, and the oil of the Ferghana oasis, where the derricks look out over to the mosques of Kokand. Of interest also is the new pipe line to supply the industrial centers of Ukraine grouped around the great hydroelectric plant built at Dneprotroy on the falls of the Dnieper. The technical achievements have been noteworthy and we must pause to consider the scope of the undertakings being carried forward. Russia is at the worst a good second to the United States in petroleum reserves and for a long time to come will be a most important factor in the petroleum markets of the world. Her story should be of interest to everyone in the industry. The First Five Year Plan The first Five Year Plan, covering the period 1928-29 to 1932, accomplished the task of transforming the Union of Soviet Socialist Republics from an agricultural, backward land into a powerful independent industrial country, with an advanced technological foundation of its own for finally achieving the social reconstruction of the entire national economy. Along with the gigantic forward 'strides in industry and transportation, radical changes took place in agriculture. The creation of more than 5000 great state farms and of more than 200,000 collective farms serviced by a widespread network of machine-tractor stations has brought the U.S.S.R. to the fore as the largest agricultural country in the world. Imports of tractors and other agricultural machinery in the initial years of the Five Year Plan and the intensive output of this equipment by the great plants of the U.S.S.R. in the latter years of the plan have brought about the mechanization of agriculture in the Soviet Union. L-D gold mine is 3 miles south of Wenatchee, central Washington. Recognition of locally mappable conglomerates, sandstones, and shales within the Paleocene (?) Swauk formation led to the discovery that the known epithermal gold mineraliza¬tion is limited to a previously unknown imbricate thrust zone of unknown displace¬ment cutting the open folds o f the area. Hypabyssal intrusions also are most nu¬merous along the trace of the thrust faults. Yakima basalt of Miocene age uncon¬formably overlies the Swauk formation, thrust faults, and the intrusions. The L-D mine is in a northwesterly trending imbricate fault block of nearly vertical strata. Microscopic native gold, electrum, and naumannite occur in quartz veins and as low¬grade disseminations in the well-silicified portions of arkosic sandstones. Fault gouge on the "footwall fissure" limits ore to the hanging-wall block of the fault. Epithermal mineralization and alteration are spatially related to the nearby intrusions. Right lateral north-south faults offset the ore a maximum of 300-400 ft along any one fault. From 1949 until January 1967, when the L-D mine closed, 1,036,572 dry tons of ore valued at $14,962,305 and averaging 0.396 oz Au per ton and 0.607 oz Ag per ton were mined. Recognition of the structural control of the mineralization and altera¬tion within the Swauk formation suggests several areas within and outside of the mine that warrant further exploration. For example, the high-angle faults, imbricate thrusts, and the intrusions of this area are on strike with similar features along the major Entiat fault zone 10 miles to the northwest. The L-D gold mine (previously called Squilchuck, Wenatchee, Golden King, Gold King, and Lovitt) is located in Squilchuck Canyon about three miles south of Wenatchee, Chelan County, Wash. (Fig. 1) on the eastern edge of the Cascade Mountains. The major stratigraphic unit in the area is the nonmarine early Tertiary Swauk formation, which is predominantly com¬posed of arkosic sandstone. The lack of laterally per¬sistent units and the paucity of outcrops heretofore have precluded all but the grossest subdivision of the Swauk.' As a result, the true significance of the open folds in the Wenatchee area was not recognized, and although the geology within the mine was known, the structural setting of the mine was virtually unknown. During the present investigation, several locally map¬pable units were discovered within the Swauk which, in conjunction with mine maps, indicate an imbricate thrust zone. The epithermal gold mineralization, most of the hypabyssal intrusions, and the zones of hydrother¬mal alteration are located within or near this thrust zone. The purpose of this paper is to: (1) to describe this structural setting, rather than the detailed mine geology already presented by Lovitt and Skerl,2 and (2) to sug¬gest that from an exploration standpoint, this struc¬tural setting may be repeated in areas inside and outside of the mine area. Stratigraphy and Structure of the Swauk Formation General: The Swauk formation contains three distinct lithologies. Typical Swauk sandstone is gray on fresh surfaces, poorly sorted, weathers tan, and is cross¬bedded; it consists of 40-60% quartz, 20-40% feldspar, and up to 10% muscovite and biotite 9 The typical shale is gray to dark brown, very soft, and interbedded with silty sandstones; sharp contacts exist between the

The paper aims to address metalliferous minersÆ general unfamiliarity with roadheader technology, which is one of the factors which has limited the application of these machines in such mines. The historical development of drag tool mechanical excavation machines is briefly discussed, and factors affecting the application of roadheaders are mentioned. The mechanics of cutting with drag tools is then reviewed as are the effects of these and tool wear on tool performance. The implications of tool performance to roadheader performance are mentioned, the potential benefits of high pressure waterjet assistance are discussed and the relative performances of different tool types and materials are compared. Roadheader performance factors including productivity and utilisation are mentioned, and the state-of-the-art of conventional roadheaders is discussed in the context of machine weight, power and cutting head configuration. The influence of these and rock strength on machine productivity is analysed. Alternative, developing technologies are discussed which may extend the effective use of mechanical excavation into stronger rock masses which are beyond the range of conventional roadheaders. Finally, conclusions on these discussions are presented, along with recommendations for continuing research and development.

This paper explores the financial impact of the initial version of the Saskatchewan Potash Reserve Tax; first, a one; and second, in conjunction with the other taxes affecting the industry's profitability. A though the introduction of the Reserve Tax is shown to lead to a substantia increase in a hypothetical firm's effective tax burden, the more unusual outcomes frequently attributed to this levy on y occur after the imposition of other non-provincial tax rulings. Despite this qualification, the results obtained suggest that the Reserve Tax undoubted y acted as a catalyst in the polarization of attitudes during the ear y period of industry/government confrontation

This Bureau of Mines report discusses uranium in situ leach mining in the United States to acquaint the public with an overview of this emerging mining technology. This report is not intended to be a technical discussion of the subject matter, but rather should be used as a reference source for information on in situ leaching. A list of in situ leaching publications is included as well as engineering data tables for almost all of the active pilot-scale and commercial uranium in situ leaching operators. These tables represent a first attempt at consolidating operational data in one source, on a regional basis. Additional information is given that discusses the current Bureau of Mines uranium in situ leaching research program. Also included is a listing of various State and Federal permitting agencies, and a summary of the current uranium in situ leaching operators. Finally, a glossary of terms has been added, listing some of the more common terms used in uranium in situ leach mining.
