In its April 1991 issue, MINING ENGINEERING published a salary survey form asking for information relating to engineering and management jobs in the minerals industry. 1038 of these forms were filled out and returned, most of them being received in the magazine's offices at SME headquarters before the end of June 1991. An SME volunteer took on the task of tabulating and analyzing data from the forms, but the press of other business interfered with this work, and publication has been delayed until this issue of MINING ENGINEERING. Appreciation is extended to SME members who took the time to fill out and return the salary survey forms, and our apologies go to MINING ENGINEERING'S readers for the delay in publication. Of the total number of forms received, more than 97% were from SME members. The geographic distribution of the respondents closely mirrored that of SME membership as a whole, about 50% being from the Society's Western Region, 19% from the Central Region, and 23% from the Eastern Region. About 8% were from outside the US. Average salaries for each of the four geographic areas ranged between $55,000 and $60,000, with the highest average in Eastern Region (Fig. 1). Respondents were asked to answer a number of questions formulated to determine if there are significant differences in salaries based on the type of organization for which they work. As indicated by Table 1, salary averages at mining companies do not vary markedly with the size of the company: • Large companies, defined as those having more than $1 billion in annual sales, accounted for just over 16% of the returns. Their average salary was $61,840 per year.

The stepped-up pace of US open-pit and surface mining during the 1970's is a direct response by mining firms and equipment manufacturers to rising costs and declining ore grades. In the race for bigger and more efficient machines, rotary drills have emerged as the foremost leader in primary drilling at major US surface operations. At least 12 different manufacturers now offer rotary rigs in the 102- mm-diam. (4-in.) or greater blasthole size range. With capital investment for the larger units quickly approaching $1 million, the question is asked, "What's been the performance record to date of rotary drill rigs operating in North America?" To answer that question, a comprehensive study of rotary blasthole drills was conducted which qualitatively reveals various problem areas inherent in the rotary drill market and indicates some new directions for improvement.

The results revealed that the pozzolanic activity of the gold mine tailings and their main mineral phases improved by mechanical activation. Under the same activation conditions, the activated mica powders possessed the highest pozzolanic activity index, followed by the activated feldspar, and the activated quartz exhibited the lowest pozzolanic activity index. The addition of calcium oxide promoted the formation of amorphous C–(A)–S–H gel for all paste samples, and stratlingite and hydrotalcite were observed in calcium oxide activated mica paste. The addition of natural anhydrite promoted the formation of ettringite for the pastes of calcium oxide activated aluminosilicates materials (gold mine tailings, mica, and feldspar). Furthermore, the pozzolanic activity indexes of the mechanically activated gold mine tailings and their main mineral phases were tested to be qualified for use as supplementary cementitious material in cement. This paper provided an innovative approach for recycling gold mine tailings as supplementary cementitious materials in cement, which would be environmentally friendly and cost-effective. "The Bureau of Mines was established in the public interest to conduct inquiries and scientific and technologic investigations concerning mining and the preparation, treatment, and utilization of mineral substances; to promote health and safety in the mineral industries; to conserve material resources and prevent their waste; to further economic development; to increase efficiency in the mining, metallurgical, quarrying, and other mineral industries; and to inquire into the economic conditions affecting those industries. The organic act of the Bureau, as amended by Congress and· approved February 25, 1913, made it the province, and duty of the Bureau of Mines to ""disseminate· information concerning these subjects in such manner as will best carry out the purposes of this Act.""In accordance with this directive, the Bureau reports the findings of its research and investigations in its own series of publications and also in articles that appear in scientific, technical, and trade journals; in proceedings of conventions and seminars; in reference books; and in other non Bureau publications. The number of these reports, the wide range of subjects they cover, and the variety of mediums in which they appear make the kind of list and index presented in this special publication both necessary and valuable. This issue of the Bureau of Mines List of Publications and Articles describes reports and articles published during the period January 1, 1990, to December 31,1991. MOST of the steel welding done at the present time is in material containing not over 0.3 per cent. carbon, and the tests here described were in similar material. These tests are not as yet completed but it is hoped that more results and more reasons for the conclusions may be presented at the meeting in February. From the time the author found the peculiar structure in electric welds referred to in a previous paper,1 that is, needles or plates in the grains and similar material, in larger spots, at the grain boundaries, he has felt that these plates which may be iron nitride and probably contain some carbon, were at least partly responsible for the brittleness of electric welds. He has found but few traces of similar lines in oxyacetylene welds until the last 2 mo., when he has found them in large numbers under certain conditions. In the top of these welds, they are quite numerous. In the body of heavy oxyacetylene welds, they appear at times, but not nearly to the extent that they do in electric welds; the author has never seen them in the body of welds in material less than ;3/4 in. (19 mm.) thick. They are shown in Fig. 82. The reason they were not noticed before is undoubtedly due to the fact that in making tests of welded pieces the weld was always ground off level with the plate, and as this structure only appears in the top ;1/16 in. (1.5 mm.) of the weld, they were removed by the grinding or machining; also, welds ¾ in. thick had not been examined. It did not appear, in making bending tests, that this structure had much influence on the strength of oxyacetylene welds; while electric welds are noticeably brittle. Further, oxyacetylene welds made with certain special materials were exceedingly brittle even after the tops of the welds were removed; this was true in cases where there was no sign of the plates whatever and where the welds were remarkably free from oxide and the other usual defects. To investigate the dimensional effect on shock wave propagation in jointed rock masses, a 2-D and a 3-D calculation of a site test are performed respectively by using Discrete Element Method, the simulated results are compared with test data. It shows that, in modelling shock wave propagation and attenuation in jointed rock masses, when the explosive along explosion chamber is long enough and the joints are dense enough or uniformly distributed, the model can be considered as plane-strain problem, 2-D results are good enough to fit with test data. 2-D modelling, with much more details of rock masses taken into account, can be applied to make critical engineering judgements instead of 3-D modelling in some cases.

"San Pablo Dam is a 170-foot (52-meter)-high earthfill embankment, located approximately 10 miles (16 kilometers) north of downtown Oakland, California, that impounds a 38,600 acre-feet (47.6 million m3) reservoir for customers in the East Bay Municipal Utility District's (EBMUD's) service area. Seismic upgrades were designed and constructed in 2008 through 2010. Work included removal of an existing 140,000 cubic-yard (107,000 m3) downstream buttress, which was replaced with an enlarged 300,000 cubic-yard (230,000 m3) buttress founded on alluvium and colluvium that were improved in-place using Cement Deep Soil Mixing (CDSM) technology. The site characterization for the project, design of CDSM, reuse of CDSM spoils as construction materials, and environmental permitting have been described in five previously published professional papers.This paper provides a brief summary of the design of the seismic upgrades and presents the results of measurements made during and/or after construction including the variation of CDSM strengths with time, piezometric levels within the dam and foundation soils, and seepage flow rates. These measured values are compared to the values estimated during design of the seismic upgrades.INTRODUCTIONSan Pablo Reservoir is located approximately 10 miles (16 kilometers) north of downtown Oakland, California, as shown in Fig 1. As many as 50 million gallons (200,000 m3) per day pass through the reservoir for treatment and distribution to a portion of the 1.3 million customers served by EBMUD. The dam is founded mainly on alluvium and was originally built in 1920 using materials excavated from the left and right abutments consisting of siltstone, claystone, fine-grained sandstone, mudstone, and shale that were excavated and placed using hydraulic fill methods. The dam is located within two miles (three kilometers) of the Hayward Fault which is capable of a moment magnitude 7.25 earthquake.Because of the foundation materials, construction method, and proximity to the Hayward Fault, the dam has undergone a series of seismic improvements, including the placement of a downstream compacted earth buttress in 1967 and an upstream compacted earth buttress in 1979. In 2002, the State of California Division of Safety of Dams (DSOD) requested that EBMUD evaluate the seismic stability of San Pablo Dam, following the results of a study that same year that indicated a 62 percent chance of a greater than 6.7 magnitude earthquake striking the San Francisco Bay region between 2003 and 2032. The dam was evaluated and it was concluded that portions of the underlying foundation soils may liquefy during the maximum credible earthquake which could cause the dam to become unstable."

This paper describes the design of a cell used to measure the electrical conductivity, or the reciprocal resistivity, of granular materials. It also establishes a quantitative relationship between the electrical conductivity and the electrical separation of selected mineral samples. It is estimated' that the free world produces about 13 million tons of mineral concentrates a year by electrostatic or electrodynamic methods. At least 95% of these concentrates are produced by corona discharge type machines that separate minerals by exploiting the differences in their electrical conductivity. But, what is meant by the electrical conductivity of a mineral? How large a difference in the electrical conductivity of two mineral species is necessary to effect a separation? Just what is the role of conductivity in electrical separations with regard to capacity and selectivity? There is a considerable amount of information in the literature on both the mechanisms of conduction and the values of the electrical conductivity of pure single-crystal mineral specimens. In addition, some insight into the role of mineral conductivity can be obtained by referring to a Bureau of Mines publication' in which 95 minerals have been grouped as conductors or insulators as a function of temperature. The classification was made on the basis of the percent of weight that reported as "conductors" in an electrical separator. But, as is often the case in the mineral industry, practical application leads theory — and there is little useful information in the literature giving any kind of quantitative relationship between electrical conductivity and electrical separations. The problem is a bit complex because electrical conductivity per se — which can be rather easily measured on large, single grains — is not sufficiently informative to permit quantitative predictions of the separability of the mineral system. Practical "high-tension"* separations are made at such feed rates that the band of minerals on the rotor is multilayered in thickness. Thus, the effective conductivities of minerals as seen by a high-tension machine include particle-to-particle contact resistance, which is often a controlling factor in making a separation. This is particularly true when the mineral grains are coated with slime or with a dielectric surface film. From a high-tension separation viewpoint, one is actually concerned with the time required for corona-charged grains to lose enough charge so that the centrifugal force acting on the particles exceeds the image force holding the grains to the rotor. This calculation requires a knowledge of the effective mineral conductivity s. (The conductivity of the metal rotor is sufficiently greater than that of the minerals so that it need not be considered in charge decay calculations.) "The Little Lake Harris (LLH) Bridge was constructed in 1951 to replace the eastwest County Road 48 Bridge connecting the towns of Howey-in-the-Hills and Astatula in Lake County, Florida, United States. The 78-span bridge carries two lanes of traffic, is 3,130 feet long, and 36.1 feet wide. The concrete deck is supported by steel I-girders carried by one row of 18-inch square precast concrete driven pile. In the late 1980's, slight settlements were observed in several bents. In 1990, Florida Department of Transportation (FDOT) initiated annual survey of deck elevations during bridge inspections to monitor settlement. Due to the slow nature and magnitude of settlement, substructure instability was not a major concern to the department. However, public concern over the settlement and rough ride of the bridge continued to rise. FDOT contracted Kisinger Campo & Associates Corp. (KCA) to provide the needed design to correct the dips in the riding surface and minimize future settlement. KCA's initial design was based on the concept of ""helper bents"" at the settled bents in order to restore the bridge to original elevation. Estimated construction cost for seven helper bents was about $3.3M. FDOT requested evaluating other alternatives to reduce the cost of the bridge restoration. KCA involved the geotechnical consultant, Terracon Consultants, Inc. (Terracon), to perform a peer review and provide an economical alternative solution. Jacking and shimming the bridge was determined to be both technically viable and economical with a total cost of less than $300K. The design was completed in March 2010 and construction was completed in February 2011. This paper provides an overview of the LLH Bridge history, summarizes the evolution of the design methodology including the findings of the geotechnical study and presents lessons learned during the design and construction of the project.INTRODUCTIONThe Safety and Preservation of the State Highway System is the top priority of the FDOT. Therefore, FDOT initiated a bridge management program that starts with conducting biennial safety inspections performed by Certified Bridge Inspectors (CBI). The inspection reports together with the CBI’s recommendations are reviewed by a registered Professional Engineer (PE) and work orders are issued with priority ranking depending on the severity of the bridge deficiencies. If the scope of work is considered beyond the in-house crews’ capability, the work is then included in a contract for and bid. LLH Bridge was a little different. It was initiated in direct response to number of complaints the FDOT District 5 Structures Maintenance Office (D5SMO) received regarding settlement of the Little Lake Harris Bridge."

When overburden depth exceeds economical recovery in openpit coal mines, the use of highwall mining systems has increasingly come into play. However, stability in the highwalls is always a major safety concern during such mining. The U.S. Mine Safety and Health Administration requires that highwall mining operators follow ground control plans that specify the pillar sizes necessary to prevent collapse that would threaten highwall stability.

This report describes the mining and milling practices used by the Eastern Magnesia Talc Co. at its Johnson, Vt., operation. The report also contains a description of the local geology and all available information on cost and performance data. Since 1925 the mine has produced continuously at an average annual rate of 54,000 tons, and the ratio of ore hoisted to finished product is roughly 2 to 1. Ore is stoped by a combination of shrinkage and sublevel methods. In any 24-hour period the mill produces an average total of 14 grades of finished talc product, 9 by dry grinding and air classification and 5 by wet grinding and flotation methods. The mine operates one shift per day, 5 days per week and the mill operates on a 3-shift, 5-1/2-day-per-week basis. Operating costs for 1958, on a percentage basis, were mining, 22.34; milling, 54.77; ore haulage, 2.89; and all other, 20.00 percent.

The cost of an offshore exploration project is mainly dependent on the size of the vessel engaged for the work and increases dramatically with increasing size. Of the various factors influencing vessel size, the type and size of the sampling equipment is typically the principal consideration. This scenario is particularly true of shallow sampling programs employing a vibracore system. The problem develops when certain bottom materials such as densely packed fine sand require sampling. This type of material being one of the most difficult for the standard vibracore systems, with integral core liner, to penetrate to a reasonable depth of some five to seven meters. The problem is mainly related to the excessive cross sectional area of the cutting bit required to accommodate the core liner. The typical solution has been to apply more power to the vibracore drive head which results in a considerable scale-up for the entire system with attendant increase in vessel size. In order to reduce operating cost, M.M.R.I. has developed several systems for deployment from vessels in the 20 meter range. Two systems are modifications to the basic vibracore and a third is a vibralift system. Basically, one of the vibracore units is employed where core liners are required, utilizing a special jet bit designed to reduce the cutting pressure on the bit while not affecting the integrity of the core. Job evaluation and the changing wage pattern by D. L. VAN COLLER, B.A.(Cape Town), M.A., B.Litt.{Oxon.) (Visitor) This paper sets out to show how changing forces are affecting the techniques that have been used in the evaluation of Black jobs on gold mines in the Anglo American Group since the introduction of job evaluation in 1961. Initially, job evaluation was essentially a management tool designed to differentiate jobs in a limited skill spectrum and thereby permit the establishment of a 'many stepped' job ladder for Black employees to climb. With the changing wage pattern, job evaluation is becoming an industrialrelations tool aimed at recognizing the skill and effort contributed by the worker so that the pay relationships between jobs are seen to be equitable by the employees.

On August 6, 2007, the Crandall Canyon Mine experienced a collapse which trapped six mine-workers. An MW 4.1 seismic event was recorded in conjunction with this collapse. An additional 54 seismic events were detected and located in the vicinity via routine processing techniques during the month of the collapse. Waveformbased cross-correlation detection techniques have been used to uncover 1,328 small, previously undetected seismic events which occurred near the collapse area between July 26 and August 9, 2007. This work has resulted in lowering the magnitude threshold of completeness from ML 1.6 to ML -0.5, a 2.1 order-of-magnitude improvement over standard processing techniques. Event locations have been computed using a double-difference inversion. The spatial pattern of events ultimately helps to delineate the extent of the collapsed area. It is shown that many of the large catalogued events (>ML1.6) tend to be closely followed by numerous (often 20 or more) smaller aftershocks. Cluster analysis of the known catalog reinforces prior work indicating the existence of seismic clustering on the east and west sides of the collapse. Research now demonstrates that it is possible to differentiate events related to the main collapse from those related to the rescue attempt following the collapse. The cross-correlation techniques described herein greatly improve the ability to detect small mining-induced seismic events. These methods may lead to improvements in assessing seismic hazards for conditions similar to those observed at Crandall Canyon preceding the collapse.

"The embankment dam at Storfinnforsen is 23 m high and was completed in 1954. The dam has an impervious zone with timber sheet piles and a support fill of glacial till. The pore water pressure in the downstream shoulder has during recent years increased due to deterioration in the sealing function of the timber sheet piling. There is a concern that the high pore water pressure in the glacial till will cause internal erosion initiating at a thin coarse transition layer between the glacial till and the rock fill along the downstream toe. As a remedial action in order to improvement of the leakage resistance a supporting berm of coarse rockfill against the downstream slope of the dam was constructed in year 2013. In addition a new impervious seal in the centre of the dam e.g. a diaphragm wall was considered. However, after further studies and a trial stretch of 40 drains each 20 m long and diameter 0.3 m an alternative with vertical drilled drains in the downstream support was selected. A contract has now started up to drill in a similar way to treat the full length of the dam with drains. The work is in the planning to be completed in 2016.Dam ConstructionStorfinnforsen Embankment Dam was put into operation in 1954. The dam is 330 m long and maximum height is approximately 23 m. The dam is constructed with a central core zone and supporting zones of earth and rockfill on the upstream and downstream sides giving an almost symmetrical cross-section about the dam axis, see Fig. 1. The upstream slope is 2H:1V down to el. 270 and 2.5H:1V below. On the downstream side the slope is 1.75H:1V down to +269 and 2H:1V below. The core zone consists of a timber sheet pile wall with a Zone 5 of glacial till, approximately 2 m wide, adjacent to the wall on the upstream side."

The Escondida Porphyry Copper Deposit, located in Chile's II Region 160 Km to the southeast of the city of Antofagasta, is currently owned by Minera Escondida Limitada, a company comprising The Broken Hill Proprietary (57.5%), Rio Tinto Zinc (30%) a group of Japanese companies represented by Mitsubishi Corporation (10%), and the International Financing Corporation of the World Bank (2.5%) (Fig.l)By 1983, most of the reconnaissance drilling was completed and prefeasibility studies were regularly updated as new drilling results were reported and project concepts re-evaluated (Fig.2). In October 1982 the project was transferred from Exploration Management to Operations. By the end of 1984 project pre-development activities, including inpit development drilling, geological exploration, water resource definition, an underground bulk sampling program and the initial project feasibility report, were completed.

T'HE Columbia Section of the A. 1. M. E. took charge of the Western Mining Convention on Oct. 3, and the meeting was held under their auspices. W. L. Zeigler, chairman of the Section, called the session to order. The first paper on the program, "Lead Refining Practice at Bunker Hill Smelter," was presented in per-son by the author, A. F. Beasley, superintendent of the smelter. He pointed out the differences in the refining practice at Bunker Hill from other American refineries. The Bunker Hill plant was the first to adopt the liquation process for silver skims as developed in Australia. Details were given of operating practice with results. F. F. Colcord questioned the author in regard to the kind of metal best suited for kettles, which was said to be cast iron.

Experiments on the separation of copper and zinc ions by selective action of ion exchange resins showed the carboxylic type to be more effective than the sulphonic resins. The latter demonstrated a greater capacity over a wider pH range. Data show the effectiveness of resins as a means of concentration. IN recent years the restrictions of stream pollution laws and the high price of metals have created an interest in ion exchange as a means for metal recovery. Some applications have proved successful. In Germany during World War 11, 17 tons of copper per day were recovered from rayon mill wastes by means of ion exchange resins;' and for some time in this country a large ion exchange unit has been in operation for the recovery of copper from rayon waste water. The possibilities of applying ion exchange to the recovery of metals occurring in plating rinse water is particularly promising. In most of these applications only the metal being recovered occurs in the waste. The ion exchange resins act merely as a means of concentrating the metals to a point where they can be recirculated. It would be highly desirable to use ion exchange as a means of not only concentrating but also of separating metals. With the exception of the impressive separations accomplished in connection with the atomic energy program, very little has been done on metal separations.' Therefore, an investigation was undertaken at the Missouri School of Mines and Metallurgy to determine if either of the two main types of ion exchange resins could be used to separate metal ions in solution. The selective removal of copper ions from a mixture of copper and zinc on carboxylic and sulphonic-type resins was investigated as a function of flow rate, pH, copper-zinc ratio, and concentration. It was shown that zinc can be separated from copper and that very large ratios of concentration can be obtained using ion exchange resins. Since ion exchange is relatively new to the field of metallurgy, a brief review of the subject will be included. Theory of Ion Exchange A comprehensive theory for ion exchange has not been developed as yet, but the mechanisms are analogous to metathetical reactions: R Na + Cu++ *=? K(SO3)2 Cu + 2Na+ R is the designation for the ion exchange resin. If a copper solution is passed over a resin bed in the sodium form, two ions of sodium will be released for every ion of copper removed. For the most part this reaction follows the laws of mass action and of electrical neutrality. Consequently, if an excess of sodium ions is passed over a bed containing copper, the reactions will be reversed, and the resin will be regenerated to its original form. A few empirical rules governing the exchange reaction have been set forth: 1—In general ions with a high valence will replace ions with a lower valence. 2—Ions having higher activity coefficients have a higher replacement potential. 3—In a series of mono-valent ions, those with the smallest radii of hydra-tion will tend to replace those having larger radii of hydration. 4—Where ions are similar in most respects, those with the higher atomic weight sometimes will take precedence. This last rule is not as definite as some of the others. These rules apply to rather dilute solutions at moderate temperatures and assume all ions to be present in about equal concentrations. Higher concentrations and temperatures may in some cases reverse the normal exchange reactions. Ion exchange materials are unique in that their efficiency increases as the concentration of the solution decreases. For many exchangers, most efficient operation is obtained at concentrations in the order of one thousandths of a percent. Most applications, though, are made in solutions containing considerably higher concentrations than this. Coste9 as shown that ion exchange resins will remove aluminum and iron effectively' from solutions of up to 10 pct chromic acid. Ion Exchange Resins Ion exchange resins are insoluble, porous, resinous structures to which active groups have been attached. Active groups such as (—SO,,)- and (COO)- pick up cations; hence structures saturated with groups such as these are called cation exchangers. Structures saturated with groups such as (—NH,)' which pick up anions, are referred to as anion exchangers. The resinous structure of necessity is resistant to strong acids, bases, oxidizing, and reducing agents, and most of the common organic solvents. An idea of the stability can be gaged from the fact that resins last for many years under constant use without detectable chemical or physical breakdown. The ion exchange reaction is not confined to the surface of these synthetic resins. Its porous structure permits active groups in the center of a particle as well as those on the surface to remove ions. A high capacity resin such as Amberlite IR-120 will remove up to 3.3 lb Cu per cu ft of resin. THE value of molybdenum as a ferroalloy has been known for many years. For a long time, however, the metal was used only on a small scale in the iron industries, because the known source of supply appeared inadequate and the cost to the consumer was not stabilized. The world's production of molybdenum prior to 1914 was only a few thousand pounds per year and even during the war period annual production was only about 800,000 lb. Production during 1929 and 1930, however, was over 4,000,000 lb. per year and that of 1931 promises to be of the same order of magnitude. This remarkable increase in production is due primarily to the development of a large molybdenite deposit at Climax, Lake County, Colo., which has accounted for 80 per cent of the world's production of molybdenum during the past two years. Based on conservative esti-mates, the deposit at Climax has the capacity to maintain its 1929 and 1930 rate of production for 100 years or more. The production of molybdenum ores has been established on a new basis-in recent years as compared with the period during and before the world war. During the earlier period, production came from small deposits and the cost to the consumer fluctuated. At present, production comes from a few large deposits and the price is not only lower but also fairly constant. In recent years the price of molybdenum has consistently dropped as consumption increased. The present price is $0.95 per pound of molybdenum in ferromolybdenum and $0.80 for molybdenum in calcium molybdate. Before and during most of the war, Australia, Norway, and a few other foreign countries were the chief producers, while at present the United States is producing over 90 per cent of the world's production. With molybdenum available at a moderate cost, the steel industry has been adopting more and more the use of molybdenum as an alloy addition.
