The selection of stripping dragline is a complicated problem. Several factors, such as the deposit buried conditions, the demand of mine production rate, cast blasting result, the mining/stripping operation method and parameters, etc. may comprehensively influence the optimal selection of technical specifications of the dragline. Under these circumstances, the basic thinking and procedures for dragline selection are put forward as follows. •Step 1—Initially estimate the dragline annual stripping rate and stripping bench height according to the annual coal production rate and advancing speed of mining front. Then the feasible alternatives of dragline sizes can be calculated and selected from the existing dragline series. •Step 2—A computer simulation model is developed to simulate the dragline stripping operation, to obtain a series of working face parameters, then to select the best dragline alternative. This step can be interactively iterated until the satisfactory results are obtained. •Step 3— Sensitivity analysis can be done with the systems simulation model by changing the stripping bench parameters, e.g. stripping bench height and cut width, etc. to verify and modify the selection results if necessary. The mathematical model for dragline stripping simulation has been set up. The flowchart of the model is shown. A case study for a large surface coal mine with annual production rate of 16 Mt/a is followed. The dragline bucket capacity and operation radius, stripping bench height and cut width as well as other parameters are comprehensively optimized and selected. Education in the mineral engineering professions is in the same flux and turmoil as is the entire minerals industry. Overcapacity in some areas, undercapacity in others, and the constant fear of substitution plague education as well as industry. The exercise in long-range planning that The Society of Mining Engineers has undertaken gives an excellent opportunity to examine the problems and the opportunities in minerals engineering education. Charge to the Committee The Educational Activities Committee was asked by the Long-Range Planning Commission (LRPC) to examine SME's future role with respect to "education policy, role and organization, education department, education board, continuing education, short courses, and extension courses." This examination is timely. It follows a reorganization of SME's Education Board designed to make the Board more efficient in its operation, more responsive to the needs of education, and more active in the setting of Society policy on education. In addition, the roller-coaster cycle of boom and bust experienced by the mineral industry in the last decade has been shared by the minerals schools and has created enrollment problems that need to be addressed promptly. Within SME there is much experience on educational issues to draw from and many problems to solve. Major Premise The committee is emphatic in espousing the philosophy that SME should support, in word and in deed, the highest possible standards that can be maintained by the minerals schools. As guardians of the various mineral engineering and scientific professions (geological engineering, geophysical engineering, mineral engineering, mineral processing engineering, and mining engineering), it is appropriate for the Society to be a watchdog for academic standards. One member of the committee put it succinctly, "We need to educate engineers and technologists, not muckers." A vital and profitable minerals industry needs professionals educated by good teachers, equipped with the most modern available methods, techniques, and knowledge, and challenged by their education to be innovative contributors to their chosen profession. Such education occurs only if it takes place in an institution that is vital and challenging. SME can enhance the quality of its membership if it works to maintain the standards of the schools that graduate new members. Education does not end with the award of a degree. It is appropriate for SME to strive for continued technical quality of its membership. To this goal, SME should maintain its attention to the process of licensing professional engineers, and it must continue and expand its efforts in continuing education for the membership. Recommendations for Action The following recommendations were submitted by the committee and then amended slightly by the full commission. The recommendations have support from the SME Board. • SME Education Coordinator and Staff Department of Education - Staff support for education should be provided by someone with experience in engineering education who would be appointed as SME Education Coordinator for all educational activities: accreditation, continuing education, student affairs, and liaison with mineral schools. The Board has approved an Education Coordinator and the position has been filled. • Advisory Committee on Education - SME should recognize, by amending its committee structure, that functions important to education are filled by SME-appointed representatives to the Accreditation Board for Engineering and Technology (ABET), its Engineering Accreditation Commission (EAC), and Technology Accreditation Commission (TAC). It is suggested that these persons, plus the chairman of the Education Council, plus two other persons appointed by the SME Board, form an advisory committee on education. The reducibility of three different manganese ores with coke was studied. The three ores were reduced to different extents under the same experimental conditions. The investigations showed that in the temperature range of 900-1000 ×C, Fe2O3 in the ore was reduced to metallic iron. MnO2 was reduced to Mn3O4 in all cases except one in which it was reduced to Mn2O3. The kinetics of reduction was controlled by different mechanisms in the different ores. Temperature had a significant influence on the reducibility of the ores.

R. C. Gifkins (CSIRO)—In this paper evidence is put forward to support the idea of grain boundary shearing in aluminum at 4.2°K and the phenomenon is explained in terms of a low-temperature "equicohesive temperature". It is stated that these findings show that grain boundary shear cannot be ruled out in any situation by temperature arguments alone. We believe, from our own recent study of "apparent grain boundary sliding'' at temperatures below 0.45 Tm, that it can be ruled out on temperature arguments alone.45 Our experiments were made principally with magnesium and a Ms-A1 alloy ("Magnox A12"). Careful examination of offsets of marker lines or steps at grain boundaries produced by deformation at room temperature (-0.3 Tm) showed many of these to result from curvature over narrow zones along the grain boundaries. A significant residuum did, however, appear as a sharp offset or step. It was found that the mean value of this step rose to a small value during the first 0.5 to 1 pct strain and then remained at this level with further strain. Moreover, exactly the same values were obtained (at the same stress) at 75°C instead of 21°C. That is, in this range of temperature the "apparent sliding" was not temperature-sensitive. At 125°C and above there was sliding which increased with strain and which was temperature-dependent. When this temperature-dependent sliding was used to calculate the sliding to be expected at room temperature, this underestimated the "apparent sliding" by a factor of 104. The conclusion drawn is that the "apparent sliding" consists of shear localized in a zone of a width measured perhaps in microns, whereas it seems that true sliding occurs on the boundary surface.46 A model for such localized shear has been developed in general terms, following a similar model of Urie and Wain.47 Other strong evidence for low-temper- ature sliding has been based on the offsets of marker lines consisting of a substructure seen using the electron microscope to resolve these.48 We have repeated this work and found that the effects can be accounted for in terms of cracks in an oxide film which is produced when the substructure is etched up; these cracks form over zones of shear rather than at actual interfaces. However, in aluminum at room temperature (-0.3 Tm) there is no "apparent sliding" which is optically detectable. We suggest that, when the temperature is much lower (and possibly the rate of strain higher, too), as in the experiments of Chin et al., then aluminum behaves like magnesium at room temperature, and a narrow zone of shear develops to accommodate differences in strain across the grain boundary. Such a zone could well give rise to triple-point cracks. It is hoped to investigate these suggestions further. B. Y. Chin, W. F. Hosford, Jr., and W. A. Backofen (authors' reply)—It is interesting to have Dr. Gif-kin's comments, although it is somewhat difficult to reply in detail without the reference containing the work that he describes. Apparently though, he does find a low-temperature temperature-independent sliding that would seem to be related to the observations reported here. Perhaps some of the difficulty has semantic origins, growing out of the distinction between ('true sliding" and "apparent sliding".

The success of the minimization of blast induced-damage at Barrick?s Pierina Mine in Peru is the result of an effective working relationship between Mine Operations and the Geotechnical Services Department. A detailed design criteria manual is used to match the blast plan to the site?s varying rock types and slope designs. The Geotechnical Services Department has further developed a comprehensive pre- and post-blast checklist that is critical to the drilling and blasting process as it pertains to wall stability. Wall control blasts are evaluated with quality assurance field checks, vibration monitoring and frequency control, video assisted performance quantification and post excavation face profiling. These detailed observations are compiled and summarized in a blast performance evaluation that is considered to be an ?Industry Best Practice?. The information and detail provided by each performance summary allows accurate blast analysis and effective design refinement.

This is the seventh annual tabulation of royalty information. It is also the first year in which some data have been deleted to make room for new data. The concept of royalties evolved from a time when the government owned all of the land, including mines, to the situation where free miners won the right to claim minerals but paid a portion of their production to the royal treasury. Today, a mineral royalty is a payment to the owner of the mineral rights for the privilege of producing the mineral commodity. However, some people incorrectly believe that the selling price and the royalty are the same thing. The contract between the owner (lessor) and the mining company (lessee) is the mineral lease. Some clauses that are common to mineral leases include: identification of property, granting clause, reservations, definitions, royalty rate, taxes and title, indemnity, termination, inspection, assignability, successors, and reclamation. There often are variations in royalty rates for a given commodity that reflect differences in location, quality, market conditions or public versus private ownership. History In the time of ancient Rome, the government owned the mining properties by virtue of conquest. It would lease the mines to favored citizens who would pay rent to the State. Various conditions of sovereign ownership of both land and mineral rights continued in Europe until the Renaissance. As the laws evolved for land ownership by private citizens, the concept that minerals belonged to the State (King, Crown, sovereign) continued until about the 15th century. Free miners challenged the notion of sovereign ownership and won the right to discover and claim minerals. But a portion of their production had to be paid to the sovereign - a royalty. So, the original concept of a mineral royalty was a tax on production that was due to the Crown or Church. The term mineral royalty, as it is known today, is a payment to the owner of the mineral rights (formerly the royal owner) for the privilege of mining and producing the mineral commodity. The owner of the mineral rights, the lessor, and the mine operator, the lessee, enter into an agreement to mine the property. The agreement is the lease. While this concept is common, there are some who do not understand that the royalty is a portion of production paid to the owner as agreed on in the lease document. This author has seen reports where the selling price of a commodity has been quoted as the royalty. ("They get 70 cents a ton royalty at their pit and the guy down the road only has a 65 cent royalty.") These reports have been authored by people not familiar with the mining industry. Lease clauses In addition to the amount to be paid the lessor, there are several other items to be addressed in the lease agreement. The following list may not be all inclusive, but briefly describes most of the common clauses any good mining lease should contain. Identification: This opening clause names the owner (lessor) and the operator (lessee), the address of each, and gives the legal description of the property. Granting clause: This part of the lease gives the time period or duration of the agreement and information about renewal periods. It also has language about the exclusive right of the lessee to mine the property. Reservations: If the owner wants to exclude any portion of the property or set some specific conditions about the operation, there needs to be a clause that describes these reservations. Definitions: This section should address some of the technical terms that the lessor may find confusing - short tons versus cubic yards, dollars versus percentage of average selling price, any escalator indices such as consumer price index or producer price index, and material mined versus material sold. Royalty: This section spells out what the royalty rate will be, how often it will be paid, if there is an annual minimum, the pay dates, and how the records will be kept. This section also describes the conditions under which the lessee is exempt from the annual minimum - natural disasters, strikes, governmental actions, or other causes referred to as force majeure. Taxes and title: The lease needs to identify who is responsible for the property taxes, severance taxes (if applicable), and other taxes that relate to the mining activity - taxes on equipment, improvements, or stockpiles. This is a good place in the lease for the owner to certify his ownership of the property and its mineral rights and also certify that no other leases are in effect. The lessees may want language that allows them to pay mortgages or other debts on the property to keep their lease in effect. Indemnity: This portion of the lease identifies that the lessee assumes the risks for lessee's mining operation. Lessor should expect indemnification by the lessee through standard insur¬ance policies - workers compensation, liability and property damage. Termination: Both the lessor and lessee want language that will allow them to terminate the lease. The perlite review arrived too late to appear in the June issue. Worldwide production of perlite in 1991 was estimated to be 1.7 Mt (1.9 million st). Events in Eastern Europe and the former Soviet Union caused reporting of production, consumption and reserves from those regions to cease. The US Bureau of Mines reported data only from the US and Greece. Together, the two countries produced about 701 kt (773,000 st), down from 739 kt (815,000 st) in 1990. US production of perlite amounted to about 547 kt (603,000 st) last year. US production was supplied by 10 companies operating 11 mines in seven western states. There are 74 plants producing expanded perlite in 33 states and in Canada. All the companies engaged in mining perlite are also expanding it.

The overall flow-sheet of producing chromium (III) sulfate is described in this paper. The suitable conditions of each process such as sintering, leaching, aluminum removal, reduction, and de-composition conditions were experimentally studied. The results show it is reasonable to produce chromium (III) sulfate with the flow-sheet pointed out in this research work. The final product is Cr2(SO4)3 solution contained 150~250g/L Cr.

Waste lithium-ion batteries (LIBs) are important secondary sources of many valuable materials, including Critical Raw Materials (CRMs) defined by the European Union (EU): lithium, cobalt, manganese, and graphite. Additionally, LIBs typically contain nickel and copper, which are classified as Strategic Raw Materials for EU since 2023. In recent years, great effort has been made to develop efficient recycling processes for waste LIBs. Pyrometallurgical processes have been essential in industrial production of metals for many decades. These technologies are relatively mature, with high adaptability for different raw materials. Pyrometallurgical treatment in LIB recycling typically involves the use of smelting processes, in which waste batteries are heated above their melting points and metals are separated through a reduction reaction in the liquid phase. Through this recycling route, cobalt, copper, and nickel can be efficiently recovered in the form of a metal alloy, whereas lithium and manganese are lost in the slag phase. The goal of this work was to increase the recoveries of valuable battery metals through a combination of hydro- and pyrometallurgical unit operations. First, industrial Li-ion battery scrap underwent a selective sulfation roasting stage, where the aim was to transform LiCoO2 and Mn-oxides into Li, Co and Mn sulfates. After roasting, the battery scrap was leached in distilled water with a solid to liquid ratio of 100 g/L at 60°C and recovered 95 per cent of Li, 61 per cent of Mn and 35 per cent of Co. After leaching, the solid leach residue was mixed with industrial Ni-slag and biochar, followed by reduction at 1350°C in argon atmosphere. The high-temperature smelting experiments were conducted as a function of time (5–60 mins) to investigate the reduction behaviour of battery metals. The results show that Co and Ni from the slag and leach residue can be efficiently recovered in the slag cleaning stage.

In ore mining technology, the loading and hauling operations are undoubtedly the area where the most spectacular progress has been made during the last twenty years. I shall draw some examples from the Eastern France iron ore mines which I how well and whose production of 62 million tons for 1962 and 1963 constitute a worthwhile experience worldwide. The iron ore deposits of Lorraine are of sedimentary origin. They contain many mineralized horizons with workable seams situated from 330 to 830 ft. in depth. The dip of these seams is generally less than six percent. Their thickness varies from 6 to 23 ft. All seams are not workable throughout the whole area of occurrence, but in some mines there are five mineable seams in the same vertical section, with from 5 to 20 ft. of barren ground intervening between them. The iron content of the mineral varies from 28 to 36 percent. Specific gravity of the ore is 156 lb. per cu. ft. m place and 100 lb. per cu. ft. blasted. Reserves of iron ore in the Lorraine region are estimated at six billion tons with an iron content of more than 28 percent. These mines operate by means of rooms and pillars process, with pillar robbing; the final recovery is very good and averages 90 percent. Some years back, competition from richer, imported ores incited these mines to make constant efforts to increase their productivity and reduce mining costs, thus placing them in a leading position in mining technology, as evidenced by the dramatic evolution of their output per manshift (Figure No. 1).

[As a results of work conducted during the past three years, the Northwest Experiment Station of the Bureau of Mines, in cooperation with the University of Washington at Seattle, Washington, has developed a process for the production of sponge iron. Commercial operation of this process in a 3 to 4-ton scale has been so satisfactory that its use on a large scale (20 to 100 tons per day) can be safely considered. Description of Process. The process consists in passing a mixture of iron ore and coal through a rotating kiln heated at one end to a temperature sufficient to convert iron oxide to metallic iron, discharging, cooling, and separating the sponge iron from the residual coke and silicious material on a magnetic separator. Both the coal and the ore should be crushed to peso as 6-meth scream, tans producing particles finer then 1/12 of an inch. Seventy-five parts of coal or other carbonaceous material arc charged with every 100 parts of ore), This large amount of coal is required in order to supply sufficient carbon to maintain a strongly reducing atmosphere in the charge, but may be reduced to about 65 parts per 100 parts of ore by recovering and using tae carbon that remains in the discharge product. Large-scale operation and refinements in furnace design should lower this ratio to perhaps 56 or 60 parts of coal to 100 parts of ore.]

The distribution equilibria of lead, zinc and copper between CaO-Si02-Ah03 melts and liquid copper were measured at 1623K under a controlled H2-C02 atmosphere. The distribution ratios were plotted against the oxygen partial pressure, and reasonable oxide forms dissolved in the melts were estimated from the slopes of the plots. The activity coefficients of zinc oxide (ZnO), lead oxide (PbO) and cuprous oxide (CuO0.5) increased with increasing slag basicity, defined by XCao/Xsio2 The temperature dependence of the activity coefficients was also measured.

THE Tri-State Zinc, Inc., Galena, Ill., was confronted with the problem of securing ore from a deposit because the hoisting shaft was several thousand feet from the mill. The orebody is several thousand feet long, averaging 200 ft in width and 60 ft in height and opened up by vertical shafts some 300 ft deep. Mining is by the room-and-pillar method. During the initial operation the ore was loaded by conventional electric 1/2-yd boom-and-dipper shovels and hauled to the shaft by 8-ton diesel trucks. This underground ore loading and hauling was well adapted to the conditions and productive of low costs per ton. However, with the mill situated as mentioned, a triple handling of all broken rock was necessary: l—from the stope to the shaft by truck, 2—up the shaft by skip br can into the surface hopper, and 3—by truck from the surface hopper to the crushing plant at the mill. In addition to the repeated handling, serious troubles were encountered during the winter because of freezing in the shaft hopper. Consideration was given to either moving the mill to the new orebody or to the construction of a second mill. The presence of other orebodies to be mined at a later date made the first alternative impractical while the capital outlay for a second mill, when the present plant of approximately 850 tons per day was deemed sufficiently large for the total reserves, made the second alternative also unwise. It was decided to retain the mill in the originals location and continue to move the ore to it. The idea of driving an inclined adit from the surface to the bottom of the orebody suitable for truck haulage and big enough to allow the passage of all mechanical equipment was conceived. Among the apparent advantages of such an incline were: 1— Direct haulage from the stope to the mill without rehandling. 2—Elimination of virtually all grizzlies. Trucking from underground to the mill would do away with all hoppers, chutes, gates, and skips and make the maximum rock size dependent solely on the size of the shovel dipper at the mine and the crusher opening at the mill. 3—Less secondary blasting would be needed. 4—Ease of transporting equipment and supplies underground. Shovels and trucks could be taken through the incline intact. 5—Equipment could be brought to the surface for repairs and servicing without loss of time. The same advantages of ease in moving would be present in the handling of men, steel, powder, and supplies. 6—There would be far less difficulty in increasing the amount of tonnage that could be moved by truck up an incline than would be found in attempting to increase the capacity of a shaft. 7—All the broken ore in the stopes would serve as bin capacity, as it would take the breakdown of all of the loading and hauling equipment to have the same effect as a delay in shaft hoisting. 8—All danger of men being trapped in the mine as a result of shaft fire or power stoppage would be eliminated. 9— Virtually all trouble from severe winter conditions would be eliminated by the direct haul underground to the mill. The decision was made to proceed with the driving of an inclined adit. The topography of the surface between the orebody and the mill was such that it was possible to locate the portal at a point 170 ft above the mine floor and 1800 ft horizontally from the central point of the orebody to the south and 2500 ft from the mill to the north. A grade of 10 pct was found to be optimum for continuous truck haulage when the various factors of speed, safety, and truck maintenance were all considered. The incline as driven was consequently 1700 ft long on 10 pct grade and 12 ft high by 17 ft wide in cross section. The tunnel-driving equipment was chosen so that it could be used in mining after the completion of the tunnel. Drilling was done with a jumbo with two Joy jibs mounting 3-in. drills, loading with an Allis-Chalmers diesel-powered, front-end loader of approximately 11/4-yd capacity, and hauling by Koehring Dumptor trucks of 8-ton capacity, diesel-powered. The width of the tunnel allowed the end loader and Dumptor to be placed abreast. Since the Dumptors can be driven either forward or backward with equal facility, loading was accomplished without turning around either machine throughout the loading operation. The crew in addition to the tunnel foreman was comprised of three men per shift at the start and in the later work, four men. Each crew could perform any part of the working cycle. If the drilling was completed and the round blasted in the middle of a shift, the same men would proceed with the loading and hauling. Since the mine already had been drained to the bottom levels, no water was encountered. At the halfway point the tunnel was widened for approximately 100 ft to permit trucks to pass. The total cost of the tunnel excluding the capital outlay for equipment, which was all continued in use in the subsequent mine operation, was $60,363.00 or $35.50 per ft. The tunnel was completed at the end of June, 1949 and has been in continuous use since that time. In the five months from July to November inclusive, 106,049 tons have been transported to the mill or an average of 835 tons per day. No unforeseen disadvantages have been encountered and the advantages which had been predicated before the adit's construction have been more than realized. As previously mentioned, the deposit is worked by the room-and-pillar system with occasional faces up to 125 ft high. Except in driving development drifts when diesel-powered, front-end loaders such as were used in the tunnel are employed, all shoveling is done by Yz-yd boom-dipper type shovels electrically driven. These units need a width of 25 ft and a height of 14 ft in which to operate. All hauling is by diesel trucks, mainly Koehring Dump-tors. This paper focuses on the CaO-SiO2-FeO-MgO-MnO-P2O5 slag system that represents the major components of dephosphorization slag in BOF. Phosphorus distribution between 2CaOSiO2-3CaOP2O5 Solid Solution and Liquid Slag were analyzed by FactSage. The effects of slag content, basicity on the distribution ratio of P between the solid solution phase and the liquid phase (LP) and the percentage content of P in solid solution phase and liquid phase have been discussed. The results show that, with the increase of basicity, LP (wt%) decreases until the basicity reaches 1.9, then it turns to increase. LP (wt%) increases gradually with the increasing amount of FeO or P2O5.

A thermodynamic database for the oxyfluoride system CaO-MgO-Al2O3-SiO2-Na2O-K2O-Li2OMnO- FeO-F has been developed based on the critical evaluation and optimization of all available experimental thermodynamic and phase diagram data. The developed database can be used for phase diagram and equilibrium solidification calculations for multicomponent systems and for understanding the solidification behavior of mold fluxes. Based on this thermodynamic database, a simple kinetic model was developed to simulate the interactions between the mold flux and molten steel using effective equilibrium reaction volumes combined with the thermodynamic database.

Every mathematical statement of a measure of anything (as distinguished from a count') is followed by a qualification—always implied if not explicity stated—-that the statement is only an estimate, which may vary from absolute accuracy within certain limits, according to the accuracy of the measuring instrument. This basic fact, so obvious to engineers, is not so well understood by many that make use of laboratory coal tests. The tolerances that must be allowed in measurements of coal quality are very important in both their commercial and engineering applications—and the significance of these tolerances depends upon the use made of the laboratory coal test. Only in recent years has there been any intensive study of this question of tolerances as applied to measurements of coal quality. There is very little in our published literature on the subject, and what has been published is not readily comprehended by those who sell coal, or buy coal and use it, unless they happen to have made a study of the subject themselves. Every mathematical statement of a measure of anything (as distinguished from a count') is followed by a qualification—always implied if not explicity stated—-that the statement is only an estimate, which may vary from absolute accuracy within certain limits, according to the accuracy of the measuring instrument. This basic fact, so obvious to engineers, is not so well understood by many that make use of laboratory coal tests. The tolerances that must be allowed in measurements of coal quality are very important in both their commercial and engineering applications—and the significance of these tolerances depends upon the use made of the laboratory coal test. Only in recent years has there been any intensive study of this question of tolerances as applied to measurements of coal quality. There is very little in our published literature on the subject, and what has been published is not readily comprehended by those who sell coal, or buy coal and use it, unless they happen to have made a study of the subject themselves. Longwall shields provide essential ground control in longwall mining, yet a high percentage of shields are operating at less than peak capacity and many at well below the rated support capacity due to defective hydraulic cylinders or malfunctions in other hydraulic components. Leg pressure data are currently collected on state-of-the-art longwall shields, but typically are not analyzed to evaluate shield performance. The National Institute for Occupational Safety and Health (NIOSH) Shield Hydraulics Inspection and Evaluation of Leg Data (SHIELD) program is a Visual Basic software system that is designed to analyze leg pressure data and identify shields that are not performing to rated specifications. The program analysis is configured to detect the following conditions: (1) loss of leg pressure, (2) imbalance in leg pressure, (3) low set pressure, (4) low yield pressure, and (5) full extension of the bottom stage. Other performance assessment measures include the percentage of the support capacity utilized (ratio of peak load to yield load), the percent of time that a shield operates at yield load, the ratio of the set load to the yield load, and the amount of support capacity that is lost due to leaking cylinders. Historical record keeping will allow the user to select a particular shield and review the performance record as developed by the program for that shield. In addition to these performance assessment measures, the software will include an animated description of shield hydraulic systems that will describe the operation and significance of each hydraulic component and the impact of component failures on the shield’s capability to provide the required roof support. A general overview of the SHIELD program is provided in the paper together with an example analysis of a 2.5-year-old Australian longwall face.

The annual report f the Secretary of the Navy for the fiscal year, ending June 30, 1917, but including operations and recommendations up to Dec. 1 of that year, contains the following remark about the activities of the Naval Consulting Board. The members of the Institute who are members f this Board are William L. Saunders, Benjamin B. Thayer, Thomas A. Edison, Thomas Robins, Lawrence Addicks, Joseph W. Richards, W. R. Whitney, assisted by 47 other members f the Institute, in the capacity of associate members of the Naval Consulting Board. During the year, the work of this board, organized and approved by Congress in 1915, has increased very materially in importance and volume, its meetings have been frequent and the work of its individual members has been such in some cases as to occupy almost their entire time in the service of the Government.
