Tunnel excavation while mining is not often performed in North America primarily due to access constraints in both operations. Referencing European approaches for long distance tunneling, the Devil?s Slide Tunnel project has applied innovation and technology to provide the ability to overcome this unique challenge. The Devil?s Slide Tunnel requires the construction of twin bore tunnels excavated based on sequential excavation method (SEM) construction methods using New Austrian Tunneling Methods (NATM) principles. The twin tunnels are approximately 9 m (30 ft) in diameter and 1,250 m (4,100 linear ft) in length. The purpose of this project is to reroute Route 1 from around the Devil?s Slide through the San Pedro Mountains crossing from Montara, CA along the south and into Pacifica, CA in the north. The Caltrans project was awarded in December 2006 for a total of $272,366,000. The job is an A+B job, thus the estimate scheme of final lining while tunnel excavation is important to save time. A+B is a method of rewarding a contractor for completing a project as quickly as possible. By providing a cost each working day, the contract combines the cost to perform the work (A) with the cost of impact to the public (B) to provide the lowest cost to the public. Concurrent mining while lining is achieved through a series of gantries and a set of tunnel forms allowing the pass-through of the excavation equipment. The tunnel lining operation passes through several phases of work that are dependent upon the progress of the tunnel excavation process. This involves unique milestones, such as the evolution of the ventilation system, development of an enlarged cross passage to allow equipment to access each tunnel from within the tunnel and, finally, the installation of an invert prior to arch lining that limits the continuity of the final lining operation.

The tunnelling work to construct a sewage trunk line designed by the Sewage Bureau of Kobe City along north side slope of Rokko mountain range incorporated an all ground condition type (broad spectrum) TBM with slurry transport system with jet pump manufactured by Kawasaki Heavy Industries, Ltd. Boring dia. of the tunnel measured to 2.0 m. The construction planning and implemen- tation were done by Ohbayashi Corporation, the general contractor. The heading way was 3342.4 m in overall length.; construction work ran from April '84 to June '85. The max. daily progress marked 31.9 m and the max. monthly progress 493.1 m according to the relevant record. The machine proceeded with the work under geological conditions featured with conglomerate, rhyolite, tuff breccia and slate, whereby soft soil zone mostly of clay was encountered in a limited area. In the latter case, however, steel segments were substituted for supporting steel ribs. The tunnel was routed beneath a meandering road with the result that more than 40% of overall length show a curvature of 50 to 200 m radius.

Gypsum wallboard manufacturers in the United States shipped 3.18 billion m2 (34.2 billion sq ft) of wall-board products during 2004 versus 2.93 billion m2 (31.5billion sq ft) in 2003. Following a historic high production of gypsum wallboard products in 1999, production decreased in 2000. But it has steadily increased during2001 through 2004. Wallboard production in the United States increased about 8.6 percent in 2004 from 2003. Following several years of a “building boom” of new wallboard plants and the expansion of the manufacturing capacity of several existing plants, 2004 was a relatively quiet year. However, several new plants and capacity expansions were announced or are in progress during 2004.

Geologic resource assessments describe the location, general characteristics, and estimated volumes of resources, whether in-situ or technically recoverable. Such compilations are only an initial step in economic resource evaluation. Forecasts that assume that resources that exist in nature can be commercially produced as needed ignore economic constraints. This paper identifies, by example, the salient features of a geologic assessment that will assure its usefulness for economic analysis. These features are demonstrated with examples of coal resource assessments and coal bed gas assessments.

A case study of longwall mining surface subsidence was performed at a mine in Southwestern Pennsylvania. The mine operated in the Pittsburgh coal seam which averaged 70-72 inches with 6-8 inches draw slate in the longwall location. The average overburden depth ranged from 625 8eet to 660 feet. Three adjacent longwall panels were studied and classified as Panel 1, Panel 2, and Panel 3. The following is information on each and can be seen on the General Mine Map (Fig. 1).

As part of JAGUARS (JApanese-German Underground Acoustic emission Research in South Africa), high-resolution tiltmeters were installed during 2007 at Mponeng gold mine, South Africa, in an attempt to study and understand the risks posed by in-mine seismic events and to subsequently use the knowledge gained to mitigate these risks. In December 2007, an M2.2 event occurred at Mponeng and was detected by the tiltmeters installed. The tilt expected for the M2.2 event is modelled through the use of numerical and analytical tools and utilizing, as input parameters, characteristics of the event such as the rupture area, the amount of slip, elastic properties of the rock, the state of stress before the event occurred, and frictional parameters of the rupture. The calculated tilt values are correlated and compared with the recorded data, and are found to be of the same order. Certain input parameters, such as the initial rupture point, are further constrained by varying them, during modelling, until the calculated and observed tilt values are approximately equal. From modelling, it can be concluded that the rupture point had to be closer to the location of the tiltmeters. In addition, possible locations acting as source areas for the observed aftertilt are determined. Further modelling still needs to be done to quantify the effects of the tunnel close to the tiltmeters and plastic deformation of the rock mass. Mount Isa Mines Limited first installed electronic data processing equipment in 1959. The decision to replace this equipment with a computer was motivated by the need for greater processing power and the availability of new and less expensive computers. Consideration of hardware software and delivery features of available equipment, resulted in the selectIon of an ICT 1900 series computer which was installed in March 1966. Special air-conditioning and power stabilization equipment was also required.Systems design and programming was carried out by personnel recruited from within the Company and trained by the computer manufacturer. Early work was hindered by the problems of remote location.Initial applications were basically accounting functions whIch were taken over from the EDP installation. Subsequently computer applIcatIOns of a more complex technical nature have been undertaken. Future work will include both "scientific" and data processing applications.

Highly stressed rock in stopes continues to be a primary safety risk for miners in underground mines because it can result in failures of ground that lead to both injuries and death. Spokane Research Laboratory personnel investigated electromagnetic (EM) emissions in a deep underground mine in an effort to determine if these emissions could be used as indicators of impending catastrophic ground failure. Results suggest that (1) there is no increase in the number of EM emissions prior to recorded seismic activity, (2) some EM signals are generated during blasting, (3) interference from mine electrical sources mask seismic-generated EM signals, (4) EM emissions do not give enough warning (compared to seismic monitoring) to permit miners to leave a stope, (5) the distance an EM signal can travel in the rock is between 17.7 and 39.6 m (58 and 130 ft), and (6) current data acquisition systems do not differentiate between EM signals generated from seismic activity and random mine electrical noise. These results preclude monitoring EM emissions as precursors of impending catastrophic ground failure.

SILICON is the most commonly used deoxidizer and an important alloying element in steelmak-ing; hence a detailed study of this element in liquid iron containing oxygen is of considerable interest. The equilibrium between silicon and oxygen in liquid iron has been studied by a number of investigators but generally with inconclusive or incomplete results. The variation of the activity coefficients of silicon and oxygen with composition is entirely unknown. Published investigations deal with the reaction of dissolved oxygen with silicon in liquid iron and the results are expressed in terms of a deoxidation product. For consistency and convenience in comparison of the published information, the deoxidation product as referred to the following reaction is expressed in terms of the percentage by weight of silicon and oxygen in the melt in equilibrium with solid silica: SiO (s) = Si + 2 O; K'l = [% Si] [% 012 [I] Theoretical attempts to calculate the deoxidation constant for silicon in liquid iron from the free energies of various reactions yielded results which were invariably lower than the experimental values. Thus, the deoxidation "constants" calculated by McCance,1,2 Feild,3 Schenck, and Chipman were of the order of 10, which is below the experimental values by a factor of more than 10. Experiments of Herty and coworkers" in the laboratory and steel plant resulted in an average deoxidation constant of 0.82x10 ' at about 1600°C. The technique employed in their investigation was crude and the reported temperature was quite uncertain. The concentration of silicon was obtained by subtracting silicon in the inclusions from the total. Since at least some of the inclusions resulting from chilling must represent a fraction of the silicon in solution at high temperatures, such a subtraction is not justifiable. Results of Schenck4 for K'1 from acid open-hearth plant data yielded a value of 2.8x10-5, which was later revised as 1.24x10 at 1600°C. Similarly Schenck and Bruggemann7 obtained 1.76x10-5 at 1600OC. The discrepancies and errors involved in the acid open-hearth plant data as compared with the results of more reliable laboratory techniques were attributed by these authors to the lack of equilibrium and the impurities in liquid metal and slag, and are sufficiently discussed elsewhere." Korber and Oelsen" investigated the relation between dissolved oxygen and silicon in liquid iron covered with silica-saturated slags containing varying concentrations of MnO and FeO. The deoxidation products obtained by their method scatter considerably, and their chosen average values of 1.34x10, 3.6x10-5, and 10.6x10-5 1550°, 1600°, and 1650°C, respectively, represent the best experimental results which were available until quite recently. Darken's10 plant data from a steel bath agree approximately with their data at 1575° to 1625°C. Zapffe and Sims" investigated the reaction of H2O and H2 with liquid iron containing less than 1 pct Si and obtained deoxidation products varying by a factor of more than 20. Inadequate gas-metal contact and lack of stirring in the metal bath should require a longer period of time than the 1 to 5.5 hr which they allowed for the attainment of equilibrium. Furthermore, their oxygen analyses were incomplete and irregular and confined to a few unsatisfactory preliminary samples. Their results did indeed indicate that the activity coefficient of oxygen is decreased by the presence of silicon, although they made no such simple statement. They chose to attempt to account for their anomalous data by the unlikely hypothesis that SiO is dissolved in the melt. Hilty and Crafts" investigated the reaction of liquid iron with acid slags under an atmosphere of argon, making careful determinations of silicon and oxygen contents at several temperatures. Despite erroneous interpretation of the data at very low silicon concentrations, their data represent the most dependable information on this equilibrium that has been published. In the range 0.1 to 1.0 pct Si, their data yield the following values for the deoxidation product: 1.6x10-5, 3.0x10- ', and 5.3x10 at 1550°, 1600°, and 1650°C, respectively. Design of a new underground laboratory is underway through the auspices of the United States National Science Foundation. The Deep Underground Science and Engineering Laboratory (DUSEL) is scoped to provide a diverse group of researchers with a dedicated underground facility capable of supporting a broad spectrum of fundamental and applied research at depth in the Earth?s crust. Key research partners in the endeavor are physicists, biologists, geoscientists and engineers. Engineers are not only designing the underground facilities, but are also actively involved in developing research initiatives. This paper will introduce the DUSEL engineering research program to the mining community, provide an overview of the site, geology, and laboratory facilities, and describe some key program initiatives. The particular technical challenges and opportunities afforded by the construction of DUSEL and the performance of the integrated science-engineering program will be discussed by reference to a subset of research initiatives that are currently under development: Cavern Design, CO2 Sequestration and Transparent Earth. These research initiatives target the development of new techniques that can support improved subsurface investigation, design and construction procedures. An increased use of the subsurface can actively contribute to the development of new, more sustainable solutions for use in mining and civil engineering practice.

Roof falls are one of the greatest hazards in underground coal mines worldwide. Due to stringent safety measures and extensive support system development, roof falls have been reduced significantly but they still persist in many underground coal mines. Some of the roof falls initiate with cutter roof or guttering. In the past, many factors have been identified as being responsible for the development of cutters and roof fall. These responsible factors can be broadly classified as stress related or non-stress related. In this paper the finer details of mining technique have been taken into consideration for better understanding of cutter roof and roof fall problems. Three dimensional finite difference modeling has been used to explain the mechanism of cutter development. Strain softening material behavior has been used to realistically simulate the cutter formation, and common cutting sequences as implemented in the field have been simulated. This was done with an objective to determine whether the cutting sequence has really any significant control over cutter formation or not. In addition to cutting sequences, the effect of cut length is also studied. The effect of step cutting and turning of crosscut into and away from major and minor horizontal stresses is also examined to see its influence on cutter development.

The areas of application, the limitations imposed by water chemistry as well as the advantages and disadvantages in the use of limestone for the treatment of coal mine drainage have recently been described by the authors (1),(2), (3). The process has been demonstrated in continuous, full-scale operation to yield a treated water meeting specifications established by the Pennsylvania Sanitary Water Board and containing excess alkalinity. Their final pH levels are usually less than seven, a condition which avoids consumption of excess neutralization reagents, but which occurs with lime-based processes and results from unwanted side reactions. Operating experience has been cited by Calhoun (4) using ferric waters while others (5), (6), (7), (8), (11), have reported on related research efforts. Despite the advantages including ?the relative simplicity, and minimal costs of the process, there have been very limited industrial applications of mine drainage neutralization with limestone. Although any treatment of these waters may be considered as a temporary control measure (9), the lack of feasible, immediate alternatives, the extensive magnitude. of the waters and the high cost of treatment requires that optimum processes should be utilized and that operating experience in their use be developed as is feasible. This paper will review treatment experience with a ferrous water of moderate pollution loading .

"Indonesia is one of the world leaders in palm oil production. Palm oil industry is an industry to be considered when it comes to environmental impacts. This paper utilizes three step approaches. First, a material flow analysis of palm oil related industry was conducted in Indonesia. Second, a factory visit survey was conducted for getting information on environmental impacts of plantation and CPO mills. Third, a LCA study was made for a model Indonesian CPO mill in several bio-waste treatment options. Main findings were that, first; over 70% of FFB was bio-wastes generated from CPO mills. Second, some mills introduced a zero emission bio-waste policy. However, untreated bio-wastes in the zero emission policy, such as, CH4 from POME ponds, may have potential to reduce more impacts on the environment. Introduction Indonesia is one of the world leaders in palm oil production with approximately 12.4 million tons of crude palm oil (CPO) production in 2005 and with the plantation area 5.6 million ha spreading out in 19 provinces [10]. The expansion of palm oil cultivation in Indonesia and its export oriented industry heavily relies on the strong world market demand for food. Currently, there are 320 CPO industries in Indonesia [10]. These include plantations and palm oil related factories. Among them, there are six biggest players in CPO business in Indonesia: PT. Perkebunan Nusantara (PTPN) consisting of 9 PTPN, Sinar Mas, Raja Garuda Mas, Astra Agro Lestari, Minamas Plantation and Indofood. They are managing more than 50% of plantation estate in Indonesia and are leading the Indonesian palm oil business.Palm oil industry is an industry to be considered when it comes to environmental impacts. Unfortunately, there is not so much available information related to the performance of each CPO on environmental impacts. There are reports which provide information on environmental impacts of CPO mills in South East Asian countries, but are limited to, for instance, Thailand’s cases [4 and 5] and Malaysia’s cases [1, 3, 6, 7, 9, 11 and 12]. On the other hand, similar studies on the Indonesian’s case are not well established in academic literatures. And also there is limitation on Indonesian palm oil industrial information from plantation to consumption and disposal in academic articles. There is no literature related to material flow analysis focusing on the whole Indonesian palm oil related industry. One way to describe and present the environmental impacts is through a life cycle assessment (LCA). The LCA could be used to estimate the impacts of CPO production including the stages of plantation, transportation and milling [5, 8 and 11]. However, studies on Indonesian CPO production process were not well established in academic articles. The purpose of this paper is thus to clarify environmental impacts of palm oil industry in Indonesia especially by focusing on plantation and CPO mills with consideration to various bio-waste treatments."

This report describes the design and testing of an improved quiet hard rock percussion drill. The improved drill incorporates a tappetless design with independent rotation in a hand held drill weighing 50 lbm. Laboratory and field testing in three mines were conducted. The testing showed improved drilling performance with no increase in measured noise levels over the fist design.

Some of the physical, chemical, and electrical processes for conversion of saline water to potable or industrial water are economically surveyed from an engineering viewpoint. Since all these processes require energy for drive and equipment for containment, the correlative economic factors are developed which indicate directive influences in the choice of particular regional processes. The supply of natural waters and its distance also affect decision. Any one process will probably not prove dominant in the field because auxiliary considerations such as the saline water source; types and continuing availability of fuel; electric power use or recovery; area economic status and advancement; and the political pressures of population, group demands, and land use tend equivocally to obscure capital and operation cost decisions. Basic engineering considerations, data, and economic factors are presented to assist in the direction of these decisions. An exploding world population, increasing industrialization, advancing standards of living, and the desire of less-privileged nations for betterment focus attention sharply on a major problem: water. *19 Up to now, in retrospect, people have had it relatively easy in the handling of this problem. All the better dams in the most advantageous sites, the better aquifers, the shortest aqueducts have been built. In another phase of the problem, concern is evident that wastes cannot indefinitely be disposed of merely by keeping them dilute and discharging them promiscuously. 7-9 And, perhaps, as past civilizations have done,l5 water, watersheds, streams, and irrigation may have been mismanaged or, at the least, not adequately studied.3,5,36,37 In this last is perhaps the core of the problem. As Gross states, "Ignorance and too often, indifference are contributing factors. Archaeology and theology both furnish ample testimony to the existence of rich lands where deserts now stand; it was man who ravaged his land. Unless education is a companion to water development, development might as well be forgotten. But without water, there is no beginning."13 The U.S. is showing increasing concern about its water for predictions are that by 1980 the daily withdrawals will be 494 billion gal, a figure nearly equal to the dependable supply.Is This is based on a conservative projected population of 230 million. The major categories of withdrawals are: To make available this per capita average of 2150 gal per day will require an expenditure of $219 billion over the next 20 years. The U.S. is not alone in this concern. The United Nations shows as arid zones of the world: all of Africa north of the equator and south of the 20's parallel; all of the Arabian peninsula; all of the middle east and Iran, Iraq, Pakistan, Afghanistan, northern and central India; a great band about 1000 miles wide along the 40'~ parallel from the Caspian Sea east across Russia through China to the Pacific Ocean; all of Australia except the coastal plain; the Caribbean Islands; the western nations of South America; and the western third of the United States and of Mexico. With one quarter of the earth's 57,500,000 sq miles of land thus suffering from lack of good water, increasing attention goes to the treatment of brackish and sea waters. The U.S. has been a leader in this field4,12, 16123,24 through its Office of Saline Water in the Dept. of Interior because even now some of its cities and regions are short of potable water. 11j'7,M Industrial water is also of vital concern as a result of ever higher industrialization1,14122 Other nations, among them JaPan, Israel,13188 Germany, Union of South Africa, Australia, Netherlands, France, Yugoslavia, Russia, and groups such as the Organization for European Economic Cooperation (OEEC)' are also diligent. The objective is low cost water, which means that both technology and economics have prominent roles in saline water conversion processes. WMC was a late entrant into Indonesia in mid-1996, but had considerable experience and success in exploring in Asia, particularly the Philippines since 1988. Given the geological similarities to the Philippines and IndonesiaÆs superior æcradle to graveÆ Contract of Work (CoW) tenure system, the entry into Indonesia was a logical decision but nonetheless a result of detailed planning. At the time of WMCÆs entry, Busang in Kalimantan was still a 60 moz wonder and the euphoria of this apparent discovery had overflowed into every aspect of exploration. Many junior mining companies and tenement speculators were clamouring for properties in Kalimantan, whilst other serious and capable explorers had to compete for properties and exploration personnel in an era of high and often unrealistic expectations. The picture in late-1998 and through 1999 is dramatically different, as the worldwide downturn in the price of most metals coincides with financial and social crises throughout most Asian countries. The impact of this has been particularly severe in Indonesia and when coupled with the negative sentiment of the Busang fraud has resulted in an exodus of junior companies and also some of the majors. This is understandable given the much publicised social unrest, uncertainty of government, mooted changes to the eighth generation CoW, increasing illegal mining and heightened community expectations. The reality however is somewhat different and although clearly a crisis in many respects, it is also a time of great opportunity.

I. INTRODUCTION West Virginia has a long history of coal production.1 The state at one time led the nation in total coal production, while at the same time coal from West Virginia constituted one quarter of total U.S. coal production.2 In more recent years, however, West Virginia’s level of coal production has been reduced in comparison to that of other states due to the high relative cost of producing coal in the state.3 Another blow to the producers of coal in West Virginia is the action known as Bragg v. Robertson.4 In 1998 various individual plaintiffs, as well as a conservation group known as the West Virginia Highlands Conservancy, filed a civil action under a provision of the Surface Mining Control and Reclamation Act of 1977, Pub. L. No. 95-87, §522, 91 Stat. 445 (codified at 30 U.S.C. §§1201-1328) ("SMCRA" or the "Act") that allows declaratory and injunctive relief against state and federal officials for non-compliance with the Act.5 The plaintiffs generally claimed that the Director of the West Virginia Department of Environmental Protection ("WVDEP") had exhibited a pattern of violating mandatory non-discretionary duties under SMCRA and the West Virginia state regulatory program.6 These non-discretionary duties involved many areas of regulation, including water quality standards, disturbance of wetlands, hydrologic reclamation plans, Approximate Original Contour ("AOC") requirements and AOC variances, post-mining land uses, contemporaneous reclamation, and as explained later, the "buffer zone rule."7 In addition to these claims against WVDEP, the plaintiffs also alleged that certain individual members of the Army Corps of Engineers (the "Corps") had failed to carry out statutory duties under the Clean Water Act (the "CWA") and the National Environmental Policy Act ("NEPA").8 Generally, the complaint stated that the Corps did not have statutory authority under the CWA to regulate valley fills created for the purpose of the disposal of waste material, i.e., the overburden associated with mountain top mining.9 Alternatively, the plaintiffs claimed that even if the Corps could regulate valley fills, the Corps violated NEPA by issuing nationwide permits without required analysis. Finally, the plaintiffs asserted that the issuance of a nationwide permit for surface mining valley fills is unlawful.10

A trial embankment was constructed using coarse coal mine reject on a deposit of crusted coal mine tailings at New Hope Colliery, located in the Bundamba District of the West Moreton Coalfields in South East Queensland, Australia. The purpose of the trial embankment was to assess the load carrying capacity and settlement behaviour of the crusted tailings, including an assessment of strength gain in the tailings under the influence of the fill. Prior to construction of the trial embankment, a site investigation of the tailings deposit was carried out. This comprised vane shear strength testing, together with disturbed sampling and undisturbed block sampling for the purposes of laboratory testing. Following the site investigation, settlement plates and standpipes were installed at various depths and locations within the tailings in the vicinity of the proposed embankment. The instrumentation enabled the magnitudes and distributions of settlement and pore pressure within the tailings to be determined during and following construction of the embankment. The embankment was constructed using coarse reject in three equal lifts to a height of 3.0 m. The tailings sustained a maximum settlement under the weight of the fill of 290 mm, representing about 4.2 ii of the average initial thickness of the tailings and a loss of embankment height of about 9.7 %. By the end of the monitoring period the strength of the softer tailings underlying therust had roughly doubled under the influence of tha cmbarikment
