In 1982 and 1983, a study was undertaken to analyse the applicability of Elbrond?s analytical model to suit the needs of Lake Asbestos of Quebec in their computerized open pit planning and scheduling strategy. The immediate goal was the assessment of the optimal allocation of trucks and the determination of the extra cost of in-pit blending. Data from 45 tonne trucks was used to estimate the mine capacity based on a fixed assignment policy. The tonnage yielded by the analytical model was compared with the results of a simulation program. Another point that the study high- lighted was the definition of efficiency parameters for the haulage system: shovels-trucks-crusher. The efficiency, both of the utilization of financial resources and of the operations, for the overall system reaches optimal values in very precise conditions for the number of pieces of equipment in operation. Such a parameter is proposed as a standard for the definition of an optimal number of trucks and shovels in operation. Deviations from this optimum do occur in a well-planned system for qualitative goals. These can then be quantified in terms of costs to the mining company.

Process plant modeling in the computer environment has been developed over the past 40 years by implementing the comminution models formed by the Julius Kruttschnitt Mineral Research Centre, University of Queensland, in the early 1970s. The models for the other processes in a mine value chain, such as blast fragmentation and flotation, were continuously developed and improved in parallel as well. Other research and commercial entities have also developed process modeling methodologies in the computer environment, which evolved as specialized commercial software or through equations set up in Excel spreadsheets. These were performed on a local computer, in thousands of simulations over a long period of time due to hardware limitations and the lack of a fully automated process. This limits the application of detailed process simulations for scale-up and strategic planning analysis, as they require many simulations to cover all possible scenarios which would take a lifetime when using local computers. The Integrated Extraction Simulator (IES), as the next generation of cloud-based software package, has made it possible to run simulations on the entire operation value chain in the same platform, including drilling and blasting, crushing, grinding, flotation, and other downstream process and material-handling units. This capability has allowed IES to handle multivariable simulations across the mine value chain, including pre-concentration and in-pit size reduction, and modify the process simultaneously.

INTRODUCTION The basic purpose of this paper is to suggest procedures and practices to insure that no employee working in a uranium milling operation receives exposure to radioactive, toxic, or other materials or agents that might produce a permanent, deleterious effect upon his physical health and well-being. This program is also designed to insure that each employee can carry out his assigned duties without risk to his health or to that of his fellow workers. The assumptions underlying this program are by necessity, conservative, with emphasis being placed upon prevention rather than correction or reaction to an undesirable situation. The limits specified-either as Threshold Limit Values (TLVs), Maximum Permissible Concentrations (MPCs), or Radiation Protection Guides (RPGs)--represent both standards of best practice and those of law and regulation. The total program is envisioned as a balanced combination of occupational hygiene and radiation monitoring. This includes surveying, air sampling, personnel dosimetry, bioassay, medical surveillance, epidemiology, and training--all backed by a thoroughly tested and evaluated set of emergency procedures. The program, as presented, is keyed to the results of monitoring, surveying, air sampling, medical surveillance, and epidemiology--it being obvious that no problem can result when no hazard can be identified. The lack of an identified hazard, however, does not negate the need for such a program and prudence suggests the need for routine surveillance programs in the best-designed facility. [The Model Mill] The model mill used in this paper is that presented by the U. S. Environmental Protection Agency in its study of the uranium fuel cycle1. The model mill processes 600,000 metric tons of ore per year into 1,140 metric tons of U308 as yellowcake per year using an acid leach process. Other characteristics of the mill such as location, tailings dam design, number of light water reactors supported, and geographical location are not pertinent to this paper. The usual remote western location of these facilities produce some difficulties in delivering the required occupational medical services and is not within the scope of this paper. The operating lifetime of most mills is commonly estimated as from 12 to 15 years in actual practice; however, the U. S. Environmental Protection Agency estimated a 20-year lifetime for its model. The principal steps in the acid leach process include :2 (a) Ore is blended and crushed to pass through a 2.5 cm (one inch) screen. The crushed ore is then wet ground in a rod or ball mill and is transferred as a slurry to leaching tanks. (b) The ore is contacted with sulfuric acid solution and an oxidizing reagent to leach uranium from the ore. The product liquor is pumped to the solvent-extraction circuit while the washed residues (tailings) are sent to the tailings pond or pile. (c) Solvent extraction is used to purify and concentrate the uranium. (d) The uranium is precipitated with ammonia and transferred as a slurry. (e) Thickening and centrifuging are used to separate the uranium concentrate from residual liquids. (f) The concentrate is calcined and pulverized. (g) The concentrate or yellowcake is packaged in 208 liter drums for shipment. This process is illustrated in Figure 1.3

A sizable surface mining industry exists in Western Canada. There are the surface coal mines in the provinces of Alberta, British Columbia, and Saskatchewan producing the bulk of Canadian Coal. The two oil sands plants in Fort McMurray, Alberta producing synthetic crude oil are surface mining operations. Much of the metalliferous mining in British Columbia is carried out by open pit methods. This paper discusses the current surface mining methods in both of these industries with particular reference to Alberta. Issues relating to environmental impact assessment, mine reclamation and mine site closure have been dealt with.

Interferometric Synthetic Aperture Radar (InSAR) is a satellite-based monitoring technique that complements other in-situ methods for detecting and measuring surface displacement. Recent advances in data processing algorithms, coupled with the use of high-resolution satellite systems, make it possible to now provide high-frequency InSAR monitoring services, with updated results delivered every time a new satellite image is acquired. The advent of large, continuously updated data sets, however, brings new challenges, including the need to rapidly sift through the data to identify only those points showing relevant ground displacement information. This has been achieved by using trend variation analysis tools, that quickly isolate and highlight only areas of anomalous behavior. The paper focuses on project case studies where continuous InSAR monitoring has proven to be key in identifying displacement trend changes near tunnel alignments.

GENERAL STATEMENT The primary objectives of any field data gath¬ering effort should be to (1) identify and gather the data necessary for the project and (2) obtain the data in a state-of-the-art manner. All too often the initial field data are collected both areally and tem¬porally in an illogical manner without the guidance of a conceptual model of the ground water flow systems involved or even a review of existing geo¬logic literature on the area of interest. The initial data collected frequently are of limited value while necessary basic reconnaissance information is miss¬ing. Initial field data should be collected with the intent of developing a hydrologic overview of the potential mine site and surrounding area. Ob¬viously, one of the initial objectives is to define the area requiring a hydrologic investigation. The data requirements should be identified by the time frame in which collection should be made and by the corresponding increase in sophistication of the data requirements with development and operation of the mine. The data requirements are summarized in Table 1. INITIAL LEVEL SITE INVESTIGATION Area Determination The initial task of any hydrogeologic investi¬gation is to determine the boundaries of the area requiring study. Obviously, the site of the proposed mine is included in the study area. The areal extent beyond the site may be determined from an eval¬uation of existing geologic and topographic maps. Those formations that overlie the ore body, the formations containing the ore body, and the formation(s) that lies immediately beneath the ore body are of direct concern for proper site recon¬naissance. Additional formations below the ore body may require study depending upon their thick¬ness, hydraulic conductivity, and degree of inter¬connection with the mine workings. This initial viewpoint identifies hydrostratigraphic units based strictly on geologic concepts such as mineralogy and structure. Formation outcrops, synclines, an¬ticlines, faults, and fracture and joint patterns are used to delineate the area of the site reconnaissance. The simplistic hydrogeologic environment (il¬lustrated in Fig. 3, chapter 2) requires that field data be collected via test wells and/or geophysical techniques. This approach is necessitated by the lack of surface features such as formation outcrops, streams, and springs. Fig. 5 (chapter 2) illustrates a slightly more complex hydrogeologic regime. The potential mine sites at locations A, B, C, D, and E each intercept a different ground water flow sys¬tem or combination of flow systems. Therefore, each mine location requires that a different area and size of area be investigated. A more complex geologic setting as illustrated in Figs. 6 and 7 (chapter 2) may be approached differently. The area included for the site recon¬naissance should encompass sufficient surrounding area to include the outcrops of those formations suspected of being influenced by the future mine. Even adjacent areas not suspected of being influ¬enced may be investigated if the formations of in¬terest crop out in those areas. Such an extension of the area of investigation would provide a greater regional understanding of the hydrogeologic properties of the formations (hydrostratigraphic units) of interest. Geologic Investigation The initial step before conducting the site re¬connaissance is to review all existing literature on the geology of the area. Existing information should be augmented with new exploration data on the dip, strike, thickness, and lateral extent of the for¬mations in the area. Exploration hole logs should be reviewed for indications of lost circulation, rub¬ble zones, and water producing zones. An open pit mine design system should have the characteristics of being flexible, versatile, and simple. All of these characteristics are necessary for producing a dynamic mine design. In other words, a design that can be improved, updated, and implemented. Flexibility is an important characteristic due to changing times. For example, the effects of a changing economy, increased knowledge of the mineral deposit, or improvements in mining technology can result in a considerable, if not a complete change in the long range mining plans. Since the short range mining plans are based on the long range mining plans, they will-also be effected. Also, it is very important to validate the information used in the design or the design itself. This means the system should have the flexibility of being able, not only to detect, but to correct errors. Versatility is another important characteristic of a mine design system due to the wide range of situations that may appear. First, a design system must be able to handle both long and short term planning. This is necessary because of the variability in the definition of a time range. Second, a design system must be able to handle different types of deposits. Special emphasis must be placed on this issue, because many deposits, if not the majority, do not fit predefined categories such as bedded, massive, or roll-front, etc . . . Furthermore, the true test of the versatility of a design system is not only the ability to create an ultimate design but also to schedule sequences for this design. Thus, the versatility of being capable to design with a variety of time ranges, variety of deposit types, and scheduling are all important characteristics of the design system.

Silicon Valley Clean Water signed a progressive-design-build (PDB) contract with Barnard Bessac Joint Venture (BBJV) to design and construct the Gravity Pipeline tunnel in Redwood City, CA. Owner and Design-Builder teamed with designer Arup to provide a final product: 3.3 miles of 182 in. O.D. precast concrete segmentally lined tunnel with 10 ft. and 11 ft. I.D. Fiberglass Reinforced Polymer Mortar (FRPM) carrier pipe, complete with two FRPM Drop Structures. BBJV and Arup collaborated with SVCW to evaluate alternative design concepts, negotiate an agreeable price and reduce contingencies through a transparent estimating process, and deliver the project ahead of schedule.

Historical methods of designing steel cord belt splices are compared with modern finite element modeling (FEM) methods. Dependence of the belt strength rating on the splice dynamic fatigue strengths is reviewed. A number of splice schematics are examined, using simple spring theory and FEM methods. Steel cord wire rope design is discussed. The importance of the insulation gum rubber properties and their splice dimensional factors and tolerances are analyzed. Splice fatigue lie analysis procedure is reviewed. This may be used to predict splice life or time of failure, depending on how the conveyor belt is operated.

The literature in operations research centered on mineral exploration has been comparatively limited in view of the significant implications of mineral discoveries upon the national economies in general and mineral industries in particular. Much of what has been published is of somewhat unsure academic nature, indicating to a certain extent the scarcity of industrial applications. Mineral exploration activities present quite difficult operational and conceptual problems. The purpose of this paper is to discuss the principal characteristics of decision problems encountered in planning an exploration program, to indicate an optimization approach to a certain class of allocation problems, and to suggest directions for future research effort.

Researchers at the U.S. Bureau of Mines have successfully used a genetic algorithm to tune computer models of three column flotation units simulating a separation circuit. The computer models rely on empirical constants that are selected so that the models accurately predict the performance characteristics of individual column flotation units. Unfortunately, these empirical constants have traditionally been selected using a time consuming trial and error process. A new and more efficient approach to selecting empirical constants for computer models has been developed. A genetic algorithm has been used to select the empirical constants for column flotation models used to simulate a three column circuit. Genetic algorithms are search algorithms based on the mechanics of natural genetics. They rapidly locate near optimum solutions in difficult search spaces. Bureau researchers have used these innovative search algorithms to dramatically reduce the time needed to select empirical constants for column flotation models. The approach is applicable to the selection of empirical constants for numerous other computer models.

Coal mining companies in Australia are managing the high-consequence risks across their operations more effectively by using an interactive online risk management system known as Riskgate Developed by the Minerals Industry Safety and Health Centre (MISHC) at the University of Queensland, Australia, Riskgate contains detailed information about 11 high-consequence risk areas (called topics in the system) for opencut and underground coal mines (Table 1). The existing topics are: fires; strata control for underground mining; ground control for opencut mining; tires; isolation; collisions; explosions and explosives; manual tasks; and trips, slips and falls. Every Riskgate topic is focused on coal industry activities (mining, processing, transport and storage). The scope includes mine sites, lease areas and mine infrastructure (mobile, fixed plant, field equipment, buildings, road and rail transport), and all aspects of the mine life cycle from design through to decommissioning. The topics uniformly recognize that a loss of control can result in injury or fatality, equipment damage, production loss, reputation loss and environmental damage. However, the priority focus for Riskgate is the safety of mine personnel.

Preconcentration of Porgera ore results in high recoveries of gold into gravity and flotation concentrates. The bulk of the gold is contained in auriferous pyrite flotation concentrate and is not readily recoverable by direct cyanidation. Oxidation in autoclaves at high pressure and temperature produces a residue that contains the gold in recoverable form. Pilot plant treatment of the autoclave residue is described, through washing and jarosite decomposition stages, to cyanide leaching and recovery of gold and silver by carbon-in-pulp techniques. The concern associated with disposal of plant effluents are also addressed.

This paper proposes a new methodology to model ill- defined processing operations using neural nets (NN's). A process with many variables (large dimensionality) cannot be modelled adequately if limited process data are available. This problem of multi-dimensionality is addressed and an approach suggested to reduce the dimensionality using NN's. The result of this modelling methodology is a combined model of phenomenological expressions and NN's. The model can successfully be incorporated in a dynamic simulator of the process. A new approach to conduct modelling on the basis of continuous data collected directly from an industrial processing unit, is also proposed. The modelling methodology is applied to a typical processing operation, the resin-in-pulp (RIP) process.

All of the major raw materials (silica, soda ash, limestone, and feldspar) needed to manufacture most grades of glass are found in Wyoming. Additional advantages for the manufacture of glass include the state's geographic location, a well-developed transportation network, a favorable tax structure (no corporate or personal-income tax), and low energy costs. Inadequate local markets and prohibitive transportation costs to other markets have been the major obstacles to developing a glass industry in Wyoming, the least- populated state in the nation. The Rocky Mountain region only recently became a major market for glass, especially for the Colorado Front Range and Utah's Wasatch Front. Currently, changing costs of the production of glass, an increased market for con- tainer glass in the Colorado Front Range, and innovative production and transportation ideas (e.g., production of selected types of glass and bulk shipments of specification-glass pellets) favor developing a glass plant in Wyoming. Thus, the Wyoming State Geological Survey (WSGS) and other state agencies have been conducting studies and contacting investors in an effort to attract a glass-manufacturing plant to the state. Between 1987 and 1993, three locations of silica-sand and -rock deposits were studied in Wyoming (Cassa, Plumbago Creek, and John Blue). Funding was provided by the WSGS operating budget and local and state Department of Commerce economic- development grants. The reports on these areas were released between 1988 and 1993. In 1988-89, a California-based company conducted additional drilling and feasibility studies and prepared to construct a glass plant in Cheyenne, using the Cassa silica source. However, due to losses incurred by some of their other investments, the company did not proceed. In 1997, the Wyoming Science, Technology, and Energy Administration (STEA) contracted a market study for glass manufactured in Wyoming, using information provided by the WSGS. The STEA contacted several major glass producers, and a major glass-producing company began feasibility studies in January 1998, for the construction of a glass plant. In June 1998, bids to supply brown beer bottles to the Budweiser brewery northeast of Fort Collins, Colorado, were submitted by at least two companies that were considering glass-plant sites in Wyoming.

Many gold ores have copper mineralisation which presents problems in a carbon-in-pulp operation. Various types of copper-gold ores and ways of tackling the problem are discussed. In some cases copper and gold can be upgraded to a concentrate by flotation; otherwise, copper or gold can be selectively leached. When both copper and gold cyanide are present in solution, it is possible to minimise copper loading onto carbon or to selectively strip the copper from the carbon. Alternative leach solutions like thiourea and bromine are discussed and results obtained with the ammonia/cyanide system are presented in the light of our present understanding of the chemistry involved.

Thunder Basin Coal Company has two mines located in the southern portion of the Powder River Basin. 60-90 km southeast of Gillette, Wyoming. The mines are principally located on federal coal leases acquired in the late-1960's. Development plans for the Black Thunder Mine focused on dragline stripping, but environmental considerations during the mid-1970's made truck-shovel stripping the method of choice when the mine opened in 1976. In 1981, the Coal Creek Mine opened as the first dragline mine in the Gillette area of the Powder River Basin. The regional terrain is flat-lying with occasional clinker-capped hills. The mines are located on the Wasatch and Fort Union Formation contact. The coals are Paleocene in age and the deposits are structurally simple, dipping gently to the west. The seams are thick and are classified as sub-bituminous-C. The Black Thunder Mine, with its 21 m thick seam, is strategically located in the center of the highest heat value mining area of the southern Powder River Basin.

Three case studies were undertaken to investigate the role of land use potential evaluation in reclamation planning and to determine the impact of regional differences on final land use plans. The three surface mines studied were representative of operations in the Appalachian, Interior, and Northern Great Plains provinces. The scope of the investigations included a survey of regional characteristics, a detailed investigation of the mining operations and site conditions, and an assessment of local land use planning activities in the area of the mines. Special attention was given to key factors that presently determine the use of reclaimed land. Also, for each case study, the postmining land use potential was evaluated using site planning principles. Specifically, the environmental, economic, and social impacts of several potential postmining land use plans were considered.

Many long conveyors, 2 - 20 km plus, have been installed over the past 10 years. Conveyor belt life, depending on the conveyor length and material handled, will generally range from 10 - 15 years. To replace long conveyors splicing one or two rolls into a conveyor run on an intermittent basis can be prolonged in an operating system involving considerable downtime and scheduling problems. This paper presents some of the methods used to- date and highlights forward planning for such an event. Special belt handling equipment required and the execution of a belt change operation are described in detail. Wright Engineers Limited have worked in collaboration with Canada Conveyor to design and implement the methods described herein.

The Republic of Ghana, located on the West Coast of Africa, is one of the West African countries rich in bauxite deposits. The main occurrences of bauxite deposits are at Sefwi Bekwai in the Western Region, Aya-Nyinahin in the Ashanti Region, Atewa Range near Kibi and at Mount Ejuanema both in the Eastern Region of Ghana. These bauxite deposits belong to the so-called blanket deposits as they are associated with erosion surfaces of old peneplains and occur as cappings on the flat tops of hills or mountains whose heights are generally greater than 600 metres above sea level. These deposits can also be classified as laterite-silicate bauxites since they have been formed under tropical weathering conditions. Genetic and mineralogical investigations have revealed that all bauxite deposits of Ghana are the result of indirect bauxitization processes, for the minerals of the weathering parent rocks have not been transformed directly into gibbsite. In all cases, lithomarge of kaolinitic clay can be recognised. The geology of the major occurrences of bauxite in Ghana shows that the Mount Ejuanema deposit is the only deposit associated with the Voltaian System of rocks. This rock System consists mainly of sandstone, shale, mudstone, conglomerates and pebbly beds. All the otter deposits are associated with the Birimian System of rocks which are made up of metamorphosed lavas,pyroclastic rocks, hypabyssal basic intrusives, phyllites, schists, tuffs and greywackes.
