INTRODUCTION The process of mining removes valuable and eco¬nomically recoverable minerals from the earth. In the case of hard-rock mining, this process involves breaking and removing ore, while leaving the waste rock or host rock as intact as possible. Prior to mining, ground stresses exist in the ore and the host rock as a result of weight and tectonic forces; for the purposes of this chapter, the ore is considered to support the host rock on both the hanging and footwall sides. Two basic phenomena accompany mining. First, the hanging walls and footwalls tend to move together as the ore is removed. Second, high stress gradients de¬velop in the rock periphery of the opening; the magni¬tudes of the stress gradients vary widely, depending upon the local geometry and conditions. At various times, mining methods have used square¬set timbers, waste-rock backfill, alluvial sand fill, and tailings backfill materials, with or without cement, to replace the loss of support caused by the removal of the ore. Cut-and-fill mining has evolved to use hydraulically placed tailings for the backfill. In the stope, this fill provides massive support to the walls, thereby reducing stresses in the back. It also provides a floor from which men and machines can work to drill and blast, to haul ore, and to scale and bolt the back. In many cases, the addition of cement provides a competent free-standing wall when the fill is exposed during mining of adjacent stopes or during pillar recovery operations. In most cases, the use of fill does not eliminate standard tem¬porary or local roof control measures such as roof bolts and wire mesh. Fill Characteristics It is important that backfill used for ground support be of maximum stiffness in relation to wall closure. The stiffness of the fill is related to its placement bulk density or void ratio. In the case of cemented tailings, this is enhanced by the cement bonds. During stope closure, individual fill particles experience rotation and crushing at point contacts, but they are subject to little relative translation. The stiffness approaches infinity as the void ratio approaches zero, until the ground forces reach equilibrium, and closure stops. The gradation of particle sizes and minimal segregation resulting from good hy¬draulic placement both contribute to a high degree of early stiffness in the closure history of classified tailings backfill. This also implies that the fill should be resistant to creeping under high static loads. All mines experience shock loading situations such as blasting, and many mines experience rock bursts that can apply sudden and very high loads to the fill. Certain conditions of void ratio, particle size, and moisture con¬tent can result in mass fluidization of unconsolidated fill during such shock loading. Two key factors in avoid¬ing fluid behavior are the provision of a well-drained fill through desliming or classification and the achievement of a small degree of consolidation through the addition of cement in ratios as lean as 40 to 1 (2.4% cement). The acceptance of classified mill tailings as backfill material has been enhanced by its relative economy, including its source, preparation, delivery, and stope distribution. Transportation from the backfill prepara¬tion plant on the surface into the stope usually can be accomplished with low power consumption, with low labor costs, with few capital costs, and at high tonnage rates. An additional benefit is a reduction of the storage volume required for surface disposal of the tailings stream, with a resultant improvement in the environ¬ment. The costs of placing cemented tailings backfill generally range from $1.65 to $6.61/t ($1.50 to $6.00 per st) of fill depending upon the cement ratio used. Scope This chapter examines a major backfill program at a mine and mill complex where the backfill facilities are included as a part of the original planning. The backfill preparation plant is intended to make maximum use of remote controls and automation. The logistics asso¬ciated with material storage, handling, and metering in the plant are outlined. Important considerations in specifying equipment for typical service conditions are discussed. The fill delivery system is described, includ¬ing the boreholes, level lines, and stope distribution lines. Stope preparations for fill confinement and drain¬age are described, as are the techniques of placement and distribution. Methods of controlling and directing the flow of drainage water and slimes are presented, along with the facilities and equipment for clarification, pumping, and sludge removal. As shown in Fig. 1, the fill program encompasses most aspects of the mining and refining facilities, so the discussion is brief in each area. The preparation of backfill of a uniform and con¬trollable quality is presented here as a material handling problem. The balance of the presentation concentrates on the logic of the system, the costs where meaningful (in 1977 US $ unless otherwise specified), and some operating "tricks" that have contributed to system per¬formance and reliability. SURFACE PREPARATION PLANT A backfill preparation plant is required on the surface. This plant generates suitable fill material from the stream of mill tailings. Among the functions of the plant are: 1) Slimes are removed to improve the percolation characteristics of the fill; typically, particles finer than 325 mesh are removed from the tailings. 2) Tailings and sand storages are provided so that the steady stream of tailings produced by the mill can be accepted. This paper is a description of the digital Data Acquisition and control System that is installed at Cities Service's Pinto Valley Concentrator. Pinto Valley Concentrator ? The Pinto Valley Concentrator (5, 41 is located approximately seven miles west of the town of Miami, Arizona. The Concentrator is situated south of the open pit mine and was designed to process 40,000 tons of ore per day with an average grade of .45% copper. The comminution process consists of primary, secondary, and tertiary crushing, and single-stage closed-circuit grinding 161. Concentration of the copper sulfides is by means of froth flotation. Concentrates are transferred to the Inspiration Consolidated Copper Company smelter in Miami, Arizona through a slurry pipeline.

The development of new processes has to follow "best practice" rules in order to be technically and economically as efficient as possible. However, innovations, new process routes and new rules are continuously emerging to minimize financial risk and maximize environmental compliance. Process simulation, which offers a complete overview of the flowsheet, makes it possible to cope with this new challenge-minimizing waste production and water consumption. Furthermore, simulation provides an estimate, at the early stage, of the cost of alternative technical routes. Four examples involving biotechnological circuits are presented, both at the design and commissioning stages.

Why discuss techniques of accident prod lot on? Would it not be more useful to discuss means to reduce accidents? This discussion will answer these questions by suggesting ways in which effective accident prediction techniques improve the ability to foresee and prevent accidents. Accident Prediction Process The secret to accident prediction is to utilize the tendency for history to repeat itself. The same circumstances and the same human behavior that produced accidents in the past tend to produce accidents in the present and the future. The ability to predict accident occurence in the future by projecting from the past is a statistical process. In a bookmaker's jargon this means "playing the odds" or "the percentages". A horse or a sports team may be beaten on any given day, but by skillfully assessing the factors of past performance and assigning odds, many clever bettors make money in the long run.

The methyl stretching vibrations for a series of normal and iso xanthates were determined using an infrared spectrophotometer, and the results were compared with the published information on the corresponding alcohols. The frequency shifts of methyl stretching vibrations may be attributed to the inductive effect of polar groups. The hydrogens in the shorter chain alkyl groups are somewhat polar and can be expected to interact with water molecules by hydrogen bonding. Contact angle, surface tension lowering, and solubility appear to be related to the induced polarity of the alkyl groups.

Mathematical models of mineral processing unit operations have been developed and used for a variety of purposes. Models, defined as equations which mathematically approximate the behavior of process units, are being employed in simulators to evaluate proposed flowsheets, to investigate flowsheet modifications, to study the effect of variables on circuit behavior, to optimize the performance of circuits off-line, and to compare alternate control strategies (Mular and Herbst, 1978). Models developed for mineral processing operations may be placed in one of two general categories: phenomenological (based on mechanism) and. empirical (based on experimental data only). Dynamic models (including time as a variable) .are useful for control studies, while steady-state models (independent of time) are employed in flowsheet evaluations. Phenomenological models are potentially more flexible and accurate than empirical models. However, models constructed from theoretical knowledge are less easily developed compared to empirical expressions fitted statistically to experimental data. The latter apply only over the range of data acquired. Most often, models used in practice are the result of a combination of theoretical and empirical approaches.

It would be most difficult to place a date on the beginning of the revolution in analytical techniques that we have witnessed in recent years; but there is no question that the period since the end of World War II has seen a major change in thinking with respect to control and accounting analyses. For reasons relating to competition, much of this change was brought about in the chemical industries and only more recently has begun to affect directly the mineral industries. In considering the subject outlined in the title of this paper, one might well be tempted to discuss solely the more exotic methods of control and automation which have come into being in the past short while. In this paper, however, an attempt will be made to take a broader view and consider not only the application of newer purely physical methods of control but also those phases of chemical plus physical analyses that have bearing on our industry.

High speed stirred milling is a relatively new method of grinding in the metalliferous process industries. However it has been it has been in wide spread use in the industrial mineral field for over 30 years for various minerals. Many existing metallurgical operations are looking to maximize economic return from existing deposits, requiring new thinking and technologies. The operating experience of two existing copper operations will be covered to show the effect of the introduction of the Metso Stirred Media Detritor (SMD) a new type of high speed stirred mill. Both operations have derived significant metallurgical benefits from the introduction of this new technology. The benefits and process difficulties are covered and explained.

The remarks that follow are based substan¬tially on experience covering 45 years, 80% of which have been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more-difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1 ½ . The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present.

Respirable (PM-10) crystalline silica is regulated by the State of California as a carcinogen. The risk-management of this material by the State exemplifies the inherent problems in the development of regulations based on current risk-assessment practices. The influence of extremely conservative risk-assessment and risk-management can be expressed in economic impacts including the increased cost of production, reduced competition, increased prices, reduced employment and redistribution of income. This paper attempts to contrast theoretical risk- assessment and risk-management with current application using crystalline silica as an example. Based on health information pertaining to silica, the paper examines federal and State of California regulatory and public policy positions. Using current risk factors and empirical data for the Central Valley of California, the projected incidence of lung cancer in humans is examined. While such an analysis would project an extremely high incidence of lung cancer as well as silicosis, not a single case of either lung impairment has been recorded within the study area or throughout the world in the general population. This suggests that sound guidelines for the analysis of scientific information have given way to the assumption that virtually any information representing a substance as a carcinogen is to be considered valid with little or no qualification.

Genstar's underground mine at Texas, MD experienced a failure of the mine roof and subsequent damage to an underground backfill caused by surface floodwaters. A hydraulic backfilling program was developed in house to stabilize temporary repairs to the mine roof, replace 2300 yards of pneumatically stowed backfill, and complete a permanent repair to the mine roof. A flowable backfill material was developed, tested, and later marketed as the result of experience gained during this project. In addition, Genstar personnel developed backfilling techniques to meet the requirements of the repairs and completed work without the additional expense of non company services or contractors.

In the early 1940's Humphreys Mining Company in Florida pioneered heavy mineral mining with a dredge in the United States, In 1948 Du Pont, in conjunction with Humphreys, opened their first of two mining operations recovering a titanium dioxide product in Florida. Later on in 1952 Du Pont opened their second plant, both of which used a cutterhead suction type of operation. This process is also used in heavy mineral mining in Australia and Africa. In 1957 ASARCO started prospecting in New Jersey. Test borings indicated a large deposit of ilmenite bearing heavy mineral sands had been deposited and concentrated in an area near Lakehurst in central New Jersey. Humphreys Mining Company was contacted about the possibility of mining the ASARCO New Jersey property in much the same way as Du Pont and themselves were doing in Florida. An extensive study was made to determine the economic feasibility of mining the ASARCO property. During this study, extensive test drilling and samples for a pilot plant were taken.

Windborne dust from alkaline salt flats and mining-related tailings ponds is especially prone to threaten applicable ambient air quality standards. Sodium carbonate crystals, typically present, weather to an exceedingly fine, non-cohesive dust, causing air quality problems for miles downwind. Recently developed specialized polymers react with alkaline dust to form sturdy, wind-resistant crusts with good longevity. An on-going demonstration project at a major trona facility has developed techniques for cost-effective application of these polymers over large areas of soft tailings or sediments in a wide variety of situations. Recently treated areas on the order of 80 acres show effective suppression of dust.

The production and consumption of industrial minerals in the United States traditionally have played important roles in mining and in the supply of the bulk of basic raw materials to the economy. This diverse group of minerals extracted and consumed by a variety of industries accounts, on a weight and volume basis, for most mineral-based products consumed in our economy. Industrial minerals form the bulk of the basic raw-materials feedstock for most of the construction, agricultural, and inorganic-chemical-manufacturing sectors, and a good portion of the transportation, manufacturing, organic chemical, and service sectors of the U.S. economy. In this presentation, I discuss current estimates of the amount and value of industrial minerals mined compared with all mining in 1997. I then present a summary of 1997 production of industrial minerals by several end-use industries. This is followed by a historical perspective of the consumption of industrial minerals as a subset of all basic materials, with special emphasis on the aggregates industry. The presentation concludes with a look at the geographic distribution of industrial mineral operations in the United States and some thoughts about the future.

The Brunswick Mine, a Division of Noranda Inc., produces zinc, lead, copper, and bulk lead-zinc concentrates through underground mining of a large massive sulphide deposit. The mining method employed is longhole open stoping with delayed backfilling. In 1996 Brunswick began a review of its mining methods and backfilling operations. In 1997 the decision was made to convert the backfill system from cemented and uncemented rockfill to paste backfill prepared from mill tailings. This paper will describe the features of the backfill preparation and distribution systems, review the handling of technical issues, and discuss experiences since plant commissioning.

A generalized mathematical structure is proposed whereby internal species mass flows within a flotation network are defined uniquely by a matrix of enhancement factors. An element of the enhancement factor matrix is defined as the ratio of the mass flow of that species leaving a given cell in the concentrate to the species mass flow leaving the same cell in the tailings. To predict the enhancement factors, knowledge of flotation kinetics effects is required. Recently experimental data has become available relating to the performance of industrial flotation circuits which indicate that the discrete or discrete-distributed kinetic schemes are capable of reasonably effective simulations. These simulations show the importance of including froth effects. The prediction of performance of networks from small-scale batch tests on flotation streams shows that the model for the froth phase used in the simulations does not scale-up well and that aeration effects are also difficult to predict. The network analysis should be useful in differential flotation of complex ores and it is disappointing in this context that little information on the kinetics of activation and depression is available.

Introduction and Objective of This Paper Computerized open pit mine models* are more and more used today for feasi¬bility studies as well as for long range mine planning. In fact, using these models is becoming an enforced practice due to various reasons. One main reason is its capacity to evaluate several designs in a fraction of time required by manual effort. Another reason is the necessity to evaluate several. pit designs due to ever decreasing grade of the orebody and increasing financial risk due to smaller profitability margin. In spite of today's accepted use of computer models, very little guidelines are available which the average practitioner can follow either to choose or to build the type of model best suited for his need. Consequently, the objectives of this paper are: 1. To review the current state of the art in the computerized open pit mine models. 2. To provide some suggestions for model selection. 3. To share our experiences in developing a model for a highly irregular copper ore deposit (see Appendix).

Late in 1916 the Russian Czar, desperate for money and supplies with which to carry on his unhappy share In the first World War, sent emissaries to the United States to see if our great mining companies might be interested in trying to find mines and to bring them to production in the millions of acres of the Imperial Estates in Russia and Siberia. It looked like a long chance as no one knew whether or where there might be important ore bodies. Even if they found them it might be a hopeless task to equip them under wartime conditions But the American copper companies had plenty of money and they were used to taking risks. They made a supersecret agreement with the Czar's deputies to send an exploring expedition to Russia at once I never learned the names of the other companies but Anaconda was to man- age the venture. Horace Winchell, then the leading mine geologist In the United States, was to be in charge of operations. Charles Janin, an eminent placer and dredge expert, was to study chances for producing gold and platinum. Though at 33 years of age I was much younger than the others, I was chosen to hunt for copper and other valuable metals. Charles Boynton, a business man who had lived in Russia and had married an attractive Russian woman, was to join the party and carry on any necessary financial or diplomatic affairs. He had gone on ahead to arrange for our reception Finally a graduate student from Ann Arbor named Steinberg was to go along as Interpreter. Substantial progress has been made over the last ten years in the development of uniform national and international standards covering the definition, estimation and public reporting of mineral resources and mineral reserves. Agreement between the major participating countries has been reached, which include the requirement that a Competent Person prepares and approves publication of mineral resources and reserves. Most national regulatory organizations have accepted the new standards and have included them in the rules that must be followed by mining companies operating under their jurisdiction. These developments are the result of a concerted effort on the part of professional societies, national regulatory agencies, international organizations, and many dedicated individuals. The historical development of these standards is summarized in this paper. Accepted definitions of mineral resources and mineral reserves are discussed, as well as the definition and role of the Competent Person. Additional effort is needed before the international standards are fully understood, accepted and followed by mining companies, regulatory agencies, the investment community and the general public. Steps being taken toward development of a Mineral Reserves International Reporting Code Template (International Template) that will be available for all countries to use in deriving their specific country reporting codes, are outlined
