INTRODUCTION The simplest way to drill a hole into rock is to strike a steel chisel or drill bit with a hammer. Early miners used this elementary hand technique so successfully in "single jacking" and "double jacking" that the first mechanical rock-drill designers sought to duplicate it. However, in the early developments, the designers were forced to retreat to a construction known as the "piston drill," wherein the entire drilling element is tied to the piston and reciprocates with it. It took nearly 50 years to devise a method of divorcing the two elements and to achieve the original hammer principle used in hand drilling. The Mont Cenis tunnel, drilled through the French Alps in 1861, usually is considered the birthplace of the mechanical rock drill. The Hoosac tunnel in Massa¬chusetts was drilled at about the same time, and the success of these two ventures paved the way for innova¬tions that produced the Burleigh, Ingersoll, Sergeant, and Waugh piston drills between 1870 and the turn of the century. In 1897, George Leyner of Colorado introduced what has been considered the most significant development in rock-drill history. He devised the hollow drill steel for water flushing; when combined with his free-piston hammer drill, this became the first lightweight and dust¬free underground machine. In addition, Leyner's drills introduced improvements such as automatic rifle-bar rotation of the drill steel and chuck, automatic lubrica¬tion, and an enclosed throttle control. During the 1920s and 1930s, automatic feeds, centralizers, sliding cones, and the automatic water back head were developed, laying the groundwork for all pneumatic underground drills currently in use. Since these pioneering efforts, rock-drill development has been concerned primarily with refining the designs and improving the metallurgy to make faster, lighter, and more dependable machines. Fig. 1 illustrates the progress in drilling speed during the first 125 years of rock-drill development; that progress is a credit to the persistence and inventiveness of the designers in the rock-drilling industry. ROCK-DRILL CLASSIFICATIONS To meet the variety of conditions encountered in rock drilling, several distinct types of drills have been de¬veloped. In general, rock drills may be classified as either hand-held or mounted, with the hand-held ma¬chines including the jackhammer or sinker, the jackdrill or jackleg, and the stoper. The mounted drills are com¬monly known as "drifters." Table 1 shows that each type of drill is available in several sizes from different manufacturers. Fig. 2 illustrates a typical rock drill, showing the principal components. The jackhammer or sinker, shown in Fig. 3, is used primarily for general mine utility work such as drilling anchor holes (short vertical holes to bolt or anchor machinery), pin holes (short, usually horizontal holes to fasten sheaves, etc. to side walls), popholes (for blasting large boulders), and similar applications. They also are used for shaft sinking. Jackhammers are classified ac¬cording to weight, and they range from 7 to 30 kg (15 to 65 lb). The rock drill originally known as a jackleg was made by clamping a pneumatic cylinder or leg to a jack¬hammer, both to support the weight of the machine and to feed the tool forward in horizontal or uphole work. The more modern jackdrill refined this concept to make the hinged pivot for the leg integral with the drill cylinder and to group all drill and leg controls in the drill back head for convenience. Fig. 4 illustrates a typical jackdrill. Jackdrills are classified according to cylinder bore size, ranging from 60 to 83 mm (2.375 to 3.25 in.). Because of their light weight and versatility, jack drills are very effective in small drifts, small tunnel head¬ings, and stoping. The continuous balling? operation whereby a moist particulate mass is tumbled in a horizontal revolving drum with recirculation of the undersize product can be extremely unstable. Product and recycle rates are subject to wide fluctuations. Although the problem seems to be well-recognized, there is little published information or quantitative data readily available, especially in relation to industrial-scale circuits. Probably the best available published results are in the Russian literature, an illustration of which is given in Figure 1. These data, taken from a study') of some of the factors which influence the stabilization of the pelletizing process, illustrate the wide variations in circulating load and circuit productivity which may be encountered over a period of operation. The problems of balling circuit stability may be traced to random seed or nuclei generation and uncontrolled agglomerate growth. The situation is analogous to that in crystallization processes where (4 considerable attention is given to nucleation control. Carbon addition in the oxide pelletizing process is a big concern at the Sidbec-Normines pelletizing plant since 1976. Laboratory pot-grate testing carried out before the initial start-up of the Port-Cartier plant indicated that the nominal pelletizing grate capacity could be increased by fifteen percent with a suitable carbon addition. Also an improved induration cycle offered the possibility of a significant energy reduction within the process with no adverse effect on pellet quality. A one month plant scale program duplicated the lab test results and confirmed the anticipated cost saving by using these techniques. Since March '80, Sidbec-Normines use coke addition as a current operation. This paper reviews briefly earlier laboratory and in-plant test work carried out to investigate the effects of adding carbon materials to the Fire Lake hematite concentrate, and presents operation techniques and plant results of carbon addition in the Port-Cartier pellet plant.

This paper discusses the subject of "Improving Contracting Methods" from the owners point of view, particularly the public. An overview is given of the work of the U.S. National Committee on Tunneling Technology and some apparent results of the implementation of these recommendations or lack thereof. Selected recommendations that are not being implemented are discussed as to the the desirability and the possible impact of their implementation. Impediments to acceptance of the recommendations are identified and solutions proposed. The difference in the flexibility, attitudes and approaches of owners, public, quasi-public and private, toward improving contracting methods are discussed. Particular emphasis is given to the fact that the onus to improve is on the owner because they usually develop the contractual language or at least have the final decision on its content and are or should be an equal party to the contract during its administration.

Kaolin clay from Late Permian sequences has been considered a potential resource for niobium (Nb) due to high concentrations reported at several hundred micrograms per gram and large areal distribution. A previous case study identified titanium (Ti)-bearing minerals associated with kaolin clay as the main host phases for niobium. Correlation between the Nb and Ti concentrations was poor, however, and the types of Ti-bearing minerals and modes of Nb occurrence were unclear. To investigate this, typical kaolin clay samples from Late Permian sequences in southwest China were characterized, and final products derived from them were investigated using X-ray fluorescence (XRF), inductively coupled plasma-mass spectrometry (ICP-MS), X-ray diffraction (XRD), scanning electron microscope (SEM), transmission electron microscope (TEM) and energy-dispersive X-ray spectroscopy (EDS). The results revealed three types of titanium dioxide (TiO2) mineral phases in the clay samples: (1) massive TiO2 minerals, (2) aggregates of nano TiO2 minerals and (3) granular TiO2 minerals. The first two did not contain niobium. From the EDS analysis, the granular TiO2 minerals, including anatase and rutile, were the source of Nb in the kaolin clay samples.

Detrital minerals of mantle origin have been found in the Green River Basin of Southwestern Wyoming (Figure 1). Pyrope, pyrope-almandine, and chrome-bearing clinopyroxene and orthopyroxene occur on the antmounds of Pogonomyrmex Occidentalis. These antmounds are a common sight throughout the western U.S., and were used by early paleontologists as fossil mammal collection sites. The mound is composed of two types of material; (1) soil excavated during the digging of the nest below the surface (maximum depth 3 meters) and (2) larger grains collected from the surface and placed on the mound, probably to prevent erosion. The selection of grains to armor the mound seems to be based largely on the mean diameter of the grain, with other factors such as weight, sphericity, roundness and composition in decreasing order of importance (Wheeler and Wheeler, 1963). The minerals of this study happen to fall within that mean diameter range. The garnets are found on the mounds as 3-6 mm diameter subrounded to subangular grains. The pyroxenes are also 3-6 mm in diameter and are most commonly subangular laths. The minerals themselves show evidence of abrasion, such as frosted surfaces and rounded edges. Orange peel texture is present on some of the grains, which suggests that kelyphitic rims were once present, but have been removed. Also, no similar minerals were found in sieved soil auger samples to depths of 2 to 6 meters taken near the antmounds. These observations imply a distal rather than proximal source for the minerals. Lamproitic rocks of upper mantle origin are found bordering the "Green River Basin. The best known are the Leucite Hills, a series of ultrapotassic volcanics found on the north flank of the Rock Springs Uplift (Carmichael, 1967). Minor occurrences of mica peridotite and ultrapotassic volcanics are also found on the western end of the Uinta Mountains in Utah (Best, et al, 1968). None of these rocks are known to contain minerals like those on the antmounds. The garnets are comprised of purple chrome pyrope, red chrome pyrope-almandine, and pink to orange low chrome pyrope/pyrope-almandine. Oxide statistics for these groups are summarized in Table 1. These three groups are distinct when their Cr203 values are plotted against magnesium number (Figure 2). The chrome pyropes are highest in Cr203 (1.28-2.66%) and have high, restricted Mg number values (0.781-0.826). The chrome pyrope almandines have similarly high Cr203 (1.29-2.62%) but a lower Mg number range. The low chrome pyrope/pyrope-almandines have the lowest Cr203 content (0.09-0.73) and the widest Mg number range (0.534-0.836). Using the classification scheme of Dawson and Stephens (1975) the chrome pyropes are most similar to garnets derived from kimberlite and from garnet lherzolite, websterite, and harzburgite xenoliths in kimberlite. The chrome pyrope-almandines and the low chrome pyrope/ pyrope almandines are similar to garnets derived from eclogite nodules (Figure 3).

Most pyrometallurgical processes take place at high temperature with rapid chemical reactions when the elements and compounds are usually liquid or gaseous. Smelting. The classical method of obtaining a metal from its ore or concentrate is to smelt it in a furnace. The initial letter "s" of this word implies that, in addition to the physical process of melting, a chemical change also occurs. This is usually the reduction of metal oxide to metal by carbon or through a series of processes involving oxidation and reduction. Since solid-solid contact would not be sufficient to give a high rate of reaction, most smelting reactions occur by medium of two reactions involving solid-gaseous contact: where M represents a metal. The commonly preferred unit for carrying out these reactions is the blast furnace,1 which is a vertical shaft of refractory brick or water-cooled steel in which lumps of metal oxide and coke are fed at the top, and an air-blast is injected through tuyeres (water-cooled pipes) in the bottom. The oil shales in the Piceance Creek Basin of northwest Colorado occur in the Parachute Creek member of the Green River formation. The oil shales were deposited in a unique environment of deposition which caused the mineral nahcolite (NaHC03) to be precipitated within the oil shales. Post-depositional tectonics resulted in extensive fracturing of the Middle Zone of the Parachute Creek member, and to a lesser degree portions of the Lower Zone, which allowed percolating ground waters to dissolve the nahcolite in the fractured portion of the oil shale beds which is characterized by broken porous oil shale, certain beds of which have collapsed into rubble and debris. The extent and porosity of the Leach Zone aquifer is dependent upon the percentage of kerogen and nahcolite originally deposited in the oil shale. Any oil shale development program in the Piceance Creek Basin of northwest Colorado will need to be preceeded by an extensive study of the Leach Zone in order to determine the effects on a mining program.

The Buick Concentrator is a highly automated operation which utilizes a process control system for continuous monitoring and control. The process control system development, installation, and application to the concentrator grinding and flotation circuits are presented in this paper. The design and implementation of analog field sensing instrumentation, a continuous on-stream X-ray analyzer, grinding and classfication circuit controls, and a recent digital process control system utilizing a centralized computer are discussed. Emphasis is placed on the project planning and installation of the digital control system including a presentation of future plans for continuing application of computer control.

In most mining operations, some degree of selectivity is applied. Whether one deals with surface or underground operation, ore zones, and waste zones are defined not only on the basis of the value of the ore contained, but also taking mining constraints into account. A number of computer techniques are presented which can be used to determine the optimum location of the footwall and hanging wall of ore zones intersected by drill holes. Minimum mining width and minimum internal waste width constraints are taken into account, as well as other economic constraints. The system is presented as an integral part of a larger manumatic ore reserve and mine planning system.

Any effectuation of a viable program of air pollution control will' require a basic understanding of the chemistry of atmospheric processes, the fate and migration of SO2, and the ultimate health effects of the sulfur oxides themselves. The migration and ultimate fate of Sop discharged into the atmosphere will be discussed with particular emphasis on the various conflicting views and how these relate to our present emission control regulations. Our present lack of knowledge is a severe detriment, and consideration will be given to those particular areas where future research may best be directed to provide the answers to a number of perplexing questions.

High horizontal stresses were recognized to impact roof stability more than 60 years ago. Since then, numerous measurements associated high horizontal stresses with difficult ground conditions. This paper presents case histories illustrating the practical usage of roof stress determinations for helping assess stability, not only in the case of high horizontal stresses but also of low stresses. Examples are given of high stresses associated with faults, mine design changes, quantification of stress shadow effect, and anistrophy. The paper concludes with a comparative evaluation on the effect of various stress fields on ground support requirements.

The Magnetometsic Resistivity (MMR) method is based on the measurement of the low-level, low-frequency magnetic fields associated with non-inductive current flow in the earth. The traditional resistivity method maps the electrical properties of the earth by measuring the electric field caused by galvanic current flow between a pair of current electrodes. The MMR method differs from it in that the potential electrodes are replaced by a sensitive coil or magnetometer and a component of the magnetic field due to the current flow is recorded. The presence of an inhomogeneity redistributes the current flow which results in a perturbation of the electric field and, usually, of the magnetic field. The electric field immediately above a relatively conductive inhomogeneity must, by Ohm's Law, be smaller than that expected for a uniform earth. The current density in this region is also reduced but the current density within the inhomogeneity itself is enhanced so that the horizontal component of the magnetic field measured above the inhomogeneity is usually larger than that expected for a uniform earth. A method of interpretation using the magnetic anomaly was patented by Jakoskyl in 1933 but it met with little success at that time. Part of the problem was undoubtedly with the instrumentation, and only recently have robust instruments of sufficient sensitivity been developed2 and field data of good quality obtained. There are many common configurations of the potential and current electrodes in the resistivity method. Similarly, in the MMR method one or both current electrodes may be moved with the magnetometer, either horizontally or vertically ( in a bore-hole), or the current electrodes may be maintained in fixed positions and the magnetometer alone moved. Gold is an important byproduct and, locally, coproduct of porphyry copper deposits, and possesses potential for discovery as the major metal in porphyry deposits in either island arcs or Cordilleran belts. Tungsten and tin occur as major components of several potentially bulk-minable porphyry deposits, as well as being byproducts from the Climax porphyry molybdenum deposit. Whereas porphyry tin systems are localized in Cordilleran back-arc settings, their tungsten counterparts appear to span a range of geotectonic settings, from Cordilleran principal arcs through back-arcs to rifts. Although silver is a common byproduct of porphyry copper deposits, it tends to be preferentially concentrated with lead and zinc on the fringes of all types of porphyry deposits and/or as late-stage superpositions; the latter situation could be of some interest in the higher parts of porphyry systems. As byproducts, rhenium, uranium, platinoids and magnetite are exploited occasionally, and rutile and the rare metals, such as tantalum and niobium, have merited consideration.

DESIGN BASIS Size of Project The size of the project generally is expressed in tons of ore milled per day, but company policies differ widely in this respect with a few adhering to this set figure but many expecting the design capacity to be liberal. To some companies that follow the latter practice a 25,000-tpd milling plant that cannot reach 30,000 or 35,000 tpd with¬out major additions is a disappointment. The engineers responsible for planning the operation must know what is intended. Other projects are sized according to the tonnage of product rather than of mine ore; examples are iron ore mills that express size in terms of tons per year of pellets or high-grade concentrates, heavy minerals plants in tons per year of rutile or ilmenite, cement plants in barrels per year, potash in tons per year of muriate, phosphate in tons per year of washer rock and flotation concentrate, and others. However, tons per day milling rate is also the common denominator in most of those instances because the major equipment has to be selected on that criterion. Equally important are operating schedules, particularly the number of operating days per week and shifts per day for ore delivery, crushing, grinding, and processing. Hours per shift also are an impor¬tant factor in design, particularly in the case of ore delivery, and the lost time expected for maintenance, cleanup, inspection, preventive maintenance shutdowns, and many others, has to be taken into ac¬count. Frequently, the ore deposit will vary in hardness and grade to such a degree that the capacity of the mill will vary widely from year to year and cannot be expressed as a fixed figure, but rather as an average over a calculable period, such as ten years, or as a specific daily capacity over the first two years, next four years, etc., or some similar projection. A good example of this kind of situation is Asarco's Mission operation 15 miles southwest of Tucson, Ariz., described by Weiss and Vincent,1 where the major rock types differed widely in hardness, so that a change in the proportion of these types in the mill feed could have imposed difficult design problems if a constant tonnage rate had been expected. Expected Life The life of a mining operation depends upon the size of the deposit and the rate of mining. The latter is a policy decision based on an economic analysis2 which, in turn, is based on many factors. From the point of view of mill planning, the estimated life of the operation determines many criteria and affects many decisions on strength of structures and degree of protection of men and materials, the quality of the materials-handling and process machinery, the type of delivery systems for ore to the mill and concentrates to the smelter or market, environmental considerations, and many others. Costly installations that may be excellent investments for a 20-year project may be waste¬ful for a 5-year operation. An example is the comparison of different methods of crushing or grinding. Take single- vs. multiple-stage grind¬ing-the former may be found more economical for a 5-year operation, and the other, more costly method more economical for a 15- to 20-year life. Mining and Ore Transportation The mining method and the means of transportation of the ore to the first crushing stage have far-reaching effects upon mill design, particularly the crushing sections, and upon site selection (see Chapter 2, Situation of Mill). Consequently, mill design cannot advance until the mine planning has reached at least tentative decisions concerning these important matters, or reach the final stages until much is known about the ore that may be expected month by month and year by year for a reasonable period. Methods of ore transportation used in over 90 underground and open-pit mines are listed briefly in Section 32 (Table 1), and more detail is found later in this section and in Section 10, Storage and Transport. These methods include surface railroad, trucks, conveyors, surface skips, underground skips, and tramming from hoist or tunnel. In surface mining, transportation of the uncrushed ore by rail or truck to the primary crushing plant-conveniently located for lowest overall cost-is most common. Rail transportation provides low perton-mile costs. Truck transportation, though in some cases less eco¬nomical, is more flexible and more adaptable to mountainous terrain; furthermore, recent improvements have reduced the operating costs to keep trucks competitive on low-grade ores. The design of the primary crushing plant will be essentially the same whether delivery is by truck or rail, but the location of the plant is subject to more rigid restrictions in the latter case because of grade limitations, and these in turn may adversely affect the selec¬tion of the mill site as well. The influence of truck haulage in reducing the stripping ratio in open-pit mines is an added reason for predicting a minor role for rail transportation in the future. The use of conveyors to transport ore from the pit to the milling plant involves (in most cases) crushing the ore to a reasonable size (10 to 20 in. maximum with today's crushers) before conveying. The Twin Buttes system3 which went into operation in late 1969, utilizes primary crushers (two) and conveyors to receive rock waste, ore, and low-grade stockpile material from trucks, then transport them to the appropriate destination. Flexibility is dependent upon the porta¬bility of the primary crushers. In the face of this development, inclined skip hoists are no longer important to the mill designers. Underground mines generally pose fewer problems of design; these will be discussed in Chapter 2. Character of Deposit The degree of homogeneity of the ore in various parts of the mine is an important factor. The characteristics that concern the millman (approximately in order of importance) are: hardness, assay, metallurgical response, size distribution,4 and moisture content. Under metallurgical response may be included degree of oxidation, mineral¬ogy, clay content, and reagent consumption, as well as process re¬sponse in general. Short-term variations-hour-to-hour, day-to-day, or even week-to-week-make operation of the plant more difficult, require greater flexibility of process design and, perhaps, also require more instrumentation and manpower. The "Old Reliable" four million pound blast in March of 1972 marked the opening, as far as is known, of serious efforts to commercialize the In Situ concept. That was a coyote shot, and it was followed by three blasts at McAlester Fuel's "Zonia" operation which were surface hole shots. As the only individual who had a principal part in all four shots, it seems to be appropriate to present experiences in the developments and evolutions of the in Situ method of ore extraction. Some of the problems will be described, along with proposals for management of such projects in the future.

4.1 INTRODUCTION Metallurgical testing is required on any ore, waste or tailing material before amenability to heap leaching treatment can be accurately determined. The amount of testing necessary to determine and optimize heap leach amenability and conditions for any feed material is determined by the ore type, grade, size of deposit, and the overall financial commitment a particular company is willing to make. It is very easy to either "under-test" or "over-test" a particular deposit or feed material. A good heap leach testing program will provide the necessary design information without "bogging" down in too much detail. The three basic stages of ore testing include: • Preliminary--bottle roll tests and small column percolation leach tests; • Detailed--larger column tests, different feed sizes, and feed size optimization; and • Pilot-Scale--Column or field heap. The following subchapters describe the stages of heap leach testing necessary to put a viable property into production. 4.2 PRELIMINARY METALLURGICAL TESTING The two types of preliminary tests that can be undertaken include bottle roll or cyanide agitation tests and small column leach tests. Each of these is described below, along with information about what the test results provide in terms of furthering knowledge of ore qualities. 4.2.1 Bottle Roll Tests The first step in a heap leach testing program is preliminary bottle roll tests at a relatively coarse feed size to determine the ore's leachability. Bottle roll tests are usually conducted on reverse circulation drill cuttings samples (= 1/4 inch (6 mm) in size). Bottle roll tests provide initial information about precious metal recovery, recovery rate, and reagent requirements. The recovery results are to be considered maximums because attrition grinding creates fines and liberates recoverable values that would not be liberated from the material during a static leach. Bottle roll tests can be conducted on up to 25 lb (11 kg) ore charges of up to two inches (50 mm) in size. However, the coarser the feed the more attrition grinding occurs during rolling.

As a result of the enactment of the Federal. Coal Mine Health and Safety Act of 1969 1, the Department of Health, Education, and Welfare (HEW) has been carrying out research in the "field of coal mine health". The National Institute (formerly Bureau) for Occupational Safety and Health (NIOSH) was designated the agency within HEW to be responsible for such research activities. One of the early programs sponsored by NIOSH was undertaken by Eastern Associated Coal Corp., with the Harvard University School of Public Health participating as a subcontractor to Eastern. This program on Coal Mine Respiratory Protective Devices, which started on June 30, 1970, had five major objectives as follows: a. to determine current status of respirator usage with respect to duration and frequency, types. and maintenance b. to determine acceptability ( and reasons therefor) of currently used units c. to determine protection factors provided by respirators worn by working miners d. to make recommendations on ways to improve existing units, or on research needed to develop new types of respiratory protective devices for coal miners e. to provide recommendations to mine management on more effective use of respiratory protective devices
