INTRODUCTION R&D activities are needed, at a minimum, for a company's competitive survival followed in importance by the growth and diversification of the company. For most industrial companies, however, R&D is the business area that has been the most difficult relative to confident long-range financial commitments and effective control and relative to its value as a long-term investment. Investors look not only at the current profitability of the company but increasingly at the plans, actions, and quality of the personnel in position to improve the market position and profitability of an organization. "The strongest predictor of investment value is the degree of innovation of the 'company.' I believe this is true of both strategic planning and R&D activities." R&D is the lifeblood of a company's future. If this basic premise-R&D for survival and growth-is believed to be true, why is it necessary to "Sell R&D in your organization? My personal experience, in a number of organizations, is that R&D budget is perceived as a business element area that could be delayed or reduced to improve the bottom line during difficult business conditions. I believe the following quote speaks volumes about this subject-"There is only one thing I know for certain about research, and that is it costs money-lots of it." -Unnamed, Hard- headed Financial Executive. A business must make money and be profitable in order to maintain and create jobs, pay taxes, cover working capital and costs of goods sold, and most importantly, create value for its shareholders. The foremost element of selling R&D, therefore, is to consistently demonstrate the R&D group's contribution to the bottom line.

The City of Toronto's Coxwell Bypass Tunnel is currently being constructed by North Tunnel Constructors (NTC) ULC, a joint venture of Jay Dee Canada, C&M McNally Tunnel Constructors and Michels Canada. This project includes construction of approximately 10.5 km of 6.3 meter finished diameter rock tunnel, five 20 meter diameter storage shafts and eleven tunnel connection drop shafts, along with associated deaeration and adit tunnels. 120 m of Starter tunnel and 70 m of Tail tunnel were excavated with roadheaders to help with the launch of the TBM and as part of the contract base scope work. JayDee Canada in Collaboration with Everest Equipment Co. developed an innovative approach to design and build a stand-alone Ring Machine Erector nicknamed Enterprise to erect precast segmental lining in Starter and Tail tunnels in lieu of Cast-In- Place concrete. This paper describes the design and provides feedback on the innovative procedure used to install the rings.

From the late 1880s to the present, the Appalachian region continues to be a dominant supplier of premium-quality coals. The region contains an estimated 93.4 Gt (102.7 billion st) of demonstrated reserves in Alabama, eastern Kentucky, Maryland, Ohio, Pennsylvania, Tennessee, Virginia and West Virginia. Therefore, Appalachia will remain a source of quality coals for the metallurgical, export and utility markets. Figure 1 shows the annual production of coal in Appalachia and nationally from 1970 through 1993 (Energy Information Administration, 1994). During that 23-year period, annual domestic coal production almost doubled. Coal production from Appalachia increased at an average annual rate of only 0.7%. Coal production remained essentially constant at about 409 Mt/a (450 million stpy). Thus, Appalachia's market share decreased from 69.8% in 1970 to 47.2% in 1993 - a drop of almost one-third (Energy Information Administration, 1994).

With the aid of molecular orbital theory, a discussion is presented of the relationship between the electronic structures of ions and molecules, and the elementary steps involved in homogeneous electron transfer reactions. An electronic theory of the reactivity of oxidants and the mechanism of action of oxidation catalysts is then presented, with emphasis on the oxidative decomposition of metal sulfides. For model oxidants, two molecular reagents: O2 and Cl2, and two ionic reagents: Fe3+ and CU2+ were selected; silver (1) was chosen as the model catalyst. The reactivities of these reagents are rationalized in terms of constraints on orbital overlap, the availability of unoccupied d orbitals, and the rearrangement of electronic configurations.

INTRODUCTION High energy breaking is an alternative to using ex¬plosives in underground secondary breaking operations. It also is a means of upgrading conventional hand-held breakers, manual sledge-hammer breaking, and scaling bar operations. Major areas of application are in sec¬ondary breaking over grizzlies and at drawpoints. Other applications include breaking down ripping lips in longwall seam mining, scaling in stopes and rooms, general demolition work, and roadway maintenance. There is considerable interest in high-energy impact breakers for use in primary ore breaking, but, as of 1977, all such applications have been only experimental (duToit, 1973; Joughin, 1976; Wayment and Grantmyre, 1976). EQUIPMENT Essentially, a high-energy impact hammer is a boom¬mounted pneumatically or hydraulically actuated breaker. The machine basically consists of a piston that oscillates in a housing and impacts the end of a tool or moil thrust against the rock. The force applied to the rock primarily depends upon the impact energy of the piston-the higher the impact or blow energy, the greater the force and, thus, the greater the rock break¬age. Among drill and breaker designers, a common expression for blow energy is "force of blow." Hand-held breakers are limited to blow energies of about 140 J (100 ft-lb), because the operator is unable to handle heavier machines efficiently or to absorb the recoil energy resulting from higher blow energies. How¬ever, these restrictions do not apply to boom mounted breakers; machines with blow energies on the order of 4000 J (3000 ft-lb) and higher are available commer¬cially for underground use. There is considerable evi¬dence to show that increasing the blow energy also in¬creases the efficiency of the breaking operation; i.e., more rock is broken per unit of energy expended (Grantmyre and Hawkes, 1975). Thus, there is a trend to higher blow-energy machines, particularly where high¬strength rocks are to be broken. In relation to rock breaking, the blow rate of boom¬mounted impact breakers is not as important as it is for rock drills. This is because the breaker must be moved over the work surface between blows. The blow rate is governed eventually by the power supply, and typical blow rates range between 200 and 600 blows per minute. As a general rule, light blow-energy machines have higher blow rates than heavier machines. Table 1 lists most of the boom-mounted impact breakers that were available commercially during 1977, and it gives details of the blow energies and machine weights. Restrictions are placed on the blow energy by the machine weight and size, and by the strength of the boom. Typically, boom-mounted impact hammers have a blow-energy to mass ratio of about 1.5, with lower values for lighter machines and higher values for heavier machines. In addition to supporting the hammer weight, the boom also has to absorb the recoil energy of the blow, which can be on the order of 1400 J (1000 ft-lb) for large hammers operating in a horizontal mode. Interesting exceptions to the general run of impactors are the Joy HEFTI hydraulic hammers. In these machines, the piston impacts onto a fluid cushion that is positioned between the piston and the impact tool. This approach allows very high piston velocities, over 30 m/s (100 fps), to be used without the risk of break¬ing the piston or impact tool. Steel on steel impacts must be limited to impact velocities of about 10 m/s (35 fps) due to the high impact stresses generated; thus, increased blow energies can be achieved only by increas¬ing the piston size. The Joy 514 HEFTI®, listed in Table 1, has a blow energy of 27 100 J (20,000 ft-lb), but, as of 1977, the machine has been used underground only on an experimental basis. Using a fluid cushion between the piston and the impact tool allows the use of light pistons, reducing the overall machine weight. The recoil energy, which must be absorbed by the boom for a given blow energy, is directly proportional to the piston to machine mass ratio, and operating with light pistons provides an addi¬tional benefit in reducing the requisite boom size. Both pneumatic and hydraulic hammers are avail¬able commercially. Although hydraulic hammers are a relatively recent development, they already outnumber the pneumatic machines in use. This paper describes the shield excavation of twin transit tunnels, through soft ground, in downtown Seattle. The tunnels are 6.5 m (21.25 ft) diameter and 1525 m (5000 ft) long. Initial support consisted of expandable precast concrete segments, followed by a final lining of cast-in-place concrete. Waterproofing was provided by a PVC membrane installed between the initial support and the final lining. During the course of the excavation a variety of methods were used to control the ground and limit settlement. These included deep wells, vacuum well points, eductor wells, chemical grouting, compaction grouting, jet-grout underpinning, and extensive instrumentation.

Certain deposits of incoherent materials which are near the surface and exploitable by open-pit mining may be characterized in real time before they are mined through an analysis of ground-surface imagery. If the slice to be stripped is not overly thick, in fact, surface texture and color properties may be extrapolated to its entire thickness. Image analysis techniques to process ground surface images acquired in situ (or in the laboratory shortly after their acquisition) which yield pattern vectors representative of RGB color component distributions and HSB texture parameters have been developed. The techniques were applied to a mineral sandy ore deposit containing three different lithotypes. Geostatistical analyses showed that the data used to characterize the lithotypes were reliable. The correct recognition of the lithotypes was carried out using a multi-barycenter classification algorithm. Such in situ image-analysis procedures open the way to the proper selection of the ore to be mined, or the proper way for run of mine (r.o.m). processing, or the appropriate blend to be processed before or at the same time as the mining process itself is enacted.

About Cominco Only the original Broken Hill zinc deposit in Australia is larger than Cominco's Red Dog deposit. Indeed, the third largest zinc deposit in the world is Cominco's own Sullivan mine in British Columbia. The production plan at Red Dog is based on mining 1.9 Mt/a (2.1 million stpy) or ore, to produce 635 kt (700,000 st) of zinc and lead concentrates. At full production, Red Dog will be the largest zinc mine in the Western world. It will also be one of the lowest cost producers in the Western world. And Red Dog will be one of the first major hardrock mines to operate in Alaska in modern times. The Red Dog project will be the third and largest of Cominco's Arctic mining developments in the past 13 years. The company's Black Angel mine in Greenland started up in 1973. And the Polaris mine, high in the Canadian Arctic, began production in 1982. Red Dog is one of the world's great mineral deposits. It is a unique combination of large size, high grade, and a waste-to-ore ratio less than 1:1. The present mineral reserve (Table 1) is estimated to be 77 Mt (85 million st), at a grade of 17.1% zinc, 5% lead, and 82 g/t (2.4 oz per st) of silver. Mine life is estimated at nearly 50 years. Cominco is the largest producer of lead and zinc in the Western world. Cominco's smelter in southern British Columbia is the largest lead and zinc plant in the west. Cominco also produces copper, steel, tin, gold and silver, along with potash, ammonia, urea, and phosphate fertilizers. But Cominco's major products are lead and zinc. At present, Cominco produces more than 10% of the Western world's needs for these metals. Background-Red Dog The Red Dog mineral deposit is located in northwestern Alaska, about 960 km (600 miles) by air from Anchorage, Alaska's largest city. The Red Dog region is home to more than 5000 people living in 11 villages. The largest village is Kotzebue, with a population of about 2500. The village is located about 144 km (90 miles) southwest of the mine. The country around Red Dog features rolling hills, leading into mountains to the north and east. The deposit, at an elevation of 305 m (1000 ft), is in permafrost. But the area is not nearly as cold as that encountered in the Canadian Arctic, or on Alaska's North Slope. At Red Dog, the permafrost is relatively fragile. It can be thawed fairly easily, a factor in engineering designs. Red Dog Creek flows through the mineral deposit. One of the natural phenomena at Red Dog is the presence of significant heavy metal contamination in the creek. This has eliminated all fish in the vicinity of the deposit. The contamination, and resulting mineral stain, led to the discovery of Red Dog. The staining is caused by rain and snowmelt. This leaches the heavy metals from the mineral zone, which comes right to the surface in many places. As mining progresses, this surface mantle will be removed. This will

Rare earth elements (REEs) have many critical uses in advanced technology and the lack of a reliable domestic supply has been identified by the US DOE as a vulnerability to US economic security. Our research focuses on developing an economical process for extracting REEs from coal fly ash and power plant wastewater sludge by coupling a hydrothermal extraction process with the engineering of a ligand-associated media for concentrating REEs from the extraction liquid. Ash samples have been collected from two Detroit-area Power plants that burn 100% low sulfur coal (Trenton Channel) or fuel blends of 75% low sulfur coal and 25% high sulfur coal or 70% low sulfur coal, 15% high sulfur coal, and 15% petcoek (Monroe Power Plant). Ash samples are then subjected to hydrothermal conditions from 100-350 °C for 1-24 h at Los Alamos National Laboratory and leachate concentrations are measured by inductively coupled plasma-mass spectroscopy (ICP-MS) and compared to hydrofluoric acid digestion results. Experiments designed to aid in ligand selection and loading optimization show that di-(2-ethylhexyl)methanediphosphonic acid (H2DEH or DIPEX™) can be successfully loaded to a commercially available swellable organically modified silica (SOMS) media. Preliminary results show that DIPEX-associated SOMS surface loading can exceed 4x on a mass/mass basis and in simplified sorption experiments with Nd solutions (~pH 2), the DIPEX-SOMS media can sorb >90 mg Nd per g of media. Recovery of the sorbed Nd with low pH solutions has had low efficiency with the high (4 g DIPEX/ g dry media); however, near complete recovery was achieved with lower surface loadings (0.05 g DIPEX/ g dry media). Column experiments are being conducted to evaluate the optimal ligand/media ratio for repeated use. Completive sorption with Fe and other major cations are also being evaluated.

The Afton copper-gold mine is located in the southern interior of British Columbia, 16 km (10 miles) west of Kamloops and 257 km (160 miles) northeast of Vancouver. 'An aerial view of the property in 1976 is shown in Fig. 1. The Afton copper-gold ore body [27 Mt (30 million tons)] of open pit ore with a grade of 1.0% copper, 0.46 g/t (0.01 6 oz per ton) gold, and 4.1 g/t (0.12 oz per ton) silver, occurs within the Triassic Iron Mask pluton adjacent to its faulted contact with Tertiary rocks. The geological setting of the Afton ore body is described by Carr and Reed (1976). Rocks of the Paleozoic, Mesozoic, and Cenozoic eras outcrop in the vicinity of Kamloops, but the unit with the greatest economic significance is the Upper Triassic Nicola volcanic group and its subvolcanic dioritic intrusion, the Iron Mask pluton. The Afton ore body occurs at the northwesternextremity of the Iron Mask pluton immediately south of a deep graben structure that developed in post-Triassic time (Coast Mountains orogeny) and which was the focus of vigorous sedimentation and volcansim in Tertiary times. The Iron Mask pluton is a lenticular composite intrusion approximately 14.5 km (9 miles) in length in a northwesterly direction. The petrography of the Iron Mask pluton ranges from picrite and serpentinite to latite porphyry. Outcrops of individual petrographic units are generally elongate in a northwesterly direction parallel to the axis of the pluton. The Iron Mask pluton represents the moderately slowly cooled core of an oceanic fissure volcano which built up an island flanked by shallow-water sediments including reef knolls and which, during its later stages, intruded its own volcanic pile.

INTRODUCTION This paper outlines the methods used to drill and pregrout prior to the excavation of five Mine Shafts in the Coal Measures of the Eastern United States. One example is the use of cement pregrouting of four 240 meter deep shafts and the second is the use of chemical pregrouting of a 360 meter deep shaft. These two examples will be compared and contrasted, both at the investigation stage of each project, and during the drilling and pregrouting itself, to illustrate the different approaches taken and how these affected the outcome, both technically and economically. INVESTIGATION FOR 240 METER SHAFTS In the case of the four 240 meter shafts, site investigation was carried out prior to bid, and information was made available by the Client in the form of a report. This report was based on pressure testing of NQ cored boreholes at each shaft site. Pressure testing was repeated two or more times, at each test setting, using 345 or 690 kPa of water pressure in accordance with the procedure outlined by the U. S. Bureau of Reclamation. Flow readings were taken every minute over a period of ten minutes. Maximum computed permeabilities, for the strata which accepted water under test for the shafts, carried between 1.0 x 10-6 m/s and 3.0 x 10-6 m/s, and total calculated seepages varied between 170' litres/minute to 3891 litres/minute. Although these figures did not indicate an excessive amount of seepage, the Client decided that pregrouting should be carried out, and chemical grouting was not discussed, even though the test permeabilities indicated the use of cement grout would be limited in this case.

The Bureau of Mines, U.S. Department of the Interior, has developed a computer image processing algorithm to determine the size distribution of moving taconite (iron ore) pellets. This algorithm interprets line-scan images to measure pellet diameters. Pellet edge detection with a peak light intensity constraint is the basis of this technique. Preliminary error analysis indicates a normally distributed experimental error with a standard deviation of 0.09 and 0.15 for pellet diameters of 0.4 and 0.9 cm, respectively. System accuracy was independent of moving pellet speed below 50 cm/sec. Computer image-based size distributions were found to be in close agreement with standard sieve analysis.

A surface charge sensor has been developed that responds to changes in the double layer properties of colloidal silica during the cationic flotation of silica from taconite ores. Sensor design allows for the measurement of two aspects of the electrical double layer surrounding all solids immersed in ionic solutions. One aspect responds to a flow induced change in the double layer properties of a solid. The other is a function of the chemical composition of the aqueous phase. Evaluation of sensor performance during froth flotation experiments has been encouraging. Process monitoring capabilities are indicated.

INTRODUCTION Construction of tunnels in urban areas, especially reclaimed areas, pose many problems. The Red Hook Intercepting Sewer Tunnel, Contract 1A is a portion of the Red Hook Water Pollution Control Project located along the Brooklyn waterfront in New York City. This contract required the construction of a 2620 meter long (8600 L.F.), 3 meter (10-foot) diameter soft ground tunnel, eight Tunnel Manholes, nine Regulator structures, four Diversion and Tidegate structures and 765 meters (2500 L.F.) of branch intercepting sewers of diameters between .30 meters (12 inches) and 1.8 meters (72 inches). The construction contract bid price was $62 million with a duration of three years. The tunnel route crosses over five sets of operational twin cast iron subway tubes with clearances ranging from 4.3 meters (14 feet) to as small as 0.35 meters (14 inches). The route of the tunnel traverses historically interesting areas which have been reclaimed over the last 200 years. This paper is a case history describing the contractor's methods utilized to successfully advance the work through the above problem areas. Bingham Canyon lies in the heart of the Oquirrh Mountains, 25 miles southwest of Salt Lake City, Utah. In it is located the world's largest open-pit copper mine, owned and operated by the Utah Copper Division of Kennecott Copper Corporation. From the beginning of open pit mining operations in 1906 until 1963, the pit haulage, or materials transportation, was primarily by rail. In 1963, phase-in of a truck haulage system in the upper two-thirds of the pit was begun. The details of that conversion, its associated problems and the resulting pit operation have been covered in an earlier paper.1 The purpose of this paper is to discuss various factors for consideration in transportation system selection, and to discuss some of the alternatives considered prior to making the change from rail haulage to truck haulage for a portion of Bingham Canyon.

Surface characterization techniques, i.e. contact angle measurement, atomic force microscopy (AFM) surface force and surface imaging measurement, were applied to investigate the molybdenite surface in aqueous solution. It was shown that the cleaved basal surface of molybdenite was very hydrophobic with a 92 degree water contact angle. The non-polar component of the solid surface free energy is 50.52 mJ/m2 while the polar components are almost zero. The solid surface was not reactive and was only weakly charged at the pH 6. When the aqueous media changes from water to 1×10-4 M KEX solution, the measured contact angle, adhesion force and surface roughness all increase slightly. However, ethanol rinsing made the surface change back to the bare substrate. It was suggested that the hydrophobic chemical, i.e. dixanthogen, which was shown in the morphology of patches by the AFM image, physically adsorbed on the hydrophobic molybdenite surface through the hydrophobic interaction.

Best known for its extensive bauxite and alumina exports, Jamaica also has a small but active industrial minerals sector. The island has for many years been a net exporter of small tonnages of gypsum, metallurgical-grade limestone and marble products. As bauxite and alumina earnings have declined the government of Jamaica has made extra efforts to promote growth of overseas sales of these nonmetallics. The nearby U.S. market is a natural first choice for new exports. Overview In 1984, Jamaica quarried an estimated 3.2 million cu m of marble and fill and an additional 3.5 million cu m of sand and gravel, for use in domestic construction. These amounts are in line with the production in earlier years of the 1980s but are not a factor in the export pattern and need not be considered further. Similarly, annual production of 15 million ton of silica sand for the manufacture of glass bottles is principally consumed by the domestic market.

A current environmental concern is the cleanup and restoration of soil contaminated with low-level radionuclides at DOE sites including the Nevada Test Site. At the present, there is no applicable process to economically and effectively deal with the remediation of contaminated soils. This situation requires development of a selective flotation process to separate the radionuclides from contaminated soil efficiently and economically. In this study, a minus 200 mesh size fraction of pure cerium dioxide was used as a surrogate for plutonium oxide which is the major contaminant at the Nevada Test Site. A Hallimond flotation cell was utilized to examine the flotation behavior of cerium dioxide with oleic acid under various conditions of pH and collector concentration Mechanical cell tests were conducted to float the surrogate from a mixture with uncontaminated Nevada Test Site soil in the absence and presence of calcium carbonate as a carrier. Two different sizes of the carrier (minus 150 mesh and 65-150 mesh) were tested. It was found through the Hallimond cell flotation tests that the cerium dioxide could be floated well at pH's 4 and 9 with 10-3 molar oleic acid. It was also found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34 % to 65 % by adding only 0.5 % calcium carbonate (minus 150 mesh) in the feed and also increased to 95 % by adding 10 % of this carrier to the feed. The finer size fraction of calcium carbonate (minus 150 mesh) was more effective in recovering cerium dioxide than the coarser size fraction (65-150 mesh) The flotation method utilizing a carrier of calcium carbonate seems to provide a high potential to be used for the remediation of soil contaminated with radionuclides at various Department of Energy's nuclear weapon sites.

Two flat-lying trona seams 3-to 3.5-m thick, approximately 10 m apart, and at depths of 250 m are mined by room-and-pillar at OCI's Big Island Mine in Wyoming. Continuous miners and a yielding pillar system have contributed to improvements in resource recovery and productivity. Long-term stability with minimal subsidence is needed for a large portion of the mine beneath the Green River channel. This was investigated by computer modeling in 1990. Although results of the study indicated good long-term stability, recommendations were made for stress determinations to verify the model. Stress determinations made in 1997 showed pillar stresses 10% to 20% higher than the model stresses, and barrier pillar stresses 10% to 15% lower. This implies that higher panel stresses will be transmitted from the upper to the lower seam. A stability evaluation of the lower seam is planned before two-seam mining to assess entry widths and support requirements.

At the first workshop on Surface Subsidence Due to Underground Mining (1 981 ) , Yarbrough delivered a paper (1 ) describing the mine subsidence insurance program in Illinois operated as the Illinois Mine Subsidence Insurance Fund (IMSIF) . In this paper we will present claims data and describe changes that have occurred in the Illinois Insurance Code during the first six years the IMSIF has been in existence. The change in the original Illinois Public Act 80-1 41 3 that most affected the public was an amendment increasing the maximum amount of mine subsidence insurance avail- able on a structure from $50,000 to $100,000. Seventy-two counties in Illinois have been undermined for minerals, primarily bituminous coal. In Franklin County (.in the southern part of the state) 36 percent of the land area has been undermined for coal extraction. In St. Clair and Madison Counties , two counties that include the St. Louis Metropolitan area along the western border of the state, 10 percent and 7 percent of the land surface have been undermined. Most of the undermined area in the two counties is beneath urbanized land. In 34 counties, approximately 1 percent or more of the land surface has been undermined (2). The first shaft mine in Illinois was sunk in the city of Belleville (east of St. Louis) in 1842, and the mines of early vintage have initiated the majority of the mine subsidence claims. Data compiled from the first six years reveals that most Illinois mine subsidence events that affect structures occur over abandoned mines where early methods of high- extraction mining practices were used. Maps of these mines operated in the 1800s reveal irregular development of room and pillar areas and poorly defined production areas (panels). Rooms in the mines varied from 15 to 40 feet in width and the pillars varied in width from 5 to 40 feet. The pillars were often long and narrow. Recovery rates in mines that operated prior to 1900 generally averaged 50 per- cent, and extraction rates as high as 80 percent have been documented (2). Some pillar robbing occurred.
