Solvent extraction-electro- winning appears to be one of the most important processes for the future in the North American copper industry and for this reason both the SX and EW steps are furtive areas for development. This paper has the objective of reviewing the present state of the electrowinning technology. It discusses some recent equipment developments and concludes by discussing the direction the technology will likely go fn the next decade.

INTRODUCTION In radon dosimetry diffusion chambers with passive [a]-detectors are now in current use to investigate the long-term accumulated indoor exposure of radon and daughters. For the diffusion chamber developed at Karlsruhe the electrochemical etching technique (ECE) was applied to reveal [a]-particles in polycarbonate plastic detectors. Compared to conventional etching, the main advantages of the ECE are the large track diameter, simple track counting in a single field of about 1 cm2, stability of the latent tracks to humidity and temperature and ability for a long-term accumulation up to 1 year. The electrochemical etching system was designed to etch in one run about 101 foils by using a 200 W high voltage generator. The commercial available radon dosimeter system is applied for a country wide program of measuring radon in dwellings. Because of an increasing interest of radon monitoring in mines, environmental monitoring and personnel dosimetry the properties of several track etch detectors have been studied. In the comparative study, Makrofol E, LR 115 and CR 39 were used in the diffusion chamber to investigate the etching techniques, the relative efficiency, the measurable [a]-energy range, and the counting statistic for the measurement of radon concentration. THE KARLSRUHE DIFFUSION CHAMBER The design of the Karlsruhe diffusion chamber is presented in Fig. 1. The upper part of the chamber is closed by a fibreglass filter to separate radon from aerosols, heavy dust particles and radon decay products. Inside the diffusion chamber [a]-particles from radon and daughters are detected by two passive radon detectors, one on the bottom of the chamber and the other in front of the filter. With the fibreglass filter applied the diffusion time is about 1 minute for radon. Therefore, also short-term variations in the radon concentration are recorded by the track detector. Mainly because of the short halflife of thoron (56 s) only about 7 % of the thoron concentration is expected in the diffusion chamber. Radon monitoring provides the estimation of the long-term accumulated mean value of the radon concentration with a lowest detectable concentration of 0.1 pCi/1 after 3 months accumulation by using polycarbonate track etch detectors, an electrochemical etching technique and track counting in a single field of 1 cm2. The diffusion chamber was optimized for the polycarbonate track detector with respect to chamber geometry and detector position [1]. Table 1 presents data for 3 different diffusion chamber designs. The radon sensitivity of the diffusion chamber depends on the [a]-energy discrimination and the angular response of the [a]-track detector. The difference between foil No 2 and foil No 1 can be explained by an additional plate-out effect of radon daughters on foil No 3. The high sensitivity of foil No 3 compared to that of foil No 2 is caused by an increase of the effective volume and the effective area for [a]-particle from radon and from plated-out decay products, respectively. Additional experiments have been performed in order to investigate the electrostatic properties of the plastic material and the properties of the diffusion filter [1]. The properties of bare a-detectors were compared with those inside the diffusion chamber. In contrast to laboratory results, dust particles deposited on the detector surface or in the environment of the detector obviously affect the reproducibility of the bare detector significantly. After 4 months exposure in dwellings the scatter of 10 dosimeters exposed in the same room exceeds a factor of 3 compared to 15 % for the diffusion chamber. COMPARATIVE STUDY OF TRACK ETCH DETECTORS Detector types and evaluation technique In the comparative study the properties of the following plastic track etch detectors have been applied: - LR 115 from Kodak Pathé, France, is a red dyed cellulose nitrate layer of 13 µm thickness on a 100 µm thick polyester support. The holes appears as bright spots in a dark red background. In an optical microscope counting of through etched [a]-tracks which must penetrate the detector layer - CR 39 from Pershore, England, is an ally1 diglycol carbonate plastic of about 300 m thickness. The normal etched [a]-tracks are counted by an optical microscope and the ECE [a]-tracks by a microfiche reader.

Rössing Uranium Limited has operated since 1976 a large open pit uranium mine and extraction plant at a remote site in the Namib desert, South West Africa/Namibia. The geology (Berning, I., et al. Economy Geology) and the technical aspects concerning mining, grade control and metallurgy have previously been described (Rössing Uranium, Mining Magazin and Whyllie, R.J.M. "Rössing Uranium reaches rated production", World Mining). The improvement of leach 'extraction has been reported in 1984 (Kesler, S.B. et. al. "Uranium extraction at Rössing") and the installation of a central process control system has been described (Kesler, S.B. et al. "The introduction of a central process system at Rössing"). At the beginning of 1983 a decision was made to develop a computer system for metallurgical plant optimisation which included mass and volumetric balances, analytical assays for up to 5 chemical elements and the costs for the major consumables. Within 10 months this computer system was developed and implemented. A large number of test runs were made and computer studies were undertaken. The metallurgical division now has a scientific tool for production; planning for actual comparison with plant results and for strategic investigations and decision making.

The Lomas Bayas copper property is located93 km (58 miles) east of Antofagasta, Region II, Chile (Fig. 1). The deposit was discovered in 1880. The deposit produced intermittently until 1992. Production at Lomas Bayas took place in high-grade veins and breccias mined underground. During 1991, Empresa Minera Mantos Blancos SA (EMMB) optioned the property from Compania Doña Ada SA. Doña Ada maintained the right to continue mining the ores by open-pit and block-caving methods and hauling the ore to its plant located60 km (37 miles) to the north. EMMB conducted exploration and column test programs. On May 9, 1994, Compania Minera Gibraltar Ltda.(CMGL) signed a purchase option agreement to acquire the Lomas Bayas property. CMGL conducted 8,612 m(9,490 ft) of reverse-circulation drilling, 2,028 m (6,650ft) of diamond drilling, a series of metallurgical tests and geologic mapping. The company then decided to exercise its purchase option.

North of Antwerp central train station, two single-track tunnels for the high-speed train line between Brussels and Amsterdam were constructed. At the same time, the central train station was modified to a through station. Both 1.23 km tunnels are situated in the Antwerp sands and were constructed using a slurry shield machine. Due to the inner city location, the tunnels run over their entire length underneath structures, in some cases with only minimal clearance. The paper deals with these challenging situations. In addition, the tunnel boring machine, the tunnel lining and measures to limit settlements will be introduced.

LIX® 34 liquid ion exchange reagent, one of a totally new class of metal extractants, is discussed in terms of its properties. Specifically, these properties include improved selectivity for copper and greater recovery. Some comparisons to the well known General Mills' LIX® 64N have been made. Particular emphasis is given to treating solutions containing very low copper values and high impurity levels.

Advanced measurement and verification (M&V) is a process where the impact of an energy initiative is determined in real time. Data prediction models can be used to predict and compare energy consumption with a predetermined baseline. Deeplevel mines can benefit from advanced M&V as the impact of operational changes can be identified in real time. Ultimately, this can ensure that informed decisions are made regarding energy management based on the impact and severity of the occurrence. Previous studies on advanced M&V do not account for operational changes to the model’s baseline. These changes can significantly impact the performance of both the mine and related activities. The aim of this study is to propose a method that can accurately predict the energy consumption of a deep-level mine regardless of operational changes. To achieve this objective, nine different data predictive modelling techniques were considered. The proposed method is based on the Moving Average (MA) modelling technique due to its simplicity, flexibility, and rapid development time. The coefficient of variation for the root mean square error (CV(RMSE)) was used to statistically analyse the modelling error. If the predictions exhibit an unsatisfactory CV(RMSE), the model dynamically adjusts to reduce the prediction error. The model was developed to adapt to operational changes in scenarios where the standard model becomes irrelevant. The method developed in this study was able to predict the future energy consumption of deep-level mines with an accuracy of 99%, improving the mine’s energy and finance management.

Approximately six hundred air sample measurements were taken at several U.S. underground metal/nonmetal mines in 1998 and 1999. This air sampling effort was organized by the Nevada Mining Association to evaluate mining conditions and to evaluate the Mine Safety and Health Administration’s (MSHA) Proposed Rule on Diesel Particulate Matter Exposure of Underground Metal and Non-metal Miners. MSHA’s proposed air sampling method, NIOSH Method 5040, was tested under controlled conditions and under normal mining conditions. Unfortunately, NvMA sampling results have indicated that carbonaceous rock dust, oil mists and even cigarette smoking create severe sampling interference problems for NIOSH 5040.The main conclusion was that NIOSH 5040 did not distinguish between DPM and other airborne carbon particulate. Thus, it is not a reliable method of accurately and unequivocally measuring DPM in underground metal/nonmetal mines.

As national and international health and safety management system (HSMS) standards are voluntarily accepted or regulated into practice, organizations are making an effort to modify and integrate strategic elements of a connected management system into their daily risk management practices. In high-risk industries such as mining, that effort takes on added importance. The mining industry has long recognized the importance of a more integrated approach to recognizing and responding to sitespecific risks, encouraging the adoption of a risk-based management framework. Recently, the U.S. National Mining Association led the development of an industry-specific HSMS built on the strategic frameworks of ANSI: Z10, OHSAS 18001, The American Chemistry Council’s Responsible Care, and ILO-OSH 2001. All of these standards provide strategic guidance and focus on how to incorporate a plan-do-check-act cycle into the identification, management and evaluation of worksite risks. This paper details an exploratory study into whether practices associated with executing a risk-based management framework are visible through the actions of an organization’s site-level management of health and safety risks. The results of this study show ways that site-level leaders manage day-to-day risk at their operations that can be characterized according to practices associated with a risk-based management framework. Having tangible operational examples of day-to-day risk management can serve as a starting point for evaluating field-level risk assessment efforts and their alignment to overall company efforts at effective risk mitigation through a HSMS or other processes.

The LA Effluent Outfall Tunnel is the first tunnel in the United States to incorporate post- tensioning into the precast segmental lining. Several unique components were integrated to ensure that the post tensioning could be carried out successfully in the tunnel, even concurrently with the TBM excavation. This also required the development of new processes both in the casting facility and in the TBM to ensure that the almost 3,700 rings could be successfully manufactured, threaded, stressed, and grouted. This paper will discuss the material selection, fabrication, and installation of, as well as lessons learned from, this first in country tunnel lining.

Historically, there have been many occurrences ofmine fires and explosions recorded in the United States and other countries that have demonstrated the existence of explosivemethane–airmixtures, herein referred to as explosive gas zones (EGZs). The risk of mine explosions can increase if the EGZs migrate out from the gob into the surrounding mine entries. Fluctuating barometric pressure is the common cause for EGZs outflowing or outgassing from the gob. Numerical analysis using a 3D computational fluid dynamics method was developed to fully understand the outgassing phenomenon. A number of simulations using various magnitudes and periods of barometric pressure changes indicated that the EGZ outgassing potentially occurs due to lags in pressure, which are strongly influenced by mine conditions and ventilation systems. An early warning system with a real-time pressure monitoring and the application of gob ventilation boreholes are recommended to detect and mitigate explosion hazards from gob outgassing.

There is wide agreement that sustainability has multiple dimensions, but substantially less agreement on the appropriate balance among those dimensions. This occurs because peoples’ vision of a sustainable future, their goals for sustainable development, and their objectives for resource management are reflections of their values, culture, and life experiences. Even assuming agreement about the objectives of sustainable resource management can be reached; there is still a need for policy and decision makers to choose from among alternative courses of action, each of which has its own set of impacts and outcomes. One of several tools used to compare the consequences of alternative actions is the Computable General Equilibrium (CGE) model. This paper uses CGE modeling to demonstrate how policy decisions do not take place in a vacuum and how policy-makers must be aware that there are trade-offs involved in any decision.

Large amounts of by-products, including coal gangue, circulating fluidized bed (CFB) slag, and coal fly ash (CFA), are generated during mining, washing and burning of high alumina coal (HAC). The stockpile of these by-products of HAC will cause the pollution of air, water and soil. Meanwhile, the unbalanced regional distribution of bauxite and alumina production has been a critical challenge for the sustainability of world alumina refineries, especially for China. Therefore, economical extraction of alumina from by-products of HAC not only resolves the environmental pollution problems caused by stockpile but also decreases the dependence degree of import bauxite in China. Considering the fact that powder alumina can only be produced by alkali methods, the alkali extraction of alumina from by-products of HAC is summarized in this paper. Based on the formation process of by-products of HAC, the principle, research status, and problem of existing methods were analyzed and discussed, as well as the forecast of research trend. The analyses indicate that simplex recovery of alumina from byproducts of HAC generates large amounts of leaching residue (red mud) with difficulty for disposing, while comprehensive extraction of alumina and silica meets the research trend for clean and high-value utilization.

Success of the Gold Line Eastside Extension rail tunnels in Los Angeles has prompted Metro?s planning for two new rail lines to include underground alternatives. The Westside Extension Transit Corridor alternatives include up to 17 miles of subway to be constructed in soft ground. The routes will require construction in Los Angeles? ?Potential Methane Zone,? not considered for subway construction until recently. Slurry face TBMs will likely be specified. The Regional Connector, through the downtown area, includes one underground alternative with 1.7 miles of tunnel as well as three underground stations in soft ground and rock. Challenges will include tunnel and station construction under narrow streets. This paper will describe the alternatives, planning, geologic conditions and tunneling concepts for both planning studies.

To preserve Washington Group International's quality of service in the mine operations area, the company has established a Supervisor Training Program to provide all levels of supervision with the required skills to meet objectives and guarantee consistent, excellent performance for each of our projects. A need developed to establish this training program internationally. The first international training session was held at the APEX San Cristóbal Mine in Bolivia. This paper discusses the program’s development, execution, results, and lessons learned with an emphasis on multicultural environments.

Little did I know, in 1977, that when the A. P. Green Refractories Raw Material Manager showed me 5-6 burlap bags with samples of calcined high alumina bauxite in their testing lab that this was the start of China moving to be the number one user and producer of calcined refractory bauxite. According to Ted Dickson in his August 2008 Industrial Minerals article China produced about 4 million tons of calcined bauxite in 2007 using 2 million tons themselves. They imposed an export limitation of 970,000 tons in 2007 and 940,000 tons in 2008. A 10% growth will take up the difference between exports and production in 4 years. Two of these years are gone. It will take only 4 more years to eliminate the export quota in home use. Then they will be importing unless they increase production. Guyana was exporting over a half million tons in 1975 and sold less than 70,000 tons in 2002. Basai Metals Group bought Guyana?s deposits and is rose to 250,000 tons in 2007 and expects to produce 280,000 tons in 2008. PRICES According to the USGS Prices dropped from $172/per ton for Guyana calcines in 1980 just after the start of Chinese production to $122 in 1985. Guyana prices averaged around $120/ton from 1985 to 2005. China?s price dropped as low as $45/ton in 1995 undercutting Guyana and making it virtually impossible for anyone to get into the market. The price suddenly escalated to $550/ton FOB China in the summer of 2008 when China actually cut its exports in half. The price dropped in the fall as orders dropped. This is a four to five fold price increase. Is this a shortage of bauxite or a monopoly? Australia dropped out of the market in 2008 and Surinam, controlled by Alcoa, is not participating right now. Will these two come back in to make up the difference? Will the price hold up so they can make a profit? [ ] The low prices have undoubtedly affected the prices of the 60 and 79% alumina bauxite which can hold down the quantity of 80% plus calcined refractory needed in the world market. China is starting to upgrade lower quality bauxite up to 90% alumina. With high prices kaolin alteration to high alumina comes into play. The calcined bauxite is also used for proponents, Brown fused alumina, and abrasive grades which compete with Refractories. These and the tightness of supplies needed for metallurgical will hold prices up. TONNAGE China is the number one supplier and consumer of high alumina calcined bauxite in the world. Basai Metals Group Guyana (BMGG) is owned and controlled by Basai Minerals Group of China. This appears to be the second largest supplier. Australia has dropped production and Brazil is just starting to expand. It appears China is going to replace some of exports caused by the Export License 940,000 ton maximum in 2008 by raising Guyana?s (BMGG) production of calcined refractory grade bauxite. Companies exceeded restriction in 2007. Fines have been imposed for 2008. In August 2008 they appear on line to meet the 2008 quota. After August prices have dropped off as orders dropped due to the recession. Guyana was the largest producer in 1975 with 769,000 tons which decreased to less than 79,000 tons in 2002. The U. S. is a small part of the world production. I have used the United States charts to represent world imports because I have little data on what other countries import and pay FOB for their bauxite. China started exporting calcined 80% plus refractory bauxite to the United States in 1979 with 24,000 tons. By 1985 they were the number one importer with 169,000 tons. Guyana who had been number one in shipments to the United States gradually decreased to 36,000 tons in 2006. Guyana has been purchased by China BMGG and will increase there production to over 200,000 tons in 2009. Australia shut down production in 2008 and Surinam has elected to not send any Calcined bauxite to the United States. Randy and Kenny Robison have visited every coal mine that would let them in the door, to survey the best mining practices. The brothers have spent nearly their entire lives working in coal operations. The Robison’s started out on lube and grease trucks and worked their way up to respected industry leaders in Alabama. The Robisons have owned MS&R since 1989. Since then, they have created a niche for themselves in providing coal for Alabama’s metallurgical coal market. A great deal of the knowledge the Robisons have amassed throughout the years has come from observing — taking note of what works and what does not. In early spring 2004, they commissioned a Komatsu America PC3000 Super Shovel. Outfitted with a backhoe attachment and a 16-m3 (21-cu yd) bucket, MS&R’s PC3000 is currently one of the largest mining excavators working in Alabama.

Portland, Oregon’s $370 million West Side Combined Sewer Overflow Tunnel Project has completed the final phase of construction and commissioning. The construction contract, which began in September 2002, was a reimbursable cost plus fixed fee contract that followed a qualifications-based contractor procurement process and apre-construction planning phase. This paper addresses the final results of the contracting method and provides a lessons-learned case history. Specific items addressed include the benefits realized from the contracting method, areas of improvement, final costs compared to the original contract estimates, design changes and schedule impacts, and subcontract management issues.
