The mining industry faces many workplace hazards that are a threat to human health and safety. The Bureau of Labor Statistics has found that employees in coal mining are more likely to be killed or sustain an injury or illness than workers in private industry. These injuries are also likely to be more severe (Bureau of Labor Statistics, 2007). In recent years, coal mining injuries have attained national attention due to highly publicized disasters. Despite these threats to worker safety and health, the U.S. relies on the mining of coal to meet its need for electrical power, with42% of electricity in the U.S. generated through the burning of coal (U.S. Energy Information Administration, 2012b; United Mine Workers of America, n.d.). Furthermore, the production of coal continues to increase and reach record levels every year(National Mining Association, 2012; U.S. Energy Information Administration, 2012a). For this reason, the coal mining industry must continue to find ways to protect its workers while maintaining productivity. One potential approach to protecting workers while maintaining productivity is through improving the safety culture at coal mines. In order to achieve this culture, operators, employees, the inspectorate, etc. must share a fundamental commitment to safety as a value. This type of culture is known in other industries as a ?safety culture? and can be defined as the characteristics of the work environment, such as the norms, rules, and common understandings that influence facility personnel?s perceptions of the importance that the organization places on safety. Fundamental to improving safety culture within an organization is understanding the existing safety culture; improvements cannot be made without first elucidating areas that require improvement. This manuscript details the process undertaken by researchers at the National Institute for Occupational Safety and Health (NIOSH) Office of Mine Safety and Health Research (OMSHR) to assess the safety culture at five underground coal mines across the United States. The purpose of this manuscript is to introduce the mining industry to a multi-methodological approach to safety culture assessments. Further, it is the goal of this manuscript to highlight the value of including both quantitative and qualitative methods into safety culture assessments in order to obtain the most comprehensive view of an organization?s safety culture. Because this manuscript focuses solely on the methodology implemented, data and results obtained during the five safety culture assessments will not be presented in this manuscript, but will appear in a future publication.

The flotation of Azara barite tailings was investigated using crude rubber nut oil (RNOc), refined rubber nut oil (RNOR) and oleic acid as fatty acid collectors. Chemical characterization of the rubber nut oils indicated high acidity, high saponification values and high iodine indexes, which are indicative of a high fatty acid compositions. The Azara barite tailings analyzed 64.6% BaSO4 by atomic absorption spectrophotometry. Gravity and magnetic separation techniques yielded a BaSO4 concentrate with a grade of 74.8% and a recovery of 92.5%. Barium sulfate grades of 90.0%, 92.8% and 94.8% with recoveries of 80.3%, 85.4% and 86.7% were achieved with collector dosages of 750g/t crude rubber nut oils, refined rubber nut oils and oleic acid, respectively. Hence, rubber nut oils are effective fatty acid collectors for the flotation of barite tailings.

Production tests at Reserve Mining Company's iron ore pelletizing plant established that rubber-lined balling dm produce a green pellet equivalent in quality to those produced in conventional balling drums equipped with reciprocating cutter bars. The flexing action of the rubber liner prevents concentrate buildup in the drums, eliminating the need for a cutter bar. Advantages of the rubber-lined drum includes a reduction in maintenance and operating manpower, reduced bentonite consumption with less drum surging, reduced power consumption, and improved drum on time.

Rio Tinto Coal Australia (RTCA) developed the Meandu Mine in Queensland, Australia in 1983 to supply thermal coal to the adjacent and newly constructed Tarong Power Station (TPS). In designing the mine, RTCA selected Meandu?s best economic reserves for a 27-year life based on station owner Tarong Energy Corp.?s (TECs) estimated life for TPS. That 27-year plan changed dramatically in the early 2000s when TEC approved life extensions to TPS?s four existing units plus construction of a fifth unit. After reviewing Meandu?s remaining reserves, RTCA decided the nearby Kunioon reserve offered the more economic option for maintaining deliveries beyond 2010. Those plans changed again in 2007 when TEC chose to purchase the Meandu Mine and nearby reserves. TEC then selected Thiess Pty Ltd. (Thiess) to continue operating Meandu until the new mine at Kunioon could be developed. After assuming operation of the mine in 2008, Thiess began a review of Meandu?s remaining reserves and found considerable coal available with economic potential. Working jointly with TEC, Thiess performed several analyses on Meandu and subsequently the Kunioon coal reserves. The results changed TEC?s decision from expediting Kunioon?s construction to instead continuing Meandu?s operation for up to 15 additional years.

Petrographic analysis of rocks is traditionally performed with optical microscopy using thin sections and point counting. However, this does not provide accurate mineral proportions for sedimentary, volcanic, and soil-like material, because rock fragments, groundmass, and matrix are not identified as specific minerals. In addition, groundmass phases in volcanic rocks can be too fine to identify individually, and making thin sections of intact soil-like material is difficult because much of the material is not well cemented. ModAn is a normative calculation that estimates modes ??by applying Gaussian elimination and multiple linear regression techniques to simultaneous mass balance equations? (Paktunc, 2001) and allows location-specific mineral compositions to be used. One of the features of ModAn that makes it appropriate for this study is that it can model one of several sulfide minerals. Mineral compositions for Questa minerals were determined from electron microprobe analysis and entered into ModAn. Then by combining and normalizing results, bulk quantitative mineralogy can be determined using ModAn, petrographic observations, electron microprobe analysis, clay mineral analysis, and the whole-rock chemistry of the sample.

Annual requirements of uranium to fuel the 441 currently operating nuclear reactors in the world is 170 million pounds U3O8 (65,385 tonnes U). 2005 global production was 108 million pounds (41,595 t U), of which only 2.7 million pounds U3O8 (1,039 t U), was produced from US uranium deposits. US nuclear utilities represent 26% of the global nuclear capacity but only obtain 2.5% of their supply from US uranium mines. Since 2002 annual global production increased from 93 million pounds U3O8, a 15% increase and the US production increased from 2.3 million pounds to 2.7 million pounds, a 17% increase. Reasonably Assured Resources (RAR) of 12,332 million pounds U3O8 (4.7 million t U) are reported from a wide variety of countries and types of uranium deposits. This RAR suggests that there are significant global uranium resources potentially producible at a price of $50 per pound U3O8 ($130 per kg U). Table 1 shows the distribution of global uranium resources. This table, prepared from historic data maintained by the World Nuclear Association, does not include some areas of the world that are currently considered to contain significant resources of uranium such as Mongolia. Table 1 suggests that the United States contains the fourth largest uranium resource in the world with 890 million pounds U3O8, behind Australia, Kazakhstan and Canada in resources that are producible at a price of $50 per pound U3O8 ($130 per kg U). Within the US, the states that demonstrate the greatest amount of uranium resource are Wyoming, New Mexico, Texas and the Four Corners Area of Arizona, Colorado and Utah.

Introduction After two decades of contraction and consolidation, the uranium industry has seen a recent major expansion. Rapidly increasing uranium prices and the ability to raise speculative capital in share markets worldwide have brought over 300 new participant companies into the uranium industry: “juniors” as they are known. These companies participated in a global land rush for known deposits as well as for prospective land positions in order to secure a “piece of the action” for their respective portfolios. Mostly publicly-traded companies, these “juniors” have captured the attention of world’s investing public with spectacular gains; as much as 1,000s of percent in less than four years. The initial phase is over, however, and these companies must now prove that they can be successful in exploration or production.

The reliability of a set of flotation results is key to minimizing project risk either at concentrator commissioning, or at the point of implementing an improvement to an existing concentrator operation. High-Confidence Flotation Testing was developed for this purpose, and is part of the list of technologies of various scales used by Xstrata Process Support (XPS) in addressing these projects. The methodology is based on two principles: one, to ensure that the ore sample is representative and has been well-blended and subsampled; two, to perform the flotation tests in sufficient numbers of replicates with appropriate quality controls, so as to improve the reproducibility of the test data. Across ten years of practice and continuous improvement with this methodology at Xstrata Process Support, Sudbury, several improvements to this method and complementary connections into sampling and quantitative mineralogy have been developed. Two case studies are reviewed. These show the capability of this system in both optimizing an existing concentrator operation and in serving a new mine scenario. Further work to improve the efficiency of this procedure has been identified.

Introduction The performance of seals in boreholes, shafts and tunnels is an important concern in mine safety, in the control of effluents from operating and abandoned mines and in the underground containment of hazardous wastes (Einarson and Abel, 1990; Mining Waste Study, 1988). Despite the clear need for effective seals, few documented test results are available concerning the performance of in situ seals. Some evidence indicates that horizontal or near-horizontal holes are especially difficult to seal properly (Kelsall et al., 1982). This research involved the installation, extensive hydraulic testing, removal and post-test examination of a 10-cm-long x 10-cm-diam cement grout seal in a near-horizontal borehole in limestone. The work was performed in an underground mine on Marble Peak in the Santa Catalina Mountains, AZ. A test hole was diamond cored in the recrystallized limestone of the Escabrosa formation. The hole is 33.24 m long, 10 cm in diam, and dips at 10.4°. The hole extends between two drifts and thus is accessible from both ends. Seal installation Surveys to assist in selecting the interval to seal consisted of core logging, video logging and constant-head injection tests using a straddle-packer unit. The location selected, 3 m from the lower end of the hole, had low hydraulic conductivity (3 x 10-10 to 3 x 10-9 cm/sec) and was free of significant fractures. The grout used, an expansive Class A cement, was provided by Dowell-Schlumberger, Tulsa, OK. A grout mass about 1.5 m in length was installed, with a dump bailer, above a temporary mechanical plug. Groundwater in the hole, if any, was minimal during placement. After 13 days of curing, the grout mass was partially drilled out from both ends, leaving a seal 10 cm long. Water distribution in rock mass The distribution of water and fluid pressure in the rock mass near the seal appears to be complex. The generally dry condition of the borehole and rock mass suggests that the rock mass near the seal was unsaturated prior to the injection tests of this research. The injection tests presumably created an expanding saturated zone around the seal. However, anomalously high fluid pressures, consistently recorded by one of two piezometers installed near the seal, suggest connection to a source of significant natural hydraulic head. Comparable head variations for closely spaced piezometers have been reported by others (Sowers, 1976). [ ] Seal testing The seal was tested for 3.5 years, using steady constant-head, tracer travel-time, dye-injection, head-buildup and transient constant-head tests. These tests are fully described in Greer and Daemen, 1991. In the head-buildup test, transient flow occurs through the seal (and rock mass) to a closed, water-filled interval of the borehole adjacent to the seal. The test consists of monitoring the rise in head in the closed interval until steady conditions are approached. The test may be analyzed in terms of a one dimensional analytical model to obtain the effective hydraulic conductivity (Ks) and specific storage (Sss) of the seal. Analysis in terms of an axisymmetric three-dimensional numerical model may yield properties of both the seal and rock mass.

Samples of coal from an adit in the Fording River District of British Columbia showed hydrophilic properties between depths of 0-24.5 meters and was naturally hydrphobic at higher depths. Laboratory experiments indicated that weathered samples (i.e., those mined at 0-24.5m) could be upgraded by froth flotation at pH<2 following slimes removal. The i.e.p. of samples varied regularly between pH=1.6-4.1, the weathered fractions being at the lower end of the pH scale. These values followed a pattern comparable with the flotation behavior of samples. A patchwise structure for coal surfaces determining the resultant disjoining pressure, which in turn determines flotation-non flotation relationships is postulated.

The war in Vietnam stretched into another decade, an American President was at the brink of impeachment, the earth was given its own day, twin tower monuments of American ingenuity were completed in New York and would stand high above the Manhattan skyline for 31 years. Inflation, oil shortages, low commodity prices and America’s 200th birthday were part of the decade — it was the 1970s. For the mining industry, the demands of the decade would be high and the challenges would be significant. Because of the many challenges that lined up in front of it, the mining industry was forced to work smarter and more efficiently. The industry also expanded its borders in search of new resources and struggled along with the rest of the world through a fuel crisis, inflation and a recession.

In its, effort to combat waterlogging and coil salinity, the later and Soils Investigation Division of WAPDA (West Pakistan&apos;s Water and Power Development Authority) has carried out an extensive program of test drilling and water sampling, since 1954. Data collected during the past ten years have permitted the delineation of fresh and saline ground-water-zones in the Punjab Plain. Fresh ground water containing generally, less than 500 ppm (parts per million) of total dissolved solids is found in wide belts paralleling the major rivers and in other areas of fresh-water recharge. Locally, fresh ground water extends to depths of 1,500 feet and more. Saline ground water occurs downgradient from sources of recharge, particularly in the lower central parts of the interfluvial areas and, presumably, underlies most of the Punjab Plain. The ground waters of the Punjab are characterized by their evolution from calcium, magnesium bicarbonate waters, near sources of recharge, to waters containing a dominant proportion of sodium. The highly mineralized waters of the Punjab are generally of the sodium chloride type, whereas in Dera Ismail Khan District sodium sulfate waters predominate. The pattern of distribution of saline ground-water zones and the observed gradual increase in mineral content, downgradient from sources of recharge, can be explained best by a hypothesis stressing the processes of evaporation from the water table and solution of minerals within the alluvial aquifer.

Economically favored Cr and Cu leaching out process from spent power plant fly ash (PPFA) had been investigated. PPFA, bearing of C, S, V, Ni, Cu and Cr, has been widely used as an assistant fuel in cement industry. Recent environmental regulation in S. Korea prohibits using PPFA as a fuel. Many researchers have also studied on extraction V and Ni from PPFA. Due to low concentration of V and Ni, 2% and 1%, respectively, economical and environmental friendly process could not be found. In this study, Cu and Cr have been removed in an economical way and which satisfied with KS Extraction Test. The rest unburned carbon, V2O5 and NiO2 in residue were found to be applicable for indoor and outdoor colored bricks or deodorant panel. Various parameters such as pH, lixiviates and time on leaching behavior were investigated in order to leach Cr and Cu remaining C, V and Ni. On July 24, 2002, a nonfatal entrapment accident occurred at the Quecreek #1 Mine, Black Wolf Coal Company, when an active mining section inadvertently cut into a flooded abandoned mine. This incident, and the dramatic rescue which ensued, brought national attention to a common problem in the coal mining industry. Since 1995, there have been more than 100 inundations at coal mines in the United States. Unavailable, inaccurate, or incomplete mapping of older abandoned mines is typically responsible. Serious problems associated with accidental discharges of fluid mine waste material (slurry) and water from coal refuse disposal facilities have resulted from similar causes. Recent problems related to the inaccurate location of old abandoned mine works have increased the interest in the use of conventional and emerging drilling and geophysical techniques for detection of air-filled and water-filled cavities. The United States Congress has committed significant funding toward investigating the applicability of these technologies. MSHA actively promotes the use of the best available technology to minimize the significant adverse safety and environmental consequences associated with unplanned breakthroughs and inundations. This paper provides background information and a general summary of the MSHA-sponsored field demonstration projects which are currently in progress. Potential benefits and limitations are discussed. The need for field verification/ground-truthing is emphasized. Under appropriate conditions, geophysical methods can be effectively integrated into a comprehensive field exploration program.

And Secretary of the Interior Bruce Babbitt is seemingly so unpopular in the West, he no longer campaigns there for Clinton Administration policies. Pendley is president and chief legal officer of the Mountain States Legal Foundation, a public service, non-profit law association that takes on property rights cases for people who cannot afford representation. He was one of the luncheon speakers at the 101st Northwest Mining Association meeting, held in Spokane, WA in early December.

Introduction Froth flotation is one of the most common unit engineering operations in use today. Its aim is to upgrade the quality of coal by removing ash/pyrite and separating selected minerals from undesired gangue materials. Flotation has been successfully practiced at the industrial scale for more than 50 years. Its use is increasing due to the ever decreasing feed grades of the coals and minerals being processed. Flotation has also shown itself to be a flexible process that lends itself well to many solid/solid separations. Thus, with surprisingly little equipment modification, separations can involve very different particle sizes and densities, and relative weight ratios of materials to be separated. In addition, the flotation process is economic, especially when compared to size reduction, its associated precursor process. Flotation also lends itself to continuous operations with a given equipment configuration. The operation must exhibit an ability to vary feed rate of solid to the process by as much as 50% without a total collapse of separating efficiency. In addition, the mechanical flotation cell is scaleable from 2.8 to 57 or 85 m3 (100 to 2000 or 3000 cu ft) with surprising ease relative to other unit engineering operations over the same relative size increase. The separating medium used is water. Most of the chemicals required - pH regulators, frothers, collectors, activators, and depressants - are all relatively inexpensive and common. They are not usually used in large quantities. Froth flotation is certainly one of the most versatile and forgiving unit operations in the chemical, mining, and agricultural industries. The problem with the industrial flotation process is that it is fairly easy to get reasonable results and relatively difficult to get excellent results. Why is it so difficult to fine tune the froth flotation process? There are some obvious reasons and a few not-so-obvious factors. The obvious category would certainly contain the tendency of natural feed materials (ores and raw coals) to have variable physical, metallurgical, and surface properties. This occurs even when special care is taken to minimize such differences with blending. There is another obvious reason for difficulty. An inherent broadness of the feed particle size range to flotation results from using any of the common industrial-scalefine grinding devices - ball-, rod-, or autogenous mills. Research has been done into the chemical reagent and equipment aspects of flotation. It has shown strong interactions (limitations) of chemical reagents and equipment on larger and smaller particles. The point is that current flotation practice works best on average- or medium-sized feed particles. The greater the amount of large or small particles, or of both large and small, the more difficult it is to achieve excellent flotation results. Other reasonably obvious factors include: • variations in mineral type and liberation sizes; • water chemistry variations such as those involving Ca", C03, or Fe", or various soluble metal cations; • the presence of stray organic materials such as returning soluble reagents or partially degraded reagents in reuse water; • the lack of reliable on-line instrumentation for monitoring and control; • frequent equipment malfunctions of all types; • excessive feed rates for installed plant capacity; • poor operator interaction with the process; and • poor reagent dosage control. There are less obvious, but real limitations to flotation. These are inherent in the design and operating characteristics of the most common cell design in use today - the mechanical flotation cell. Individual performance attributes of the chemical reagents used, along with their manner of use, also carry limitations. The bulk of this paper will deal with chemical reagents and their use. Chemical reagents In 1979, the author and his co-workers were asked to invent and implement, at the industrial scale, new flotation reagent chemistry. After reviewing some of the literature (Sutherland and Wark, 1955; Klassen and Mokrousov, 1959; M. Fuerstenau, 1962; D. Fuerstenau, 1976; and Leja, 1982), a series of carefully controlled plant scale tests were set up. These tests were designed to understand existing reagent scale-up from the laboratory to the plant. They were to quantify at the plant level the effect of some of the more important, controllable chemical reagent factors (frother and collector type, frother and collector dosage, pH effects). Room-and-pillar mining in multi-level underground stone mines come with unique pillar stability issues. The pillar stability in these mines primarily depends on the thickness of interburden between mining levels and the staggering of pillars. NIOSH has previously established pillar design guidelines for shallow, flat-lying mines and single-level operations, but there is little guidance for ground control design in multiple-level stone mines. Therefore, to improve the overall understanding of ground control in these mines, a microseismic monitoring system has been installed at a multi-level underground stone mine in Tennessee with up to a 243-m overburden and a 7-m interburden thickness between levels. The microseismic system is comprised of nine uniaxial accelerometers and one triaxial accelerometer installed in the interburden. The seismic array is locally focused with all sensors installed within a 625 m2 area and is setup to monitor the seismicity around the formation of the pillar in the lower mining level. Data is collected over 11 months and comprises of over 1,000 high-confidence events that have been located in the study area comprised of post-blast activity. The event locations were identified using a 3D-velocity model, with an average 4-m location accuracy for this array calculated using the system data. Most observed seismicity was on the excavation boundary, both in the interburden and in the roof of the top level. At this stage of analysis, there are no significant rock failures with which to correlate seismicity, but event locations correlate well with presumed damage in the vicinity of blasts.

In Japan, almost no natural gypsum is mined for industrial uses of gypsum, and almost all gypsum is synthetic gypsum, that is desulphogypsum, produced by waste sulphur dioxide gas from metal smelters and power plants, and other industrial waste sources. The amount of such sythetic gypsum production has reached more than six million metric tons per year (1979). Major uses are for cements and building materials. Other uses are soil conditioner, investment casting mold, organic composite materials, etc and sulphur recovery by gypsum decomposition is being examined. This paper summarizes present Japanese production and uses of sythetic gypsun produced from industrial waste.

The gypsum industry makes significant contribution to the wealth of our nation. This non-metallic mineral ranks in the highest order with America&apos;s most precious resources. Evidence of this is borne out by the fact that gypsum is a vitally necessary element in the building, industrial and agricultural industries. In 1967, the United States consumed 14 million tons of this valuable ore. Of .this amount 69% was required by the building industry for the manufacture of building materials. An additional 21% was directed to the industrial market, for the manufacture of Portland Cement and for other industrial uses. The remaining 10% was used for agricultural purposes.

"The Crandall Canyon Mine (CCM) is located in the Wasatch coal field in central Utah. Extensive longwall mining at CCM preceded a decision to recover coal left in barrier pillars on each side of a set of main entries extending far into the mine. During mining in March 2007, a major bump occurred that led to cessation of mining in the barrier pillar on the north side of the mains and to the start of mining in the south barrier pillar. Subsequent loss of ground control in August 2007, through coal pillar bursts had tragic consequences with loss of six miners and shortly afterward three rescue team members. A U.S. Mine Safety and Health Administration (MSHA)report describes the events in detail (MSHA, 2008).An important lesson to be learned from CCM is the need to select a computer program suitable for pillar design. Computer programs are engineering tools and selecting the right tool for the job is essential. In this regard, minimum program requirements include capability for computing stress distribution within a pillar and adjacent roof and floor strata. The reason is simple: strength of rock is stress dependent; both vary from point to point in pillars and adjacent strata. Preferably, one should follow the evolution of stress as the mining plan is executed from start to finish to assure safety or to warn of a potentially hazardous situation developing as mining progresses.The approach to the problem posed by barrier pillar mining at CCM is conventional in the sense of applying well known finite element modeling techniques to analysis of a proposed mining plan. The engineering purpose is to evaluate the mining plan with respect to ground control questions including roof, floor and pillar safety. Results of previous two-dimensional finite element analysis indicated pillar safety was by no means assured (MSHA, 2008; Pariseau, 2008; Pariseau, 2011). Geometry of barrier pillar mining is limited in two dimensions for example, crosscuts are not seen in vertical cross sections. While three-dimensional analyses are preferred, even moderately sized regions often lead to very large problem sizes that exceed computer capabilities. However, a recent development in finite element modeling of tabular deposits allows for whole mine analysis in three dimensions. This technique involves a dual node - dual mesh concept. Both have been used separately in much earlier work, but are only now used in combination. It is possible to have an estimation of subsidence at a kilometer scale and details of stress, strain and displacement about barrier pillars, main entries and pillars, and so on at a meter scale (Pariseau, 2014). No compromise involving empirical formulas or similar guess work is required. Indeed, all calculations are based on first principles: physical laws, kinematics, and material laws. Effects of joints and in situ variability or uncertainty in strata properties, elastic moduli and strengths, may be included for greater realism. An important objective of the present study is to assess the role of three-dimensional pillar geometry in arriving at conclusions regarding barrier pillar mining versus two-dimensional results."
