In 1973 housing and construction conflicts threatened Front Range gravel resources. The legislature addressed the problem by passing HB 1529, which required the Colorado Geological Survey to map the deposits and forbid local governments to change lands over commercial mineral deposits from zones allowing mineral development to zoning which conflicted with development. It charged counties to develop Master Plans for Extraction. Plans must consider resource quality, multiple-sequential-use potential, surrounding area compatibility, neighbors, quality of Life, extraction maximization and reclamation potential. Imprecisely worded statutes, budgetary constraints, lack of enforcement and political pressures have limited benefits from the law.

In recent years, several geotechnical methods have been successfully applied to ash pond closure. These include modified dewatering techniques with wellpoints and wells to physically drain the material, soil mixing to create a soil-concrete material for improved accessways as well as improved ground structures within ponds to act as barriers or gravity dams, and geotechnical instrumentation to serve as an early warning of the potential for liquefaction. Given the parallels between fly ash and sluiced in place mine tailings, the application of fly ash remediation method to mine tailings shows significant potential, as illustrated in this paper.

The most significant trend in flotation has been the ever-increasing scale of operations. There is, however, doubt that this ongoing trend is enough to maintain the economics against trends such as falling grades, increasing mining costs, pressure on water supply and demand, rising energy demands needed for mineral processing, and a focus on whole of life value and mine legacy issues. We comment on the ramifications of broader uptake of more sustainable mining for mineral processing methods and address the specific question of whether recent progress in in-place recovery will lead to a timely breakthrough. The answer proposed is that this is possible in the next 10 to 20 years, but in the meantime the focus is just as likely to be on removal of waste (beneficiation) much earlier in circuits. Either way, mineral processing and flotation as we know it will change significantly.

Background of Ocean Mining Research Inspired by the 1970?s deep seabed mining activities of other nations, China started ocean mining research work within the framework of the International Law of the Sea Treaty (UNCLOS) and the subsequent establishment of the International Seabed Authority in the 1990?s. This work has been carried out mainly with the cooperation of the Changsha Research Institute of Mining And Metallurgy. We have been committed to this work to fulfill our responsibilities and obligations as a Pioneer investor under UNCLOS and also to support the much needed development of deep-sea technology in China. Exciting recent advances by Nautilus Minerals in the development of seafloor massive sulfide deposit exploitation has led us to a new perspective of ocean mining and some re-evaluation of ocean mining economics. This has provided us with an opportunity to support more efforts in ocean mining research. We will not delay the development of our ocean mining system and corresponding technology, although commercial mining in the deep-sea area may not occur for many years.

This paper reviews commercial installations of FLOTAIRE Column Flotation Machines for metallic, nonmetallic, and coal flotation. Second generation FLOTAIRE Column Flotation Machines employ dual aeration systems to provide a mixture of air bubble sizes. Operating data presented in this paper shows that optimum grade and recovery relationship for each rougher, cleaner, and scavenger application are obtained by adjusting the ratio and volume of aspirator air bubbles and micro diffuser air bubbles.

Fifty years ago, belt scales were mechanical devices based on a complex weight balancing design. Today's systems use load cells to assess material weight, belt speed sensors and microprocessor-based integrators to continuously compute the rate of material transferred along a conveyor. Belt scales have become important assets to a plant. They help maximize the use of raw materials, control inventories and aid in the manufacture of a consistent product. Choosing and installing a belt scale system may seem complicated but it can be simplified by following a few guidelines.

Heavy media separation is one of a number of ore-concentration techniques for coarse? feed which, when the ore is amenable, offers economic advantages in the mining stage and/or the processing stage. In mining, simpler and cheaper methods may be used if a greater proportion of waste material can be included in the mining blocks that can later be re-moved efficiently at a coarse size. In the mill, pre-concentration can mean considerable savings in capital and operating costs by down-scaling of equipment sizes particularly in the grinding section. Conversely, throughput may be increased using the equipment already in-stalled in the concentrator.

This paper provides a new approach to determine the opening layout in underground mining methods by means of genetic programming. Based on a set of random combination of openings, the layout of openings will gradually improve with the help of genetic operations, including reproduction, crossover, mutation and fitness calculation. The optimal solution will finally emerge according to Darwinian principle: "the survival of the fittest ".

OUTLINE Beginning in 1946, a careful geological survey was made of the Tsugaru Straits. In 1964, excavation of the exploratory tunnels were started to observe the characteristics of faults and rock formation directly, and to study construction methods of excavation and sealing water inflow. In March 1971, the investigation stages were over, and in April 1971, the construction project was authorized from the government. The geological features in the straits may be divided into three broad classes. One third consists of andesite on Honshu side. The other two thirds consists of tuff. The middle of the straits consists of tuff, so-called Kuromatsunai-layers. On Hokkaido side, it consists of tuff, called as Kunnui-layers. There are nine noteworthy faults on the route. Prior to the excavation of the main tunnel, the horizontal pilot tunnels and service tunnels are made. Exploratory borings are taken to confirm the geological conditions and the presence of gushing water. Groutings for sealing water inflow are carried out when necessary. In geologically bad conditioned sections such as disintegrated or fractured zones, special methods are applied. In geologically good zones, the tunnels are bored through using the same methods as for a mountain tunnel driving. The pilot tunnel being constructed at the sea bottom is under direct control of the Japan Railway Construction Public Corporation. The service tunnel and the main tunnel are being excavated by contractors.

There is a saying, the greater the gratitude, the shorter the speech. That puts me in a quandary, because while I am grateful for the honor you do me today, I also want to talk about a subject very important to all of us. A few months ago, when I was asked to submit a title for my talk, I chose "Quality where it counts." I did so because perhaps the most important thing we at Amax did in our restructuring was to commit to quality in all our businesses - quality people, assets, and operations. Together, they create quality performance, which produces quality growth and increased shareholder value - our prime corporate mission. We are dedicated to quality. At Amax, quality means everything. Today, I want to discuss quality in another context - the need for it in American education and what we have to do to achieve it. If we ignore this need, we will all suffer the consequences. And they will be upon us far sooner than the next century, barely a decade away. I think almost everyone in this room works for an organization that had to restructure in the 1980s. Mining companies that did not, just didn't make it. Well, we did. As an industry, we are seeing improved profits, positive cash flow, and a more competitive position in the world marketplace. But all the restructuring we have done, all the hard work, and all the pain that was part of it, will be in vain if, down the road, we do not have the educated people we need as workers. We need them to design, manufacture, and market the products that use the basic materials produced by the mining industry. Simply put, we are at a crisis point in education today. That is no new revelation. Nearly six years ago, the National Committee on Excellence in Education published its report, "A Nation At Risk." Since then, things have not gotten better. The Wall Street Journal, Business Week, US News & World Report, and Fortune have all recently published stories about the sorry state of education in the United States. The subject has become the topic of TV talk shows as well as national commissions, and for good reason. The pool of young people entering the US labor force is dwindling. In the next decade, 10 million fewer will enter the job market compared to the 1970s. But fewer of them will be qualified to do the jobs available to them. Here's why: • 20% of today's high school students drop out before they are 18 and another 20% graduate functionally illiterate; 40% of today's fourth graders think the world is flat; • 20% of today's sixth graders cannot locate the United States on a world map; • one of every three ninth graders cannot figure the change for a two-item meal - and I'm talking about a Big Mac and fries. These are not just problems of minority kids in big city ghettos. Fully 40% of all young working Americans cannot add up their lunch bill. Three out of every five college freshmen need some kind of remedial work. These statistics are frightening. Particularly so because, while the work force is becoming less qualified and our public education system is getting worse, our products and technologies are becoming more complex. We are approaching a time when we will have machines that recognize handwriting but people who cannot write. We will have technology to take voice commands, but people who do not know what they are talking about. The accelerating pace of technology is changing the nature of the job market. The fastest growing jobs now, and in the years ahead, are in professional, technical, and sales positions requiring the highest education and skill levels. Most of these jobs will require the use of a computer. Yet, 95% of today's graduating high school students have never laid a finger on a computer keyboard. The Sustainable Minerals Roundtable was established in 1999 to develop a set of national level indicators to measure the contributions of mineral and energy systems to sustainable development in the USA. The U.S. Forest Service and the U.S. Geological Survey are sponsors of the Sustainable Minerals Roundtable, with meetings convened by the University of Nevada, Reno. Eighteen meetings have been held in various regions of the United States to receive input from different communities of interest. Indicators are being prepared under four criteria: legal and institutional, productive capacity, environmental impact, and socio-economic. This paper reviews the process followed by the Sustainable Minerals Roundtable, and presents the priority indicators.

Throughout recorded history, underground fires have plagued mining operations. Compared with other hazardous situations in underground mining, a fire can become a global problem by swiftly spreading deadly carbon monoxide and other products of combustion (POC's) throughout the whole mine, often without warning. Experience has shown that when fires are detected and located in their early stages, they are much easier to control and proper escape routes can be more intelligently selected. Recent advances in sensor and data communication technology have made reliable mine fire .detection system installations possible. Unlike building construction. in a mine, it is impractical to install detectors at every desired location. Abandoned workings and unsafe locations preclude sensor installations from both safety and economic standpoints. The net effect is that some fires are detected and located early while the location of others, even if detected early, remains unknown too long for effective evacuation and fire fighting.

The purpose of roasting gold ores is to release for extraction, typically by cyanidation, the small particles of gold which are surrounded by refractory stone. The roasting simply opens up passages for the penetration of solution into the interior of the ore particles. This is accomplished by the removal by volatilization or formation of volatile oxides of certain constituents such as sulfur, arsenic or antimony. Temperature is an important parameter. High temperatures tend to form a dense iron particle rather than a "spongy" calcine. The dense iron particles result in lower gold recoveries. High temperature can cause melting of some components which also results in gold encapsulation. Roasting of refractory gold ore concentrates has been practiced for decades. Multiple hearth, rotary kiln and muffle reactors were first used for roasting. Fluid bed roasting provided a low capital cost, low maintenance technology with better process control and soon became the favored technology. The first fluid bed concentrate roasters were commissioned in the late 1940's. Early fluid beds were "bubbling" type. Environmental considerations did not significantly impact on the design. Feedstocks were highly exothermic and reaction rates were relatively rapid. Roasting today must compete with other technologies for treatment of refractory ores. Ore bodies which are not

An empirical investigation was conducted to formulate a design criteria for predicting the beach profile of hydraulically deposited tailings. Field data were obtained from mining operations producing gold sulfides, silver, molybdenum, copper, platinum, and uranium. Site-specific parameters were collected that included the beach slopes, tailings soil properties, slurry properties, and the slurry distribution system characteristics. Each of the beach profiles were dimensionlessly plotted, and regression expressions were computed. It was determined that either a power expression or exponential expression closely predicted each beach slope. A general power expression and a general exponential ex¬pression were developed resulting in a design criteria. A procedure was formulated to determine which expression, power or exponential, is applicable to any specific site. A slope designation chart was developed as a function of the discharge, the tailings critical tractive shear stress, and the inertial forces exerted by the slurry on the beach.

When you think of the state of Maine, you probably think of lobsters or lighthouses. The last thing you would think of is metallic mineral mining, and that is for good reason. According to the Maine Geological Survey?s website, ?no metals have been mined in Maine since 1977.? Moreover, Maine?s metallic mineral mining laws and rules, which were last rewritten in 1991, have effectively made mining in the Pine Tree State impossible. Statutory changes enacted in 2012, however, put Maine on a path to make metallic mineral mining part of the local economy in the near future. History of metallic mineral mining in Maine Currently, Maine is not a metallic mineral mining state, though that has not always been the case. The 1800s saw various mining operations in Maine, including what the Maine Geological Survey calls a ?mining boom? from 1879 to 1882, where mining of iron, silver, copper, lead and zinc expanded rapidly. Mining and mining activity in the more recent past, however, drove the debate before the state legislature when this issue was debated in 2012.

The extraction of gemstones, except for diamonds, continues to be a more or less handpicking type operation all over the world. However, considering the physical properties of gemstones such as density (sp.gr.), color, size, shape, luster, brilliance, reflection of light and the like in contrast to the relatively ‘dull’ physical characterization of the associated gangue minerals, it should be feasible to recover several gemstones using modern mineral processing techniques. This paper illustrates the unique physical characterization of several gemstones and suggests appropriate mineral processing techniques that could be used to recover these precious stones. Special emphasis is placed on the versatility of the Heavy Media Separation (HMS) process for processing of the gemstones. Finally, a few examples of commercially viable operations involved in the recovery of emeralds and rubies are presented.

Over the past decade, numerous factors have led US copper firms to face increasingly severe competition from low cost foreign producers. As a result, greater attention is being devoted to developing and implementing new technology that can reduce costs and maintain the competitive position of domestic firms while simultaneously meeting environmental requirements. To obtain a better understanding of the likelihood of the development, adoption, and use of innovative copper technologies in the future, the Bureau of Mines contracted with Mineral Systems Inc. of Stamford, CT, to undertake a systematic survey of technological experts in industry, government, and the academic community. According to the survey, major developments in exploration over the next 25 years are likely to be in technologies that facilitate analysis and interpretation of deposit data rather than those that enable the collection of additional data. Most new copper mining and beneficiation technologies are likely to represent evolutionary extensions of existing systems with a notable increase expected in the application of information systems technologies and computer control methods. A possible movement towards increased usage of continuous mining systems in copper was also noted. Experts indicated that several copper smelters are under consideration for extensive renovation and, as a result, flash smelting technology is expected to become much more widely used in the US. A gradual movement toward continuous smelting methods was also forecast. In copper refining, the major technological change expected is the gradual automation of various refinery operations. Finally, though increased usage is expected, in situ solution mining and hydrometallurgical processing of sulfide ores are not expected to become widespread over the forecast time horizon. This first article in a two-part series describes the survey method chosen and the technological innovations selected for eval¬uation. Also discussed are the assessment panels, background scenarios, critical events, and diffusion forecasts. Next month, part two will address technology forecasts resulting from the study. Featured are discussions on future copper exploration, mining, beneficiation, smelting, refining, and recycling. A cost/benefit analysis will also be included. Methodology Selection of Assessment Method To develop a consensus forecast of technological change in the copper industry, a technique for systematically polling subjective opinions of experts was required. After conducting a literature survey and some preliminary testing, the direct probability assessment method was selected. With this assessment method experts are asked to express in quantitative terms their judgment of the probability that a specified event will occur, usually over a series of time frames. The method was chosen because the experts were observed to be more comfortable with this approach during the testing period, and the results of this process effectively satisfied the assessment objective. The experts generally could provide more precise estimates of the timing of future events using this technique because it was the least cumbersome of the assessment methods tested. Identification, Selection, and Description of the Technologies The initial list (Table 1) of innovative copper technologies assessed in the study was developed from two principal sources: knowledge and expertise of the study team and a review of relevant technical literature. From this list of 47 potential technologies, 10 were selected for detailed assessment. Table 2 lists 35 technologies that were subsequently identified in the first series of assessments. Twelve technologies from this list were also selected for detailed evaluation in a second assessment round. Mine tailings, the byproduct of mining and mineral processing, are increasingly mass-produced as a result of increased demand for metals and minerals as well as the advancement in technology that allows for the exploitation of lower-grade ores. Lower grades can increase the volume of tailings that may contain new gangue minerals that should be evaluated for the presence of critical minerals and other valuable metals. The practice of reprocessing, while relatively new, is crucial to reducing environmental damages, obtaining valuable critical minerals from waste, and contributing to more sustainable repurposing and disposal methods. With the increase in tailings dam failures in recent years, there is a large motivating factor in remining and removing the potential hazard to benefit the safety of potentially impacted communities. In analyzing the perspectives of various domestic and international studies, this literature review will determine the feasibility of reprocessing and reutilizing mine tailings waste for a more sustainable future while exploring current practices that have benefitted ecosystems and communities.

The conversion of organic matter to petroleum by hydrothermal activity is an easy process, occurring in nature in many types of environments. Geologically immature organic matter of marine sediments is being altered by this process in Guaymas Basin (Gulf of California), Escanaba Trough and Middle Valley (northeast Pacific), Bransfield Strait (Antarctica), and Atlantis 11 and Kebrit Deeps (Red Sea). Contemporary organic detritus and viable microorganisms are also converted in part to petroleum-like products by the same process when present to become entrained, as for example on the East Pacific Rise at 13o N and 21o N and on the mid-Atlantic Ridge at 26oN. The hydrocarbon products (methane to asphalt) generated in all these areas have been elucidated in terms of composition, organic matter sources, and analogy to reservoir petroleum. This petroleum represents a major input of carbon to the primary chemosynthetic productivity of hydrothermal vent systems and may be important to interactions with metals in hydrothermal ore formation.
