Biennially the Bureau of Mines issues a list of equipment that has been accepted as approved or permissible during the two calendar years immediately preceding the date of publication of the listing. By so doing the mining industry is kept informed of the availability of the latest equipment for safe use underground. This list supplements Bulletin 543, Permissible Mine Equipment Approved to January 1, 1953; Information Circular 7722, Permissible Mine Equipment Approved During the Calendar Years 1953-54; Information Circular 7840, Permissible Mine Equipment Approved During the Calendar Years 1955-56; and Information Circular 7957, Permissible Mine Equipment Approved During 1957-58. This list includes equipment meeting those standards that have been revised since Information Circular 7957 was .issued. Schedule 16E,4 a revision of Schedule 160, was approved May 19, 1960.

Excessive noise and high vibration are inherently associated with equipment used in the mining, extraction, and processing of mineral resources. High vibration degrades structural components, often leading to catastrophic failure and loss of productivity, and excessive noise can result in permanent hearing loss. In order to foster efficient utilization of the Nation's mineral resources and minimize occupational hazards associated with mineral processing, the Bureau of Mines investigated the relationship between the microstructures of carbon and alloy steels and cast irons and their damping capacities (ability to absorb vibration). Researchers measured damping capacity and other properties and investigated the effects of carburizing, spheroidizing, and annealing. The investigators found that in carbon and alloy steels, rounded colonies of fine-grained pearlite in a ferrite matrix correlate well with low damping capacity. Steel microstructures that exhibit sharp-faceted pearlite in ferrite matrix and partially or fully spheroidized cementite in ferrite show considerably higher damping. In cast irons, the lowest damping capacity is associated with nodular graphite microstructure, and the specific damping capacity (SDC) increases as the graphite micro-structure progresses from nodular to compacted to flake. Predominant ferrite in cast irons is also associated with good damping. SDC data are presented for selected carbon and alloy steels and cast irons.

The principal activities of the Bureau of Mines Explosives Research Center during fiscal year 1967 (July 1, 1966, to June 30, 1967) arc reviewed in a part 1. Part 2 presents short abstracts of the publications issued during this period in the Bureau series and in other media. Part 3 describes a short study on the shock initiation of hydrogen peroxide not destined for publication elsewhere. The Quartz Hill Molybdenum Project, In Southeast Alaska, was the first mining project to attempt the permitting of a submarine tailings disposal system in the United States, since the passage of the National Environmental Policy Act of 1969 and the Clean Water Act of 1977. Over $20 million was spent by the project developer in baseline data gathering and In funding the preparation of the four Environmental Impact Statements and other environmental documents required at various stages of the project between 1977 and 1988. Because of the timing and a unique set of environmental, legal and regulatory requirements which applied to this project, innovative approaches were developed. This report describes those requirements and the developments, and gives a full historical account of the campaign for permitting submarine tailings disposal at Quartz Hill, until denial of the NPDES permit application by EPA in September 1 990. The extensive studies done for Quartz Hill suggested that under certain conditions the selection of submarine tailings disposal can be the overall environmentally preferred alternative for a mining project. The Quartz Hill story illustrates the complexity of the existing permitting structure and paints out the desirability of rationalization to achieve a more effective system.

This report is a general summary of pertinent data on the manufacture and use of synthetic ammonia products. It provides a condensed summary of the potentialities of a synthetic ammonia industry in North Dakota for Federal, State, and private organizations that may be interested in helping to develop an integrates synthetic ammonia and fertilizer industry. The report contains discussions of: (1) Materials used in the manufacture of nitrogenous fertilizers, nitric acid, and urea; (2) National production, imports, exports, and consumption; (3) the ammonia industry, location, capacity of plants; (4) processes used in manufacturing synthetic ammonia, nitric acid, and urea; (5) other potential industries; and (6) analyses of manufaturing and plant cosh;. Additional information on industrial compounds from ammonia and plant nutrients removed by crops is given in Appendixes 1 and 2. Synthetic ammonia is one of the primary ingredients in fertilizers. Resources required in synthetic ammonia manufacture are available in North Dakota. Hydrogen is available from the petroleum and natural gas resources, particularly in the Williston Basin, and from the large lignite resources in the State. Hydrogen can be produced from lignite by a gasification process developed by the Bureau of Mines at Grand Forks, N. Dak.

In this report, the use of Penn State Ventilation Simulator (PSU/MVS) for planning and evaluating new coal mine ventilation systems is demonstrated. The simulator's application to evaluate the ventilation system of a coal mine currently under development is discussed. The ventilation system is evaluated for representing development of the mine at the end of 12, 24 and 36 months after mining has begun. The report describes the necessary steps of data input preparation, ventilation network development, analysis of results, modifications to the network, and methods to expand the computer program for networks larger than 550 branches.

This report presents the methods and results performed pursuant to the U. S. Bureau of Mines contract entitled "Noise Abatement in Mining Machinery," Number H0122054. 2.1 Background Until the Congress of the United States created and passed Public Law 91-173, the Federal Coal Mine Health and Safety Act of 1969, there were no directly-applicable standards for noise exposure for underground coal miners.1 Section 206 of this law, approved December 30, 1969, provided for standards of noise to be applicable to each coal mine. During the course of an investigation by the Bureau of Mines into the causes, behavior, end control of anthracite-line fires, it was observed that the carbon monoxide disappeared from a scaled fire area much more rapidly than could be explained oil the basis of leakage of gases. Two suggestions were offered for this high rate of disappearance; (1) That the carbon monoxide was oxidized at temperatures below 150° C, by either the anthracite or its ash (tests on many anthracites have shown that at temperatures above 150° C carbon monoxide is liberated in the oxidation products when air is passed through it); (2) that the carbon monoxide was oxidized by micro-organisms present in the sealed area.

The National Institute for Occupational Safety and Health (NIOSH), Pittsburgh Research Laboratory, cooperated with Tecrete Industries Pty. Ltd. and BHP Australia Coal in a research program to evaluate the strength characteristics and air leakage of four seal and two stopping designs for use in underground coal mines. A fundamental safety research area for NIOSH is to eliminate the occurrence of coal mine explosions or to mitigate their effects. One approach to achieve this goal is to develop new and innovative seal designs that provide increased explosion isolation protection for the mining personnel against ignitions that originate from within the gob or. other worked-out areas of the mine Full-scale seals and stoppings were constructed in the Experimental Mine at Lake Lynn Laboratory near Fairchance, Fayette County, PA. They were ail--leakage tested, then subjected to a series of explosions with average pressure pulses ranging from 25 to 500 kPa (3.5 to 72 psi). Instrumentation measured seal displacement and acceleration as a function of time, providing data to assist in the development of numerical models 1'01- future seal design. All three seals designed with Meshblock wire forlnwo~-k ant1 a lnonolithic shotcrete core withstood the first explosion test, which generated an avcr-age rnaximu~n pressure of - 140 kPa (-20 psi) while maintaining acceptable air leakage rates. These seals I-anged from 175 to 325 mm thick. They included a 2.7-m-high by 325-mm-thick seal that was tesled 27 hr after completion against this - 140-kPa explosion pressure, a special requirement of the test program. This seal survived explosions with pressure pulses up to 300 kPa (43 psi). The 2.3-m-high by 325-mm-thick Meshblock seal survived three explosion tests with overpressures up to 455 kPa (66 psi) and satisfied the air leakage criteria. A I ,200-mm-thick plug seal was constructed of two Gunmesh formwork walls in-filled with shotcrete and a 3,450-kPa (500-psi) strength Aquablend core. This plug seal survived three explosions with pressure pulses ranging 11-om 150 lo 430 kPa (-22 to 62.5 psi) with no measurable postexplosion air leakage. Two Gunmesh stoppings with thicknesses 01' 40 and 75 inln withstood explosion overpressures of 23 and 115 kPa, respectively. Anchoring all seal and stopping designs into the roof, ribs, and floor with steel "rootbolts" provided very effective boundary constraint that is critical to the performanceofstructures subject to explosion overpressures.

This report documents, from concept through field testing, the pan scraper Wheel Slip Monitor. The function of this device is to instantly warn the scraper operator of wheel slip and thus enable him to take immediate corrective action. Knowledgeable pan scraper people recognize that the preponderance of scraper tire damage and wear occurs during useless wheel slip when the scraper operator attempts to increase machine draft beyond what traction will allow. The resultant shortened tire life has become very expensive. The Wheel Slip Monitor reported here provides the means for relieving the scraper operator of attempting to judge wheel slip on tires he cannot see. Direct and intuitively understandable audible and flashing light warnings tell the scraper operator which wheel is slipping and also indicate the relative magnitude of the slip. Beside the Wheel Slip Monitor's patent utility as a real time operator aid, it has unique potential for application to extended term wheel slip history acquisition under field conditions. This information has never been easily available and it promises practical value in pan scraper management.

Musculoskeletal injury is a term used to describe a wide range of soft tissue disorders which affect the nerves, tendons, and muscles. Common examples include lower back pain, tendonitis, and carpal tunnel syndrome. The majority of these injuries are not the result of sudden mishaps, but usually develop gradually from repeated wear and tear. Symptoms may first appear after weeks, months, or even years. Symptoms may result from many types of activities, performed at work or at home, and it is often difficult to attribute a single event. In fact, it is more common to identify the factors which may have contributed to the development of the condition. The terms repetitive strain injuries or cumulative trauma disorders (CTDs) have been commonly used to refer to disorders that have occurred due to work related activities (Putz-Anderson, 1988; Fraser, 1989). Three main risk factors contribute to CTDs: force, repetition, and awkward postures. Any one or combination of these may contribute to the development of CTDs. Therefore, the design of equipment in conjunction with the required tasks should attempt to reduce these risk factors. Examining the layout of the work area to help identify tasks which may contribute to cumulative trauma is necessary. This Bureau of Mines report describes the development of a preliminary design for a novel, protected, cab-shuttle car for use in working seam heights down to 40 in. Because of the severe restrictions imposed by low-coal operation, Mine Safety and Health Administration (MSHA) regulations only require canopy protection on shuttle cars operating in seam heights of 42 in or greater. MSHA routinely grants variances for canopy use in seams 48 in high or less. The design was generated by giving the operator needs equal priority as related to machine performance parameters. Cab-shuttle car concepts that led to the recommended design are described, along with criteria and testing used to evaluate their potential effectiveness.

Abandoned underground coal mine areas must either be sealed or ventilated to comply with federal mine regulations. Ventilation of these abandoned areas is often impractical due to roof falls and inadequate primary mine ventilation. If the area is sealed, a very complex ventilation system is set up. In which the gob "breathes" in and out due to barometric pressure fluctuations. The Gob Assistant is a computer program (for use on IBM compatible personal computers) which allows the prediction of air flows into and out of a sealed mine area. Gas flows with applicable control techniques are also modeled. This information is presented to the user who will decide which control technique, or combination of techniques will ultimately be applied. The Gob Assistant is an intelligent gob simulator that can reduce the guesswork involved in predicting the effects of sealing and control techniques before they are applied. This paper provides the fundamental principles upon which the Gob Assistant is based, verification of these principles, and an explanation of how these principles were integrated into the Gob Assistant.

This first Annual Report covers the work on Contract No. H0377043 "Cable for Face Equipment", from August 1, 1977 to July 31, 1978. It reports the progress in the three areas of over-and short-circuit protection, cable ampacity research and cable couplers. Field trips have established many interesting facts related to circuit breaker settings and cable size. For example, the determination of cable sizes depends on the RMS duty cycle current determined by a particular piece of equipment, but the actual selection of the cable to be used is often a function of the maximum allowable circuit breaker instantaneous settings as specified in Title 30. In order to avoid nuisance tripping as a result of instantaneous starting current field, laboratory and analytical studies are being conducted to determine proper settings and cable sizes Also an extensive program has been established to monitor the performance of high voltage cable couplers and determine their modes of failure. Various equipments are being designed for laboratory testing, and an extensive reeled cable experiment is also under way.

The work described in this report was undertaken to evaluate and develop techniques for determining the oxygen content of titanium and titanium alloys. Early investigations of volatilization techniques involving halogenation were unsuccessful. Later efforts were concentrated on evaluating vacuum fusion and inert-gas fusion techniques. Two vacuum fusion methods and an inert-gas fusion method were found to be satisfactory in the 0.02 to 1.00 pct., oxygen range. These methods are described in detail. The coefficient of variation by any of the three methods is approximately 5 pct, While the main portion of this paper is devoted to the vacuum and inert-gas fusion methods, a resume of other suggested methods for analyzing titanium for oxygen also is given. INTRODUCTION The Federal Bureau of Nines has conducted research on titanium metal since 1938. This research included development of the Kroll process for the production of titanium (2)4, various sodium reduction processes for making titanium metal and lower valent titanium chloride-sodium chloride mixtures (17), and a fused salt electrolytic process for Me production of high-purity titanium metal and the recovery of titanium by electrorefining from off-grade materials (20).

Ultrasonic ranging sensors are inexpensive, have no moving parts, have no lenses to clean, are normally small and unobtrusive, and can measure distances through moderate amounts of dust, smoke, and humidity, so they are well suited to underground mines. In the work reported here, conducted by the U.S. Bureau of Mines, researchers tested ultrasonic ranging sensors for their abiity to define rib line features for computer-aided navigation of underground mine mobile equipment. The investigation began with laboratory tests of field of view, angle of incidence, intersensor variation, and ranging accuracy of the individual rangers in a ring array produced by Denning Robotics of Wilmington, MA. The results showed that the sensors have good accuracy and low variability. Additional experiments at AMAX's Henderson Mine showed the sensors could accurately and reliably measure the distance to mine features, including convex and concave corners and rib intersections. The results showed that when used properly, the ranger data are accurate enough for reliable mine vehicle navigation When used incorrectly, ultrasonic rangers do not provide the anticipated data. Therefore, this report explains the principles of ultrasonic range measurement, describes the ranger's strengths and weaknesses, and explains proper ranger use and data analysis.

A year after the Soviet Union invaded Afghanistan and replaced President Amin with their choice, President Karmal, Afghanistan remained in turmoil. In some respects, the political and economic situation in Afghanistan was no better by the end of 1980 than it was preceding the December 1979 invasion. The Government faced widespread and growing alienation and resistance, virulent factionalism within the ruling party, and an acute shortage of material. The mining sector of the country did not fare better either; the only raw material produced in a significant amount was natural gas, which was exported mainly to the Soviet Union. No statistics on production of other minerals and materials were available by yearend. Most of Afghanistan's gas production was from the Hodja-Gugerdag Field, southeast of Shibarghan. The gas flow from this field had been about 300 million cubic feet per day since 1961. An estimated 230 to 250 million cubic feet per day of Hodja-Gugerdag's production was moved by pipeline across the Amu-Darya River into the Soviet Union. Most of the remainder was transmitted eastward to a 105,000-ton-per-year fertilizer plant and an electric power station built near Mazar-i-Sharif with Soviet assistance. After the Soviet invasion, the second gasfield, Djar-Kuduk, in the Shibarghan area, was brought under production. This field, which will produce about 200 million cubic feet per day, consists of four gas zones in the Jurassic and lower Cretaceous zones between 3,000 and 8.500 feet deep. The gas has a high hydrogen sulfide content, with considerable carbon dioxide, A new treatment plant was built at Djar-Kuduk by Soviet technicians under a turnkey contract at the end of 1980. It is believed that most of the Djar-Kuduk's initial flow will be sent to the Soviet Union.

Many accidents rightly classifiable as electrically caused are not so classified for the reason that in numerous accidents the part that electricity played in causing the fatality is only suspected. For instance, a workman might receive a shock that would cause him to lose his balance and fall beneath a trip of cars; if no one saw the first part of the accident, the cause undoubtedly would be charged to "haulage." This paper covers a brief study of fatal and nonfatal electrical accidents. The first usually result from direct contact with the electrical circuit or electrical apparatus; the second more often are the result of arcing or flashing due to handling defective apparatus or making repairs on "live" equipment or circuits. It is hoped that helpful suggestions may be offered for minimizing accidents of these two classes.

The U.S. Bureau of Mines conducted a water-jet-studies program using a single-bit, in-seam test unit to determine effects of a moderately high-pressure (up to 10,000 psi) water-jet-assisted cutting system on rock weakening. The in-seam test unit was used to obtain cutting force data in tangential, normal, and side force directions. Conical continuous miner and radial longwall miner bits were used to penetrate test samples of coalcrete, Berea sandstone, and Indiana limestone with unconfined compressive strengths of 4,600, 8,000 and 10,000 psi, respectively. Depth of cut in the coalcrete tests was 1 in, with 2-in cut spacing (2:1 ratio). Because of cutting equipment and instrumentation limitations, the Berea sandstone and Indiana lime-stone were cut using a 0.5-in depth of cut and 2-in spacing (4;1 ratio). Bit velocity was maintained at 25 ft/min for both bits. Each specimen and bit type was tested using 0.3-, 0.6-, 0.8-, and 1.0-mm-diam nozzles and water-jet pressures of 2,500, 5,000, 7,500, and 10,000 psig. Water-jet-assisted cutting decreased average resultant conical and radiallongwall bit cutting forces 6.4 and 8.4 pct in coalcrete, 5.5 and 1.4 pct in Berea sandstone, and 2.0 and 5.5 pct in Indiana limestone. Slight reductions of power requirements resulting from water-jet assist were ascertained during these experiments.
