FROM newspaper reports circulated in Indonesia, it seems quite obvious that many people, even the left-wingers, have serious doubts concerning the wisdom of the Indonesian Government in nationalizing the Bangka Island tin mines, formerly operated by the Dutch Billiton Co. Chief source of American dollars for Indonesia has been the 34,000 ton tin production of its mines. Right now, both left and right are concerned with whether the Government will be able to maintain and increase current production. The right wing Moslem party newspaper, Mimbar Indonesia, stated: "It will no longer be possible any more for radical labor leaders to find foreign scapegoats and tell the workers they are working only for foreign interests and foreign managements. It is up to labor now to increase its labors for the national good. It will be a new experience, and the problem is whether we are capable enough to manage these important mines."

Uniquely colored, thin-bedded quartzite is quarried between Crossville and Crab Orchard in Cumberland County, Tenn. It is produced in all sizes up to the limits of transportation from beds usually ranging in thickness from less than 1/2 in. to 6 in. The stone is very resistant to wear and weathering and is marketed throughout the country for many different purposes in exterior and interior construction. The annual production exceeds 36,000 tons, valued at nearly $1,000,000.

The Pueblo plant receives its principal supply of iron ore from the Sunrise mine, located in Platte County, Wyo., and Iron Mountain, southwest of Cedar City, Utah. Limestone from Monarch quarry located on the continental divide above Salida, Colo., is shipped into Pueblo to be used as a flux. Of importance to the successful operation of the blast furnace plant is the ore preparation unit at Pueblo. Due to the geologic structure of both the Utah and Wyoming deposits, the ores, both high in grade, are quite variable in chemical and physical nature.

LIBERIAN ore has been called the richest iron ore mined in the world, and thus far, the output from the Liberian Mining Co.'s Bomi Hills mine has lived up to its reputation. Iron content has been variously given as 68.47 pct to 68.825 pct. A recent United Nations survey gave it first place, surplanting the previously top-rated Swedish product. The first shipment of Liberian ore to the United States reached Baltimore in June, 1952 and went into blast furnaces at Republic Steel's Cleveland plant, where excellent results were reported. The physical make-up of the ore was hard, dense lumps, free of fines and with ideal size distribution. The Bomi hills mines were scheduled to be in full operation by the end of 1952. At the close of 1951, 200,000 tons of ore had been delivered to Baltimore. Liberian Mining Co. states that production is about 90,000 tons of ore per month at present. Between 1200 and 1500 men are employed at the mine site, with about 25 pct of them Americans. The Bomi Hill project was financed with the aid of the Export Import bank, which loaned Liberia Mining part of the sum needed to initiate and put the development into production. No definite expansion plans are in the making but extensive diamond drilling is being pursued. Original estimates of annual production for Bomi Hills ran in the neighborhood of 1.5 million tons, but the figure is no longer applicable. Liberia's potential as an iron producing country has been known for a long time, but the physical obstacles in the way of large scale production were such as to prohibit even contemplation of the project. Until recent years, the only route from the mine site to Monrovia was a foot trail. Once to the coast, over swamps and unbridged rivers, the ore was still useless because of the lack of loading facilities. Transportation Solved One problem was solved with the completion of the artificial harbor at Monrovia. Harbor construction was well under way when the mine project began in 1948. The island location of Monrovia also made the building of a bridge across the St. Paul River necessary. The 980 ft reinforced concrete structure, accommodating railroad and vehicular traffic, was opened in 1949. Meanwhile, preliminary work on railroad construction started. Grading was completed quickly. In April, 1951, the first train made the trip from Monrovia to the Bomi Hills. About half of the cost of the entire project went into railroad construction. More than 2200 men, often forced to resort to primitive methods, were engaged in clearing a path through the heavy forests between the mine and port. Swamps were drained and filled, and bridges, including the William V. S. Tubman, named for the Liberian President, were constructed. At the port, a Robbins Conveyor Belt Co., orehandling plant was installed. Ships can be loaded from the stockpile at the rate of 3000 tons per hr and vessels need spend only one day in port. Liberian Mining is operating under an 80 year lease, giving the company exclusive mining rights to all minerals, except gold, platinum, and diamonds, within a 40 mile radius of Bomi Hills. The contract provides a fixed royalty to the Liberian Government of five cents per ton of ore extracted, and a premium -based on the New York market price for Bessemer-grade pig iron. This paper is presented in the hope that it will be instructive in view of the future large expansion of the mining industry in the west-coast countries of South America. There is a more or less general impression that the Spanish-American workman is inferior to the American, but after some years of experience and observation I doubt the correctne~s of this view. Taking into consideration all the elements which make for efficiency of labor, it has been found, particularly in Chile, that under proper organization native labor yields as much, man for man, and more, dollar for dollar, than in the Western United States. If a manager is willing to accept unreservedly the costum-bres del pais, without combating intelligently and patiently the ones tending to inefficiency, he should expect no better results than he deserves. Reynders said, in part: "Far the greatest progress in the art of steel-nuking has occurred in the production of lighter forms such as tool steels and steels entering into the moving parts of machinery generally, and particularly into the con-struction of automobiles and airplanes. In this highly specialized field in which the study of alloys and heat treatment has brought about such fundamental changes of design and practice, Dr. Mathews has achieved a ranking position. "As the technical head of the largest producer of special steels, his laboratory conclusions are frequently but a few steps removed from practical exploitation. The experimental determinations of yesterday must be sufficiently conclusive to form the basis for the specific plans of today, and to warrant commercial production tomorrow. His is not the complacent atmosphere of theoretical speculation, but one in which practice fol-lows close upon the heels of scientific research.

AT the time this matter first came up in 1912, the National Malleable and Steel Castings Co. had seven basic-bottom open-hearth furnaces in its plant at Sharon, Pa., using fuel oil, then costing about 2 ½ ¢ per gallon. The fuel was satisfactory but its cost fluctuated widely, therefore the use of pulverized coal, which had been successful in the cement industry and in some metallurgical furnaces, was suggested. After a thorough investigation, and an actual trial on one of the open-hearth furnaces, to be certain that the siliceous ash in the coal would not seriously affect the basic slags, the management of this company approved its adoption and a complete installation was started. The conclusion had been reached that the success of the operation depended on pulveriz-ing the coal to greater fineness than had thus far been accomplished, and all equipment was chosen with this in mind. A coal drier was deemed essential, and one of ample capacity and efficiency was selected, which has done all that was expected of it, working without failure and with very small maintenance cost, and is still in operation.

While this device is not new in its inception, its peculiar advantages failed to be of practical utility until furnace-builders instituted the mechanical reform of supporting the upper and lower water-jackets by hanging them from an I-beam frame, independently upheld by iron columns, instead of resting the entire weight of structure on the bottom, as practice formerly prescribed. The Colorado Iron Works were among the first to build copper-furnaces of this description, and the device, illustrated herewith, has been installed by them in three recent plants,—two furnaces for the Westinghouse interests near Ely, Vermont, and one for the Grand Prize Copper Company, of Gila county, Arizona. The jack-screw supports (Figs. 1 and 2) and the familiar iron bottom of former practice are retained as integral parts of this new furnace-bottom. And, instead of resting inert on the tapfloor of the furnace-room, the jack-screws are supported on and bolted to two I-beams the length of the furnace, placed immediately beneath, and parallel to, its sides. These I-beams are bolted to, and supported by, three steel axles equipped with small flanged wheels, the whole constituting a carriage, which runs freely on a track. The entire apparatus is movable or rigid at will, for the wheels are easily braced, if the tension of the tightened jack-screws does not serve to hold the whole in position. The advantages of this design will be at once apparent to those who have had practical experience in barring furnaces provided with stationary iron bottoms. It is a well-known fact that the larger part of the time occupied in cleaning and preparing a frozen furnace for active service is necessitated by working in a confined place where the temperature is uncomfortable, and that in such case the débris must be removed from

DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

THOUGH production began in Canada only a short time after the discovery of oil in the United States, it has never attained large proportions, and if we were to judge entirely by the past the reserves of Canada would be put at a very low figure. There are only two areas from which oil is marketed at the present time; one, the old district around Petrolia in southern Ontario, and the other is the small Sheep Creek field near Calgary in Alberta. The former district has produced between 200,000 and 800,000 bbl. annually for the past 40 years, recent figures being near the minimum amount. Sheep Creek has produced about 12,000 bbl. annually for the past five years. The known reserves in proved territory in each of these fields are exceedingly small, when considered in terms of world reserves. The chief hope of Canada for reserves of considerable magnitude lies in the western provinces. Sedimentary rocks similar to those in the productive fields of the United States occupy thousands of square miles in the western provinces, so that it seems likely that somewhere within this great area the peculiar conditions necessary for the presence of oil pools will be found. Prospecting is being carried on energetically by several large companies, as well as by many independents. The Dominion Government, which controls most of the public lands, is pursuing a .fairly liberal policy toward the prospector, which should stimulate wildcatting; although the province of British Columbia, which controls public lands within that province, is at present unwilling to give adequate encouragement to make wildcatting attractive. As there is really no assurance that any productive pools will be found in western Canada, the estimates of reserves are subject to a wide possibility of error. In making estimates, the various areas within which geologic conditions are more or less uniform are discussed separately; the estimates given for each area are not given with the idea that there is a reasonable probability of their eventually proving to be correct. It is hoped that an average of these estimates, taken together with those made for other undeveloped countries, will give a correct total of reserves

The mineral-rich oceans that have been described as "vast" and "nearly inexhaustible" have to date remained virtually untapped. Mineral Dependencies Trigger US Interests A lack of known domestic reserves of selected commodities and a climbing mineral trade deficit that reached a record $19 billion in 1974 are two factors that have sustained US interests in deep-ocean and offshore mining over recent years. But the lack of federal leadership in formulating ocean mining policy is said to have significantly discouraged the major capital commitments necessary to develop these resources.
