Several months ago, some specimens of the minerals occurring at the Etta tin mine, Dakota, were received at the laboratory of the Cornell University. On examining the heavy brownish-black portion, which I presumed was the tin-stone, I was surprised to find only a faint indication of tin. Further investigation showed the mineral to be tantalite. On searching carefully all the fragments received, a considerable quantity of that mineral was found, and only a single streak of cassiterite, which was attached to a mass of spodumene. EDWARD H. Coxe, Knoxville, Tenn. (communication to the Secretary*).-Mr. Chance has omitted to mention one very important use for the chemist in connection with the preparation of coal, and that is in connection with coal washing. Efficient coal washing, and especially of the finer sizes, can be accomplished only under the supervision of a chemist, as the proper regulation of the washer can only be had by frequent sampling and analysis of the raw and washed product and the refuse, say at least semi-weekly; and only in this way can a check be kept on the quality of the product and the amount of good coal wasted in the refuse. In large operations, frequently enough coal can be saved from going to the refuse pile to more than pay the salary of the chemist.

Marine mining is here defined as the commercial recovery of minerals other than oil and natural gas from the surface of, or below, the seabed by operations connected only indirectly with the land. The number of operations falling within this definition and the number of countries involved are remarkably limited in view of the widespread interest shown in marine mining prospects during the last few years. Marine mining is still restricted to continental shelves, where the only superficial minerals currently being mined are sand and gravel, calcium carbonate in different forms, and tin and iron sands.

The ultimate test of a business strategy is whether it achieves the owner's objectives. Most shareholders are interested in growth and profits, and share values on stock exchanges are very often closely correlated with profit growth and profitability measured as return on equity (ROE). Strategic management, then, involves managing investments or resource allocations to optimize long-term growth and real return on equity, within reasonable limits of risk. Figure 1 shows a plot of the five year, weighted average ROE of a number of communications companies against their stock market valuations in 1983, measured as a ratio of market value to book value. The principal explanation of the differences in the relative valuations of the individual stocks is historical ROE, weighted toward the most recent years. Further analysis demonstrates the added importance of growth in explaining the differences in stock market to book ratios. [ ] Research conducted by Booz Allen and others in recent years suggests that the relationships between ROE and market to book multiples hold true in industry after industry. Furthermore, we have found that in assessing business strategies for companies in these industries, the analyses should focus on whether proposed strategies are likely to lead to consistent long-term growth in real ROE, without excessive leverage. Our research also reveals, however, that these approaches to strategy assessment are not consistently applicable in the natural resource extractive industries. Figure 2 shows a similar comparison of market to book values against five year average ROE for a group of nine mining companies in 1983. Market value of the shares shows little correlation with ROE. After an absence of over two years, the writer returned to Leadville in March, 1890. The change which had taken place in the conditions of smelting during so short a time seemed almost incredible. Lead-carbonates had been still further replaced by refractory sulphides, and clean dry ores had been crowded out, to a large extent, by magnesian " fines."

Report of President The important fact of the year 1916 is that on July 25 contracts were executed by which the American Society of Civil Engineers because an additional Founder Society and arranged to make its permanent home in our building. The contracts provide for the construction of three additional stories to the building, the American Society to pay the cost tip to $250,000, this being considered equivalent to what each other Founder Society had contributed, the American Society to participate in the original Carnegie gift and have an equal share in the property with each other Founder society. The construction of the addition to the building is under way, $62,525.04 having been expended thereon in 1916. It has been found that, clue to war conditions and the advanced price of materials, the cost of the addition will be $300,000. The founder societies have been requested to assume the extra $50,000, one quarter each. This work is in charge of a Building Committee consisting of H. H. Barnes, Jr., Chairman, E. G. Spilsbury, Charles Warren Hunt and Charles F. Rand. At the request of the Founder Societies, important alterations were made in the lecture halls on the fifth floor of the building to make the same suitable for social functions of the societies. The cost, $6,642.08, was advanced by the United Engineering Society but is to be paid eventually by the Founders. The Library of the civil Engineers is being merged with the Library of the United Engineering. Society and the other founder societies. At the present time the membership of the four founder societies is 29,000 and of associate societies 23,000, so that a total of 52,000 engineers now have their headquarters in our building. The value of the real estate now owned by this Society is $1,647,171.16. This sum will be increased at the end of 1917 by the amount of the cost of the addition to the building.

THERE is at least one concrete indication that Soviet Russia's two most important iron ore producing centers are seriously depleted. While keeping in mind Russia's penchant for reverse propaganda, one piece of evidence indicates that Magnitugorsk in the southern Urals and Krivoi Rog in the Ukraine have been mined to a point where lower grade ores are being recovered. An article in Pravda, Soviet newspaper, by I. P. Bardin. a Russian metallurgist, says that ore presently mined must undergo an expensive enriching cycle before it can be used in blast furnaces. Com- pounding Russian metallurgical troubles is the low quality of coking coals. High ash and sulphur content typifies the coal Badin talks about. Coal from the Ukraine, Eastern Siberia, Kazakhstan, and the Far East requires extensive treatment before it can be used, according to the article in Pravda.

FERGUS County, Mont., shown in Fig. 1, is known for its once famous gold mines near the old towns of Gilt Edge, Maiden, and Kendall. But at Heath, a small farming community near the foothills of the Snowy Mountains, thousands of tons of gypsum have been mined since 1916. The value of the gold taken from the mines of Fergus County runs into millions of dollars; the value of the products made from the gypsum of the Heath mine is also in the millions. The gypsum mine will continue to produce for many years, while the gold mines are closed today. The Heath gypsum mine was developed by the Northwest Gypsum Co. in 1916. The products of the small mill built by this company were plaster, agricultural gypsum, and raw gypsum for cement manufacturing. The United States Gypsum Co. prospected the adjacent property in 1916 and 1917 by means of two adits and some exploration drill holes. During World War I, the company abandoned operations at Heath, but again became active in this area in 1928 hen it purchased all the property of the Northwest Gypsum Co. A long range program of expansion was begun with the building of a block plant and the purchase of additional land and mineral rights. A modern wall board plant was built in 1936. When the old wooden mill purchased from the Northwest Gypsum Co. burned in 1937, an all-metal calcining plant located at Blue Rapids, Kansas, was dismantled, moved to Heath, and erected on the site of the mill. In August 1951 a new mine was opened 3000 ft north of the mill. Rock is conveyed from the mine to the mill by an 18-in. belt conveyor. The Heath gypsum deposit lies at the base of the Ellis formation of Jurassic Age. The Ellis at Heath lies unconformably on the black fissle shale of the Heath formation of the Big Snowy Group, which is Mississippian in age. The strike of the gypsum bed is N45°E and the dip approximately 3" NW; the regional strike and dip of the area. The gypsum lies in a series of six layers separated from each other by thin seams of shale. The lower layer is composed of' gypsum and shale intermingled and is not of commercial grade. The upper five layers are high in purity, but only the middle four layers are mined on the advance, as the top layer is left for roof support. This top layer is mined on retreating operations at the same time the pillars are robbed. Total thickness of the gypsum layers varies from 12 to 14 ft. Fig. 2 shows the average thickness and arrangement of the layers. Mining Methods The mine was originally developed by driving an adit into the gypsum horizon. The Northwest Gypsum Co. mined in the top four layers, the top layer being split, leaving about 12 in. for roof support. A modified room and pillar method was used: entries were 15 ft wide and rooms varied between 20 and 30 ft and were turned on 90" from the entries. Crosscuts between the rooms left pillars from 10 to 20 ft square. The rock was loaded by hand into 1-ton mine cars and pulled to a central gathering point by mules; from the gathering point, mules or horses were used to pull the string of cars to the mill tipple. This method was continued by the United States Gypsum Co. from 1928 to 1937.

Although the role of slope stability has not changed, there have been changes in the mining industry which affect the geotechnician engaged in slope stability studies. The deposits currently being mined or evaluated are technically difficult , capital intensive, and economically marginal. In addition, many mining companies are now either controlled by oil companies or are financing projects through bank loans. The mining investor or decision maker is, therefore, often more sophisticated financially, but less sophisticated in mining terms. The impact of these changes will be to force the geo- technician and mining engineer to attempt to quantify risk and financial implications of a slope design. In conclusion, this paper outlines several questions which mining engineers should be asking those engaged in geotechnical studies and indicates the necessity for the mining engineer and geotechnician to work together and quantify the financial risk associated with a geotechnical design.

The attempt will he made in this note to restate these items of cost, so that the information may be rendered perhaps more accessible to our members than in its present place of record, and also in order that the items may be more intelligibly compared among themselves, or with similar items in other cases.

Cowles, Cleveland, Ohio (commuaication to the Secretary*):—Mr.Gillette's paper and his deductions seem to me of the very greatest importance, if the validity of his conclusions and figures can be confirmed. His work seems to solve an unfinished problem that I attempted to solve on the same lines about two years ago, at a time when I was preparing a paper' on another subject for the American Electrochemical Society. The following paragraph is quoted from the paper referred to: "I feel convinced that a further study of the heats of combination now known for so many compounds, which merely express in other terms their voltages of disruption, will show us the allowance that must be made as a departure from unity in the case of each element, for the intrinsic charge of its elementary molecule, and thereby render possible the creation of a table of apparent relative atomic capacities for electricity, similar to the table of atomic weights. Committee certain Standard Specifications for Copper, all of which were adopted or in process prior to Jan. 1, 1920, and sent with the standards the following histories of development and statements of use. FOR SOFT OR ANNEALED COPPER WIRE (B3-15) These specifications were originaly adopted by. the American Society for Testing Materials in 1912. They were prepared by a committee of the Society designated as Committee B-1 on Copper Wire. The committee consisted of eleven members; representatives of five manufacturers of -copper wire, of four manufacturers of electrical apparatus, and of two firms of consulting and contracting engineers. The members of the committee were designated by the officials of the companies to act as their representatives in the committee.

CHIEF among the varied problems facing the mine-manager is that of vein-structure and origin, which is highly important as a guide to successful discovery and development. If metalliferous deposits can be traced to the intrusion of waters along definite lines, then is there something tangible for him to study. But when he is told by a geologist that metalliferous deposits are due to some other cause, like magmatic differentiation, while not perhaps discouraged, he is impressed with a vague sense of new worlds to be conquered. In 1897, while manager of the War Eagle mine at Rossland, B. C., where, previously, the ore-bodies had not been supposed to occur as veins, I suggested to visiting members of the Canadian Geological Survey that, perhaps, the structure of the pyrrhotite-bodies of that mine, which had been proved to occur along well-defined fractures, might throw some light on the similar deposits of Sudbury, then held to be basic aggregations from the original magma. Later investigation has at least provoked discussion of this last deduction, questioning its correctness and suggesting that, perhaps, the deposits are actual veins. The following extract from a paper by J. E. Spurr 1 is quoted, because it sets forth Mr. Spurr's theory of the quartz-occurrences of the Silver Peak mines, which will be discussed in this article. It also graphically describes the attendant geological features. '' The Drinkwater group of mines, which is the most important part of the Blair gold properties, and which has produced practically all of the million dollars' worth of ore, as above stated, may be taken as typical of the gold-veins which, though widespread and numerous, show a wonderful similarity of character. IN the spring of 1931 an experiment was made at Anaconda with a small reverberatory furnace, with which was combined a roasting shaft. The arrangement is shown in the accompanying drawing (Fig. 1) and requires but little explanation. The general idea was to roast .flotation concentrates, mixed with the proper fluxing materials, by dropping them down a heated shaft, from which the calcines would enter the smelting zone of the reverberatory furnace through an opening in the roof. The hearth of the reverberatory was 3 ft. wide by 21 ft. long. The roasting shaft was 3 ft. square inside and had an effective height of about 20 ft. . The reverberatory furnace was arranged so that it could be charged either directly through the roof with regular hot calcines, in the usual manner, or by means of the shaft, at the top of which were a feed-ing arrangement by which cold flotation concentrates, suitably fluxed, could be fed continuously and a pipe through which cold air was blown in. Means were provided for distributing the feed over the cross-section of the roasting shaft. At first a mechanical arrangement was used but later it was found that a simple cone served the purpose equally well and gave less operating trouble. On account of the small size of the equipment, it was realized that absolute capacity and fuel consumption figures would mean but little. It was not to be expected that ratios comparable to those obtained in large furnaces could be gotten, and the only way in which any idea could be obtained as to the possibilities of the combination furnace was to run it in parallel with the reverberatory furnace charged in the usual manner and operating without the shaft. The results of such parallel runs are given in Table 1. The amount of oil burned in the reverberatory was purposely maintained at substantially the same rate during both runs in order that the benefits resulting from the shaft might be gaged.
