Significant progress has been made in the reduction of serious injuries and fatalities resulting from mine blasting operations. Despite the progress, injuries and fatalities continue to occur. A leading cause of injuries and fatalities from blasting continues to be inadequate blast area security. Even though significant improvements in technology have been made, insuring adequate blast area security remains a challenge and requires constant vigilance. The advances in technology have created safer blasting products and have improved productivity and economics by enabling large, more efficient and effective blasts. However, as blasts grow larger in size, the complexity of adequately securing the blast area increases even more. Periodically the basic fundamentals involved in blasting safety should be reviewed, particularly for securing a blast site regardless of the size of the planned blast. Factors such as flyrock and toxic fumes must be taken into account to insure the safety of persons and property from the results of a blast. This paper examines the factors related to injuries due to inadequate blasting shelters and blast area security, and identifies mitigation techniques. The key concepts are: (a) accurate determination of the bounds of the blast area, (b) clearing employees from the blast area, (c) effective access control, (d) use of adequate blasting shelters, (e) efficient communications, and (f) training. Fundamentals are reviewed with an emphasis on analyzing task elements and identifying root causes for selected blasting accidents. Mitigating techniques are presented along with discussions and examples.

A method for the electrochemical reduction of the benzene ring was developed and applied to the electrochemical reduction of coal. Successive electrochemical reductions of a vitrain from low-volatile bituminous coal in ethylenediamine saturated with lithium chloride resulted in the addition of 53 hydrogens per 100 carbon atoms. Ultimate analyses and pyridine solubility of the vitrain recovered after each reduction showed that hydrogen added at the beginning has a much greater effect on solubility than hydrogen added at a later stage. Surprisingly, the removal of sulfur from the vitrain takes place only after the more reactive aromatic rings are reduced. Nuclear magnetic resonance analysis and average molecular weight determination of the extracts of the reduced vitrain samples, representing about 18 percent of the vitrain, showed that these fractions had 95 percent of their hydrogen content on saturated carbon atoms and an average molecular weight of 800 to 900. A study of the effect of operating variables on current efficiency showed that current efficiency is highest with aluminum as cathode material and with lithium chloride as electrolyte. A substantial increase in current efficiency of difficulty reducible olefinic double bonds was achieved by adding a proton donor. This result is significant in connection with the electrochemical reduction of coal which proceeds from readily reducible aromatic double bonds to difficultly reducible isolated double bonds. It is proposed that reduction is achieved by electrolytically generated and subsequently solvated electrons and hence does not require prior adsorption of the substrate at the electrode surface. This offers a distinct advantage for electrolytic reduction of sparingly or insoluble substrates such as coal.

Pyrometallurgical studies by the Bureau of Mines demonstrated the feasibllity of sintering and smelting a low-grade flotation concentrate made by pilot-plant processing 10-percent manganese ore from the Maggie Canyon deposit, Mohave County, Ariz. Under optimum conditions 85 percent of the manganese in a flotation concentrate that assayed 36 percent manganese was recovered as standard ferromanganese. A blend of this flotation concentrate with high-grade dithionate pilot plant precipitate was similarly processed with a recovery of 90 percent of the manganese. Thorough mixing and pelletizing of the charge before treatment on the sinter hearth was necessary to produce a well agglomerated product by single pass sintering. Although satisfactory sinter was produced from a variety of material combinations, best results were obtained on a charge that contained 80 percent flotation concentrate and 20 percent return sinter fines. This combination was mixed with 6 percent coke, based on weight of concentrate; and 12 percent moisture. Sintering such a charge yielded a well agglomerated product containing over 80 percent coarse material, The results of standard crushing tests showed that the product was physically comparable to iron ore sinters and manganese nodules.

This report describes the tunneling at the Leadville drainage tunnel, which was resumed in September 1950 with funds made available in the 1950 appropriation of the Department of the Interior. It brings up to date the account of the first project, carried on from December 1943 to August 1945, published by the Bureau of Mines which supervised both the first and second projects. In this report Leadville mining history, particularly related to drainage efforts, and the possibilities for future mine drainage are discussed briefly. An account of the second project, including a description of the operating cycle, exploratory drilling done as a safety measure, surveying procedures, geology, cost data, and other pertinent information, completes the report.

The year 1977 generally was a year of growth in overall world mineral industry activity, although there were downturns in major elements of the world's iron and steel industries. The sharp upturns in market economy nation activities that were noted in 1976, following the reduced performance levels of 1975, were moderated, and in the centrally planned economy nations, overall mineral industry activity apparently continued to increase, but at a pace in keeping with that of 1916 rather than at the higher rates of the earlier 1976's. Noteworthy during the year, if only in a negative sense, was the inability of world powers to reach any significant agreement on issues relating to deep seabed mining. Interest from a commercial viewpoint centered around deposits or so-called manganese nodules. These materials, which indeed are chiefly manganese in terms of their content on a quantitative basis, really were of commercial interest primarily far their copper, nickel, and cobalt content. Participants at the Third United Nations Law of the Sea Conference looked into seabed mining rights, but reached no mutually agreeable decisions.

Much interest has been shown recently in the possible utilization of dolomite as a source of magnesium metal, a large production of which is deemed essential for national defense. As a result, many inquiries have been received by the Bureau of Mines as to sources of dolomite. This report has been prepared primarily to augment the Bureau's present published information on the occurrence of high-grade dolomite deposits in the United States. To supplement such data, the report also defines dolomite and related rocks and describes their properties and uses. The uses are covered in some detail in Information Circular 6524 entitled "Utilization of Dolomite and High-Magnesium Limestone," published in 1931 but now out of print. All essential data on uses contained in that report have been incorporated herein, and. have: been supplemented by data developed during subsequent years. DEFINITION Dolomite is a mineral composed of calcium end magnesium carbonates combined in equal molecular proportions, expressed by the formula CaMg(C03)2. It has long been recognized that one of the principal ways of combating dust in coal mines is by means of water sprays. However, spray systems, currently in use, clog or plug frequently, thereby reducing the effectiveness of dust control aid, in turn, possibly increasing the health hazard to mining personnel. Moreover, the maintenance and replacement of spray system components, e.g., nozzles and filters, can be expensive in terms of direct costs of labor and material, and the consequent loss of production. Recognizing these problems, the Bureau of Mines sponsored a research project on the "Development of a Non-Clogging Water Spray System"; this project was carried out by Eastern Associated Coal Corp. The overall objective of this project was to develop a non-clogging water spray system suitable for use in underground coal mines. Since most of the dust formed is at or near the working coal face, emphasis was placed on face equipment such as a continuous mining machine. To accomplish this objective, a two-phase project was carried out. The first phase involved determining the causes of spray nozzle and spray system clogging, determining the availability of spray nozzles or systems that could be modified to be non-clogging, and developing a non-clogging water spray system. Phase two was concerned with the fabrication and the laboratory and field testing of a non-clogging system. In each phase, there were both laboratory and field investigations, and the results of these investigations are presented in this report.

The Bureau of Mines studied some physical properties of hydraulic backfills and their paramount characteristics , and made preliminary attempts to compact this type of material . The in- place density of hydraulic backfills affects the properties of strength , consolidation , and water percolation . Dense fills give better support than loose fills . In - place density properties themselves are affected by grain size , grain size distribution , and the particular conditions of sedimentation in a stope ( the amount of work the slurry water does to compact the material ) . Field sampling of in - place densities of fills presently used in four different mines and laboratory and underground compaction tests using a standard concrete vibrator show that the initial in - place density of the cohesionless fill material tested can be significantly increased by vibratory compaction .

Recent developments in mechanizing longwall it mining in Europe have aroused considerable interest among American coal-mine operators because this method provides an opportunity to improve safety, production, efficiency, and recovery. The success of longwall mining in Europe has depended to a large degree on development of effective roof-control systems. One of the major contributing factors in designing these systems is development off improved supports, which combine high load-bearing capacities with controlled yield characteristics, to use in the face areas. Other factors that relate to successful longwall mining involve knowledge of the structural properties of the strata above end below the coal bed being mined, movements of these strata induced by mining, and effects of the strata movements on the strata itself, as well as on the support system used. Extensive studies of the above factors relating to long-wall mining have been made in coal-mining countries abroad, and corresponding studies (1, 2, 3, 4, 5)3/ of room-and-pillar operations have been made in this country. Although descriptions and results of experiments of mechanized longwall operations in the United States have been published (6, 7, 8), this is the first instrumented study of roof behavior on a longwall operation. In view of the possible widespread application of this method of mining to American coal mines, where underground mining conditions are different from those found in European mines, an investigation was conducted at a mechanized longwall operation inn the Lancashire No. 15 mine, Barnes & Tucker Co., Cambric County, Bakerton, Pa., to study the factors that affect roof control. This report describes this investigation and discusses the results. This report traces the development of techniques for the preparation of high-purity rare-earth metals. Rare-earth metals, excepting samarium, europium, and ytterbium, were prepared by converting their oxides to anhydrous chlorides or fluorides and reducing the rare-earth halides with active metals such as lithium or calcium. High-purity, anhydrous rare-earth chlorides were prepared by dissolving the rare-earth oxides in hydrochloric acid to form hydrated chlorides and by subsequently dehydrating the hydrated salts in the presence of ammonium chloride at temperatures ranging from 70° to 360° C. while under reduced pressure (50 microns to 1 inch Hg). The chlorides were also prepared by direct chlorination of rare-earth oxide-carbon mixtures. Reaction efficiencies in excess of 95 percent were obtained by either method; however, purer chlorides were prepared by the aqueous ammonium chloride conversion method. Purification of yttrium chloride by high-temperature vacuum distillation proved to be an effective method of separating, oxygen-bearing compounds from the chloride. Yttrium metal prepared from purified chloride contained significantly smaller amounts of oxygen (990 p.p.m. oxygen in yttrium metal prepared from raw chloride and 200 p.p.m. in that prepared from distilled chloride).

This publication contains routine analyses and related source data for 278 natural gas samples from 14 States. All of the samples were collected during calendar year 1973 as part of a continuous survey of the free world for occurrences of helium in natural gas. This survey has been conducted in the United States by the Bureau of Mines since 1917. In late 1965, the survey was expanded to include foreign gasfields. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4862 and 576.3 Fifteen previous publications have presented the results of 10,201 gas analyses prior to 1973. The first three, Bulletins 486,4 576,6 and 617,6 contain analyses and related source data on 5,218 gas samples collected from 1917 through 1960. The other 12 publications,7 which were issued as information circulars, supplement the three bulletins and contain 4,983 analyses of samples collected since 1960. This publication is the 13th publication supplementing the three bulletins.

The record of fatalities from mine explosions in the United States during the past 44 years has been the best in the history of the mining industry, despite the fact that the number of fatalities from this cause during the past fiscal year now is nearly double that of the previous year. During there 4 fiscal years, mine explosions have resulted in an average of 45.5 deaths per year, compared with an average of 153 deaths per year for the preceding 5 years; an average of 542 deaths per year for the 3 years 1907-1909, inclusive, and a yearly average of 265 deaths per year for the 20 years prior to 1929. Other types of mine accidents also have been reduced during this period, but not to the same degree or by as large a percentage as mine explosions. The fact that in this fiscal year ended June 30, 1937, electricity was responsible for 60 percent of the explosions and 85.5 percent of the fatalities resulting therefrom (see tables 3 and 4) is evidence that either mine operators are lax in providing proper electrical equipment or there is laxity in the upkeep and use of electricity in our mines and more particularly in our coal mines. Several large coal-producing States that in the Fast have had numerous disastrous explosions have been free from such disasters for continuous periods of as long as 8 years. The bituminous mines of Pennsylvania, one of the largest coal-producing States, give a good example of what can be done to prevent explosions. 'his State, with its large number of operating mines, many with very definite hazards from gas or dust or both, has had only two major explosions (resulting in 16 fatalities) during the past 7 years; this is a decidedly good record compared with any similar period in the past and when it is considered that during this period about 750,000,000 tons of coal have been produced. Other good records are: Tennessee, without a single fatality from explosions during the past 9 years; Alabama, with 6 fatalities during the past 7 years; Illinois, with no explosions during the past 4 years; and

Research to evaluate the lubricity effects achieved by spraying water on the cutting bit of a mining machine or spraying water on the coal during cutting has shown that neither practice affects cutting forces, as had been believed. However, when water was supplied to the cutting zone axially through the bit at 3,000 to 5,000 psi pressure, tangent'ial cutting forces were reduced an average of 30 pct at a I-in depth of cut while normal bit forces were reduced an average of 65 pct. Lower normal forces mean reduced bit wear, faster advance with greater depth of cut, and fewer coal fines.

As part of its effort to reduce the need for strategic minerals through conservation and to reduce the capital and energy requirements of mineral processing, the Bureau of Mines has investigated a method for preparing ferrochromium alloys containing less than 2 percent carbon. This method will conserve chromium and should reduce the capital and energy requirements for chromite reduction. Reduced products containing less than 2 wt-pct C and as low as 0.01 wt-pct C were obtained by reacting pellets of chromite and carbonaceous reductant mixtures at pressures of 0.1 to 1 torr and temperatures of 1,230° to 1,320° C. The extent of reduction increased with increased temperature and decreased pressure; however, operating conditions were limited due to the onset of significant chromium vaporization at higher temperatures and lower pressures. Foundry coke, anthracite, and carbon black were found to be supe¬rior to graphite as reductants. The reduction of chromite to metallics was found to proceed via the carbide intermediates (Fe,Cr)7C3 and (Fe,Cr)23C6, No evidence of carbide intermediates Fe3C or Cr3C2 was found. Buttons of ferrochrome alloys were made by melting a mixture of reduced products with CaO and Si02 at 1,700° C for 20 minutes in an induction furnace,

The rapid depletion of zinc-lead ore reserves and the rising costs of exploration have been major factors in the decline of mining activities and explorations for additional reserves in the Tri-State mining district. There is a need to develop new or adopt known, improved exploration techniques that will appreciably lower the costs of exploration. Demonstration of the practicability of using improved techniques to indicate, rapidly and cheaply, mineralized areas or geologic structures where more intensive explorations are justified could stimulate the search for and discovery of additional ore reserves. Various operators in the Tri-State district have used geophysical surveys to some extent since 1928 to guide exploratory drilling. Some geophysical investigations have also been made in the district by the State Geological Surveys of Kansas (11)3/ and Missouri (8, 13) and by Federal agencies (16), with the objective of directing exploratory drilling to areas where geologic conditions favored ore deposition. Many factual data obtained have not been published. The investigations generally have not been broad enough to permit conclusive evaluation of the usefulness of the geophysical techniques in all parts of the district.

During the first 6 months of 1948 the Bureau of Mines investigated the titania, deposit on the Wynn 0. Christy property in northern Hot Spring County, Ark. The property is situated in Magnet Cove, about half a mile north of the Magnet Store and U. S. Highway 270 (fig. 1). The purpose of the investigation was to determine the extent and grade of the ore body and to obtain a representative sample of the ore in as nearly natural condition as possible for use in metallurgical testing. All of the titania that has been marketed from Arkansas mines has been in the form of rutile from a deposit about 2 miles west of the Christy property. The titania in the Christy property occurs principally as brookite, which, with fragments of novaculite, quartz, and limonite, is imbedded in red clay. It is difficult to recover a core of the material. Three types of drills - a diamond drill, a bucket drill, and a Baker cable-coring tool operated on a churn rig - were employed in an effort to procure proper samples in their natural state. The Baker tool was found to be the most efficient and to be capable of drilling to a depth of 150 feet, making 80 to 100 percent core recovery (fig. 8). Total footage drilled was 1,536.9 in 21 holes, of which 7 were diamond-drill holes, 13 were bucket drill holes, and one was drilled with the Baker tool. The ore body was found to be 900 feet long, 500 feet wide, and more than 141 feet deep and contained 5.8 percent TiO2 and 0.52 percent 1720. Most of the deeper drill holes bottomed in ore, and there is a possibility that the ore may persist to a depth of several hundred feet. The Metallurgical Division of the Bureau of Mines is conducting experimental work at the Mississippi Valley Experiment Station at Rolla, Mo., for the purpose of developing methods of concntrating and utilizing the ore.

Studies on continuous - circuit leach - aluminum precipitation and leachelectrodeposition of mercury were made by the Bureau of Mines to determine optimum conditions and cost estimates for recovering mercury from mercury sulfide flotation concentrates . With 150 grams of sodium sulfide and 50 grams of sodium hydroxide per liter , from 98 to 99.8 percent of the mercury was extracted from flotation concentrates , with about 0.5 pound of sodium hydroxide used per pound of mercury produced . Precipitation of mercury from the caustic - sulfide solution with minus 8 - mesh aluminum shot required about 0.2 pound of aluminum per pound of mercury produced at a cost of $ 0.05 per pound of mercury . Electrodeposition cost with 7 mill power , based on 50 percent current efficiency , was below 2 mills per pound of metal deposited . Feed solutions ranged from 10 to 130 grams of mercury per liter , and current densities , from 2 to 70 amperes per square foot . The cost of open- pit mining 250 tons per day was estimated at $ 1.75 per ton , and flotation - leachingelectrodeposition of the ore , at $ 3.54 , resulting in a cutoff grade of about 0.1 percent mercury . The cost of underground mining 50 tons per day was estimated at $ 20.00 per ton , and the cost of milling the ore was estimated at $ 13.33 , which resulted in a cutoff grade of 0.6 percent mercury .

The Bureau of Mines is conducting research to determine whether the use of chemical surfactants improves respirable coal dust control and is evaluating laboratory test criteria for selecting effective surfactants. This publication presents the results from wetting effectiveness tests with emphasis on the capillary rise test. The test variables investigated included coal particle size, type of surfactant, surfactant concentration, test duration, and mineral con-tent of the water. In addition to the rise test, measurements of con-tact angle, zeta potential, and sink time for various coal and surfactant combinations were conducted. No significant correlations among the four wetting tests were observed, a surprising result which implies that each test type measures specific aspects of the wetting phenomenon and also that each test type should only be used to select surfactants for specific applications. For example, the rise test shows solution penetration into porous materials, and the sink test discriminates among surfactants for dispersing finely ground materials into suspension. Another important conclusion is that combinations of agents retain their individual wetting properties, allowing mixtures to be for-mulated to perform well in both rise and sink tests.

The Pittsburgh (Pa.) and Spokane (Wash.) Research Laboratories are among the world?s foremost mining research establishments. Once a part of the former U.S. Bureau of Mines (USBM), which was abolished by the U.S. Congress in fiscal year 96, health and safety research at these laboratories was transferred to the National Institute for Occupational Safety and Health (NIOSH). NIOSH is the Federal agency responsible for conducting research and making recommendations for the prevention of work-related illness and injury. The Institute is part of the Centers for Disease Control and Prevention within the U.S. Department of Health and Human Services. Over the past two decades, the Pittsburgh and Spokane Research Laboratories have produced sustained technological achievements in mining health and safety, including? ? Development of novel respirable coal dust control technologies and more effective monitoring techniques to reduce worker exposure to hazardous mine dusts. ? Improved ground control technologies to warn and protect miners from the dangers of coal mine roof collapses and other hazardous strata conditions. ? Improved ergonomic design criteria and training methods to protect mine workers from injuries and fatalities associated with equipment and manual tasks. ? Development of enabling technologies that allow miners to control their mining equipment from a physically safe, protected work area away from respirable dust, harmful noise levels, and roof collapses. ? Improved mine fire detection and extinguishment techniques. ? Development of smaller, lighter, and safer emergency breathing devices.

"INTRODUCTION Experience in drilling oil and gas wells has shown that the voidance of blow-outs, twist-offs, fishing jobs, loss of circulation, and heaving and caving of shale formations into the drill hole depends largely on how well the drilling-mud fluid serves its purpose. A possible method for the control of the drilling fluids may be seen from a study of the relation between the particle-size distribution and some of the important drilling-fluid properties, such as the ability to build quickly a relatively impervious mud sheath on the wall of the hole in the porous formations penetrated by the bit during drilling operations. In a wartime economy, which urgently requires conservation of steel, proper functioning of the drilling fluid is particularly important because, as Parks 4/ has stated, intelligent use of good drilling fluids makes possible drilling of wells for thousands of feet in open holes without the necessity of setting protective strings of casing to control the movement of salt water, gas, and troublesome formations into the borehole; consequently, especially in deep wells, of proper drilling fluids materially reduces the need for casing and lowers the cost of drilling and completing the wells."
