Risk management has become an essential tool for mining companies to ensure their projects are well-managed and profit expectations are achieved. Risk management has also become a mandatory corporate governance requirement in Australia for publicly listed companies and equally important to attract investors. This paper provides a brief overview of the essential tools needed to implement a practical risk management framework to comply with the internationally recognised ISO 31000:2009 risk management-principles and guidelines from the perspective of small or soon to be producing mining companies. To?successfully?deal with the unknown and to manage the opportunities and risks involved with a mining project requires a clear understanding of the basic risk management principles. These include how to develop a project risk register, how to develop a project risk treatment plan and how to manage and monitor project risks to take full advantage of the opportunities presented.The first step is to identify and fully appreciate the risks that face a mining project. There are many risk identification methods that can be used including checklists, brainstorming and hazard and operability (HAZOP) studies. These often lead to a telephone book full of risks which are near to impossible to manage. A risk library specifically designed?for mining?projects containing no more than 100 risks will cover the major showstoppers, is practical and can be readily implemented and successfully managed.A risk framework also needs to be established which is compatible with the companyÆs structure and objectives. Once each risk has been assessed in regard to consequence and likelihood and the risk control systems are in place they need to be assigned to the responsible manager. The extreme or high risks will require a risk treatment plan to be developed. Risks will change during the life cycle of a mining project. Pressure cyanidation of the minus 10 micron slimes fraction of the Fimiston flotation concentrates for the recovery of gold values has been evaluated as an alternative processing route to the roasting and atmospheric cyanide leaching of the calcine. Laboratory and pilot trials have demonstrated that gold extractions of greater than 94 per cent can be achieved at cyanide consumptions of 12-24 kg/t and oxygen consumptions of 0.1-0.3 Nm3/t with total pressures of 1000-2000 kPa. Economic and operational assessment of several reactor configurations suggests autoclaves may be preferred over pipe reactors at treatment rates of 10 t concentrate/h.

The paper outlines the 17 Mt/a Telfer Project plant process design from sample selection to feasibility study design. The 366 Mt Telfer mine reserve consists of a diverse range of copper and gold mineralisation, from massive sulfide reef ores to stockwork ore, oxide copper minerals to chalcopyrite, siltstone to competent quartzite, all with relatively high levels of gravity recoverable gold. The complexity of the orebody demanded a flexible plant that could recover copper and gold values by a combination of gravity recovery, flotation and concentrate leaching. The demands of treating ore from a high grade underground mine and a variable grade open pit (that includes underground old mine workings) necessitated a dual train approach from primary crushing to concentrate production in order to minimise the requirement for campaigning of different ore types. An extensive sampling, testwork and technical evaluation program was undertaken to identify processing characteristics and the optimum process route for each ore type. The design experience included: the development of robust primary stockpiling and pebble crushing concepts; detailed review of scale-up of SAG and ball mill pilot plant data to plant scale; the selection of two 15 MW SAG mills and two 13 MW ball mills for the grinding circuit; and detailed modelling of the pyrite concentrate carbon-in-leach (CIL)/sulfidisation acidification recovery thickening (SART)/acidification volatilisation recovery (AVR) process to optimise design for copper and cyanide recovery from leach liquors. The Telfer plant design also measures the development of process design based on experiences at the Cadia Hill Cu/Au concentrator, commissioned in 1998. The differences between the two plants are compared and contrasted.

The lower orebody (LOB) at Chingola Divi- sion of Nchanga Consolidated Copper Mines Limited (NCCM) accounts for approximately 30 per cent of the total copper production for the company. The uniformity of the geology of the orebody lends itself readily to a computer based ore reserve calculation and accounting system. The mining units are physically defined such that a hierarchical type of com- puter file organisation can reflect the existing physical interdependencies. In 1972, a project team consisting of one representative from each of the mine planning, operational research, and computer services departments was formed to investigate and to define the technical mining requirements of the dynamic ore reserve system (DORS). Currently all engineering schools face a common problem, an ever expanding technological base which must be presented to students within a fixed time period. Traditionally the programmes of study taken by engineering students destined for employment within the mineral industry include formal instruction in aspects of management to an extent greater than that presented in other engineering disciplines. Providing an adequate coverage of an expanding technological base within a fixed time span can lead to a reduction in the time available for 'non-technical' subjects, such as 'management'. This situation calls for periodic review of course contents and allocations of time. Following consultation with an Advisory Committee representing the mineral industry, mining research establishments, and kindred teaching institutions, the University of Melbourne has revised its mining programme. The past 100 years the mining industry can be characterised by a focus on increasing financial returns often to the detriment of social, human, manufactured and environmental capitals. Despite the sustainable development principles promoted by the International Council on Mining and Metals (ICMM), the Equator Principles and the African Mining Vision, which should have enhanced project promoters’ ‘licence to operate’ within a host community or nation, the industry has often failed to integrate proven innovations and best practices that enhance sustainability outcomes for mineral resource projects. This failure has led to delays, the abandonment of projects, with value destroyed for promoters, governments, host community and investors.The paper will outline the application of proven innovations, Enterprise Optimisation (EO), and Sustainable Operations (SUSOP®), during the pre-feasibility phase of a project. "A key component of any geometallurgical investigation involves being able to predict element or mineral recoveries from simplified input data such as bulk chemistry and/or mineralogy. This relies on the metallurgist having access to accurate information regarding the chemistry of the ore and gangue minerals as well as the likely impact on processing/extraction caused by the impurities (present either as gangue or as substitutional impurities). In this study the chemical properties of two commercially important uranium minerals, brannerite (U4+Ti2O6), and uraninite (U4+O2), were characterised using X-ray diffraction (XRD), scanning electron microscopy (SEM), and electron probe microanalysis (EPMA). Significant levels of impurities were present in both samples with the uranium minerals deviating significantly from their ideal chemical formulae. Differences in chemistry were due to: cationic substitution decay of the uranium isotopes into radiogenic lead and other daughter products mixed uranium oxidation states post-depositional alteration.As well, the brannerite sample showed evidence of significant radiation-induced metamictisation. Leach tests to measure the ease of extraction of uranium from both samples were conducted over a wide range of conditions (temperature, acid concentration and oxidant concentration). For uraninite, the lower U dissolution rates observed in the natural sample compared to a synthetic UO2 sample were directly attributed to the presence of impurities. For brannerite, significant metamictisation of the natural sample led to enhanced U extraction rates compared to a heat treated fully crystalline sample. Northern Australia leads in world-class mineral deposits' is a bold statement. First there must be a starting point. Land north of the Tropic of Capricorn (23¦ 26' 5") will be regarded as Northern Australia covering nearly 40 per cent of the land surface of Australia. As opposed to land south of the Tropic of Capricorn, it should be regarded as Tropical Northern Australia and for the sake of brevity, (TNA) Refer Figure 1. Apart from the tyranny of distance from centres of power and population in the temperate zone, it suffered in the past from the belief that the tropics are unsuited for European workers and from the lack of infrastructure. Outstanding mineral deposits of iron, base metals, gold and diamonds, discovered and developed in the past three decades, provided the substance for the title. There are many world-class mines producing and there are mineral deposits neutralised through Government policy. TNA can maintain its lead in world-class mineral deposits provided Government policy will stop partitioning the land and decreasing that available for exploration. Let's look at what we have that is world-class. In Western TNA iron ore deposits at Paraburdoo, Mt Tom Price, Marandoo, gold at Telfer, diamonds at Argyle. In central TNA uranium at Ranger and Jabiluka, lead-zinc-silver at McArthur River, gold at the Tanami, manganese at Groote Eylandt and bauxite at Gove. In eastern TNA Mt Isa, Hilton, Century zinc-lead, bauxite at Weipa, gold at Kidston, Mt Leyshon, magnesite at Yamba and coal mines in the Bowen Basin. Those mines or deposits stand out yet are only an indication of the numerous lesser mines and of mineral deposits depending for development on market demand and/or changes in Government policy, eg 'The Three Mines' policy. Very large areas of mineral rich structures in the western, central and eastern parts of TNA are concealed below flat lying comparatively young unmineralised sediments. The Great Artisan basin sediments in eastern TNA can and do host oil shale and non metallic minerals. Nearly 40 per cent of western TNA is covered by the Great Sandy Desert. The Canning Track, with a series of 54 wells, was constructed by surveyor Alfred Canning in 1908 - 1910 with great difficulty. It extends 1700 kilometres from Halls Creek in the north to the gold town of Wiluna in the south, through the Great and Little Sandy Deserts. Gold explorers are following favourable structures extending to the north east below the sediments and sand hills covering the track. Half of central TNA's mineral structures are concealed by the Tanami desert and the Cretaceous sediments covering the pastoral regions of the Barkly Tableland and the Daly Waters to Top Springs pastoral areas. The Georgina Basin in the south eastern section is part of the concealment.

Establishing a robust geotechnical instrumentation and construction monitoring plan is one of the keys to the successful delivery of the world’s largest soft-ground bored tunnel in Seattle, Washington. The paper describes and provides a return of experience on current and best practice for monitoring tunnelling projects in urban areas. The owner’s contractual approach is discussed to highlight the flexibility of the design-built contract in achieving equal or better solutions by allowing for the use of innovative technics. Special attention is given to the management and involvement of third parties (building owners, utility owners), including the public, to overcome all challenges faced during the installation of the monitoring system in downtown Seattle for over 1000 instruments. The Henty Gold Mine, located in Western Tasmania uses innovative solutions to effectively manage a mining operation in an environmentally sensitive setting and has been presented with several environmental awards. Fill is required as part of the mining method to provide passive ground support, minimise rock exposure and ensure maximum recovery of the small but high-grade orebody. The use of the whole portion of leach residue in the backfill reduces the surface tailing disposal requirements. Therefore, High Density Paste Fill (HDPF) has been selected as the most appropriate fill method to meet these objectives. Additional benefits include the minimisation of excess water from fill and the subsequent need for the collection and treatment of water and slimes. There are minimal equipment requirements during placement, thereby optimising mine resources for production. This paper covers the development of a suitable paste fill system to meet the specific needs of the Henty Gold Mine and the successful commissioning of this system for the first time in Australia.

As an integral part of the conversion from rail haulage to conveyor haulage at Henderson, over six kilometres of drifting and several large complex openings were mined. The deepest of these areas was nearly two kilometres beneath the surface, bringing all of the challenges of rock stress and heat that come with mining at these depths. Though many mines operate at these depths, the development of the infrastructure necessary to support a 36 000 tonne per day caving operation brought some unique challenges to the development mining activity. The issues handled include: finding experienced staff for a æfast trackÆ development program; rock bursts and ground conditions; inflow of 50 degree centigrade water; acceleration of the project completion; large diameter raise boring and difficult muck handling.

The increasing complexity of ore resources and recycled materials in the feed of pyrometallurgical processes present a technical challenge to the metallurgical engineers working on maximising the recovery of the valuable elements and minimising the environmental impact of the processes. To address this challenge, the availability of computational tools that can predict the mass and energy balance in complex systems is required. Then the accurate description of phase equilibria in the complex multicomponent systems describing the chemistry of the pyrometallurgical processes becomes critical for the correct implementation of the indicated tools and facing the outlined industrial challenges. In the present study the distribution of selected elements (Pb, Zn, Fe, As, Sn, Sb, Bi and Ni) between oxide liquid and metal in the ‘CuO0.5’-CaO-AlO1.5 system in equilibrium with Cu metal at 1400°C (liquidus of CaAl2O4) was experimentally studied using the equilibration and quenching technique followed by the electron probe X-ray microanalysis of the resulted samples. The study covered a wide range of effective p(O2) over the system from 10-11 to 10-3.5 (corresponding to formation of immiscible CuO0.5-rich slag). To avoid loss of volatile elements (Pb, Zn, As, Sn, Sb and Bi), a correlation between ‘CuO0.5’ in oxide liquid and p(O2) in open system was obtained first, followed by studying the volatile elements distribution in closed conditions (Al2O3 crucible sealed in SiO2 ampoule), where ‘CuO0.5’ concentration was used as a marker to evaluate the effective p(O2) over the system. The experimental results were then used for the optimisation of the thermodynamic model parameters of the system as part of the integrated experimental and self-consisting thermodynamic modelling research program of phase equilibria in the Cu-Pb-Zn-Fe-Ca-Si-Al-Mg-O-S-(As, Sn, Sb, Bi, Ag, Au, Ni, Cr, Co and Na) gas/oxide liquid/matte/speiss/metal/solids system.

"In sulfide nickel deposits throughout the world, pentlandite and pyrrhotite are commonly found together along with varying amounts of chalcopyrite and platinum group minerals (PGMs). The mafic or ultramafic host silicates associated with the sulfide mineralisation commonly exhibit a complex assemblage of magnesium bearing silicates, many of which themselves contain significant nickel. Four types of ore are proposed, each presenting their own processing challenges. These are: economic grades of Ni, Cu and PGE (platinum group element) in a pyrrhotite-bearing sulfide deposit, with low pyrrhotite to pentlandite ratios  economic grades of Ni, Cu and PGE in a pyrrhotite-bearing sulfide deposit, with moderate to high pyrrhotite to pentlandite ratios uneconomic high pyrrhotite: low tenor deposits low-grade low sulfide, high MgO ± PGE deposits that can sometimes be economically mined and processed.The grades and recoveries of nickel concentrates produced from sulfide ores can be significantly impacted by the ore mineral texture, the nickel tenor of the sulfides, and the polytype of pyrrhotite which may be either hexagonal (non-magnetic) or monoclinic (magnetic). The mineralogy of the silicates is also of great importance, especially the magnesium silicates and those which tend to produce particles which are asbestiform or which affect slurry viscosity. Other magnesium silicates such as serpentine carry nickel in solid solution, limiting the recovery entitlement of nickel by flotation because serpentine is not amenable to sulfide flotation mechanisms. Differences in plant flow sheets and reagent assemblages are required to effectively separate these minerals.Experience from a variety of plant operations and from extensive flow sheet development programs are discussed. The problem of comparison of island arc's andesites in terms of petrochemical data is exa- mined. It is definitely established that only two main factors exist controlling the petroche- mical variety of the Kurile arc's andesites.Ori final multivariate statistical technique and computer software are used to extract these fac- tors. It is shown as well that the chemical com- position of igneous rocks depends on the type and structure of the Earth's crust. The follo- ~cing interpretation is proposed for the two factors describing petrochemistry of andesites: the first one is the depth to the Benioff seis- mofocal zone and the second one is supposed to indicate the position of the peripheral magma chambers. The introduction reviews the tunnelling carried out in Singapore since the early 1980s. Between 1983 and 1990, Phases 1 and 2 of the mass rapid transit system were constructed. These included some 20 km of bored and cut and cover tunnels together with 18 underground stations. Some particular points of interest in this massive project are briefly commented upon. Reference is also made to other underground or underwater schemes undertaken during this period such as the proposed large caverns project and the submerged tunnel to Pulau Seraya. A description of the subsurface works, now under construction in Singapore, follows. This includes an all underground North-East railway line 20 km long with 16 stations. At a budget of US$ 3 billion, this is a major civil engineering undertaking. Another project is the extension of the railway to Changi Airport which involves 3.5 km of twin tube tunnelling together with a major underground station which is fully integrated into the airport terminals. An on-going program of further major railway extensions over the next 10 to 15 years is in place and an outline is given of some of the most important underground sectors. Other proposed projects such as the underground roads system and the deep level sewers are briefly described. Together they demonstrate the very significant volume of underground construction scheduled for the next century in Singapore.

Tailings pond safety monitoring is vital for preventing dam failures and ensuring environmental safety. Unmanned Aerial Vehicles (UAVs) can enhance tailings pond monitoring with flexible operational cycles and the ability to collect remote sensing data from inaccessible areas. While many mining operations have adopted UAVs for tailings pond management, their full potential in data acquisition and subsequent analytical processing remains largely untapped. This paper explores various case studies where UAVs have been utilised for monitoring key aspects of tailings ponds such as beach line indicators, dam displacement and erosion, slurry discharge processes, and tailings pond capacity. We also present examples where data derived from UAVs have been instrumental in slope stability analysis, seepage modelling, Tailings Dam Breach Analysis (TDBA), and risk prediction. By integrating UAV technology with traditional ground-based sensor techniques, this approach significantly enhances the precision and reliability of hazard prevention and management in tailings pond operations.

Mechanically coupled rock bolts encapsulated in cementitious or polyester cartridge resin grouts have been widely adopted for various underground rock reinforcement applications. Resin grouts are considered a superior product, however, both systems have their advantages and limitations, with the relative performance, quality installation cost and cycle time as the most notable parameters. Both applications have optimal rock bolt combinations and preferred ground conditions. Cementitious grouts are favourable for use with secondary deep embedment anchors. These are installed using various equipment with a series of autonomous tasks required to complete the installation cycle. The cartridge resin system can be utilised by a bolting or face boring rock drill to complete the full support installation cycle. This reduction in equipment changeouts mid-cycle generally deems it the more practical application and popular choice for primary support. Self-drilling anchors (SDAs) and hollow bolts have been a viable alternative to traditional rock reinforcement in variable and challenging ground conditions. Using a pumpable post installation grouting system, SDAs have proven to aid the quality of installation, but due to the additional equipment and cycle steps associated with application, the cycle time is increased. In recent years, fully mechanised bolting equipment designed to utilise a combination of self-drilling anchors and a thixotropic pumpable resin installed in a single pass has entered the market. This innovation is anticipated to deliver the advantages described above, with fewer limitations, and significantly improved development and rehabilitation rates. St Barbara Mining and Byrnecut Australia, supported by Master Builders Solutions, were first to conduct extensive trials and implement this rock bolting approach in an Australian hard rock underground mine and record the actual performance.

This paper discusses the dewatering strategy adopted and the considerations and procedures required to incorporate a dewaterinq scheme into the Mt Whaleback mining operation. It concludes that in pit pre-dewaterinq has successfully allowed mining to progress below the standing water level with the minimum of disruption or radical change to the mining method. It is recognised however, that dewatering is not a static activity and there is a requirement for ongoing investigations and development. Pre-dewatering commenced in October, 1984. Purpose designed pumping trailers have been employed to minimise the loss of pump availability resulting from the frequent. need to remove and reinstall pumps when close vicinity blasts occur. To July, 1986, some 0.5 Mm' of groundwater had been pumped from the unconfined orebody aquifer. Mining has progressed to some 20 m below the standing water level without. any undue water associated problems. Ultimately, it is ,cheduled to extend some 300 in below the original water level in the West Pit. With the development of an increasing area of the mine below the standing water level, the influence of seasonal high intensity rainfall events, which had previously caused little concern, now need to be addressed. Pumping equipment has been designed to evacuate storm water at a rate consistent with mine production Considerations.

Charcoal produced from Syzygium Zeylanicum (local name: Yakada Maran = iron killer) trees were widely used in ancient Sri Lankan iron smelting practices. In this study, relict charcoal from Syzygium Zeylanicum tree trunks, branches and leaves were analysed for the first time. Unusually high concentrations of calcium oxalate (CaC2O4.H2O – CaOX) crystals were identified preserved in plant cell structures by optical mineralogy and SEM analysis. Thermogravimetric Analysis (TGA) of CaOX showed that it displayed three decomposition stages, releasing H2O at 177°C, CO at 493°C and CO2 at 750°C. Following the identification of CaOX in Sri Lankan charcoal, a series of reduction tests on a low-grade, high-P iron ore fine sample (high SiO2: 5 wt. per cent; Al2O3 4 wt. per cent; P: 0.135 wt. per cent) doped with CaOX were carried out at various temperatures. Samples were analysed by XRF, SEM and EPMA to determine the degree of reduction and the effect of reduction on the deportment of impurities, in particular P. Reduction tests at 800°C and 900°C with 5 wt. per cent CaOX showed that the reducibility increased to over 65 per cent. At temperatures above 900°C, P was located mainly within a fine, interstitial glass matrix suggesting that the CaOX flux enhanced removal of P from iron-rich pre-cursor phases to form glass. Preliminary magnetic separation tests to remove the P-rich interstitial glass were unsuccessful due to the fine grain size. Further complete reduction tests at temperatures above 1200°C with addition of coke to convert the iron oxides into Fem were conducted with samples doped with 10 wt. per cent CaOX, 10 wt. per cent CaCO3 and equivalent undoped samples. Results confirmed the preferential P-incorporation into a glassy matrix in the CaOX samples although some rare P incorporation into the metallic phase was noted. Experimental results, including comparisons with the CaCO3 fluxed and undoped samples, are discussed in view of the potential for CaOX flux for removing P (and potentially other impurities) from P-rich iron ores.

This paper present a modification of selected strength criteria for coal and rocks containing weakness planes. The three strength criteria, namely, Murrell (1965), Bieniawski (1974a, 1983) and Hoek and Brown (1980) have been assessed for coal (containing weakness planes) by using triaxial strength tests. Triaxial test results indicated that the strength of coal specimens depends on the weakness plane inclination with respect to the principal stress direction. However it is shown that with increasing confining pressure, the effect of weakness planes inclination on the strength of coal specimens is reduced. The constant parameters in the three failure criteria for coal are determined for each weakness plane inclination by using the Datafit computer program (nonlinear regression analysis) and the results are compared with other rock types.
