This paper describes the development of an approach to sustainable development for application at the feasibility study stage for a proposed bauxite mine near the community of Aurukun, south of Weipa on the western coast of Cape York Peninsula, Queensland, Australia. The general environment for development was complex in all dimensions. In particular, the socio-demographic profile of the Aurukun community (population 1200) characterised it as being amongst the most disadvantaged communities in Australia. The traditional owners of the area, the Wik and Wik-Way people, were at the forefront in the efforts of Indigenous people in Australia to secure land rights over the past 30 years, and they had previous experience negotiating an Indigenous Land Use Agreement (the Western Cape Communities Coexistence Agreement) with Rio Tinto Alcan, the operators of the Weipa bauxite mine. Through this they had shown a well-founded sense of entitlement with respect to the development of resources on their traditional land. The Queensland State Government had recently cancelled an existing mining lease over the bauxite resource as the holder of the tenement had not fulfilled the terms of a development agreement that had been in place for 30 years. The Government was anxious to avoid any future æbankingÆ of the resource, and had decided to offer tenure to the resource on an international competitive basis, subject to the requirements of the Commonwealth Native Title Act 1993. This would require a negotiation process with traditional owners and potentially involve companies with whom the traditional owners had no existing relationship (typically developed during the projectÆs exploration phase) and who possibly had no project development experience in Australia. As well, the State Government envisaged an approach to development that drew on the significant work that industry and other stakeholders had undertaken over the previous ten to 15 years, commencing with the mining, minerals and sustainable development (MMSD) process. This work was aimed at rectifying acknowledged deficiencies with industry recognition of stakeholder interests, in particular with respect to environmental management and socioeconomic development. The approach adopted aimed to define the strategic community interests and sustainable development outcomes to which the development of the resource would be expected to contribute, and to embody these within an easily usable management structure that could be applied to each stage of project development from feasibility study through to mine closure. The logical framework (AusAID, 2006; ICMM, 2005) was the management tool utilised to order the identified interests and desired outcomes. The structure included components aligned with the key areas of development interest expressed by the community, and the initial baseline sustainable development plan (SDP) developed established component objectives, outcomes, indicative outputs and activities for the feasibility stage of the project. This established an objective framework to guide potential bidders when developing their response to the State GovernmentÆs Request for Proposal. The paper will describe the evolution of the competitive process and the parallel process for development of the SDP. While the institutional environment was politically and socially complex, the use of simple visual representations of the environment and the analysis and ordering of issues, objectives and criteria through methods such as stakeholder analysis and the logical framework approach, enable the development of a dialogue on the contribution that the development of a mining project can make to sustainable community development, and for the development of an agreed program of community support to capture the contribution. The use of the logical framework was found to have good functionality for plan development. Achieving plan outcomes though, is highly dependent on the skill of key project personnel in facilitation, team building, conflict resolution and leadership, as well as their ability to influence the behaviour of key stakeholders with the capacity and authority to require the integration of local economic development criteria in to key project development decisions.

AustraliaÆs opal and sapphire mining industry has fallen from its peak in the 1980s and 1990s into a significant low today. This is not due to exhaustion of the resource, but instead an over-reliance of the Australian miner on achieving a fair price for the gemstone product from offshore middlemen dealers. Gemstone and geological research is also at a low as Federal higher education expenditure has fallen with research institutions relying increasingly on private funding in an environment of restricted autonomy and flexibility for researchers. What little remaining research skills the universities have is being bled into the private sector as a result of the mining boom and encouraged by lower than average academic salaries. Nevertheless, some highly innovative research has been taking place, often by self-funded individuals and retired academics simply with a desire to advance the understanding of the particular branch of science in which they are interested. New models for the formation of sapphire and opal are now beginning to be applied to the exploration for these gemstone commodities. This research, together with well thought out plans for managing the gemstone product through its value-adding steps to the jewellery retail level, has the potential to bring about a resurgence in the Australian gemstone industry.

This study focuses on the recovery of valuable metals, specifically silver (Ag) and palladium (Pd), from copper-containing sludge (with copper content less than 20 per cent) generated during PCB processing and from spent petrochemical catalysts used in vapour decomposition during oil refining processes. The present results indicate that an increase in the mixing ratio of alumina-based spent catalyst leads to a decrease in the recovery rate of Ag and Pd. The recovery rates for Ag and Pd range from 84 per cent to 96 per cent and 80 per cent to 98 per cent, respectively. This trend is attributed to the increased emulsification of copper droplets containing Ag and Pd in the slag. The emulsification is caused by the decrease in the settling velocity of the copper droplets due to the increased viscosity of the slag as well as by the decrease in the slag-metal interfacial tension due to an increase in sulfur content at higher mixing ratio of spent catalyst.

Best practice for the submission of samples to an internal or commercial laboratory requires quality control materials to be included for the purpose of independently and comprehensively assessing laboratory performance. These quality controls include the use of certified reference materials (CRMs) and may be blind to the laboratory. Iron ore companies purchase these materials from reputable manufacturers from stock of run-of-mine materials at the appropriate grades. The international standard, ISO 17034 (ISO, 2016), specifies the competency requirements for organisations manufacturing reference materials, and includes rigorous requirements for the assessment of homogeneity, stability and establishment of property values and their uncertainties. Homogeneity is one of the most important measures of suitability for all certified reference materials and refers to the degree to which the composition and properties of a sample are uniform throughout the batch, relative to the analytical precision of the method. More specifically, homogeneity studies of candidate reference materials should be assessed for both within sample variance and between sample variance with appropriate statistical controls. The design and application of homogeneity studies are discussed as they apply to both crushed and pulverised reference materials. Crushed certified reference materials have been utilised by the iron ore industry for a number of years and provide the user with a critical assessment of variances in sample preparation in addition to analysis. Crushed reference materials are similar in presentation to an RC sample and are generally used as discrete parcels of material submitted to the laboratory from the field. Pulverise certified reference materials miss the sample preparation step and are subsampled from th delivered sachet at the point of analysis. This paper compares the relative homogeneity performance of crushed and pulverised certified reference materials by grade across key iron ore chemical constituents. Outcomes are benchmarked to the international standard ISO 9516 (ISO, 2003) for the determination of various elements in iron ores by lithium borate fusion and X-ray fluorescence. Practical implications are discussed with reference to a case study from an iron ore laboratory in the Pilbara.

Philsaga Mining Corporation (Philsaga) had three main aims in converting their lining system from steel to metal cap. They wanted to increase mill availability, minimise localised high wear and optimise particle breakage to deliver increased efficiency within the milling circuit. Combining Discrete Element Method (DEM) modelling and empirical interpretation of liner wear resulted in a rigorous approach to understanding the impact of mill liners on overall mill performance. This new understanding was subsequently used to not only derive a new lining design to optimise performance and thereby improve overall plant economics, but also to guide further lining development.In this work, detailed DEM modelling, developed from actual plant data, together with optimising liner design for wear paved the way towards the installation of a Metal Cap lining system at Philsaga’s Ø6100 mm SAG Mill. The results were a reported increase in SAG mill throughput of 16 – 20 per cent due to improved breakage through more efficient use of installed power, a reduction in localised high liner wear with overall increase in liner life and reduction in liner replacement time. Site also reported an increased gold recovery of 2 per cent which the improved breakage might have contributed to. This paper will present the design challenges and compare the Metal Cap lining systems performance against Steel lining system. Mining is a global industry. The conference is a good example of this, as itÆs jointly organised by professional associations from Canada, Australia and South Africa, and has attracted speakers and delegates from around the world. I commend the organisers for their initiative. I am pleased to be asked to participate in this panel û although I would hasten to add I see myself as perhaps an informed observer rather than an expert. It wonÆt be news to most in this room that AustraliaÆs mining sector is booming. As one of the most productive and diversified mineral regions in the world, this activity is also something that has not escaped the attention of CanadaÆs largest mining companies! This means that I follow what is happening in the industry and more specifically what might be occurring here. Two-way investment between Canada and Australia stood at $9.8 billion in 2005 with Canada as the seventh largest overall investor in Australia with $8.22 billion in investments. The majority of this investment is by Canadian minerals and metals companies. In recognition of the importance of Canadian investment in this sector in Australia, I maintain close contact with our companies. By way of example, in the past two months I spent a week in Western Australia visiting Perth and meeting with companies for example, like Teck Cominco and LionOre as well as seeing various Barrick Gold operations in Kalgoorlie. I attended the opening of AlcanÆs new Asia Pacific Headquarters in Brisbane in August and just two weeks ago was in Cowal, NSW for the opening of BarrickÆs new mine there. Having met with BHP Billiton in Vancouver, IÆm equally aware of active Australian mining interests in Canada. This is not designed to indicate how active I am but rather to demonstrate the dynamism in the mining industry and the diversity of Canadian mining interests in this country and Australian interests in Canada.

The Ban Houayxai mine (BHX) is a relatively low-grade, low-cost, open pit gold-silver deposit in Laos operated by Phu Bia Mining, a subsidiary of PanAust. The ore production rate at BHX is 4.5 Mt/a, with direct tipping to a semi-autogenous grinding/ball mill circuit with a carbon-in-leach process plant. Approximately 100 000 oz of gold is produced per annum.The operation is located in mountainous terrain with minimal run-of-mine stockpiling. This results in limited capacity for blending from stockpile, with the mill instead reliant upon direct feed ex-pit. Since commissioning in 2012, the plant has seen significant variation in milling rates due to variability in the feed properties of the oxide, transition and primary ores. As part of an ongoing continuous improvement program, an integrated approach was initiated, focusing on maintaining and enhancing production in the future as the proportion of harder primary ore increases. This will specifically focus on direct blending from the loading face using the ore properties and blast fragmentation to maintain mill throughput.This approach was based on the concept of physical assets management, commencing with improving information and knowledge of the condition of the orebody through modelling the characteristics, variability and performance of the feed for processes relevant to throughput. These models are used to support both mine and process plant production planning.The key ore feed characteristics and parameters modelled for the life-of-mine are blastability index, powder factor, crushability or impact resistance and grindability. These predictive spatial models were based on the data from diamond drill holes used in resource definition and geotechnical drilling programs by integrating geotechnical, geological, geochemical and metallurgical data.At the early stages of implementation, the models are being utilised for ore blending decisions to provide guidance and support for budgeting, long-term mine planning, blast design for mill feed and providing the mill with an expectation of performance.CITATION:Jackson, J, Gaunt, J and Astorga, M, 2014. The Canahuire deposit is a recently discovered Au-Cu-Ag epithermal deposit in Southern Peru. A geometallurgy program is a key study element of the project Feasibility study. Metallurgical, mineralogical, and comminution studies have been completed over a suite of samples, spatially distributed among the various geological/ore domains. The early stage of Canahuire presents challenges as there is a lack of metallurgical information to guide geometallurgical sampling, in contrast with an established deposit at a more advanced stage of development or mining. Nevertheless, the available information will assist in the development of geometallurgical domains for Canahuire in order to ensure that future metallurgical, mineralogical, and comminution test work is representative of the deposit variability. This supplementary knowledge will be able to predict important metallurgical parameters which will be incorporated into a geometallurgical model to spatial predict material types, metallurgical recovery and through put. The information obtained will be a valuable addition to the future mine plan, influencing process design, engineering design, plant operation, operating and capital costs, and ultimately will reduce project development risk.

The concept of vertical pit mining has been developed as an alternative mining method for the exploitation from surface of small, vertical or near-vertical, massive orebodies down to depths of some 200 m, where ore extraction from conventional open pit excavations is rendered uneconomic due to high associated waste:ore mining ratio. Systematic lateral support maintains vertical pit sides, thereby minimising waste mining volumes. Stability analysis techniques have been developed for design of this lateral support, with the support quantum, primarily comprising long cable anchors, dependent upon country rock strength characteristics and pit configuration. Where the cost of support is less than the cost of the comparable conventional pit waste excavation, vertical pit mining becomes an economically viable alternative, additionally providing the benefit of reduced environmental impact and rehabilitation requirements for the mining area. The technique has been successfully applied for the mining of a chrome deposit in Zimbabwe to an 80 m depth, believed to be unique in the world, and a full feasibilty study for a 3000 m2 diamond pipe has been carried out for mining to 200 m depth.

The mainline running tunnels for Legacy Way comprise of two-lane tunnel boring machines (TBM) driven tunnels. The length of the TBM tunnel section is approximately 4.2 km. The TBMs employed are double shield TBMs. Typical support to the segment ring while advancing a double shield TBM comprises of filling the excavated annulus between the ground and the segmental lining by injecting pea gravel, followed with primary grouting to fill between the pea gravel some distance behind the excavated face. The methodology adopted for the Legacy Way project, however, did not follow this typical approach, instead, two component grouting of the annulus was carried out.Where the annulus is typically filled with pea gravel, support is provided to the segment ring very close to the end of the tail shield, whereas in the case of two component grout this is not practical as the risk of grouting in the tail shield is high. The staging of the two component grout injection, the grout early age strength properties become key issues in ensuring that the segment ring leaving the TBM tail shield is stable and can support the necessary external loads.Two-component grout is a grout with two components, cementitious grout (component A) and accelerator (component B), commonly adopted for earth pressure balance (EPB) TBM. The grout reaches its thixotropic state in a matter of seconds providing initial support for the segment rings. Manual injection of two component grout to fill the bore annulus was carried out in stages leaving a portion of the segment rings unsupported. Ring stability during TBM advance was provided by a combination of ram thrust and the segment circumferential joint shear connectors.This paper outlines the design considerations such as rock load derivation by probabilistic analysis carried out utilising the software JBlock, 3D finite element analyses using the software Strand7 for ring stability and the testing and back analysis of the shear connector load bearing behaviour. The results of full-scale tests on precast segment made at University of Roma are presented. The segments were cast using fibre-reinforced concrete produced without any traditional reinforcement, by using fiber made in high-strength steel and a new type of anchorage.Bending tests were performed in order to check the bearing capacity of the segments under the flexural actions; these occur during de-moulding, handling, storage phases as well as in the in situ condition (due to asymmetric soil pressure). Furthermore, point load tests simulating the TBM thrust were performed, in order to study the construction phase (excavation).The results show that the segment response largely respects the material testing and design advice according to the Fib Model Code 2010. Conventional processing of poly-metallic gold containing flotation concentrates are challenging for a number of reasons. One reason is that substantial copper and zinc in the cyanide leach solution compete with gold and silver for carbon adsorption sites. In this study, metal-cyanide adsorption kinetics and equilibrium are measured on three samples of coconut derived activated carbon and one sample of synthetic carbon. Loading selectivity was confirmed to be in the order gold>silver>copper>zinc for all carbon samples. The raw material handling complex at the Durgapur steel plant provides iron ore, crushed coke and flux to two sinter plants. Either some facilities were not envisaged or not properly designed before the project stage which caused problems during operation of the plant. The absence of an in situ roll turning facility, used to increase maintenance activities for disassembly, transportation of rolls to central machine shop and assembly of rolls, led to decreased crusher availability and increased activities for the maintenance crew. The provision of a smaller vibro feeder/screen in place of a suitable sized screen caused jamming of the screen deck, adversely affecting screening efficiency and the crushing index of crushed coke. Some design modifications and developmental work was undertaken, such as the development and installation of an in situ roll turning facility in the existing limited space, achieving low feed (0.1 - 0.2 mm/rev), lower cutting speed of 30 - 40 m/minute for 350 BHN hard roll, which was also a difficult engineering challenge to bring within the tolerable limit of vibration. This was successfully achieved. Modifications to the screen deck, introduction of differential speed crushing and modification to the vibro screen and vibro feeder for uniform distribution of feed have been incorporated. These innovative design modifications to the in situ roll turning have led to a drastic decrease in maintenance activities and an improvement in the crushing index. Modifications to the screen have resulted in the elimination of jamming and improved screening. Modifications to the vibro screen before the primary crushers and to the vibro feeder before the secondary crushers have prevented excessive wear in the central portion of rolls, ultimately leading to increased roll life. Incorporation of differential speed crushing has resulted in an increased crushing index and decreased generation of micro fines. All the above modifications have led to distinct improvements in equipment availability, increased roll life and a decrease in maintenance activities and improvement in crushed coke granulametry, ultimately resulting in improved productivity and quality of iron ore agglomeration at the sinter plant. The innovative design modifications mentioned above are discussed in detail in this paper.

TSL Concepts and Practical Examples of the Non-Reactive System - Meyco TSL 865 Thin Spray-on Liners (TSLs) have been intensively investigated by mining and chemical industries within the last decade. Apart from the basic concept of spraying thin liners, expectations of the product's performance vary, eg immediate active strata support is seen as a key to control the ground permanently. For many coal mines this is an important factor to reduce maintenance in their roadways and enable permanent production from the long wall. In opposition to a passive mesh system this technology offers immediate active support to the strata. But not only coal mines are interested in TSL technology, there are potential applications in hard rock mines, during shaft sinking, pillar support and as an anti-weathering sealant. This paper will explain the advantages and disadvantages of TSL concepts; it will give examples of successfully applied TSLs with a main focus on the non-reactive and flexible system MEYCO TSL 865 by BASF. Furthermore, it will indicate the limitations and discuss briefly the bearing capacity and reasonable lab testing of such systems.

Rio Tinto’s Hope Downs Operations are currently mining iron ore in their South Central Pit. Prior to the commencement of mine operations, Hope Downs carried out an extensive archaeological investigation and identified an ancient rock shelter lying within the proposed mine boundaries. The site is significant to the traditional owners/custodians of the land in this part of the Pilbara, and thus the final pit design was changed to preserve the rock shelter, which now lies 30 m outside the mine boundary. In order to further preserve this ancient dwelling from blast-induced damage, blast design procedures were improved over time to minimise the vibration impact when blasting close to the shelter. Blasting and vibration monitoring commenced in May 2008 using pyrotechnic delay sequences and normal-direction firing. In October 2009 electronic delays were used to reverse-fire blasts close to the shelter in order to create a damage zone between the initiating holes and the rock shelter. A detailed statistical analysis of the vibration data shows a reduction in the higher levels of vibration for blasts fired after October 2009, which is most likely caused by the created damage zone. In May 2010, a site-specific vibration model was developed and implemented, and based on Monte Carlo waveform superposition. This model was used to give a further insight and improvement to the blast delay sequences when blasting close to the shelter. However, such models are expensive to implement and have limitations, which reduces their potential for estimating the probability of getting an excessive vibration due to a given blast design. In this regard, it is more realistic and significantly less expensive to use a recently developed probabilistic analysis based on simple charge weight scaling. This analysis shows that there was a higher probability of exceeding prescribed vibration limits at the rock shelter for blasts fired before October 2009 than there was for blasts fired after October 2009.

The power station went into operation in 1931, when the installed capacity was 12,500 kVA. with a loading of 4,000 kVA. In 1936 the loading increased to 6,750 kVA. which necessitated the addition of a third set which went into operation in 1937, the installed capacity at that date being 18,750 kvA. with a loading of 7,000 kVA. This remained fairly constant until 1945, when a gradual increase was noticed, the loading in 1952 being 10,598 kVA.With the addition of the copper plant, additional generating capacity was required and it was decided to raise the installed capacity by the addition of a fourth set to 34,375 kVA. with an expected loading, when producing copper, of 20,000 kViA.MAIN POWER PLANTThis consists of three GiE.e. alternators of 6,250 kVA. or 5,000 kW. at 0.8 P.F. rating and one G.E.C. alternator of 15,625 kVA. or 12,500 kW. at 0.8 P.F. rating, making a total generating capacity of 34,375 kVA.Each alternator is driven by Fraser and Chalmers turbines at 3,000 r.p.m.SYSTEMThe main 3 phase 3 wire 3,300 volt distribution system has the neutral point of alternators earthed through by one or two earthing resistors designed to limit earth fault current to 3,000 amp. for 20 seconds, in the case of the large machine, and to 1,100 amp. for 10 seconds, in the case of the smaller machines, or full load of either size machine at rated voltage.

As mine head grades decline and orebodies become more complex, traditional mineral processing techniques and flow sheets to achieve saleable concentrate become more difficult to design and construct. Mines with lower quality concentrates or concentrates with penalty elements are particularly under threat. The economics of such operations are far more susceptible to metal price fluctuations, concentrate treatment terms and the availability of other, cleaner concentrates. Additional value may be realised for these orebodies through improved recovery by producing a low grade middling concentrate for further processing, in conjunction with a saleable concentrate.The most economic effective way to reduce impurity levels is to do so as early as possible in the mining value chain. Technologies such as fine grinding and fine particle flotation are well established as effective methods for impurity rejection in mineral processing. What is often overlooked is how a hydrometallurgical process could also be integrated in the overall flow sheet to achieve higher overall recovery at the mill. In the base metals environment, this is probably because hydrometallurgical processes are associated with production of metal, or require the use of expensive and toxic precipitating agents once the minerals of interest are in solution. These processes can be very expensive, particularly with rising power costs and poor economies of scale in capital costs associated with low production rates from middling streams. Glencore Technology (GT) has recent experience in the treatment of middling and low grade concentrate streams and also tailings streams to complement a concentrator flow sheet in a refractory gold and base metals setting. The value proposition is the isolation of a low grade middling concentrate from the primary circuit or the tailings stream for upgrading to an intermediate product with an equal or higher grade than the primary concentrate to allow blending for sale. This allows the plant to operate on a more favourable part of the grade-recovery curve while avoiding the expense of metal production. For existing operations this is particularly attractive since it can be added to the flow sheet with no process interruptions. Many open cut mines extend to depths well below the natural water table level with constant dewatering required to maintain operations. When mining activities cease the groundwater starts to fill the void and pit lakes form. The resultant pit lake is directly connected to the surrounding water table and understanding the hydrological and chemical evolution of these lakes is important for minimising environmental impacts. In Western Australia alone there are currently 1800 mine voids and more than 150 mines operating below the water table (Johnson and Wright, 2003). In conjunction with BHP Billiton Iron Ore, CSIRO has been undertaking research to measure and model rates of evaporation from pit lakes in the Pilbara region of Western Australia. "There has been a revolution occurring in underground mining over the last several years, where big headline items such as the Internet of Things (IoT), optimisation, managing data, data mining etc – the list of current catchphrases, goes on. In the end these are nothing new; but the ‘things’ (sensors) are becoming smaller, cheaper and easier to deploy, and the analysis much more powerful as computer processing speeds increase. However, to take advantage of the myriad of devices out there and gain the processing power to analyse and use the data, a reliable ‘conduit’ is needed for that information to be delivered where it can actually be used. That is, a high quality data network.Modern mining is like any other industry in the information age: the access to reliable data is the first, critical step in improving productivity (Stevens, 2015). The convergence of communications onto an IP (Internet Protocol) backbone has been the driving force in enabling the productivity gains in general industry over the last two decades.This paper overviews how this technology has developed as an enabler in accessing productivity and safety benefits, and how it has used access to large amounts of data to manage mining processes underground. Reams of data are useless, but with the reliable receipt, analysis, processing and feedback system in place to use that data, benefits can be realised.Automated mining systems are increasingly being seen as a key requirement for a productive mining operation, and the importance of an integrated communication network infrastructure to support such systems is growing. Another emerging driver is the much talked about IoT and data analytics, both dependant on reliable, accurate, high volume data.The author will outline how communication infrastructure is fundamental to the operation of such systems, and explain why the resultant communication networks require much more than just increased bandwidth (data capacity) to properly support the automation and other data hungry systems within the overall mine operation.Mining operations embarking down this road are discovering that the required network must be based on a true enterprise level architecture to, not only enable the mine’s current plans for remote or automated mining, but also to provide a scalable and integrated platform for future developments. The emerging issues for the communication network to truly support automation systems include: increased complexities of operating and maintaining multiple networks integration issues with disparate systems problems with reporting, particularly as demands for corporate reporting and compatibility with enterprise systems become the norm ongoing management challenges, which will only increase with the proliferation of new technologies.How certain mining operations lay the necessary foundations to meet their current requirements, while supporting their visions for a more automated and proactively managed mine, will be explored.CITATION:Kent, D, 2017. The design of composite materials for wear resistant service aims at com- bining two or more materials in such a way as to achieve unique and useful properties not generally available in any single homogeneous material. Properties and applications are presented of what might be described as a new generation of wear resistant materials, namely, metallic and part- metallic composites suitable for use in the high abrasion/moderate impact environment encountered in the crushing and screening of ore. Significant cost performance benefit can result from the use of such materials and several specific case histories are discussed. Some promising new developments, utilis- inn white iron and rubber, as yet in the field testing stage, are reviewed. Further comments are offered foreshadow- ing new composite developments, as yet untried but which appear to h,uve merit.
