Recovery of phosphate concentrate has received increased attention as the existing mine and plant production capacity limitations of the Texasgulf Inc. Aurora, North Carolina Mine are reached. Improved mining techniques and mineral processing of waste streams offer a potential to increase overall phosphate production without major expansion of the Mining facility. Innovative processes have been or are being identified to maximize pit mining recovery and to minimize losses in waste streams, resulting in more effective use of the valuable phosphate natural resource. This paper will describe the various continuous recovery improvement programs being implemented to achieve this goal.

The Roybal Raise incorporates the simplicity and low cost of a short bald-headed raise while overcoming the usual impediments to driving a high baldheaded raise. The concept provides for speedy excavation and maximizing the use of the excavated opening, using the rock for structural support. The design is simple: two baldheaded raises are driven parallel to one another, interconnected by dogholes about 8 m (25 ft) apart. In this fashion, the raise can be driven safely and efficiently to 60 m (200 ft) or more. When the raise is complete, the excavation requires no timber for support or partitioning. Rather, the rock itself supports the construction. As a test, a two-compartment Roybal Raise was attempted at the Independence mine in the Willow Creek District of Alaska. One side was driven 2 x 2 m (6 x 6 ft), intended for a manway and equipment skip. The other was driven 1.5 x 1.5 m (5 x 5 ft) for a muck compartment. Both sides were driven at a 65° angle from horizontal and 1 x 1 m (4 x 4 ft) dogholes spanned the 4.6-m (15-ft) pillar between the two compartments. After topping out at 50 m (160 ft), the raise was found to meet all expectations of efficiency, low cost, and practical simplicity. Technique Preparing the Roybal Raise for driving involves no elaborate or costly site prep except assembling materials and providing for muck removal. Normally, the raise muck falls directly onto the sill or track and is picked up either by an overshot mucker or a front-end loader. Raise mining proceeds initially by taking up both compartments simultaneously to the first doghole. It progresses by alternating one side as a clear manway for access with the other side, the active side, as a muck compartment (Fig. 1A). This stage proceeds quickly for no mucking or staging is required to cycle the first three rounds. On the fifth round, in addition to the normal raise round, rib holes are winged out toward the adjacent raise, thus starting the dogholes. Finally, as the sixth raise rounds are drilled and shot, the first doghole is also completed from both sides. The second stage commences by establishing one side as a clear manway for access while the other side, used as a muck compartment, is prepared for active mining. Figure 1B illustrates this step in the succession of raising with the active side advancing to the second doghole level. During this stage, services are maintained through the manway side and equipment is stowed in the doghole during blasting. As the active side advances, muck may be allowed to fill the bottom portion of that side since it is unnecessary to clear it for access. The next stage of raising involves cleaning out the former muck compartment and preparing it for use as a manway. At the same time, the former manway is prepared for advance and use as a muck compartment (Fig. 1C). As in the previous step, the same doghole is used for access and equipment storage. The active side advances until the second doghole is completed, at which point equipment and access are moved to the new doghole. From there, the active side is driven past the second doghole 8 m (25 ft) more to the third doghole level. Again, half of the doghole and the next raise round are mined. The fourth stage involves switch ing back the manway side for the muck side (Fig. ID). The new muck side is driven to the third doghole where equipment storage and access are reestablished. From there, the active side is advanced to the fourth doghole. In the same fashion, the raise is advanced to the top, alternating the manway side with the active side, maintaining access through the inactive manway, and storing equipment in the uppermost doghole. The results of an experimental study on the dispersion and deposition characteristics of fine coal dust in mine airways are presented. Experiments were conducted at various flow velocities using bituminous and semi-anthracite-coal dust which had a large proportion of dust in the respirable size range. Cross sectional variations in the concentration of dust at various points in the airway were also measured. Instruments used in the experiments included gravimetric samplers and impactors. Concentration measurements were made both for the respirable and total airborne dust. The experimental design, sampling procedures and results are discussed. The study is aimed at providing a better understanding of the temporal and spatial behavior of dust particles in underground mine airways.

It was shown previously that chalcopyrite could be floated without using a collector when the ore samples were treated with small amounts of sodium sulfide (Na2S). The role of this reducing agent was considered to be one of a cleaning agent to remove the hydrophilic surface oxidation products. It was later found, however, that the collectorless flotation could be obtained only under slightly oxidizing conditions. This might suggest that collectorless flotation is not due to the clean surface but to the elemental sulfur which may be present as an incipient oxidation product. Therefore, a search for the presence of elemental sulfur has been made by means of ESCA, mass spectrometry, and solvent extraction followed by W spectrophotometric analysis. On the basis of these results, the mechanisms of collectorless flotation are discussed.

In 1968 three historical rockbursts had occurred at Bibai Coal Mine in Hokkaido. At the time they had been observed by several seismic observatories as natural earthquakes away more than 100km from Bibai City. These facts taught us that the occuerrence of failure yielded in underground opening that was accompanied with seismic wave could be observed by seismometer on the surface. After two years from this desaster, the study concerning to microseismic events generated from underground mining panels has been begun by researchers with heart-throb.

5 miles of soft ground tunnel excavation for the SAWS W‑6 project finished months early despite difficult conditions. Success was achieved using TBMs and other equipment built long before most of the crew was even born. The old school means and methods easily adapted to the conditions encountered and were key to the project’s success. Unfortunately, an industry trend is to specify more “advanced” equipment which can sacrifice adaptability or productivity for a perceived reduction in risk. This case history discusses when traditional methods may be the best option.

The principals of McCabe Industrial Minerals, Inc., have been involved in the mining, processing, and marketing of nonmetallic minerals for more than 40 years. In addition to marketing nonmetallic minerals produced by other companies, McCabe Minerals owns and operates three plants that produce headlap-roofing granules, with 25 employees and annual sales approaching $6 million. During its 22 years of operation, the company has developed many different markets, and a list of factors that is used in making our marketing and feasibility studies. These criteria (Table 1) are used extensively by the company in all of its projects, and we present this and other data about the company in this brief report. The mined coal bed and surrounding strata are both sources of methane which must be control led during mining. During developmental mining, the mined coalbed is the primary methane source; during retreat longwall mining, the primary methane source is the overlying strata. Underground technology is being developed to control both sources. This technology involves drilling long horizontal drainage holes into the mined coal bed and relatively short holes (less than 152 m or 500 feet) into the overlying strata. Because of the large volumes of methane that flow from such drainage holes and the limited ventilation available for in-mine dilution, underground pipelines are used to transport the drained gas to the surface. Large- scale in-mine degasification demonstrations showed reductions in methane flow of up to 70% during developmental mining.

The paper discusses the background and theories of the conditions that led to the settlement of a Lovat TBM mining in an earth pressure balance mode on a recent project in Milwaukee, Wisconsin. The settlement occurred independent of human error and caused the cost of the project to increase 50 percent. The project was mined in the highly congested downtown area in alluvial and estuarine deposits, 7.6 m below the water table with a prescribed contract requirement that precluded dewatering in deference to concern for foundations of adjacent existing buildings.

"The proposed Minne Lusa Stormwater Conveyance Sewer is part of the Phase 3 Major Combined Sewer Overflow projects to be scheduled as part of the City of Omaha’s Long Term Control Plan (LTCP). The system features a 6,100 foot long, 14-foot inside diameter tunnel to provide for conveyance of separated stormwater from previously completed and future LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The tunnel will operate as a pressurized system and convey flows of up to 2,500 ft3/s resulting from a 10-year, 24 hour storm event. This paper provides a synopsis of the project with a focus on the overall design aspects related to siting the tunnel alignment in an urban environment, the hydraulic analyses performed to choose a pressurized system rather than an open channel system, and expected geologic conditions. Tunnel alignment and profile and geological profile are presented, as well as an overview of the construction related impacts considered during design. PROJECT BACKGROUND The proposed Minne Lusa Stormwater (MLSW) Conveyance System will provide for conveyance of separated stormwater from previously completed, and future, LTCP sewer separation projects to the expanded Storz West and Pershing Detention Basins and subsequently, the Missouri River. The project location is representatively shown on Figure 1; the overall conveyance system is represented in Figure 2. The MLSW Conveyance System consists of three separate construction contracts under Contract Numbers: OPW-52004 – The Storz West Detention Basin to 31st & Paxton Tunnel; OPW-52454 – The Storz West/Pershing Detention Basin Grading and Improvements; and, OPW-52752 – The Pershing Detention Basin to ML Outfall Channel. This paper focuses on the project covered under Contract OPW-52004: design and construction of an approximately 6,110 feet 14-foot inside diameter (ID) tunnel, constructed using a Tunnel Boring Machine (TBM). The tunnel will receive flows from the Paxton Boulevard (PB) and the John Creighton Boulevard (JCB) Stormwater Conveyance Sewers and convey the flows to the Storz West Detention Basin, resulting in CSO volume and flow rate reductions to the Minne Lusa Outfall Channel and the North Interceptor."

In mid-1972 we determined that a fresh approach to coal mining research was needed for the industry as well as for Bethlehem. The reasons to us were obvious: Productivity was in the throes of a steady decline, and labor and maintenance costs were spiraling upward. Yet, despite this predicament, nowhere in the U.S. at that time was there a comprehensive and coordinated research and development plan in the offing. The Bureau of Mines had not yet been charged with such a responsibility, and industry was content to rely on machinery manufacturers for innovations. After studying our own mining practices, the state-of-the-art of mining research elsewhere, and development work by manufacturers, we presented a comprehensive research package to our management at the end of 1972. The ideas and experience of many operating and management personnel in our Corporation contributed to the formulation of the final plan as approved.

A recent advance in slope dewatering-depressurization and stabilization is the use of vacuum assist horizontal drainage. (Brawner and Pakalnis) Horizontal drains have been used for several decades to reduce water pressures in slopes to improve stability. The benefit from vacuum assist arises from an increased hydraulic gradient caused by an induced negative atmospheric pressure. A research program included a laboratory model whereby the effects of vacuum drainage were evaluated. Three case studies are described where the technique has been successful. The first is in a rock slope where flows increased from 0.1 1/min. under gravity drainage up to 1.2 1/min, upon vacuum. The second study involves installation of 17 drains placed at a slightly downward gradient to intercept and de- pressurize aquifers under a major tar sand deposit in Canada. The third study was on a large open pit copper mine in British Columbia where flow increased about 30 per cent.

The Comprehensive Environmental Response, compensation, and Liability Act (CERCLA -commonly referred to as Superfund) was passed into law in December 1980 in the wake of such incidents as Love Canal and the Valley of the Drums. Superfund was originally perceived as a way of cleaning up spills of hazardous substances and/or cleaning up abandoned hazardous waste dumpsites. In February 1981, Michael Cook, EPA deputy assistant administrator for hazardous emergency response, called Superfund "a tremendously powerful law. It could revolutionize the way the environment is protected, but we certainly don't intend to realize the full potential of the law for some time." These words have proven prophetic for Asarco's East Helena Smelter.

Limestone and Dolomite quarries located near Salto-De-Pirapora, Arroia Grande Gaucho, Conde Francisco and Candioita probably represent the closest, major sources of high quality lime and cement grade carbonate rocks to the major population center of Sao Paulo Brazil. The nearest major city to most of the limestone - dolomite sources is Sorocaba and Palma. All of the mining properties visited during this study are located in the state of Rio Grande Do Sul at approximately -32 degrees south latitude and -52 degrees west longitude, southwest of the major port city of Porto Alegre.

The year 1867 marks the first year of commercial production of phosphate rock in the United States. South Carolina produced almost all of the domestic output of mineral phosphate until phosphate mining began in Florida in 1888. During the period 1868 to 1949 the total marketed production of domestic phosphate rock was about 186 million long tons of which 71.5 percent was produced in Florida, 18 percent in Tennessee and 7 percent in South Carolina (1). From 1949 through 1960, Florida phosphate rock production has ranged Prom 71 to 77 percent of the total domestic production. Since three-fourths of the domestic phosphate production is from the Florida field, and since most of the phosphate from the Tennessee and Western fields is not processed, but used directly as electric furnace burden, this paper will concern itself almost entirely with water requirements for mining and processing ore from Florida. Figure 1 summarizes phosphate rock production for Florida vs. total United States production over the period 1947-1960.

High pressure acid leach (HPAL) and pressure oxidation (POx) or pressure leaching extraction processes occur in autoclave vessels operating at elevated temperature and pressure, acidic conditions with abrasive mineral slurries. The harsh process conditions require specialized severe service metal seated ball valves to support operation of the vessels. Over several decades thermally sprayed titanium dioxide (TiO2) and chrome oxide (Cr2O3) coatings have been applied to extend the service life of the ball valves and other high wear critical components. Variability in the coating application quality control and severe process conditions can result in spalling, coating failure and premature failure of the component resulting is decreased autoclave circuit availability. In 2012 MOGAS, together with BRENCO, initiated research and development for ML-381, metallurgically bonded coating. This paper includes the historical development of severe service ball valve coatings, success of the trials and increasing industry adoption of the ML-381 coating for ball valves and other critical autoclave circuit components.

Adsorption experiments were conducted at two different solids loadings, to investigate the mechanism of oleate adsorption on apatite. Adsorption density at pH 10 was found to be dependent on solids loading in an oleate concentration region where surface precipitation could occur. Analysis of adsorption isotherms indicated three distinct regions of adsorption. In the region I (below the region of calcium oleate precipitation), molecular adsorption was observed. Simultaneous molecular adsorption and surface precipitation occurred in region II, while surface precipitation was predominant in region III along with some bulk precipitation. Correlation between flotation of apatite with sodium oleate and the mode of oleate interaction with the surface is established.

Coal mine ventilation systems are often subject to high leakage rates. As a result, changes in airflow resistance will strongly affect the efficiency with which air is delivered to the working place. One major source of airflow resistance is the line brattice used to direct air from the last open crosscut to the working face. Because it is a great distance from the fan, the resistance of the line brattice can result in more overall leakage than an equivalent resistance closer to the fan. Substituting auxiliary fans for brattice eliminates this source of resistance, with improvements in system efficiency and cost. Also, in some mines, the leakage that leads to spontaneous combustion can be reduced. The benefits obtained by several different brattice and fan substitutions have been studied by Mine Ventilation Services, Inc., under contract to the Bureau of Mines. Changes in main fan duty were compared with additional costs associated with auxiliary fans. Results indicate that in some circumstances, considerable leakage reductions and cost savings are possible.

We will introduce the Small Business Liability Relief and Brownfields Revitalization Act, which is an amendment to CERCLA and the types of sites it includes and excludes, especially as related to mine-scarred land. We will also describe the types of available funds, whether they are competitive or not, what entities are eligible to receive them, and how to access them. We will introduce the legislation’s liability provisions; for example, the recently issued interim guidance clarifying some of the conditions that contiguous property owners, bona fide prospective purchasers, or innocent landowners must meet to qualify for the liability limitations provided in the Brownfields Law.
