"The reduction behavior of low-grade lump hematite ore (100% 20-50 mm) has been evaluated by performing a series of coal-based direct reduction roasting tests followed by magnetic separation under different process conditions such as roasting time, temperature, reductant type and dosage, and grinding stage. To investigate mineralogical transformation and reduction characteristics of lump hematite ore, roasted ores and magnetic concentrates were analyzed by X-ray diffraction (XRD), scanning electron microscopy (SEM) with energy dispersive spectrometer (EDS) and polarizing microscope. The results have shown that a magnetic concentrate with a total iron (TFe) grade of 90.7% was produced at an iron recovery of 83.9% when lump hematite ore was reduced at 1,200° C for five hours using 35% lignite as a reductant followed by two stages of grinding, for 20 min and 30 min each, and low-intensity magnetic separation. The degree of reduction is closely related to the change in the internal structure of the roasted ore. Lignite with a higher fixed carbon content and lower ash generated roasted ore with a more highly porous structure, which provides better permeability of reducing gas. Magnetite, fayalite and wustite were the dominant intermediates of coal-based direct reduction of lump hematite ore. Parts of wustite reacted with SiO2 or Al2O3 in gangue and generated fayalite or hercynite. FeO in fayalite was replaced by CaO to produce wustite, which was finally reduced to metallic iron. However, Fe in fayalite and hercynite produced with low contents of CaO cannot be reduced into metallic iron. Introduction Low-grade hematite ore, characterized by low Fe content and high SiO2 content, cannot be treated by traditional mineral processing methods due to its nonmagnetic property and fine liberation size. The direct reduction (DR) roasting process has been studied and proven satisfactory in treating difficult-toprocess ores, such as low-grade nickel laterite oxide ore (O’Connor et al., 2006; Cao et al., 2010; Guo et al., 2011), high phosphorus oolitic hematite ore (Li et al., 2012; Yu et al., 2013), low-grade hematite ore (Wei et al., 2013;) and iron ore tailings (Li et al., 2010), which greatly expand the resources of usable iron ores (Srivastava and Kawatra, 2009). Therefore, the use of a DR process to treat low-grade hematite ore to produce direct reduced iron (DRI) is of great interest to many researchers of mineral processing and metallurgy (Weissberger et al., 1986)."

The Ohio Valley Coal Company is expand- ing its Powhatan Mine No. 6 near Alledonia, Ohio. This expansion includes a 20 rn (65 ft) height in crease for an existing 44 rn (145 ft) coal refuse - slurry impoundment dam. The dam is being raised by upstream construction which will involve placement of more than 15 m (50 ft) of new fill over an existing reinforced concrete decant structure. This structure is 0.76 rn (30 in.) square inside and its deepest portion was under 24 m (80 ft) of coal slurry and water. The top of the decant structure was not strong enough to safely support the new fill and, because of the slurry and water, there was no way to reinforce the structure from the outside. The structure was reinforced frorn the inside by sliplining 73 m (240 ft) of 0.66 rn (26 in.) OD, 0.53 rn (21 in.) ID polyethylene pipe, grouting around this pipe with cellular concrete. and constructing a steel-fiber reinforced micro-silica concrete transition at the upslope end of the pipe. Rehabilition of the decant structure was completed in August 1989. The rehabilitated decant structure is now performing satisfactorily as fill is being placed over it for raising the dam.

Research in the field of mining safety and health in the United States plays an important part in protecting the lives of miners. The National Institute for Occupational Safety and Health (NIOSH) Mining Program conducts surveillance, studies and developmental work aimed at improving the safety and health of miners. With recent reviews of the Mining Program by the National Academy of Sciences and the Mining Program response (NIOSH, 2008), the importance of setting goals, conducting high quality engineering and scientific research and evaluating the outputs, outcomes, relevance and impacts of these projects has been reemphasized. Surveillance of reported injuries is a first step in deciding on research directions and in designing specific projects. Groups of injuries often share features and attributes that suggest common causes and may respond to similar preventive efforts. Identifying groups of injuries also serves to prioritize intervention efforts. The Mine Safety and Health Administration (MSHA) Accident and Injury database (MSHA, 2008) provides individual case reports of mining injuries, illnesses and certain no-injury accidents (events such as roof falls that stop mine production or miners’ activities for more than one hour). This database is an indispensable resource for researchers and stakeholders needing information on the statistics of these events. From an epidemiological perspective, research projects target groups of miners at risk due to specific patterns of work, equipment, mine settings and the management of safety and health in their mines. Incidence rates are provided by the MSHA data for selected variables, such as surface/underground location, standard industrial classification and state. While incidence rates are the preferred measure for all variables, denominators are not typically available; for example, to more clearly understand the data about injury by occupational type, it would be necessary to conduct demographic surveys. A current survey of the demographics of the mining industry should be complete by 2010, which will allow incidence rates to be developed for a number of variables such as age, occupation and experience. This survey will provide the first update of its kind since the first survey was conducted in 1985. This report describes an alternative method of analyzing and presenting MSHA data for the purpose of identifying high-cost, high-severity injuries and illnesses. Researchers at the NIOSH Spokane Research Laboratory (SRL) developed programs to find the top five most frequent accident classes, natures of injury, types of accidents and other selected variables from the MSHA database. Studying these variables gives a cross-sectional snapshot of the most frequent groups of injuries within a commodity, regional group or time period, and allows researchers to quickly understand developing patterns for new research projects. As a Rock Mechanics investigator, the author has, Over his career, attempted to use his best knowledge in developing better rock control fixtures. Based on the experience of nine years of development of friction rock stabilizers, in 1980 he decided to launch a new investigation to develop a unique roof support fixture which would fit the coal mining market. The largest single user of roof bolts in the world is the American coal mining industry, historically using up to 100 million fixtures per year. In 1989 they used approximately 82 million fixtures.

INTRODUCTION In other chapters of this volume many of the important technical aspects in the design of concentration and dewatering circuits have been discussed. This chapter will deal with the steps necessary to bring that information together in order to produce the specifications necessary to purchase the equipment and complete the design. It deals with the plant as a whole rather than just concentration and dewatering, since the steps are essentially the same. Prerequisites to Engineering Design Feasibility studies will have been completed and design parameters established prior to the start of the engineering design stages for a metallurgical plant. The data base for the feasibility studies will have included laboratory and/or pilot plant test work, historical data, proposed plant site data such as climatology, topographic mapping, geological and geotechnical information. These studies will have established the general project design criteria as well as the process design criteria leading to the preparation of preliminary flowsheet ( s) and/or alternative process flowsheets. These will have incorporated metallurgical and material balances, allowing identification of major equipment items, and development of preliminary plant site plot plans. Preliminary technical and economic assessments and recommendations will have been prepared during this phase for Owner's review and evaluation of the technical, physical, and cost effectiveness of the overall project and its component process, process facilities, and supporting facilities elements. After Ownert s approval and decision to proceed, the engineering design can be initiated, using the above information as the basis. Engineering Design Phase The engineering design of metallurgical plants and their elements are generally developed in two sequential stages, namely: (1) Basic ("Front end") Engineering Design (2) Detail Engineering Design Figure 1 relates these engineering stages to the entire program from feasibility through construction.

INTRODUCTION This submission was made to the Royal Commission of Inquiry into uranium mining in British Columbia. It discusses the stability of waste rock piles that might be developed in conjunction with uranium mining and the control of leachates that might be generated within these waste rock piles over the short and the long term. Short term refers to the interval during which a waste rock pile undergoes either continuous, or alternatively intermittent development, and in general can be considered to extend over the operating life of the mine. Long term refers to the postmining period, i.e. after the ore-body has been exhausted, and mining operations have ceased. Two major classes of waste material are generated in the course of mining and milling operations. Tails, which are the solid waste materials produced by the milling operations commonly exit the mill in slurry form and are stored in tailing retention ponds. Management and control of these slurried wastes are the subject of other papers to the Commission and this conference. In the course of the mining operations, it may be necessary to remove rock materials that are below cut-off grade. That is, ore concentrations within some of the mined rock may be lower than the concentrations which on the basis of economic considerations justifies milling the material. Rock which is removed in the course of the mining operations, but which is below cut-off grade is referred to as waste rock. This waste rock is commonly consigned to a specific area for disposal where it is placed in a mound or pile, i.e. a waste rock pile. Ore concentrations within the waste rock may vary from zero to just below cut-off grade. Since an increase in the market value of uranium could at some time in future result in reduction of the cut-off grade, it follows that waste rock containing ore concentrations slightly below today's cut-off grade could become ore grade rock at some time in future. For this reason, the mine operators may deem it advisable to separate waste rock according to grade, and to consign the waste rock to two or more individual waste rock piles. For purposes of clarity and simplicity, this submission treats the stability of waste rock piles and leachate control in a manner which assumes that these potential problems are isolated and separate from other aspects of the mining and milling operations. For many site specific cases, the problem of potential leachate control might be integrated with the tailings management aspect of the project, thereby realizing economic benefits while at the same time reducing the potential for adverse environmental impact.

This paper describes a mineral dressing process for the upgrading of tin ores. The process described is called 'agglomeration' and. is similar in many respects to flotation. Many variables have been examined experimentally both on batch and continuous operations and are reported upon herein... Using a Mt. Pleasant tin ore, assaying 0.5% Sn, an upgrading to 8% Sn, with a recovery of 95% could be obtained by this process.

The intent of this paper is to try to answer the complex question: "How much grinding capacity should be designed into a new mining - milling project?" Much work has been devoted to the technical aspects of grinding, the "how" of grinding. But, in the writers' opinion, the economically important subject of optimizing grinding capacity in mill design has not received the attention it deserves, at least not in published literature. For the purpose of this paper it is necessary to distinguish clearly between optimizing operation and optimizing design. Optimizing operation involves making the best use of the available plant and equipment. Much excellent work has been done and is being done in this area. In operation, one can make tradeoffs of production rate and recovery, or recovery and grade, to maximize profits. However, this must be done within the limitations imposed in the design stage. Flexibility is limited by the existing plant. In project design, on the other hand., there are no preexisting physical limitations except as imposed by nature itself; the planners and designers have considerable latitude in their efforts to optimize the overall project. They have complete control over a large number of important design variables from the mine to the finished product. The grinding process design is one of these variables. It not only determines the capital cost charges for grinding and the maximum grinding capacity that operating management will have to work with, but also determines the range of capability of the auxiliary equipment, which fixes the degree of flexibility possible in operation. This paper is concerned with optimizing design rather than operation. The terms "optimum" and "optimize" are sometimes used in a technical sense in connection with grinding, recovery or grade. In this paper, these terms are used only in the economic sense. In this age of working large deposits of ever lower grade ores, it is in¬creasingly essential to design projects and plants for optimum economics, based on the most applicable economic. criteria. Since grinding represents a large part of both capital and operating cost of the project, and largely determines percentage recovery of metal, it should be included as one of the factors in optimizing the project design. This paper is written primarily with reference to medium to large copper concentrators employing conventional wet grinding. However, the principles involved should be applicable to other ores and other methods of grinding.

INTRODUCTION The decontamination of the former Shiprock uranium millsite and the interim stabilization of its tailings piles began in March 1974, and ended in June 1978. Personnel monitoring for whole body gamma ray exposure was conducted for selected individuals working at the mill site throughout most of this period. The millsite and exposure conditions are briefly described to develop a basis for interpretation of the exposure data. Millsite The Shiprock uranium millsite is located in the community of Shiprock, New Mexico on a bench overlooking the San Juan River (Figure 1). Both Shiprock and the millsite are located on the Navajo Indian Reservation. About 1.5 million tons of tailings were produced on the millsite during its operation from 1954 to 1963. The tailings were pulped with waste process fluids and water, and discharged to form two tailings piles. The piles (ponds, dams) were formed with earth starter dikes and the dikes were then raised using the separated sand fraction of the tailings. The slime fraction of the tailings were discharged into the diked impoundment. The mill was shut down and partially dismantled before the lease expired in 1973, and the remainder of the mill and tailings reverted back to the Navajo Tribe which was the lessor. Portions of the millsite were then occupied by the Navajo Engineering and Construction Authority (NECA), a tribal enterprise. In addition to its regular activities, NECA established an on-site training school for heavy equipment operators. The trainees principally used the south tailings pile as a practice area and spread the tailings into a 10 hectare row of raffinate ponds located along the southwest side of the millsite. Overall, the training activities inceased the effective area of the tailings piles from 20 to 35 hectares. Another 56 hectares were contaminated with wind and water eroded tailings. Exposure Conditions Persons decontaminating a millsite may be subject to radiation exposures from several sources. Only whole body gamma exposures are discussed in this report. These exposures are arbitrarily divided into three levels: high, intermediate, and low. The levels are related to areas in which the decontamination work was being done and have no connotation concerning imminent hazards. High exposures would result when persons were working with raw tailings, and intermediate exposures would occur when persons were working in the ore storage and mill yards. Low exposures would result from working in areas where surface contamination exists from wind and water erosion. [ ] The millsite and its contaminated environs were divided into major areas to facilitate the decontamination work (Figure 2). Sodium is a silver-colored metal that is so unstable that it reacts violently in the presence of water, and chlorine is a greenish-colored gas that is dangerous and lethal. Yet the combination of these two elements forms sodium chloride, commonly known as salt, which is a white-colored compound essential to life itself. Salt is perhaps the only mineral in the world that is used virtually by every human being in every country. Although its importance has diminished over time, salt has had a profound influence on history. Sources of salt have determined the location of cities, such as Salzburg, Austria, Salzgitter, Germany, Salt Lake City, UT, and Saltville, VA. Populations have migrated in search of salt, and wars have been fought to obtain or to protect it. Although there is no written record of when prehistoric man first discovered salt, he probably instantly appreciated its unique and distinctive taste and sought more of it. He noticed animals were attracted to salt springs and salt licks, where they satisfied their innate cravings. Man used this knowledge to hunt for food; where he found the salt, he would find the animals. Because prehistoric man was not aware of his physiologic need for salt, he automatically received his salt requirements from the meat of the animals he ate. A Mesopotamian tale tells of a wounded pig that ran into the ocean and drowned. After being recovered from the ocean, where it was saturated in the salt brine, the pork was found to taste better than unsalted meat. It was not until man graduated from a nomadic to an agricultural society when he introduced vegetables and cereals into his diet that he realized he needed additional supplements of salt. The Sumerians ate salted meat and used salt to preserve food about 3500 BC. In approximately 1000 BC, the Trojans learned to use salt for preserving fish. The maritime civilizations, such as that of the Phoenicians, engaged in an extensive salt trade throughout the Mediterranean. Many superstitions, customs, and traditions surround the religious, social, economic, and political aspects of civilization. Although some commodities have provided the basis of some ageless metaphors and cliches (i.e., heart of gold, strong as steel, etc.), none are more commonly used than those pertaining to salt. Being "the salt of the earth" referred to a person's worthiness, as referenced in Matthew 5:13 of the Bible. Someone "not worth his salt" reportedly was used in ancient Greece in bartering salt for slaves. When a laborer was worth his salt, he was paid a salary (sal is Latin for salt), a term still in use today that dates back to Roman times when part of a soldier's pay was salt rations. Fearing those around him, the Roman leader Pompey was known to add a grain of salt to his drinks as a supposed antidote to poison. Hence, "taking it with a grain of salt'' is to regard something with suspicion. The earliest known record of salt production was in China about 2000 BC when Emperor Yu decreed that salt had to be supplied to the court as a tribute. Because salt was a commodity that had universal demand, governments often intervened to control salt production and distribution to generate revenue for major national projects. State-run salt monopolies were common in history, such as in Rome about 506 BC. Revenue was also derived from taxes levied on salt sales. The word gabelle refers to the direct salt tax used in France. This tax was so despised that it was a major cause of the French Revolution. Although the tax was repealed in 1790, it was reinstated in 1805 to raise revenue for war. France continued to used the gabelle until 1945. Salt making was an important economic activity in many areas of the world. Archaeological evidence indicates that salt was quarried from hills near the Dead Sea before the Bronze Age. At Hallstatt in the eastern Alps of Austria, rock salt was mined as early as 1400 BC. Solar salt was being produced in the northern Yucatan peninsula by the Mayan civilization from about 50 BC to AD 300. Other than the prehistoric use of salt in the southwestern part of the United States by the Native Americans, the first production of salt by American colonists began in June 1614 on Smith's Island, VA, seven years after the founding of the Jamestown colony. The short-lived activity was in response to the high price of salt being charged by ship's captains who brought salt over as ballast from England. Although Nathaniel Loomis is credited with starting the first commercial inland salt production in the United States at Onondaga Lake in New York in 1790, salt had been made by individuals for private use years earlier. Indians had long known of the salt springs in the Kanawha Valley of Virginia (now known as West Virginia). In 1755, Mary Ingles, a white settler, was kidnapped by Indians and was forced to make salt from the saline springs. After her escape, she told other settlers how to make salt. At Saltville, VA, Arthur Campbell began making salt in 1782 by boiling brine obtained from salt springs. In 1799, William King sank a shaft about 3 m in diameter down about 61 m to the underlying Saltville salt deposits. The shaft flooded before he could extract any rock salt; however, King has the distinction of digging the shaft of the first salt mine in the United States. Fig. 1 shows the King site as it appears today in Saltville, VA. Production of brine from the shaft continued until 1892. Settlers moved into the Kanawha Valley in 1785, but it wasn't until 1806 that Elisha Brooks established the first commercial salt works in Kanawha.

I. INTRODUCTION Lawyers are a cautious breed; and it might be expected that a paper concerning a broad and complex area of legal regulation, prepared by lawyers for presentation to a predominantly non-legal audience, would commence with several caveats. Ours are the following: First, we have written a broad (and, in some instances, simplified) overview of the regulatory system and of some of the more important requirements generally applicable to uranium mine and mill wastes in the United States. Our paper is not a legal opinion setting forth all of the governmental requirements that would have to be met by any particular mine or mill. Similarly, we do not imply that the requirements we mention are necessarily applicable to each and every mine and mill in the country; depending on the facts, some of the requirements may be inapplicable or avoidable through exemption or variance proceedings. Compliance decisions and strategies for particular facilities must be considered on a site-specific basis. Second, we have undertaken merely to describe the regulatory framework and some of the generally "applicable" requirements which have been promulgated and proposed by administrative agencies. We express no opinion on whether, under the U.S. Constitution and statutes, the existing and proposed agency regulations are valid in general or as applied to any particular mining or milling operation. There are, of course, procedures for judicial review of agency action; and newly promulgated environmental regulations have frequently been challenged, with varying degrees of success, before the courts. For us even to begin to consider such issues would expand an already forbiddingly long paper to totally unmanageable proportions. Third, in light of the subject of this Conference we have limited our paper to the legal framework and requirements applicable to uranium mine and mill "wastes" -- primarily mine overburden and waste rock and mill tailings (including waste tailings solution). We treat operating discharges (e.g., emissions from yellowcake drying) only peripherally. Fourth and finally, it is important to note that this paper, at least in so far as it concerns the specific requirements of particular regulations, will likely soon be out of date in some important respects. The Black River Falls Mine is owned and operated by Jackson County Iron Company, a wholly owned subsidiary of Inland Steel Company. It is located in vest central Wisconsin, seven miles east of the city of Black River Falls. This is the first taconite plant in the state of Wisconsin. Iron mining started in this area in 1856 but soon failed due to the low grade ore and crude methods of mining and transportation. Inland Steel Company acquired the property in 1939. Some drilling and test work was done in 1940, but the economics of developing the property at that time were not favolable. Improved methods of concentrating and pelletizing in the 1960's made it possible to build the present plant. Due to the limited ore reserve of 45,000,000 tons with expected recovery of 33% it was necessary to limit the capacity of the operation to 750,000 TPY with a life of 20 years. There was some concern about an operation of such limited capacity. A million ton operation was considered the minimum size plant for a profitable operation.

During the past several years, Raymond Kaiser Engineers has prepared numerous studies concerning the technical and economic feasibility of coal exporting facilities in the western United States. Perhaps the most striking conclusion to be drawn from these efforts is that many people underestimate the complexity of the highly competitive, dynamic coal marketing system which includes coal loading terminals as an essential but relatively low-cost link in the energy production and delivery chain. The title of this paper, "The Status of Western United States Coal Ports - An Economic Assessment," should not delude anyone into thinking that the future of western U.S. coal- exporting ports has now congealed into a well- defined economic plan. As this paper will demonstrate, the situation is complex and more dynamic than ever and promises to remain so into the late 1980's.

Resource Engineering and Development, Inc. is designing and building a portable 150 to 225 TPD, flotation-cyanide leach plant with unitized, skid-mounted components. This plant design, with its portability, low capital investment, and high recovery of silver and gold from many partially oxidized ores, is well suited to treat many small, high-grade deposits, old waste dumps, and old mill tailing piles. A description is given of flotation and/or cyanide leach tests run on about 17 partially oxidized, newly mined ores; waste dump materials; placer slimes; and old mill tailings.

This session has been organized to suggest to you that the development of direct reduction is important to the iron ore mining and coal mining industries. The papers presented this morning will include a discussion of the costs of making direct reduced iron (DRI), the iron ore and coal supplies needed to produce DRI, the financing of direct reduction (DR) projects and, probably most important, the impact of the DR development on the iron ore and coal industries. For starters, this opening presentation offers a brief statement about DR practice and DRI, under the title that should surprise no one: "Direct Reduction: What Is It?" There is always the chance? that a brief statement may become long and complicated. But, by mixing some slides borrowed from Hal Lownie with a larger number of photographs accumulated from other sources, I hope to avoid such pitfalls.

The energy situation the world faced during the decade of the Seventies resulted in actions throughout the free world to reduce its dependence on OPEC oil. Many nations heeded the indicators early in that decade and commenced efforts to reduce their oil requirements. Those nations which did not heed these warnings had the message brought to them more emphatically in the last portion of the decade with the further rapid and continuing rise in prices of OPEC oil. Furthermore, the demonstrated unstable nature of large oil-producing countries has made it clear to all free world nations that their energy demands of the future must be provided for by some more stable and assured supply. Now, early in the decade of the Eighties, we see the need for expanded use of coal as an energy supply to be essential. The result in 1980 and 1981 has been a great increase in demand for steam coal worldwide. In essence, a new business for the United States has developed in steam coal export. In the United States, the large growth in foreign demand for our steam coal is now well recognized and documented. A major impediment in meeting this growing demand became abundantly clear in 1980. This impediment is the congestion existing at U.S. coal export ports. With the recognition of this constraint, a plethora of activity has been observed in announcements for alleviating the problem by improving and expanding current export port facilities. In addition to improvement and expansion, an abundance of totally new facilities has been announced in an effort to find ways to meet this large demand in the new business of steam coal export. This is needed; and hopefully, many of these plans will be translated into action. While total implementation of all stated plans is not expected, much of the implementation depends upon large- scale dredging, large waterside ground storage sites, and improved handling equipments in the conventional type of export ports. The time and capital required for implementation is great, and environmental problems associated with dredging are substantial. Host significantly, and unfortunately, implementation that does include dredging our ports will still not permit use of the truly large colliers of 140,000 DWT and greater, which are evolving as the "state of the art" in long-distance sea transport.

Recent advances in cloud computing and database technology developed for the Internet of Things offer a different way of working with these critical data sets. Enabling a cloud based, open data structure with high performance data analytics capability presents a compelling improvement in governance and a democratization of ore body knowledge that can lead to automation use cases that support the digitalization of mining.

The Atlanta Plane Train Tunnel West Extension is being constructed at Hartsfield-Jackson Atlanta International Airport using the Sequential Excavation Method (SEM). The tunnel has shallow ground cover and mixed-face conditions and passes underneath the SkyTrain and MARTA stations and airport terminal buildings. It includes a twin tube Bifurcation with a span of over 45 feet and ground cover of 12 feet. A flat roof is being constructed at the Bifurcation to maximize rock cover and minimize surface settlements. This paper focuses on design and construction challenges for the Bifurcation and tunneling beneath the world’s busiest airport, while minimizing impacts to operations.

INTRODUCTION In a very real sense, Butte, Montana is where the copper came from that won two world wars. The price for that unrestricted mining and smelting of copper came due in 1983 when Butte was declared a Superfund site. One of the most complex remnants of this mining history is the Parrot Tailings site. The Parrot Smelter operated from 1881 to 1910 moving Upper Silver Bow Creek to the south and depositing approximately 370,000 cubic yards of waste material adjacent to Upper Silver Bow Creek. Additional mixed waste from other processing sites deposited below the Parrot Tailings at the Northside Tailings, Diggings East and Blacktail Creek Berm total approximately 224,000 cubic yards of contaminated material. As part of the Superfund remedy, EPA proposed leaving all these wastes in place. This proposal prompted a detailed criticism by several geoscientists familiar with the site. The EPA’s 2006 Record of Decision (ROD) did in fact leave these wastes in place which set the stage for a series of studies which continue to refine how best to protect extensive completed Superfund Remediation downstream of Upper Silver Bow Creek. HISTORY OF THE PARROTT MINE AND TAILINGS Placer gold was discovered in Silver Bow Creek, the headwaters of the Clark Fork River only a few miles from the Continental Divide in 1864. This discovery lead to a stampede of placer and lode claims. One of the first lode claims located was the “Parrot” lode, located in the fall of 1864. Progress for developing a mine at the Parrott was slow and it wasn’t until 1876 that one of the original locators encountered a rich vein of chalcocite. Butte had its first copper mine! The Parrott mine was patented in 1879 and by 1881 the Parrot, having lost a “t”, concentrator and smelter were built. The smelter and concentrator were an immediate success with a considerable market for processing the District’s rich copper ore. In 1885 the employees of the Parrot Smelter bought the Butte Reduction Works, another smelter. In 1885 dams were built on Silver Bow Creek to contain various tailings and related processing byproducts (Figure 1).

The seismic vulnerability of the existing outlet tower at Lake Mathews reservoir, located in Riverside County, California, necessitated the design of a new outlet facility to assure serviceability of the facility following a major earthquake. The components of the proposed facility include: a new outlet tower; a shaft; a new outlet tunnel; an approach channel that will be excavated underwater; and two short tunnels that will connect the new outlet tunnel to the existing outlet tunnel via the shaft. As the new facilities will be constructed while the reservoir is in operation, a cofferdam will be constructed around the site of the new outlet tower. The design for the underground facilities used a combination of empirical methods; limit equilibrium analyses, including displacement-based pseudo-static analyses for dynamic loading conditions; and numerical analyses. This paper outlines the design methodology used to develop an innovative design for the facilities which can be constructed within the time frame required by the operational schedule of the reservoir and existing outlet facility.
