"The comprehensive assessment of the environmental impacts of mining rare earth element (REE) deposits depends on a sound knowledge of the mobility of REEs in low-temperature aqueous environments. Temperature, pH and water chemistry are important factors controlling the aqueous mobility of REEs, while REEs are known to readily form complexes with both inorganic and organic ligands, and it has been shown that sorption and colloid formation may play an important part in dictating REE transport in the low temperature weathering environment. Ore and host rock mineralogy is also a key factor controlling the extent to which REEs are leached from mine waste. INTRODUCTIONThe aqueous mobility of rare earth elements (REEs) has commonly been explored in the past due to their potential application as tracers of geochemical processes in aqueous systems. REE mobility in low-temperature solutions has been shown to be dependent on the pH, temperature, ionic strength, and solution chemistry. For example, the aqueous transport of REEs can be modified by complexation with organic and inorganic ligands (Johannesson & Zhou, 1999; Klungness & Byrne, 2000; Luo & Byrne, 2004; Schijf & Byrne, 2004; Tang & Johannesson, 2010; Wood, 1990, 1993), or through sorption to suspended particles and colloids (Bau, 1999; Quinn, Byrne, & Schijf, 2004, 2006a, 2006b, 2007; Sholkovitz, 1995). Here we review the coordination chemistry, sorption behaviour and potential colloid association of REEs with respect to low temperature aquatic settings.RARE EARTH ELEMENT CHEMISTRYREEs include lanthanum to lutetium of Group IIIA in the periodic table. All share very similar chemical and physical properties. Often included in REE studies is another Group IIIA element, yttrium owing to its similar properties, and occasionally scandium, although its considerably smaller ionic radius makes for different properties and will not be discussed further here. The REEs are often subdivided into the light REEs (LREE), La to Sm, and the heavy REEs (HREE), Eu to Lu, which also usually include Y (hence are often referred to as YREE). The REE may be subdivided further into the LREEs, middle REEs (MREEs), and HREEs, in which case each classification includes La-Nd, Pm to Ho, and Er to Lu as well as Y, respectively, although definitions vary throughout the literature."

"This is the third in a series of articles about the Committee for Mineral Reserves International Reporting Standards (CRIRSCO). The first article was an interview with Niall Weatherstone, Chairman of CRIRSCO (CIM Magazine, February 2008) the second described the background and goals of CRIRSCO (CIM Magazine, March/April 2008). In 2007, CRIRSCO was adopted as the Reserves and Resources Task Force of the International Council on Mining and Metals. This decision by ICMM has resulted in an increased level of funding for CRIRSCO and the ability to advance its objectives. In mid-October 2007, CRIRSCO members met in London England to discuss the status of each of the member countries’ reporting codes and the progress of various CRIRSCO projects. Update on national reporting codes Australia: The last update of the Australian JORC Code was in 2004. While there are ongoing discussions about issues that arise from the application of the latest version of the Code, there are no plans to update JORC in the near future. Canada: The Canadian Securities Administrators revised National Instrument 43-101 in December 2005. At the same time, the Canadian Institute of Mining, Metallurgy and Petroleum published updated Resource and Reserve Definitions that are incorporated by reference in NI 43-101. CIM is continuing work on developing Best Practice Guidelines to assist practitioners in the estimation of Mineral Resources and Reserves. South Africa: The South African Mineral Reserve Committee is currently awaiting an update of the Johannesburg Stock Exchange Limited Listing Rules, which will incorporate both SAMREC and SAMVAL (South African valuation guidelines). The official launch of both codes is expected in 2008. Europe: The Pan-European Reserves Reporting Committee expects to release a consultation draft in 2008. Emphasis is being placed on industrial minerals and aggregates, which constitute a very large industry in Europe. Chile: The Chilean Certification Code was approved in early 2008. As part of the Code, a National Commission is being established to screen and review reports on a random or specific basis. United States: The Society of Mining Engineers updated the SME Reporting Guidelines in 2007. The Securities and Exchange Commission has not accepted these more up-to-date definitions and guidelines. The SME committee will continue to discuss the incorporation of these Reporting Guidelines with SEC. SME has also established a class of membership, a Registered Member, which includes disciplinary measures for non-compliance with the SME guidelines."

Palabora Mining Copper has a unique ore body composition which unlike other copper ore bodies has three main components in significant proportions; these are copper bearing ore, magnetite and dolerite. The high content of dolerite, a hard barren material, creates a high proportion of pebbles which normally are recycled back to the mill. This action increases the mill bearing pressure and power progressively until corrective actions are taken. A logical action to solve the pebbles generation would be to incorporate a pebble crusher. This in fact was done however two fundamental issues were encountered; the high content of magnetite and existence of a cyclone classification section. Due to the high content of magnetite, metal detectors have not been able to work efficiently to separate tramp metal which causes damage to the pebble crushers. The existence of cyclones in the circuit had a detrimental effect on the final product when the pebbles crusher was online producing coarse sandy material. Due to the difficulties in treating pebbles via conventional procedures and the unique Palabora ore composition and characteristics, sorting technology was investigated at laboratory and pilot scale. It was found that a combination of optical and electromagnetic sorting could efficiently separate dolerite from the copper bearing and magnetite ores. This paper reports the findings of the laboratory and pilot scale work performed and discusses the additional benefits to the circuit.

IN January, 1939, Dome Mines, Limited, purchased a few bars of an alloy drill-steel for the purpose of testing its fatigue resisting qualities as compared with those of a straight carbon-steel then in general use at the mine. A steel of the following analysis was selected: Carbon 1.00% Sulphur 0.022 Chromium 1.26 Silicon 0.17% Phosphorus 0.028 Vanadium 0.1 Manganese 0.32% Molybdenum 0.30 This steel has a tensile strength of 180,000 lb. per square inch and a Brinell hardness of 380, as compared with a tensile strength of 114,000 lb. per square inch and a Brinell hardness of 230 for the standard carbon drill steels, in the as rolled' condition. The result of this test showed that about five times as many runs could be obtained from the alloy steel before failure from fatigue. It was therefore decided to replace gradually the one-inch quarter-octagon carbon steel, then in use, with seven-eighths quarter-octagon alloy steel. In January, 1940, six machines was placed on the seven-eighths steel and this was gradually increased until now (March 15th, 1941) fifty per cent of the steel being used is alloy steel. An O'Donovan furnace is used at the Dome for heat-treating their carbon drill-steel. In this furnace, a magnet withdraws the steel when the critical temperature has been reached, and the operator then places the steel in the quenching tank. Not being able to use this furnace for the alloy steel, the management felt that some means should be developed to determine the quenching temperature without depending upon the operator's judgment of the correct 'colour'. With the assistance of the Canadian General Electric Company, a radiation-type vacuum thermocouple pyrometer was adapted to this purpose, with excellent results; in fact, with this instrument no previous experience in hardening is necessary and results are remarkably uniform.

"IntroductionThe published information concerning treatment of uranium ores has been very limited as far as Canadian ores are concerned. Such information has dealt mainly with refining processes for concentrates or rich ores, designed to recover radium rather than uranium; these methods could not be economically applied to low-grade ores.The purpose of this paper is to describe treatment possibilities for some of the .ores that have been treated at the Mines Branch, and .to show how the character of these ores influences methods and results.What is a Uranium Ore?Prospecting for uranium has been extremely active during the past two years and a great many occurrences of radioactive minerals have been recorded. Such prospecting has been based to a large extent on the use of the Geiger counter in the fie1d. This equipment is an invaluable aid when the results are properly interpreted.Most definitely, indications of high radioactivity do not always prove the presence of a valuable orebody. First we have to determine:(1) Is the radioactivity due to uranium or to thorium. There is no immediate market for thorium.(2) Can the uranium in the ore be economically recovered.Chemical analysis is the most exact method of determining uranium content, but a fair estimate of the uranium, and also of the thorium, content can be made from the difference in gamma and beta activity. The Mines Branch guards against misinterpretation by determining both beta and gamma activities and, if more than a minor amount of thorium is indicated, then a Chemical analysis is made."

The phases of a typical exploration program for sand and gravel resources include: (1) collection and assessment of existing information; (2) air photo interpretation and remote sensing; (3) ground investigation and mapping; (4) sampling and testing; and (5) data storage, retrieval, analysis and presentation. Depending on the purpose, time frame and funding available for the study, these phases, and the various techniques used within each phase, will vary. Once a sand and gravel deposit has been located, defined in size and quality, and found to be suitable for a given purpose, it can then be classified as a granular resource.

The cobalt production of the Chemical Metallurgical Division of Sherritt Gordon Mines Limited was supplemented, from May, 1962, to June, 1964, by processing 3,500 tons of a calcined cobalt-nickel concentrate. This paper describes the reduction roast -aqueous sulphuric acid leach process and the operating practices employed in recovering cobalt, nickel and copper from this oxidized by-product of a lead-copper operation. Incorporated in this paper is a description of how this process was integrated with the existing ammonia leach -hydrogen reduction process for the recovery of nickel and with the soluble cobaltic ammine process for the recovery of cobalt. Introduction T HE Chemical Metallurgical Division of Sherritt Gordon Mines Limited at Fort Saskatchewan, Alberta, has recently completed ten years of operation utilizing the ammonia leach process for the recovery of nickel, cobalt and copper from sulphide concentrates, matte and other materials amenable to this process. A continuing development program, along with the expansion of certain facilities, has enabled the refinery to attain a production rate of 31, 000,-000 pounds of nickel per year by hydrogen reduction. This represents an increase of approximately 85 per cent over the original design capacity of the plant.

"The Courier 300 on-stream analysis system manufactured by Outokumpu has now been in operation at five of the company's concentration plants long enough to give a reliable basis for closer examination of the benefits achieved in control of these processes. The first system was installed at the Pyhiisalmi mine at the end of 1967. Since November 1970, two analyzers have been in operation at Pyhiisalmi feeding the assay data to a process computer which controls the whole plant and does the optimization of the process. In October 1970 the Courier 300 analysis system was installed at S. T. O. LESKINEN J. KOSKINEN the Keretti concentrator of the Outokumpu mine, followed soon by installations at the Vihanti Mine in May 1971, at the new Vuonos mine in November J 971 and at t he Kotalahti mine in December 1971. Since installation of the Courier analysis systems, considerable improvements have been achieved in the control and the economy of the plants. Immediate knowledge of the changes in the process and the possibility for rapid action has resulted in evener production and higher capacity and recovery. The recovery has been increased most significantly at the Vihanti concentrator, which operates on a complex ore. Consumption of chemicals has been reduced at all concentrators. Due to the fact that process control and partly also bilance analysis are not achieved by conventional methods any more, it has been possible to reduce the personnel of the laboratories drastically. Two of the plants, viz. the Pyhiisalmi and the Vuonos concentrators, are computercontrolled. The Vuonos concentrator started operation in January 1972 under computer control from the very beginning. The Pyhiisalmi concentrator has been computer-controlled since 1970. The Courier 300 analysis system was described in detail at the AIME Centennial Annual Meeting (1971). In this paper, less attention is paid to the analysis system. Only the sampling system of the Courier 300 is described in more detail. In the development of sampling equipment, effective use has been made of the company's wide knowledge of the problems involved and the test field offered by its concentrators. The sampling equipment includes secondary samplers and six basically different types of primary samplers, with which most sampling situations can be managed."

Field evidence for current hypothe e about age and kinematic ignificance of gold-bearing hear zones in the Archean Yellowkni fe greenstone belt is reviewed , and it is concluded that major disagreements between previous workers are a direct result of differences in stratigraphic and tructural in terpretations of the Yellowknife Supergroup. Although goldbearing hear zone appear to be confined to the mafic volcanic pile of the Kam Group. it can be shown that shearing affected all supracru tal rocks, including the Jackson Lake Formation. now con idered to represent the youngest unit of the Yellowknife Supergroup. tructural ob ervations are incompatible with the hypothe is that the hear zones represent loci of ynvolcanic gravity sliding but are consistent with earlier conclu ions that shear zone development commenced with rotation of the volcanic pile and continued as re ult of lateral shortening broadly overlapping with the emplacement of granitoid batholiths. Shear Zones are common throughout the entire green tone belt. yet productive zone are confined to the Yellowknife Bay Formation of the Kam Group and localized where flow abut with a high angle again t the contact of the We tern Plutonic complex. However. no obvious tructural and lithological features have been recognized that are more favorable for gold deposition and distinguish the shear zones and flows of the area around the mines from those of other parts of the greenstone belt. The model that gold wa transported by metamorphic solutions and that hear zones were the firs t-order control for gold deposition provides no explanation for the trong localization of the depo it . As porphyries with elevated gold contents are present in and near ome of the mines. the possibility that gold was deposited from hydrothermal system around fel ic intrusion representing early phases of the Western Plutonic complex should be given erious consideration.

"Developed by CRIRSCO, IRT is a document that draws on the best of the CRIRSCO-style reporting standards. These reporting standards are recognised and adopted world-wide for market-related reporting and financial investment.The IRT is not an international reporting code and does not supersede existing national reporting standards. Rather it is a guideline that encapsulates the content of these standards for the benefit of the international mining industry and its various stakeholders.The template is a 'living document' that is continuously updated and improved as new national laws, rules, codes and guidelines are created or amended.The International Template is advisory only and where national codes already exist, these will take precedence. The International Template is intended to assist those countries that either do not have a reporting code or whose code is outdated, to produce a new code consistent with international best practice. It also provides a consolidated version of national codes that reflects their compatible international components and may thus be used in comparisons with other international reporting systems. The changes in defects patterns or in element condition index during visual inspection of bridges are primary concerns for inspectors. This paper presents a new approach for change detection of defects in bridges by identifying changes in texture patterns through spectral analysis of digital images. The commonly used method for change detection is image differentiation. This subtraction method requires images to be of same size, scale, and rotation. However, no two images are same in real practices. Thus, image registration is required to align images and to produce change maps. This process is tedious and it is difficult often to achieve a good registered image. But, the change detection task can be readily modeled in frequency domain for texture patterns discrimination and also for quantifying their properties. This paper proposes a novel approach for change detection by transforming digital images into Fourier spectrum. In new coordinate system, 1-D signature functions can be drawn which facilitates easy comparison of textures in different directions. The proposed methodology provides useful tools for comparison of inspection history graphically and quantitatively. In practice, expensive sensors are used to detect subtle change in defect patterns. The proposed method can be used to detect any subtle change in defect patterns using digital images at much lower cost.

Statistics Canada record s indicate that in recent years 70 to 80% of the entire Canadian coal production originated from Western Canadian mines, in which about 55 to 65% of the coals are bituminous. Until recently, less than 20% of the latter were extracted by underground methods , the remainder being surface-mined. However, it is estimated that within the foreseeable future up to 80 or 90% will have to be gained by underground techniques. Although Western Canadian coal resources are considerable, they are unfortunately locked in severely distorted, steeply pitching and faulted seams of variable thickness. Consequently, their economic extraction poses serious engineering problems. One possible solution to the problems is to apply hydromechanical methods to underground mining. This is a well-proven method shown to be economically viable under Western Canadian conditions. This paper endeavours to widen the scope of published data on hydraulic coal mining and is based on practical engineering and cost data gathered through contacts with West German designers and operators of hydraulic mines.

"The Pronto Mine located at the east end of Lake Lauzon, Long Township, some 12 miles east of Blind River is of historic note being the discovery locality and the first producing mine of the Elliot Lake uranium camp. Radioactive bedrock was discovered in 1949, a commercial deposit was verified in 1953 and production commenced in 1955. Production continued to April 1960: total tons milled 2,264,404 from which 4,643,835 pounds U,O, were recovered at a recovered grade of 2.05 pounds U3O8 per short ton.The orebody is in a bed of pyritic quartz pebble conglomerate at the base of the Matinenda Formation of the Elliot Lake Group of the Huronian Supergroup. The rocks strike east and dip 15 degrees to 20 degrees south and unconformably overlie Early Precambrian granite, the upper surface of which is marked by a regolith. Several diabase dykes cut the orebody which is also affected by albite, chlorite, and carbonate-rich alterations. To the south the orebody is cut by a fault. The orebody is 6to 10 feet but locally 10 to 15 feet thick, has a strike length of 3,500 feet and extends down dip for 3,600 feet to a depth of 1,000feet. Some 300,000 tons of ore grade mineralization remain in the deeper portion of the mine.IntroductionThe Pronto Mine, (Photo I) at the east end of Lake Lauzon in Long Township some 12 miles east of Blind River, is of particular interest as being the discovery site and the first producing mine of the Elliot Lake camp.Production at the Pronto Mine commenced in 1955 and continued until 1960 when the mill was converted to treat copper ore from the nearby Pater Mine at Spragge. Magnesium and its alloys are attractive for use in automotive and aerospace applications because of their low density and good mechanical properties. However, difficulty in forming magnesium and the limited number of available commercial alloys limit their use. The present work reviews the efforts to improve the attractiveness of magnesium through non-traditional processing, and presents results of current work on producing magnesium alloys via powder metallurgy (P/M). P/M can be used to alleviate the formability problem through near-net-shape processing, and also allows unique chemical compositions that can lead to new alloys with novel properties. The surface layer formed on the Mg powders during processing acts as a barrier to diffusion and sintering is problematic. The layer contains oxides, hydroxides and carbonates of magnesium, formed by reactions with the atmosphere. There are several means to possibly overcome this barrier. Alloying additions have been identified that may promote surface layer disruption during sintering. Processing variables such as sintering atmosphere may reduce the layer or allow the formation of less detrimental compounds. Post-sintering processes such as hot working may disrupt the layer and improve density. The experimental effect of all these processing parameters is presented in this paper.

"Developing markets for western metallurgical coal have continued to stimulate considerable exploration activity in the Rocky Mountain foothills and to influence major segments of a wide-ranging carbonization R&D pro-gram. Adjunct studies have included expanded petrographie investigations.Coal preparation has• been principally directed toward utilization of prepared small coal and was, like much of the year's combustion work, strongly influenced by concern over atmospheric pollution. Particular attention has been given to desulphurization and to the suppression of pollutants in combustion systems.In the area of non-fuel utilization of coal, interest has centered on plant nutrients and on a series of coal-based carbons which, inter alia, possess utility as filtration media.Other projects included the development of improved sampling and analytical methods, investigations into the effect of storage on coal proper-ties and R&D in solids pipelining. In addition, a significant volume of basic 'uncommitted' research has been maintained."

The Strathcona mine, with a large new underground operation and concentrator, was recently brought into\ production by Falconbridge Nickel Mines Ltd. The tailings disposal and water utilization problems at Strathcona are described in this paper, with sections devoted to the Moose Lake watershed system, tailing impounds, the construction of dams and the operation of the Moose Lake neutralization plant for the elimination of acidity, including the equipment used.

In conventional Rotary Kiln-Electric Furnace (RK-EF) laterite nickel processing, management of dust continues to be problematic. A more efficient processing of dust represents an opportunity for energy efficiency, increased production, and productivity. PT International Nickel Indonesia (PTI), together with Vale Base Metals Technology Development (VBMTD), has successfully developed and implemented a novel flowsheet enhancement that capitalizes on these opportunities. In the novel flowsheet, the dust recycle stream is moved forward in the RK-EF laterite nickel smelting process. The dust is injected into the kiln's main burner, as opposed to being recycled to the dryers. A similar treatment of dust is commonly practiced in the cement industry; however, application to nickel smelters has not been fully developed to date. This paper describes this dust insufflation technology, the process through which it was developed for laterite nickel processing, and summarizes the lessons learned. A key conclusion is that successful new technology development requires a multi-disciplinary team involving members from research and development, study management, engineering consulting firms, project implementation management, process technology and operations.
