I have spent most of the past thirty-five years working as an economic geologist in the area of exploration and development of base and precious metals. Most of this period has been as an employee of Trans-National-Corporations (TNC's). I presently act as a consulting geologist to a joint venture company, bringing together two such TNC's: Anglo American' Corporation and affiliated companies De Beers (Diamonds) and Minorco (Metals mining outside of Southern Africa), and Normandy Mining Limited of Australia. Normandy is presently through its gold arm PosGold, Australia's largest gold miner and Anglo American can claim to be the world's largest gold company producing over 280 tonnes of gold a year, more than twice its nearest rival Gold Fields of South Africa. In addressing this topic, the role that Government can, and should play in mineral development, I will be drawing heavily on some examples from these and other TNC's experience in recent offshore mining Investment.

Vacuum oxygen decarburisation (VOD) is the refining process used by ALZ (Genk, Belgium) for their production of stainless steels. The process consists of three stages: oxygen blowing at a pressure of 100 mbar, degassing, and reduction of the slag with ferrosilicon at 5 mbar. The magnesia-chromite bricks used in the slag zone of the ladles suffer from acute wear. In this paper results obtained from a program to improve the refractory life span are presented. The dominant wear phenomena were identified with an electron microscopy study of bricks taken from different locations in the ladle. Concurrently a dynamic model for the vacuum oxygen decarburisation (VOD) refining process was developed. The model calculates the elementsÆ oxidation rate during the blowing oxygen stage and allows the continuous calculation of the change of the metal, slag and gas composition throughout the VOD process. From these activities a general scheme of the refractory wear was worked out and measures to improve the refractory life were proposed and implemented.

X-ray fluorescence (XRF) spectrometry has always been considered to be a comparative method of analysis. Reference materials are required to calibrate the analytical system. This paper describes the use of a set of æsyntheticÆ oxide standards, made from commercially available high purity compounds, to calibrate a spectrometer for 21 major and minor oxides. The spectrometer software uses simple methods of background correction, and a fundamental parameter method of matrix correction. Sample preparation is by fusion in 66 per cent lithium tetraborate, 34 per cent lithium metaborate. The use of synthetic standards, made from traceable compounds, brings XRF significantly closer to being a primary rather than a comparative method. Reference materials were used to validate the method described and examples of accuracy for major constituents are given using ores and other minerals. This method has successfully been used to analyse a wide variety of minerals and ores, as validation data shows. A titanium process example clearly shows the benefits of highest accuracy analysis.

Ernest Henry Mining Pty Ltd started production in August 1997. The Ernest Henry orebody consists of two distinct parts, a complex supergene ore zone overlying a primary ore zone. The economic copper minerals in the supergene ore were chalcocite, bornite, secondary chalcopyrite and native copper while the primary zone has only chalcopyrite. The variability of the supergene zone made concentrator operation difficult and predicting metallurgical performance using mineralogy essential to establish the capabilities of the concentrator. A paper presented at the 1998 Mine to Mill Conference entitled Mineralogy Controlling Metallurgy at Ernest Henry Mining (Barnes, Strohmayr, Brindley and Munro, 1998) presented the testwork and initial plant surveys that showed that the mineralogy of the ore controls the metallurgy of the concentrator. This paper presents the data obtained from the subsequent years of operation treating both the supergene and primary ore types. A review of the actual supergene mineral distribution in feed and subsequent recoveries compared to those predicted as part of the flowsheet design is also presented.

Immigration has influenced Australia's development more than any other factor. As well as being critical to our economic growth and development, it has made a major contrib- ution to our population growth, to the richness and diversity of our society and to our inter- national relations. Migration from the United Kingdom has been the mainstay of our settler intake for many years, but its relative importance has declined in recent decades. Non-British European migration formed an important part of our post-war intake and, in the past few years, migration from Asia has reached significant levels - particularly through our resettlement of Indo-Chinese refugees. In planning our future immigration, it is important to look beyond short term direct economic consequences. Australia has looked to its resources for progress, but Japan, Korea, Taiwan and Singapore have achieved dramatic economic progress without resources, based on the will and dynamism of their societies. Immigration can contribute greatly to the development of a dynamic, outward looking Australian society able to make the most of our great resource potential.

Gold bearing sediments at Scotland Point occur within the Quaternary Gibbston Fonnation, which underlies Cromwell Flat in Central Otago. Gibbston Fonnation unconformably overlies Teniary Manuherikia Group clays, sands and quartzose gravels. Gibbston Formation sediments are composed of a texturally diverse, multistoried lithostratigraphic succession of sandy/gravelly/bouldery lithofacies, deposited within a multiple channel (braided) depositional environment. Lithostatigraphic analysis indicate an upward overall decrease in average grain size, reflecting a concomitant reduction in stream competence. This trend results from progressive channel abandonment as major distributaries avulse across the outwash plain. Grade distribution of alluvial gold is controlled by aggradational and to a lesser extent degradational lithofacies deposited as distinctive braid bar forms near the base of the sequence. These lithofacies were deposited at different topographical levels on the outwash apron, under variable hydraulic conditions. Recognition of large-scale auriferous bedforms within the braid bar depositional system coupled with an understanding of lateral facies relationships, allows headgrade control on run of mine ore and quick determination of overburden to ore ratios.

The basic principles of mineral valuation were recognised and propounded at the beginning of this century and have remained virtually unchanged since then. Valuation is seen as a two part process commencing with a technical examination of the mineral property followed by a manipulation of the results of the technical examination in order to determine the monetary value of the project. A thorough and competent technical examination was seen then and remains now as the essential but not sufficient foundation for reliable valuation. All authors stressed the need to maintain the integrity of the data base and to ensure adequate coverage of all relevant aspects. The monetary valuation process through most of the first half of this century was mainly based on the Hoskold two rate method, derived from the formulae for valuing annuities but modified to provide explicitly for recovery of capital. Though the basic principles of valuation have not changed significantly, the means of implementing the components of the technical examination, the styles of deposits being evaluated and the mechanisms of monetary valuation have changed dramatically. In simple terms, heap leaching means the removal in solution of valuable elements from a heap of material, and their recovery from that solution. The heap of material can consist of essentially unprocessed ore, sub-ore, low grade gangue and country rock, tailings from other upgrading processes, or artificial materials such as slags or furnace and flue products. The solvents can be solutions of acids (commonly sulphuric acid because of cost) or of other chemicals such as cyanides. Because of cost factors the solutions are aqueous; because of this, leaching operations may be curtailed in cold-climate areas. The guiding principle must surely be `large volume / low cost'. Since solutions are generally easier to manage than gases, there is a strong incentive for replacing roasting of materials by leaching, eg arsenical gold ores. Where sulphides are present in the material to be leached, these may provide the necessary acid, with or without the aid of bacteria, to dissolve and extract the recoverable metals. The mineralogical aspects of the operation relate to the nature of the `ore' and gangue minerals present in the heap, their textural relationships, and their effect on the process itself.

The Coastal Cordillera of northern Chile hosts the youngest and possibly best preserved iron oxide copper gold (IOCG) belt yet discovered and includes important deposits such as Candelaria and Mantoverde. The spatial and temporal relationships of hydrothermal alteration and mineralisation (Fe and Cu-Au) related to structural and lithologic features were investigated through geologic mapping and petrographic and geochronological studies along two W-E-transects crossing the Coastal Cordillera to the north of Vallenar. The project aimed to determine vectors for district-scale and regional exploration. Along with magnetite-apatite deposits (Central Iron Belt) and manto-type copper deposits, the IOCG deposits are hosted in a N-trending volcano-sedimentary sequence formed in a Jurassic to Early Cretaceous arc/back-arc setting (Sillitoe, 2003; Ramos and Alemßn, 2000). Calc-alkaline plutonic rocks intrude and metamorphose the volcano-sedimentary sequence, and become progressively younger from west to east reflecting a shift of arc magmatism (to Paleocene in the far east). From west to east along the Agua Grande-Chehueque profile, four domains of different economic potential are recognised. An EXTENDED ABSTRACT is available for download. Major changes occurred in the management of loss prevention and risk management at operations in North and South America due to increased insurance premiums following the Olympic Dam fire in Australia in 2001. There are many different scenarios on how fires can develop and the estimated maximum losses (EML) those fires can incur. The EML is utilised by insurance companies to determine the cost of insurance premiums. The cost of insurance can be controlled at existing and newly designed solvent extraction (SX) plants by using risk reduction methods and design criteria to limit the fire exposure. A review of data collected during several loss prevention risk assessments can show how a budget can be protected from dramatically increased premiums and see which design of SX plant and fire protection standards best apply to your operations. The paper will investigate the pitfalls of existing materials of construction, capacity, geography, management practices, fire risk minimisation, and fire suppression systems. Intelligent engineering and managerial improvements implemented by the operations in the Americas in the past two years have further minimised the fire potential and benefited companies in insurance renewal negotiations.

Computer programs for the storage, retrieval and use of basic thermodynamic and physical property data for chemical substances are described. Methods are presented for the collection, critical assessment and pre- processing of source data for files containing enthalpy, entropy and heat capacity data for 3000 compounds, enthalpy and excess entropy for 200 dilute solutions and critical propert- ies and vapour pressure for 600 compounds. Retrieval programs are discussed which allow the tabulation or plotting of many basic and derived thermodynamic properties for chemical substances or balanced reactions. Examples are given of the use of such data to infer the stability or corrosion resistance of materials and the feasibility, yield and heat release of reactions. A general purpose calculation program is discussed which allows the equilibrium compos- ition to be found for complex systems with many species and phases, using the method of Gibbs energy minimization. Methods of correction for non-ideal behaviour in these systems are discussed, as well as methods for fixing, maximizing or minimizing any desired property of the system. Examples are given of the simulation of various laboratory Experiments and industrial processes by this method.

Improvements in electron optics, field emission gun design, and X-ray detector technology have led to the development of a new class of microanalysis tools. By combining multiple wavelength dispersive (WD) spectrometers, spectral energy dispersive (ED) spectrometers and cathodoluminescence (CL) data sets, a wealth of information can be collected during routine electron beam mapping and analysis. In this paper, data collection on a field emission electron microprobe equipped with five wavelength dispersive, two silicon drift energy dispersive X-ray spectrometers and a wavelength dispersive linear array optical spectrometer has been automated with the optical, electron and X-ray signals being collected in parallel. To analyse the large hyperspectral data sets we have implemented an autoclustering strategy that can be used to produce a quantitative chemical phase map. The cathodoluminescence spectra can be deconvoluted to produce peak intensity maps, which are then converted into elemental speciation images with quantitative sensitivity down to parts per million levels. Both methods are illustrated using typical mineral processing examples, firstly a Ni-laterite sample is investigated with the fine-scale distribution of Ni examined in detail. Secondly, a scheelite sample with rare earth zoning in mapped and rare earth levels quantified.

The theme i wish to develop in this talk is how we might make use of the scientific and technological knowledge we now have ofextraction metallurgy to meet the present-day needs of the production industry.Before doing so, I would like to say a few words in tribute to Dr. G.K. Williams since he was a past master at precisely what I wish to talk about. I knew G.K., as everybody called him, during the time he spent at Avonmouth in the late 40's and in the 50's. Later, when he was ostensibly retired, I had the pleasure several times of lunching with him when I was visiting Melbourne.When G.K. was at Avonmouth, the Imperial Smelting Process was in that capricious adolescent stage in between the pilot plant and the full-scale commercial unit. G.K. was a great collector of process plant data which hung in cascades from the walls of his office and-from his hand-operated desk calculator. What G.K. understood very well were the basic metallurgical and engineering principles of what was going on in the sinter machine, the shaft furnace and all their ancillaries.

Zeolites are potential carriers of slow release fertilisers due to their unique phenomenon for salt occlusion. A comparative study was performed on the capacities of potassium nitrate (KNO3) occlusion in molten KNO3 treated synthetic 4A and 13X zeolite molecular sieves with main channel sizes of 0.41 x 0.41 nm and 0.74 x 0.74 nm respectively. The results show that in a laboratory setting, the treated zeolite 4A contained 13.57 per cent of occluded KNO3 and the treated zeolite 13X did not contain any. This was confirmed by the regular release of K+ and NO3- during washing both treated mixed samples with water and by their IR spectra and TG analysis. There are also changes of the relative intensities of peaks in X-ray diffractograms of both treated zeolite samples. K+ release from molten-KNO3 treated zeolites in deionised water and simulated soil solution shows that release of K+ from KNO3 occluded in zeolite 4A are slow and steady. Proper size fit between the channel size of zeolites pore and the size of K+-NO3- ion pair of KNO3 is the decisive factor for zeolites to occlude KNO3.

Life Cycle Assessment (LCA) is increasingly being used as a decision-support tool within mining and minerals processing and metals production. However, a number of initiatives have highlighted the current limitations of LCA to accurately reflect the environmental performance of minerals and metals. These programs include:the Mining, Minerals and Sustainable development project (Stewart, 2001); the United Nations Environment Programmme/Society for Environmental Toxicology and Chemistry (UNEP/SETAC) workshop on LCA and metals (NRCan, 2002); the UNEP SETAC Life Cycle Initiative; and the review of the existing ISO 14 040 set of environmental management standards. Together, these initiatives highlighted concerns relating to the ability of LCA to engage with and support metals recycling, to adequately reflect the impacts associated with products from a multi-product orebody, the ability to adequately reflect the toxicity potential of metals in the natural environment and the fact that resource depletion focuses on mining (and not consumption) as the depleting activity in the life cycle of a metal. Additional impact categories to be included in LCA were also suggested. In this paper we demonstrate how existing initiatives are addressing LCA limitations. Finally we present the state of the art in Life Cycle Impact Assessment (LCIA) for two impact categories:resource depletion; and impacted land footprint for solid wastes.

This paper considers the standard of ore reserve assessments required by lenders when presented to support requests for project based loans. The way lenders use this information to structure a suitable financial package shows why ore reserves should be measured by industry set standards. This in turn raises questions concerning the assumptions used to derive mineable reserves from geological reserves. Consideration of the variety of related problems highlights the need for assessments to be defined according to acceptable standards. These should also address the suitability of the methodology to the assumed configuration of the orebody; the degree of variance and relaibility of estimates of grade and tonnage presented; and the estimation of probability that ore will in practice fall within the defined limits. In an increasingly international marketplace it is appropriate to compare Australian industry requirements to those of similar overseas industries, in this case the United States. Lenders would like to see that individuals responsible for the preparation of ore reserve estimates are certified on the basis of their skill and expereince by an industry body such as The AusIMM. The paper discusses how each of the parameters indicated above may impact upon a lender's assessment of the viability of a project. A number of practical examples are presented where inaccuracies or inadequacies in ore reserve information have led to reduced project performance.

The dewetting kinetics between a small air-liquid interface and a silica (negatively charged in water) planar surface in solutions of dodecylammonium chloride (cationic surfactant) has been investigated using the Scheludko cell and digital high-speed video microscopy. The gas-liquid interface was created at the bottom of a small silica capillary of the cell and then was moved towards the silica planar surface. After the rupture of the liquid films between the interfaces, the expansion of the gas-liquid-solid three-phase contact (TPC) line was observed and recorded using a digital high-speed video microscope system, operating at 1000 frames per second. The surface tension of the surfactant solution was measured using the pendant drop technique. The equilibrium contact angle was measured using the Scheludko-Minings method with a silica micro-sphere. The TPC radius was determined as a function of time and compared against the available hydrodynamic and molecular-kinetic models. The experimental data are described very well by the molecular-kinetic model for the TPC line motion. The hydrodynamic model is in agreement with the experimental data only for a short time after inception of the three-phase contact expansion.

Deposits of gold, silver and other precious metals often display a high variability of grade values, usually a very low average metal content and are frequently not easy to sample reliably. The characteristics, together with the volatility of precious metal prices, make evaluations of precious metal deposits extremely difficult to make. Geostatistical estimation techniques can be used to make grade estimates of precious metals and to assess the reliability of these estimates. Two case studies are presented.
