The following is a summary of the changes that were incorporated into the new Federal Explosives Regulations, 27 CFR Part 55, dated 9/2000. However, in light of the recent events of September 2001, additional changes in the Federal Explosives Laws and Regulations may be forthcoming. The nature and extent of any such potential changes are impossible to gauge at this time. However, this synopsis of the changes contained in the September 2000 Orange Book, ATF P 5400.7 was current at the time of this writing. Any questions regarding this paper should be directed to the Public Safety Branch in ATF Headquarters in Washington, D.C.

"The Victor Diamond Mine is located in the James Bay lowlands, 90 km west of the First Nations village of Attawapiskat. The project was the first of its kind in northern Ontario and was completed approximately 9 months ahead of schedule.The Victor Mine process plant flowsheet was designed to produce a 95 - 98% by weight diamond concentrate. Main processing steps include 3 stages of comminution, dense medium separation and proprietary x-ray technology for final recovery. Reagent consumption for this process is limited to flocculant, for thickening of fine processed kimberlite, and FeSi for the dense medium separation.The commissioning phase of the Victor Project was executed over a period of 6 months and commenced prior to substantial completion of construction. The approach used was to focus on and complete commissioning of the higher risk dense medium separation and recovery systems prior to construction completion of up stream systems.INTRODUCTIONThe development of the Victor Diamond Mine took place over a period of approximately 5 years and had a capital cost of CAD997 million. It was a greenfields project in an undeveloped region of northern Ontario, only accessible by winter road. Figure 1, below, displays the location of the project within Ontario.The main stages of the project included feasibility, environmental permitting, engineering, construction, and commissioning. At the onset of the engineering phase, the mine was scheduled to enter production in October 2008. Through a team effort between AMEC and DeBeers Canada, the schedule was advanced by 6 months towards the goal of project completion in April 2008. Production status was attained in January 2008, approximately 9 months ahead of the original schedule. This paper focuses on the commissioning aspects of the project and includes a less detailed discussion of the engineering stage."

A.B. Rushton The work and resulting publications of the Committee on Underground Coal Mine Safety and The President's Commission on Coal were appropriate at the time of publication. The statistics cited in the publications appeared to be valid, and the actions proposed by the committee had merit. Although the actions proposed to achieve further improvements in safety may have been worthy of repeating, to associate statistics (Table 1) that are seven to eight years old with company names is bad. Statistics are readily available from the Mine Safety and Health Administration (MSHA) and are usually within three months of being up to date. A review of the most recent Coal Controlling Co. Report will reveal significant changes in the rankings. The more recent statistics should have been cited, or at least compared with those used in the article. Westmoreland Coal Co. is listed as having a 21.1 disabling injury rate for the period (1/78-12/80). The disabling injury rate for the Company for the year ending 1985 was 7.4 for the underground mines and 6.25 for the total facilities. Through March 1986, the disabling rate for the underground mines was 2.86. The management and employees of Westmoreland Coal Co. are committed to safety. The improvements achieved over the past five years attest to that commitment. We are justifiably proud of the achievement and dislike being misrepresented as in the April 1986 article. Reply by E.M. Spokes I regret that the lapse of time since the original work gives a picture of safety practice that is no longer true today. That Westmoreland has reduced its disabling injury rate by 65% to 7.4 in 1985 is most commendable, and I congratulate you for this accomplishment. It is typical of the progress sought by the National Academy of Science and National Research Council when they funded the original study and published "Toward Safer Underground Coal Mines" in 1982. If a significant number of companies do as well as Westmoreland, the report will have served its purpose. Since the paper was primarily a condensation of the original report, it would not have been appropriate to seek access to later statistics. The purpose in seeking its publication at the time of presentation was to reach those who might have missed the original report. The fact that publication was delayed has not voided that purpose and may have reminded some who were aware of the original that its recommendations still apply to improvement of underground coal mine safety.

The Alma, Degraff and other mines controlled by the Mon-Ark Mining Co. comprise one of the more important groups of zinc-lead mines in Christian County, Mo. The mines were first operated in .1857 and produced more than 5 million pounds of lead from rich, shallow ore deposits. Recent exploration and development led to the discovery of zinc sulfide ore at a depth of 165 to 214 feet in the northern part of the Alma mine. After examination of these mines in September 1942 by Bureau of Mines engineers, investigation of the extension -of the Alma mine and of the depth of mineralization at the other mines appeared justified in order to encourage the production of additional zinc and lead for war purposes. Twenty-nine churn-drill holes totaling 6.463 feet of bore were completed by the. Bureau from September 1943 to January 1944.

When overburden depth exceeds economical recovery in openpit coal mines, the use of highwall mining systems has increasingly come into play. However, stability in the highwalls is always a major safety concern during such mining. The U.S. Mine Safety and Health Administration requires that highwall mining operators follow ground control plans that specify the pillar sizes necessary to prevent collapse that would threaten highwall stability.

The inter-relationship between these parties and the effect on the outcome of the project is often grossly underestimated. There are numerous success stories where the parties have worked as complementary teams aiming at the best outcome for the client company and achieving significant success. While there are a good number of occurrences where either the roles of the parties were unclear or perceived to be different from what others in the team believed or required them to be and the results were less than desired. This usually resulted in ongoing conflict, incorrect focus, working to different agendas and the result being a less than optimum result to Client Company. Mining, by its very nature of exploring where you cannot see, be it a shaft being sunk, tunnel being developed or other excavation that needs to be made, requires a very special working relationship between the parties. To understand this, and it applies equally well to mine and plant construction and other multiple function projects, one needs to start by describing the relationship of the parties. Often people believe that because they manage ongoing complex operations and large numbers of people that they can manage projects and as such the participants will ?fall into line.? At the outset it needs to be stressed that ?Project Management? is a specific type of management and needs to be understood as such. There are enough Colleges and Universities that teach project management, not only as a subject but also as a Master Degree. As you start up your project the relationship you establish between the client, project team (C.P.T) and the Engineering, Procurement, Construction and Management team (EPCM) will largely determine how successful your project will be. It is essential that from the outset a spirit of co-operation, support and respect be nurtured, and that it be actively carried through the project life cycle. There are several methods to facilitate this including team building exercises right at the start. This time and money will be well spent and recouped many times over during the project life cycle.

Introduction Basis For System San Juan Coal Company (SJCC) is a subsidiary of BHP Billiton. Until recently, BHP Billiton operated three surface mines in northwestern New Mexico: Navajo, San Juan, and La Plata. The San Juan and La Plata Mines supplied the San Juan Generating Station operated by Public Service of New Mexico. Stripping ratios at those operations were increasing, and by 2000 a feasibility study was underway to develop SJCC’s vast underground reserves as a replacement. Early in the evaluation and planning phase for the San Juan Underground Mine, it was determined that the target seams (Fruitland #8 and #9) had a high propensity for spontaneous combustion. Spontaneous combustion was identified as a risk, both to personnel and equipment, and to the ability of SJCC to reliably fulfill its obligation to the power plant. In the last 20 years, several western US coal mines suffered underground spontaneous combustion events and/or mine fires. Included in this group were Colorado Westmoreland’s Orchard Valley Mine (1987), RAG’s Willow Creek Mine (1998 and 2000), Oxbow’s Sanborn Creek Mine (1999), the West Elk Mine of Arch Coal (2000), Arch’s Skyline Mine (2002), Western Fuels’ Deserado Mine (1996), and the West Ridge Mine of Andalex Resources (2003). The cause for the majority of these fires was spontaneous combustion. Fighting the fires required injection of an inert gas or foam. Nitrogen and carbon dioxide were the predominant choices of inert gas. In all cases, the gasses had to be trucked in from considerable distances. Before the inert gas could be used, injection holes had to be drilled into or near the suspected fire locations. This drilling and trucking caused costly delays in the timing of the fire fighting effort, and was not as precise as desirable. Emergency purchasing of gas and pumping services was extremely expensive, running as high as $70,000 per day at one mine. As a result of the experience of other western US coal operators, and the risk inherent with spontaneous combustion at SJCC, it was decided to pursue installation of a nitrogen delivery facility on-site at SJCC. This decision was later expanded to include a continuous supply of nitrogen.

The recovery of fine hydrophilic gangue in flotation is related to the recovery of water. Water is carried by bubbles as a film and wake into the froth. The amount carried (entrained) depends on bubble size, gas rate and the subject of this paper, frother type. To isolate the effect of frother type from that of bubble size and gas rate, gas holdup is used as the correlating variable. Measurements were made using a bubble column (no solids) operated continuously with the overflow recycled. Continuous operation meant some foam depth was required to ensure only entrained water is recovered. Using an automatically controlled 7cm foam depth the overflow rate of water is used as a measure of 'water carrying rate'. It is shown that the common frothers can be grouped into four families based on the water carrying rate-gas holdup relationship.

This paper describes the ideality of some commercial explosives with the help of the detonation theory and detonation velocity measurement. Ideality of an explosive can be determined by comparing experimentally measured and ideal detonation velocities. A measured detonation velocity at a certain charge diameter markedly lower than the ideal value indicates incomplete reaction and thus non-ideal detonation. Since it is shown that commercial explosives exhibit non-ideal behavior, two-dimensional detonation theory should be used to evaluate the performance of explosives. This theory enables to compute the detonation properties of explosives (detonation velocity, detonation pressure, etc.) as a function of charge diameter and confinement. The use of the one-dimensional detonation theory to compute the detonation properties for commercial explosives has an error associated with it as these calculated properties are independent of charge diameter and confinement. It assumes that shock front is planar. Hence, it is incapable of assessing the ideality of the explosives due to its assumptions. Shock front in real situation is curved in shape but not planar as in one-dimensional detonation theory. In this paper, the non-ideal behavior of some commercial explosives is modeled using EXRINT code based on the steady-state two-dimensional detonation theory firstly. Then the degree of ideality of each explosive found from the code is checked using detonation velocity test results conducted at a quarry. It has been shown that idealities of the tested explosives determined by the code agree well with the field detonation velocity test results.

Jet grouting was first introduced into North America in the late 1970's, soon after the conception of the system in Japan. However, it was not until the mid-1980's that the technique began to gain acceptance through the renewed interest and efforts of specialist U.S. geotechnical contractors. Since this time, innovations by both American users and other users worldwide have further advanced the technology, with a corresponding increase in the range of practical applications. This paper discusses the evolution of jet grouting in North America, from simple single-fluid methods to more complex triple-fluid methods, to the energy-intensive double-fluid and SuperJet methods. Case histories, illustrating a variety of jet grouting methods and applications, are cited to support the newest United States applications.

Coal is essential to America?s future energy needs. To meet these needs mining methods must be safe, economical, and environmentally acceptable. Belt conveyor systems for coal haulage from surface mines offer great potential in this situation. The advantages over conventional truck haulage are particularly promising for area strip mines in western coal fields such as the Powder River Basin where relatively thick, flat-lying coal seams occur. The current demand for low-sulfur coal specifically emphasizes the need for better mining methods in these areas. Underspoil haulage is the term applied to transportation of coal from the pit to the surfate in area strip coal mines by belt conveyors in tunnels under the spoil. The advantages over trucks include lower manpower requirements, greater pit safety and efficiency, and improved reclamation procedure. This evaluation includes a comparison of total mining costs for truck haulage versus six variations of the underspoil haulage concept. The more efficient of these underspoil haulage systems have economic advantages over truck haulage which become more pronounced with deeper overburden, thicker coal, and higher annual production.

"Abstract - Wawa has long been a center of mineral exploration activity and diamonds have been reported in the area since the 1930s. However, diamond exploration did not begin in the area in earnest until 1991. In 1993, Sandor Surmacz and Marcelle Hauseux of Saminex began a prospecting program in the area which culminated in their discovery of the "Sandor" diamond occurrence in an outcrop on the east side of the Trans-Canada Highway. They subsequently optioned the property to Spider Resources Inc. who obtained the necessary exploration permits from Algoma Central Corporation and undertook an exploration program. The diamonds at the "Sandor" diamond occurrence are hosted in the matrix of a spessartite dike composed of actinolite, biotite, and albite. Of the 64 similar dikes that have been sampled and analyzed to date, eight have been found to contain a total of 231 diamonds. Most of the diamonds are of high quality, although they are small.The dikes are non-magnetic and do not have any other geophysical characteristic that can be used to differentiate them from the adjacent country rock. All of the dikes discovered to date have been found by prospecting or by geological mapping by the Ontario Geological Survey. The dikes do not contain pyrope garnet or chrome diopside, two of the commonly used kimberlite indicator minerals. Instead, low Mg, high Cr, Zn-rich chromite, and ilmenites of variable composition, some of which lie within the field of kimberlitic Mg-ilmenite compositions, characterize the diamondiferous dikes. A regional-scale till sampling program for heavy minerals, and geochemical analysis of the <0.177 mm fraction, was used to further define the areas of occurrence of the spessartite dikes and to indicate additional areas for diamond prospecting. Heavy minerals in till that were most useful include: actinolite, chromite, and ilmenite. Geochemical analyses of the dikes show them to contain elevated concentrations of Ni and Cr and to be enriched in Ba, Co, V, Ca, Fe, and Mg relative to the surrounding rocks. Elevated concentrations of Ni and Cr in till occur overlying and down-ice of known lamprophyre dikes."

It is generally accepted that typical coalbed gases (methane and carbon dioxide) are sorbed (both adsorbed and absorbed) in the coal matrix causing it to swell and resulting in local stress and strain variations in a coalbed confined under overburden pressure. The swelling, interactions of gases within the coal matrix and the resultant changes in the permeability, sorption, gas flow mechanics in the reservoir, and stress state of the coal can impact a number of reservoir-related factors. These include effective production of coalbed methane, degasification of future mining areas by drilling horizontal and vertical degasification wells, injection of CO2 as an enhanced coalbed methane recovery technique, and concurrent CO2 sequestration. Such information can also provide an understanding of the mechanisms behind gas outbursts in underground coal mines. The spatiotemporal volumetric strains in a consolidated Pittsburgh seam coal sample were evaluated while both confining pressure and carbon dioxide (C02) pore pressure were increased to keep a constant positive effective stress on the sample. The changes intemal to the sample were evaluated by maps of density and atomic number determined by dual-energy X-ray computed tomography (X-ray CT). Early-time images, as soon as CO2 was introduced, were also used to calculate the macro porosity in the coal sample. Scanning electron microscopy (SEM) and photographic images of the polished section of the coal sample at X-ray CT image location were used to identify the microlitho types and microstructures. The CO2 sorption-associated swelling and volumetric strains in consolidated coal under constant effective stress are heterogeneous processes depending on the litho types present. In the time scale of the experiment, vitrite showed the highest degree of swelling due to dissolution of CO2, while the clay (kaolinite) and inertite region was compressed in response. The volumetric strains associated with swelling and compression were between ± 15% depending on the location. Although the effective stress on the sample was constant, it varied within the sample as a result of the intemal stresses created by gas sorption-related structural changes. SEM images and porosity calculations revealed that the kaolinite and inertite bearing layer was highly porous, which enabled the fastest CO2 uptake and the highest degree of compression. In Alaska?s southwest corner, in the Bristol Bay region, 476 holes have been drilled to help define the size of the Pebble Project. The results indicate that the deposit holds close to 32 Mt (72 billion lbs) of copper and 2.9 Gt (94 million oz) of gold. The Pebble Partnership, an Alaskan limited partnership of Anglo American and Northern Dynasty Minerals, owns the project that consists of two world-class mineral deposits. Currently in the prefeasibility and prepermitting stage of development, the Pebble Project is one of the largest and highest profile exploration projects in North America. History The Pebble West Project was originally discovered in 1988 by Cominco (now Teck Cominco). Drilling programs in 1997 defined a near-surface mineral deposit of 1 Gt (1.01 billion st). Minerals found included copper, gold and molybdenum. Northern Dynasty Minerals acquired the property in 2001 and, by 2005, it had confirmed a measured and indicated resource of 4.1 Gt (4.5 billion st) containing 1.2 kt (42.1 million oz) of gold, 11.2 Mt (24.7 billion lbs) of copper and 612 kt (1.35 billion lbs) of molybdenum and additional silver. By September 2005, Pebble East, a deeper, but richer deposit had been found. Drill data by the end of 2005 confirmed a 3.4-Gt (3.7-billion st) inferred resource containing 19 Mt (42.6 billion lbs) of copper, 1.2 Mt (39.6 million oz) of gold and 1.2 Mt (2.7 billion lbs) of molybdenum.

Leinster Nickel Operations, located in Western Australia, consists of an underground and three open pit mines in relatively adverse ground conditions. This paper reviews our ground control practices in the open pits, covering aspects of ground support, wall control and monitoring. These methods have been effective in allowing mining operations to continue beneath unstable slopes. In particular, the use of Ground probe?s slope stability radar has enabled the Harmony open pit to safely operate for months following indication of failure from traditional methods. This case study highlights the benefits of investing in appropriate slope stability monitoring systems.

In this paper the mechanical properties of high carbon equivalent cast iron for automobile brake discs were analyzed through thermal analysis curves. Experiment results show that the mechanical properties have a strong correlation with thermal analysis curves and an effective way to predict the mechanical properties of high carbon equivalent cast iron was proposed based on the features of thermal analysis curves.

Insurers are hesitant to provide coverage for Open cast Pit side wall collapse, and even the consequent damage to plant and equipment in the pit as well as the resulting interference with the mining operations. After a general introduction to relevant principles of insurance, this paper addresses some of the major reasons for that reluctance based upon the authors? extensive claims experience, examines what limited coverage can still be obtained and looks to the future possibilities. Confidentiality of sources and examples referred to in this presentation is a natural imperative so that a bibliography is not provided but reference is made to relevant sample insurance policy wordings.

The State of California, Department of Transportation is currently retrofitting a major interchange near the San Francisco area. The project is located in a highly traveled area of Oakland with light rail commuter service near many footings. Over 600 micropiles are being used in conjunction with CIDH piles for footing stabilization. A specially designed Soil Nail pile will support footings for a new light rail utility structure. Pile testing features in this contract serve as points of interest for future foundation designs. The presentation focuses on substructure issues of this incterchange retrofit. This U.S. Bureau of Mines report details the results of a series of large-scale experiments where small coal fires were used to ignite the conveyor belt at air velocities ranging from 0.76 to 6.1 m/s. In the tests, electrical strip heaters imbedded within a pile of coal were used to heat the coal to a point of flaming ignition. The flaming coal subsequently ignited the conveyor belt located approximately 5 to 10 cm above the coal pile. During the tests, temperature, CO, and smoke levels were continuously measured in order to determine both alarm time and level as the fire intensity progressed through the stages of smoldering coal, flaming coal, and flaming coal plus flaming belt. Analysis of the data leads to certain conditions of air velocity and sensor alarm levels that are required for early detection of conveyor belt entry fires. Two nomographs are presented, which define sensor alarm levels and sensor spacings as a function of belt entry cross-sectional area and belt entry air velocity.
