In 1968, the U.S. Bureau of Reclamation awarded S.S. Mullen Construction of Seattle, the Intake Tunnel (488 m by 4 m diameter tunnel) and Pumping Plant No. 1. In1998, the Southern Nevada Water Authority awarded Lake Mead Constructors (Kiewit of Omaha) a parallel New Intake Tunnel (518 m long by 4.6 m diameter tunnel) and Pumping Plant. Both projects provide water to a thirsty Las Vegas. This paper presents a detailed comparison of the two intake tunnels in terms of grout takes and pressures, geologic mapping and rock quality, grout penetration beyond the excavation line, degree of fracture grouting, and groundwater inflow boundary considerations. The paper provides a comparison of grouting techniques and material developments then and now.

INTRODUCTION. NOTWITHSTANDING the growing importance of this subject, no work specially devoted to it has hitherto been published. Having had to inspect during the last twenty years nearly a million tons of iron and steel rails for various countries, I have obtained experience of what rail manufacturers can practically execute, as well as of what railway engineers practically require. Bearing these two points in mind, I have from time to time published observations with a view to unite both interests, -that of the producer and that of the consumer,-and to reduce the specifications and the forms of sections to standards, or types, in order to facilitate the execution of the works and to improve the construction of permanent way. The Swedish government railways, as well as private companies owning railways in Sweden, Norway, and Denmark, have during the time above mentioned consulted with me and intrusted to me their rail inspection. I therefore owe to these countries much of the opportunity which I have enjoyed of gaining experience and position. Next to Sweden, America is the country which has most liberally favored me with its confidence in placing these matters in my hands. Through circumstances not under my control there has been little exportation to, and less work done by Europe for, America during the last six years ; but the recent revival of the rail trade has been the more gratifying to me, seeing that almost all the importers of American rails are still specifying for the Sandberg rail sections and inspection. "Minntac is a taconite mining, concentrating and pelletizing operation located near the town of Mountain Iron, Minnesota, U.S.A. It is totally owned and operated by USX Corporation and represents its largest source of domestic iron units. Minntac began producing fluxed pellets in 1988 and has produced both acid and fluxed pellets since then. This paper compares the acid and fluxed pellets produced at Minntac. It reviews modifications that have been made to the plant flowsheet and discusses areas recognized for improvement since the beginning of fluxed pellet production. It also comments briefly on the performance of Minntac fluxed pellets in USX blast furnaces and the future of fluxed pellets at Minntac.IntroductionMinntac was built in three steps with each step designed to produce 6 million long tons of acid pellets per year. The actual production has varied though. Figure I shows the production by year at Mirmtac. Step I began production in 1967, Step 2 in 1972 and Step 3 in 1978. Mirmtac produced 16.5 million tons in 1979 but only 3.5 million tons in 1982 when the facility was shut down for six months because of the lack of demand for pellets. Since the initial start up, Mirmtac has produced over 200 million long tons of pellets. Until 1987, all the pellets produced were ""acid"" pellets. In 1987, equipment to produce ""fluxed"" pellets was installed and tested. In 1988, full scale production of fluxed pellets began."

Studies of ground movement and subsidence resulting from mining operations cover a broad field. It is also a very important consideration and one that eventually affects nearly every mining operation of any extent. The damage to surface buildings, removal of mine surface plants and replacements of main hoisting shafts must reach an astounding expenditure were these cost figures available over a period of years. Were the subject one of mathematical formula and dependent only on the angle of draw of the walls or country rocks, the problem would be relatively simple. Consideration must be given to depth and extent of workings; structural conditions of the orebodies and enclosing country rock; physical properties of these same rocks, including schistosity, bedding, jointing, slips, dikes, faults, and other structural weaknesses. The method of mining, extent of openings, supporting pillars, and amount of moisture or water underground are other pertinent factors. With such a large number of variable factors, it is apparent that the subject of subsidence is one that must be based largely on experience and results at other mines where conditions are somewhat comparable. In presenting this paper, it is the intent to describe the progressive results of past ground movements at the United Verde, to bring out physical conditions largely responsible for this movement, but to refrain from theorizing on the ultimate extent of subsidence resulting from future mining operations. Geology and Structure1 The ore deposits of the United Verde are of the massive sulfide, schist-replacement type. A structural anticline formed by the intrusion of diorite between bedding planes of steeply dipping and severely folded greenstones and porphyry localized the deposit of sulfide. The mineralized zone is of great horizontal extent varying from 200,000 to 400,-000 sq. ft., and extends from the surface to the lowest levels at a steep dip of from 50° to 75. BOTH the foundryman and the theoretical metallurgist are now generally agreed that the anomalous "rising" or "bleeding" of certain ferrous castings of killed metal is primarily attributable to hydrogen. How and why the phenomenon occurs, however, have not been made clear. The following discussion is intended to harmonize foundry experience with metallurgical theory so that the foundryman may possibly improve his ability to prognosticate whether a certain casting may bleed or not. BLEEDING, RISING, AND PIPING The "rising" to be discussed here is not to be confused with the action in rimming ingots as a result of the carbon-oxygen reaction, although a conclusion will be drawn that may apply to the art of controlling the rimming action. Only killed metal is considered, which includes both steels and irons. In Fig. I, three killed, chill-cast ingots are shown: a porous ingot whose evolution of gas during late stages of solidification has ejected metal through the top; an ingot in which moderate gas evolution during solidification has lifted the mushy central metal, i.e., it has "risen"; and, third, a sound ingot with good piping characteristics. The first type is referred to as "bleeding," and generally infers that a solid skin had first formed through which the liquid metal later erupted. There is no fundamental distinction between bleeding and rising in reference to killed metal.* POROSITY Hydrogen appears as a cause of bleeding because the gas evolution simultaneously leaves a porosity of a type traceable to hydrogen. Twenty years ago, Melmoth1 noted that killed steel that rose unexpectedly in the mold, if returned while liquid to the furnace and heated further under a reducing lime slag, would again rise in the mold; but that if the ingot were allowed to solidify and was then remelted no rising occurred. A critical quantity of the responsible gas is therefore removed by the rising action. Melmoth associated rising with high silicon (0.7 to 0.9 per cent) and concluded that silicon increased gas absorption. Because silicon is a strong deoxidizer, oxygen must, therefore, be eliminated from consideration of the three common gases in steel-oxygen, nitrogen, and hydrogen. Butterworth2 later decided that pinhole porosity was caused by gases dissolved in the metal and that hydrogen was obtained from steam in the mold. At 5:30 p.m. a social hour was held for all RMCMI registrants on the lawn area south of the Gondola Lift House. This was followed by a western steak fry and dancing to the country western band, "The Cat's Night Out". MORNING SESSION Tuesday, June 29,1982 RMCMI golfers came out in force for a shot-gun start of the Championship Golf Tournament at Vail Municipal Golf Course which began its first session at 7:30 a.m. followed by a second at 1:15 p.m. The tournament was headed by William Carpender, chairman and his committee members Gary Bennewitz, Jr. and Gene Christmann. RMCMI members were treated to early morning rolls and coffee in the Conference Center preceding a showing of the RMCMI slide/tape program on enhancing the image of coal mining, by telling the story of the Institute. Following this, the meeting was called to order by President McKeever at 8:30 a.m. when he introduced Mr. Carl Terzian who presented a workshop entitled "Sure You Have an Image - But What Kind?". MR. McKEEVER: Good morning Carl. I see you're ready to address this bright and busy tail audience. One of the things that I really want to point out this morning and I knew we would have a second chance with Carl Terzian but Carl is someone that will leave a good lasting impression on you and what he will hopefully be talking about, as I remember, is that what he's saying here can be used personally, or for company, or for the Institute, or anything else on image. Carl is Chairman of the Board of Carl Terzian Associates. He is a prominent author, lecturer and consultant. He is headquartered in Los Angeles and he's nationally known: governmental affairs, man¬agerial development and executive speech training and has served nearly four hundred clients since 1969. Each year he travels nearly 300,000 miles to address conventions, conferences and sales and management meetings as a motivational speaker. Carl has been speaking professionally for more than twenty-five years. He was graduate magna cum laude 1957 from the University of Southern California where he was elected Phi Beta Kappa and student body president. He later served as State Department goodwill ambassador for President Eisenhower; public relations director for Lutheran Hospital Society of Southern California; dean and professor of political science and speech at Woodbury University and public affairs director for architect Charles Luckman. He has been honored for his civic and philanthropic and professional accomplishments by the Congress and State Department, California Assembly and Senate, City and County of Los Angeles, Her Majesty the Queen of England, and six times by the Freedom Foundation of Valley Forge. Although forty-seven years have passed since the by-product coke oven made its successful commercial appearance, it is only during the past fifteen or twenty years that this system of coal carbonisation has advanced rapidly to its present position ofabsolute supremacy.Early designs of by-product ovens proved more or less faulty, and the coke produced was so inferior to coke made in beehive ovens that there was a natural hesitancy on the part of coke producers to invest large sums of money in installations of by-productovens of doubtful utility-more especially in view of the fact that beehive ovens could be erected cheaply and operated by non technical labour for the production of high-grade coke under the most variable conditions of trade.Surely and steadily designers brought forward by-product ovens of improved type, coupled with more efficient apparatus for the recovery of by-products, but still the industry lagged, due almost entirely to the insistence on the part of coke users that the qualityof ordinary beehive coke was vastly superior for metallurgical operations to the best coke produced from by-product ovens. So deep rooted was this prejudice that only the passage of time could eradicate it. That it has successfully done so is strikingly illustratedin the following statistics:

Excessive injection pressures in water injection wells may create deeply penetrating fractures, or may open up existing reservoir fractures. If these fractures are oriented toward offset producing wells, oil recovery at injected water breakthrough and ultimate recovery will be impaired. A method of calculating fracture lengths from pressure fall-off test data is presented. The method is based on a linear flow model that simulates conditions present during the early-time period after shutting in an injection well. Fracture lengths can be calculated directly if formation permeability is known. A graphical technique is presented that provides fracture lengths based on permeabilities calculated from normal fall-off tests, where those permeabilities are adjusted for flow geometry. Test data from four injection wells and results obtained from applying the method to these wells are discussed. Introduction Rates of water injection into nonstimulated wells in low permeability reservoirs frequently fall below economically desirable levels. Therefore, some form of stimulation such as hydraulic fracturing often is performed on these wells. Usually these fractures penetrate a short distance from the well — short as compared with interwell spacing — and therefore should not create problems of water channeling to offset producing wells. In the past, some operators have been tempted to increase injection pressures continually to maintain a specified injection rate. But pressures cannot be increased indefinitely. Field data indicate that continued injection above fracture opening pressure can cause excessively long fractures to approach between well distances. If these long fractures intersect or closely approach offset producing wells, premature water breakthrough can result. It is difficult to seal effectively these fractures by various workover procedures after premature water breakthrough has occurred. This paper describes testing procedures that are potentially capable of detecting premature water breakthrough before it occurs. Knowledge of fracture lengths and fracture opening pressures can assist field engineers in selecting optimum operating conditions for water injection wells. Fracture lengths should be calculated from pressure fall-off tests on injection wells, and maximum permissible iniection pressures should be determined from step-rate injectivity tests. Equipped with this information, the field engineer is in a better position to recommend for a particular injection well the optimum operating conditions that will lessen the chances of channeling to offset producers. Historically, pressure transient tests have been conducted primarily on producing wells and analysis procedures have been based on radial flow concepts. Several authors have suggested that these same procedures be applied to tests conducted on water injection wells. This application is justified for wells that are not connected to extensive fracture systems. However, if the formation is severely fractured, the interpretation methods must be modified. Several authors have presented the pressure response of various systems that are intended to simulate reservoir conditions. A paper by Russell and Truitt* on vertically fractured svstems is probablv the most useful from the standpoint bf the fieid engineer. Russell and Truitt presented the pressure-vs-time behavior of a well connected to vertical fractures with various fixed lengths. Their permeability adjustment technique is used in this paper to refine methods of calculating fracture length and interwell permeability. Theory and Definitions Three flow-system geometries are considered in analyzing injection well test data. These various geometries are applicable during specific time intervals of transient pressure tests. Schematic drawings of the flow models, and the time intervals over which they are applicable, are shown in Fig. 1 in the chronological order that they are applied to the pressure response of water injection wells in fractured formations. The very early response is simulated by an infinite linear system as shown in Fig. 1A. This representation permits the calculation of matrix surface area exposed to the fracture. The model shown in Fig. 1B is identical with the one studied by Russell and Truitt. They evaluated the transient pressure response of this vertically fractured system by finite difference techniques. The results were presented as tabulations of dimensionless pressure drop functions for a range of fracture lengths. A semilog plot of these data shows that the apparent matrix permeability can be related to the true matrix permeability by a simple exponential function. Their adjustment factor is used in this paper to improve the accuracy of matrix-permeability and fracture-length calculations.

"La Mine Bousquet commenced operations in October 1979. Mining has been by underground methods from two main zones which dip steeply to the south , Sub-level stoping methods with following fill are used.The orebody and immediate country rocks are sericitic and highly schistose. The intensity of schistosity varies significantly and poor ground conditions prevail, especially within the orebody,Initially few mining problems were encountered but in May 1981, significant damage occurred. A system of stabilizing pillars was introduced with improved support systems. Predevelopment in ore and pre-drilling of blastholes were reduced with extra footwall development.Damage has continued to occur on a regular basis particularly during the spring thaw. Generally, the adverse conditions have been successfully overcome.IntroductionMost of the mining problems that have been experienced at Bousquet have been caused by poor ground conditions . This pa per describes these conditions, considers the cause and describes the ways in which the conditions have been dealt with . Despite the problems, Bousquet is a successful operation which in 1983 produced 95,000 ozs of gold from 514,000 tons of ore."

THE MOGOLLON mining district, New Mexico, has received little public attention, although for 15 years it has been the leading silver producer of the state; it is situated in a region remote from the principal lines of travel, and its activities have usually been limited to the operations of two or three companies. The value of the total production of the district in the 44 years of its history has been estimated at $15,000,000. For the years 1904 to 1917, inclusive, the output was: gold, $4,370,000; silver, 10,042,000 oz.; copper, 874,862 lb.; total value, approximately. $10,500,000. In 1913 the district contributed 80 per cent. of the total silver production of New Mexico, but in 1917 only 41 per cent., due to serious interruption in the operations of the leading producer. Since 1914 the silver output has diminished one-half, and the present high value of silver is nearly offset by the increase in cost of production. The output of gold has rarely exceeded 35 per cent, of the total for New Mexico. The ratio of silver to gold, by weight, has averaged 46:1 based on the whole output of the district. LOCATION AND TOPOGRAPHY The town of Mogollon is 75 mi. (121 km.) by a poorly located highway from the nearest railroad terminals, at Silver City and Tyrone. All supplies are transported by motor trucks and teams. The area, sometimes called the Cooney Mining District, lies on the western flank of the Mogollon Mountains, which occupy the western part of Socorro County. The elevations drop steeply on the west to the valley of the San Francisco River, adjacent to the Arizona boundary. The topography is very rugged, the whole area being sharply dissected; deep canyons with steep gradients and rugged walls are characteristic of the whole western-slope of the Mogollon Range. The mode of fatigue failure was found to be a function of colutrre jp-actiotz and was also noted to be controlled by the relative fatigue and strength characlerislics of the matrix and reinforcemenl. THE advantages to be gained by suitably incorporating high-strength filaments or whiskers into metallic matrices are well-recognized.' To date emphasis has been placed on the experimental determination of tensile strengths and elastic moduli of metal matrix composites measured parallel to unidirectionally aligned filaments. Several attempts have been made to relate experimentally measured tensile properties to theoretical values calculated from the properties of the components on the basis of the relatively simple "rule of mixtures" analysis. However, relatively few data have been reported in the literature on the fatigue behavior and mechanism of fatigue failure of metal matrix composites. In a study of fatigue crack propagation in aluminum plus steel wires and aluminum plus tungsten wires, Forsyth et a1.2 found that the incorporation of small numbers of filaments suitably dispersed were capable of substantially reducing the rate of fatigue crack propagation. For this purpose, the strength of the filaments appeared to be more important than the aspect ratio and the authors reported that parallel filaments were not the most favorable orientation for increased strength. In a basic study of the fiber reinforcement of metals, Williams and 0'brien3 report preliminary results which indicate a considerable improvement in fatigue strength in reversed bending fatigue of a steel wire-reinforced aluminum alloy composite. In a study of the influence of interfacial bonding on fatigue behavior, Baker4 has also reported improved fatigue properties in stainless steel-reinforced aluminum composites. In contrast, Ham and place5 report that, although tensile properties are improved greatly by filament reinforcement, the reinforcement of copper with continuous, brittle tungsten wires up to 23 vol pct was comparatively ineffective against fatigue. The authors attribute the poor fatigue properties of the composite to fatigue hardening of the matrix at the tips of cracks which can build up stress concentrations sufficiently large to fracture proximate filaments. Baker and cratchley6 failed to find marked improvements in the reversed-bending fatigue properties of silica-reinforced aluminum. The study was complicated by the complex behavior in a composite during the compres-sive half-cycles imposed in this type of loading. This was manifested in the failure of the composites by de-lamination, a contributing factor being the presence of aluminum oxide at the matrix-filament interface. This contract was directed toward a study of the attenuating properties of earmuffs as worn by miners. Two attenuation measurement procedures were utilized. Human subjects were tested in a diffuse sound field according to threshold shift procedures recommended by the American National Standards Institute and a physical measurement procedure was accomplished in the same diffuse field on the same human subjects with microphones placed simultaneously on the inside and outside of the muffs. All measurements were obtained in one third octave of random noise. The results of the study indicated that physical and psychophysical attenuation measurements are in essential agreement at frequencies from 125 Hz to 2 KHz. Above 2 KHz the psychophysical measurement demonstrates larger amounts of attenuation than the physical measurement. The difference in attenuation ranged from approximately 7.0 dB to 9.0 dB at frequencies of 4 KHz and above. A possible explanation for the observed differences in attenuation has been presented.

Those who for the first time see, at a mine, a great hole caused by subsidence; or, going underground, see an extensive fall of roof or hanging wall are apt to regard such an occurrence as an accident and not a normal condition of exhaustive mining. Moreover, the public is inclined to believe that a cave or subsidence of the surface is the result of carelcssness in mining or the rapacity of the mine operators in "robbing pillars," a tern too loosely used in descriptions of coal mining. This belief is fostered by the common-law requirement that an owner of the surface or of surface improvements is entitled to full support of the surface. Court decisions have upheld this law even when that owner has sold or leased the underlying mineral, unless a clause in the sale or lease contract exempts the mining company from paying the owner of the surface for damages that may result from mining. Another reason for this belief is the earlier practice (which is still extensively followed in this country) of leaving all coal pillars unmined, except as they have been thinned by so-called robbing; by not extracting the pillars, the surface may be supported by them for years, perhaps for generations. Inasmuch as the practice of leaving permanently in the mines from one-third to one-half of the mineral is wrong, with respect to conservation of a national resource, it behooves the mining engineers to assemble data and disseminate information on the subject, pointing out that subsidence must follow complete extraction, unless expensive methods of back-filling are employed, such as are used in Germany and France. These methods inevitably increase the cost of mining and the price of the mineral produced. It is popular to speak of "waste in mining" without a realization that much so-called wasting is unavoidable unless subsidence is accepted and provision made therefor where the surface is valuable, or else the only present known alternative of hydraulically placing sand or crushed stone filling in the excavations, at an increased cost of the mineral product to the consumer.

The question of the influence of gases upon the properties of copper has received the attention of a number of investigators, among whom Sieverts,' Iwase,2 Lobley and Jepson3 stand preeminent. Solubility of Gases in Copper Sieverts and Iwasé concerned themselves with the solubility of a variety of gases in the metal in the solid and liquid states. They determined the absorption coefficients of these gases and in all cases found a sharp change in solubility at the melting point of the metal. In this respect they disagree with Lobley and Jepson, who have based their opinions upon the appearance of small ingots of the metal which had been fused in an atmosphere of one or other of three gases and had then been rapidly cooled, while surrounded by gas, to the freezing point (rate—possibly 30" to 60" C. per sec.). The ingots that had been fused and cooled under nitrogen and carbon monoxide were free from blowholes and it was assumed that these gases were not absorbed in amounts much in excess of those which would dissolve in the solid metal; the ingots similarly treated under hydrogen were full of blowholes and it was assumed in this case that gas was ejected on solidification of the copper. The effect of varying the rate of freezing upon the character of the test ingots was not examined by these investigators; otherwise, it is felt, their views might have been subject to modification. Sieverts' most important contribution is that the solubility of a gas in any metal is proportional to the square root of its pressure or concentration. In 1923 a Western mining company was experimenting with the device of an inventor designed to locate buried ores by radio. Because the progress was slow and the results were confusing, the company began to doubt the usefulness of the method and invited me to review the whole question of the application of physics to ore detection. I was fortunate in securing the cooperation of several physicists who had worked with me during the war on the problem of submarine detection. This group has been increased and has been studying the problem of physical exploration for ores since that time. It was evident that the problem is a big one, with many angles of approach. Its general features may be set down, in rough outline, as follows: The soils, rocks and ores hidden beneath the surface differ one from another in many respects. These differences may be made to furnish a clew for the physicists working from the surface. To bring these differences into action the physicist creates some kind of an effect which penetrates into the ground and is distorted and reflected when it meets boundaries between different sorts of underground structure. In other words, he sends a message down, and the rocks and ore send back signals in reply. In picturing this process, we should not regard the ground as dense and impenetrable. The kind of messages used pass through the earth about as readily as a sound wave travels the air. If, then, the fundamental procedure is to shout down questions in the hope that an orebody will hear and answer back to us, it is clear that a large part of the expert's study must relate to the kind of questions best suited to the temperament and intelligence of orebodies. It will be easier for the ore to reply to some of our questions than to others, and it is for us to find the right questions. In certain cases, we are spared the necessity of using a messenger, because nature has already provided one. For example, we already have a terrestrial magnetic field which automatically and continually conveys messages from underneath. So much has already been wimitten on this vast subject of ground movement and subsidence, and so many data collected and commented upon, that in this paper the author proposes to confine himself to the submission of some plans showing what has actually occurred in the mining of several of the orebodies which have come under his direction during the last 20 years or so at Rio Tinto, Spain. Some notes are added for the purpose of describing the plans. The author does not attempt to give his opinion as to the reasons why the subsidences have occurred in the manner in which they are found, but confines himself to giving as true a picture as possible of the movements that have taken place. Effects of Excavation on Ground Movement Broadly, the effects of excavations on the overhead or adjacent ground can be classified under three headings, as follows: 1. Ground movements due to excavations made from surface only, such as those made in opencasts where no excavations underlie them. The stability and strength of the ground to resist movement must determine the slopes. 2. Ground movements due to underground excavations only; i. e., where the surface is not removed. 3. Ground movements due to a combination of both; i. e., from excavations taking place from the surface for the purpose of stripping an orebody and recovery of the ore to a certain horizon combined with excavations being carried out below, at the same time, for the winning of the ore below the horizon at which mining by stripping or opencasting under the specific conditions is no longer economical. Nos. 1 and 2 represent independent and distinct problems and No. 3 is a combination, which presents results much more difficult of explanation. The accompanying plans and sections give examples of what has occurred under the three conditions. Unfortunately, the class of ground is not exactly the same in them all, but the difference is not greater than is generally encountered over districts of equal area. The practice of the cyanide-process of gold-extraction has brought to light many important contradictions of familiar chemical analogies, which still obscure both the theory and the practice of the art with distinctions subtler and more difficult to make or follow than those which delighted the heart of the old-time metaphysician. Yet Nature herself has drawn these distinctions; and if we hope to succeed in this modern search for the Golden Fleece, we must be able to follow her through the winding labyrinth. There are so many phases of this question that I shall attempt to touch on only one of them at this time, but it is one that lies at the root of many others. In reviewing my paper on " The Solution and Precipitation of Cyanide of Gold,"* Mr. E. B. Wilson contends† that" in the solution of gold by means of alkaline cyanides the various reactions are determined, as to their order and intensity, by the relative position of the elements concerned in the electro-chemical series, or series of voltaic tension." In a modified form this statement is probably true. That is to say, the difference of electrical potential in any closed electrical circuit determines the nature of the reactions which ensue. But the matter is not so simple as Mr. Wilson assumes. Recent investigations show that the order of the metals in the electro-chemical series depends not only on the nature of the elements themselves, but also on the chemical composition of the solution in which they are placed; its degree of concentration; its temperature; and, in the case of gases, on the pressure. Unless all these conditions are taken into account, inferences drawn from the electro-chemical series are likely to prove more

THE desire of the engineers over the last few years, growing out of their contact with public affairs, that this Institute should take a wider vision than the narrower field of technology and should apply its skill to the development of civic problems which must lay in their foundation on engineering, has led to this discussion today. Some of us in San Francisco, in discussing this question of the relation of the engineers to civic problems, raised the question as to whether or not in this national emergency it was not the duty of the Mining Engineers to bring, forward their combined skill and knowledge and experience to bear upon the problems of the coal industry. This industry, considered as a whole, is one of the worst functioning industries in the United States. It is equipped with capital, with machinery, plants and labor to a peak load at least 20 per cent. above the average necessity. This peak load, therefore, involves the use of probably 100,000 men diverted from other productive industries; it involves an intermittency of employment through its whole personnel that results not only in a long train of human woe, but results also in a higher cost of coal -to the general public. The problem of whether the industry can, by any device, be cured or even partially cured of its intermittency, is solely an engineering problem. It is therefore an apropos problem for this Institute. Your President and myself and others thought that we could best develop this discussion by calling upon men of large experience in the particular branches of the soft coal industry, to bring the facts in front of this general committee, with a view to an exhaustive discussion and perhaps subsequently the appointment of a committee to formulate those facts and such remedies as may be developed into a report that would be of constructive value.
