IT appears now that the conflict with the totalitarian states will be a long-drawn-out struggle. The course of this war up to now indicates that this may well be the first major conflict where man power has not been the vital and determining factor. Mechanized warfare has made it possible for relatively small, well-equipped groups to outmaneuver and defeat large armies which lack the necessary modern equipment. Under these circumstances, ultimate victory becomes a matter of resources and productive ability. The important question is not how many soldiers can he put into the field, but the volume and speed in producing the armaments essential to ensure a victory. The resources available to the opposing nations and the efficiency of their systems of enterprise and production will be primary factors in determining the ultimate outcome. Germany had a head start of eight years in the armament race, and it is not easy to overcome such an advantage overnight.

The Plymouth Tunnel forms part of the 16-mile long route of the Purple Line Light Rail Project promoted by the Maryland Transit Administration. The tunnel is approximately 1,220 feet in length with a shallow vertical alignment located beneath a residential area. Challenging mixed ground conditions included surficial soils, decomposed Saprolite, and highly weathered to fresh rock requiring the use of the Sequential Excavation Method (SEM) for construction. This paper discusses innovative approaches implemented during construction as well as challenges faced during planning and installation of a spray-applied permanent concrete liner.

City of Manchester, NH, is implementing a 20-year plan to control and significantly reduce overflow of its sewer system. The long-term control plan had called for large scale box culvert installation through downtown Manchester. The City and the project team evaluated, and eventually selected, tunneling as an alternative to mitigate construction related impacts for open trench approach. This paper provides an overview of the alternative evaluation process; discusses the development of the preliminary design for the 12,000 feet long, 12-ft internal diameter tunnel, including plan and profile selection, subsurface conditions, drop shafts and the anticipated packaging of the separation areas.

With the Working Shafts and Starter Tunnel under way, it became apparent this 4.7-mile, 19-foot diameter wet weather tunnel was going to live up to its name. The shaft’s pre-excavation grouting was completed, and ground water inflows were slowing project progress. As the tunnel drive was approaching 50% complete a cooperative effort was underway between the owner, engineer, and contractor to raise the base of the Retrieval Shaft by 65 feet to avoid ground water infiltration construction challenges. The tunnel alignment needed to be raised in kind. The project was behind schedule and rethinking the cast-in-place adit work was next on the agenda due to the very wet environment in the tunnel. The race was on to finish the project within the owner’s time constraints while completing multiple redesign aspects of the tunnel alignment and associated adit construction. This paper will evaluate original design criteria and actual in-route design modifications and change management to meet the owner’s just-in-time schedule needs.

The Michigan DOT’s I‑75 Modernization Project, Segment 3, is a 30-year, $1.2 Billion design-build-finance-maintain project in Southeast Michigan. The scope includes building a nearly 4-mile long, 14.5-foot ID stormwater storage tunnel. The tunnel and pump station are being built concurrent with new roads and bridges, requiring multiple levels of design and construction coordination. Underground risks include the poten‑ tial for encountering granular soils, groundwater, and explosive gases. The new tunnel will be mined by a new open-face TBM and lined with a one-pass steel-fiber-reinforced precast concrete segmental lining. Shaft construction began in early 2020 and tunnel mining in July 2020.

Dispute Review/Resolution Boards (DRB’s) are a highly successful dispute avoidance and resolution tool. In a joint effort between the UCA of SME and the Dispute Resolution Board Foundation (DRBF), the authors embarked on an informal assessment of the state of the DRB practice in the tunnel industry from the point of view of the Contractor, Owner, DRB Practitioner, and Attorney. The results of this assessment were presented in a panel discussion at the Rapid Excavation and Tunneling Conference (RETC) in June of 2021. AT the outset, the authors of this paper desire to file a disclaimer and an, explanation. They have no inside information from occult sources; neither of them feigns clairvoyant powers in the slightest degree. It is true that they have indicated on be graphs an approximate trend for the consumption of seven important mineral commodities up to the year 1954. At best this is a risky business; the figures do not pretend to be any- thing more than reasoned conjectures that are predicated on an attempt to evaluate some of the more obvious of the many factors that are likely to have a bearing on the future.

"The LaRonde mill was commissioned in 1988 and began treating ore from the Penna shaft in 2000. The mill has been expanded to accommodate 7,500 t/day, but ramped down to 6,000 t/day since the deep extension began. The process recovers gold, silver, and base metals. In 2008, the Goldex plant began trucking gold-pyrite concentrate to a treatment plant feeding pulp to the LaRonde mill, increasing gold output by 40,000 oz. In 2009, the high-grade Lapa ore processing facilities were annexed to the LaRonde plant, increasing gold output by 120,000 oz. This paper outlines the metallurgical considerations related to the treatment of different ore types.RÉSUMÉ Le concentrateur de la mine LaRonde a été mis en service en 1988 et a commencé à traiter le minerai du puits Penna en 2000. La capacité du concentrateur a augmenté afin de permettre le traitement de 7 500 tonnes de minerai par jour, capacité qui est retombée à 6 000 tonnes par jour (tpj) depuis le début de l’extension en profondeur de la mine. Ce procédé permet de récupérer de l’or, de l’argent et des métaux communs. Cet article passe en revue les considérations métallurgiques liées au traitement de différents types de minerai.INTRODUCTIONThe LaRonde metallurgical plant in the Abitibi region of Quebec, Canada, evolved into a mature milling site following expansions in 2000–2003, thanks to improved processes, manpower, and water treatment capabilities that better accommodate the complex constituents of the LaRonde ore. The ore requires a sequence of grinding, copper- lead and zinc flotation, and precious metals leaching, ending with a carbon-in-pulp (CIP) gold recovery. A portion (35%) of the tailings is sent back underground as paste backfill after being treated with the SO2-air cyanide destruction process. The tailings area has a dedicated cyanide destruction and metal precipitation area through which the used water passes before returning as recycled water. A biological water treatment plant was built in 2004 to address water toxicity in the final effluent. The water toxicity was the result of the high sulfide content of the LaRonde ore (from thiocyanate or stable cyanide species buildup) and the use of 90% recirculated water in the mill. The water treatment plant uses bacteria to transform thiocyanate into nitrates and precipitate phosphorus from the water before it is discharged into the environment."

IN giving a sketch of the geology and mining of the tin-deposits of Cape Prince of Wales, a short description of the geographic and climatic conditions may be of special interest on account of this being a part of the world of which very little is known, even by the reading public. As shown in Fig. 1, the location of the Cape is lat. N. 65° 35' and long. W. 168°. It is bounded on the north by the Arctic ocean ; on the west by Bering strait and on the south by Bering sea. It is the western-most point of the mainland of North America, and to the west, across the strait, one can see East Cape, Siberia, which consists of a rugged, steep coast of granite cliffs. The climatic conditions are of interest because of the part they have had in the surface geology, and also because they affect mining from an economic standpoint. In connection with the climate and geography, it does not seem out of place here to quote a few lines from the prologue of The Wandering Jew, written by Eugene Sue, under the caption '1 The Land's End of Two Worlds."

"The paper presents the history of development of the United States Tennis Association (USTA) site, focusing on geotechnical, geoseismic, and foundation engineering challenges associated with it. The site is located at the Flushing Meadows Corona Park area of Queens, New York. Now home to the Billie Jean King National Tennis Center (BJKNTC), the site used to be a biologically rich, tidal salt marsh that extended south from Flushing Bay and overlaid an ancient buried valley. In early 20th century, Brooklyn Ash Co. was contracted to fill the marshland with cinders and furnace ashes. F. Scott Fitzgerald describes the “Valley of Ashes” as “a fantastic farm where ashes grow like wheat into ridges and hills and grotesque gardens; where ashes take the forms of houses and chimneys and rising smoke, and finally, with a transcendent effort, of ash-gray men who move dimly and already crumbling through the powdery air.” In 1939 the site was leveled and filled to host the World’s Fair and refilled again for the 1964 World’s Fair.The USTA moved to the site in 1978 and in mid-1990’s constructed the 23,000-seat Arthur Ashe Stadium (AAS). Currently, USTA has a Strategic Vision Plan venue with several interconnected construction projects including buildings, infrastructure upgrades and improvements to site circulation. In addition to a historical walkthrough, the authors will discuss technical challenges of supporting these developments through layers of fill, thick organic silty plastic clays and regional varved soils with bedrock found 300 to 400 feet deep. The subsurface is not only a weak foundation medium, but is susceptible to large amplification of seismic waves propagating from the bedrock during earthquakes. The developments are usually founded on project-specific pile foundations that carry static loads in deeper layers and accommodate lateral demands and performance objectives. Engineering innovations from the most recent development, the roof structure over AAS, will be discussed."

CHICAGO in the last week of June fulfilled all its promises to the visiting engineers except one. This holds true with respect to the activities of the Regional Meeting of the A. I. M. E. in particular and of Engineers' Week in general. No one expected to find much of the beautiful in the outward aspects of the Fair-the Century of Progress Exposition, to be more formal; but they expected novelty, color, and startling lighting effects at night, and they were in no sense disappointed. It has been said that the architecture is a portent of the style of the buildings of the future; most who have seen the Fair hope that this forecast will prove inaccurate. As to the exhibits themselves, they are splendid. They are in keeping with the theme of the Exposition-a Century of Progress in science, in engineering, in the industries based upon them. No attempt will be made here even to suggest the exhibits that are most interesting. There are plenty for every one; and any member of the Institute who has the opportunity should by all means visit Chicago before the end of October.

This paper is a case study highlighting learnings and success in two areas challenging underground miners: change management and collaboration. It examines the implementation process of a new automated loading system in the bulk stoping area of Telfer Mine in Western Australia, controlling multiple load haul dump machines. Here, the new technology has brought together different functions and different companies to deliver a well performing automation system in a changing and challenging mining environment. The introduction of a new and different technology on site has driven collaboration between all stakeholders to break down the traditional barriers to achieve the sustained performance required. Historically, different teams have operated within silos and not always aligned to deliver a ‘best for project’ solution. Technical teams focus on the mine design, maintenance teams focus on reliability and operations execute the plan. Mining contractors focus on productivity and cost. Manufacturers focus on supply of goods and service. Optimising each silo individually is not guaranteed to provide an optimal mining solution. Involving elements from each team as seen at Telfer, has resulted in an optimal mining solution for the automated loading system. A change of focus from the technical teams to include automation parameters in the mine design; operability and maintainability built into the system design allowing for collective ownership and responsibility resulting in a more resilient solution. The implementation of the new technology was not only a technical change but more importantly, successful management of change. Elements of successful change management such as communication, vision, leadership and planning, are essential to harness a trusting site culture which is responsive to new technology. Learnings and challenges from this change process will also be discussed with the intent to improve the success rate and timelines of technology implementations in the future.

A better understanding of ore fragmentation and the textural features of ore is a key to the energy efficient extraction of targeted minerals from low-grade ore deposits. In this study, X-ray microcomputed tomography (micro-CT) is employed to study mineral liberation during the tensile failure and onset of fragmentation of a copper ore. Our results show that X-ray micro-CT could inform new studies of ore micromechanics and fragmentation at the laboratory scale and may offer new avenues to address current challenges in the design of efficient comminution processes. We present the results of experiments based on a high-pressure apparatus enabling micromechanical studies to be carried out in situ (inside a micro-CT scanner). This platform produces high-quality 3D images of the evolution of a sample of porphyry copper ore during an in situ fragmentation test. A sequence of tomographic images enables mapping in 3D of both the deformation of mineral phases and the fragmentation process. The fragmentation occurs quasistatically through multiple stages starting with an initial tensile fracture splitting the ore diametrically, followed by tensile-activated nucleation and growth of multiple fractures producing a complex fracture network. Coupling breakage with microstructural information enables quantitative determination of the impact of ore texture heterogeneity on fracture patterns and mineral liberation. This microstructural information can be compared to key measurements of the ore mechanical behaviour such as the global deformation energy, strain deformation field and the stress relaxation response. The latter allows one to identify interesting precursor signals of the tensile failure. The copper liberation, fragment size distribution and breakage patterns are statistically characterised and related to comminution mechanisms which are clearly identified in the sequence of tomographic images. The two dominant mechanisms are rock-rock friction/compression induced by fracture closing and compression-driven fragmentation at rock-crusher contact points.

The Second Narrows Water Supply Tunnel will ensure system reliability in the event of a major earthquake and increase the Greater Vancouver Water District’s capacity to meet the long-term needs of a growing population. The tunnel will be 1,100 m long and 6.5 m in diameter (3,610 LF × 21.3 ft), constructed under Burrard Inlet between North Vancouver and Burnaby in British Columbia. It will be excavated through mixed ground conditions under high groundwater pressure, using a slurry TBM, between a 72 m (236 ft) deep shaft in soil and a 110 m (361 ft) deep shaft in rock. The completed tunnel will accommodate three large-diameter water mains that will be installed as part of the tunnel contract. This paper presents the project from design and contractor procurement, into the current construction stage describing some of the unique challenges encountered during the project development to date.

The Courthouse Commons Tunnel facilitates the secure transfer of inmates between the County Jail and State Courthouse across a city block in downtown San Diego, California. This shallow tunnel was excavated using the Sequential Excavation Method in soft ground. It passes under 8- and 10-story buildings with a foundation cover of 6 feet, and crosses the active San Diego Fault with a design offset displacement of 18 inches. "Northeast Frontier Railway (NF Railway) intends to connect Imphal, the capital of Manipur (bordering Myanmar) with Assam by railway link. They have planned a 125km long railway line that passes through steep rolling hills of Patkai region, eastern trail of Himalaya, and as a result large number of tunnels and bridges need to be designed. While the high mountains are penetrated by tunnel, the deep gorges between the mountain ridges are connected by tall bridges. The tallest of such bridges connects a gorge at about 140m above its bed level with an overall length about 700m at rail level. In all, five such bridges with tall piers are now under construction. With extensive study on possible alternate arrangement of the bridges considering the effect of high seismicity of the area, moderately to highly weathered siltstone/ sandstone as ground bed material, slope of the hills etc it was decided that bridge will be founded on 1.5m diameter bored cast in situ piles with length varying from 20m to 30m depending on the location. The substructures are RCC hollow pier and superstructures are steel open web through type girder of 103.5m span. Considering absence of any major construction work in the vicinity, it was decided that prior to design work, Site-specific spectrum study will be carried out and design will be carried out considering the varying stiffness of the tall piers, each of different height. Interesting results were obtained regarding behavior of piles under lateral loads generated by high seismic conditions. The paper discusses in detail the design of Pile foundations and the effect of bed material along the steep slope on which the piles are being constructed.INTRODUCTIONIndian Railway has undertaken the construction work of connecting the North-Eastern states of India through railway line. The major stretches of the area passes through hilly terrain and as a result the line passes through tunnels and bridges in succession. The tall mountains are being penetrated with tunnels and immediate after deep gorges are crossed with high level bridges. The entire area is under high seismically active zone. The bed material below the ground level of the sloped hill is 4 to 10 meter of mixed soil of sand, gravel, pebbles etc underlain by moderately to highly weathered sandstone, siltstone at the higher level and moderately weathered sandstone, siltstone at lower level. Considering all the aspects like constructability, maintainability, geological and geotechnical aspect, seismicity, stability, safety, functional aspect and cost it was finally decided that the bridges will be simply supported structure with open web through type steel superstructure of maximum span 103.5m and hollow cylindrical discretely varying RCC substructure with 1.5m diameter group of piles as foundation. The paper discusses on the design aspect of the pile foundation in the rocky strata in the hill slope. The codes and standards that have been followed for design are IRS (Indian Railway Standard), IS (Indian Standard), IRC (Indian Road Congress), AREMA (American Railway Engineering and Maintenance-of-way Association), UIC (International Union of Railway) provisions."

Advocate Mines Limited came into initial production on June 30, 1963, with an annual capacity in excess of 60,000 tons of high-quality chrysotile asbestos fihres, thus strengthening Canada's position in world production. The history of this development is traced from discovery through initial exploration, financing, orebody delineation and evaluation, pilot-plant production and product evaluation, construction of the plant, construction of deep?-sea shipping facilities, provision for a closed shipping season, and provision for the remoteness and for the lack of services, through to realization of full production capacity. The many unique aspects of the project are given special attention, particularly in the light of the first year of full-capacity operation. The marketing of the products in a highly competitive world market is reviewed, with special emphasis on product evaluation, quality control and the shipping of high-quality products to consumers throughout the world. Teck Cominco Metals Ltd. operates an integrated zinc-lead smelter at Trail, British Columbia, Canada. The zinc circuit comprises three parallel operations: conventional fluid-bed roasting, direct zinc pressure leaching of concentrates and atmospheric leaching of zinc oxide fume recycled from the lead smelter. The products from these three areas are combined in the main leaching plant where they undergo iron purification. Unlike most leaching circuits, the leach process in Trail begins with an acid leach and is followed by a neutral leach. An evaluation was undertaken to determine if the process at Trail could be improved by converting to the conventional neutral leaching process with a subsequent acid leach of the residues. This paper explores the results of these tests and the implications for Trail Operations.

In a paper presented to the Institute in 1897,* I discussed the iron-resources of the United States as then developed, calling attention to some principal sources upon which other countries depended. The following statement will give a general idea of the amounts, as compiled from the latest official records, of ores won, and metal produced, in the nations which are important contributors to the world's output. Unfortunately these are not all contemporaneous, since in some countries the statistics do not appear until after one or more years. The statement covers not only pig-iron and iron-ore, but also manganese-ore —the manganese mined being principally used in the production of spiegeleisen or ferro-manganese, and these alloys being generally included in the pig-iron output. Several years ago it became apparent to some of our people that; there was developing a very definite need for largee coal reserves in the West to satisfy- the need for fuel for the furnaces of electric generating plants with the rapid development of, the West, of both population and industry, it was impossible for hydro-electrics plants to keep up with the ever increasing demand for electricity. In 1960, Mr. E. R. Phelps, then associated with the engineering department of Peabody Coal Company, began a search for and development of coal deposits in the very remote northeast section of Arizona near the village of Kayenta. Travel to this section of the country was not easy even at this late date, and it was an eight hour drive from Farmington, New Mexico to Kayenta, Arizona, a distance of some 130 miles. The trip was over roads that even' a-horse and wagon had trouble negotiating and a four wheel drive vehicle was about the only type of transportation that could satisfactorily traverse these roads, as testify many badly beaten sedans and coupes that tried it. Since that time a very excellent road has been constructed from Shiprock; New Mexico to Cameron, Arizona where it junctions with another excellent road that runs north to Page, Arizona and the Lake. Powell area and south to Flagstaff, Arizona on highway 66. Kayenta is a small village nestled at the foot of the Black Mesa near its northeast extremities. The coal deposits of interest were on the surface of the mesa. This location presented another problem, as the only trail to the top of the mesa was intended for walking, horseback, or a brave soul In a horse and wagon. Once again the four wheel drive vehicle was about the only answer. To reach the coal deposits you must climb the mesa, which is vertical ascent of some 1,500 feet, and then proceed southward into the bowl of the mesa with an ensuing descent of some 1,000 feet, finally coming to an elevation of 6,500 feet, at which elevation the coal outcrops become apparent.
