On May 21, 1990, EPA released its Strawman II draft program for mining wastes. It proposes to expand RCRA regulation of mining operations to include materials other than wastes. Strawman I1 would establish strict standards for the states to follow, rather than technical guidance. It proposes to establish performance standards; design criteria; monitoring requirements; and corrective action, closure, post-closure, and financial assurance requirements. It suggests "pollution prevention" concepts for mining operations. This paper explores the Strawman II proposals, particularly the technical criteria, and addresses several of the important concerns raised by industry.

Reefs, exposed rocks, and fast currents made the Hell Gate section of New York's East River a treacherous passage ever since man attempted to sail through the area. As the harbor's importance grew, attempts to improve the channel were made, starting in 1851. This paper discusses the first major organized effort to clear the area, which began in 1869 and culminated in a single large blast in September 1876.

Despite further declines in production for some producers, 1986 proved to be a landmark year for the asbestos industry. The key event was the adoption of The Asbestos Convention by the Inter- national Labour Organization (ILO) and its 150 member countries. The document, entitled "Safety in the Use of Asbestos", reaffirms the international consensus on the "controlled-use" approach to chrysotile asbestos regulation. The decision of the ILO has come at a critical point in time. It represents a major turning point and provides an important building block for the long term future of the asbestos industry.

The Santa Fe Mine, located in west central Nevada, began leaching ore in 1988 and completed ore processing in 1995. Homestake Mining Company has completed final reclamation of the site, including remediation of bare surface soils resulting from the oxidation of sulfide minerals and migration of acidity in the mine waste repositories. The need to remediate oxidized sulfides and mitigate resultant acidity at the Santa Fe Mine emphasizes the economic, reclamation, and environmental advantages for understanding and pre-planning for management of potential sulfide wastes during mine planning phases. The lack of pre-planning by mining companies for sulfide waste management was common in the 1980's due primarily to mining of reserves characterized largely as oxide deposits and to the common opinion that low moisture regimes in arid or semi- arid climates would not allow for significant acid generation. Since the 1980's, operational experience has shown that sulfide wastes, deposited randomly in waste dumps and without adequate planning for final reclamation success, can create final reclamation problems that are very costly to remediate. While mine waste characterization, waste management plan compilation, and in-pit selective waste handling procedures add operational costs, the reclamation experiences at the Santa Fe Mine are indicative that pre-planning and management is worthwhile both in actual overall cost efficiency and in successful reclamation of the mine site. The reclamation program at the Santa Fe Mine shows Homestake's continued commitment to the successful management and reclamation of their mine sites.

"A review is made of some of the principal factors and conditions that are, and will be, important to the over-all market climate for asbestos fibre and for the future of Canada's asbestos industry: - health hazard associated with asbestos exposure;- uncertain international regulatory environment for continued asbestos use;- adverse public reaction to asbestos;- product liability/litigation costs (U.S.A. primarily);- promotion of substitution by governments and asbestos user industries; and- minimal product and market development efforts by asbestos producing and consuming industries.In addition, Canadian producers, who export some 95 per cent of their production, face additional constraints:- dramatically reduced integration with asbestos-consuming industries;- 60 per cent of exports to most rapidly declining markets (U.S.A., Europe);- increased competition from offshore producers favourably located to growth markets in developing countries;- increasing production costs;- a strong dollar;- disadvantageous freight rates; and- loss of price leadership and price erosion.Future market trends, as well as prospects for Canada's asbestos industry, will be projected in this paper.Economic FactorsTable 1 presents asbestos fibre production in all countries for the period 1980-82. In certain instances, e.g. U.S.S.R. and China, these are capacity estimates as production statistics are not officially published. The U.S.S.R, by far, is the world's largest producer accounting for some 50 per cent of world production, though most production is consumed internally or by COMECON countries. It is estimated that some 700 plants produce asbestos-containing products within the U.S.S.R.Canada accounts for some 25 per cent of world production though it ranks first in world trade. Other important producers are South Africa Zimbabwe, Brazil and Italy. Since 1979, Canada's asbestos mining industry has experienced a dramatic drop in production and exports of asbestos fibre, as demonstrated in Table 2."

The Rochester Mining District is located some twenty-five miles NE of Lovelock, Nevada. The District was discovered and named in the 1860's by prospectors from Rochester, New York. For a number of years, they worked Rochester Canyon, sinking shafts and inclines and making open cuts. After reaching a depth of approximately eighty feet, the miners tapped an underground channel and were driven from these workings by a strong flow of water leaving pumps in the shaft and barely escaping with their lives. With the Rochester workings no longer accessible, the miners went to the southeast and established the Relief Mining District. About 1881, gold was found in the gravel at the mouth of American Canyon, to the east of Rochester. These placers were worked until 1895, first by the Americans who reportedly took out $1 000 000, and later by the Chinese who mined the gravel with great skill. It was estimated that the Chinese took out as much as $10 000 000.

One of the world leading oil majors is carrying out a multi-billion-dollar expansion of its integrated manufacturing complex in Jurong Island, Singapore, the global oil trading and refining hub. Soil conditions at the site comprise 10-20m thick reclaimed sand, below which is 3-5m of soft marine clay underlain by stiff soils of the Jurong Formation. The conventional foundation solution would adopt driven precast concrete spun piles; however, precast spun piles have a high embodied carbon from the usage of steel and cement. In order to reduce the carbon footprint, an alternative solution comprising deep vibro techniques was developed. The EFFC-DFI carbon calculator was used to demonstrate the expected scope 1, 2 and 3 carbon emissions for both driven pile and vibro techniques. By using in-house, state-of-the-art fuel-efficient machines, alongside the innovative design concept and usage of natural materials such as sand and stones, actual CO2e emissions were reduced from a potential 21,000 tonnes, with the spun pile’s solution, to only 1,900 tonnes. The saved 20,100 tCO2e is equivalent to an average car driving 2,000x around the Earth’s equator. The paper discusses the application of soil improvement as a more sustainable, lower carbon alternative to conventional piled solutions.

Foram investigadas as condições de plasticidade, resistência, usinabilidade, moldabilidade e poder de adesão. Os resultados obtidos mostram a possibilidade de emprego industrial destas massas de tamponamento.

The Narragansett Bay Commission Phase III CSO Program includes construction of the 11,600-foot long, 30-foot ID, deep rock Pawtucket Tunnel in Rhode Island. This paper provides an overview of the Design Build Project features and highlight some of the important design considerations, features, and innovations, including geologic conditions and related TBM design, and deep shaft and tunnel segment designs. The paper provides the most recent updates on some of the project construction activities including TBM tunnel progress and retrieval schemes, tunnel pump station and deep vertical shaft liner installations, SEM construction, and microtunneling for the longest adit using Fiberglass Reinforced Polymer Mortar pipes.

There is growing interest in the mining industry on the application of ore sorting. While many are familiar with particle sorting, including the limitations that technology presents (e.g. throughput), bulk sorting, with its higher throughput potential, is less understood. Despite the potential to sort at higher throughputs, few operations have adopted bulk sorting processes, certainly not at large scale. It is suggested that the inability to reliably predict outcomes from bulk sorting may be limiting its adoption in mining projects. Consequently, an evaluation approach for bulk ore sorting has been developed such that mass pulls and grade upgrades can be predicted in the context of a mining study. The approach allows for evaluation of drill core assays and application of the consequently derived heterogeneity relationships to the block model for estimation of sorting outcomes. These processes were applied to conveyor-based bulk sorting for the CuMo project in Idaho, USA and are described in this paper.

The Westerly Storage Tunnel is a 25-foot diameter segmentally lined storage tunnel that is a major component of the Northeast Ohio Regional Sewer District's Project Clean Lake that is designed to capture 39 million gallons of untreated CSO overflows from entering Lake Erie. During the final stages of the project completion, a large-scale rock fallout incident occurred during the final lining installation operations at the down-stream end of the tunnel that extended beyond the designed primary support system. This paper outlines the level of coordination and collaboration between the Owner, Designer and Contractor to remediate the situation safely, quickly and effectively.

Al2O3 in natural iron ores generally occurs in goethite, kaolinite, gibbsite, hematite and iron carbonate. When the content of alumina in sinter increases from 1.11 per cent to 3.50 per cent, the reducibility of sinter decreases with the addition of four different types of alumina. When gibbsite and kaolinite are added, the low temperature reduction disintegration (RDI+3.15 mm) of sinter increases with the increase of Al2O3 content in the range of 1.5 per cent to 3.5 per cent. Furthermore, when adding pure reagent alumina, the increase of Al2O3 content in the range of 1.5 per cent to 3.0 per cent will increase the RDI+3.15 mm of sinter. The addition of ferric oxide–alumina spinel with the Al2O3 content in the range of 1.5 per cent to 2.5 per cent, also increases the RDI+ 3.15 mm of sinter. The influence difference is results from the change of the mineral composition and microstructure of sinter because of the occurrence state of Al2O3. Under the condition that Al2O3 content of sinter is 2 per cent, the porosity of sinter with kaolinite is 37.26 per cent, and the shape is irregular. When gibbsite and ferric oxide–alumina spinel are added, the porosity of sinter is about 16 per cent, and the pores are round. When pure reagent alumina is added, the porosity of sinter is 17.49 per cent, and the pores are regular and small. When kaolinite, gibbsite and ferric oxide–alumina spinel are added, platy calcium ferrite is mainly formed in the sinter, and some of it is columnar calcium ferrite. On the other hand, when pure reagent alumina is added, in addition to platy columnar calcium ferrite, acicular calcium ferrite is also formed in the sinter.

"Abiquiu Dam is a rolled earth fill dam with impermeable core located on the Rio Chama in New Mexico. Abiquiu has had a history of excessive seepage through the fractured sandstone abutments since water was first impounded in 1963. The foundation was treated with a single row grout curtain in the cutoff trench prior to placement of the embankment. During the 1960’s and 1970’s, the grout curtain was extended 1,000 ft. into both abutments and sections of the foundation beneath the embankment were regrouted. Grouting of the foundation beneath the embankment required drilling through the embankment. Drilling fluid loss or loss of circulation within the impervious core was observed during multiple phases of supplementary grouting and during verification drilling following the 1970’s grouting program. It is likely that the drilling methods employed for these grouting and drilling programs caused hydraulic fracturing of the impervious core. The fluid losses in the embankment may be related to seasonal shutdown layers in the embankment or benches in the abutment foundations. In addition, it is likely that the impervious core was fractured from grout pressures during installation of grout pipe through the embankment.INTRODUCTIONAbiquiu Dam is located on the Rio Chama in New Mexico and consists of a rolled earth fill dam with impermeable core, controlled outlet works, and an uncontrolled rock-cut spillway. The dam was authorized for flood control and sediment retention and was designed as a dry dam, holding flood pools for relatively short durations. The foundation is comprised of Permian and Triassic age, interbedded mudstones and sandstones that were deposited in an active braided stream system. Sandstones are moderately fractured and have variable aperture and infilling. Generally speaking, joints are near vertical. Abiquiu has had a history of excessive seepage through the fractured sandstone abutments since water was first impounded in 1963. The foundation was treated with a single row grout curtain in the cutoff trench prior to placement of the embankment. In 1966-1968, the grout curtain was extended 500-ft into the left abutment and the foundation beneath a 560 ft. section of the embankment was re-grouted. In 1978-1980, the grout curtain was extended 1,000 ft. into the right abutment, an additional 500 ft into the left abutment and the foundation beneath the right 520-ft section of the embankment was re-grouted. The alignments of these grout programs are shown in Figure 1. Grouting of the foundation beneath the embankment required drilling through the embankment. Drilling fluid loss or loss of circulation within the impervious core was observed during both phases of supplementary grouting and during verification drilling following the 1978-80 grouting program. It is likely that the drilling methods employed for these grouting and drilling programs caused hydraulic fracturing of the impervious core. Arsenic occurs naturally in rocks and soils, water, air, plants and animals. It can be further released into the environment through natural activities such as volcanic action, erosion of rocks and through human actions. Higher levels of arsenic tend to be found more in ground water sources than in surface water sources of drinking water. Compared to the rest of USA, western states have more systems with arsenic levels greater than 10 parts per billion (ppb). The US Environmental Protection Agency (EPA) has historically regulated arsenic in drinking water at 50 ppb, but the agency has lowered the maximum contaminant level (MCL) for arsenic to 10 ppb-to be in compliance by January 2006.This paper reviews briefly a) aqueous arsenic chemistry and removal mechanisms and b) the available treatment processes to attain the drinking water standard of 10 ppb by 2006. The combining of an appropriate removal method with an existing system depends on several factors such as nature of arsenic, the water source, existing plant equipment and processes site conditions etc. The paper also includes one or two case studies from the State of Arizona. Magnesium- rich magnesium- aluminum- zirconium alloys in the cast and in the extruded and heat- treated condition were studied to identify the phases present and to determine phase distribution . In cast alloys , two intermetallic compounds were identified : ZrAla by X- ray diffraction ; and Mg₁ Al₁₂ by microscopical observation . Based on microscopical comparisons between the known phases in the cast structures and the phases in the structures of extruded and heat - treated rods , ZrAl₂ and Mg1 , Al12 were identified in the structure of the latter . The presence of these intermetallic compounds in rod specimens could not be confirmed by X- ray diffraction . ZrAl₂ was observed in the structure of extruded and heat - treated rod specimens containing as little as 0.01 weight - percent zirconium . The presence of aluminum restricts the solubility of zirconium in magnesium because of the strong tendency to form ZrAla . This intermetallic compound segregated in clusters of small particles in the matrix of cast alloys , and only slight improvement in distribution was noted when the alloying techniques were varied .

Corundum is a natural alumina (A120 ) and is next to the diamond in hardness . Except for the gem varieties , it is used principally as an abrasive , chiefly in grinding , dressing , and polishing metals and optical glass . Natural corundum is preferred to artificial abrasives for certain specialized jobs . Most of the corundum ( excluding emery ) mined in the United States came from the Corundum Hill mine in North Carolina and the Laurel Creek mine in Georgia . The Corundum Hill mine provided over half of the domestic production of corundum prior to 1900. Since 1900 , the importation of foreign corundum and the manufacture of artificial abrasives caused the decline of corundum mining in the United States .

Support of the immediate roof in coal mines is essential for their safe operation, and timbers are the most common means of support. Their effectiveness depends upon their resistance to decay. The theory has been advanced by some mine operators that rock dust, which is applied to ccal-mine workings to prevent propagation of explosions, accelerates the decay of mine timbers. As the results of part 1 of this study were inconclusive, the study was continued. Its principal objectives are: 1. To determine the effect of rock dusting upon decay of mine timber. 2. To compare the extent of decay of timbers in two mines in which underground conditions are similar. 3. To determine the loss in strength of the timbers after exposure to mine atmosphere. The studies were carried on in the Crucible mine of the Crucible Fuel Co. where the first part of this study was made, and in the Isabella mine of the Weirton Coal Co. The mines are on the Monongehela River and are adjacent.

Synthetic zeolites were tried as selective adsorbents for recovering sulfur dioxide from synthetic gases and gases produced from gypsum decomposition . Initial adsorption tests , using the synthetic gases , indicated that three of these compounds , having sulfur dioxide capacities of up to 29 grams per 100 grams of adsorbent , were satisfactory . Regeneration studies showed that over 90 pct of the sulfur dioxide desorbed from the loaded beds was of sufficient purity for direct liquefaction . However , all zeolites tested lost adsorptive capacity with repeated use . The zeolite determined to be the most promising in the preliminary synthetic gas tests was also evaluated for capability in adsorbing sulfur dioxide from gases produced by the thermal decomposition of gypsum . Despite small amounts of hydrogen sulfide in the gypsum decomposition offgas , good adsorption of sulfur dioxide was attained . The economic practicality of utilizing zeolites for sulfur dioxide removal from industrial gases was not evaluated , but the technical feasibility was demonstrated .

This paper is based on data obtained in the course of the oil - shale investigations of the U. S. Bureau of Mines , conducted in cooperation with the State of Utah . The amount and quality of oil that can be produced from any shale may be made to vary to an important degree by changing the temperature relations existing in the shale charge during destructive distillation . The rate at which the oil is formed from the shale is affected by the rate of heat supply , and therefore by the temperature of the shale during its thermal de composition . The quality of the oil formed may be controlled by altering the temperature of the shale , and therefore , the rate of formation of the oil . Variations in the yield and quality of shale oils may be caused by inherent properties of the retort used , but in any event the properties of the crude oil and yield are very largely the result of the extent to which the thermal de composition has progressed . Recognition of these principles will aid in explaining to a large degree the reasons for the wide variations in oils produced from the same shales by different " processes " . These principles also may be applied in the operation of different types of retorts in order that crude oils of a type most profitable to the operator may be produced . The Bureau of Mines has conducted an extended series of tests in the dee structive distillation of oil shales , in order to determine the wide variations that may be effected in the quality and yield of shale oil by changing the rate and temperature at which the oil is formed . These tests furnished interesting information on the four related points : yield of oil , quality of oil , temperatures required to distill shales , and time required for distillation .
