SMART, an association of surface mining companies formed in 1995 to develop a coordinated approach to technology development for the mining industry, has recognized the need for the establishment of a worldwide database that continuously collects mining equipment data and provides metrics related to productivity and cost. Under the auspices of SMART, Syncrude Canada, Suncor Energy and Albian Sands Energy (three oil sands mining operations located in northern Alberta) have established a pilot project for mine benchmarking. This presentation will include a review of the pilot progress including: ???Data gathering techniques: means of collection and storage, proposed practice for data control and normalization, access to data/reports and format for data. ???Reports/analyses for individuals, across groups, within the total industry pool and publicly. ???Security and confidentiality of information belonging to identified parties. ???Sharing of best practices among members. SMART has identified two key deliverables to ensure success of the project. First, data supplied from surface mines must be validated and normalized to common definitions and then analyzed to provide participating companies with regular reports that allow them to understand their position and resultant opportunities to achieve world-class performance. This model maintains granularity of the data for each operation that can then be recombined into standard comparisons or specific indices as required. The general categories of: operating delays, maintenance downtime, standby, and scheduled downtime, have been used to frame comparisons. Second, participating companies are looking to go behind the indices to identify and share best practices that distinguish particular operations. The spirit of cooperation between the companies involved in the pilot project is meant to be a model for future expansion of the benchmarking project.

The paper will outline the destructive test methods and test procedures including the evaluation criteria currently used at the Materials Testing Laboratory (MTL), Sudbury, Ontario, Canada, a laboratory approved by the Ontario Minister of Labour for the purpose of testing or examining mine shaft ropes or other hoisting appliances. For the evaluation of the mechanical properties of rope samples used in "ultra-deep" single-lift shafts, additional discard criteria used in Ontario, Quebec and South Africa shall be presented. Most of the methods and test procedures currently used at MTL can also be found in the current CSA G4-00 Standard, Steel Wire Rope for General Purpose and for Mine Hoisting and Mine Haulage, published in November 2000. In this latest or sixth edition of CSA Standard G4-00, a new Clause 14 has been added outlining the requirements for in-service destructive testing of steel wire ropes for mine hoisting applications. The CSA G4-00 Standard is also intended for the manufacturing of new ropes, and includes requirements for raw materials and construction features for round strand and flattened strand rope, and locked coil rope in bright and galvanized finish. To-date the Ontario Mining Regulations require only that destructive test of new ropes be performed in accordance with CSA Standard G4-00, but does not require conformity to the Standard, and on the other hand the inservice wire ropes are required to be tested in accordance with CSA G4 and thus require conformity. The author recommends that the Ontario Mining Regulations (and regulations of other mining jurisdictions) be improved in order to ensure quality control in the manufacturing of wire ropes destined for mines in Ontario (and Canada). Also, the author recommends the revision of the CSA G4-00 Standard by the technical committee in order to address manufacturer?s concerns with respect to compliance, and harmonize the Standard with Internationally recognized Standards.

Cameco Corporation, on behalf of a joint venture, is preparing surface and underground facilities at their northern Saskatchewan property in preparation for the future operation of a high-grade uranium mine. The Cigar Lake orebody is situated about 430 metres below surface at the unconformity between metamorphic basement rocks and flat lying sandstone. Major technical factors influencing the mining method selection include ground stability, control of ground water, radiation exposure and ore handling and storage. A decade-long test mine program resulted in the selection and validation of ?jet boring? a non-entry mining method. Cigar Lake?s jet boring mining method involves several major steps; artificial ground freezing of the orebody and surrounding rock, TBM (tunnel boring) type development of access crosscuts below the orebody, installation of cased pilot holes upwards through the ore, and ore extraction using a rotating high pressure water jet within the pilot holes. The resulting cavities are surveyed and backfilled with concrete. The ore slurry will be processed underground and pumped to surface. This paper discusses the jet boring mining method in general terms and includes highlights of the Cigar Lake test mine program completed in 2000.

3-D virtual reality (VR) visualization has opened new opportunities for complex 3D (x, y, z), 4D (x, y, z, t) or even nD data interpretation. The integration of common earth models (3D geologic data), mine models (3D excavations and stress), extraction models (1D time sequencing or mine sequencing) and nD monitoring data (e.g., seismic event parameters) into a common mining process model provides a platform for experts in various fields to better design, evaluate, monitor and modify mine plans throughout a mine?s life; from feasibility, through operation, to closure. Viewing seismic data in a stereoscopic VR environment within a mining process model offers data interpretation processes previously unavailable at lower dimensionality. MIRARCO has developed data analysis and viewing processes specifically designed to enhance microseismic and seismic data interpretation in a collaborative, immersive VR environment; bringing mine personnel and expert consultants together to evaluate data and make strategic decisions for cost effective and safe mining. Seismic events cause immediate hazards (rockbursts) and microseismicity causes gradual hazards through its cumulative effect in rockmass degradation. The focus of this paper is on understanding seismicity from a mine safety and mine planning perspective; in particular, how seismic migration patterns relate to the rockmass response to mining. The benefits of innovation in seismic data interpretation are significant, e.g., for hazardous work area identification, allowing better formulation of re-entry policies and workforce allocation planning, as well as allocation of effective support systems to strategic areas of elevated risk. Better understanding of the overall response of a mine to extraction also facilitates mine planning and design, assisting in reducing production costs and thus in enhancing profitability.

In the past decade, the increased engagement of business in debates around sustainable development has prompted recognition of the importance of biological diversity at the local, national and global scales. Driven by increasing populations that demand rising real incomes, a range of human induced pressures are modifying natural habitats and diminishing their ability to support life. Public policy changes have struggled to arrest the loss of habitats such as wetlands or tropical forests, and the related extinction of plant and animal species. Although conservation legislation and regulation were once the exclusive responsibility of government, new partnerships are now being forged that increase the role of the private sector and non-government organisations (NGOs) in developing and delivering conservation initiatives. Since the mid 1990s Rio Tinto has had to adapt to meet the demands of a rapidly changing conservation landscape. When Rio Tinto adopted its statement of business practice in 1998 The way we work, it explicitly recognised the need to take account of relevant environmental factors in obtaining access to lands, particularly in designated areas of high conservation value. With the revision of The way we work in April 2003, the policy on land access was strengthened through removal of the word ?designated?, thereby signalling recognition of the importance of biodiversity outside of protected areas. In addition, Rio Tinto?s revised land access policy explicitly refers to the use of land that is surplus to operational requirements for habitat protection and biodiversity conservation, subject to social considerations. In late 2003 Rio Tinto further strengthened its commitment to biodiversity with the promulgation of its biodiversity strategy and related position statement, biodiversity principles? (See Appendix 1.1) and technical guidance documents. This commitment is also embodied in a variety of initiatives at the corporate and operational levels, which are reported on annually in Rio Tinto?s Social and environment review. This guide has been prepared to support the practical implementation of Rio Tinto?s biodiversity strategy. The purpose is to provide guidance on how to effectively integrate biodiversity into Rio Tinto?s operations. It is applicable to all Rio Tinto exploration, new development projects and operations, irrespective of whether they have been operational for some years or are at the beginning or end of their operational life cycles. This guidance has been developed to support the Rio Tinto Environment Standards and the Rio Tinto Community Standard and any additional supporting documents as they are developed.

Coal miners, especially roof bolter and continuous miner operators, work in a hazardous underground environment where they are often exposed to poor roof conditions. Nearly 500 rock fall injuries are reported each year, and 99% of them are caused by rocks falling from between the roof bolts. These loose rocks that injure miners are usually just a few inches thick, but on average weigh 280 pounds. NIOSH has found that most rock fall injuries can be prevented by installing roof screen during the bolting cycle. Roof screen is a sheet made of steel wires in a grid pattern. When screen is bolted up against the mine roof, it provides far more coverage than any common surface control used in the mines today. Because more mine roof is covered, there is less chance that a rock will fall and injure a miner. The facts about roof screen are shown in the new NIOSH video entitled “Make It Safer With Roof Screen.” Using extensive underground footage, the 7-minute video shows how well screen keeps loose rock from falling in difficult roof conditions. Techniques for installing screen from both outside-controlled and walk-thru roof bolting machines are shown. The video also provides safe handling tips, best practices, and information about machine technology that can greatly improve material handling. Throughout the video, a coal mine safety manager and a shift foreman talk about the tremendous difference that roof screen has made at their mines. An instructional booklet supplements the video with additional information. It presents compelling data from mines that have practically eliminated rock fall injuries with a roof screening program. Other sections of the booklet discuss in greater detail roof screen installation, tips for manual screen handling, a material handling system for roof screen, and use of the personal bolter screen, which can be easily handled by one person. Screen specification and custom ordering are described, including the sizes of screen, grid sizes, reinforcing (indicator) wires, edge cut options, and screen strength. A list of additional sources of information is also provided. Nearly every mine eventually encounters poor roof. Screen is one of the most powerful control techniques available. This new video will help make mine managers aware of screen, and it can help them in developing a roof screen installation program. It also serves as an information source and teaching tool for safety managers and trainers. The video can easily be integrated into new miner training programs or annual refresher training.

Fire has long been a concern for underground mine workers. A mine fire can occur at any time and can result in a partial or total evacuation of mine personnel and the loss of lives. Fires can grow rapidly. Time is the critical element. Prompt detection, timely and accurate warnings to those potentially affected, and a proficient response by underground miners can have a tremendous impact on the social and economic consequence of a small underground fire. Fire preparedness and response have components of technology and people. These components can work synergistically to reduce the time it takes to bring the system back in balance. This report deals with the preparedness of miners to respond to underground mine fires. It is intended to aid the mining industry in understanding the various roles of emergency responders and the training techniques used to increase their skill levels. The report also presents a technology overview to assist in effective response to mine fires.

Water well drillers are exposed to high levels of noise while working. NIOSH researchers have found that water well drillers are exposed to levels above 85dB (A) while performing certain tasks during a typical drilling job. Noise levels consistently over 85dB (A) during an 8–hour work shift are hazardous and can lead to hearing loss in workers. Finding ways to reduce noise exposure is difficult because of many factors. The work environment is constantly changing due to the location of jobs and environmental factors. The types of drill rigs required for drilling are expensive. Equipment can range from new to used (10 to 30+ years old). Drillers and owners can work together to prevent noise–induced hearing loss, and measures can be taken to reduce exposure to hazardous noise.[ ] Preventing hearing loss occurs through three stages. The first stage is removing noise from the source (i.e., drill rig). Various parts of a drill rig create noise besides the drilling rod. NIOSH researchers have examined noise levels of drill rigs. Some of the loudest parts of the drill rig include the compressor, engine, and cooling fan (Fig. 1). While removing the noise source from a worksite is ideal, the process would be expensive and difficult.[ ]

Federal law mandates that all miners receive safety and health training when first entering the mining industry and at least 8 hours annually thereafter. Although the mining industry has historically relied on an experiential master-apprentice model for training new employees, the formal safety training provided to miners is generally done in a classroom, with mixed results. In a series of stakeholder meetings held by NIOSH across the West in 1997-2000, trainers identified significant gaps in materials that were available to teach new and experienced miners. They asked whether NIOSH could develop effective materials to fill these perceived gaps, as well as make training more effective for those who were required to attend, but who often refused to be attentive. Adult learning theories, social learning theories, mentoring, and storytelling were all employed in the development of a series of safety training videos that have become very popular in the mining industry. This Report of Investigations describes the theoretical frameworks that were used, the process that was developed to produce the videos, and the results of the evaluations as to whether or not they were effective in training new and experienced miners.

This report (System Safety Guidance 5.1) is the sixth in a nine-part series of recommendations and guidance addressing the functional safety of processor-controlled mining equipment. It is part of a risk-based system safety process encompassing hardware, software, humans, and the operating environment for the equipment’s life cycle. Figure 1 shows a safety framework containing these recommendations. The reports in this series address the various lifecycle stages of inception, design, approval and certification, commissioning, operation, maintenance, and decommissioning. These recommendations were developed as a joint project between the National Institute for Occupational Safety and Health and the Mine Safety and Health Administration. They are intended for use by mining companies, original equipment manufacturers, and aftermarket suppliers to these mining companies. Users of these reports are expected to consider the set in total during the design cycle. • 1.0 Safety Introduction (Part 1).—This is an introductory report for the general mining industry. It provides basic system/software safety concepts, discusses the need for mining to address the functional safety of programmable electronics (PE), and includes the benefits of implementing system/software safety program. • 2.1 System Safety (Part 2) and 2.2 Software Safety (Part 3).—These reports draw heavily from International Electrotechnical Commission (IEC) standard IEC 61508 [IEC 1998a,b,c,d,e,f,g]and other standards. The scope is “surface and underground safety-related mining systems employing embedded, networked, and nonnetworked programmable electronics.” System safety seeks to design safety into all phases of the entire system. Software is a subsystem; thus, software safety is a part of the system’s safety. • 3.0 Safety File (Part 4).—This report contains the documentation that demonstrates the level of safety built into the system and identifies limitations for the system’s use and operation. In essence, it is a “proof of safety” that the system and its operation meet the appropriate level of safety for the intended application. It starts from the beginning of the design, is maintained during the full life cycle of the system, and provides administrative support for the safety program of the full system. • 4.0 Safety Assessment (Part 5).—The independent assessment of the safety file is addressed. It establishes consistent methods to determine the completeness and suitability of safety evidence and justifications. This assessment could be conducted by an independent third party. • Safety Framework Guidance.—It is intended to supplement the safety framework reports with guidance providing users with additional information. The purpose is to assist users in applying the concepts presented. In other words, the safety framework is what needs to be done and the guidance is how it can be done. The guidance information reinforces the concepts, describes various methodologies that can be used, and gives examples and references. It also gives information on the benefits and drawbacks of various methodologies. The guidance reports are not intended to promote a single methodology or to be an exhaustive treatment of the subject material. They provide information and references so that the user can more intelligently choose and implement the appropriate methodologies given the user’s application and capabilities. On-the-job training is a common means of training or retraining workers and the practice may seem simple and straightforward. Doing it effectively however requires more thought and preparation than simply having someone follow an experienced worker around and watch what they&apos;re doing. Over the years, various techniques and practices have evolved that pass on the skills and knowledge of a trainer or coach in a manner that leads an inexperienced trainee to really absorb the information being taught. On-the-job training thus becomes less a haphazard show-and-tell and more a real transfer of information. The goal of this document is to describe how to develop or manage an on-the-job training program so that information is passed on from trainer/coach to trainee efficiently and effectively. By efficient is meant the best use of time and resources of all those involved in the training process, and by effective is meant that the trainee truly learns the skills and internalizes the knowledge needed to perform the job well. The first part of the document discusses topics to think about when developing a formal on- the-job training program. A structure based on coaching is suggested. Then a workshop designed to prepare trainers as coaches is described. Workshop materials include an instructor’s guide and trainee workbook. These materials can be used to train coaches and to assist trainees as they go through the learning process. Content related to specific jobs can be added to these materials to create targeted on-the job-training manuals. Structuring a formal on-the-job training program It is likely that some form of on-the-job training (OJT) is being conducted at your workplace. The formality of that training can range from a structured program to an informal “follow Joe around” method. If your program is completely unstructured, it may not be meeting current training needs. Worse, it may perpetuate bad habits and create “trained” employees who are not given the same information or evaluated to the same standards. Wiehagen et al. comment that, “Success in using unplanned OJT is usually dependent on the luck of the draw, that is, whether the informal trainer is competent at the task he or she is teaching, is motivated to teach, can organize the job into logical components, and knows something about good practices in teaching and evaluating” (2002, p. 27). It is only through planning a structured OJT program that consistency can be created and maintained. At the least, all trainees who have successfully completed such a program can be expected to perform at an established level—they will know what they must do to be successful.

This report examines the boom arm vertical speed for roof bolting machines to study a moving boom arm appendage at different speeds during different work scenarios. The goal of this study is to determine the impact of the appendage speed on the likelihood of the operator&apos;s hand, arm, head, or leg making contact, such as touching the moving appendage. The overall research goal is to reduce workers&apos; risks to injury from exposure to underground mining machinery. Accident investigation reports from the Mine Safety and Health Administration do not usually contain enough information to aid in studying this problem, and lab experiments with human subjects are not feasible because of safety issues. As an alternative, researchers used a unique computer simulation model that uses a virtual human, vision tracking, and generates random virtual human motions and risky work behaviors. By using specialized software to simulate the computer model, researchers accurately identified potential hazards of tasks where it is not possible to perform experiments with human subjects. Results of a frequency distribution analytic approach show that, regardless of other variables, contact incidents were always greater when the boom was moving up, always greater on the hand, and always greater or the boom arm part of the machine. The reason why the subject experiences more contacts when the boom arm is moving up rather than down is that more risky behaviors occur during drilling and bolting when the boom is ascending. Results of a cross-tabulation analytic approach show that the 25th-percentile operators experienced more contacts than other operator sizes and had most of their contacts during a boom speed of 13 in/sec. The hand-on-boom behavior during drilling and bolting tasks experienced more contacts than other work behaviors, and both tasks had most of their contacts during speed 13 in/sec. The 60-in seam experienced more contacts than other seam heights and had most of the contacts during speed 16 in/sec. For univariate logistic regression models, seam height is the most important predictor of the probability of a contact. However, a multivariate logistic regression model predicted contacts are more likely with the both-knee work posture in the 60-in seam, a 25th-percentile operator compared to a 55th-percentile operator, and speeds 16 and 22 in/sec compared to 7 in/sec. Results of a survival analytic approach suggest that controlling the boom speed is the most important factor in determining the risk of an operator making contact. Based on the data collected, boom speeds greater than13 in/sec result in a substantial increase in risk to the roof bolter operator making contact. Speeds less than or equal to 13 in/sec are associated with a more modest relative risk of making contact, which represents a decrease in potential hazard. Virtual operator&apos;s response time has little effect on the number of contacts experienced. The mining industry can use the information in this study to reduce the likelihood that roof bolter operators will experience injury due to contact with a moving roof bolting machine&apos;s boom arm.

Introduction This Instructor’s Copy contains most of the materials trainers will need in order to use Drill Rig Incident (DRI). It includes suggestions for using the exercise, performance objectives for the training, master answer sheets, a scoring key, and a set of discussion notes that provides additional subject information. Four appendices are also included. Appendix A is the complete exercise problem booklet. It may be reproduced so that every person in the training class has one. Appendix B contains answer sheet blanks. The blanks are furnished if you choose to have the invisible ink answers that appear in appendix C printed on them at your location.3 Answer sheets are consumable. One is needed for each group of three to five persons who work the exercise together. An alternative is for each individual trainee to have his/her own answer sheet. Appendix D contains the 24-question pretest / posttest that was used in the field evaluation of the DRI exercise. Acknowledgment The authors thank Linda J. "The use of fine grinding (FG) in mineral processing is well established. The application of FG in the South African platinum industry is more recent and it’s use in the recovery of PGM’s from dormant tailings dams is unique. Anglo Platinum uses IsaMill FG technology at their Western Limb Tailings Retreatment project (WLTR) near Rustenburg in the North West Province of South Africa.In December 2003, Anglo Platinum commissioned the first purpose built tailings re-treatment facility for PGM recovery in South Africa. The concentrator re-treats Merensky ore tailings from concentrators that operated early last century. The WLTR facility takes advantage of modern technology, such as FG, to economically recover PGM’s from material historically considered as waste. The WLTR concentrator has a capacity of 4.8 Mtpa, and has been designed to easily expand to 10.8 Mtpa. The flow sheet includes recovery of tailings by high pressure water monitoring, ball milling, rougher flotation, rougher concentrate regrinding and cleaner /recleaner flotation.The rougher concentrate is reground in an IsaMill, which is a stirred mill that operates with inert silica sand grinding media. For this project, Anglo Platinum required a stirred mill of a unit size not previously available. Xstrata Technology and Anglo Platinum collaboratively developed the largest wet, fine grinding mill available; the M10,000, 2.6 MW IsaMill.The use of IsaMill technology was enabling for the WLTR project, as it allowed smeltable concentrate grades to be produced from the oxidised, slow floating tailings. The economics and practicality of fine grinding has fundamentally changed with the M10,000 IsaMill. Flotation is transformed by high intensity attritioning in the inert media environment, and the narrow size distribution of product in open circuit configuration. The use of conventional steel media grinding to improve fine particle flotation is limited due to the oxidation of liberated mineral surfaces inherent in these environments."
