INTRODUCTION Ronald G. Stovash General Superintendent Consolidation Coal Company Shoemaker Mine Moundsville, West Virginia Consolidation Coal Company's Shoemaker Mine is located in West Virginia's Northern panhandle near Wheeling, adjacent to the Ohio River. Steam coal is mined from the Pittsburgh #8 seam which averages 65 in. in thickness. The 10 in. of draw rock directly above the coal is taken on advancement, but remains when longwalled. The top consists of up to 12 in. of lower quality coal, and immediately over that, up to 10 ft of multi layered shales, coal, and bone. The cover ranges from 300 to 800 ft of shales and limestone. Two longwalls operate in the mine. The first longwall started in April 1975 and is retreating its eighth panel. This wall was the first to use shield supports in the United States. The second longwall started in September 1979 and is currently retreating its first 7,000 ft panel.

The Russia Wharf segment of the Silver Line Phase II Project for the MBTA incorporated ground freezing and underpinning during New Austrian Tunneling Method(NATM) tunneling through timber pile foundations, urban fill, and abandoned wharf structures beneath two historic 7-story buildings with steel frames and masonry facades. During construction, the project team implemented an extensive program to monitor, evaluate, and mitigate the ground and building movements caused by the various construction activities. Mitigation included freeze cycling and building raising/lowering to compensate for ground movements and safely maintain the serviceability and occupancy of the buildings. In this paper, we present the history of the freeze, tunnel construction, and thaw-related movements that occurred and the building response that we observed.

SHERRIT Gordon Mines transplanted a 2000- ton mining plant and concentrator along with a town and its people 165 miles into undeveloped and almost inaccessible country in shifting its base of operations to the new mine at Lynn Lake. Faced with ultimate exhaustion of its ore bodies at Sherridon, Manitoba, the company, beginning in 1938, carried out an intensive program of prospecting and exploration in search of a new property. Late in 1945, diamond drilling of a magnetic anomaly near a minor surface expression of metallic sulphides gave promise of what has developed into the Lynn Lake nickel-copper deposit.

Despite the current downturn, coal remains an important commodity in the Australian economy. Increasing coal resource development has resulted in increasing competition for land use in coal mining regions across the country with communities and other stakeholders becoming more adept at articulating their concerns regarding this competition in a range of traditional and social forms of media. In this environment, obtaining and maintaining a social licence to operate (SLO) is problematic and has been identified as the fourth greatest risk facing the international mining industry.This research presents the findings from a longitudinal study on how Australian newspapers frame the views of coal mining stakeholders across each stage of the coal mining life cycle. News stories from national, state and regional newspapers in 2000, 2006 and 2013 were analysed.Over the study period, there have been significant changes in the coal mining themes being covered by Australian newspapers, the number of stories being published, the number of newspapers covering coal mining stories, and the diversity of stakeholders being quoted. How do the dominant themes in media communication change over time? How do these changes impact mining across the life-of-mine?The research confirmed that Australian journalists use framing, priming, labels and bias to conceptualise and understand the events that they report, and that this behaviour has a profound effect on public opinion.CITATION:Worden, S, Kirsch, A and Kirsch, P A, ?2014. Pasminco is actively addressing the optimal utilisation of the known orebody at the Broken Hill mine, in addition to actively exploring for economic mineralisation in the region. As part of the policy of better utilising the known mineralisation a major upgrade of geological systems at the mine was initiated. The software chosen for this change was Maptek's Vulcan, mainly because of the ease of use of this package. Rather than having numerous data sources in varying software packages the mine aimed to limit interfaces and packages. The decision to upgrade the mine's software was not taken lightly, especially in view of the inature stage of Broken Hill mining operations. However, the current mine life of Pasminco Broken Hill mine is I I years, which is longer than many new mines setting up in Australia today. Also, a more sophisticated system brings with it a better understanding of the economic mineralisation, possibly extending the mine life further. The process of moving the Broken Hill databases into Vulcan was a huge task which included, database transfer, digitising, wire framing, modelling and eventually ore resource calculation. To ensure the validity of the new ore resource accounting system, the existing system was run as a duplicate for the introductory year, providing a comparison and if necessary a safety net. The benefits of such a change, however, became apparent almost immediately. Area geologists realised the opportunity to revise geological interpretations in their areas of responsibility, enabling them to obtain a better understanding of orebody morphology. Three- diniensional analysis provides an excellent method by which review of ore targets both in the underground and mine lease exploration areas can he made. As each new find of mineralisation enters the system and hopefully extends the mine life, the opportunities for further mineral exploration in Broken Hill area by Pasminco are enhanced.

To move 7 million tons annually from their new inland coal mines at Camp Breckenridge, Ky., TVA selected a transportation package proposed by American Commercial Barge Line. The land portion includes two cable-driven conveyors covering 12.7 miles; a 260,000-ton storage area on a man-made island with a stacking-reclaiming bucket wheel; and a barge-loading system of 5500-tph capacity. The 183mile river portion will utilize three unit-tows with towboats and barges specially designed to carry the maximum tonnage allowed by locks and channel depth. The system has two noteworthy features. The first is a single-flight cable belt conveyor over nine miles long. The other is a high capacity twin belt conveyor using the principal of two separate belts supported in 60° troughing idlers. This conveyor exhibits a high carrying capacity combined with accurate tracking and lack of spillage. A description is given of the mechanical problems and solutions to the design, construction, and operation of the conveyor system which provides the link between the coal mine and the barge loading dock.

This paper will cover the progress being made on Phase 1 of New York’s Second Avenue Subway line. It will include a description of construction progress on the first contract to be let, which consists of a 248 m (815 ft) long launch box, 3.9 km(2.4 miles) of TBM tunnels and a tunnel sump; the packaging strategy for the remaining work; and the progress through Final Design of the remaining packages, including the two large span rock cavern stations.

Schalker Eisenhütte und Maschinenfabrik GmbH, Nordic Minesteel Technologies and Bombardier Transportation have developed an evaluation tool that considers the main cost drivers of the rail, truck and conveyor haulage systems on the market today. In almost every circumstance, the advantages of a haulage solution are clear. A haulage system is outlined that is fully automated, including driverless operation, and that provides increased tonnage, safety and equipment life and reduced maintenance downtime. Type and shape of large dams founded on rock depend upon the expected deformation of their foundation. Their design consequently requires the assessment of the deformability of the rock mass at large scale. Seismic refraction, laboratory tests on rock samples and empirical formulas can provide an order of magnitude of the deformation modulus, with a limited degree of reliability. Direct in-situ measurement of the deformability of a volume of rock is therefore preferred, which integrate the effect of discontinuities, such as plate loading tests, dilatometric tests, etc. The authors have been compiling results obtained by in-situ deformability tests on a number of dam sites, including the Scarabée (“Petite Sismique”) method. This last method consists in thoroughly analysing the shape of seismic wave forms transmitted through the rock mass. It has been used since now more than 40 years over a large number of dam foundations, and has proved to provide a satisfactory assessment of the static deformation modulus. After comparing the results obtained from different methods on six dam sites, the Authors conclude that their reliability closely depends upon the size of the loading device in relation to the spacing of the discontinuities. Attempts to correlate results from different types of in-situ loading tests reveal difficult, because closely depending upon local geotechnical conditions at test location. Plate jacking tests appear to be the most reliable, because involving a relatively large volume of rock. On the other hand, the Scarabée method (“Petite Sismique”) allows a rapid assessment of the deformation characteristics of the rock mass at large scale, and has been found to provide values generally in agreement with those from plate loading tests, while dilatometric or flat-jack tests were found too dependent upon local conditions. The Authors conclude that preference should be given first to the Scarabée method, which uses light equipment and is quickly performed, together with an accurate geological and geotechnical assessment for interpretation. In a second stage, Scarabée shall be complemented by adequately performed plate jacking tests in selected locations, in order to cross-check results and refine the assessment. The general accordance between the results of the two methods, which both can integrate anisotropy of rock masses, justifies this statement.

Suppliers of products and services have a pivotal role in sustainable development in the mining and minerals industry. Reputable suppliers know their products and services, and the industry, and have unique knowledge of these in relation to their customerÆs needs. Petroleum hydrocarbon suppliers, in particular, impact upon a mineÆs sustainability because of the extensive reach of petroleum hydrocarbons into the mining and minerals life-cycle. The petroleum hydrocarbon life-cycle is a useful framework to enable engagement between supplier and customer on the issue of sustainability. The life-cycle starts with supply of fuels, lubricants and services at the mine, through to plant operation and maintenance, transport of mined products, ship loading, and finally through to mineral processing and other downstream value-adding. There are barriers to leveraging supplierÆs capabilities which have to be overcome before the industry will gain the potential benefits from such supplier engagement.

"Traditionally, the implementation of an automated advanced process controller in any mineral processing complex is a challenge, mainly due to the quality of resources and technologies required, the uniqueness of each control solution and the uncertainty of the engineering hours needed to complete the task. Thus, the use of advanced and proven control technology becomes a key factor when deploying the control strategy. However, success would still not be possible without the presence of common sense, process knowledge and fundamental process data. Minera Los Pelambres, taking advantage of such factors and its accumulated process experience, implemented a novel and successful combination of MPC (Multivariable Predictive Control) and advanced control for secondary grinding and regrinding stages at its copper concentrator plant. In both cases, the control objectives are: being capable of processing a variable feed from the upstream process while at the same time avoiding to become a process bottle neck and yet, maintaining an adequate product quality (in terms of size distribution) to the process downstream. Additionally, for the case of the vertical regrinding mill (vertimill), the control system should also be capable of keeping an adequate circulation load and making an efficient use of the available grinding power. In either case, extending hidrocyclones availability while maintaining their performance is a must, since both factors are required for process and maintenance purposes. Thus, the process control problem becomes one with a multi-variable type of process with multiple control objectives to satisfy simultaneously. In trying to solve it, many mineral processing operations have implemented basic or conventional control or even better yet, expert systems. Minera Los Pelambres believes that better and faster results can be achieved using a combination of MPC and advanced control. Such strategy was successfully implemented, reducing considerably process variability while maintaining high throughput and keeping the process well within constraints limits. Their control philosophy, implementation process, main results and their key performance indicators are discussed here."

Herbert C. Hoover, who became a member of this Institute in 1896 and who is now one of its Vice-Presidents, is the man who in 1914 extended a helping hand to Americans stranded in Europe at the outbreak of the war, and who made it possible for many such travelers to return safely to their homes. When his countrymen no longer needed his services, he turned to the Belgians, whose need of food had been presented to him. Engineers have been among his assistants from the first, and it is because we believe that members of his own profession will still be particularly interested in his work that we thus mention it in the Bulletin. A Minute adopted by the Board of Directors of the Institute, in which the Belgian Kiddies, Ltd., is recommended to the consideration of the members, immediately follows the Proceedings of the Meeting of the Board of Directors. After a review of the general principles for blasting stacks, the stagnations of two stack demolitions are investigated. The author concludes and demonstrates that MS-delay blasting can be risky under certain circumstances. How this initiation device can still be applied safely to the demolition of stacks is shown in an account of a blasting operation, in which two 106-m (350 ft) -high concrete stacks were involved. The recent discovery of a possible hazard of MS initiation in this field of blasting is an essential contribution to increased safety in blasting tall structures.

The U.S. Department of Labor?s Mine Safety and Health Administration (MSHA),through its winter alert program, warns U.S. mine operators and miners at underground coal mines of workplace hazards that can arise when the weather turns colder. MSHA records indicate that, historically, most explosions in underground coal mines occur during winter months. ?The changes in weather can increase the risk of fatal accidents,? says David G. Dye, Acting Assistant Secretary of Labor for Mine Safety and Health. ?Each miner and mine operator must take individual responsibility to eliminate the kinds of hazards that can cause fatal accidents in the workplace. Safety is not the other guy?s job?safety begins with you.? In fact, MSHA?s slogan for this year?s campaign is ?Winter Alert Starts Now and Safety Begins with YOU.? This message reminds miners and mine operators of the risks of colder weather and educates them about helping to reduce risks and hazards. ?Safety requires the joint effort of both management and labor,? Dye says. ?Everyone at the mine site must see safety as an individual value and act to ensure a safe working environment.?

Active and abandoned mine sites can be an irresistible- - and sometimes deadly - - draw for outdoor enthusiasts, particularly children and young adults. Despite repeated warnings, posted signs, and fencing, tragedies involving accidents on active and abandoned mine property continue to make headlines, especially with the arrival of warmer weather and the summer months ahead. Over the last few years, there have been dozens of tragic incidents involving children and adults ventur­ing onto active and abandoned mine property. They include: A 16-year-old youth suffered fatal injuries after his all-terrain vehicle became airborne in an accident at a gravel mine near Albany, New York. A young boy was electrocuted when he contacted a high-voltage power line while sliding down a stockpile at a sand and gravel mine in Grand Island, Nebraska during its off-shift hours.

As the first stage in the rulemaking process, MSHA prepared requirements for the approval and use of permissible explosives and blasting items in underground coal mines. These draft requirements known as "preproposals" were announced in the Federal Register in mid-1984. The draft requirements on the use of explosives were written as a revision to Title 30, Code of Federal Regulations, Part 75, Subpart N. The draft requirements for approval of permissible explosives including sheathed explosives for unconfined applications, approval of water stemming bags, approval of detonators and approval of blasting machines were prepared as Parts 15, 16, 17 and 25 respectively.
