Newmont Mining Corporation has been processing refractory gold ores by roasting since January 1995. The ores are refractory due to the association of the gold with iron sulfides, namely pyrite and marcasite, and the presence of carbonaceous components and is oxidized in an oxygen-enriched gaseous atmosphere. The structural characteristics of the calcine have a strong influence on the eventual recovery of gold by cyanidation. These characteristics are strongly dependent upon the roasting conditions, mainly the roasting temperature. Originally, the sulfides and carbonaceous matter were oxidized at a temperature that typically ranged between 535 and 560 °C. Controlling the roasting temperature within the lower and narrower range of 510 to 515 °C produced a calcine with a larger surface area(e.g. higher porosity), which resulted in a gold recovery increase of3.3 percent in 2001 equivalent to 5.1 million dollars of additional gross revenue. The new strategies of operating at temperatures never tested before are discussed. It constituted a great challenge to the control room operators for the lower operating temperature falls much closer to the ignition temperature of the sulfide ore and smaller and more frequent adjustments in operating parameters were needed to improve and maintain high gold recoveries. Based on the encouraging results that were achieved in 2001, a decision was made to install a “smart” process control system because the roaster temperature control was performed by manual inputs from the control room operators. The development and implementation of the control system to reduce or eliminate the temperature variability between the different control room operators commenced in June of 2002 and was fully operational by the end of October. Lower roaster temperatures were achieved (500 to 505 °C), which resulted in further increase of gold recovery by about two percent. The overall recovery increase equated to 8.0 million dollars of additional revenue for the first 10 months of 2002.

INTRODUCTION In open-pit mining of high grade ores, operators of mining equipment in a pressurized cab are protected from inhaling radioactive aerosols by the use of filtered air through a pre-impactor and a HEPA (high efficiency particulate air) filter. At present, a limited amount of scientific information is available on the worker exposure to airborne alpha emitters in the mining of high-grade ores. (Miller, 1977, Nielson, et al, 1979). Factors affecting the worker exposure to alpha radiation are: the grade of uranium containing ores, the environmental conditions inside the mine pit, the protection factor of the cab filter system, the workers' attitude towards the hazards of radioactivity and the adopted contamination control in the cabs. Four series of field samplings were conducted during the fall of 1980 and the summer of 1981 at a mining site in northern Saskatchewan to investigate the extent of protection an equipment operator has against cab internal exposure to airborne alpha emitters with short and long half-life radionuclides. The variation in the breathing zone concentrationnof aerosols as a result of resuspension is discussed, however no attempt was made to isolate and investigate the factors and the associated parameters of the aerosol resuspension phenomenon. AEROSOL RESUSPENSION IN A CAB Mechanisms of Resuspension [Sources]: The presence of radioactive aerosols inside a cab and in the breathing zone of an operator may be due to initial concentration inside [(CO)], concentration in the filtered (HEPA) air (CC, at the flow rate [QC]), the concentration of the aerosol through resuspension ([CR]), the aerosol concentration in the air outside the cab ([CE]) and the concentration of the aerosol in the leaking air [(CL)], at the flow rate of [(QL)]. [Volumetric Equilibrium]: Assuming a uniform concentration of the aerosol in the cab, the aerosol concentration in the breathing zone[ (CBZ)] may be expressed as, [CBZ+CO+CC+CR-CL] If [QC] remains greater than [QL], there is pressurization in the cab. There is particle loss as a result of the leaking air from the tight cab, however the condition of adequate pressurization ensures that [CL ~ CC]. Also for dust particles filtered through HEPA [CC – 0] thus [CBZ + CO + CR] For the radioactive gases, [CBZ - CO + CC] Over long periods,[ CBZ – CE] but if [CBZ] exceeds the value of CE then the aerosol build-up in the cab has, occurred. [Resuspension]: Turbulent bursts are generated within the core region of a cab confinement, such that the down sweeps and the up sweeps of the air bursts cause resuspension of dust from the surfaces. Particles initiate resuspension by four major modes: namely, sliding, rocking, rolling, bouncing or sudden ejection or by combinations of these. Nevertheless the adhesion force between the particles and the surface must be overcome by ejection forces before ejection takes place (Kline et al, 1967, Corino and Bradkey 1969, Kim et al 1971). The phenomenon of particle resuspension from a surface may be expressed in a generalized form as: CR =f (Uz . R . D . H) where CR = Rate of particle resuspension UZ = Surface shear velocity R = Surface roughness parameter D = Aerodynamic diameter of particle H = Frequency of surface airburst A detailed discussion of the individual parameters was attempted for the case of farm tractor cabs by Atiemo (1981), such a treatment is out of the scope of this study. Only the effects of the properties of surface roughness will be discussed. Effect of Surface Properties The roughness of the surface from which dust particles are ejected plays a significant role in the deposition and resuspension of the dust. The roughness or the amount of protrusions greatly influence the intensity of air turbulence in the immediate vicinity of the surface (Schmel 1976). For most roughened surfaces therefore, larger particles may be dislodged in greater quantities than smaller particles. The deposition and the resuspension of dust particles from different surface materials of glass, cloth, metal and rubber have been studied in a wind tunnel (Atiemo, 1981). Field Conditions Mining equipments used are: a backhoe, a bulldozer with ripper attachment and two dumptrucks for high-grade ore operations; a payloader and two dumptrucks for waste handling; and a jumbo drill which drills dynamite holes for ore blasting. One of the Northwest Mining Association's guide-lines is: "If you always do what you've always done, you'll always get what you've always gotten." Another way of saying this is, simply, "when the road curves, don't refuse to turn." Our industry has been roundly criticized for living in the old political world, and, I believe, justifiably so. Until about 20 years ago, members of both houses of Congress deferred to specialists among their members for mining legislation. This was true for all public lands and natural resource issues, and were referred to as the mining bloc, or the timber bloc, or the ranching bloc. We felt safe, and to a large degree, were safe in the sense that western members of the US House of Representatives and of the US Senate understood the need for multiple use of public lands, and the need for the natural resources they supply. They also knew what it takes to stay in business and how to create the economic atmosphere that encourages private industry to find and provide the natural resources. Almost daily, members of our industry bemoan the destructive effects that current regulations, let alone new proposals, are having on American industry. And, there are some intriguing aspects for us to ponder. First, the specific complaint about the government is not regulation per se, but rather that the rules or policies don't make sense. We recognize that few understand our industry, but we have assumed that the government will rely on people experienced and knowledgeable in the area being brought under government controls. There was a time that this assumption was valid, but it is no longer true since we have entered the era of the professional regulator. Much like the MBA who believes that a professional manager can manage anywhere, the new breed of regulator sincerely believes that process is the key to developing effective regulations or programs. They reason the process virtually assures that all the pertinent facts will inevitably come to light and, after receiving appropriate considerations, will result in the proper decision being reached and implemented. Unfortunately, following the process also allows politics to play a new and greater role than ever before, since information based on what can only be called weird-science can now be presented to the professional regulator and accepted as fact. Regulators do not have the background to question the basic tenets of the conclusion being presented to them. To add insult to injury, testimony from people in the industry involved, intended to set the record straight, is too easily discounted as being merely self-serving. A second aspect is that the question of why the associations aren't doing more to stop poorly conceived legislative and regulatory proposals, or to counter the ever-increasing influence of the selfappointed public interest groups is being increasingly discussed. This is occurring despite the fact that there is a higher level of involvement and closer cooperation between the various associations than ever before. This raises a most important question: where are we going wrong? In the last 20 years or so, major changes have taken place. A new philosophy, taking advantage of the public's recognition of need to protect our environment, has swept through the nation, resulting in a whole new body of law enacted to assure environmental protection. We all acknowledge the need to prevent undue degradation during the course of mineral development, and we all consider ourselves to be responsible stewards of the land, because we live and work in the outdoors and know the importance of environmental protection. The changes in the federal statutes apply now to every aspect of mineral discovery, development, and production, and assure adequate reclamation of lands when we are done. Along with the positive changes, are a constant barrage of attempts to stop public land use, or stop mining, or stop any new economic development, ostensibly to "protect the environment," but often reflecting a hidden agenda of social reform. These types of extreme, irrational, and just plain impossible proposals are everyday occurrences, but we have not geared up to challenge all the proposals which could end mining. Instead, we did what we always had done. The road turned, but we didn't. And we wondered why those who had always protected mining weren't doing their job, and why we were having such limited success in reining in the regulators. "As a new method to support gate roadways, rock bolting has been widely used in the big coal enterprises for its superiority. The disturbed stress field of surrounding rock and anchor pre-stress field were divided into 3 areas in consideration of s1, s3. The surrounding rock failure form and characteristic were analyzed in combination with parameter f, the failure mechanism was explained using the slip line theory, furthermore, the rock bolting mechanism and its arrangement were studied. After roadway excavation, the tensile stress area appeared at the surface of the surrounding rock. The failure type changes from shallow tension-shear form into deep compression-shear form and the failure shape is an “incense burner”, surrounding by high risk failure area in butterfly shape. The maximum principle stress in roof appears discontinuous distribution because of layers separation. The failure type of surrounding rock is intensity-stress environment-weak plane control model. The internal reason of roadway macroscopic failure is the displacement between the surface plastic area and the deep elastic region along the tangential direction of slip line. In condition of rock bolt support, there is one-way tensile stress area in small range at the surface of surrounding rock, inside is the bidirectional compressive zone in uniform distribution form, stress environment is improved by the superposition of anchor pre-stress and disturbed stress field, anchor rock bolt arrangement and pre-tightening force distribution is decided according to the distribution of f parameter. Finally, supporting method and parameter reasonability was proved by the roadway deformation monitoring, damage depth drilling peep test in the 8101 transportation roadway in a mine.Introduction The stability of roadway support is very important to the safety and sustainable development of coal mine. In recent years, the focus of China's coal mining industry began to move to West China, the thick-extra thick coal seam is developed in the West. The latest technology and equipment have been put in to service, the occurrence condition of thick coal seam and the increasing of productivity lead to the cross section of the roadway increasing continually, hence, it is more difficult to control the surrounding rock. At present, the most common way to support the roadway is rock bolt (cable) support (Wang 2007); Scholars have been deeply studied on the mechanism of rock bolt. It is reported (Wang et al 2012, Gao 2007, Zhang and Yuan 2006) that the influence of rock bolt on physical and mechanical parameters of coal and rock mass in the anchorage zone, It is believed that the rock bolt can improve the peak strength of surrounding rock, especially the post peak strength, and the failure mode of rock mass under the rock bolt support is analyzed. It is reported (Wang et al 2014, Xiao et al 2013, Li et al 2007, Yan et al 2012), according to different geological conditions, the failure mechanism of surrounding rock and supporting technology of the whole coal roadway were studied. Focus on the failure mechanism of roadway surrounding rock, different forms of high strength support methods were proposed, which achieved good results. It is reported (Wang et al 2012a, Zhang et al 2011, Wang et al 2012b, Kang et al 2010, Zhang et al 2010, Kang et al 2007) that the supporting mechanism of pre-stressed anchor was analyzed from the point of the distribution of the maximum principal stress in the pre-stressed anchor field, and the influence of the rock bolt support parameters and surrounding rock characteristics on the supporting effects were studied. Based on the latest research results, this paper analyzed the failure mechanism of surrounding rock of coal roadway, proposed the high strength anchor net cable combined supporting technology based on the feature of stress zoning distribution of surrounding rock, to provide reference for the coal roadway rock bolt (cable) support technology."

Introduction The vibration energy that travels beyond the zone of rock breakage is wasted - all it does is cause damage and annoyance. Under favorable geologic conditions, this energy may travel many kilometers before it finally drops bellow the background noise level. This has forced the introduction of more restrictive limits to the allowable vibration levels. To maintain the profitability of a mine or quarry and to comply with environmental protection legislation, blasting needs to be performed in a more predictable way that will ensure that the final results are optimal in both mining and environmental terms. Minimization of ground and induced structural vibration is, therefore, a matter of good blasting practice -not just an attempt to avoid complaints from neighbors. A new approach to blast vibration minimization is presented. The method utilizes the existence of the local minimums in the frequency spectrum of single-hole blast vibration. The results are presented as a delay map showing maximum ground or structural vibration velocity for many combinations of interhole and interrow delays. A blast engineer can use this map to select an optimal combination of delays that will produce a low vibration velocity at a selected location and, at the same time, will be acceptable from the point of view fragmentation or muck pile shape. Response of structures A typical single-story building has two distinctive forms of vibration. The first form is a translatory vibration of the building superstructure (frame), and the second form is a flexural-bending vibration of the structural elements such as walls and floors (Siskind et al., 1980). Walls and floors will have several modes of oscillation. The most important is the fundamental mode of the vibration, as this mode will have the lowest frequency, the largest amplitude and will cause the largest deformations. The vibration of walls and floors is also a source of secondary vibration within a building, due to the movement of loose objects, e.g., furniture and wall fittings (Dowding, 1985). The subjective estimate of the amplitude of a vibration by the occupants of a house will be unrealistically high due to the effect of the secondary vibrations. It is now well recognized that human perception of ground vibration begins at levels that are far below those that will produce minor damage to the most fragile structures. In mining and quarrying operations, complaints regarding vibration levels tend to be determined more by human perception or annoyance rather than by observations of damage. Ground vibrations on the order of 0.08 mm/s (0.0032 ips) (Walter and Walter, 1979; Murray, 1987) can be felt, and they are often subjectively estimated to be about 100 times greater. Amplification of ground vibration in the structure depends on the amount of energy in the ground vibration spectrum that is in the vicinity of the structure's resonant frequencies together with the damping ratio of the structure at these particular frequencies. One way to avoid significant vibration amplification in a structure is to shift the dominant part of the ground vibration away from the resonant frequency range of the structure. The presented method allows for the selection of the optimum blast timing (interhole and interrow delay times) to minimize the resultant ground vibration amplitudes in a given frequency range. It also allows the selection of suboptimal, but still acceptable, blast delay times, which may be preferable from the point of view of overall blast performance. Determining frequency ranges of importance in structures In attempting to avoid amplification of vibrations in the structure, ground vibration amplitude of frequencies close to the resonant frequencies of the building needs to be minimized. The width of the frequency-minimization region is determined by the value of damping in the building. If the damping ratio is low, then the frequency-minimization region around the resonant frequency will be relatively broad. By shifting the dominant part of the ground-vibration energy into the frequency region much higher than the resonant frequency of the building (1.5 to 2 times), it is possible to achieve efficient vibration isolation of the building. In such cases, the structural dynamic amplification of ground vibration will be less than unity. The first step in this minimization process is the determination of the structural resonant frequency. INTRODUCTION Flotation equipment is becoming more definitive in design as well as greater in dimension. The last ten years have witnessed the implementation of large flotation cells ranging in size from 28 to 85 cubic meters. However, small plants still operate with cells as small as 3 cubic meters. These changes have increased the operational sensitivity of the flotation system to the chemical reagents used. No scientific study has been undertaken to develop the relationship between the size of equipment and the response of reagents in the flotation system. Hence, this article is an attempt to present several observations from past experience for the purpose of stimulating future research in an area previously ignored and perhaps subsequently not used to advantage. CONVENTIONAL FLOTATION Recent advances in conventional flotation cell design have been made in two areas: a. Flotation cells are becoming larger, and b. Basic design of flotation cells has changed. They can be classified into two types: deep cell and shallow draft cell. Size and design changes of flotation cells have a greater effect on frother performance than on the performance of other chemical reagents. Hence, the discussion in the following sections is restricted to the impact of frothers in the flotation system. Flotation Cell Size The advent of increasing flotation cell size has resulted in the increase of frother consumption. There appears to be a correlation between reduced horsepower (kilowatt) consumption and increased frother consumption per ton of ore processed in the circuit. This is more prevalent when the frother chemistry remains unchanged. Another reason for increased frother consumption is the increased distance between the rotating central shaft and the lip of the cell for larger flotation machines. Increasing this distance results in increased surface area corresponding to the larger cell size. Reduced power input per ton combined with the need for longer, stronger load support of the froth bubble as a result of increasing cell size has resulted in the development of a new series of stronger and more persistent frothers. By the same token, these newer, stronger frothers are difficult to control when applied to the smaller cells. This is true even at lower dosages because the break point between too much frother and not enough frother for optimum metallurgy is normally very narrow. This problem is often exaggerated when operators have established an optimum setting for pulp level and air for the particular frother in use. Generally, the tendency is to operate the flotation cells simply by adjusting frother dosage. The increase in frother strength to accommodate the large cells often results in the realization, after a retrofit, that the existing pump box or sump which is still handling the same volume of concentrate is no longer adequate in size. Flotation Cell Design The two most common flotation cell designs installed during the past ten years are the deep cell and the shallow draft cell. The deep cell provides for complete mixing of air and pulp at the bottom of the cell. The shallow draft cell does all the mixing/pumping in the bottom haft of the cell whereas the mixing of the air is performed further up the shaft and is brought into contact with the pulp midway up the vortex. There are many preferences for one or the other. It is the author's contention that both designs have very valid concepts and must simply be suited to the particular situation as required by the operator. The following comments are subjective observations which should be explored in greater detail. The deep cell mixes both air and pulp together at the bottom of the cell requiring a full depth ascending of the homogenized air to the surface to form the froth layer. This design, in combination with charged air, provides for good concentrate grade control under adverse conditions of selectivity, especially when faced with a fine grind and a slime-laden gangue. A selective frother can be applied without a competitive loss in recovery. One of the conditions for good selectivity in this environment is operating at medium pulp solids concentration in the range of twenty-six to thirty-four per cent (26-34%). When a higher solids concentration is used in combination with a coarse grind, it becomes difficult to maintain the same recovery with a selective frother due to higher pulp viscosity. This condition sometimes results in an unacceptable coalescence of the air bubbles as they ascend the full height of the deep cell. The increased pulp viscosity at higher solids concentration can also retard the flotation kinetics. The combination of decreased surface area of dispersed air and slower kinetics can result in reduced recovery causing coarse particles to continue to drop

Rather than attempting to present a summary of the many and highly varied papers that have been presented at this symposium on sampling and grade control, I will attempt to extract the general philosophy of analysis and approach, and attempt to identify the trend of future developments. First, the term "sampling" is used with its broadest connotations. A sample consists of a representative portion of a larger mass, and must represent the mass not only in the grade of contained metals or minerals, but also in all other respects in terms of mineralogy and mineral quality (1, 5), deleterious materials, recoverability of economic components, physical behavior, geophysical response (1), and even archaeological and environmental aspects (7, 11). The sample must be taken from a locality and in such a manner and quantity that it is representative of the larger rock mass. This calls for complete and accurate geological control and an understanding of the nature and distribution of the contained chemical and physical elements and a record of the effectiveness of the different sampling methods. Second, value of a given mass of ore material is based upon its profitability - the difference between recoverable value and costs to achieve recovery, beneficiation and sale. There is a strong movement in mining geology control toward more complete analysis in determining cutoff grades and in grade control, as illustrated by the kriging of metallurgical recovery factors as well as grade at the Mercur Mine (8). To achieve a "profitability factor" as a guide for economic mining practice requires further integration of: 1) the value of contained metal or mineral, 2) percentage recovery of values, 3) dilution of ore with waste rock, 4) addition to, or loss of value as a consequence of by-product materials or deleterious components, 5) cost of producing a saleable product plus minimum profit to justify the effort (cutoff), and 6) cost of land restoration (7, 11). All these parameters vary with the rock type, rock structure, mineralogy, depth, geometry, mining and metallurgical methods, but they must be sampled and analyzed if sampling and grade control are to reflect profitability. A wide variety of deposits has been presented at this symposium; each deposit with its own problems and special solutions. Deposits containing high unit-value components, e.g. precious metals and diamonds, present special problems in the obtaining of accurate samples and generally require statistical analysis control methods or may disregard or modify occasional high or occasional low values, based upon experience (12). Grade control may be accurate for the long term but may vary for the short term. Bulk sampling is always essential. Deposits containing metals or minerals with low unit value are very sensitive to transport costs, and they are often very sensitive to small amounts of deleterious components or differences in physical or chemical behavior. Problems of sampling and grade control change with the genetic type of deposit, with the stage of deposit development and with the size of the information base. Precious metal epithermal deposits (2, 6, 8), because of rapid vertical zonation and erratic lateral distribution of values, have always been difficult to evaluate and maintain grade control and ore reserves. On the other hand, evaluation and grade control are relatively easy in bulk-lowgrade deposits (4, 13). However, these deposits generally have a low margin of profit and are sensitive to mining and beneficiaton costs, price fluctuations and political costs. Industrial mineral deposits (5) often must be evaluated on the basis of their behavior, rather than by chemical analysis. Environmental impact generally increases with the scale of the operation, but certain elements or minerals have especially high impact effects (7, 11). In the exploration phase there is no production control of sampling procedures and careful geological observations are particularly essential. The greatest number of problems is related to the oxidized outcrop where the chemical environment of the ore body has changed and the contained values may have been enriched, depleted or values left unchanged (2, 6). Present evidence suggests that gold values may be very mobile under certain conditions (2, 6) and stable under others. Everything must be sampled in detail. Principal values and by-product or deleterious elements may vary dependent upon their position within the soil profile. Such factors as geomorphic position, erosion rate, vegetation, climate, etc., may affect the interpretation (1, 3). Salt from Great Salt Lake was probably used by the Native Americans prior to the Jim Bridger Expedition to the lake in 1824-25, and was used by the region's early explorers and trappers after that time. From the arrival of the Mormon pioneers in 1847, salt has been produced from Great Salt Lake, starting first with the collection of crude salt from along its shores, and later by boiling down the lake's brine to obtain crystalline salt. Since these early beginnings, salt production from the lake has become a substantial commercial enterprise. Since the early 1960s, research and development have led to the economic production of potassium sulfate, magnesium metal, chlorine gas, magnesium chloride products, and nutritional supplements. Many of the salt-production techniques and equipment that were developed prior to 1964 are still being used today. Sodium sulfate has been produced, but is no longer marketed. Morton Salt, Cargill Salt, and IMC Salt currently extract sodium chloride, which is precipitated during the early stages of evaporation when the brine concentration reaches saturation, or about 26 to 27 percent total dissolved solids. Magnesium Corporation of America produces magnesium metal and chlorine gas, and IMC Kalium Ogden Corporation produces potassium sulfate, as well as magnesium chloride brine and flake products. These salt, gaseous, and metallic products are processed from the sodium-chloride-saturated, high-magnesium-chloride brines, and from the potassium and magnesium salts that are precipitated from the lake brine after it has been further concentrated. One obstacle to salt production is the fluctuating level of Great Salt Lake. In 1983, the lake level began a dramatic rise from an elevation of 4,200 feet (1,280.16 m) to its historic high of 4.211.85 feet (1,283.77 m) in 1986-87 (uncorrected USGS provisional lake-level records). The State of Utah employed flood-control measures, including breaching the Southern Pacific Railroad causeway in 1984, and pumping lake water to a shallow basin west of the lake in 1987. During the high-water years, the lake's mineral-extraction industries faced many challenges including the need to raise dikes to prevent flooding of facilities, broken dikes which resulted in the inundation of solar ponds, and dealing with the lake's greatly reduced brine salinities which resulted in lower annual salt and concentrated-brine production. The years following the record-high lake levels have been a time of adaptation, innovation, and change for Great Salt Lake industries. After its solar ponds were flooded in 1986, AMAX, Inc. built a new solar-pond complex near Knolls, and used the concentrated brines from the West Pond, generated by the State's West Desert Pumping Project. Great Salt Lake Minerals built a 21-mile-long (33.8 km) open, underwater canal, called the Behrens Trench, to convey concentrated brines from a new, remote solar pond on the west side of the lake to the east side of the lake, to help increase its production of sulfate-of-potash. There were also numerous changes in corporate ownership and production-facility locations.

A paradigm shift As market economists, mine managers are interested in "staying in business" and even "prospering." Bottom-line results are the "order of the day." Concern for bottom-line results can invoke questions such as how much was produced, at what cost, and was anyone injured? While these questions will always carry everyday emphasis at the mine, they are fundamentally lacking in that they often appear, especially to lower levels of management and to the production worker, as pre-eminent concerns. Driven by market economics, many organizations have decentralized, outsourced, downsized, restructured and formed new coalitions. Investments in new technology and a concentration on productivity have been an essential part of these changes, contributing to improvements in both safety and efficiency. A reason for (and, perhaps a result of) these improvements has been the development of a highly experienced and flexible work force. This situation presents an interesting opportunity to modify a few paradigms about work life in general, and perhaps a few paradigms about how we invest in the miner, in particular. Studying these issues now night offer some interesting opportunities for the Future, as the foundations for the next generation of mine workers are laid. With the average "experienced" U.S. miner five to fifteen years from retirement, perhaps a key determinant of future success in the world market might be how well we make the transition from today's work force to the work force of tomorrow. We can ill afford to wait a few more years to tap into the special knowledge residing within a veteran mining work Force. The Work Crew Performance Model (WCPM) is one approach to defining, capturing and transferring this expertise. The WCPM suggests a paradigm shift, moving from a focus on products (quantity) to a focus on the process (quality). It also involves a slight change in the process -- a different way to think and work. Of great importance, it entails a belief and a commitment to people within the organization; a commitment to collect simple (but interesting) data; exploration for insightful ways to plot and integrate that data; and finally the search for creative methods to reinvest that knowledge back into the organization, that is, back into the work force. As a way of thinking, the WCPM subordinates information about how much is produced daily or how many were injured over a year's time to concern and detail for how the individual's and the work crew's performance contribute toward meeting organizational goals. Drawing upon the expertise within members of that work crew to address and solve operational problems is one approach for meeting organizational goals. This everyday focus on how we work is hypothesized by the WCPM to make the difference between a good section supervisor and the average one; an exemplar continuous-miner operator and the run-of-the-mill one; a mining crew that produces consistently high quantities, but, inadvertently, degrades the production of other units. The WCPM permits objective and reliable performance data to be collected. This data then can be used to define variability within tasks of work crew members; to relate observed variability to a cost consequence; and to more meaningfully analyze performance through the integration of traditional analytical tools, such as the production simulator, CONSIM, with a recommended behavioral approach, the WCPM. Basis for engineering test Most equipment selections and purchases involve a field trial test of the system. Technology is routinely bench tested at the manufacturer's facility, government agencies and the mine site. The WCPM suggests a similar, but more practical, method for testing the performance of a work system -a test for how technology is used (by people) at the work site. It implies learning from veteran mining personnel that have gone well "beyond the book." This approach to learning and to integrating training with everyday work life can help answer questions such as: What constitutes desirable perfor¬mance as, for examples, a shuttle-car operator, a miner operator or a bulldozer operator; what characterizes exem¬plary performance within the context of the work system, the technology and the work crew; how can investments in the worker he linked to measurable results within the organiza¬tion? This paper explores these questions and makes recom¬mendations for enhancing the cost-linkages between invest¬ments in people and the mine's monthly cost sheets.

X. Huang (1997) recently suggested a poroelastic model for simulating the hydraulic fracturing breakdown pressure. His paper began with a discussion questioning Haimson and Fairhurst's (H&F) model. He claimed that the H&F model failed to lead to the Hubbert and Willis (H&W) model as[ a --> 0.] Huang also tried to explain why the H&F model could only work for special types of rock conditions. He pointed out that one possible reason could be that the Terzaghi's effective-stress concept had been adopted. The H&F model (Haimson and Fairhurst, 1969) was derived under the conditions that the borehole wall is fully penetrated (pp = pi) and a drained state is realized (steady pore-pressure field). Cui et al. (1997a) demonstrated that, under drained conditions, the total stresses in the penetrating poroelastic model (identical to the H&F model) degenerate into their counterparts in the elastic model (identical to the H&W model) as [a -- 0.] However, the effective-stress conditions are different for both of these models, because different pore-pressure conditions at the borehole wall were adopted. In the H&W model, p = po was assumed, i.e., the pore pressure field is not disturbed; but pp = pi was assumed in the H&F model. Assuming that Terzaghi's effective-stress controls tensile failure (that was the hypothesis adopted in both the H&F and the H&W models), only the following two special drained poroelastic cases may degenerate into the H&W model for very small a: • when the pore pressure at the borehole wall remains at the same level as the virgin pore pressure for a penetrating model and when the borehole wall is simply impermeable (i.e., the nonpenetrating model, Cui et al., 1997b). Therefore, simply setting a = 0 in the H&F model generally does not lead to the same problem described by the H&W model. On the other hand, when the porepressure boundary conditions do not correspond to the ones in the H&W model, a degeneration of the poroelastic model to the H&W model as [a – 0] should be questionable. The pore pressure at the borehole wall is generally dependent on the injection-fluid pressure and the penetrating conditions at the borehole wall, such as the existence of a filter-cake. For an impermeable wall, pp is independent of Pi, and it is basically an unknown [(how¬ever, pp -- po as t --oo).] For a fully permeable wall, pp is the same as Pi. Between these two extremes, pp should be a function of p; and the permeable condition of the borehole wall, which may be dependent of the leak-off coefficient cf. (the range of cf is from 0 to 1). Theoretically, for a rock with low permeability, a penetrating borehole wall is still possible. For saturated porous materials with very low values of a, poroelasticity shows that a pore pressure will be built up due to the stress concentration subjected to a nonhydrostatic in situ stress field (Cheng et al., 1993). This phenomenon is known as the Skempton effect. The variation of the pore pressure may be evaluated by [AP = 3 B(A rr + 06ee + A (Y,,)] (1) where B is the Skempton pore pressure coefficient. This pore pressure variation dissipates as time increases (it is totally gone as the drained state is approached). The rate of the dissipation mainly rely on the permeability of the formation. The dissipation is very slow for tight formations because their permeability is very low, and it is fast for rocks of high permeability. According to our analyses, the time period for this process could be from seconds (for sandstone's) to a couple of days (for stales). One possible reason that the H&C model did not agree well with the experimental results for rocks with low permeability might be that the time interval between the application of the loading and the fluid injection had not been long enough for the dissipation of the Skempton effect. The effective-stress law basically defines how much pore pressure contributes to the total stress. The difference between Terzaghi's effective stress and Biot's effective stress is that 100% of the pore pressure contributes to the total stress in Terzaghi's definition, while only a certain portion of the pore pressure ((ap) goes to the total stress in Biot's definition. Therefore, when the pore pressure at the boretole wall (pp) is determined according to Biot's effective-stress law, app in the total tangential stress is attributed to the pore pressure. OCAW appreciates the opportunity given to us by the sponsors of this Conference to present our position and policies on the issue of radiation hazards in mining. Our principal concern is the health impact that the mining of uranium has on our members. OCAW represents 1,500 underground uranium miners and more than 10,000 underground miners with 3,000 in the Rocky Mountain region. The U.S. Public Health Service has determined through mortality studies that the number one cause of death among uranium miners is lung cancer. It was also determined that exposure to radon daughters and mine dust correlates with the lung cancer experience of uranium miners. Data from the U.S. Mine Safety and Health Administration has also shown that not only uranium underground miners, but all underground miners, are exposed to radon daughters -- especially underground miners in the Rocky Mountain region. It is our position that any OCAW underground miner is at potential lung cancer risk. The dosages of radon daughters that our miners are exposed to are very many times the background levels of radon exposures in the communities where they live. We are also aware that cigarette smoking accelerates the onset of lung cancer; however, it has to be clear that the available scientific evidence shows that alpha radiation does initiate lung cancer and that cigarette smoke, as a recognized co-carcinogen, promotes cancer already initiated by radiation. It is true that cigarette smoke increases the risk of cancer significantly for miners exposed to radon, but nonsmoking miners have experienced lung cancer rates twice as high as the comparable members of the U.S. population. OCAW's position is that the occupational regulatory agencies should concentrate on the exposures that can be controlled; that is, occupational exposures rather than life-style exposures. Our Union has maintained a consistent posture in relation to carcinogens in the workplace -- that is, exposure to cancer-causing agents should be limited to the [lowest feasible level]. OCAW has interpreted lowest feasible level as the lower limit of detection of the collection and analytical method used to detect the carcinogen. Our posture is based on the available scientific information on carcinogenesis. We have asked the scientific community, many times, to provide us with safe levels of exposure to carcinogenic substances, including radon daughters. The answer has been: "We cannot determine levels of exposure low enough to assure that no cancer will occur." In short, there is not a "safe threshold" for any carcinogen. This statement does not come from one of the few so-called "pro-labor scientists," it comes from the National Cancer Institute and the National Institute for Occupational Safety and Health. I don't need to be a scientific sage, then, to conclude that the lowest level of exposure corresponds to the lowest risk of developing cancer. That is, then, our policy on exposure to carcinogens. It seems there has been an attempt to ignore the fact that lung cancer in uranium miners is the principal cause of death. Uranium miners are no exception from workers exposed to carcinogens. Our policy applies to them. Uranium miners should be exposed to the lowest feasible level of radon daughters and any decrease in the permissible exposure level is a decrease in their lung cancer risk. Accordingly, OCAW has petitioned the Department of Labor for a new permissible exposure limit to radon daughters in uranium mining, which lowers the current exposure standard from 4 Working Level Months (WLM) per year to 0.7 Working Level Months per year. We made our demand to the Department of Labor on April 20, 1980. We are still awaiting action from the Federal Government on our petition. OCAW is also very concerned with other important health impacts of uranium mining. We are concerned with a rate of disabling accidents and fatalities which is twice as high as the same rate in other underground mines, excluding coal. We are also concerned with the rate of respiratory disease fatalities among uranium miners which is almost four times the rate among a comparable U.S. population. We have expressed those concerns when the U.S. Senate proposed a Federal Compensation Act for uranium miners. That proposal, by Senator Dominici of New Mexico, found a quiet death in two Congressional sessions. In conclusion, our position on lung cancer induced by radon daughters is the same position we have taken with all other industrial carcinogens: The lower the exposure, the lower the risk. OCAW is demanding a drastic decrease of the permissible exposure limits. OCAW will never accept that a segment of our membership which mines uranium should take the lion's share of the risk while the uranium mining companies take all the benefits.

The Goldstrike Mine is in Eureka County, Nevada, approximately 23 miles northwest of the town of Carlin. The mine is at the north end of the Tuscarora Spur of the Tuscarora mountains at elevations of 5,300 feet to 5,950 feet. It is part of the Bluestar/Goldstrike subdistrict of the Carlin Trend of sediment hosted, disseminated gold deposits. The Carlin trend comprises over 15 major gold deposits with production, reserves and geological resources of approximately 50 million ounces of gold (Fig. 1). In the Bluestar/Goldstrike subdistrict, there are four major deposits; Post, Betze, Bluestar, and Genesis, plus numerous smaller deposits (Fig. 2). Betze is located on property controlled by Barrick Goldstrike Mines; Bluestar and Genesis on Newmont Gold property; and Post on both Barrick and Newmont property.

I am indeed honored to be the 1991 recipient of the Daniel C. Jackling Award. To be voted this honor by my peers in the Society for Mining, Metallurgy, and Exploration and AIME means more to me than I can truly express. Daniel Jackling's position and prominence in the mining industry first came to my attention in the fall of 1949 when I transferred from Wisconsin Institute of Technology, then a three-year school, to the Missouri School of Mines to complete my last year for a bachelor's degree in mining engineering. I played basketball in the Jackling gym and ran track on the Jackling field. I didn't know a lot about Jackling then, except he was an honored graduate of the school and, obviously, supported the school financially. Over the years, Jackling's name kept coming up. He was a man with a reputation for being a doer, a mining leader who was always a step ahead, a mining engineer who knew how to motivate men in the working place, to organize mining systems, to finance and organize corporations. to open up new, low-grade ore bodies for exploitation. If Jackling were alive today, I would expect he would bean excellent candidate to apply practical rock mechanics to his projects. Looking over the list of Jackling Award recipients, I have known many, have met many personally and had a few who were dear friends that affected my own professional life. Ab Shoemaker, '58, and I consulted at the White Pine Copper Co. on mining problems in the 1960s. We arranged for our visits to the mine to coincide so that we could collaborate on our ideas. I would rent an auto and drive for Ab. He said he was the only mining engineer in the country that had a PhD for a chauffeur. James Boyd, '67, was my mentor as regards the White Pine Rock Mechanics Program that we organized in 1963. Only through Boyd's forsight. leadership, dedication and willingness to spend money on research and development did the Practical Rock Mechnics Program at White Pine succeed. He never wavered in his support to that program or to me personally. Tom Howard, '75, was my predecessor in 1970 as Director of Mining Research for the US Bureau of Mines. When I joined the Bureau in August 1970, he had the research centers up and running. Any successes I may have had with the Bureau of Mines were due in great part to Tom's leadership and organization throughout the 1960s. Gene Cameron, '68, was my teacher at the University of Wisconsin and I remember him fondly. He was the one professor who lectured in a manner that made me welcome going to his classes each day, a truly remarkable educator. If you have come today to listen to me talk about instrumentation, rock properties, stress-strain relationships, rock mechanics theory, etc., you will be disappointed. Large volumes of data have been collected by well qualified theoreticians to define stress-strain conditions in mines. Unfortunately, very little of this data has been used by industry due to the lack of initiative and understanding by the researchers to the true problems of implementation in the industry. I hope my remarks will assist future investigators to work through the maze of operational problems so they will experience the satisfaction of seeing their research used. I fully realize that the Jackling Award is given by the Society for Mining, Metallurgy, and Exploration and is primarily offered for accomplishments in hardrock mining. I have found it impossible to separate hardrock and coal mining when I talk about "Applied Rock Mechanics." There is too much overlap and the same mechanics principles are applied to both. For example, coal mine designs have been applied to salt, trona and potash. Also, the original layout and design of White Pine Copper Mine was based on coal mine designs. Introduction In the decades since silica gel was first identified in material exuding from cracked concrete, a great deal of research has been conducted regarding the chemical reactions between the alkalies found in portland cement and silica found in aggregates. The reaction is complex and one that is not yet completely predictable, especially from the point of view of developing specifications that are appropriate to all situations. This paper is not intended to be a rigorous review of the research findings but is an attempt to provide a simplified review of the mechanisms of the alkali-silica reaction (ASR), so that one can better understand the implications of the specifications, test results and effects on structures. In addition, the contractual relationships between the aggregate supplier and one of their major clients, the concrete supplier, will be examined with regard to the ASR. ASR basics Silica. Silica (silicon oxide) may exist in naturally occurring aggregates in various forms and in combination with a number of other elements. When the silica is completely crystalline, such as in quartz, it is chemically and mechanically stable. Quartz silica is impermeable and reacts only on the surface of the crystal, where the silicon and oxygen bonds are broken. Because the surface area per unit volume of most quartz is low, the reactivity is also low. Completely amorphous (noncrystalline) silica is, on the other hand, more porous and very reactive. The less "crystalline" the silica is in the aggregate, the more reactive. Silica that has melted and cooled quickly without recrystallizing, creating a glassy material (such as in certain volcanic aggregates), has a very low state of crystallization and will be much more reactive in an alkaline solution. Crystalline silica that has been transformed by heat and pressure may have a large quantity of strain energy stored in the crystal lattice. The presence of this higher energy will make the silica more likely to react. The "strained quartz" found in many metamorphic aggregates means that these aggregates are potentially susceptible to deleterious alkali silica reactivity, although the rate of reaction is typically much slower than with aggregates composed of or containing glassy or amorphous silicas. Another problem may exist with aggregates in which the silica is primarily crystalline. In aggregates such as chert, in which the silica exists as very fine crystals (i.e., crypto- or microcrystalline), the very high surface energies between the crystals contribute to alkali sensitivity. Therefore, the potential reactivity of an aggregate is seen to be a function of both the degree of crystallization of the silica in the aggregate and the amount of energy stored in the crystal structure, whether due to a large quantity of microcrystalline silica, a high strain energy stored in the crystals or some combination of these factors. The surface area per unit volume of the reactive silica will also affect the rate of reaction, because a larger surface area of reactive silica will have more opportunity to react. Obviously, the reactivity of the aggregate is also affected by the silica content. However, in this case, the results are not quite so obvious. A discussion of the effect of silica content will be postponed until after a discussion of the contribution of the cement paste. Paste characteristics. Hydrated portland cement is a very alkaline material with a pore solution pH typically in excess of 12. The alkaline environment of moist concrete provides an ideal place for noncrystalline or cryptocrystalline silica to react. However, not all alkalies are equal in their effects. Calcium compounds react with glassy silica to form calcium silicate hydrate, commonly abbreviated C-S-H a poorly crystalline material that can occur in several forms and chemical compositions. C-S-H was at one time called tobermorite gel, because it was chemically similar to the naturally occurring crystalline mineral tobermorite and because it had a gel-like (noncrystalline) structure when viewed under an optical microscope. The formation of C-S-H is the basis for both portland cement hydration and reaction with, for example, fly ash. C-S-H is relatively stable. Although drying will cause some shrinkage and rewetting will cause some expansion, the volume stability of the C-S-H is very good compared to the volume stability of most alkali silica gels. Alkali silica gels with high sodium contents, for example, are nonstable compared to C-S-H.

The remarks that follow are based substantially on experience covering 45 years, 80% of which has been in placer work, rather than on a review of available literature. Most commercial placers have been deposited by the action of water. The richer and more difficult-to-mine placers are those in the headwater areas where gradients are steepest. The most lucrative placers are generally in intermediate areas where volumes are greater, fewer boulders are present, and gradients are from 3% to 1-1/2%. The higher volume, lower grade placers are in the lower reaches of river systems where gradients are lower. Where gold-bearing rivers have discharged into the sea, wave action can concentrate values on beaches, past and present. Most of the rich, readily accessible placers were mined by our forefathers. Current opportunities exist: (1) in remote areas where infrastructure has been absent in the past, or development has been prohibited by adverse ownership - political or commercial; (2) in deposits that could not be mined by equipment available to our forefathers; (3) in deposits unidentified by our forefathers; (4) where the-price-of-product/cost ratio is substantially better than in earlier years; or (5) a combination of those factors. When I entered the placer business in the late 1930s, and subsequently, a prevailing opinion believed that glacial deposits should be avoided as irregular in mineral content and composition, and unrewarding to explore and develop; yet an operator has been mining a fluvio-glacial deposit profitably for the past 17 years. Rich buried placer channels, often called paleo-channels were worked in the last century, generally by hand methods, and under conditions that would be unacceptable today. Exploration and mining equipment now available make some of these channels attractive targets. Well-known examples are in California and Australia. The formation of a commercial placer requires a source of valuable minerals. Above primary deposits, there may be eluvial deposits formed by the erosion of gangue minerals and the concentration "in situ" of valuable minerals. Down slope from these deposits are the hillside or colluvial deposits, and below them are the alluvial deposits of redeposited material. Most of the great placer fields of the world are the result of several generations of erosion and deposition. Well-known examples are in California and Colombia. Gold is a very resistant and malleable material, and gold placers may extend for 64 or 80 km (40 or 50 miles) along a river system. Platinum is less malleable, but is very resistant to disintegration. Diamonds are extremely hard, and (especially gem diamonds) may be found over great lengths of a river system. Cassiterite is less resistant to disintegration, and tin placers seldom extend over two miles without resupply from an additional source or sources of mineralizaton. Tungsten minerals are generally more friable, and within a few hundred yards of the source disintegrate to the point that they are uneconomical to recover. Rutile, ilmenite and zircon placers generally result from the weathering of massive deposits, and may be encountered over extensive areas; most are fine grained and durable. What does a geologist or mining engineer look for in placer exploration? The old adage to look for a mine near an existing mine is still valid. You need a source of valuable mineral. Then you require conditions for concentration, which means a satisfactory gradient and/or other conditions that will permit heavy minerals to settle. Nicely riffled gravel, often called a shingling of the bars, is conducive to placer formation. Coarser gravel is logically associated with coarser gold. Excessive clay and/or high stream velocities in narrow channels can carry gold far downstream and distribute it uncommercially over a large area. When material is extremely fine, in situ weathering and concentration become more important. Placers frequently occur distant from lode mines, and one must remember that in a larger watershed the exceptional floods that occur once in a hundred or a thousand years can move great quantities of material long distances. The carrying power of water is said to vary with the fifth or sixth power of its velocity. I am not ready to disagree with Waldemar Lindgren and accept that many commercial placers are substantially enriched by the chemical deposition of gold from solutions; however, I have seen crystalline gold in clayey material quite distant from known sources of primary gold that is dif-

Geochemical laboratories are commonly criticized by geologists about poor analytical reproducibility and erratic anomaly patterns, especially when gold and trace metals from resistant minerals are reported. Geochemical analysis in mineral exploration is a compromise between high productivity on the one hand, imposed by large numbers of samples, and analytical precision and accuracy on the other. However, the physical properties of resistant minerals, such as cassiterite, gold, beryl, chromite, zircon and others, interfere with both of these requirements. Therefore, the degree of sample homogeneity that can reasonably be achieved in sampling and sample preparation must be considered. Subsequently, the understanding of its effects on analytical data quality and the consequences on data interpretation will provide a basis for understanding the problems common to exploration as an interdisciplinary science. Complaints about poor and inadequate analytical performance are not confined to exploration geochemistry. They are a common feature in mining and metallurgy and wherever sampling and analysis of "grains" are concerned - the "nugget" or "grain size effect." The "grain size" effect Poor analytical reproducibility is normal for gold and a well-defined group of other elements usually found in resistant placer minerals. Those who use and interpret geochemical data must realize and appreciate the chemical, the physicochemical, the physical and the mineralogical properties of the elements and their minerals. Especially for the "placer" minerals and their elements, such comprehensive interpretation is crucial. The most important factor to consider is the behavior of a mineral and its metal component(s) during weathering and their integration into the sampled medium, in exploration mostly sediments and soils. (Data interpretation for samples of water, gas, to a certain extent rock, follows different patterns.) A mineral may be chemically and physically stable or it may easily disintegrate physically or decompose chemically, or any combination of such processes, at varying degrees. The breakdown products, in turn, may or may not, interreact with the environment. If the nature of an element or a mineral predestines it for a heterogenous distribution in the sample medium, then nature, size and number of grains likely to occur should be considered in relation to the sample portion taken for analysis. This allows the estimation of their effect on analytical precision and accuracy. Elaborate and sophisticated statistical calculations exist on this subject. But these approaches do not cope with the complexity of the natural surface environment. The miner alogical, chemical and environmental behavior of elements and minerals can be estimated but not calculated. However, the mineral grain sizes and their influence on analytical precision can be precisely calculated if certain conditions, assumptions and idealizations are made. If the geochemical and mineralogical characteristics of minerals and elements are understood, such calculations demonstrate the grain (or nugget) effects that mineral properties and (geo)chemical behavior of minerals and elements cause on the precision and accuracy of geochemical analysis through their influence on sample homogeneity. Two other factors that influence the sample homogeneity and the nugget effect are the efficiency of sample preparation and the sample portion taken for analysis. In this way, certain element- or mineral-specific parameters can be established as a guide for the sampling program. The information, for example, may assist in determining sampling procedures in the field, especially the sample weight to be taken for "representative samples." Also, it may help assess whether analytical data, as provided by the laboratory, are acceptable. Finally, it may help determine the approach in data interpretation. However, all such simplified calculations are based on idealized, that is, unreal assumptions and conditions. As such, they represent one extreme end on the scale of probabilities. The reality is found somewhere away from this extreme, towards homogeneity. An example from a study of an eluvial gold prospect may be given for illustration: •Original sample weight: 20 kg (44 lbs) of rock gravel, crushed and ground to -0.18 mm (-80 mesh). •Au content: 20 grains of Au, average size of about 0.5 mm3 (0.03 cu in.) each = 7.5 mg each, making a total of about 150 mg Au in the sample = 7.5 ppm Au. Assumptions •Au occurs in the sample as free, discrete grains only. •Not more than one grain, if any, goes into each sample split (analyte) portion (20 grains of 7.5 mg Au each). •Analysis of original rock sample: 100 g sample for analysis, 20 kg/100 g = 200 samples 20 samples with 1 grain each: result, - 75 ppm Au. 180 samples with no grain: result, 0 ppm Au chances 1:9 •10 g sample for analysis:

INTRODUCTION The National Park Service is entering the seventh year of monitoring caves for the presence of radon and radon daughter products. The purpose of this paper is to summarize the radiation monitoring program at Mammoth Cave National Park, and to present some of the results of this program. Mammoth Cave National Park completed five years of collecting data on May 1, 1981: although Mammoth Cave encompasses approximately 361 km of underground passageways, this paper will concentrate on only a 2.2 km section of the cave known as the Historic Tour. Included in this paper is a discussion of the methods the Nations Park Service uses to protect employees from exposure to alpha radiation. MONITORING METHODS The National Park Service monitors cave atmospheres utilizing the procedures provided by the Mine Safety and Health Administration in their Radiation Monitoring Training Manual (Anon., 1976). This procedure is described as the Kusnetz Method (Kusnetz, 1956) of radon daughter monitoring. Due to the length of the tours at Mammoth Cave, it has been determined to be the most practical procedure. The Historic Tour is a 2.2 km (1.4 mile) loop through passageways ranging in size from 18 m high by 12 m wide, to 0.9 m high by 0.6 m wide. Seven five minute walking samples were taken for this cave tour by drawing at least 10 1 of air through a 25 mm fiberglass filter utilizing a Monitaire Sampler Pump. The radon daughter concentration levels were determined using an alpha scintillation counter to measure the alpha activity on the filter paper. The Monitaire Sampler Pump was calibrated each day prior to monitoring the cave tour and the scintillation counter was calibrated by procedures described by the Mine Safety and Health Administration (Beckman, 1975) at six month intervals. Guidelines established by the National Park Service and approved by the Mine Safety and Health Administration require weekly sampling when the average working level exceeds 0.30 (NPS-14, 1980). A working level is an atmospheric concentration of radon (Rn-222) daughters which will deliver 1.3 x 10 5 MeV of alpha energy per liter of air in decaying through Ra C' (Po-214). The Historic Tour has continually exceeded the 0.30 working level average and has been monitored weekly. Generally, only radon daughter working level data has been collected on the Historic Tour due to limited personnel. However, other special measurements of the uncombined fractions of radon daughters with wire screens, tsivoglou method for radon daughter sampling (Thomas modification, 1970), and thoron daughter monitoring. These special measurements have not been routine due to time limitations involved in radon daughter sampling of other occupied portions of the cave. SUMMARY OF DATA The Historic Tour has been the most consistantly monitored tour since elevated levels of alpha radiation were found to exist at Mammoth. Cave. It is also the only natural entrance to the main sections of the cave and provided an opportunity to study man made actions upon the natural entrance. For these reasons the Historic Tour was isolated for study. Beginning October 10, 1977, and ending November 20, 1977, a pilot project was undertaken involving the Historic Tour and the practice of covering the natural entrance to this tour with sheet metal in the winter months. The purpose was to study radiation levels on the Historice Tour while the covers were on and off the natural entrance. In this pilot project, comparisons were made with incast air with covers on and off the entrance, and outcast air with covers on and off the entrance. TABLE 1 Incast air Mean W.L. Decreased 5% Covers off. . . . 1.40 W.L. when covers on The natural entrance was artificially covered in the winter months (Yarborough, 1978) to protect the visitor from the extremely cold incast air, in the first four years of monitoring. The data in Table 1, illustrated in Figures 1 and 2, shows that this action increased the radon daughter working levels on the Historic Tour by 54% when the covers were on the entrance and the airflow was incast. INTRODUCTION Until recently, gamma doses had been largely ignored in Ontario uranium mines. This has been due to the assumption that these doses are small and have been more or less unchanged with time and hence their effects have been included automatically in the epidemiological studies that led to the establishment of radon daughter exposure limits. This assumption had to be challenged for two basic reasons. The first was that radon daughter exposures to miners have been progressively reduced over the years due to improved ventilation and ever more stringent regulations, while gamma exposures have presumably remained relatively unchanged. Therefore it must be assumed that the ratio of gamma to radon daughter exposure has gone up. The second reason is more philosophical. It is clearly inappropriate to make judgements on the significance of a potential industrial hazard when the magnitude of that hazard has not been fully assessed. Having decided that some sort of assessment of gamma exposures to uranium miners must be made, it was than necessary to determine how this should be done. Several options were available, for instance: (i) Wholesale personal gamma dosimetry for all mine and mill workers, (ii) Personal gamma dosimetry only for those workers suspected of receiving the higher doses, coupled with area monitoring to estimate the exposures of other workers, (iii) Area monitoring coupled with dose rate times time calculations for all. This would correspond to the generally prevalent method of assessing radon daughter exposures. It was argued that since radon daughter exposures are the major radiological hazard in uranium mines, to invest resources for assessing a lesser hazard to a greater degree of precision was not cost effective. (iv) Since gamma dose rate is related to ore grade, individual doses could be assigned from knowledge of work location and ore grade. Before deciding which of these options would be most appropriate, it was necessary to have some idea of the magnitude of the problem. Very few data were available in the literature and with the exception of a few spot dose rate measurements, and the results of a few gamma dosimeters issued to selected individuals by some of the mining companies, nothing was available. A rule of thumb of obscure origin is often quoted within the industry indicating that gamma dose rates underground will be about 0.25 mR/h per lb/ton or 5 mR/h per % U. This had been used by some to justify neglecting gamma radiation at least for ore grades of the order of 0.1% or 2 lb/ton, on the grounds that gamma dose rates would be of the order of 0.5 mR/h and therefore give rise to annual doses of only about 10 mSv (lrem). That is, it was assumed that gamma radiation was of limited concern compared to the hazard associated with the inhalation of radon daughters. We were thus faced with the situation of just assuming that no regulatory limits were being breached. This situation could not be allowed to continue. A program was initiated to investigate the gamma doses absorbed by uranium miners in three mines in Ontario, and extensive gamma surveys were conducted in the Quirke 2 mine of Rio Algom Ltd, Elliot Lake; Denison Mine, Elliot Lake; and Agnew Lake Mine, Espanola. Negative reaction was received from several mine company officials to the possibility of all miners being required to wear personal gamma dosimeters due to the logistical difficulties involved, and therefore part of the project was aimed at determining if a reliable correlation between gamma dose rate and ore grade in the work location could be deduced, in order that dose rate times time calculations might be used for gamma dose assessments. The results of these programs provided evidence that the gamma dose for some employees in the three mines investigated may be a significant fraction of the current maximum permissible annual dose of 50mSv (5 rem). When combined with radon daughter exposures in the manner recommended by the ICRP at their 1980 Brighton meeting (ICRP 80) the results indicated that some individuals will come close to the resulting limit and may even exceed it. Acid rain legislation, the new tax package, excess coal capacity, the effects of low oil prices, how to increase coal exports: These were among the items discussed at the May 4-7, American Mining Congress coal convention in Pittsburgh. Some 2000 people attended the convention, which also offered 15 technical sessions. As always, the state of the domestic coal industry might be characterized as "long-term promise, short-term problems." And one of these problems is acid rain. Acid rain The proposed acid rain legislation in Congress could be the most costly piece of environmental legislation ever written. In its present form, the measure could cost the nation up to $110 billion over the next 15 years. Rep. Henry Waxman's (D-CA) bill, HR 4567, would mandate large reductions in sulfur dioxide emissions from coal-fired power plants. The bill has more than 150 Republican and Democratic cosponsors. Ed Addison is president of the Southern Co., one of the nation's largest utilities and users of domestic coal. Addison noted that America's electric utility industry buys and uses nearly 85% of the coal consumed in this country. He said Waxman's bill would drive up prices of low-sulfur coal, raise electric rates, and force miners out of work in high-sulfur coal regions. In repeating a standard coal industry response, Addison said the Clean Air Act is doing the job. In recent years, while coal use has gone up, S02 emissions have gone down. Current air pollution standards are producing cleaner air, he said. Despite concern over HR 4567, the bill's future is uncertain. Several coal industry executives and analysts predict the bill will die under weight of opposition from coal, utility, and steel interests. But the acid rain issue is gaining momentum. Future legislation of some kind is likely. Meanwhile, research continues to develop clean coal technology to deal with the S02 problem. Commercialization of these front-end technologies currently lags public sentiment for acid rain legislation. Ground water runoff and contamination is another area where future legislation would seem likely. Already, one bill has been introduced in Congress. A second is being drafted. The impact of such legislation may be significant according to Bruce Leavitt, a hydrogeologist with Consolidation Coal Co. He said if current proposals are adopted, there will be more federal, state, and local government involvement in ground water regulation. In any event, the coal industry can expect to see more emphasis on preventing acid mine drainage and on water replacement, according to Leavitt. He urged those in the coal industry to present information about mining and ground water. That is needed to prevent misdirected state and federal programs, he said. Another coal industry concern is excess capacity. The industry has the mines, equipment, and employees to produce 15% more coal than at present. Problem is, the markets are not there. Slower-than-predicted growth in electric utility coal use has kept sales sluggish. There are also tax uncertainties. Congress is considering repeal of the investment tax credit and elimination of black lung payments and excise taxes as deductible expenses. One analyst estimates the coal industry would lose $1.1 billion in five years, if the changes are approved. In addition, there are the usual concerns about excessive governmental regulations involving safety and environmental matters. Bill Kegel, for example, said these regulations mean extra costs and delays in developing mines. Kegel is president and chief executive officer of the Rochester & Pittsburgh Coal Co. More than half the electrical power in the US is generated by coal-fired plants. That percentage could slip by a couple of points as nuclear generators come on-line the next few years. About 1990, though, we will see the end of US nuclear plant construction. No new nuclear plants have been scheduled since 1978. So any growth in electric power use should benefit the coal industry. BethEnergy - High Power Mountain During 1985, BethEnergy - a Bethlehem Steel Corp. - subsidiary developed High Power Mountain, a 1.8-Mt/a (2-million-stpy) surface mine in West Virginia. Construction saw movement of more than 3 hm3 (4 million cu yds) of earth. A computerized 544 t/h (600 stph) heavy media cyclone prep plant and a 3.6-kt/h (4000-stph) railroad loadout facility were built in six months. And a 5.6-km (3.5-mile) railroad spur and loop bridging a major highway were constructed. Larry Willison of BethEnergy noted the project's ambitious construction schedule. It was forced by the need for the project to be market driven and - lacking available capital - externally financed. BethEnergy did several things before obtaining with Detroit Edison a market for 0.9 Mt/a (1 million stpy) of coal. Willison said his company prospected and proved the eastern half of its 8-km2

Discussion by R.J. Pindred In his paper, Davis presents an overview of risk. He also introduces the Capital Asset Processing Model (CAPM) as a foundation for selecting the appropriate discount rate for a mining project. While applying portfolio theory is more defensible than the ad hoc adjustment of discount rates, the CAPM is not a panacea. CAPM shortcomings [The CAPM, as Davis stated, is expressed in the equation: ri=rf+pi4) where ri is the project discount rate rf is the risk free interest rate (3i is the project beta, and 0 is the market risk premium (rm - rf)] Application of the CAPM is more difficult than Davis indicates. Valuation is prospective, while the CAPM parameters are historical. Beta is determined from a regression analysis of historical data, while the beta needed for valuation is the expected beta. Betas are known to be unstable and the regressions that generate them often have low explanatory power. The difficulty of estimating a "project" beta must also be considered. Thus, the beta that is used in the CAPM will be based on the analyst's judgment. Like Cavender's discount rate, this judgment can lead to different project NPVs. Subjectivity in valuation cannot be avoided by a mechanical application of the CAPM. The risk-free rate, which Davis identifies as a short-term real rate of 4%, is also subject to scrutiny. A mining project is not a short-term investment and no single risk-free rate is appropriate for all of the cash flows. The hypothetical mine discussed in Cavender's paper is a six-year project. One might argue for the application of a risk-free rate from the Treasury yield curve at the duration of the project (in a bond-duration sense). This, too, is inappropriate. The risk-free rate should be matched to the timing of the cash flow. These rates can be determined by calculating the implied forward rates from the yield curve using a procedure known as "bootstrapping." It is likely that each of the project's cash flows would be discounted at a different rate. Commodity prices Davis criticizes the "ad hoc adjustment to the discount rate." Yet, in his discussion of the value of stochastic simulation, he suggests that the gold price be modeled as a "random walk, with or without a trend." This is essentially an arbitrary modeling of price risk. Consider that a liquid market in gold futures exists. The futures' price curve, which is closely related to the market's estimate of future spot gold prices, should be used to provide inputs to the model. This is especially true of a relatively short six-year project. Alternatively, as Davis correctly points out, a risk-averse investor can sell the commodity short to hedge price risk. Is it any more correct, in the portfolio sense, to account for price risk at all ?? Davis Pindred discusses two issues related to my paper, the shortcomings of the Capital Asset Pricing Model (CAPM) and which commodity price values to use in the valuation exercise. Even though these topics are not directly related to the use or misuse of Monte Carlo simulation, they are important points to take into consideration in valuation exercises. Since I do not appear to have addressed these issues satisfactorily in my original paper, I will comment on each here. Pindred agrees with me that applying portfolio theory, and specifically the CAPM, to the selection of project discount rates is more defensible than ad hoc methods. But he then points out that the application of the CAPM to project valuation is more difficult that I indicate. It is true that the CAPM is a difficult tool for project valuation in general,. But the application of the CAPM to mining projects is one of the easiest I can think of. The biggest problem with using the CAPM for project valuation is coming up with an expected project beta. I suggest a project beta for gold projects of 0.45. The "true" value might be 0.35, 0.55 or whatever. Pindred correctly notes that the selection of the appropriate project beta is based
