Georgia?s Coastal Plain contains important sediment-hosted deposits of kaolin, bauxite, heavy minerals, sand and gravel, silica sand, carbonate rocks, and fuller's earth. Genesis, location, size, and quality of these deposits are related to terrestrial, marginal-marine, and shallow-marine depositional environments that evolved during development of the southeastern North American continental margin. From the Cretaceous to Eocene, kaolin and aluminous sediments, which contained mica and feldspar, were deposited in marshes, ponds, and bays located in deltas or behind barrier islands or spits. In the Cretaceous sediments, subsequent, intensive, in situ chemical weathering converted mica and feldspar to kaolin. Kaolin eroded from deeply weathered granitic rocks in the Georgia Piedmont was deposited in Paleocene to Eocene sediments. Subaerial exposure during the Paleocene and Eocene desilicated kaolin sediments to form bauxite. Sand and gravel, silica sand, and heavy-mineral deposits are found in Cretaceous to Eocene fluvial and shoreline sediments, some of which are associated with the kaolin and bauxite deposits. Source areas, intensive chemical weathering in the source areas, transportation by the major river systems, and deposition of these clastic sediments in similar or nearby depositional environments are common elements in the genesis of these resources. Eocene fuller's-earth deposits are opaline claystones in near-shore to shelf-marine sediments, which overlie the kaolin-bearing strata. These claystones consist of montmorillonite and opal/ cristobalite derived from alteration of diatom frustules. Favorable ocean currents provided nutrients for extensive planktonic growth. Oligocene and Miocene carbonate rocks were deposited principally in shallow-marine embayments. Miocene fuller's- earth deposits in south-central Georgia and adjacent parts of Florida contain palygorskite that formed through alteration of montmorillonite/bentonite clays. Deposition and subsequent alteration occurred in shallow, brackish-water lagoons under relatively high temperature and subtropical conditions. Middle and late Miocene phosphorites were deposited on a shallow carbonate-shelf platform and were concentrated proximal to anticlinal highs. Numerous marine transgressions and regressions since the beginning of the Pleistocene resulted in shoreline detrital deposits containing aggregate sand, silica sand, and heavy minerals on the Coastal Plain and on the Continental Shelf. Major river systems transported sand and heavy minerals from source areas in the Piedmont and Upper Coastal Plain. Deltaic deposits of heavy minerals were redistributed and concentrated by longshore currents, shoreline processes, and aeolian processes. River-terrace sediments, correlative with the Pleistocene shoreline deposits, contain sand-and-gravel and silica-sand deposits. Aeolian dune sands are associated with both Pleistocene fluvial and shoreline detrital deposits.

G. GREGORY BRYAN 33.1-DEFINITIONS 1. Engineering-Engineering may be defined simply as the science and art of making materials and energy serve the purposes of mankind. There are many fields of engineering, each with specialized branches. The basic fields are: civil, mechanical, electrical and chemical. Others may be specialized phases of one of these or a combination of two or more of them. Mining engineering, for example, requires a working knowledge of construction, mechanics, electricity, metallurgy, geology, accounting and economics, in addition to mining techniques or methods. Mining geology and geological engineering involve rocks and their structure and the forces that act upon them, and chemistry, physics and mechanics also are important to practitioners in these fields. Metallurgical engineering requires chemistry and physics but also a working knowledge of mechanics and electricity. The fields of engineering with which this section are concerned are those primarily involved in the finding, mining, processing and utilization of the natural mineral resources of the earth. They include geology, mining engineering and metallurgy, each with several specialized subdivisions. 2. The Engineer-The engineer is an individual who has had specialized training to qualify him to practice the profession of engineering. The term engineer is used here in its broadest sense to include such professions as certain applied branches of geology, physics and chemistry, whose practitioners may not have acquired engineering degrees but who, nevertheless, by training and experience in some area of the minerals industry, qualify under the above definition. To become a successful engineer, a person should have certain pronounced aptitudes and preferences, even before embarking upon the requisite course of training. Among the chief qualifications that the engineer-to-he must possess are: (a) a natural inclination toward mathematics and the physical sciences, and (b) intellectual and moral honesty. Among the qualities the student engineer must develop are: (a) independence of thought, open-mindedness, sound judgment and the ability to observe, deduce, plan and apply solutions, (b) the ability to articulate and convince, and (c) the ability to organize and direct the activity of others. These qualities are normally developed through sound education, followed by pro¬gressive experience. 3. The Consulting Engineer-The consulting engineer is an engineer primarily in the business of furnishing specialized advice and engineering services on an intermit¬tent, part-time or occasional basis to clients who do not have continuous or full-time need for those services. He must be able to make and take full responsibility for decisions and recom¬mendations where original thought is required. He should not be confused with the engineer, surveyor or technician who also may furnish services on an intermittent basis, such as regular periodic surveys, the overseeing of drilling programs and other such routine work as may require little original thought and planning. 33.2-THE PROFESSION OF CONSULTING ENGINEERING 33.2.1- QUALITIES REQUIRED A successful consulting engineer must first have, as a minimum, the qualities and preparation of an engineer. In order to improve the thermal environment in deep coal mines, two principles can be applied: firstly, the reduction of heat flow into the air stream, and secondly, cooling of the air current. First of all one should try to minimize the heat-flow rate into the air stream underground by the mining method itself. German coal mines prefer the caving system of advance longwall mining simultaneously on several levels with ascensional ventilation. The effects of descensional ventilation and different face ventilation layouts on the thermal environment are discussed, besides the effects of pneumatic and hydraulic stowing. Application of all mentioned possibilities together instead of today's common mining method would reduce the Basis Effective Temperature considerably. In the future, hydraulic haulage of the raw coal underground substituting belt conveying may be a mean to improve the thermal environment further on. If the working depth of a coal mine exceeds about 1 000 m, cooling of the air stream under-ground will be necessary in addition to the above- mentioned measures. Generally, in German coal mines different types of indirect-contact air coolers located nearby the face are used. Besides such so-called cooling coils, large-capacity spray coolers are used because they work more efficiently if a great cooling duty is demanded. Common designs of both air cooler types and their possible utilizations are demonstrated. Deep coal mines in the Federal Republic of Germany need up to 30 MW of total cooling capacity. Mostly, the needed chilled water is cooled by large-capacity refrigeration plants placed on surface, underground or in combination of the above locations nearby the shaft. Due to the increasing underground cooling demand, the distribution of the chilled water and the control of the air coolers become more important. The conception of a control system is discussed, which is based on the control of the single air coolers. All air coolers of a mine are controlled so as to optimize the supply water-flow rate with regard to the demanded cooling duty of the coolers. On the next upper level of the control system the whole chilled water network and finally the refrigeration plant is regulated. Present research work deals with the use of ice for cooling mines. There are some unsolved problems in this new cooling concept. Some aspects of making, transporting and storing ice are described. The use of ice may probably reduce the cooling costs of German collieries, which are at present approximately 4 DM per ton of saleable coal.

INTRODUCTION Modern mine management is constantly striving to develop improved mining methods which will not only increase productivity, but will also provide a safer work environment and make the most efficient use of our natural resources. Progress can be seen in this area by tracing mining methods through history. Work that was originally done with hand tools progressed with the age of mechanization to conventional mining, matured to continuous and longwall mining, and the advent of short¬wall mining, a combination of continuous and longwall, has recently been seen. This new method of shortwall mining provides a promising method for safe and ex¬pedient coal extraction. This study focuses upon the planning, design de¬velopment, and operation of the first producing short¬wall unit in the US which was operated in the Pittsburgh coal seam in northern West Virginia. MINE DESCRIPTION The mine is located in northern West Virginia at Grant Town in the heart of the high volatile Pittsburgh coal seam. Originally opened in 1901, the mine has be¬come one of the largest in the US, encompassing an area of approximately 103.6 sq km (40 sq miles). The seam being mined was the high volatile Pittsburgh seam which ranged in thickness from 1.8 to 2.96 m (6 to 91/2 ft). Three types of mining methods were employed: con¬tinuous mining, longwalling, and shortwalling, with each type accounting for 50%, 30%, and 20% of total pro¬duction, respectively. A total of 630 contract and super¬visory personnel were employed to produce the mine's designed annual tonnage of 1.8 Mt (2 million st). There were ten producing sections, eight continuous miners, one longwall, and one shortwall, operating a total of 22 unit shifts per day. Eight shafts, varying in depth from 80.2 to 194.2 m (263 to 637 ft) provided entrance to the Pittsburgh coal seam. These shafts were used for ventilation, portaling, coal hoisting, supply, and emergency escape hoisting. Ventilation was achieved by means of three exhaust fans which provided 707.9 m3/s (1.5 million cfm) of air to the mine and removed approximately 141 584 m3 (5 mil¬lion cu ft) of methane per 24 hr period. The room-and-pillar method was used for secondary recovery with designed barrier blocks between panels of 61 m (200 ft) in width. In June 1997, Mount Polley Mining Corp., a division of Imperial Metals Corp., completed an 18-kt/d (20,000 stpd) gold-copper mine in central British Columbia. Fast-track construction and extensive off-site construction were combined with an aggressive project schedule to build the mine in one year. This was three months ahead of schedule and 7% below the original budgeted cost of C$123.5 million (US$86 million). The Mount Polley Mine was the first of a crop of new open-pit mines in British Columbia. The Mount Polley deposit has been explored since the mid-1960s when it was known as the Cariboo Bell property. From 1988, Imperial Metals completed drilling and metallurgical testing on the deposit. This led to a positive feasibility study and the issuing of a Mine Development Certificate in 1991. The project was later shelved due to falling metals prices and the strength of the Canadian dollar. In late 1994, Imperial merged with Bethlehem Resources Corp., bringing a strong project team to the company. The deposit was then re-evaluated, ore reserves revised and additional metallurgical testing was performed. The result was a revised project plan. It indi¬cated that a financially feasible gold-copper mining op¬eration could be constructed at Mount Polley operat¬ing at 18 kt/d (20,000 stpd). In May 1996, an agreement was reached with Sumitomo to jointly fund and develop the project. By early 1996, final plans and permits were being prepared for construction, scheduled to begin in June 1.996. On-site work commenced on May 28th, 1996 following lifting of the road restrictions. Mount Polley Mining acted as its own project manager. Construction was completed in June 1997. Plant runup took place in July and full production began in August. Through the use of off-site construction and the careful selection of contractors who cooperated to complete some 12 major contracts, it was possible to reduce the mine and mill construction time from 16 to 13 months. Off-site construction for all possible aspects of the work and the use of used milling equipment allowed significant savings in overall capital costs of construction. Total costs for the mine, mill and tailings dam equated to C$6,100/t/d of throughput. The mill design incorporates several innovative features that will aid maintenance and allow flexibility of operation. The operation is designed as a closed system and meets the latest environmental standards. Concentrate is shipped by truck to the port of Vancouver. Revenues for the mine come from the mine's production of about 3.1 t/a (100,000 oz/year) of gold and 10.8 kt/a (24 million lbs/year) of copper during the first four years of the 12-year mine life.

INTRODUCTION Most metallic minerals and some industrial minerals have a relatively high specific gravity and most have at one time or another been concentrated by gravity methods. The principles of gravity concentration are straightforward, well documented and easy to understand, but in practice there are many pitfalls that await the engineer in the development of an integrated flowsheet. Gravity concentration equipment has a long history of use and there is a great diversity available. The equipment is capable of treating material over a broad size range, only falling off in efficiency in the very fine sizes. Gravity concentration is also inexpensive, generally free of environmental problems, and commercial equipment can process large tonnages of ore with a minimum of capital cost. As might be expected of an efficient and low cost process, the bulk of the tonnage quickly and inexpensively. Another obvious application is treating mineral deposits such as hematite and manganese ores that are sufficiently liberated after a minimum of crushing to allow production of a coarse concentrate that will meet market specifications. Except for hand picking and mechanical sorting, there is no competing process on coarse size material. Conversely, it is sometimes obvious that gravity concentration does not warrant consideration. Examples are ores that require very fine grinding to attain liberation, for ores where the minerals of interest have a gravity similar to the gangue, and ores that are strongly magnetic. INTRODUCTION The driving of drifts is a very important aspect of underground mining. It is not unusual for the percent¬age of rock broken during development in a mine using sublevel caving, for example, to be as much as 25% of the total. If one also considers the amount broken for transport, ventilation, and exploration drifts, one can easily understand that the planning and excavation of drifts play a major part in the total economics of the mine (Fig. 1). Increasing mechanization in mining demands larger tunnel areas for transport and mining equipment. With modern machines the hard work involved in using hand¬held pushers is gone, and a better environment is achieved. More rational methods could be used, but much of the experience the working man acquired by working close to the rock face (such as utilizing the natural weak planes in the rock when he placed the drill¬ing holes) has unfortunately been lost. By having sepa¬rate shifts for drilling, loading, and hauling, more atten¬tion has to be placed upon a well-designed drilling pattern. Some reduction in the number of holes required can be achieved with mechanized drilling because of the larger holes that can be produced. On the other hand, it is probably not possible to achieve the same precision as with pneumatic pushers, and it is difficult to utilize the larger holes because these cause more damage to the re¬maining rock. Recently, however, the precision has be¬come very good with the parallel booms and automatic devices for setting the lookout angle (Fig. 2). A larger arch of the drift roof requires a more carefully executed blasting procedure than before in order to prevent rock fall and to insure a sufficiently long stand-up time. In this chapter, empirical relationships that can be used to design an economic and optimal drift blasting design will be presented. The principles of the calcula¬tion method are based upon the earlier work of Langefors and Kihlström (1963) and Gustafsson (1973). COMPARISON OF EXPLOSIVES To provide for the use of various explosives it is necessary to have a basis of comparison. Several meth¬ods have been developed to characterize the strength of an explosive. Some examples are comparison of values given by (1) calculated explosion energies; (2) the ballistic mortar test; (3) the Trauzl lead block test; (4) the brisance test; (5) the weight strength concept; and (6) the underwater test. Comminution is an old art. Unfortunately the analysis of the unit operations has been handicapped by the lack of both theoretical and experimental information. Two types of infor¬mation are needed, one an understanding of what happens when a particle breaks in a brittle manner; and two, an understanding of what happens when the daughter fragments pass through the mill. This paper is concerned with the former, the catastrophic fracture of a brittle solid. Recently, successful theoretical attacks on the frac¬ture of brittle solids have yielded significant-results. New experimental techniques are yielding insight into the physical phenomenon occurring during brittle fracture. Many of the re¬doubtable shiboliths of the last century are either being laid to rest or verified.

The fossil resins of certain western coals are of significance and of sufficient value as a chemical commodity to justify a fossil resin industry. At the present time these valuable fossil resin resources, worth more than $0.50/lb as a chemical commodity, are being burned as fuel for electric power generation. This waste of our fossil resin resources corresponds to a loss in revenue of $200 million per year -equivalent to the value of the coal itself! Improved process technology for the recovery of fossil resin is under development and includes selective flotation of fossil resin from fine coal streams and solvent refining of the fossil resin flotation concentrate to produce a premium resin product. The most recent developments in process technologies are discussed with respect to separation efficiency and product quality. It is clear that the development of a fossil resin industry should not be limited by process technology.

"Mining used to be a business primarily focused on the technical aspects of getting valuable ore out of the ground and extracting the minerals efficiently. Without denying the importance of these skills, a narrow focus on technical issues is no longer enough to guarantee success when it comes to exploiting rare earth element (REE) deposits. Molycorp failed to enter the global REE market in a successful manner, while none of the many REE exploration projects has turned into an active mine so far and none is expected to commence operations in the near future. Accordingly, the world of REE is far more complex compared to other commodities. This paper looks into the REE industry to identify the factors that can connect potential U.S. REE mines to the market. The ability to break free from past thinking and become future-focused is a key driver. Mining of REE is pointless without a corresponding value-adding chain, while developing a value chain without first establishing an uninterruptible source of REE is also senseless. The mining sector must be based on the REE value chain and vice versa, along with the establishment of a market channel for the REE products that come out of the mine. INTRODUCTION It has been seven years since rare earth elements became the subjects of front-page headlines. It was when the controversial Chinese export policy for these critical commodities was epitomised in a maritime border dispute with Japan in September 2010 that resulted in the big REE crisis and price spike of 2011 (Barakos et al, 2016c; Mancheri, 2015). The world was dismayed, especially in REE-importing countries, such as the United States that was and is still totally dependent on Chinese production and exports (Barakos et al, 2016c; Kennedy, 2015). The short-lived alarm initiated a treasure hunt by way of exploration for REE deposits all over the world. The continuously growing demand on the one hand and the Chinese sovereignty of the REE-market on the other, led the rest of the world to explore their own REE resources. In just a few years, more than 400 projects were initiated to explore REE deposits outside of China (ERECON, 2015; Goodenough, 2016). The prices of REE, however, dropped rapidly and at the moment of writing this paper are in 6-year lows, at the level of the price average before the 2011 crisis (Barakos, 2017). The viability of even major established producers is being challenged, not to mention the development prospects of potential REE-market entrants (Barakos et al, 2016b; Rollat et al, 2016). Production cutbacks and industry consolidation in China impel REE market experts to forecast that prices have already reached their lowest point and have nowhere to go but up (Adamas, 2015; Roskill 2015). Yet, expectations for increased REE prices are limited and drastic changes are unlikely to happen in the near future, as there is still excess supply in the overall REE market (Barakos, 2017). Nevertheless, the low prices of rare earths are not the only reason that potential producers are struggling to enter the global REE market. Among other parameters, the separation of the individual elements seems to be the most important factor, as it is technically challenging and expensive to build and to operate."

Examination of cored material from the Southern Extension of the Florida Phosphate District has indicated a decidedly complex and diverse sequence of phosphatic sedimentary units. The perfunctory logging techniques formerly used in the Central District are inadequate to properly describe the intricate geology of these sediments. Adequate geologic training and familiarity with the potential ramifications of his judgement are a necessity for the logging geologist. A combination descriptive-graphic logging model is proposed that utilizes a standardized sediment nomenclature system and descriptive symbols for type materials commonly found in these sediments. Justification for adoption of this or a similar logging model is discussed.

The oil shales located in the Appalachian Basin cover an eight-state area of the eastern U. S., and are referred to as Devonian (black) shales. These shales have been exploited for their gas potential for several years. The Institute of Gas Technology (IGT) has conducted research since 1972 on the production of shale oil from the Devonian shales, and this resulted in the development of the HYTORT process. This process demonstrated that the yield from the Eastern oil shales can be greater than the value indicated by the Fischer assay method. IGT estimates that 423 billion barrels (67.3 x 109 m3) of oil could be recoverd by HYTORT processing of surface-minable eastern U. S. shales. Recently American Syncrude Corporation and Southern Pacific Petroleum N. L. have proposed oil shale projects in Kentucky. This paper will describe the surface mining and retorting techniques that have been studied for exploitation of the Devonian shales, and enumerate the problems that have to be overcome before commercial production can be realized from these shales.

Historically, the control of flotation operations has been viewed by many as an art. Only recently has process measurement and control come to be viewed not as an ?art? but as a very complex and productive science. In recent years, process control applications to flotation plants have been established and already some gains have been reported for several industrial operations using individual stabilizing control loops including level, pulp flow, pulp density, reagent addition rate and pH (Paakinen, 1979; Hales, 1985). The use of process control computers combined with on-line x-ray florescence (XRF) in industrial flotation circuits has made the application of more sophisticated control techniques feasible in the mineral recovery process. In spite of the availability of reliable instrumentation in modern flotation plants, satisfactory control strategies are difficult to develop and implement. Extremely important factors such as changes in ore type, liberation characteristics, flotability, degree of oxidation on particle surfaces, and specific gravity constitute unmeasured disturbances to the process. Most current control systems cannot adapt specifically to such disturbances.

"The air flow problems in open pit mines are complex. Computational fluid dynamics (CFD) models provide a detailed knowledge of the airflow pattern and velocity distribution, temperature, and pollutant concentration within an enclosed domain of the open pit. A range of turbulent model can be selected for varying complexity and accuracy. Pollutant transport models, however, differ in their assumptions and structure as well as in the algorithm they use; as a result, prediction varies from model to model. This paper presents a study of pollutant transport in an actual open pit mine under stable boundary layer. The objective is mainly to test two turbulence models using the same input conditions, model constants, and similar geometry. Measured data are used to compare results of the two CFD models, namely, the kappa-epsilon (?-e) model and the Large Eddy Simulation (LES) model. Despite the complex synoptic situations, different meteorological input data and the fast changing conditions, the simulation results from both the models are in good agreement regarding the dispersion of pollutants.INTRODUCTION Modeling of contaminant transport under Arctic air inversion is an important step for an assessment of the amount of pollutants within the open pit. The Airflow in open pit mines is of larger scale and does not follow the principles of pipe flow. The air flow problems in actual open pit mines are thus far more complex. CFD models provide a detailed knowledge of the airflow pattern and air velocity distribution, temperature, and pollutant concentration within an enclosed domain of an open pit. There is no known application of CFD in three-dimensional modeling of air flow in large open pit mines. Two equation RANS kappa-epsilon (?-e) and Large Eddy Simulation (CFD) models, however, have been developed to solve the stable boundary layer (SBL) problems in Atmospheric Sciences (Baklanov 2000, Basu and Porté-Agel 2006, Dop and Axelsen 2007, Bandopadhyay et al. 2014). Because an exact flow situation in open pit mines is not known a-priori, it is therefore, necessary to investigate various turbulent models to identify the appropriate model that would simulate the flow phenomena with reasonable accuracy, and predict the contaminant distributions within the pit. Dispersion models differ in their assumptions and structures as well as in the algorithm they use and, as a result, predictions vary from model to model. Furthermore, it is also important to investigate the behavior of a CFD model in simulating a complex phenomenon such as the transport and distribution of contaminants in open pit mine under Arctic air inversion. The simulation of an enhanced period of turbulence in SBL is of particular interest because traditional air pollution dispersion models cannot explicitly treat such intermittent events, and yet the SBL is often the worst-case scenario in an open pit pollution transport"

The evolution of open-pit mining has been rapid during the last two decades. The development of larger, more productive and efficient equipment has been one of the key factors in this open-pit advancement. Selection of the proper equipment and its correct usage is paramount to successful operation while maximizing return on investment. The quantity of material being moved prior to mining the saleable product is increasing at a significant rate. For example, at a southwestern copper mine more than two hundred million tons of over- burden have been removed prior to exposing an ore which contains less than 1% copper. A recent survey of twenty-three Western Hemisphere copper mines reveals the average strippingratio was 2.2:l with a range of 0.9-8.5:l. In the face of increased mineral demand, the resulting technological developments and rising overburden to ore ratios, many open-pit mines now use totally different concepts for the removal of ore and overburden. An increasing number of these concepts now being installed include wheel tractor scrapers as a major part of the material handling system for unconsolidated overburden removal. To say scrapers move only unconsolidated overburden is incorrect. On the contrary, ripped phosphate rock, copper ore, iron ore, and moderately consolidated overburden are also being moved by scrapers in various areas of the world. As reported in the Minerals Year- book, however, about one-half of the material moved in metal and non-metal mines is never drilled and blasted or broken by other means. We will, therefore, in this paper, concentrate on the role of wheel tractor scrapers in unconsolidated overburden; the area of greatest usage.

"The spontaneous combustion of coal storage pile(Gangue Hill) is one of the seriously threat encountered in coal mining and storage. The dynamic accumulation of internal heat in coal storage pile(Gangue Hill) provides continuous heat-source for coal spontaneous combustion. Combined with the features and characteristics of coal pile storage, a technology of heat pipe(HP) is applied to enhance heat transfer. In order to prevent spontaneous combustion of coal storage piles (hillock) due to regeneration, a method using heat pipes to destroy the heat preservation conditions of coal storage pile(Gangue Hill) is proposed, which reduces the risk of coal spontaneous combustion and prevents coal fire. A theoretical model of Coal-Thermosyphon has set up to analysis the radius of cooling effect area quantitatively. An experimental equipment of the heat transferring in a set of heat pipe, which used to study the influence on coal pile temperature distribution, has been designed. Results show, the heat pipe has a significant effect on inhibiting the coal spontaneous combustion process by destroy the heat preservation conditions of the coal. Under the experimental conditions, the most obvious coal temperature decline appears at radius 20.0mm around the pipe, dropped from 45.8? to 32.5?, a decline of 29%; the coal pile temperature at radius 420mm from 12.9? to 12.4?, a decline of 3.87%. And the research offers an effective and new approach in its application and promotion for preventing and controlling in coal spontaneous combustion.INTRODUCTION China is one of a few countries which utilize coal as the major source of energy in the world, and is the one whose characteristic of energy structure is rich coal, deficient oil and lean gas. Relatively speaking, China is abundance in mineral resources. The coal, which is the fundamental resource in the process of industrialization, is the main energy in china. Thus China cannot alter the situation of coal consumption dominated a leading role in its energy structure in near term.A massive of coal gangue would be produced every year in China with the mining activities. And it’s estimated that almost 360 million tons gangue were dumped in 2003, accounting for 10 percent of the whole coal production. Huge numbers of coal waste piles have more than 2,600 seats, which cover an area of over 12,000 hectares. Worse more, the coal gangue still has an annual growth rate of 100 million tons. Toxic smokes and greenhouse gases are discharged directly and prolongly into the atmosphere due to coal gangue spontaneous combustion. Even worse, waste dump explosion cause massive losses and are able to endanger the safety of workers. For example, one waste dump of the NO.4 Mine of Pingdingshan Coal Group Co., Ltd. occurred twice of explosions in 2005, and about 3.13 million tons of waste rocks were thrown within the range from 100 to 300 meters, eight people were killed and 122 rescuers and miners were burned, and economic losses were estimated more than 3,000 million."

FALKIE, DIRECTOR, BUREAU OF MINES, U.S. DEPARTMENT OF THE INTERIOR, BEFORE THE FALL MEETING OF THE SOCIETY OF MINING ENGINEERS, AIME, ACAPULCO, MEXICO, SEPTEMBER 23, 1974 This is a time of uncertainty on the world mineral scene. For some of the world's so-called "developed" countries, reserves and production of key minerals are running low. And, we have learned that the energy so essential in recovering and processing minerals can suddenly be in short supply. The prospects for a "no growth" situation in energy or mineral consumption are practically nil. Moreover, the world's economy is in flux, casting doubt on whether traditional mineral customers will continue to be able to buy, or for that matter, whether traditional suppliers of minerals will continue to sell. It is clear that the mineral situation is contributing to world inflationary pressures, which incidentally are most damaging to developing countries. So it is appropriate that SME members devote this session to the world mineral situation, and consider some of the opportunities and responsibilities that we will inevitably encounter as the future becomes the present. The opportunities, to me at least, are especially intriguing, I have the good fortune to be part of an organization that has an enormous capability and responsibility for dealing with mineral problems. The Interior Department's Bureaus, including the Bureau of Mines, have been around for a long time. They are. a prolific and reliable source of both mineral information and mineral technology.

Sphalerite is commonly floated in an alkaline environment and under such conditions the overall activation mechanism is obscured by the hydrolysis of Cu2+ and precipitation of Cu(OH)2. Electrokinetic and kinetic flotation tests show that the activation of sphalerite is a two-stage process; the activation products formed on the surface of sphalerite in near neutral and in alkaline solutions in the first rapid activation stage are "flotation-inactive". These layers, when formed in an alkaline solution, are unstable and are transformed into the "flotation-active" form in the second stage. However, the surface layers formed during activation in alkaline environment by copper in the presence of lead ions are very stable and even after a long conditioning time the flotation rate is not improved. Consequently, while both Cu2+ and Pb2+ activate sphalerite flotation, quite unpredictable effects may result when both are present in the solution.

Rock stress measurements have been carried out by the Mining Department, the Norw. Institute of Technology (NTH) since 1964. Before that time rock stress measurements were carried out at a few locations by the Swedish professor Hast as early as 1958. From the very beginning the NTH engagement in the rock stress measuring field has been very practically aimed, and we have all the time enjoyed a very good cooperation with the Norwegian mining industry. At a very early stage the industry realized that proper measurements with proper equipment could be a very valuable practical tool. Hence the industry also was willing to grant considerable funds for the education of experts and development of measuring techniques. Since 1964 measurements have been carried out in the great majority of Norwegian mines. During the last years a large number of measurements have also been carried out in connection with hydro-electric power plants, road tunnels etc.
