Wet desulfurization of Pittsburgh No. 8 coal and Illinois No. 6 coal were conducted with sodium hypochlorite in the laboratory. Pittsburgh No. 8 coal was leached by hypochlorite at high pHs in one step only. The hypochlorite concentration varied from 0.2 to 0.6 molar; sodium hydroxide concentration, from 0.2 to 0.8 molar; and temperature was at the levels of 80 and 90°C. The desulfurization of Illinois No. 6 coal was conducted in three consecutive steps of pretreatment in concentrated ammonia at room temperature, leaching with hypochlorite at room temperature and hydrolysis in sodium hydroxide solution at 90°C. In the leaching step, hypochlorite concentration varied from 0.2 to 0.8 molar. The desulfurization method of Pittsburgh No. 8 coal was found to reduce mainly pyritic sulfur. More than 70% of pyritic sulfur removal was achieved at the optimum conditions of 0.4 molar hypochlorite, 0.4 molar sodium hydroxide and 90°C. The desulfurization method for Illinois No. 6 coal was capable of reducing significant amounts of organic sulfur. The removal of organic sulfur achieved a 37.8% reduction at the optimum operation of leaching at 0.4 molar hypochlorite and room temperature followed by hydrolysis at 0.3 molar sodium hydroxide and 90°C. The chlorine content in the coal produced by the chlorination during leaching was kept below the threshold value of 0.3% at the optimum conditions of the desulfurization method for each coal.

The proposed 1.83km long twin bore A3 Hindhead road tunnel planned for contruction in 2008 is being delivered under a Highways Agency Early Contractor Involvement (ECI) contract. The proposed construction methodology is progressive mechanical excavation of a horseshoe shaped tunnel with shotcrete installed close behind the face using robotic spraying equipment. The tunneling medium is a ‘soft rock’ sandstone for which there was little previous tunneling experience, requiring extensive geotechnical investigations and an innovative approach to lining design. A 240m long portal section though sandy material utilising a steel pipe umbrella is also required. This paper describes the development of the tunnel planning and design including the most recent developments in UK road tunnels, and the innovation included in the ‘permanent’ primary lining design.

Groundwater inflow into hard rock tunnels is strongly affected by recharge and drawdown of the water table. Previous analytical and empirical methods for estimating inflow have generally not accounted for these factors in an accurate or systematic way, resulting is wrong conclusions about inflow and the effects of the tunnel on the surrounding environment. This paper discusses these issues and provides some simple analytical equations to estimate inflow and water table drawdown around the tunnel. Examples from tunnels in the Atlanta area are provided.

Evaluating the performance of a shielded tunnel boring machine (TBM) can be difficult because the ground cannot be observed directly and in relation to the TBM attitude within the excavation. It is difficult to determine whether performance problems are caused by ground loading, steering issues, fine muck packing against the shield, or migration of annular grout around the shield. The Arrowhead Tunnels Project in Southern California uses strain gauges on its shielded hard rock TBMs to detect shield strains early and correlate them with tunneling conditions, thereby increasing the chances that problems will be correctly diagnosed and addressed to optimize TBM performance. The frequent automatic measurement of shield strain has also been valuable by confirming whether remedial methods used to free the machine after stoppages are effective. This paper discusses the qualitative interpretation of characteristic strain patterns on the Arrowhead Tunnels TBM shields and discusses installation details and special considerations for setting up a strain measurement system.

This summary of international mineral exploration activities for 2008 draws upon available information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry, and presents analyses of exploration activities by the mineral industry based upon these data. Two types of information are reported and analyzed in this annual review of international exploration for 2008: 1) budgetary statistics expressed in U.S. nominal dollars provided by Metals Economics Group (MEG) of Halifax, Nova Scotia (Metals Economics Group, 2008a, b), and 2) information on regional and site-specific exploration activities that took place in 2008 and compiled by the USGS. The MEG information summarizes planned company budgets for worldwide exploration activities in 2008, primarily for precious metals (gold, platinum-group metals and silver) and base metals (copper, lead, nickel and zinc). MEG includes information on additional mineral commodities only where it is available. Information on uranium exploration was included in the MEG overview for the first time in 2007, although this information was not included in the USGS analysis. The MEG survey methodology was changed in 1999 to include companies with exploration budgets between $100,000 and $2.9 million, as well as those companies included in prior studies whose anticipated budgets were above $2.9 million. MEG estimates that its post-1999 surveys cover at least 90 percent of world nonferrous nonfuel mineral exploration budgets. The 2008 survey is reported by MEG to cover an estimated 95 percent. Companies that chose not to participate in the MEG study, private companies that do not publish data, and government-funded exploration activities make up the majority of the remaining 5 percent. MEG included 91 more companies in its 2008 survey than it did in 2007 USGS compilations of site data described here primarily include nonfuel minerals, with an emphasis on base metals, diamond and precious metals. Analyses are based on information provided by USGS mineral commodity and country specialists and by other USGS scientists, as well as industry contacts and trade journals.

Increasing use of pressurized-face tunnel boring machines in North America has produced a similar increase in the application of precast concrete tunnel linings. Where a pressurized TBM is needed, immediate ground support and ground water pressure resistance is also required. A segmental lining installed within the TBM tail shield provides the only available means of providing such a sealed lining. This paper addresses new developments in North America in lining applications and design. For the purposes of this paper, a precast concrete tunnel lining is defined as a tunnel lining constructed using precast concrete segments that are assembled into a lining ring. The lining rings are connected adjacent to each other to form a tunnel lining. Each segment has a sealing gasket around it so that when the lining is completed, it provides a fully waterproof lining system. The ring is erected within the tail shield of the TBM and the annular gap around the ring is filled with grout as the machine moves forward. The ring is not expanded and normally provides the finished lining of the tunnel with no requirement for a second pass lining. The TBM has a series of hydraulic rams that push on the leading edge of the segmental lining to provide the sole system of forward propulsion for the machine. The rings are tapered, being longer on one side than the other. This allows the rings to be installed either on a curve or in a straight line depending on the rotational position of the rings.

Impregilo/SA Healy JV recently completed this Project using the first slurry shield TBM’s in the United States. The Project used two TBM’s to mine 18,000 feet in sands, gravels, and silty alluvial materials under the Willamette River and downtown Portland, Oregon. This paper discusses alignment and geological conditions, equipment selection and plant setup, and tunnel excavation means and methods, parameters, and results. Extensive hyperbaric operations were required and will also be discussed.

The floatation of niobite was studied using a number of collectors at various dosages and solution pH’s. Octyl diphosphonic acid was found to be an effective collector for niobite flotation with good selectivity. A flotation recovery of 91.2% was obtained with 140 mg/l octyl diphosphonic acid at pH’s less than 5.0. Infrared absorption spectroscopy (IAS) and X-ray photoelectron spectroscopy (XPS) were used to characterize the interactions of niobite with octyl diphosphonic acid. Species distribution diagram of octyl diphosphonic acid and niobium species was used to elucidate the flotation behavior of the mineral with octyl diphosphonic acid. A chemical adsorption mechanism of niobite with octyl diphosphonic acid was proposed. Keywords: octyl diphosphonic acid, electrokinetic measurements, niobite flotation, XPS.

Steel fiber reinforced concrete segmental rings are the final tunnel lining for approximately 85% of the alignment for a 6.706-meter (22-foot) internal diameter tunnel being built as part of the East Side Combined Sewer Overflow Tunnel Project. This paper describes the approach adopted for the design of the steel fiber reinforced concrete segments, the development of the performance criteria for the segments, and the testing program used to confirm the performance of the materials and segments in the laboratory and in the field.

INTRODUCTION The Transbay-Caltrain Downtown Extension (DTX) Project involves the construction of an approximately 1.5-mile rail line that will extend Caltrain commuter service and the future California High Speed Rail system into downtown San Francisco. The underground rail extension will be constructed by mined tunnel and cut-and-cover methods. Tunneling challenges include difficult ground conditions, low rock cover, the presence of historic buildings along the alignment, and the large tunnel span, ranging from approximately 50 to 65 feet. Three mined tunnel construction methods were evaluated: the Stacked Drift Method, the New Austrian Tunneling Method/Sequential Excavation Method (NATM/SEM), and Tunnel Boring Machines (TBM). This paper describes the challenges presented within the mined tunnel section, and summarizes the evaluation of tunneling methods that led to the selection of NATM/SEM. PROJECT OVERVIEW The existing Transbay Terminal opened in downtown San Francisco in 1939. This facility is antiquated, and does not meet current building seismic safety standards or the transportation needs of the Bay Area. For these reasons, San Francisco voters approved Proposition H in 1999, which proposed to construct a new or rebuilt regional transit center at the site of the existing terminal and extend Caltrain commuter rail ser-vice to the new transit center. The new transit center is the hub of the Transbay Transit Center (TTC) Program, which will greatly enhance regional transit service by providing connectivity for six Bay Area transit providers at one facility. The Virginia Department of Rail and Public Transportation and the Metropolitan Washington Airports Authority are undertaking the extension of Washington Metropolitan Area Transit Authority’s Metrorail service to Washington Dulles International Airport and beyond to Route 772 in Loudoun County, Virginia. The roughly 37 kilometers long, double track alignment involves two 700 meters long single track, soft ground NATM tunnels at Tysons Corner, two 3.3 kilometers long single track rock TBM tunnels at Dulles Airport and one 25-meter deep station at the airport to be constructed by NATM in sedimentary rock. The design-build project is being implemented in a Public-Private-Partnership. A joint venture of Bechtel and Washington Group International has concluded the preliminary engineering and construction is scheduled to start in late 2007.

The use of diesel engine locomotives in South African mines can be traced to Van Dyk Consolidated Mines Ltd on the Witwatersrand gold mines in 1928 as a replacement for battery locomotives. The advantages and disadvantages were recognized in those days, and surprisingly, there are no significant additions to this list, but only refinements. In the absence of any Occupational Exposure Limit (OEL) for Diesel Particulate Matter (DPM) in SA, the Mine Safety and Health Administration (USA) rule is currently being used as a benchmark for the ventilation engineering designs. This paper discusses the ongoing SA journey of measurement and limitations of exposure data for ventilation planning and regulatory purposes. The currently accepted DPM limits are based upon the belief that they are economically and technically feasible for the mines to reach and are not necessarily health based. For SA underground platinum mines, a median TC/EC ratio of 1.8 with a range of 1.2 to 5.8 was observed. For SA coal mines, a median TC/EC ratio of 1.44 with a range of 1.25 to 2.13 was observed. While it is common practice in the USA to use the ratio of TC/EC for metal mines to be 1.3, the ratio found in local platinum mines is 2.2 and for coal mines, the ratio was 1.53 which is lower than Australian studies, i.e., 1.96. It has been shown that a need for critical analysis of TC/EC ratios exists, and possible reasons for variance must be understood before stringent adoption of overseas recommended limits for DPM. It is hoped that the findings from this paper would provide input to scientific approaches in developing appropriate conversion factors, limits for DPM and also in ensuring appropriate error factors (currently 1.14 for TC and 1.2 for EC) for compliance determination.

The Mine Safety and Health Administration (MSHA) conducted a respirable dust survey to evaluate the effectiveness of a water curtain utilized for dust control on continuous miner sections. The purpose of this survey was to determine if the water curtain was effective in reducing respirable dust concentrations, since several mines currently use water curtains to control miners? respirable dust exposures. The survey was conducted on a supersection of an underground coal mine, which utilized two continuous miners on the same split of air. Each continuous miner alternated taking a cut so that both continuous miners would not operate at the same time. The underground coal mine is located in Knox County, Indiana. The water curtain evaluated in this survey was located in the last open crosscut between the intake side continuous miner and the return side continuous miner. When the intake side continuous miner cuts coal, its exhaust air would be used to ventilate the return side of the section. The intent of the water curtain was to reduce the intake air respirable dust concentration (generated by the intake side continuous miner) before the air stream ventilated the return side of the section. To determine the effectiveness of the water curtain in reducing respirable dust concentrations, respirable dust sampling pumps were placed on both the intake side and the return side of the water curtain. Additional respirable dust sampling pumps were placed farther downstream from the water curtain to monitor dust levels downstream of the water curtain, but in an area where respirable dust would not be created by anything other than the intake side continuous miner or additional section air. The water curtain and the respirable dust sampling pumps were operated only when the intake side continuous miner was cutting coal. The samples were analyzed for respirable dust and quartz content. The water curtain showed minimal effect in controlling respirable dust and respirable quartz dust, but the reduction was so negligible that this survey could not quantify the reduction. The measured reductions are within the accuracy of the sampling equipment.

South Coast Water District (District) operates the Beach Interceptor Sewer Tunnel (BIST) in South Laguna, Orange County, California between Mon-arch Beach and Aliso Beach (Figure 1). The 10,424-foot long BIST houses a 24-inch Techite gravity sewer pipeline critical to the District Sanitary Sewer Collection System that conveys 1 MGD of raw sewage to a wastewater treatment plant. The original tunnel was constructed in 1954 and the sewer line replaced in 1974. Periodic inspections by sewer pipeline maintenance crews have documented deterioration of specific intervals of the tunnel within the past few years (Sancon 2003). Rotting timber supports and rock falls in the tunnel as a result of the deterioration were endangering the sewer pipeline. A 50-foot section of the tunnel was determined to be in need of immediate repairs, which were carried out from January to August in 2007. This section was enlarged to a horseshoe shape and lined with shotcrete. The pipe was encased in concrete in the invert of the new enlarged cross section. Hatch Mott Mac-Donald (HMM) designed the emergency repairs, carried out an assessment of the rest of the tunnel alignment, and is currently developing a work plan for rehabilitating the entire tunnel.

During the 1980s, a revolution has been taking place in industrial minerals marketing. Transportation deregulation and a handful of creative marketing and distribution managers have completely changed the rules for marketing many industrial minerals. Minerals are being transported much farther than in prior decades and at much less cost. Bulk and package terminals are becoming increasingly common as a means to take advantage of freight rate savings and to provide enhanced service to faraway customers. Water and rail transportation are being used increasingly to penetrate markets considered unreachable just a few years ago. No longer do the textbook rules of thumb for industrial minerals marketing apply. This author recalls three of those rules he was taught in mineral economics graduate school in the 1970s. As recorded in class notes: • construction aggregates are seldom shipped more than 32 km (20 miles) from the quarry; • cement is sold within 240 km (150 miles) of the mill; and • industrial sand is sold regionally - it is freight constrained to a market radius of no more than 320 to 400 km (200 to 250 miles) from the plant. And yet, the author looks up in 1989 and observes overland movements of aggregates of many hundred miles, overland movements of cement and industrial sand of 1600 km (1000 miles) or more, and water movements of both aggregates and cement into the United States from sources halfway around the world. Truly, industrial minerals are in the midst of a marketing revolution. The companies that have led this revolution have enjoyed considerable financial success in the 1980s. They have enhanced their profitability by increasing market share, capacity utilization, and average selling prices by taking product to remote markets where premium prices are available. They have consistently outperformed their competition, many of whom remain unaware that the marketing revolution going on around them is actually a transportation/distribution revolution. The successful industrial minerals company of the next 10 to 15 years must participate in the transportation revolution as it continues to evolve. In 2006 McNally International Inc. in a Joint Venture partnership with Aecon Constructors was the successful bidder on two York Region Tunnel Projects: Bathurst Collector/Langstaff Trunk Sewers; and YDSS Interceptor Sewer 19th Avenue Project. These projects comprise a total of 13 kilometres of 2.74 meter finished diameter tunnels and are both part of the York Durham Sewer System (YDSS). Both contracts require the use of EPB tunnel boring machines with a precast concrete segmental liner. The following provides an overview the two projects.

The importance of sound geological reasoning will be illustrated by transportation projects in New York City where there are proposals for at least 11 caverns. These caverns have been the subject of advanced exploration techniques and geological interpretation but even so the raw data falls short of the sophistication of modern numerical methods. This paper will give geological explanations for the engineering characteristics of the rock in New York City which will provide guidance for practitioners when approaching cavern design in New York and elsewhere.

"To explore blast furnace slag as a secondary resource for rare earth elements (REEs), blast furnace slag containing lanthanum (La), cerium (Ce), erbium (Er) and neodymium (Nd) in concentrations of 17, 16, 4 and 44 ppm, respectively, was processed with sulfuric acid while optimizing the parameters of acid concentration, temperature and pulp density. The experiments showed that recovery rates of 92, 36, 35 and 52 percent for La, Ce, Nd and Er, respectively, were achieved at 1 to 5 weight/volume (w/v) percent pulp density using particles smaller than 250 µm and treating with 1 M sulfuric acid for one hour at room temperature. Raising the temperature to 95 °C promoted the dissolutions of Ce and Nd to 89 and 84 percent, respectively, for the same 1 M acid concentration and one-hour duration at 5 w/v percent pulp density. Cyanex 923 was preferred over Cyanex 301 for the purification of REEs from leach liquor. In another route, the leach liquor was subjected to precipitation with 0.5 to 1 M oxalic acid, resulting in a product with 4 to 5 percent concentration of REEs.IntroductionRare earth elements (REEs) are important materials in numerous high-technology applications, but they have high supply risk, giving rise to the study of new sources. The recycling of REEs has been well researched, especially on a small scale, but has not been widely implemented. Less than 1 percent of REEs were recycled in 2011 (Binnemans et al., 2013). REEs occur in a large number of minerals in oxidic compounds, such as oxides, carbonates, phosphates and silicates, and are present as mixtures at 10 to 300 mg/kg concentrations in many rock formations, such as basalts, granites, gneisses, shales and silicate rocks. The most abundant REE in the Earth’s crust is cerium (Ce), at a concentration of 20 to 70 mg/kg, followed by neodymium (Nd) and lanthanum (La), with heavier REEs being less abundant (Binnemans et al., 2013). BACKGROUND This paper discusses work performed as part the rehabilitation of the gravity flow section of the New Croton Aqueduct (NCA) during an approximately two year period between 2004 and 2006. The goal of the project was to restore the gravity flow section of the NCA to optimal operating condition, extending the lifespan of this significant water supply for the New York City metropolitan area. Rehabilitation of the NCA was purposely scheduled before the completion of the new NCA Water Treatment Plant now under construction (Figure 1). The NCA is a 3.73 to 4.34 m (12.25 to 14.25 ft) diameter brick-lined circular andhorseshoe shaped water tunnel constructed between 1885 and 1891. The NCA conveys water for approximately 50 km (31 miles) by gravity and pressurized flow from the New Croton Reservoir in Westchester County, NY to distribution and reservoir points along its alignment, terminating at a distribution station at 135th Street and Convent Avenue in Manhattan, NY. Prominent features of the NCA include a large intake facility at New Croton Reservoir, 38.6 km (24 miles) of gravity flow horseshoe shaped aqueduct, 11.3 km (7 miles) of pressurized flow circular aqueduct, 2 siphons, and 36 open shafts and headhouse chambers which are used as sampling, access and blow-off locations. Until a partial inspection in 1982, the NCA had flowed continuously since its completion nearly 100 years prior. Flow tests have confirmed that the NCA can convey up to 12.7 m3/s (290 mgd) (Figure 2). Cover depths of NCA vary considerably, ranging from a few to hundreds of meters, typically of hard rock. Primarily mined using means conventional for the late1800s, construction of the NCA also employed cut and cover methods in several low-lying sections of the alignment, totaling approximately 1.6 km (1 mile). The NCA crosses through numerous lithologic changes, fault/shear zones and under several significant water bodies including the Pocantico, Saw Mill and Harlem Rivers and the Tarrytown Reservoir. The NCA passes under the Harlem River as a siphon at a depth of approximately 122 m (400 ft) below grade (Figure 3). Soon after construction the Aqueduct Commission Reports on the New Croton Aqueduct documented prominent defects such as large voids behind the lining. More recently, large-scale inspections of the gravity flow section performed during the 1990sand a 2004 inspection of portions of the pressurized sections of the NCA have revealed additional defects such as open and/or deteriorated masonry joints/cracks, leaks ranging from trickles to several liters per minute into and out of the NCA, missing bricks, formed openings, and in one place, a rupture through the liner with discernable

East Side Access (ESA) will extend Long Island Rail Road into midtown Manhattan via 11 km of tunnels, a new terminal station and associated rail support facilities. The hard-rock tunneling in Manhattan will traverse under Park Avenue and some of the most historically and commercially significant real estate in the world. The soft-ground tunneling in Queens will traverse beneath Amtrak’s Sunnyside Yard and the Harold Inter locking, the busiest rail interlocking in North America. This paper details ESA’s program-wide geo-instrumentation monitoring system for obtaining, processing and presenting all geotechnical monitoring data. Data streams will be real-time, such as from automated total stations, and manually read, such as from optical survey instruments and handheld data loggers. All data will be input into a web-based Geo-Instrumentation Data Management System, which will be accessible to project stake holders via ESA’s intranet or via the Internet using remote access controls.
