This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

As part of a broad program to optimise the performance of their grinding circuit, BHP Billiton Cannington have installed an OCS© Expert system together with three VisioRockTM online particle size analysis cameras. The main purpose of the system is to stabilise grind size and feed to the flotation circuit. This particular application of OCS© is the first installation to incorporate Metso Minerals Process Technology-Asia Pacific's (MMPT AP) Dynamic SAG/AG Mill Model, which is able to predict numerous mill parameters that were previously unable to be measured with the existing plant instrumentation. Integrated into the logic of the control algorithm are online vision based, particle size measurements of the AG mill feed and recycle crusher product. This paper will describe the history of the project from initiation to date, the model and OCS© logic configuration, and demonstrate the significant benefits realised at Cannington mine.

The purpose of this article is to show how a representative overall equipment effectiveness (OEE) measurement can be calculated for an underground coal mining bord and pillar batch process. The calculation method, the typical losses (which include planned and unplanned availability losses, coal quality losses, and process rate losses) and the underlying logic are presented and discussed. It is argued that the current traditional underground bord and pillar mining process can currently provide a maximum theoretical OEE of only 49 per cent, while a realistic benchmark target should be in the order of 37 per cent, which relates to an average of 2400 t per shift or 1.2 Mt/a. In addition, it is argued that the current bord and pillar process is the current bottleneck to further improvement past the 2400 t per shift benchmark, and that fundamental process changes will be required to eliminate this bottleneck.

SYNOPSIS Planning for the Finsch opencast mine is described with particular reference to the proposed stages of mining, the method used to determine the limits of surface waste rock stripping and the derivation of the waste rock mining rate. Actual mining practice is described and the possibility of installing a skipway into the open mine at a later date is discussed. In addition, the waste dumping policy is referred to: this includes the cutting of slots through the hill on the west side of the pipe to increase tramming speeds. The crushing, washing and recovery sections of the treatment plant are described together with the various changes being made to the circuit. The most important of these are the installation of X-ray sorters for the final recovery of + 7 mesh diamonds, and the vibrating grease belt for the recovery of - 7 mesh diamonds. INTRODUCTION The Finsch Mine, a subsidiary of De Beers Consolidated Mines, Limited, is situated approximately 90 miles west of Kimberley, and some two miles from the village of Lime Acres, in the Northern Cape. Lime Acres is a company village shared with the Northern Lime Company which operates a limestone quarry and works near the township. The mine is near the southern end of a well mineralized belt producing limestone, asbestos, diamonds, manganese and iron ore, and the whole area has developed rapidly in the last 20 years. Power for mining operations is drawn from the Electricity Supply Commission. The mine is conveniently close to the main Kimberley-Postmasburg railway line. Water is drawn from the Vaal River through a 57 mile State-owned pipeline at present temporarily operated by mine staff. DISCOVERY AND PROSPECTING OPERATIONS The diamondiferous orebody is situated on the farm Brits, which is State-owned ground that has been leased to the Company for the period of mining operations. There are indications of interest in the area by prospectors (Richter, de Bruin and others) over a period of some 30 years and the discovery would possibly have been made years earlier but for a law preventing prospecting for precious stones on State-owned land. Although the pipe formed a clear depression on the hill where it was situated, it was overlain by some 5 to 40 ft of banded ironstone rubble which was washed into the depression from the hillside above the pipe and obscured the deposit. In 1958, Mr Allister Thornton Fincham applied for, and was granted, the right to prospect for base minerals on the farm Brits. Asbestos is known to occur in the area and, initially, was Mr Fincham's primary interest. However, during the prospecting operations, garnets were discovered and it was realised that diamonds might be present. In 1960, when the Precious Stones Amendment Act was passed, a company

Prof D. D. Howat (Member): I am a man with a grievance this afternoon. The other authors of the paper entered into a conspiracy to ensure that I presented the paper, and finally even had the audacity to say that this was the least that could be expected from me as I had done so little of the other work. Looking at the distinguished audience here that includes some figures who have forgotten more about cement that some of us have ever learned, I realise how right the other authors were. I feel very much cast in the role of the fool who was pushed in where angels fear to tread. I hesitate to say, Sir, that I would not use the word angels in any definition of the authors of this paper. In presenting the paper, may I try to put forward a few simple points about cement that are probably as little known to the majority of the audience as they were to me-at least until very recently. Concrete, made by mixing Portland cement, sand, crushed rock and water is the most widely used constructional material in the world. Generally the production of actual Portland Cement is about two-thirds that of steel and by the time this is formed into concrete the total is about five times the world tonnage of steel produced. A very rough approximation suggests that world consumption of concrete is about one ton per person per annum. Apart from fresh water mankind consumes no other material in such quantities. What mankind originally required was a mortar to be used for joining blocks of stone or bricks. Such mortar was originally made from limestone burned in a kiln and then mixed with water. Production of mortar of this type began over 5,000 years ago. Some samples from pyramids in Egypt have shown this mortar to be in good condition although over 4,500 years old. The progress of technological development was very slow until 1824 when an English bricklayer, Joseph Aspidin, patented a new mortar material which he made by burning limestone and clay together in his kitchen stove. Aspdin called his product 'Portland Cement' because, in colour, it resembled a well-known building stone quarried in the Isle of Portland on the south coast of England. Aspid's same types of raw materials are used today in modern cement production and the product is still referred to as Portland cement. A lime-containing material such as chalk or shell and a clay-type material such as shale, slate or clay itself, are mixed in the required proportions, ground and fed to a kiln where the minimum burning temperature is about 1,500°C. The raw materials react to form hard chunks of a material known as 'clinker'. About 5 per cent of gypsum is added to the clinker and the mixture is then ground to a very fine powder, the function of the gypsum being to control the rate of setting of the concrete. The key oxides in cement production are lime, silica, alumina and iron oxide. The possible reactions occurring during and the products of the burning process are shown in Table I.

Kriging estimates of geological resources are sometimes conditionally biased because the kriging plan contains too few samples. This may be done purposely in order to match the variance of the estimates to the true block dispersion variance. This work aims at evaluating the influence of conditional bias over the ultimate optimum pit design in relation to its shape, size and NPV (Net Present Value of profits). It has been restricted to two real case studies: a ‘carrot shaped’ gold porphyry in northern Greece and a manto-typeexotic copper deposit located in northern Chile. The methodology applied to each deposit consisted of generating a ‘real block model’ and four resource estimates by the use of conditional simulation and the application of four different kriging plans to the drillhole databases respectively. The estimation models vary in smoothness and conditional bias. Ultimate optimum pits were determined for the ‘real’ and the four different kriging models. Pit comparisons lead to the following conclusions: •In the worst case, conditional bias overestimated the project's NPV by 32% and 5% for the gold and copper deposits respectively. •The overestimation of high grades is more relevant than the underestimation of low grades. This resulted in a tonnage over-extraction of 148% and 1% for the gold and copper deposit respectively. This difference was attributable to the vastly different geometry of the deposits. •The smoothing effect of kriging, without or very little conditional bias, produced open pits that were different to the ‘true’ (ideal) ones and furthermore, underestimated the project's NPV by 10% and 6% for the gold and the copper deposits respectively. •Other factors that influence the optimum open pit design and to some extent control the effect of conditional bias are: the cut-off grade, the orebody geometry and distribution of grades within it and the amount of over-burden. Underwind and overwind protection system concepts for mine hoist shafts were developed in conjunction with and for the Safety in Mines Research Advisory Committee (SIMRAC). End-of-wind operation of mine hoists is the most hazardous aspect of mine hoisting, carrying the highest risk of loss of life, injuries to workers and loss of production. Systems operating mechanically and with local actuation were developed. This was done in order to remove the increased risk associated with dependency on remote or external energy and information supply associated with most existing protection systems. The proposed underwind protection system concept absorbs the energy of motion of a conveyance overrunning the design lower limit of travel by drawing a metal strip through a set of rollers. This action causes dynamic cyclic plastic bending of the strip material that converts the kinetic and potential energy of the conveyance into strain energy of the metal. In the concept design a pair of cable slings attached to the strips catch the overrunning conveyance and transfer the retardation force. The proposed overwind protection system concept absorbs the energy of motion of a conveyance overrunning the design upper limit of travel by early detaching of the conveyance from the hoist cable. This detaching is carried out via an additional humble hook activation mechanism fitted at a sufficient height below the spectacle plate to allow the conveyance to retard to standstill under gravity before it would crash into the spectacle plate. The conveyance so brought to rest is prevented from falling by means of jack catches on the conveyance interacting with a rack (toothed profile) fitted on the guide rails in the retardation zone. Scale models (1:10 scale) of both protection systems were designed for conformance with established retardation standards. The retardation standards were limited by the requirement of passenger safety in retarding cages. The models were then built and tested in a 1:10 scale shaft model. Retardation performance close to the required levels was achieved. The retardation distance required should allow such systems to be retrofitted to most existing shafts. ABSTRACT: The Urft dam, the Diemel dam and the Eder dam are three old masonry damslocated in Germany. The paper describes the rehabilitation measures and the correspondingstability analyses carried out to adjust the dams to today's standards. Remedial works such as theexcavation of inspection galleries, the installation of a grout curtain with a downstream drainagescreen as well as the installation of pre-stressed permanent tendons were carried out. In all threecases the stability of the upgraded dam could be proven on the basis of finite element analyses. ZUSAMMENFASSUNG: Die Urft-, Diemel- und Edertalsperre sind drei alte deutscheSchwergewichtsmauern aus Bruchsteinmauerwerk. Im Beitrag werden Instandsetzungsmaß-nahmen und Standsicherheitsnachweise beschrieben, die erforderlich waren, um die Staumauernan den heutigen Stand der Technik anzupassen. Hierzu wurden Kontrollgänge aufgefahren,Dichtungsschleier mit luftseitiger Dränage sowie vorgespannte Daueranker hergestellt. In allendrei Fällen konnte unter Berücksichtigung der Instandsetzungsmaßnahmen die Standsicherheit derMauer auf der Grundlage von Berechnungen nach der Methode der finiten Elemente nachgewiesenwerden. RÉSUMÉ: Les barrages de Urft, Diemel et Eder sont trois barrages-poids vieux allemandsconstruit de maçonnerie de moellon. Dans cet article, opérations de remise en état et preuves destabilité sont décrits, qui étaient nécessaires pour adapter les barrages à l'état de la techniqueactuelle. À cet effet, des galeries de contrôle étaient creusés, voiles d'étanchéité avec des drains àla face aval et tirants précontraints permanents étaient fabriqués. Dans tous les trois cas, tenantcompte des opérations de remise en état, la stabilité de la barrage pouvait être prouvée à partir decalculs selon la méthode des éléments finis.

To date, Anglo Research has carried out several projects, based on the techniques developed in the AMIRA P9 (AMIRA International Limited), to develop comminution and flotation models for several Anglo Base Metals and, to a lesser degree, Anglo Platinum flotation plants. Plant optimization is thus achieved through steady-state sampling, model-fitting and simulation using the JK SimMet and JK SimFloat software packages. The surveys can vary depending on the needs of the plant/client. The survey can therefore include as little as a single piece of equipment, an entire milling/flotation circuit, or a complete circuit from primary comminution to final flotation concentrate (i.e. the ?integrated survey?). The presence of the AR team on-site usually precipitates in face-value observations that can lead to initial improvements. This stems from the knowledge-sharing on best practice that exists in parallel with the surveys. Numerous (reasonable) changes can then be simulated, thus indicating the optimization step most likely to result in the best efficiency improvements. The simulations can include changes in the flowsheet, ore characteristics, mill loads, grinding media size, change in grind, flotation residence time, air hold-up and several more. Plant surveys can result in process changes that provide the plant with either: higher plant tonnage, improved plant grind, additional flotation recovery and/or improved product grade. The additional benefit of performing an integrated plant survey is that the effects of an optimization change in the comminution circuit can be simulated using the flotation model. This paper describes a number of case studies where individual and integrated plant surveys were conducted by AR for Anglo Base Metals.

This paper describes the development of large-scale thermal-plasma systems, which was motivated, in general, by the potential cost savings that could be achieved by their use as a replacement for the more conventional methods used in the generation of thermal energy. The anticipated cost savings arise not only from the use of plasma-generating devices but from the manner in which they have been interfaced with a furnace to process particular materials, mostly as fines. Thermal-plasma systems fall into two categories: non-transferred-arc and transferred-arc devices. In general, transferred-arc devices have been interfaced with open-bath furnaces in which melting or smelting processes carried out, while non-transferred-arc devices have normally been applied to shaft furnaces. Water-cooled transferred-arc devices are somewhat limited in power (about 5 MW) because of the relatively voltages (300 to 500 V) that can be attained in open-bath furnaces, where very long arcs are undesirable, and because only relatively low levels of current can be carried. Graphite electrodes can overcome the restriction current, and power levels of 30 to 50 MW seem feasible, even with one electrode, if direct current is used. Multiple water-cooled devices are capable of attaining similar power levels, but the capital costs are much higher. Costs due to electrode wear are lower for water-cooled systems, but expensive gases are needed for transferred-arc devices. Mintek conducted extensive pilot-plant work in which water-cooled devices were used initially but graphite electrodes were used subsequently to produce ferochromium from fines. Transferred-arc open-bath configurations were used. This work led to a decision by Middelburg Steel & Alloys (MS&A) to install a 16 MVA furnace of semindustrial scale to produce ferochromium aloys based on the ASEA d.c. arc furnace developed for the Elred process. Non-transferred-arc devices have atained reasonable scale-up to the 6 to8 MW power level, and high-voltage operation, which is inherent in such devices, has enabled lower currents to be used. Nevertheless, multiple systems are still necessary to accommodate large-scale applications, and this can be costly from a capital point of view. The cooling requirements are large, and can represent a considerable loss of electric energy. Shaft furnaces equipped with non-transferred-arc devices are suitable for the processing of materials that have volatile species, e.g. silica or manganese, or where the shaft is used to prereduce oxides that are amenable to gas-solid reactions. It is probably in the treatment of light and refractory metals that plasma technology will achieve its greatest development in the years to come. The energy requirements for the production of these metals are high, and very low oxygen potentials are necessary. These are factors that favour thermal plasma. Much developmental work is still needed in this interesting field. It should be remembered that electrically generated thermal energy is a unique temperature source that, in many instances, cannot be replaced technically or economically by the combustion of a fuel.

Over the last 40 years, numerous investigations have focussed on the preg-robbing capacity of carbonaceous material during gold ore processing. Various techniques have been applied to characterize the physical and chemical properties of the carbonaceous material in efforts to predict its preg-robbing capacity. The present study, which forms part of an ongoing investigation, is specifically designed to increase the understanding of preg-robbing in ores containing carbonaceous material. In excess of 100 samples from 13 gold mines located in major gold provinces of the world have been incorporated into the present study. These samples were characterized using industry standard metallurgical techniques and were shown to have gold adsorption capacities ranging from a few grams to many hundreds of grams of gold per ton of ore. Further analysis showed that the crystalline nature of the carbonaceous material, which is related to its geological history, is important in determining the preg-robbing capacity of an ore. This finding builds on the common understanding that the preg-robbing behaviour of an ore is related to the amount (or abundance) of carbonaceous material present in that ore. In this study, Raman spectroscopy was used to evaluate the physical nature of carbonaceous material. This is a tool which has been successfully applied by researchers for the characterisation of carbon materials, with respect to crystallite size and lattice defects. Raman analysis of the samples included in this study showed varying degrees of disorder in the carbonaceous materials from the different deposits. Comparison of the Raman spectra with the gold loading capacities of the samples indicated a direct relationship between the structure of the carbonaceous material and its capacity to preg-rob gold. From this, a simple and robust method has been developed based on the Raman spectra of the sample and carbonaceous material content to predict the preg-robbing capacity of an ore. The potential exists to develop a predictive tool using Raman spectroscopy for characterising the preg-robbing capacity of an ore. Such a tool would have potential application in projects ranging from the early stage of exploration through to more detailed feasibility studies and mining operations. The result of applying the predictive method outlined in this paper would be the effective and proactive management of the deleterious influence of carbonaceous material on gold recovery in mining operations.

A three-stage operative planning of mining operations in ore opencasts is considered. The hierarchy of monthly-weekly, weekly-daily, daily-shift planning is offered. For the fastest elimination and deviations in problematic situations a level is analysed and weekly-daily or monthly-weekly operative plans are being constantly updated. Operative planning is formulated on information received of preparation and working of mining panels. The electronic maps of these panels are considered for automated operative planning. On the data of the registration of blasthole drillings on a panel, the position of blasthole entry, their depth and the number of a line are determined. The geologist specifies boundaries of ore grades by the bored silt. The qualitative characteristics of ores are determined by the chemical analysis of slime or magnetic logging of blastholes. The missing geologic information is obtained by interpolation on the data of detailed and operational explorations. During working of the mining panel the technologists mark the movement of shovels, associating this movement to blastholes. For this purpose technological attributes are used: when was the blasthole drilled, what drill-rig participated in drilling, what shovel was used and when was it worked? Around each blasthole the zone of its influence is built up. It represents a discrete, elementary volume of ore or waste. The discrete form of the data is most convenient, as it allows step-by-step methods to be employed of the scheduled tasks in many and various combinations. The account panel working technology avoids ‘combination’ explosions. The elementary blocks should be placed in a trajectory of shovel movement and the trajectory can not be arbitrary. It’s determined by the technological rules of extracting and loading of mine mass. In linking to blastholes, the trajectory of shovels is simulated by the sum of step-by-step moving from one elementary block to another. For this purpose a geometrical linkage of blastholes is used. At a railway haulage, or complete mining with truck haulage, the trajectory of movement is a shuttle along the front of operations in the panel. At a selective mining of ores the number of possible directions is limited to three: moving of a shovel by idle running along the front of operations in the panel, frontal pull all the way down of the panel, and withdrawal. The technologically acceptable trajectories of shovel movement are stored for the following estimation and selection of the best. The estimation is carried out on mathematical models with criteria on the method of the least squares of deviations based on preset parameters from the plan, uniform loading of shovels, and mixing of ore at unloading points. The equations of balance type and directive parameters of the plan, as well as technological restrictions of solid and of elementary blocks within the limits of a trajectory are the restrictions of the model. Depending on an industrial situation it is possible to choose one of the predetermined models. The presented technique is used for longitudinal shovel bench at the Erdenet ore-dressing company.

The application of refrigeration on deep South African gold mines is mostly achieved through the medium of chilled water which is produced in central installations either on surface or underground. The amount of refrigeration has been increasing rapidly over recent years, and the total installed capacity on all gold mines now exceeds 1000 MW(R), with annual running costs exceeding R100 million for electricity alone. Hence, there are strong incentives to design such installations for optimal cost-effectiveness. The duty required of these installations varies considerably, owing to daily and seasonal climatic changes and the varying nature of the water demand. It has long been recognized that a computer program to predict installation performance as a whole under any given conditions would be highly desirable. An interactive computer program, CHILLER, is described which enables the user to build an installation, consisting of any configuration of cooling towers, water storage reservoirs and packaged water chilling machines. Externally-dictated conditions such as the weather and chilled water demand must be specified, and all quantities under control of the installation, including internal water flow rates and compressor capacity regulators, must be set. The time-varying performance of the installation can then be simulated. Examples are given of the application of the program in the design of a new installation, and in evaluating the effect of any modifications to existing installations.

The monitoring of rock slopes is a common procedure in the management of hazards associated with slope instability. Slope stability radar has become widely accepted as the state-of-the-art method for management of hazards associated with unstable slopes in open pit mines. This is confirmed by the rapid adoption of the technology since inception in mid 2003, with over 70 GroundProbe slope stability radars now in use at open pit operations throughout the World. The use of a monitoring system such as slope radar to identify slope hazards is only part of the solution to minimise the consequences associated with slope instability. The presence of the hazard must also be effectively communicated to the mine personnel, so that the correct response to the hazard can be enacted, and the risk mitigated to an acceptable level. In some surface mines, due to the geotechnical characteristics of the rock mass, hazards can develop rapidly; with slopes progressing from stability to ultimate collapse in just hours. In these situations, it is vital that efficient systems are developed to evacuate the area of the pit affected. Such a system has been developed by GroundProbe in South Africa, with the vital driving force for the project being provided by the Anglo Platinum Mogalakwena mine operation based at Mokopane. The mine based development of the system was perceived as an essential aspect in the development of the successful system. From an early stage, the mine provided essential input on both hardware and software developments to allow the system to be rapidly integrated into the mining operation. This paper describes the pit evacuation alarm system that was developed and discussed the benefits obtained from a mine based development program.

The management of risks associated with slope instability is an essential process in the safe and economic operation of open cut mines. The ?slope stability radar? (SSR) has been developed to better manage those risks. The SSR remotely scans rock slopes to continuously measure any surface movement and can be used to detect and alert users of wall movements with sub-millimetre precision. The high level of movement precision and broad area coverage of the rock face can allow for a better understanding of the geomechanics of slope deformation, including magnitude of potential failures and additional warning time of impending instability. Additionally, radar waves adequately penetrate through rain, dust and smoke to give reliable measurements, 24 hours a day. SSR systems have been deployed in many mines in Australia, Indonesia, South Africa, Zambia, Chile and the United States. Greater than 70 rock falls and waste dump failures (from several to millions of tonnes) have been monitored, and on every occasion precursor ?warning? movements were recorded by the SSR. This technology enables a radical change in the management of risks in open cut mining. This paper will present recent case studies of the SSR operation in coal and metalliferous mines.

One of the major deliverables of the AMIRA P754 Project, which was sponsored by several major mining companies, was a code of practice and guidelines for metal accounting for the mining and metallurgical industry. These had the objective of improving the auditability and transparency of metal accounting from mine to product, thus assisting in good corporate governance. The overriding objective of mass measurement for metal accounting is to establish the mass of the particular material or component present at a specific time, or the mass flow of that component over a defined time period, to a defined accuracy suitable for metal balancing. As such, it is the first measurement in the chain that includes sampling, sample preparation and analysis, each of which introduces its own errors. Materials often contain moisture, the proportion of which must also be established in order to obtain the dry mass. They may also have to be measured as a volume or mass/mass flow of slurry, or in stockpiles or storage areas, in which case the relative density must be measured. Both the density and moisture measurement often introduce significant error. Whereas a great deal of effort has been directed at sampling, sample preparation and analysis to improve accuracy and establish the error, the same can seldom be said for the mass determination, including the moisture and density measurements. The possible major causes of error are highlighted and methods of reducing them discussed. Mass measurement can be classified into those measurements necessary for custody transfer and primary accounting of the input and output streams to a plant or operation, and measurements required for secondary accounting, or management control. The latter include intra company transfers and plant area performance, and those required for plant control only. This paper is concerned only with primary accounting measurements. The code and best practice state that the equipment should be certified (as sized) as is required for custody transfer. The most accurate and precise of the various possible methods is the static measurement of mass on a weighbridge, platform scale or a weigh bin. If static measurement is not possible, which is often the case for ore fed to a plant, possible alternatives are electromechanical conveyor belt weighers or in-motion weighing of rail trucks. In all cases the material must be adequately sampled to enable a representative moisture content to be determined to calculate the dry mass. Where material is flowing inside conduits, only certain types of the multiplicity of flow meters available may be used and, in the case of slurries, very few flow meters are suitable. As most flow meters measure volume or velocity, the density of the material must also be measured. The basic requirements in order to achieve satisfactory results for the mass, of the component of interest, are listed, as well as common problems and pitfalls encountered in practice. The measurement of the mass of stockpiles and in-plant stocks, often required for metal accounting, is often the largest source of error in metal balances. The reasons for this and methods for reducing and managing the effect are discussed.

The key functions of project evaluation are to assess potential profitability and to develop an effective operational design. For mining projects, design aspects include mining methodology, ore treatment methodology and production rates. All of these characteristics impact on project economics and overall value. Resource models, which form the ultimate basis of project evaluation, typically consist of tonnes above cut-off, grade above cut-off and the spatial distribution (connectivity) of tonnes/grade above cut-off, for one or more variables. Dilution, ore loss and metallurgical recovery are all modifying factors applied to the resource model during evaluation and determination of profitability. A key issue is: how is the value determined? In addition to traditional combination of in situ tonnes/grade, the following merit serious consideration: the concentration of deleterious elements, throughput rates, mining/processing costs and - importantly - metallurgical recovery. Geometallurgy is an emerging field targeted at integrating these issues by identifying either direct measures or proxies for throughput (hardness, grindability), recovery (liberation, mineral shape/texture, etc) and concentrate quality from easily collected macro-, meso- and microscopic data. These 'geometallurgical variables' drive project costs and revenues in a fundamental way. For geometallurgical characterisation to have a real impact on business design, it must enable improved mine planning. When creating spatial estimates for such variables, it is preferable to find proxies that can be measured as close to the intact rock mass as possible. However, spatial estimation of proxies for geometallurgical properties and responses is complex and requires special consideration. Unlike grades, both proxies and absolute measures of geometallurgical variables are not necessarily linear or additive and therefore require very careful geostatistical consideration. In some cases, models must predict extreme values of geometallurgical attributes rather than averages. Incorrect characterisation of metallurgical recovery/throughput can (and has) led to misspecification of the scale of projects, and thus can be seriously value destructive. Aspects of geometallurgy have long been important in iron, bauxite, manganese and coal deposits and are increasingly on the radar for base and precious metal miners. However, as more metallurgically complex deposits are developed and mining of large-scale, low-grade deposits becomes more commonplace, the importance of characterising the metallurgical response in order to generate properly optimised projects will rapidly increase. It is possible that in many `traditional' (ie grades and tonnes) reserve models, the variables that drive the project are missing!

For several decades, the deep, gold-bearing reefs of the Witwatersrand basin have been mined predominantly according to layouts characterised by longwalls with strike pillars to provide regional support. During the past few years, a new generation of mining layouts has been introduced. These layouts are based on the concept of grid-type, scattered mining with dip pillars for regional support. As the extraction of the gold reefs extends to depths below 3500 m, the hazards associated with mining at these ultra-depths are expected to increase to unacceptable levels. Therefore, the question arises as to, which of the currently applied mining layouts is most acceptable for the economic and safe extraction of an ultra-deep orebody. The purpose of this paper is to describe a research investigation carried out to evaluate the degree of acceptability, from the rock engineering view point, of four currently used mining layouts for application at a depth-range of between 3500 and 5000 m. Pendant plusieurs décades, les filons d’or profonds du bassin du Witwatersrand ont été exploités d’une manière prédominante selon des dispositions caractérisées par des longues tailles avec des piliers directionnels pour donner un support local. Les dernières années ont vu la naissance d’une nouvelle génération de dispositions de mine. Ces dispositions sont basées sur le concept d’extraction type grille, éparpillée, avec des piliers au pendage pour le support local. Comme l’extraction des filons d’or va à des profondeurs en dessous de 3500m, il faut s’attendre à ce que les risques associés à l’exploitation à ces profondeurs extrêmes atteignent des niveaux inacceptables. Par conséquent, la question se pose de savoir laquelle des dispositions de mine couramment utilisées est la plus acceptable pour l’extraction rentable et sans danger d’un gisement ultra profond. Le but de l’étude présente est de décrire les recherches exécutées pour évaluer le degré d’acceptabilité, du point de vue d’ingénierie de roche, de quatre dispositions de mine couramment utilisées pour application à un rayon de profondeur entre 3500 et 5000m. Die tiefen, goldträchtigen Riffs des Witwatersrandbeckens wurden über einige Jahrzehnte hindurch vorwiegend nach jenen Layouts abgebaut, die von Langfrontstreben mit Schlagpfeilern charakterisiert waren, um regionale Unterstützung zu gewährleisten. Während der letzten Jahre wurde eine neue Generation von Grubenlayouts eingeführt. Diese Layouts basieren auf dem Konzept der Rasterfeld-Art, gestreuter Bergbau mit Neigungspfeilern für regionale Unterstützung. Es kann erwartet werden, daß auf Grund der Tatsache, daß sich die Extraktion der Goldriffs auf Tiefen unterhalb 3500 m verlagert, die Gefahren, die mit dem Bergbau an diesen Ultratiefen verbunden sind, sich auf ein nicht annehmbares Niveau erhöhen. Folglich erhebt sich die Frage, welche der gegenwärtig angewendete Abbaulayouts für die ökonomische und sichere Extraktion eines ultra-tiefen Erzkörpers am annehmbarsten ist. You wouldn't start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players can't produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International Power's Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power Hazelwood's (IPRH) experience are: ? that the clear set of project principles and guiding values ensured delivery of a robust plan; ? a robust plan can withstand significant change; and ? value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.
