Coal mining as an occupation, is hazardous under the most, ideal conditions. Confronted with this inescapable fact, every possible emphasis is placed by the Phelps Dodge Corporation, at the Dawson mines upon the employment of every means available for safeguarding its employes from the dangers attending their vocation. Accidents have a human aspect and a direct bearing upon the well-being of the workmen themselves. They cause a loss of wages, suffering and often privation of the employe and those dependent upon him. In case of death, his children are often forced into the wage earning class without preparation to fight the battles of life, with the result that the efficiency of the next generation is lowered. Dr. Jones, formerly of the war industries board, is responsible for the following statement. "Accident prevention as it is now conducted is principally a matter of education and not merely one of protection against physical hazards as frequently believed. In fact, the last ten years experience in accident prevention has demonstrated conclusively two things: 1. That three-fourths of all deaths and serious injuries in industry can be prevented. 2. In the industries doing the most efficient work, two-thirds have been accomplished thru organization and education as against one-third accomplished by means of mechanical safeguards or equipment. Experience in the past decade has conclusively proven that the work of accident prevention is not a "one man job" that satisfactory results can be secured only thru the highest measure of co-operation between the employer and employe, and this by means of organization. The employer must be vitally interested in the work if he expects to educate his men to share the responsibility with him. The men must be given a part to perform in it, if their interest is to be aroused and maintained. It is only thru organization that this is possible. In this connection it is interesting to note the results obtained by the Old Dominion Co. of Globe, Ariz., in reducing accidents after the organization of their safety department. The O. D. Co. are pioneers in the adoption of the workmens safety committees and and the results obtained by this, company after their safety work was well organized are truly wonderful. For the years 1913 to 1916, inclusive, at which time the safety work was not well organized, there were a total of 18 fatal accidents, the years 1917 to 1920, inclusive, was a period of intensive safety work, during which time there were only three fatal accidents, none having occured during 1919.

The fifth Annual RMCMI Mine Rescue Evaluation was held June 29 through July 2 in conjunction with the 92nd RMCMI Convention. Eight teams from four states participated. Ted Laughlin Coteau Properties Co ND Capt. Terry Davis Kerr-McGee Coal Corp WY Capt. Elvin Stanton Sabine Mining Company TX Capt. Spencer Thompson Solvay Minerals WY Capt. Ray Blaisdell Activities started with a Rope Rescue class taught by John Peleaux, from Innovative Access, at 1:00 p.m. on Saturday. The Mine Rescue Reception, Team Meeting, and Equipment Inspection was held Saturday evening. All participants received a T-shirt and cap. The Mine Rescue Evaluation started Sunday morning and ran until it was rained out around 3:00 p.m. There was a team swap meet Sunday evening at which teams bought extra caps and shirts. They also traded with other teams. [ ] The Evaluation resumed Monday morning and ran until mid-afternoon. The Evaluation was made up of seven stations. There were six scenarios and a written test. Teams were also challenged by a 14-foot confidence course wall to get their team over. The teams were evaluated by: Jack Knight Champion International, Pensacola, FL Becki Pickert Colorado Northwestern Community College, Craig, CO John Peleaux Innovative Access, Evergreen, CO Lynn Busskohl Kerr-McGee Coal Corp., Gillette, WY Lenny Altenburg Kerr-McGee Coal Corp., Gillette, WY Elvin Stanton Kerr-McGee Coal Corp., Gillette, WY Clarence Baker Kerr-McGee Coal Corp., Gillette, WY The victims for the scenarios were from the Kerr-McGee Mine Rescue-Team. They were: Dana Cooper, Doland Zink, Suzanne Ott, Mike Szuma, and Craig Moore. Also helping as a victim was Candy Cobb from Casper, WY. [ ] The program concluded Tuesday morning with the Awards Breakfast. A medical kit, donated by Strategic Supply, was given to the Solvay Minerals Team for the fastest time over the confidence wall. Engraved stone awards were given to the teams indicating the rating they achieved. Four teams received Level Ill (The highest rating) and three received Level II. The Kerr-McGee team also received an award for helping put on the evaluation. Additional stones were presented to Jack Knight, John Peleaux, Becki Pickert, and RMCMI President. Marcie Greenberg. The current plans for the 1997 Mine Rescue program are that Jim Andrews with Colowyo Coal will assume the chairmanship. Goals for next year are to increase funding and participation by establishing sub-committees or task groups. With the chair located in Colorado, coordination of the evaluation should be easier. Comments from all the teams were positive and they intend to return next year at Steamboat Springs. [ ]

The subject of this paper may seem threadbare to, many of you, but even if I repeat what you already know, just smile to yourself and think how much wiser you are than your neighbor, for it is startling what a number of tipples are erected that violate the elementary fundamentals not only of good design but of practical operation. Possibly a coal screening plant is a simple plant. If so, we treat it like we do a great many other simple things. We treat it entirely too lightly and fail to take into consideration, not only the changes that may occur later, the conditions we may be compelled to meet as competition changes, but even the elementary physical conditions that exist right at the tipple site. If I get too positive over some particular point, don't blame me, but remember some of the heart-breaking experiences we have had correcting these omissions, trying to make a tipple do merely what it was designed to do, when the builder tied everything up in such a constricted space, that no room was left to get the results he must have. Perhaps some of the things will look too expensive. Don't say that you can't afford them. Many of them you can't afford to do without, and when you figure that a tipple is put up for possibly twenty years of operation, you can't afford to omit any reasonable precaution not only in taking care of the present, but in foreseeing the future. We will consider a tripple screening plant, suitable for Western conditions, capable of handling approximately 2,500 tons per eight hours. The largest screen sizes must be loaded into either open cars or box cars, and arrangement provided for screening and loading not less than five sizes of coal: lump, egg, nut, slack, dust, or any reasonable combination of these. As we are considering only the preparation of the coal, we will omit all consideration of the method of haulage, pit cars, methods of dumping, and will take the coal after it is in the dump hopper. The track arrangement will frequently be determined by the ground layout. Our sizes and tonnage can be loaded on three tracks, but four tracks are better. The two outer tracks should be left for loading lump coal, No. 3 track should be left for egg coal, and No. 4 track for loading nut, slack and dust. Where a fifth track can be provided, No. 5 track should be held open only for run-of-mine coal, to act as a storage where emergency coal can, be run, should there be any delay in the screening equipment or in changing cars. Track No. I should be used for loading lump coal into box cars only. Track No. 2 should be used for loading lump coal into open cars only, and may or may not be provided with picking table, loading boom, or both. Where picking is necessary, a picking table can frequently be put between the two "lump tracks, heading down track, pivoted at one end, so it may be raised or lowered to feed either open or box cars; with

Dear Sir: Yours of July 23rd, relative to my appointment on the Safety Committee in connection with the Rocky Mountain Coal Mining Institute. As you say in your letter, "The duty of this committee is to draft suggestions as to safer mining practices with the idea of preventing disasters in coal mines." Much has been written and many suggestions made on this same subject, and it is very hard to put up further recommendations than have already been made. The disasters you mention in your letter unquestionably have direct reference to coal mine explosions, which from time to time still occur in this and other countries. As far as our Western mines are concerned, you know that sprinkling and shot firing by electricity have been very extensively carried out. Notwithstanding these precautions; we have had a few rather serious disasters in the past in these mines. I do not care to place any blame or responsibility on the companies having these disasters, but it is a fact that in each and all of them, after careful investigation has been made, that the human element has had more or less bearing on the accidents happening. From most reports that we gain, either directly or indirectly, it is very evident that investigation shows after an explosion that the rules governing one or both of the above safety measures have been somewhat carelessly or negligently carried out. Much has been written and read about rock dust sprinkling, but it is questionable if this method is doing a great deal toward the eliminating of disasters. While it is true it may have the effect of preventing propagation, still I do not believe anyone claims for it a sure preventative against initial explosions. I had occasion not long ago to visit a mine, after an explosion, in which dust barriers were supposed to be hung, and from indications it was quite evident that the dust barriers had been in operation, but they did not prevent the explosion from reaching. all open parts of the mine. It is also true that profuse scattering of rock dust throughout a mine would have a beneficial effect, but there is a question arises here as to whether the sprinkling by rock dust or the spraying by water, if available, is the most effective. I am satisfied that if all coal mines are kept well sprinkled and all open workings maintained in a thorough moist condition, that the biggest factor in a coal mine explosion is in this way eliminated. There is no doubt but what the use of permissible powder, particularly if shot by electricity, has had a very marked effect on the number of dis¬asters in mines, and if this method of shooting was energetically carried out there would be a difference in the number of explosions, both minor and Major, all over the country. Some of the recent explosions have taken place where no shooting was being done, but there is no denying the fact that the other ingredient, namely, coal dust, entered in the elements very extensively. Some time after my arrival in Rock Springs to fill a short engagement with The Union Pacific Coal Company, Mr. Dickinson informed me that he had placed me on the program for a paper entitled "Mechanical Loading in Indiana." Since development of mechanical loading operations on a genuine coal producing basis for that section began near Oakland City, Indiana, and rapidly spread over Southern Indiana, Western Kentucky and Southern Illinois simultaneously, the results referred to are in many ways common to all three states. Prior to December, 1922, several attempts at mechanical loading had been registered, notably among which were installations of the Jeffry Entry Driver, and the Meyers-Whaley loader. The object of most of these earlier installations was quick development rather than lower production costs in face loading. In this measure it is claimed the machines were at least partially satisfactory. Three items which seemed to delay rapid progress in the adoption of either machine were, excessive first cost, height of coal seam necessary, and timidity of the operator relative to the labor situation which might develop. When the Joy machine was put on the market in the form of the 4-B.U., with a clearance overall which would perform in coal slightly under five feet in height, and at a cost price of less than one-half that of other machines being sold, many operators were at once ready to take a chance along with the manufacturer. This desire was accentuated by the difficulty to operate coal mines at all at prevailing production costs. This condition also made the coal miner more receptive to machinery which would give added employment to the field. At the convention held in Cincinnati during May, Mr. .Joy stated that about 200 of his machines were in operation at that time. Mr. Whaley said that about 40 of his were in use in coal mines. It is probable that of the above sum 75 machines were installed in Indiana, Illinois and Kentucky. Since that time, possibly 50 more machines of later design have been added. Like many of our troubles, those which seemed most difficult to overcome, proved in the end to have been least of all, and in this case the sup¬posed resistance which labor would advance has been more or less imaginary. In Illinois and Indiana a scale of wages is being accepted which is consistent with average earnings of machine men. The fact that a large number of coal operators want and are buying more loading machines has encouraged mining machinery manufcturers on every hand to devote renewed vigor to the cause and it is generally understood that new types and models are being developed both in factories and mines with the coal industry eager always to see the latest development. I understand that at present the Goodman, the Jeffry, and the Sullivan machinery companies are each offering new designs to meet Indiana and Illinois requirements. It is not strange that with so many installations many were made as a result of an impulse to ride the band wagon without any serious attempt to study the results or draw any conclusions from the experiences of others with loading machinery.

Flexoid tubing for ventilation and some of the reasons for its use in re-opening old workings at the Union Pacific Coal Company's mines at Cumberland, Wyoming. , These mines are located on a branch line off the Oregon Short Line Railroad, about sixteen miles south of Kemmerer. The seam averages from 16 feet to 20 feet thick and is split about six feet from the bottom with from six inches to four inches of fire, clay; and is covered by a heavy sandstone roof about 45 feet thick and a fire clay floor about 15 feet thick. Pitch of seam 21 degrees. These mines were opened up with 5 openings on the pitch to the west, with main slope, north and south manways and north and south aircourses on 50-foot centers with parallel entries driven north and south at right angles to the slope and rooms turned on 50-foot centers up the pitch ; entries being 350 feet apart and chutes used in the rooms. Several years ago there was a heavy, squeeze came on these mines which necessitated shutting down all of No. I Mine below the third entry, the slope being down to 12 entry; also shutting the lower end of No. 2 Mine down from the twelfth entry to fifteenth entry and from the third entry down to the tenth entry, so as not to work too much territory at the one time. These mines are very gassy and were subject to heavy bumps during the squeeze ; also at the present time. In reopening these slopes, aircourses and entries for the recovery of the pillars, ventilation was quite a problem, as the squeeze had caused them to be practically tight; also the rooms for about 50 feet from the entry and the face of the rooms for about fifty feet. These rooms in the open space being either filled with Methane or depleted air. It was found in opening up these entries that in driving back entries parallel with the top entries for ventilation. which had to be skipped along the barrier pillar left from the face of the rooms of the entry below, that we had more bumps or bounces which made it a dangerous proposition to nine, as it will be noted as stated that the entries, room necks and face of rooms were more or less squeezed tight, showing that all the weight was centered on these points and the more they were disturbed the more it relieved the overlying pressure and something had to give; hence the bumps or bounces which have filled slopes, aircourses, entries and rooms with coal from the ribs and face, for hundreds of feet, throwing cars off the track, both loads and empties, and throwing track up to the roof and discharging timbers. We found it necessary to abandon driving back entries and have used Flexoid tubing with small blower fans to open up these slopes, aircourses and entries which has proved a success. If a coal mine producing two hundred thousand (200,000) tons of coal per year could effect a 2 per cent decrease in the percentage of slack there would be an additional 4,000 tons of prepared coal produced. Most operators will say that these prepared sizes of coal are worth about $3.00 more per ton to them than the slack or in other words an additional $12,000.00 pier year profit could be made by a decrease of 2 per cent in slack. A large tipple with all the finest modern equipment of shaker screens, conveyors, box car loaders, etc., can only produce a grade of coal dependent upon the coal delivered by the mine car at the top of the tipple. In the mine, coal-cutting machines have been doing their part for many years toward decreasing the percentage of slack. There is therefore, only one phase of production left where real effective work can be done, that is, intelligent and constant supervision of preparatory work and shooting. The quality of coal is really entirely dependent upon the kind of coal produced at the face in the mine. Our problem is therefore, at that place. The writer is thoroughly convinced that with the proper placing of holes the use of correct amount of a suitable explosive, thoroughly tamped, with the bug dust entirely removed from the mining, a decrease in slack can be effected. We will take up this problem under five headings. First-The proper placing of bore holes. Second-The proper amount of permissible powder. Third-The proper loading and stemming of the shot.-Cushing shooting. Fourth-The necessity of removing the bug dust from the mining. Fifth - The - standardization of rounds. First-The Proper Placing of Bore Holes. The most important thing and the real secret of successful blasting of coal is the proper placing of the bore hole. This results in the correct balancing of the shot and the securing of the maximum efficiency of the explo¬sive. If you are operating a mine with a 6-foot coal seam, you most likely are using a 6-foot cutter bar on the coal cutting machines. You should use three holes to properly bring down the coal. (1) A center shot in the middle of the room drilled flat, or rather parallel to the mining-the heights of this hole will depend upon the top parting. If the coal is frozen to the roof, it will be necessary to have the hole as close to the roof as possible. If there is a free parting, the hole may be placed lower but not over twelve inches from the roof. (2)

Up until a few years ago most of the electrical equipment used in the mines of this country was developed for industrial purposes and was adapted for use in mines by slight modifications. It became apparent, however, that mining conditions differed widely from most industrial applications and it became necessary to design and develop apparatus, particularly suited for use under mining conditions. Most of the electrical apparatus used in mines today, however, does not owe its success entirely to mining development, but in many cases developments in other branches have been taken and improved upon and modified to meet mining conditions. Power Plant: In the earlier days the power plant for the production of electric power usually consisted of fairly small belt driven direct current generators operated from reciprocating non-condensing steam engines. Today where possible the mines purchase power from central stations and where not possible it is ususally produced from turbine driven plants using non-condensing turbines for the smaller plants and condensing turbines for the larger plants. The bad water conditions at many of the coal mines in this country is, responsible in a large measure for the high cost of upkeep and repairs in isolated power plants. This feature with the type of labor available makes it difficult to operate an isolated plant condensing except in the larger mines where water conditions are good and the apparatus can be taken care of. The geared turbine is a particularly simple and rugged piece of apparatus and requires very little attention over long periods of time. Hoists: The first electric hoists to be installed used various types of motors designed for railway or industrial purposes, and the control furnished was far from satisfactory. Today most of the mine hoist motors are of the alternating current type, especially designed for hoisting service. The control for motors of 200 H. P. or over is usually of the magnetic of liquid rheostat type, and as built today will operate over fairly long periods with a very moderate cost of up-keep. Hoists of 1000 H. P. or larger are usually of the direct current type using field control and receiving power from a flywheel or synchronous M. G. set. Hoists of this type have made remarkable records in regard to continuity of operation and low cost of up-keep. Where high speed operation is desired in either coal or metal mines, the D. C. equipment using field control and a separate M. G. set to supply power to the hoist motor is not only the safest and most economical but in many cases is the only type of equipment capable of satisfactorily obtaining the output required. A number of improvements have been brought out with the field control scheme in connection with the acceleration, retardation, overfeed and overwind of the hoist. With these new developments the hoist operator can no longer abuse the hoist by improper manipulation of the control handle. Until a few years ago the matter of safety devices was not given much consideration when installing hoisting equipment. MR. ENZI: hank you very much. I'm sure there?s a lot of you out there just realizing that Rock Springs and Gillette is not one city. I'm sure there's a lot of you wondering why a person from a town who has the image in the national media that the town of Gillette has is talking to you about image. I had a person this morning ask me if Gillette wasn't the end of the world. The only response I can give is "no, but you can see it from there." We have been researched a lot and, I realize, we've been very lucky because I've observed that researchers cause cancer in rats. In fact a wonder drug is one that has no effect on mice. In fact I've been thinking of posting a sign in my office that would read "due to the large number of interviews by journalists who already have their articles written, we would most respectfully request that anyone wishing to insult the city of Gillette, please limit themselves to 3,000 words or 15 insults, whichever is shorter." I don't know if any of you saw the article in Playboy about three months ago on the city of Gillette. What you probably don't realize about that article is that that was an attempt by Playboy magazine to see if they couldn't change their image to a national municipal magazine. I think it's important to know Gillette is the frontier city, a pioneer city, it's a shopping center for northeast Wyoming and most importantly, we're the energy capital of the nation. We're on the threshold of the Powder River Basin and we will be the nation's energy solution. Besides coal, we're, already the heart of the state's leading oil producing area and we have vast uranium resources. But I, want to tell you the biggest resource that we have is, the people who have come to live in Gillette. You will find Gillette a busy, young, pulsating community. We're experiencing the excitement of growth. We're welcoming a higher percentage of newcomers than any other town in the nation. Yes, growth to us is exciting. Where else can you get ten years of experience in two years? We realize you can't maintain the status quo. Growth can be painful but not as painful as the alternative, recession and depression. For a little bit of background, we are now at 16,000 people and we have another 4,000 people who live on the outside but look like they live on the inside. The Census Bureau says that we have, 11,225 people but we have that many people in a traffic jam on the Douglas Highway in one day. I?ll , tell you about a few things happening in Gillette. I think it's very important to emphasize that I didn't , do these things; it's the youth and the energy of the community that has done these things. Right now the city of Gillette has 32 major projects underway. We have water for 50,000 people and we're seeking more water. The city in 1975 was 1 .8 square miles. Last year alone we annexed I square mile. We build 10 miles of paved streets a year. For the last 8 years we've doubled our parks' budget. I

The seventh Annual RMCMI Mine Rescue Evaluation was held during the 1998 Institute convention at the Silvertree Hotel, in Snowmass Village, Colorado. The Mine Rescue committee, co-chaired by Becki Boam and Elliott Tsosie, is one of 18 committees of the Institute. In 1998 a record number of 10 teams participated in the program. The teams were from the four western states of Montana, New Mexico, Texas and Wyoming and were comprised of about eight members each. Teams participating were BHP-La Plata Mine, BHP-Navajo Mine, BHP-San Juan Mine, all from Farmington, New Mexico; Bridger Coal Company, Rock Springs, Wyoming; General Chemical, Green River, Wyoming; Jacobs Ranch Mine, Gillette, Wyoming; Powder River Coal Company-North Antelope/Rochelle, Gillette, Wyoming; Sabine Mining, Hallsville, Texas; Solvay Minerals, Green River Wyoming, and Western Energy-Colstrip, Montana. The professional evaluators provided challenging scenarios for over 90 participants and many observers. The evaluators were: Art Saenz and Tom Bass of Western Environmental Associates, Keith Mitchell and Jim Jennings of Emergency Services Detail; Mary Bailey of Mary Bailey Associates; and John Peleaux of Innovative Access. Teams are not given advance warning of what the problem will entail. They are provided the necessary details when they arrive at the scenario location and work to resolve the problem in an effective and efficient manner. [ ] Seven participants made up each team with an . eighth member as an alternate. Team trainers and other mine personnel traveled with the team from scenario to scenario providing support and encouragement. The teams were presented with four scenarios each day, involving High Angle Rescue, Low Angle Rescue/Medical, Hazmat, and Confined Space. All of the victims, except for one, were provided through the cooperative efforts of the Snowmass Fire Department, who also assisted with providing several evaluators. Snowmass Fire Department is to be commended for providing over 20 victims/evaluators each day to facilitate the evaluations. Training sessions were held Friday afternoon and Saturday evening to help the teams prepare for the scenarios. A swap meet was held Friday evening for teams to trade hats, shirts, belt buckles, stickers, etc. All mine rescue participants and spouses and registered families attended the Bar-B-Q on Sunday evening followed by an adult dance. Gentlemen and guests of the Rocky Mountain Coal Mining Institute: This is the thirty-second regular meeting of our Institute, and rather than try to make some extemporaneous remarks, I thought it best to write them out, so I could in that way give them to you, and probably give you a new thought for the future conduct of our Institute. The thirty-first regular meeting of the Rocky Mountain Coal Mining Institute was held in Salt Lake City, June 22, 23, and 24, 1932, and due to rapidly changing conditions in the coal industry, subsequent meetings have been postponed from time to time, as many of our members and our Secretary have been tied up with code and labor matters. Since our last meeting, at which was discussed problems of vital interest to all of us, especially the production and marketing of coal safely and economically, and the stabilization of our industry, which has already suffered two years of deplorable conditions, almost two more years have been added to the record, but during the past six months miracles have happened, and an industry which formerly was unable to govern itself, has now, through the aid of our Government, at least learned how to make a proper start in that direction. Whether we like it or not, and whether or not the things being done are in agreement with our various political beliefs, without doubt, we are in a much better position today than prior to this transformation. However, it is a pleasure to all of us to note that safety has not been lost sight of in the interim, and without doubt, as later papers and statistics will substantiate, the period since our last regular meeting has probably shown the most remarkable safety achievement of any period in recent history.

At the meeting of the American Institute of Mining and Metallurgical Engineers, G. S. Rice, Chief Mining Engineer of the U. S. Bureau of Mines, announced the definition of a gassy mine. This definition has been awaited with much interest, especially by the Safety Committee of the Rocky Mountain Coal Mining Institute. It applies to the whole area of all mines, any part of which is on the public domain of the United States. Consequently it will be of wide application in the western part of this country. The safety committee of the R. M. C. M. I. has been hopeful that the Institute would adopt this definition without exception as the codes of rules to be recommended at all mines in the Rocky Mountain area. The statement follows: "The U. S. Bureau of Mines believes that all coal mines are potentially gassy; but for purposes of administration in respect to prevention of explosions and fires, the Bureau recommends the following classification: "Class 1 coal mine-A practically non-gassy mine in which flammable gas in excess of 0.05 per cent cannot be found by systematic search. "Class 2. coal mine-A slightly gassy mine in which (a) flammable gas has been found, ? but in quantity less than two per cent in still air in any active or unsealed-abandoned workings; or (b) flammable gas can be found, but in quantity less than four per cent, in some place from which the ventilating current has been shut off for a period of one hour; or (c) flammable gas can be found,* but in quantity less than one-fourth per cent in a split** of the ventilating current; or (d) flamamble gas is found in quantity greater than' specified rate*** of not more than 25 cu. ft. per minute. "Class 3 coal mine- A gassy mine in which flammable gas is found in quantity greater than specified for a Class 22 coal mine. GENERAL NOTES REGARDING DECISION NO. 3 "(A) Flammable gas found in coal mines is, with rare exceptions, methane. In coal-mining fields where natural gas is found in lower geologic horizons by deep wells which pass through or nearby the coal mines, there have been rare instances of la leakage from the well. Natural gas is chiefly methane; that constituent almost always forms more than 85 per cent of the whole, but it usually contains ethane, propane and traces of butane also. Therefore if the latter gases are found in mine air it is an indication of leakage. The lower limit of explosibility of methane-air mixture when there is turbulence of five per cent and of natural-gas-air mixtures with about ten per cent ethane and associated hydro-carbon gases is 4.6 per cent. The limit therefore varies with the character of the mixture. " (B) To determine the proper classification of a coal mine, it is advisable that systematic testing and sampling be done at least three times in a period of not less than 72 hours. All tests and samples of the mine air, except one, must show an inflammable-gas content less than the maximum limit of the class to which the mine is assigned. In other words, a tolerance of one test or analysis may be permitted to provide for a mistake or a very exceptional occurrence. "(C) When a new mine is being opened in a coal field where existing mines are generally gassy, it is common sense to assume that similar conditions will be found in the new mine, and its development and equipment should be based upon the expectation that it will be assigned to Class 3."

Briefly, the machine consists of a steel frame mounted on roller bearing wheels and axles, an electric motor, a fully enclosed speed reduction gear unit, a specially designed centrifugal pump driven through a friction clutch and silent chain, a mixture tank and agitators, and all necessary operating and control mechanism. The wheels are mounted on solid roller bearings made of special roller bearing steel, and are cast with deep chilled threads. The axles are of high carbon axle steel. A General Electric Company motor, of special design to exclude dirt and moisture, is used. It has an unusual overload capacity and a maximum torque at starting speed. Special arrangement can be also made for storage battery operation. The motor drives from one end, through a flexible coupling, to the speed reduction unit, and from the opposite end, through a similar coupling, to the pump clutch. The design of the flexible couplings is such that the drive is reversible. The speed reduction gears are enclosed in an oil and dust proof housing. All spur gears, as well as the main drive clutch, are made of steel forgings, with accurately cut teeth. An aluminum bronze worm wheel and special heat treated alloy steel worm provide the speed reduction for the traction drive. The worm shaft is mounted on Hyatt roller bearings and the thrust is taken in each direction by ball thrust bearings. The main drive shafts are of special alloy steel and operate in Hyatt roller bearings. The slow speed shafts run in extra large bronze bushings. Ample and constant lubrication is provided by splash from the gears running in oil. The Mudite pump is of special de- sign. A renewable wearing plate protects the pump casing from the natural wear of the mixture. The open runner is mounted on an extra large shaft which runs in a Hyatt roller bearing on the pump end and in Timken roller bearings on the outboard end. A special cage prevents water and grit from reaching the pump bearing. All thrust from the runner is taken on the Tim- ken bearings and these bearings also provide for the accurate and easy adjustment of the runner. The pump is driven by a silent chain, which operates on cut steel sprockets, from a friction clutch. The clutch is designed to secure long wearing qualities with minimum attention and its adjustment is easily effected. It is mounted on Hyatt roller bearings and the clutch drive shaft also runs in the same type of bearings. The pump discharges through a nozzle, which is adjustable, and controlled by the operator. The mixture tank is of approximately 650 gallons capacity. It is provided with a mixing well constructed of perforated plate screen to prevent large hard particles from getting into the valve or pump. The tank is filled through an opening in the top directly into the mixing well. On a shaft running longitudinally through the tank are arms so arranged that the mixture is thoroughly mixed and kept in continuous circulation from end to end. This shaft is driven from the speed reduction unit by a steel roller chain operating on cut sprockets. The traction drive is taken from the worm wheel shaft through steel roller chains of extra large size that run on cut steel split sprockets on both axles. An idler sprocket provides for easy chain adjustment. The axles are mounted in solid roller bearings in fully-enclosed dust proof housings, which support the frame through coil springs. These springs eliminate twisting strains on the frame on account of track irregularities and also relieve the working mechanism from road shocks. The speed reduction from the motor to the wheels is such that it gives an operating speed of approximately ninety to one hundred thirty feet per minute. The brakes are of the conventional shoe type and engage the wheels on both axles. They are operated by a hand wheel conveniently located and

CHAIRMAN LITTLEJOHN: We have with us this afternoon, Mr. D. W. Rockey, of the Industrial Educational Organization, who would like to occupy a few minutes of our time. There is still an hour left, and there is a lot more talking to be done, and when the time is up you can go. D. W. ROC'KEY (U. S. Vocational Training Bureau, N. M.) : Mr. Chairman and Gentlemen: I am sorry to say I am not more closely connected with the coal mining game. I am interested in it because I am interested in a great deal of educational work being done in New Mexico. Two years ago, this Institute appointed an Educational Committee to investigate the opportunity for education in coal mining, and you have the report of that committee; it was issued in May 1924. Mr. Littlejohn, Mr. Moorhead of the Phelps-Dodge Corporation, Mr. Dickinson, and Mr. Miller, I think, of the C. F. C I., and Mr. Pryde, were members of that committee. They investigated the work being done in Safety, Training, First- Aid, and other topics, and made a general survey of the educational problems that might be said to be of benefit to the coal operators and to the coal miners. I believe, if I understood Mr. Moorhead correctly, while this report was accepted the committee was not discharged; but everyone seemed to be a little in doubt as to whether this activity should continue. My plea here directly is, of course, to ask that they be made a permanent committee, and asked to report to you at the next meeting in February on what has been accomplished in carrying out the program that was advised by the various companies, and what success, from a standpoint of improved work and financial return to the company, has been had. I believe that the whole trend of your discussion here has shown the need or the opportunity for improved production through education. For instance your mechanical loader the need of men who are experienced along mechanical lines, rather than the old pick and shovel methods, and the need of better understanding of your problems, just as in your safety lamp discussion that came up in the report of your Safety Committee. We have also developed a new phase, a new may of getting at some of your problems at Dawson this year, that has not been covered previously. I want to ask Mr. Holman here to tell you what is being done as a starter. Remember, we have not worked this out. He will tell yon how we are making a preliminary start in training inexperienced miners with the idea of cutting the accident record and keeping the production of inexperienced men at a higher level. If you are interested in that, I would like to suggest that this committee be requested to investigate some of these things very carefully. The State of New Mexico was willing to put five hundred or a thousand dollars into this training program as an experiment. We are willing that the Institute should have the credit for it, but we want it carefully surveyed so at your next meeting or some subsequent meeting, they can say this has been a feasible project and worthy of consideration. Mr. Holman, will yon tell us a little about this? (Applause.) MR. HOLMAN: We had an idea that by putting a green man in the mine with an experienced miner, the green man would probably learn something, and not get into trouble, etc. We decided to take a certain portion of one of our best mines, cross entry room work, and establish an underground school. We picked one of the assistant foremen who was well trained in our particular mining methods, and any green man who was employed was put into this school. He was paid a salary and he trained each and every man. Each man or two men world be working in a room and we paid them the regular contract price; they were trained how to shovel coal, pick waste and various other things. Some would stay in there a month and be transferred to other portions of the mine or other

In presenting a summary of the uses of fine and pulverized coal the writer has borne in mind that we are not trying to determine what a combustion engineer should know but we are only trying to find out in what ways the consumption of slack can be stimulated. First discussing the use of powdered coal it can be stated that it has passed the first experimental stage but is still capable of much development and improvement. It has already found successful application in stationary and locomotive boilers, cement kilns, calcining furnaces, reverberatory smelting furnaces and many other types of furnaces, such as open hearth furnaces and annealing furnaces. For stationary boilers it seems to have been thoroughly demonstrated that powdered coal is more efficient than stoker installations. Over-all efficiences of boiler and furnace in stoker installations of the best type run from 70 to 76 per cent; whereas the efficiency of powdered coal installations averages slightly over 80 per cent. However, due to the increased cost of pulverized coal, the increased efficiency of these installations over stokers, from a money stand-point, will not be more than 1 or 2 per cent. The fusing of the ash in pulverized coal installations has given some trouble but apparently is easily overcome, on the other hand the fine ash, which is carried along with the draft, causes trouble both in the boiler and by settling on surrounding buildings or ground. Offsetting the disadvantages the great advantages of pulverized coal for stationary boilers seem to be: First-the ease with which a change in the load on the boiler can be taken care of. Second-when a boiler is cut out for a short period the "stand-by" losses are much less and, Third-a much poorer grade of fuel can be used. In many cases where pulverized coal has been used it has replaced slack coal which is of little advantage to the coal operator. However,, in other places it has replaced gas or oil and this is where the coal man is interested. Pulverized coal has the same advantages as the liquid or gas fuel but the question as to which is preferable depends on their relative cost at the point of use. In small stationary boilers where stokers are not used, very frequently the larger sizes of coal are, and it would be an advantage to the coal industry for them to be converted so as to burn pulverized coal, but so far there are only records of a few of such small installations having been a success and there is apparently room for a large amount of experimentation. In furnaces, such as smelting and assaying furnaces, annealing furnaces, etc., slack coal is not used and where pulverized coal has been installed it nearly always replaces fuel oil or gas. Just how much increased consumtion of coal can be made by pulverizing it for use in furnaces of this type can not be determined but it seems worthy of investigation. For locomotive boilers pulverized coal has found some application up to date but where it was being used in the United States it was stopped when we entered the war. In Brazil, however, the Central Railway has been using pulverized coal for locomotives with excellent results. If it could be possible to apply it to locomotive use where fuel oil is now used, or the larger sizes of coal, it would certainly make a big difference in the slack situation. Now as to the uses of slack coal without pulverizing. The writer's investigations lead him to believe that the greatest opportunities in this direction are in the line of increasing its use by apartment houses and small home owners. In fact in looking into the subject I found that a number of men in Salt Lake City are using run of mine coal in the usual type of house furnaces, some of them by separating the fines and wetting them down before feeding to the furnace claim they get no loss whatever through the grate. However, for best results with fine coal different types of furnaces must be installed and for apartment houses it would seem necessary to have either a small automatic stoker or else spray the fine coal in with an air blast from

Unnumbered ages have passed since the time when nature's laboratories were working without the aid of capital or labor unions assisted only by earth's cooling crust and old Sol's rays, to lay the prodigious coal beds of the earth and distil the oils which now furnish the basis for the world's great industries. Strangely enough rays from the same old sun probably somewhat diminished in intensity are still drawing from earth to clouds the water that will run down hill and through man-made devices produce energy to compete with that made with the products created in ages past. So now we find that within the past century vast human industries have grown up around the products of these agencies and here we are today discussing the many problems connected therewith and among the others the subject of this paper, which is essentially the relation of COAL to OIL in industry. The problems involved are those of human relationship and are not fundamentally unsolvable when engineering skill and knowledge is properly applied. The last few years has developed a brand of pessimism that is especially prevalent in the coal industry, at any rate in the west where we come in contact with it. In any general discussion with coal men, a very short time only is required to bring out the feeling or expression that the coal business is on the rocks and the reasons run the gamut of human deviltry. We have heard that in the not far distant past corn was so cheap that the farmers were compelled to burn it and thus deprive the coal mines of their well earned right to sell coal for this purpose. We have heard that the flood of oil is so vast that it was being burned in preference to coal, and to heap insult on injury that the rail- road locomotives were burning oil in order to pull coal away from the mines. We have heard that the union was responsible for all the woes to which the industry is subjected. We have heard that the family tin lizzie is so depleting the family exchequer that coal could not be purchased and if purchased could not be collected for. We have heard that producing mines are so numerous that the profits are a negligible quantity. These are but a few of the reasons assigned for making the coal producers a class of pessimists which is not good for the industry. All these reasons given and all the others must be taken collectively and these are not the cause but the effect of a rapidly changing civilization. An analogy may be found in the experience of many of us in the electric industry a few years ago. You may remember that less than 20 years ago the high efficiency Tungsten electric globe was introduced. It was so much more efficient than the old carbon lamp that only one-third of the current previously required was needed to produce the same illumination. Consternation seized the ranks of electrical men who had little or no vision, for the out- look was that so little current would be sold that everyone would be bankrupt. This limited vision, however, did not prevail, for all engaged in the industry spurred on by necessity, accomplished many of the things that we are now enjoying the fruits of be- cause the electric industry has grown and is growing by leaps and bounds and every highly efficient improvement is greeted with rejoicing. It is well known that when the old type of carbon arc lamp began to be replaced by modern units the manufacturer of carbon rods thought his doom was sealed and yet these same manufacturers have so adjusted them- selves to conditions that the dry battery business of today is of vastly greater volume and profit than was the carbon rod business of the past. T. T. READ, BUREAU OF MINES: Mr. McAuliffe has asked a very practical question. Expressed in another way, the question is: If we have decided to use rock dust to prevent coal dust from exploding, have we got to take rock, that is, solid material,, break it up and finally grind it into dust (and fine grinding is very expensive), or can we take material that is already in a pretty fine state of subdivision and thereby save the expense of pulverizing it? Most of the preceding discussion has been from the view-point of practical experience, and I should like to suggest that we have not had enough practical experience in rock dusting to be able to answer this question, from the viewpoint of experience, with the degree of definiteness that Mr. McAuliffe desires. With your permission I will discuss the matter briefly from the theoretical standpoint, because after all the theoretical considerations, insofar as we understand them correctly, will apply to every' case, whereas in coming to a decision on this matter it will be necessary to take into consideration local conditions, which will necessarily vary in every case. Considering the matter in a rather elementary way, the first point is: What makes coal dust explode? The air of this room is full of dust at the present moment, even though we do not notice it. If you were to close up the room for a week, enough dust would settle on the floor so you could write your name on it. Of course, the dust which is in the air of this room is not coal dust but even if it were coal dust and you were to bring an open light in' here we all know that the dust would not explode. The reason for that is that the dust particles are not close enough together for the flame to propagate itself from one to the next. You will probably be able to see in the demonstration in the gallery on Saturday that the coal dust explosion is practically a very rapid burning of the dust. When you light one piece of dust it burns and gives out heat and if there is another piece of dust close enough to it so that the heat from the first piece is able to bring a second piece up to the burning temperature, then the flame will propagate itself through the mixture. But, if the particles are so far apart in the air that the' heat from one particle is dissipated before it reaches an adjoining one, and is therefore not able to bring the second particle up to the burning temperature, then the flame will not propagate. To get a coal dust explosion, it is not sufficient to have coal dust suspended in the air. The coal dust particles must be close enough together in the air so that the heat from one burning particle is able to heat the adjoining particles up to the point at which they will burn. There has been some discussion of the size of dust particles that will cause an explosion to propagate, and it has been pointed out that the minus 200-mesh dust is the most dangerous, and that particles coarser than 20-mesh will not propagate an explosion. There are two reasons for that. A large particle has very much smaller surface in proportion to its weight than a small particle has. You know the old story about the Indian who when asked how he could go around in cold weather without any clothes on said that an Indian was all face. A 200-mesh particle is almost all surface and there= fore is able to burn almost instantaneously, which means that it gives out its heat almost instantaneously, whereas a large particle with less surface in proportion to its weight burns more slowly, gives out its heat more slowly, and the heat has more time to be dissipated. The second reason why coarse dust does not easily propagate a flame is because it is so hard to make it

DR. BANOWSKY: Thank you very much. That was the shortest introduction that I have had lately, and I didn't have time to get my coat on. But I appreciated it, and I'm delighted to be here with an industry with which 1 feel strong affinity. At the University of Oklahoma we have an energy history. We are a little more currently involved in oil and gas, and those of you who know the history of our state would be aware we have an early coal development back really before the turn of the century in the southeast part of our state what we call Little Dixie. How many of you have spent anytime in Oklahoma or are from the state of Oklahoma? I'm not going to ask how many are from OSU or the University of Colorado. We did send you a football coach here from Oklahoma, and 1 see you have exchanged him. Several of you were only interested in the lobby in asking about our football team this year. 1 would like to go somewhere where we can talk about something besides football. I'm just trying to build a University that our football team can be proud of. We're going to be strong again. 1 can assure you. We've got the best football team money can buy. It's not quite as bad as the college president who called the coach in and said, "Coach we're in trouble, you're losing games and the alumni is very unhappy." "What can we do?" the president asked. The coach said, "Well the football team is flunking the admissions test. We can't get them in with the standard achievement and SAT tests." The president said, "What can we do?" The coach said, "Well the coaching staff has substituted for the American College Test the simple fill in the blank questionnaire." The president said, "Let's use it. We have got to get the team in." The first question was, Old MacDonald had a (-). And a couple of the big tackles were taking it and one of them said, "Hey, what did Old MacDonald have?" His friend said, "Stupid, Old MacDonald had a farm." "Well how do you spell farm?" He said, "Stupid, e i e i 0." Now the gentleman who met me at the registration line from Lakewood, Colorado, was asking me about one of our great big tackles; and he is doing well. We call him Doctor Death; he is also a wrestler and that gentleman said, "1 don't know how bright he is." 1 said, "He is bright enough for our academic tutoring that he is going to get through all right." So I'm delighted to see you and be here with my very dear friend, Carl Terzian. Carl and 1 were in Los Angeles together for 10 or 12 years when I was president of Pepperdine University. He and I are exactly the same age. Born in 1935 and 1 a month or two later in 1936. Fewer children were born in that period than in any other period of time in this century. For those of you who remember anything about that period, you will know why no one was having babies during that period. But Carl called and said, "Bill do you know where Vail, Colorado is?" Well when you live in Oklahoma, you learn where Colorado is in a hurry. 1 not only know this beautiful area, but have made too much of an investment here at a place called Beaver Creek. The real estate is cheap over there. 1 play regularly in the Gerald Ford Invitational Golf Tournament here. Hope you will visit Beaver Creek. It's just 10- 12 miles to the west. The sight of the 1976 winter olympics until the people of Colorado voted them out. And now Vail Associates and I are good Oklahoma families. Bass family, Harry Bass of course, many of you know this story, who is chairman of the Board of Vail Associates, is making quite an investment in that year-round resort area. The 78th Regular Meeting of the Rocky Mountain Coal Mining Institute (hereafter referred to as RMCMI) convened at the Marriott's Mark Conference Center, Lionshead Village in Vail, Colorado. The meeting was called to order at 8:45 a.m. by the President, Ira E. McKeever, Jr., who is President, Western Mining Operations, Natural Resources Group, W. R. Grace & Co. McKeever was introduced by Past President Edward F. Ziolkowski, Senior Vice President and General Manager, Energy Development Company in Hanna, Wyoming. MR. ZIOLKOWSKI: The first order of business this morning is to introduce the president and for a business meeting as well as other items on the program. It is my pleasure to introduce Ira McKeever to you this morning. Ira was born and raised in Kit Carson, Colorado, and served in the U.S. Navy prior to obtaining his geological engineering degree in 1952 from Colorado School of Mines in Golden. He then spent the next 20 years involved in mining sulphur, pot ash and coal with Texas Gulf Sulphur at that time and Gulf Resources Chemical Corporation. In 1972 he joined W. R. Grace & Co. as president of the Mining Division, Natural Resources Group. He was named Colowyo Coal Company's president and general manager in 1976 to develop what is currently Colorado's largest coal surface mining operation. Last year he became W. R. Grace's president of Western Mining Operations which is the position he presently holds. Ira is active in civic affairs; he is currently serving on the Colorado Energy Impact Assistance Advisory Committee. He is a member of the Colorado's Metropolitan Water Roundtable, he is also a director of Project Colorado, a member of the committee for the Colorado Division of Commerce and Industry. He has, in the past, served as chair- man of the Craig Hospital Board. In 1967 Ira was the recipient of the Colorado School of Mines van Diest Gold Medal Award, and in 1981 was given the individual service award for outstanding accomplishments in the field of health, promotion, physical fitness by Colorado's Governor's Council for the Health and Promotion of Physical Fitness. Memberships are also held in Denver Coal Club, the Colorado Mining Association, and the American Mining Congress. Will you please welcome Ira McKeever? I do have one other piece of business here. If you will all join with me, yesterday was Ira's birthday. I asked what year that was, but I couldn't get that out. So, I'm not going to lead the singing. Someone is going to lead the singing. But I think it would be appropriate if we did sing happy birthday this morning and I think it would also wake us up. How's that? All right, will you join me please? On behalf of that lifetime of memories and good thoughts, Ed, I would like to present to you a little token of appreciation. 1 would like to join Ed in welcoming you all to Vail. Ed arranged the weather, 1 arranged the program along with Charlie Margolf. This is the 70th regular meeting of the Rocky Mountain Coal Mining Institute; and in accepting the leadership a year ago, 1 obligated one very special person to fill the role of chairlady and hostess for this meeting. I would like to have you all, if you haven't already, meet my wife, Linda. I would like to thank her publicly for her guidance and help she continues to provide me.
