The first report of investigations5/ in this series pertaining to the investigation of stemming at the Mount Weather testing adit dealt with dust produced from blasting. The present report discusses the effect of stemming on eases generated by blasting, describes the test procedure, and analyzes the results from, blasting 61 standard rounds. Following care the types of stemming that -,re being investigated: 1, No stemming. 2. Sand in 2 paper cartridges. 3. Clay in 2 paper cartridges. 4. Commercial hydrated lime in 2 paper cartridges. 5. Combustible blasting plugs. 6. Ceramic is blasting plugs with clay in 2 paper cartridges.

The U.S. Bureau of Mines has been concerned for many years with the general problems of underground coal mining and the particular problems due to the methane content of the coal. The Bureau and others have worked diligently to improve the health and safety conditions for underground coal miners. It has been recognized for many years that the methane in coal would have some value if it could he recovered and used, Also its removal before coal mining began or during the mining cycle itself would make mining safer and more economic due to a potential saving in ventilation costs. The work covered in this report was carried out to review methods of removing methane from active and inactive regions of operating coal mines and to determine how the methane could be concentrated and utilized economically.

Development of reliable, portable, low headroom, hard rock crushers would improve the efficiency of most currently operated conveyor systems and make it possible to bring conveyor haulage closer to the face, thus eliminating expensive rock rehandling procedures. A crusher that could be easily moved would permit the more widespread use of lower cost haulage systems, such as conveyors, to transport the ore out of the mine. Such crushers would be installed close to the working areas, resulting in an optium haul from the face to the dump location. A recent contract study by Rapidex, Inc., "Application Study of Portable Underground Hard Pock Crusher" (USBM Contract No. J0265006) provides a survey of industry needs in portable underground crushing, together with conclusions and concepts as to specifications and type of crusher required to serve the greatest number of operations. To fill this need a three phase program has been undertaken by the Bureau of Mines: Phase I - Design: Phase II - Construction and Testing, and Phase III - Production Underground Test. This report covers Phase I only, and includes the complete engineering design and specifications of the Rapidex Rotary Jaw Crusher conceived in the earlier "Applications Study". Also included are the design, construction, and testing of a quarter-scale functional model, utilizing three different types of rock and two different crusher feeder systems.

Fine-sized mineral wastes discarded by ore milling plants require stabilization to prevent air and water pollution. Stabilization has been attained by physical, chemical, vegetative, and combination procedures. Vegetative reclamation is preferred to physical and chemical stabilization but is diffi¬cult to achieve because the wastes are sterile, contain deleterious inorganic salts, and lack the essential nutrients and physical characteristics required for sustaining vegetative growth. Methods now have been developed for attain¬ing vegetative growth on all but excessively acidic, basic, or saline tailings at costs ranging from $120 to $650 per acre. The cost for stabilizing tail¬ings requiring more intensive treatment techniques may range upward to $1,750 per acre. This report summarizes procedures developed by the Bureau of Mines and industry for vegetating amenable tailings, lists costs for the various processes, and suggests procedures that may be applicable for stabilizing saline and pyrite-containing tailings. Ridged planting beds, drip irrigation, and deep-furrow planting techniques are suggested for stabilizing saline wastes. A combination of mill tailings and sewage sludge can be used for pro¬ducing synthetic soils, and layers of sewage sludge buried under a layer of tailings offer promise of inhibiting acid formation from oxidation of sulfides in mineral wastes.

This publication contains routine analyses and related source data for 419 natural gas samples from 22 States collected during calendar year 1964 as part of a continuous survey of the United States for occurrences of helium in natural gas. This survey has been conducted by the Bureau of Mines since 1917. The analyses published herein were made by mass spectrometer and a special helium analysis apparatus, which are described in Bureau of Mines Bulletins 4863/ and 576.4/ Six previous publications have been made to present the results of 6,293 gas analyses made by the Bureau of Mines, Helium Activity, prior to 1964. Multiple-charged beams originating from a 300-kv ion accelerator are important tools in the study of metal surfaces and thin films. A knowledge of the particle range is necessary for an understanding of the interaction processes of the ions with the targets. Utilizing a theory developed by Lindhard for determining the range of low-energy ions in solids, the ranges of H, He, C, N, 0, and Ar ions in A1203, Al, Fe203, Fe304, CuO, Cu20, Fe, Cu, Sn, and W were calculated for the energy range 60 to 400 kev using a computer program written in BASIC. The range, presented in graphical form, is given in both µg/cm2 and angstroms. In addition, heavy ion ranges were calculated for comparison with published experimental values. For ions with Z > 5, the discrepancy between the calculated values and published experimental values generally ranged from 2 to 40 percent; the largest deviations were probably due to experimental error.

This report contains the results of an investigation into the feasibility of periodically measuring parameters of the insulation for a mine electrical power system in order to detect incipient faults. The variety of insulation parameters evaluated included insulation resistance, dissipation factor, power factor (vs. applied voltage), current harmonics, leakage current, infrared radiation, as well as certain circuit breaker parameters and tests. In order to augment field tests a program of accelerated life testing was also carried out. Apparent inconsistencies in data were identified as the result of environmental effects, primarily temperature and relative humidity. A series of environmental tests were conducted to develop correction factors that allow one to refer measured parameters to standard conditions. A portable data collector was develop-ed to aid in the accurate collection and analysis of laboratory and field data. The primary conclusion is that insulation deterioration can be measured and failure predicted with reasonable confidence. The secondary conclusion is that most of the tests are impractical in the field although useful in the laboratory. Infrared sensing, insulation resistance and dissipation factor are the best insulation field tests when portability is taken into account.

On July 1, the Bonneville Power Administration announced a 25% power cutback because of lower than normal stream flow. In September, the Aluminum Company of America (Alcoa) announced plans to shut down one 23,000-ton-per-year potline at its Vancouver, Wash., primary aluminum smelter. Alcoa also announced that the last of four potlines at its Point Comfort, Tex., primary aluminum smelter would be restarted in October. A new 3-year contract was signed and workers at three Alcan Aluminum Ltd. primary aluminum smelters in Canada returned to work. It was estimated that it would take about 3 months before the smelters were operating at full capacity.

In 2001, 14,623 mining operations reported employment statistics to the Mine Safety and Health Administration (MSHA). This was an increase of 210 mining operations compared to 2000. Almost half (49%) were sand and gravel mines, followed by stone (29%), coal (15%), nonmetal mines (5%), and metal mines (2%).

There has been a persistent need to forecast roof falls so that miner’s exposure to hazardous underground environments can be minimized. Several monitoring techniques have been developed and are used today with varying levels of acceptance in the mining industry. This paper examines the potential for monitoring microseismic emissions activity as a means of forecasting roof falls. The use of this activity to forecast roof falls has drawn only limited attention, resulting in a lack of published field performance data. This deficiency is being partially addressed by analyzing data obtained during longwall mining at Moonee Colliery in 1998. The Moonee data base contains a wealth of information concerning roof fall forecast parameters and the seismic alarm criteria used to develop these forecasts. Four seismic alarm criteria were developed and used by Moonee with varying degrees of success. Roof falls were forecasted 73% of the time with average forecast times of 54 minutes. Ninety percent of the predicted roof falls had a warning time, i.e., the time between warning and roof fall event, of greater than 1 minute. The fraction of forecasted roof falls decayed logarithmically as a function of warning time, until only 20% of events were predicted more than 100 minutes prior to roof falls. False alarms occurred in 50% of the warnings. Many of the false alarms were quickly followed by a cessation in mining which could have temporarily halted the on-going failure process. If mining had continued immediately after the false alarms, a roof fall may have occurred soon after. The microseismic activity collected from Moonee Colliery demonstrates that techniques to forecast roof rock instabilities in underground mines are possible.

Statistics For 1956-66 show that mine transportation accidents accounted for 19 percent of fatalities in bituminous coal mines, second only to roof deficiencies as a cause of death. Productivity per man-shift increased from 10.2 tons in 1956 to 18.4 tons in 1966, but the fatalities per million man- hours of exposure also increased from 0.19 to 0.21 during that same period, indicating that transportation hazards still persist. Consequently, the Bureau of Mines reviewed the transportation fatalities that occurred in bituminous coal mines during 1956-66. The data were processed by computer to find what constitute hazardous conditions and unsafe actions as well as to correlate occupation and age of victims, transportation type, and mine production. Environmental factors and equipment defects which create hazards, as well as unsafe actions of personnel, were determined for each type of mine transportation: Track haulage, mobile nonrail haulage, conveyors, hoists, automotive operations, and front -end loaders, and for transfer stations (loading points, slope and shaft bottoms, surface transfers) and railroad yards. Man-trip accidents, a group with a catastrophe potential, also were analyzed. The basic design and operational features of each transportation type were outlined and procedures considered safe in the light of accident experience were suggested. Findings show that unsafe actions of personnel and hazards created by environmental deficiencies or equipment malfunctions contribute equally in causing transportation accidents. Accordingly efforts should be directed toward improving working conditions, equipment maintenance, and education and training of employees. The trend is toward using safer modes of transportation, notably conveyors. More attention should be given to track haulage operation, railroad yards, and nondestructive field testing of materials.

The new international fact of life that has emerged in the 70's is that foreign energy sources can no longer be considered either reliable or low in price. As a result, the United States is turning its full attention to its domestic energy resources. The figures about proved domestic reserves are often used to reassure us about the Nation's energy future: assuming a 50 percent recovery factor, there are at least 219 billion tons of recoverable bituminous coal and lignite, of which 31 percent is available by surface methods; proved reserves of crude petroleum and natural gas liquids total 34.3 billion barrels and 6.4 billion barrels, respectively. There is also about 4 billion tons of recoverable anthracite coal, a premium low-sulfur fuel of high heating value, which is all but priced out of the market because of the high costs of producing it. Total fossil fuel resources are even larger, although there are no guarantees concerning how much might become usable, and when, and at what cost. The figures, however, are impressive. They include the equivalent of about 200 billion barrels of oil potentially recoverable from high grade oil shale; 100 billion barrels in "heavy oil" deposits; and the equivalent of 25 to 35 billion barrels of oil in domestic deposits of "tar sands," and substantial quantities of conventional oil and gas resources. This report describes the timed release analysis technique that was developed to serve as a tool for assessing the froth flotation cleaning potentials of fine-size coals. Using this developed technique, 16 coals from 10 different coalbeds were tested. All of the coals included in this study were quite amenable to froth flotation with float coal yields ranging from 80.7 to 99.5 percentage points. Float-and-sink analyses of the coals tested are shown to be of limited value in predicting froth flotation cleaning potential. Generally the float-and-sink analyses indicated a better product could be obtained than froth flotation could provide; although, in four of the coals tested froth flotation results were superior to those expected from the gravimetric analysis. The fixed carbon content of the samples collected was found to correlate with the floatability of the coals. The higher rank coals were the most readily floatable coals while the lower rank coals did not respond quite as well to flotation.

Exploration of hidden mineral deposits becomes increasingly important as known ore reserves are depleted. The primary objective in any exploratory program is to obtain enough reliable information to evaluate accurately the potential of the mineral deposit. Constant improvement in equipment and technique has established drilling as one of the most valuable methods of exploration. This paper presents the results of studies of several drilling methods currently used in the search for uranium deposits in sedimentary formations from surface drill sites. Also presented is a description of drilling with wire-line equipment from an underground location in metamorphic rocks. The studies were conducted in the Colorado Plateau area and in northwestern New Mexico and Wyoming. Statements of a general nature pertain to conditions or situations existent in those areas.

Enclosed cabs are a primary means of reducing equipment operators? silica dust exposure at surface mines. The National Institute for Occupational Safety and Health experimentally investigated various factor effects on cab air filtration system performance. The factors investi­gated were intake filter efficiency, intake air leakage, intake filter loading (filter flow resistance), recirculation filter use, and wind effects on cab particulate penetration. Adding an intake pressurizer fan to the filtration system was also investigated. Results indicate that intake filter efficiency and recirculation filter use were the two most influential factors on cab penetration performance. Use of the recirculation filter reduced cab penetration by usually an order of magnitude over the intake air filter alone because of the multi­plicative filtration of the cab interior air. Intake air leakage and filter loading affected the cab penetration to a lesser extent, while wind had the least impact on cab penetration between the calm and 10-mph wind velocities tested. Adding an intake pressurizer fan notably increased intake airflow and cab pressure with only minor changes to cab penetration. A mathematical model was developed that describes cab penetration in terms of intake filter efficiency, intake air quantity, intake air leakage, recirculation filter efficiency, recirculation filter quantity, and wind penetration.

Of the 28 accident/injury classifications listed by the Mine Safety and Health Administration, handling materials is second only to roof falls in terms of generating the highest number of reportable accidents in active underground coal mines. Two materials-handling activities that cause numerous injuries each year are the categories of “handling supplies or material, load and unload” and “moving power cables.” Mechanization and mine worker activity training are two methods that can aid in preventing these injuries. This paper describes three mechanical methods—the mobile manipulator, the in-mine hoist, and a cable-handling system—being developed and tested at the Spokane Research Laboratory of the National Institute for Occupational Safety and Health. Two of the devices are specifically designed for loading, unloading, and moving supplies and materials, and the third device is for handling trailing cables in the confined spaces of coal mines. Also described are safety solutions developed for underground coal mines geared to showing miners safe and unsafe ways of performing various materials-handling tasks.

The proton NMR spectra of 32 pyridines in two solvents, carbon tetrachloride and benzene-d6, are presented. The chemical-shift and differential-shift values are correlated with the substitutent position and with the solvent media. The ring protons and the protons on alkyl substituents are tabulated. The paramagnetic shift of the protons adjacent to the nitrogen is discussed, and a proposed structure for the pyridine-benzene complex that is consistent with the observed anomalous paramagnetic shift is presented. The utility of the data in the identification of pyridine compounds found in shale-oil naphtha is demonstrated.
