"The Jaguar project is relatively unique in that it was evaluated, financed, built and operated to completion within the last ten years, providing the opportunity to holistically review and reconcile expectations against the actual outcomes. It is a case study that allows wider conclusions to be drawn with respect to the risks and opportunities involved with project evaluation and execution.Jaguar is located in the Leonora Mining District of Western Australia and was commissioned in mid-2007 as an underground accessed, single high-grade volcanic-hosted massive sulfide (VHMS) deposit with an on-site concentrator, producing copper and zinc concentrates exported via the Port of Geraldton to South-East Asian markets.The feasibility study (FS) had several iterations (JML, 2005a); the last dated July 2005 was specifically targeted to secure project funding, and summarised the reserves-only portion of the resource and its planned exploitation. The commissioning of the mine was the transition for the owner Jabiru Metals NL from junior explorer to producer and the project was the dominant asset of the company.Jaguar operated through several significant deviations from the linear project plan set out in the FS, including the Global Financial Crisis (GFC), a corporate takeover and disruption to the mine plan from the onset of material geotechnical issues. Whilst the GFC or mining disruption were not specifically predicted in the FS or peer reviews, the generic effects of the events were assessed in the project risk assessment and they influenced subsequent management decisions. In parallel to the internal project-specific risks, the short planned life of Jaguar was a risk to the continuation of the corporate entity which was being addressed by significant investment into brownfields exploration to extend or replicate the project, and ultimately added value such that attracted a corporate takeover.Holistically, the project delivered the returns predicted in the FS, but in a much different guise than was expected. Longhole open stoping was introduced in the zinc-rich 'B' lode at New Broken Hill Consolidated Limited (NBHC) during 1968. Since then one longitud- inal and a series of transverse longhole open stopes have been developed. The longholes are drilled using Gardner Denver airtrac drilling jumbos and the broken ore is loaded from drawpoints and transported to chutes using Wagner ST5 scoop- trams. The holes were drilled from sill stopes 160 ft apart. The width of an emptied transverse longhole stope was successfully widened by blasting rings of blastholes drilled parallel to the stope wall. Proposed stope and pillar designs for a series of transverse longhole open stopes were assessed using a method of finite element analysis, applied to a longitudinal section through the area. Blastholes have been surveyed for dip and bearing using an Eastman borehole survey camera. The data produced has provided the basis of a study of blast- hole deviation. Deviation of boreholes is considered to be the major cause of the formation of benches in longhole stopes.

Mining in the state of Western Australia (WA) formally commenced in the 1840s, and over the ensuing 180 years has evolved to be the epicentre of the Australian mining industry and a significant contributor to the national economy. The lithology of WA is replete with mineralisation that hosts uranium and ‘critical minerals’ required for the global renewable energy sector. The state’s first uranium mine is under development, and high levels of activity are occurring in the state’s nascent critical minerals sector, with 168 WA-based companies pursuing rare earth-bearing minerals, 51 of which are actively drilling on their tenements. WA’s mineral deposits typically contain levels of the naturally occurring radionuclides (NORs) thorium-232 and uranium-238 that are elevated above the global crustal average. Workers are exposed to NORs during the mining and mineral extraction processes, and radiation doses that exceed applicable exposure standards may eventuate. The research traces the history of worker radiation doses from 1977 to 2020, finding the maximum dose was 163.4 mSv, more than eight times the current derived annual dose limit. Whilst 93.5 per cent of all workers received doses of less than 5.0 mSv per annum, the potential for elevated doses is ever-present as witnessed by 10.3 mSv reported in 2009/2010. The increase in activity coincides with a revision of the dose coefficients (DCs) associated with the intake of radionuclides. The research evaluates the revised DCs and forecasts doses from inhalation of radioactive dusts will nearly double, and lead to workers receiving doses exceeding 5 mSv for the first time since 2009/2010. The research finds that the current regulatory framework is fit-for-purpose. However, inter-agency relationships, and the capacity of the regulator to effectively regulate the current and future number of mining operations is questioned. The mining industry is vulnerable to capability and capacity constraints – but has failed to respond to issues in relation to competent radiation safety officers first raised by the Winn Inquiry (Winn, Mathews and Tough, 1984). Disconcertingly, monitoring of worker exposures to NORs reached a nadir in 2021, raising questions as to the veracity of worker doses reported to the regulatory agency. The research recommends personal dust sampling be prioritised.

Barrick (Australia Pacific) Limited initiated a trial of Caterpillar’s Minegem autonomous loader technology in 2009 at the Kanowna Belle mine in Kalgoorlie. Autonomous loader technology offers the potential to improve loader productivity, reduce operating costs and improve safety through removing personnel from the mine operating environment. This paper discusses the implementation of the technology at the mine site, the data collected during the trial and quantifies the benefits of using automated loader technology in comparison with teleremote loader operation. The lessons learned from the trial and work planned for the future in respect of this technology is also discussed.

Pine Creek Goldfields Limited (PCG) is rehabilitating the Enterprise Pit to an aquatic habitat and potential water resource. This paper discusses the development and implementation of that plan. Pine Creek Goldfields Ltd's Enterprise Mine is located approximately 230 km south of Darwin. Open cut mining of the orebody commenced in 1985 and continued for eight years with 14 million m3 of ore and overburden extracted. Geochemical testing of exposed rock types in the pit has demonstrated a propensity to produce acid, and dissolved metals. A plan of management has been developed and implemented to minimise the risk of acid formation and improve the overall water quality in the final void. In developing the plan prime consideration was given to reducing the potential for pit water to impact upon the regional groundwater. An interception system was constructed on Pine Creek to divert approximately 9 km2 of upper catchment into the northern end of the Pit. Construction of the diversion system was completed in December 1993 and a comprehensive surface and groundwater monitoring program initiated. The monitoring program and associated studies are also discussed.

Bateman Engineering provided process technology and engineering design to China Yunnan Metallurgical Company (CYMCO) for a 30 MW DC furnace for the production of high-grade titanium dioxide slag.Following the successful commissioning of the furnace during the latter part of 2009 and the first quarter of 2010, a period of adverse circumstances resulted in having to operate the furnace without feed and at a low power input for a period of time. When normal feed resumed, a layer of solid material was detected on the slag-iron interface during sounding measurements. The condition of the iron was also significantly altered. The iron temperature was much higher than the design value, but the carbon content had decreased to such an extent that a large amount of iron solidified in the furnace, which made iron tapping very challenging. The slag temperature was increased in order to melt the solidified iron. However, severe sidewall damage resulted, which finally led to a burn-through. A number of samples were taken from the slag that remained in the furnace. These samples were analysed to determine the chemistry and phase profile throughout the slag bath. The mechanisms of formation of the high melting-temperature phase on the slag-iron interface are discussed, as well as procedures that can be applied to prevent a recurrence of this phenomenon. Some recommendations are made for instances when furnace feeding is interrupted for an indeterminate period.

New Zealand China Clays produces a unique halloysite clay product at Matauri Bay, Northland.   The company has licences over four deposits that were derived from the weathering of rhyodacite domes. Clay is mined and processed from two of the four deposits and is refined using a complex process based on gravity separation.   The product is almost entirely exported to niche markets in 24 countries. The main market is the fine ceramic industry where the product is used as a component in the manufacture of high quality porcelain and bone china bodies. The use of halloysite in these bodies gives the manufacturer the ability to achieve high whiteness and translucency. The other major market is for use in technical ceramics, where the product is sought after due to its high purity, fine particle size and stability at high temperatures.

The Rosebery and Hercules mines, situated in the Rosebery-Williamsford district in western Tasmania, have a history of production dating back to 1896-7, although full scale production did not commence until 1936, following the development of a satisfactory process of selective flotation (Hall, Cottle, Rosenhain and McGhie, 1953). The mineral composition of the Rosebery zinc-lead ores was first described in detail by Stillwell (1934). The Hercules ore is generally similar, but as yet no descriptions of it have beenpublished.Since Dr. Stillwell's paper appeared, the management of the Rosebery and Hercules mines has from time to time submitted a number of interesting mineral specimens to C.S.I.R.O. Mineragraphie Investigations. Examination of these specimens brought to light eight minerals, some relatively uncommon, not previously recognized in these ores.They are cassiterite, molybdenite, stannite, electrum, meneghinite, boulangerite, pyrargyrite and pyrrhotite. Some of the specimens are also rich in tetrahedrite and gold. In addition each of the other ore minerals described by Stillwell, viz. pyrite, sphalerite, galena, bournonite, chaleopyrite and arsenopyrite, was detected in one or more of the specimens examined during the present study. The principal gangue minerals were found to be quartz, manganiferous carbonate, sericite and barite, agreeing closely with the observations of Stillwell.The present study was based on the examination of the following eight specimens.

Poor standards of electrical installation and maintenance continue to contribute to electrical related fatalities and injury risk in the mining industry. Electrical isolation has the potential to initiate major unwanted events (MUEs) and as such requires thorough analysis to demonstrate adequate management. There have been 719 incidents related to accidental contact with electricity over the past five years in the Queensland mining industry (Queensland Government DME, 2012a, 2012b) with the last fatality being recorded in 1997 (MESA, 2012).A project funded by the Australian Coal Association Research Program (ACARP) has developed a form of a safety case using the four-layered æCoal Mine Safety Regime (CMSR)Æ approach. The CMSR is transparent and robust as it includes full site risk assessment and special issues risk assessment to be demonstrated as part of the process.The practical application of the CMSR has been demonstrated using a longwall mining case study site, where a unique 11 kV armoured face conveyor (AFC) is in operation. The case study has involved progressive application of the requirements of each layer of the CMSR (see Figure 1) to high voltage (HV) electrical isolation related issues. The project has specifically concentrated on understanding and analysing two high priority MUEs, electric shock and unplanned movement of equipment, through Layer 1 analysis. These two MUEs are an important part of the project as they have demonstrated the steps that may be taken to satisfy the risk management processes at Layer 1 of the CMSR and have contributed to resolving issues at the other three layers of the CMSR.The analysis of HV electrical isolation has been used as an exemplar to demonstrate the CMSR process and its practical application. The CMSR is applicable to major/principal hazards management as identified by the New South Wales and Queensland jurisdictions.This paper provides an overview of the development of a form of safety case using the CMSR and introduces the case study application for HV electrical isolation risk management at underground coal mines focusing on the major unwanted event of electric shock.This project provides the mining industry with a documented, publicly accessible, form of safety case using the CMSR approach for the first time.CITATION:Kizil, G V, Griffiths, D, Bye, A and Joy, J, 2012. The risk and consequences of community rejection and loss of a social licence to operate is well articulated (Moffat et al 2018), however, the means for systematically managing this risk are less established. At the local scale, a mining operation is said to have a social licence to operate (SLO) when it achieves ongoing acceptance or approval from the local community and other stakeholders who can affect its profitability (Graafland, 2002). Without this social acceptance, it is very difficult for a business to operate effectively or profitably. It is well understood that social (or community) acceptance of a mine and its associated operations is a reflection of the quality of the relationship a company has with their host community (Thomson & Boutilier, 2011; Lacey & Lamont, 2014; Parsons et al., 2014; Moffat et al., 2015). Community relations are an integral part of successful mining operations and where these interactions are effective, they tend to foster mutual understanding, trust and support between a company and the host community (Kemp et al., 2006; Holley & Mitcham, 2016). Research further demonstrates that where such interactions are perceived to be procedurally fair, the increased trust created in these company-community interactions tends to lead to higher levels of acceptance of mining operations (Moffat & Zhang, 2014; Lacey et al., 2017).The challenge, however, is how to listen systematically to communities that mining and associated operations; communities that are often located across vast geographic areas and with diverse demographics. To date, traditional methods deployed to both guide and evaluate community engagement and social investment activities have been challenged to reflect the nature of the phenomenon they seek to observe, the voice of community. For example, detailed baseline surveys of community attitudes every three years by companies, as is the requirement within the policy frameworks of most large miners, provide rich insights but do not reflect the dynamic, temporal nature of the relationships that underpins their SLO. These processes typically are largely opaque to communities and distinct from the company’s engagement activities. The CSIRO Local Voices project was developed with Rio Tinto to go some way towards meeting this challenge of how to listen to the voice of community systematically. Carbon rich graphite deposits found in Sri Lanka are of inorganic origin and they occur as narrow steeply dipping veins. The vein width of these deposits varies from a few centimetres to metres, with an average vein thickness of 1 m. It is believed that the carbon rich fluid intruded into fracture zones under high pressure and the temperature has crystallised into graphite. This process has also generated many minuscule graphite veins centred on main mineralisation, which has reduced the host rock overall rock mass rating. These discontinuities could also be considered as joints with graphite infill. Graphite mining at Bogala Mines, Sri Lanka is a unique example of narrow vein mining faced with numerous wall stability issues resulting from weak graphite infilled joints.The Bogala vein type graphite orebody has an average vein width of 1 m. Overhand cut-and-fill mining method is used for stoping. The stope consists of two boundary winzes for material handling, access and ventilation. Mining is done on the strike of the vein and the average mining slice height is 2 m. A void to the height of one mined slice is left below the mining level during mining. Waste rock resulting from vein blasting and mine development is dropped into this void as fill rock. Any void height left greater than a single slice height will increase stresses in the stoping zone. This will increase formation of rock blocks and their effective separation from wall rocks. Split miniscule veins occurring around main mineralisation intensifies rock block formation in an environment of mining induced stress release. Consequently, any rock blocks sliding into stopes on graphite infilled joints will behave under constant normal stiffness (CNS) conditions and their shear strength will converge rapidly towards remoulded shear strength of graphite alone. Unlike with general infill deposited in joints, graphite has a very low friction angle and with its slippery nature, a small thickness may affect in great deal to reduce joint shear strength.In addition to immediate filling of excavated voids, controlled vein blasting and spot bolting have improved mine safety. Furthermore, rock bolts connected to each other through iron plates and anchored to anchor bolts installed in non-fractured solid rock are practiced to stabilise rock falls and wedge failures in narrow vein graphite mining. Tongkuangyu Copper Mine is currently the only mine in China employing block caving. It comprises two large orebodies known as the No 4 orebody and the No 5 orebody. They are approximately 50° in dip angle, 80 to 240 m in width and 800–1000 m in strike length. The two orebodies are separated by a distance of 110–130 m. Production with block caving originally, ie Phase 1 project started at Tongkuangyu from the first undercut at a depth of 200–300 m below the ground surface and designated as Lift 810 m in late 1989 and has continued to the present. During the last 25 years Tongkuangyu has mined three lifts: Lifts 810 m, 690 m and 530 m. The previous two lifts utilised a slusher process with an annual designed production rate of 4 Mt. In this context the lift name represents the elevation of track haul level.The Tongkuangyu Phase 2 project serves for two lifts (ie Lift 530 m and 410 m) under the elevation of 690 m and the annual designed production rate is 6 Mt. Since the orebody is approximately 50° in dip angle, it is originally designed that production at Lift 530 m is comprised of one main extraction level and two auxiliary extraction levels in the footwall and undercutting is started from one end of the extraction footprint forward to another end, which is from north-east to south-west.Production at Lift 530 m started from March 2011 and reached to 6.39 Mt in 2013 and 6.9 Mt in 2014. Additionally, Tongkuangyu improved block caving processes and used modern mining equipment, which differ from the previous two lifts. Blastholes for undercutting and drawbell-preparation are now drilled using jumbos. The blasted ore is transferred to the underground crushing station via 10 t electric load-haul-dumps (LHDs) and then delivered to surface via a belt conveyor 3200 m long.Due to increasing ground pressure, a consequence of mining depth increase, stress abutment and inadequate support, significant damage occurred at the Tongkuangyu Copper Mine with production at Lift 530 m. This resulted in significant production delays and rehabilitation costs. A series of improvements have since been implemented including an advanced undercut sequence and increased ground support. All of these improvements have allowed Tongkuangyu to alleviate ground control issues, reduce operating costs and ensure safe production.CITATION:Liu, Y M and Bian, K W, 2016. The history of the Ph-Cu-Zn mineralisation in the orthampton Block of Western Australia has been further investigated. It was hoped that (1) Rh-Sr studies on partially-remelled granulites, wall-rocks to the dolerite dykes, should date the dolerite intrusion, (2) Rh-Sr data on hydrothermally-altered dolerite should date the sulphide mineralisation, (3) Pb model ages on the galenas might provide an independent dating of the mineralisation, in addition to any geochemical information that might be derived. Only the second dating aim was fulfilled, but the Pb isotope data, when combined with the Rh-Sr data, have permitted deductions about U, Th and Pb abundance changes during the regional metamorphism, and about a possible source of the ore Pb. In detail the following has been found. (1) The partially-remelted granulitic wall rocks yield a scattered whole-rock Rh-Sr isochron which seems not to have been reset by the dyke intrusion (age 1037 ± 146 Ma, with initial Sr ratio 0.7171 ± 0·0054, MSWD = 111). This date agrees well with that reported previously for granulites from another locality; together theyestablish the time the metamorphic period closed. (2) The hydrothermally-altered dolerites yield a Rh-Sr whole-rock date 434 ± 16 Ma, with initial Sr ratio 0.7072 ± 0·0029 and MSWD = 31, taken as referring to the time of Ph-Zn mineralisation. This contrasts with a report of much older palaeomagnetic and K-Ar datings of the dolerite (not less than 550 Ma, possibly older) and suggests that neither the dolerites nor their heat have had any connection with the mobilisation of the Pbscavenging solutions. (3) The Pb isotope ratios of galenas from the ores yield a well-correlated regression which is not amenable to any of the model-age calculations. (4) The Pb-isotopic trends negate any genetic connection between dolerite and mineralisation, but the country-rock granulites could be the Pb source. (5) Combination of the Rh-Sr dates and the Pb data in a "simultaneous isochrons" construct permits the inference of major losses from the system during the regional metamorphism, in the order U>Pb>Th, with substantial homogenisation of the remaining Pb. This left a wide range in local UlPb and Th/U among the source rocks which eventually were scavenged by the mineralising solutions. (6) These geochemical deductions are shown to be compatible with previously-published information on the abundance ofU and Th in the Northampton Block granulites, which are thus seen to be credible as source rocks for the ore lead.

Increased catch bench crest loss has been observed in recent years at Barrick’s Cowal Gold Mine situated in central New South Wales, Australia. A project was initiated to diagnose the cause of the crest loss, and evaluate ways to limit its effect on final walls.A range of different blast measurement techniques were utilised to evaluate the progressive damage caused to catch berms by presplit, production and trim blasts. Techniques employed included; single point vibration measurement, cross-hole seismic analysis, precision berm surveys, horizontal p-wave velocity measurements, crest loss volume calculation and water level changes between blasts.Blast measurements showed that the majority of damage to the catch berm was caused by the presplit blasts, which registered vibrations greater than 700 mm/s at 5 m behind the presplit line. As a result, considerable changes were made to the blast designs after a series of computer simulations via mechanistic blast modelling (MBM). The uncharged presplit collar was increased from 2 m to 4 m, and every second hole was left uncharged. Vibration modelling using a multiple seed wave (MSW) model was used to optimise trim blast delay timing. Burden relief was changed from 16 ms/m to 27 ms/m using one hole firing per 4 ms time window, and the initiation angle was changed from shallow to steep. These changes in the presplit loading and trim timing helped reduce catch bench crest loss by 1–2 m.Trim shots using a high strength bulk emulsion explosive were also identified as contributors to berm damage after analysis of blast monitoring and MBM modelling. The modelling study resulted in the generation of alternative blast designs to minimise the crest loss, including the use of low-density/low-velocity of detonation (VOD) bulk explosive product (Flexigel™ Advantage) in trim pattern designs. This was trialled on the Northern and Eastern pit walls to evaluate the damage to catch berms on final walls. The trials demonstrated that berm vibration was reduced significantly; fragmentation was similar (or slightly blockier) compared to the fragmentation using the old blast designs; displacement of the berm was reduced, so increased catch bench widths were attained. In 2015, Ernst and Young (EY) ranked socio-political license to operate (SPLTO) as the fifth greatest challenge to the mining sector (EY, 2015). The EY report asserts that SPLTO will continue to present a risk to the mining sector in the context of ‘increased activism, digitally connected stakeholders and politicians who need to respond to general consensus’. While there is no consensus on a definition, SPLTO is commonly regarded as the ongoing acceptance or approval of an operation by affected stakeholders (Moffat and Zhang, 2014; Thomson and Joyce, 2008) as well as those stakeholders that can affect the operation (Graafland, 2002). Warhurst (2001) relates the process of stakeholders granting SPLTO to the establishment of meaningful partnerships between operations, communities and government based on a variety of factors that build trust between stakeholders.From these accounts, we can see that understanding stakeholder attitudes about company performance and impacts on stakeholders directly affected by an operation are important in any attempts to measure SPLTO. Understanding the level of acceptance of an operation within these stakeholders provides a good proxy or outcome measure of SPLTO. Moreover, trust seems to be a central variable in the translation of these experiences of an operation into acceptance. What the mine or company does, its behaviour, degrades or builds trust with stakeholders, and this then affects acceptance (Moffat and Zhang, 2014).In addition, a strong emphasis is placed on the nature of the relationship between companies and stakeholders as influenced by inter-group interactions. It is not just what companies do well or poorly with respect to environmental impacts, for example, that will determine trust and acceptance, but how the company relates to its stakeholders at personal and group levels.These relationships between communities of stakeholders and extractive companies are dynamic. Brown and Fraser (2006) recognised the importance of industry being able to respond to the changing nature of societal approval and acceptance, arguing that ‘business must have regard for evolving social attitudes and expectations if it is to maintain its ‘social licence’’.This paper will describe a series of five pilot projects conducted by CSIRO with Anglo American in Australia and South Africa to generate a real-time understanding of SPLTO to guide more reflexive and effective social performance strategies.CITATION:Moffat, K, Boughen, N, Brooks, L and Zhang, A, 2016. Gunnedah, in north-western New South Wales (NSW), including the town, the surrounding Liverpool Plains and the Pilliga forests to the west, are currently the subject of intense mining interest for coal and coal seam gas. Achieving positive outcomes for koala conservation on mined landscapes will require a sound grasp of koala ecology; and local knowledge of koala movements, tree choice and associated threats to the continued survival of koalas, particularly roadkill from increased mining infrastructure. This requires a research-oriented approach to testing ideas applicable to the long-term survival of koala populations. Our recent koala research in NSW has shown that, in 2006, Gunnedah had the largest koala population west of the Great Dividing Range, and the only population in NSW that was expanding. That prompted us to instigate a detailed study in 2008 - 2011 to determine, inter alia, whether the koalas were using trees that were planted in the 1990s to cope with rising soil salinity. Our GPS-tracking has shown that regrowth trees as young as ten years old can attract koalas. In 2009, the demise of about a quarter of the local koala population from an intense heatwave gave us a foretaste of how habitat and climate change interrelate at the landscape scale. We are now examining the optimal combinations of tree choice, and patch size and shape, for habitat restoration. This will be relevant to local coal seam gas and coal mine proposals, and ongoing mitigation actions. The Senate enquiry of September 2011 on the koala and demonstrated the intense public interest in the survival of this iconic species. Its subsequent listing for Queensland and NSW under the Commonwealth Environmental Protection and Biodiversity Conservation Act 1999 further raises its profile and obligations for management of koalas and their habitat. It will take considerable effort to manage the Liverpool Plains koala population for the next 50 years in the face of extensive land-use changes from mining, and the attendant threats from road kill, compounded by the new threat of climate change manifesting itself as an increased frequency of heatwaves and more severe droughts. This paper describes the research that underpins these conclusions, identifies some of the research approaches needed, argues for working strategically now, rather than try to patch up matters after the event, and presents a set of guides for environmental plantings. In 2010, Rio Tinto Iron Ore’s operations commenced the planning and design of a sampling and analysis system for the new 50 Mt/a Cape Lambert Port B (CLB) facility. Current sampling systems at the ports consist of automated robotic, mass-based sampling protocols employed at Dampier, and semi-automated, time-based sampling systems operating at Cape Lambert Port A.The new sampling system at CLB has brought together a fully automated sampling and analysis system utilising time-based sampling, with the capacity to sample ore products of medium quality variation as defined in ISO 3082 (ISO, 2009). The CLB system is required to sample at shiploading rates from 6000 t/h to 13 440 t/h and provide full load-port analysis. The sampling approach is to proportionally extend primary increments (of varying mass relative to shiploading rate) to a standard length using variable speed aero-belt conveyor systems. This enables a fixed number of secondary cuts to be achieved for all primary increment masses and to be delivered to the automated cell. The cell is required to be capable of concurrently processing four individual shipments, each containing multiple cargoes.Achieving the target sampling precision for all export cargo sizes has culminated in the planning, design and construction of the largest automated iron ore port laboratory in the world. The CLB sampling and analysis cell was commissioned in Q3 and Q4 2013. This paper describes the acquisition, exploration, development, initial operation and subsequent financing of the Bulawan mine by means of a listing on the Toronto Stock Exchange of a subsidiary of the parent company, Philex Mining Corporation.Located on the island of Negros in the Philippines the property is unique on at least two counts: it is a disseminated gold deposit that occurs in a region of predominantly porphyry copper mineralisation; and it is a gold deposit that is mined by a bulk method of extraction (front and block cave) instead of the normal selective mining methods.

It has been almost a decade since the release of the International Council of Mining and Metals (ICMM) Health and Safety Critical Control Management: Good Practice Guide (2015a). During this time the ICMM member companies, along with many others across industry, have been busy designing, deploying and enhancing their own critical control management (CCM) programs. So, what have we learnt? This paper discusses the scope, application and learnings from the implementation of CCM within the mining industry. What’s going well? What are the common challenges? What are the opportunities to strengthen the approach? What are the threats to successful implementation? The paper draws on the author’s experience as one of the key contributors to the development of the CCM Good Practice Guide and an adviser to many mining companies, including six of the ICMM members. The paper focuses on the practical (operational) application of CCM and the cycle of identifying, defining, implementing, verifying and improving critical controls at the frontline. The paper also includes a discussion on the safety performance of the ICMM member companies over the past decade and provides a recommendation for how CCM can be incorporated into a more proactive model to measure safety performance. The paper concludes with practical recommendations that mining companies, regardless of their CCM maturity, can consider as they look ahead. They are supplemented by three additional recommendations for consideration at the industry level.

At the end of the recent war, reports became available from Europe of the use of tungsten-carbide inserts in percussion rockdrill bits. These bits were used with small size rockdrills, so that the only advantage gained from the use of the harder, abrasion resistant, tungsten-carbide appears to have been the greater life of the bit. Larger machines, such as used in Australia in conventional practice, had to be discarded to protect the relatively brittle tungstencarbide inserts and the vulnerable bonding with the bit body.As it had been found in machine shop practice that some grades of tungsten-carbide had been produced with considerably improved toughness, it was decided by Gold Mines of Australia Ltd. that drilling practice with tungstencarbide bits warranted detailed examination under Australian conditions, and that drilling tests should be undertaken at Morning Star (G.M.A.) Mines N.L., for which it acts as General Manager and Consultant.These investigations progressed through three stages:1. Preliminary Investigations and Tests.When the investigations were initiated no commercial bits were available in Australia, and manufacture was commenced with improvised equipment from virtual scratch.
